Project Overview
Currently, the world’s higher education has gradually evolved from a learning community and an academic community into an innovation community, and the establishment of a university with the abilities to lead the future is of the highest priority of all world-class universities. Accelerating the construction of a pioneering research-oriented university is of great significance for cultivating top-notch innovative talents, developing scientific and technological self-reliance, and leading higher education reforms and innovations. Eastern Institute of Technology (Tentative) is a private, nonprofit research-oriented university aimed at becoming a world-class institution of higher education and cutting-edge research with broad societal impacts. It is funded by the Education Foundation established by Mr. Yu Renrong, a leading entrepreneur born in Ningbo, Zhejiang, and supported by the governments of Zhejiang Province and Ningbo City.
Ningbo Yongjiang Technical Innovation Corridor is one of the three major technical innovation corridors in the circular bay economic zone of Yangtze River Delta, and is positioned as a “leading source of technical innovation in the Yangtze River Delta region with global influence”. Qingshuipu Area of Zhenhai District, Ningbo City, where Eastern Institute of Technology (Tentative) is located, is situated at the intersection of Yongjiang Technical Innovation Corridor, the strategic zone of the three rivers and six banks, and the ecological belt of Ningbo City. It has dense and efficient scientific research institutes, diverse innovation platform, and great strength as an important industrial town, being the area with most potential for the industrial development of technical innovation. The space has the dual value attributes of ecology and technical innovation, and it has always been regarded as the prerequisite for “ecology + innovation”.
Schooling Scale
It is planned that the number of students in the University within ten years will be 10,000, and the ratio of undergraduate, master and doctoral degrees will be 4:3:3.
There will be 600 core professors (PI), including 200 in the College of Science, 150 in the College of Engineering, 150 in the College of Information Science and Technology, 50 in the College of Business, and 50 in various interdisciplinary research centers.
Project Construction Scale and Investment Plan
The planned Gross Floor Area of this plot is about 1.148 million square meters. The estimated total construction cost is RMB 11 billions.

Requirements for Open Application
There is no qualification limit for design agencies to join this competition. Both domestic and international design agencies with relevant design experience (independent legal entities or other organizations licensed to perform architecture planning and designs) can apply. Consortium with no more than 4 members is allowed. In addition, each consortium member is not allowed to make duplicated applications either by himself/herself or by joining a different consortium with other design agencies. Applications submitted by individuals or a group of individuals are not accepted.
Priority will be given to design agencies (including consortiums) with experience in campus planning and architectural design.
The design personnel joining the competition shall be registered with the participating design agency.
The open application design agency (consortium) should provide prequalification application documents as per Requirements for Prequalification Application Documents, which include application materials and a concept design. Competition Rules
This international competition will proceed at three stages: the 1st stage is “selection of “by invitation” design agencies + open application prequalification”; the 2nd stage is “design competition”; the 3rd stage is “determining the winner”.
1st stage – selection of “by invitation” design agencies + open application prequalification
The method of “invitation + open application” will be adopted to determine the shortlisted design agencies of this project. After the review of qualifications of candidates from both “by invitation” and “open application” groups, no more than 10 agencies will be shortlisted in the end to jointly participate in the second stage – design competition.
2nd stage – design competition
The Host will organize an on-site survey and a Q & A meeting for the shortlisted design agencies. After signing the Participation Confirmation Letter and Confidentiality Agreement, the Host will provide basic design materials in details, and the shortlisted agencies will submit deliverables that meet the requirements as per Design Brief. At least one interim presentation will be arranged during the design competition stage.
3rd stage – determining the winner
The Host reserves the right to request the top three agencies to optimize their deliverables based on the opinions of the scheme review committee before determining the top three rankings based on the opinions of the scheme review committee. If optimization is required, the optimization period shall not exceed 4 weeks.
The Host will rank the top three on the basis of respecting the opinions of the scheme review committee, and the first-place agency is the winner. The final result of the competition will be announced after the ranking is determined.
The Host independently decides that finally one (the first-place winner) or more agencies will undertake the architectural schematic design development according to the situation of the scheme review.
The first-place winner will undertake the campus master plan scheme development and design development of no less than 50% buildings in the campus; the scheme development will reach the extent of construction approval for scheme, in which the architectural discipline will reach the extent of design development.
If due to the reasons of the winner (such as the winner’s abandonment of the qualification, the failure to perform the contract due to non-force majeure, or the fact that there is an illegal act that affects the winning result), the winner no longer meets the winning conditions or cannot continue to participate in the subsequent work, the Host can communicate with other shortlisted agencies to separately determine other agency(ies) participating in the subsequent development work.
Competition Schedule

Design Development Fee, Design Compensation Fee and Relevant Expenses
Design Development Fee
The design development fee covers three parts: fee for campus master plan development, fee for individual building scheme design and architectural design development, and fee for special design development (e.g. flood control, sponge city, green and low carbon emission, etc.).
The shortlisted agencies make their own quotations based on the design scheme, and the Host will negotiate the price with the first-place winner (or other agencies assigned with design development work) according to the architectural design development assignment, and sign the design development contract in accordance with the determined design development content.
Design Compensation Fee
After scheme review, the shortlisted agencies conforming to the design requirements shall get the following design compensation based on the ranking (on the premise of no design development contract awarded):
Payment of design compensation fee:
The design compensation fees for this competition are all paid in RMB, and they are tax inclusive. The Host signs a design compensation payment agreement with each shortlisted agency. The Host will start the payment procedures after the agreement is signed. The design agency shall provide the application materials and the legal and effective special VAT invoice in China. The recipient must be a domestic company (excluding Hong Kong, Macao and Taiwan). The overseas design agency can entrust the domestic company to collect payment and specify the collector’s information in the agreement.
The shortlisted agency shall bear all expenses (including travel and accommodation expenses, model making, printing expenses, etc.) for participating in this competition. If the review committee believes that the submissions from the design agency do not meet the design extent and requirements of this competition, the Host will not pay the design agency any design compensation fee.

Consultation content
The consulting work mainly includes two aspects: First, the overall planning of the Qingshuihe Science and Innovation New City, Pidu District; second, the overall urban design of the Qingshuihe Science and Innovation New City, Pidu District. It is required to form the overall consultation scheme that integrates planning and design and dovetails industrial functions and spatial morphology via unifying the overall planning and overall urban design.

Qualifications and Requirements of Applicants
1. Application requirements
This consultation adopts a global public application method. Design units/teams with relevant design experience in China and abroad may apply for participation. The following qualification requirements must be met upon application:
A. Applicants in China must meet the following qualification requirements:
The design unit/team in China must have certification documents of legitimacy within the valid period of operation, and must be an independent corporate legal person or other organization or a legally authorized branch unit (if the applicant is an institution in Hong Kong, Macao, or Taiwan region), it must have a legal business and design license in its location);
The design unit/team must possess Grade A qualification for urban and rural planning preparation issued by the competent administrative department;
The parent company, wholly owned subsidiary and its holding company with two and more legal representatives as the same person must not apply at the same time.
B. Applicants outside China must meet the following qualification requirements:
The overseas design unit must be a legally registered design unit in the locality (a copy of the domestic registration certificate of the enterprise affixed with its company fresh seal must be provided)
2. Participation method
The design unit/team is allowed to apply in the form of a consortium. When applying for a consortium, a Consortium Agreement must be provided. The number of consortium members should not exceed two, and all consortium parties must not participate in the solicitation in their own names or form a consortium with other design units/teams.
Institutions from Hong Kong, Macao and Taiwan, China or foreign institutions independently participating in the consultation without Grade A qualification for urban and rural planning shall join with a Grade A qualified planning and design institution to complete the subsequent scheme optimization after being selected.
3. Team requirements
According to the characteristics of this solicitation, team members to be involved should be the registered personnel of the design unit/team, including but not limited to planning, architecture, and landscape professionals:
If the design unit/team is an overseas unit/team, in order to ensure that the project designers have an accurate understanding of the Chinese background and related requirements, there should be at least one person who is proficient in Chinese among the project designers.
The chief designers participating this solicitation need to be experienced in presiding design of similar projects, and must participate in the whole design process directly (the chief designer must have at least participated in the work report and scheme review report of solicitations in person). During the solicitation, if the chief designer does not match the team member profile submitted in the qualification review materials, the host has the right to cancel the participation qualification of the design agency.
4. Performance
Since January 1, 2017 (subject to the time of contract signing), there is at least 1 similar performance in planning and design, and the performance must be the winning bid (selected) plan that has been adopted and is being implemented or has been put into use, and provide contract or other proof materials.

Application time of this consultation is 9:00-17:00 from January 8, 2022 to January 18, 2022 (Beijing time, similarly hereinafter).

Consultation Description
A. This consultation is divided into two phases: Phase I — Open application and selection; Phase II — Scheme preparation and review.
Phase I — Open application and selection
Issue global solicitation announcement for public application and select 3 finalist units/teams after the evaluation of selection jury (ranked in sequence).
Phase II — Plan preparation and review.
The 3 finalists that pass the final review of competent administrative department should submit their deliverables in accordance with the Design Brief, and expound their schemes in accordance with drawing order; in combination with deliverables of the finalists, the jury conducts comprehensive comparison and review, and ranks the winning schemes for recommendation; the host shall report recommendations of the jury to the competent administrative department to determine the selected institution for undertaking the subsequent planning and design work.
B. The 3 units/teams that have submitted deliverables and won bonuses during the solicitation will respectively receive a bonus of 3 million yuan (including tax); the eventual winner will receive a bonus of 8 million yuan as the fee of the service contract of this consultation and the scheme development (including tax).
Requirements of Design Deliverables
Content requirements
Design deliverables should comply with relevant regulations, standards and design codes of the state, Sichuan Province and Chengdu City, including but not limited to the follow contents: Overall positioning, development goals, industrial development planning, spatial layout mode, phased construction plan, operational planning, etc.
Specification requirements
All deliverables submitted by consulting design institutions shall meet the following requirements:
The number of review boards is 8 (only 8 boards will be accepted), in A1 size (594mm x 841mm); the drawing board shall be attached with a description of sequence or serial numbers.
15 sets of the detailed deliverable text, bound in A3 size with coated paper, may be attached with relevant drawings in A2 or A1 size (attached drawing paper type is decided by oneself)
2 electronic deliverables (in USB disc).
Multimedia presentation files (PPT and other common video formats of Windows system). Presentation duration should be within 25 minutes, including 3D animated videos related to the project.
Validity of design deliverables
Documents that are delivered before the specified deadline and meet the requirements of the Design Brief are deemed as valid design deliverables, while other documents under one of the following circumstances will be considered as invalid design deliverables:
Design deliverables that are delivered after the deadline;
Design deliverables with altered contents after submission;
Where more than half (including half) of the expert jury members determine that design deliverables are not original, have been already published, are identical to other design schemes, or fail to meet requirements of Design Brief in terms of design deliverables’ extent;
Copyright Issues and Law
The right of authorship in all design deliverables of the solicitation belongs to the design units/teams, while all submitted design deliverables will not be returned to the design units/teams. The host is entitled to use of all design deliverables for free, including announcement of review results after the review, as well as introduction, display and evaluation of design deliverables via media, specialized journals, specialized books or other forms.
Design units/teams should ensure all contents in design deliverables are their original work without any materials infringing the intellectual property rights of third parties. In case of an infringement act, the infringing design units/teams must bear all legal consequences themselves, and will be disqualified from the solicitation.
All materials (text, drawings, electronic data, etc.) provided by the host are protected by copyright. Any unit or individual must not copy, adapt, distribute, publish, lend or transfer these materials without authorization, otherwise corresponding legal liability will be ascertained according to law, and the unit or individual will be disqualified from the solicitation.
Rules of this solicitation are governed by the laws of the People’s Republic of China. The solicitation work and all documents are subject to the Chinese laws. Should negotiation fail in case of a dispute, both parties agree to submit to the Chengdu Arbitration Commission for arbitration.
Prior to the end of the solicitation, design units/teams or their designers must not disclose, publish or display design deliverables in any form unless the host permits, otherwise the corresponding legal liability will be ascertained according to law, and the units/teams or their designers will be disqualified from the solicitation.
Right of interpretation: The host reserves the right of the final interpretation of this consultation and relevant documents. The interpretation language shall be Chinese.
To put the notion of “people-centered development” into effect, Nanjing Municipal Bureau of Planning and Natural Resources has organized a series of competitions themed “Center on People, Design for City” since 2018. Focusing on public facilities in urban space, the serial competitions publicly solicit design proposals to create fine public spaces and thus improve the functional quality of cities.
Five widely influential events have been held so far, including the Competition for Blood Donation Facilities in Key Areas of Nanjing, the Competition for Nanjing Metro Station Entrance and Exit, the Competition for Micro Stations in Jiangsu Horticultural Expo Garden, the Maigaoqiao Street Covered Bridge Design Competition, and the Competition for Landscape Facilities in Nanjing Green Expo Garden. The sixth event will be yet another design competition committed to vacant lands in the urban area, services for people’s livelihood, and ecological remediation.
Theme
Under the theme of “Viewing Pavilion · Micro Building”, this competition propounds the notions of “Viewing Pavilion by the Market” and “Viewing Pavilion by the water” based on what is needed for people’s wellbeing as well as the environment, respectively. Aiming to facilitate the renewal and upgrading of public landscape space in the urban area, demonstrative sites for livelihood service provision and ecological conservation will be created in line with the concept of “vertical environment – community unit”.
The competition is open to participants at home and abroad, and the winning proposal will be implemented. It is hoped that through consultation, joint contribution and sharing, this event can facilitate urban renovation and ecological remediation and thus enhance the gratification and contentment of citizens.
The jury is constituted by well-known architects and established scholars: Prof. Per Olaf Fjeld, Professor Emeritus and former President of the Oslo School of Architecture and Design (AHO), Prof. Christian Kerez at ETH Zurich, Prof. Yoshiharu Tsukamoto at Tokyo Institute of Technology and lead architect of Atelier Bow-Wow, Prof. Wang Weijen at Department of Architecture, Hong Kong University and lead architect of Wang Weijen Architecture, and Prof. Ge Ming at Southeast University. These experts are invited to select out excellent proposals through collective decision making.
Task Specification
The name “Viewing Pavilion” is comprised of two parts. The first part, “Viewing”, comes from the four-fold function of the traditional Chinese garden: walking, viewing, dwelling, and touring. The second part, “Pavilion” is derived from “pavilions, terraces, and towers”, iconic structures in traditional Chinese architecture. Thus it is a synthesis of behavior and type. Economical with land use, this project, by means of minimal intervention, manifests the concept of “vertical environment-community unit” and mirrors the ecology and people’s livelihood through both the dynamics of “viewing” and the static being of the “pavilion”.
The image of the viewing pavilion should echo and vitalize the environment. Functionally, it should be service-oriented, providing a place of ascent while catering to the needs of the neighbors. In terms of construction, the prototype should be refined and implementable.
The sites for this competition are plots A and B, corresponding to the two notions of “Viewing Pavilion by the Market” and “Viewing Pavilion by the Water” respectively. You can base your design on EITHER of the two plots.
1. Viewing Pavilion by the Market (Plot A)
Plot A is located in the Daishan Culture and Sports Plaza in Yuhuatai District, covering an area of approximately 2500 square meters. Contestants choosing this plot can base the design on any area within the designated scope (see the graph below). The existing structures in the plot can be demolished if required by your design.
Functionally, the Viewing Pavilion by the Market should be a landmark of marketplace culture or of the surrounding landscape. It must be able to overlook the marketplace while allowing a view to the distant Daishan (Mount Dai). It is required to design together with the plaza. It is required to provide space for rest, management, and furnish a small amount of supporting services. These functions can be placed at a high level. The highest point of the designed structure shall not exceed 18 meters. The area should amount to 100 square meters, including observation platforms and other places for viewing and resting, as well as rooms for community supporting services and marketplace management with an interior area of about 50 square meters.
2. Viewing Pavilion by the Water (Plot B)
Plot B is located in the No.3 Bridge Wetland Park, Yuhuatai District, covering an area of approximately 2500 square meters. Contestants choosing this plot can base the design on any site within the designated scope (see the graph below). The water and the wetland can be modified properly if needed by your design.
Functionally, the Viewing Pavilion by the Water should be an observation spot for the riverside wetland ecology. It must be able to overlook the water while offering an elevation which allows a distant view of the Yangtze River. It is required to provide space for rest, management, and furnish a small amount of tourist services and supporting services for scientific research. These functions can be placed at a high level. The highest point of the designed structure shall not exceed 18 meters. In terms of the area, the coverage should be roughly 100 square meters, including platforms or other places for viewing and resting, as well as rooms for tourist services and research supporting services with an interior area of about 50 square meters.

Site Survey and Q&A
Site surveys and Q&A sessions will be organized in late November and early December, 2021.
Jury Review
From March to April 2022, two rounds of jury review will be convened. The preliminary review will determine the shortlisted entries, and the final review will determine the winners of the first, second and third prizes.
Online Voting
From March to April 2022, the shortlisted entries will be announced for online voting. Based on the voting results, “Award of Online Popularity” will be conferred. This award is also accessible to winners of the first, second and third prizes.
Result Announcement
In late April 2022, the competition results will be announced.
Commendation and Exhibition
In May 2022, the winners will be publicized and commended, and the winning proposals will be displayed in a dedicated exhibition.

1 first prize winner, bonus: RMB 100,000 yuan (about US$15,700);
3 second prize winners, bonus: RMB 50,000 yuan (about US$7,850) for each;
6 third prize winners, bonus: RMB 20,000 yuan (about US$3,140) for each;
6 winners of Award of Online Popularity, bonus: RMB 5,000 (about US$785) for each.

Notes
Contestants must truthfully fill in personal information and meet all the requirements of this event, if any. Organizational contestants must have the entry form stamped with the official seal and submit a scanned copy of the business license (also stamped). Individual contestants must sign the entry form and submit a scanned copy of the personal ID card (also signed). Incomplete submission will result in disqualification. The entry form shall be submitted digitally as a scanned copy or photo.
Contestants should complete the design task as required. Each contestant can only submit one proposal. The submitted proposal must be complete; incomplete proposals will be deemed invalid. Submission of multiple proposals will result in disqualification.
Contestants should guarantee the originality of the submissions. Verified plagiarism will result in disqualification.
The copyright of the winning entries is jointly possessed by the designer and the organizing committee. During the follow-up construction, the detailed design of the working drawings will be entrusted to the original designer as a priority choice, or alternatively, to a third-party institution. The copyright of the non-shortlisted entries belongs to the designer.
The topographic drawings provided as part of the competition materials can only be used for this competition and must not serve any other purposes; otherwise there could be consequences.
The organizing committee reserves the right of final explanation for the competition rules.

Competition Name
「Beyond YUE|Jianhu Revival」Shaoxing Jianhu Planning and Design Competition
Project Location
The project is located in the middle of Keqiao District, Shaoxing City, Zhejiang Province, across both banks of Jianhu. It is an important part of Keqiao’s urban area.
In the Master Urban Spatial Planning of Keqiao District During the 14th Five-Year Plan Period released in 2021, both sides of Jianhu are deemed as a dual-functional area characterized by “Middle City” and “South Garden”.
Project Background
Jianhu is the mother lake of Yue region. It is one of the oldest water conservancy projects in China, an important communication belt of the road of Tang poetry in eastern Zhejiang, as well as the source of Shaoxing rice wine.
Nowadays, Jianhu has its essence lie in Jianhu Tourist Resort. With profound history, it is also the core development section of Keqiao District, Shaoxing. How to make use of the existing space, respect the spirit of Jianhu, transform Jianhu into a city brand and symbol with various interfaces, and depict the common picture of “Jianhu Revival”. It is a “transcending” issue, and also embodies the “wisdom of new city operation” in the era of ecological civilization and cultural confidence, providing us with an opportunity to create a new development mode of Chinese cultural landmarks in urban development in the new era.
Competition Content
The competition includes two sections, which are conceptual planning and urban design.
Conceptual Planning
Scope: It is located in Jianhu Tourist Resort, adopts Jianhu as the core and is 12.6 kilometers long from east to west, with a site area of about 35.4 square kilometers. It covers two characteristic towns—Rice Wine Town and Cool Wow Town; 4 AAAA National Tourist Attractions—Keyan Scenic Area, Daxianglin · Tusita Scenic Area, Qiaobo Ice & Snow World and Oriental Neverland; traditional villages such as Sanjia Village, Hutang Village, Binshe Village, etc.; plenty of significant sightseeing spots like Mazhen Memorial Museum; as well as 10 areas—”Jianhu Origin Exploration”, “Ancient Wine New Songs”, “Yue Dream Island”, “Poetry Frontier”, “Dynamic Lake & Mountain”, “Glorious Keyan”, “Haishan Show”, “Art Woven Keqiao”, “Xianglin Realm”, “Future Watercity” (please refer to the General Planning Brief Version).
Requirements: The planning shall respect the connotation of Jianhu, coordinate the relationship between landscape & city, cultural heritage & modern industry, tourism & citizen life, and build a Jianhu space with “Beyond YUE” ecological vitality, cultural tension and industrial power coupling. It is necessary to put forward an overall planning concept at the macro level, construct the spatial development mode, implement the overall space guidance, create a public open space, build a diversified transportation system and propose the overall implementation scheme.
Urban Design
Scope: 5 core areas (compulsory) + 3 other areas (random draw), with a total area of 15.0 square kilometers. Core areas include “Jianhu Origin Exploration”, “Ancient Wine New Songs”, “Yue Dream Island”, “Poetry Frontier”, “Dynamic Lake & Mountain”, covering a total area of 9.79 square kilometers. Other areas include “Glorious Keyan”, “Haishan Show”, and “Art Woven Keqiao”. The shortlisted applicants shall select by random draw one of the three areas to design.
Requirements: Follow the positioning of each area, carry out urban design and shape the cultural space and features for each area. Specifically, it includes the refinement of the functional format of each area, design of spatial form, and improvement of public open spaces; At the same time, to manifest the characteristics of Jianhu, in combination with the needs of spatial layout and landscape shaping, a site should be selected to carry out the concept design of “The Jianhu Eye” as the gateway landmark building (please refer to the Technical Brief for work requirements).

10 Most Popular Award: In order to encourage diversity,A public vote will be conducted on the submitted works out of the 10 finalists. The highest 10 voted work will receive the Most Popular Award and a special 「Beyond · YUE」 prize as well as a certificate will be awarded by the organizer.
Qualification
All contestants with relevant design experience (independent legal entity, consortium, individual) globally can register for the competition. One consortium shall consist of no more than 3 members, and each party of the consortium is not allowed to take part in the competition separately in its own name or by composing a consortium with other design institutions.

The East Lake Hi-tech Development Zone with a planned area of 518 square kilometers is also known as Optical Valley of China. After more than 30 years of development, its comprehensive strength and brand influence have been greatly improved, ranking the first among national hi-tech zones in knowledge creation and technological innovation ability. It becomes one of key construction programs of national “world-class hi-tech park”. Optical valley central ecological corridor runs through the west area of optical valley central city, connecting Jiufeng mountain in the north and Longquan mountain in the south, with 10 kilometers in length and an average width of 300~500 meters. The Corridor is highlighted on “three ways & five nodes” (railway, greenway, and waterway; Jiufeng Mountain and Longquan Mountain urban balconies, the core node of Golden Cross Axis, the node of Gaoxin Second Road, and the node of integrated free trade zone).
The core node of Golden Cross Axis is located at the intersection area of the north-south central ecological Corridor and the east-west Optics Valley Science and Technology Innovation Corridor, including the intersection, surrounding open spaces, and part of Jiufeng Forest Park. The urban balcony nodes of Jiufeng Mountain and Longquan Mountain are located on the top area of two mountains respectively, which have a panoramic view as the commanding points of the north and south. The sky train project started recently is strengthening the accessibility of these nodes.
In order to benchmark the world-class standards, reveal the charm of technology and ecology of Optics Valley, and systematically create urban high-quality public space and landmark scenery nodes, The East Lake Hi-tech Development Zone Administration now publicly solicit the schematic design for the core node of Golden Cross Axis, Jiufeng Mountain and Longquan Mountain urban balconies from excellent design institutions local and overseas.

B. Design Scope and Design Requirements
1. Design of the core node of Golden Cross Axis
Design scope
The intersection of Gaoxin Avenue and Guanggu Fourth Road and the extended area within 200~250 meters is our proposed scope. It could be adjusted according to specific designs. The design institutions should consider its connection with the central ecological corridor, railway stations, and planned cultural facilities comprehensively. The overall implementation scope of the node should be taken as the scope of design. The scope of the research is extended to the surrounding green fields which is approximately 166 hectares.

Design requirements
The design aims continuing the international vision to enhance the overall ecological strategy in Wuhan and emphasize the main corridor of Optics Valley, and creating a landmark scenery on the Golden Cross Axis to reveal the charm and achievements of Optical Valley as well.
a) Firstly, to create both a “new urban landmark” with both international qualities and local characteristics originally, and a forward-looking multi-dimensional landscape and public space system benchmark.
b) Secondly, all designs must compliance with the laws and regulations regarding ecological resources protection and historical resources conservation. to reconstruct the local landscape and the public space system, using new technologies and materials properly to create a functional space which is humane, comfortable, abundant, enjoyable, distinctive, both dynamic and static adaptively.
c) Thirdly, to shape an open, collaborative and innovative city temperament, through building the ecological adaptive features with an open and interconnected landscape model to stimulate a variety of activities and exchanges.
d) Fourthly, to create traffic distribution space with a great sense of design by deepening the planning of the Golden Cross Axis to achieve the “transportation, ecology and culture” functions of the cross nodes, and coordinate the organic connection of metro, ground, sky train and stations. 2. Design of the urban balconies of two Mountains
Design scope
The top areas of two mountains are our proposed scope. The design institutions can also optimize the scope of design base on your research. The scope of design should include the implementation area of the landscape improvement. The holistic design of two balconies need to be considered.

Design requirements
The design aims continuing the international vision to enhance the overall ecological strategy in Wuhan and emphasize the main corridor of Optics Valley, and creating a landmark scenery on the Golden Cross Axis to reveal the charm and achievements of Optical Valley as well.
a) Firstly, all designs must compliance with the laws and regulations regarding ecological resources protection and historical resources conservation. On base of current resources conditions in mountain scenic spots, to protect and strengthen the natural beauty of the site through a cautious design strategy, and to create a demonstration of ecological public park by combining the needs of low-cost and sponge city as well.
b) Secondly, to strengthen the integration and interconnection of scenic spots and urban areas, conceiving it as a dynamic natural playground where people could explore new possibilities of symbiosis between technological innovation and the nature.
c) Thirdly, to forge a new people-oriented network of regional tourism by which the need of peripheral cities is fully considered, the nature and urban areas are closely connected, and various recreation spaces and facilities are provided.
d) Fourthly, to consider public art to form public space with an artistic atmosphere.

C. Registration Requirements
For the project of the core node of Golden Cross Axis and the project of Jiufeng Mountain and Longquan Mountain Urban Balconies, the design institutions can choose both or either to register.
Without qualification requirements, all design institutions whether in local or overseas with relevant design experience (organizations with the independent legal personality or with the ability to bear civil liabilities independently) can register.
Local or overseas design institutions must have legally registered and valid business licenses. Different design institutions and organizations with the same person in charge, or have an association of holding controlling interest or management, are not allowed to register simultaneously.
Consortiums with no more than 3 members are allowed to register, a written consortium agreement to clarify the lead unit and the respective responsibilities is needed. All units in one consortium cannot join in other consortiums or as an Independent unit to register.
Individuals and individual combinations are not accepted in registration.
D. Solicitation Process
The open solicitation is divided into two stages, “registration plus pre-qualification” and ”schematic design review”.
1. Registration and pre-qualification Stage
As soon as the registration form is submitted and verified (attached), organizer will provide assignments and basic material packages about the two projects. The design institutions conduct the surveys and develop CD. The organizer Initiate a pre-qualification meeting. The panel of experts composed of management department, construction unit and external experts will vote to select 6 design institutions without ranking, and 2 design institutions as alternatives from each project. If one or two of the 6 design institutions withdraw, the 2 alternatives could replace them. If the valid shortlist of design institutions is less than 8, sponsor of the solicitation will reorganize the registration and pre-qualification.
2. Schematic design review Stage
The design institutions in the shortlist continue completing SD base on the panel’s opinions. The organizer organizes the Q&A meeting,sites visit and the SD review meeting, 3 winning scheme designs will be selected by the panel.
E. Solicitation Schedule
The duration of the solicitation is from December 2021 to April 2022, and schedule is as follows:

F. Design Fees
The total design fee is 5.1 million yuan (about US$801,600). The fee for the core node of Golden Cross axis design, the fee for Jiufeng Mountain and Longquan Mountain urban balconies design are 2.55 million yuan (about US$400,800) and 2.55 million yuan (about US$400,800) respectively.
Each of the 6 shortlisted design institutions will receive a design compensation of 250,000 yuan (about US$39,290). To the three winning design institutions, the first will receive 650,000 yuan (about US$102,155), the second 300,000 yuan (about US$47,150) and the third 100,000 yuan (about US$15,710).
The final winner needs to integrate and optimize the formal scheme base on the panel’s opinions and the requirements of the organizer, not including DD or CD.
Note: All the above fees include taxes.
G. Solicitation State
The design fees of the solicitation will be paid in RMB within the borders of China. Domestic independent legal person could be authorized to receive the payment on their behalf if the design institutions or individuals from overseas cannot receive a payment of RMB.
The design institutions should have the rights of authorship of SD. With the permission of the sponsor, SD will be evaluated and displayed through mass media, professional magazines, books and periodicals or other forms. The sponsor, organizer and the project construction company have the rights to use or adjust SD wholely or partly in the consultation of the project, and the rights to print, publish and exhibit SD through mass media, professional magazines, books and periodicals or other forms.
SD should be original and not have been published in any form. SD or any material used in will not infringe any copyright, trademark right, patent right and other rights of the third party. If infringement occurs, all such disputes and legal liabilities will be borne by the design institution. If causes losses, the compensation will be borne by the design institution too.
The design institutions should abide by the relevant provisions in China, properly keep the drawings and data provided by the sponsor, and protect their intellectual properties. Assignments and basic material packages will not be transferred to a third party or used in other projects without the permission of the sponsor.
The design institutions participating in the solicitation are regarded as acknowledging all the provisions in this Announcement.
The laws and regulations applied to the solicitation activity and related documents are the laws and regulations of the People’s Republic of China.
