International tender for Shenzhen Institute of Advanced Technology, Chinese Academy of Sciences (tentative name) Schematic Design and Architectural Design Development is now open for pre-qualification application. Design teams from home and abroad are welcomed to participate in this tender.
1.Project Positioning
Shenzhen Institute of Advanced Technology, Chinese Academy of Sciences (tentative name, hereinafter referred to as “SIAT”) is co-founded by the Shenzhen Municipal Government and Chinese Academy of Sciences, relying on the basis of Shenzhen Advanced Technology Institute, in deep cooperation. It is to build an independent full-time university, giving full play to the advantages of science and education. SIAT aims at building a science and technology based, scientific leading, world-class research university.
2.Project Overview
The project is located in Shenzhen Guangming Science City, Xinhu Street, Guangming District. The university is plan to host 8,000 students, with a total investment of about 5 billion RMB, which is funded by the municipal government.
The SIAT will develop four characteristics: integration of science and education, integration of industry and education, cooperation between Guangdong-Hong Kong -Macao and internationalized education, as well as innovation of system and mechanism. It will establish a talent training system of “three in one” in which colleges, academies and research institutes deeply infiltrates with each other.
The project site is located in the south side of Gongchang Road and the east side of Beizhen Road, near Sun Yat-Sen University (Shenzhen) under construction, and the station of Metro Line 6 is located in the northeast corner of the campus.
3.Core Design Content
The total land area of the campus is 544065.12 square meters, including 476966.4 square meters for campus construction and 67098.72 square meters for management. The total gross floor area is 561,988 square meters. Major programs include classroom, laboratory and practice room, library, international academic exchange center, administrative building, graduate students’ apartment, canteen, indoor gymnasium, outdoor sports fields and so on.
4.Tender Content
Work scope of tender: schematic design, architectural design development, including but not limited to the following professional contents: planning, master planning, architecture, structural, electrical, water supply and drainage, ventilation and air conditioning, interior design, intelligent building, fire protection, landscape (including reserving mountain pool landscape design), green architecture, gas, elevator, steel structure, curtain wall, road (including opening), civil air defense, BIM design, sponge cities, flood lighting, signage system, kitchen engineering, utility tunnel, outside pipeline connection, industrial design, laboratory, sports technology, cost estimation and cooperate for budget estimation.
5.Tender Process
The project adopts the method of “open bidding”, which is divided into pre-qualification, design competition and final evaluation stages.
Pre-qualification Stage – considering comprehensively the company’s experience, team strength and concept proposal, the tenderee establishes a pre-qualification review committee in accordance with law, and selects 12 bidders to enter the next stage (without ranking) and 2 alternatives (with ranking).
Design Competition Stage – The tenderer establishes a scheme review committee in accordance with law, evaluates the schemes, and selects 5 shortlisted candidates (without ranking) to enter the next stage.
Final Evaluation Stage – the tenderee sets up a bid selection committee in accordance with law and regulations, and determine 1 winning bidder from the shortlisted candidates recommended by the scheme review committee.

7.Pre-qualification Application
Applicants must be entities with legal business registration.
Consortium is permitted. One consortium shall include no more than 4 members (including the leading member). Each member of the consortium shall not further apply alone or participate by joining another consortium. The consortium members shall sign the Consortium Agreement legally and specify the leading member, as well as work distribution in each design stage and their share of rights and interests.
Individual or teams of individuals will not be accepted.
