Project background

The CPC Central Committee released a package of policies in 2018 charting the roadmap for rural vitalization,featuring thriving businesses, pleasant living environment, social etiquette and civility, effective governance and prosperity. In October of the same year, Guangzhou issued the implementation opinions of the Guangzhou Municipal People’s Government on promoting the rural vitalization Strategy, to clarify the positioning of Guangzhou as a good example and model in rural vitalization of Guangdong province, to walk out a road of rural vitalization with Guangzhou characteristics .In May 2021, the general office of the Ministry of Finance issued the notice on further improving the pilot work of National Pastoral Complex construction, on the basis of National Pastoral Complex construction pilot experience. In 2021, the central government will continue to support qualified regions to carry out the pilot construction of national pastoral complexes.Yuexiu Fengxing National Pastoral Complex In Conghua District Guangzhou is the only pastoral complex project registered by the Ministry of Finance in Guangdong Province in May 2021. The business covers modern agriculture, home accommodation, catering, intangible cultural heritage, culture and tourism, etc. The goal of the project is to realize the integrated development of primary, secondary and tertiary industries, with rural cooperatives as the key, and realize the integration of agriculture, leading agriculture and enriching farmers.

The project is located in Aotou Town, Conghua District, Guangzhou City, Guangdong Province, involving Longtan village, Hengjiang village and Wushi village. The Pajiang river passes through the three villages, adjacent to national highway 106 in the East and Guanglian Expressway in the West.Conghua district is the ecological core area in the north of Guangzhou. It takes the lead in realizing the full coverage of clean and tidy villages and beautiful and livable villages in the whole province, forming a good example of rural vitalization and characteristic towns. Aotou town is a new urbanization demonstration town in Guangdong Province and Guangzhou and a demonstration pilot town in Guangzhou. It is a major agricultural town in Conghua district and one of the five demonstration towns in Guangzhou to create high grain production. It has the development foundation for building a Rural Vitalization demonstration area.

In order to further implement the National Rural Vitalization Strategy, speed up the cultivation of new driving forces for high-quality development of rural economy, and create a National Pastoral Complex, Guangzhou Yuexiu Fengxing Pastoral Complex Co., Ltd. (Guangzhou Yuexiu Fengxing Pastoral Complex Co., Ltd. is a wholly-owned subsidiary of Guangzhou Yuexiu Group Co., Ltd.) launched the international competition for the design scheme of Yuexiu Fengxing National Pastoral complex in Conghua District, Guangzhou (hereinafter referred to as the “competition”), in order to realistically develop the village and build a demonstration area for Rural Vitalization in Guangdong.

 

Working range and competition content

This competition covers two levels: research area and overall design area, of which the overall design area includes two sub projects. See Annex 1 for details.

  1. Research areaThe project involves Wushi village, Hengjiang village, Longtan Village in Aotou Town, covering an area of 21.27 square kilometers. The competition content covers the overall positioning, cluster structure and regional traffic road system optimization and so on.
  2. Overall design area

Sub project 1 is Rural architecture and landscape design:The total area is about 19.9 hectares, which is divided into three areas: Wushi Village area, Ge Village area and Xujia courtyard area, with a planning area of about 10.4 hectares, 5.8 hectares and 3.7 hectares respectively. The rural architecture and landscape design scheme should focus on the rural activation under the integration of primary, secondary and tertiary industries in the area, and put forward design strategies. The design content includes the transformation and utilization aimed at activating the operation, such as the transformation of rural Courier station, home accommodation, facade upgrading, public space upgrading, farmland and woodland activation, etc. No less than 3 key node concept designs are proposed in each area.

Sub project 2 is cultural tourism project design:the project is located in Qinglong base, Hengjiang village, Aotou town. The design area includes Huamei pasture and surrounding villages. The planned area is about 295.3 hectares, of which the core area design scope is about 106.7 hectares.The main design content needs to fully combine the operation concept and mode of the pastoral complex, build brand IP around cow IP, and innovate the design of buildings and landscapes with industrial and rural local characteristics.Through the creation of a serious of unique rural life scenes and the shaping of landmark buildings, the project creates a unique pastoral complex to achieve four new highlights of “Industrial Innovation, Environmental Renewal, Cultural Renewal and Institutional Innovation”.

 

Registration Method

  1. Registration Qualification Required
  • The design organization applicants from domestic shall have the independent legal person qualification, and provide business license , not being ordered to close or being repealed. The design organization applicants from overseas must be a legally registered design institution in the place where it is located, and provide a valid registration certificate. If the person in charge of the company is the same person or different companies with holding or management relationship, it’s forbidden to sign up for the competition project at the same time. (Note: LOCATION refers to the main place where companies, enterprises or commercial institutions are registered to operate business or set up offices according to law)
  • Domestic applicant must have one of the following valid qualifications: (1)Construction Industry Engineering Design Qualification Class-A (2) Construction Industry (Construction Engineering) Professional Design Qualification Class-A (3)Engineering Design Integrated Qualification Class-A (4)Urban and Rural Planning Qualification Class-A (5) Landscape Professional Engineering Design Qualification Class-A (6)Tourism Planning and Design Qualification Class-A. Copies of relevant documents hould be provided with official seals.
  • Personal registration is not accepted in this competition(including all members of the consortium).
  • The design organization applicant (either party of the consortium)shall have the relevant planning (or design) achievements of Rural Vitalization or ecological town or characteristic town or cultural tourism or artistic installation from January 1, 2017 to the deadline of registration (The copy of contract and other supporting documents shall be provided. For the past performance undertaken by a consortium, relevant materials shall be provided to prove that the working contents undertaken by the company in the project meets the requirements of this item. The performance calculation time shall be subject to the contract signing time).
  • The General Project Leader/Chief designer must directly participate in the whole process of design activity,and personally attend the competition site to report the plan at least 2 times.The design organization applicant shall ensure the General Project Leader/Chief designer and main designers always participate in design that shall not be replaced midway.
  • In order to ensure that the project designers have an accurate understanding of the Chinese background and relevant requirements, the overseas design organization must have at least one person familiar with Chinese.
  • The application by the consortium is accepted in the competition. The number of organizations constituting the consortium shall not exceed 2. The consortium shall submit the Agreement of Consortium Participating in the Competition as required (each member of the consortium shall affix the official seal of the corresponding entity; if the overseas design organization has no seal, it can be signed by its legal representative or legal authorized representative).

  1. Registration Time

Based on Beijing time, 9:00-12:00 am and 14:00-17:00 PM from July 28 to August 16, 2022 ( Don’t accept the submission of materials on legal holidays).

  1. Registration Method

The design organizations intending to participate in the competition MUST upload the completed application registration form and attachments (refer to Annex 2 for details) affixed with official seal to E-mail box:yuexiucomplex@163.com within the specified time.

It is allowed design organizations intending to participate in the competition to apply for two sub projects at the same time, but which cannot be recommended as the participating design organization and candidates of the two sub projects at the same time. That is to say, sub project 1 will be selected first. If it has been recommended as a participating design organization in sub project 1, it will no longer participate in the selection of sub project 2.Before the selection of sub project 2, the participating design organization that have been recommended as sub project 1 shall be eliminated first, and then the participating design institutions and candidates shall be recommended in turn according to the selection rules. If the candidate of sub project 1 is selected as the participating design organization of sub peoject 2, the candidate of sub project 1 will be postponed according to the ranking after excluding the organization. If the candidate of sub project 2 is the candidate of sub project 1, the candidate of sub project 2 will also be postponed in the above-mentioned manner.

  1. Competition Registration Documents
  • The design organizations intending to participate in the competition MUST send or post the completed competition application document (refer to Annex 3 and Annex 4 for details) in written form to the competition co-organizer before 17:00, Aug.16, 2022. If the design organization submits the documents by mail, the submission time shall be subject to the time when the competition co-organizer signs and receives the registration documents.

  • For different sub projects,the design organization applicant must prepare a complete application document and bind it into a volume. It can be bound in separate volumes when the content is overmuch. The cover of the registration documents bound independently shall be affixed with the official seal of the design organization applicant, and the registration documents shall be affixed with the official seal of the design organization applicant in the slit and on each page. If the overseas design institution has no official seal, it can be signed by its legal representative or legal authorized representative .The representative of the design organization applicant can be the legal representative or its authorized representative. The registration document signed by the authorized representative shall be accompanied by a valid power of attorney signed by the legal representative.
  • The design organizations must bear all the consequences caused by any mistake or omission in the application documents.
  • The registration documents are should be in quadruplicate (1 original and 3 copies, which must be marked with the words “original” and “copy” on the cover of the registration documents), and one electronic copy of the registration documents (including one document in WORD format and original paper document color scanned in PDF format ,which shall be stored in USB flash drive, without encrypted and virus). If the original is inconsistent with the copy, the original shall prevail.
  • The registration document shall be duly signed by a legally authorized representative of the design organization applicant and any changes, if any, shall be signed by the original signatory.
  • All registration documents should be delivered to the competition co-organizer before the deadline. Overdue documents will not be accepted. The co-organizer will not be responsible for the damage or loss of the registration documents caused by force majeure.
  • All application documents must be sealed in a sealed envelope or package with the official seal of the design organization applicant affixed to the seal. (1) the original (with official seal on the original), (2) the copy, (3) the application registration form and (4) the electronic version of the application document should be sealed separately and marked,the above contents shall be written on the cover of each envelope or package(see the selection document for details).
  • The written registration materials made in accordance with the registration requirements in (I) of the competition registration methods in this announcement VI must be delivered to the site or by post before the registration deadline. The written registration materials delivered before the deadline (subject to the mail signing record or the on-site signing form record) will be deemed as successful registration.

 

Competition method

  1. Selection of design organization

This competition adopts the method of public registration. By publishing the competition announcement on the website, it openly accepts public design organization applications from domestic and overseas..Through selection and ranking by experts,the top three design organizations in each sub project are selected as the participating organizations, and the fourth is the candidate . If there are less than 6 design organizations that meet the requirements of competition qualification, the competition sponsor may decide to extend the registration time or reorganize the registration according to the project situation. If any design organizations give up the shortlisted qualification for some reason after the shortlisted institutions confirmed and before the release of the competition documents, their competition shall be replaced in turn among the alternate design organizations until 3 are supplemented.. The competition co-organizer will send a formal invitation to the shortlisted design organizations, and the competition schemes submitted by other design organizations that have not been formally invited will not be accepted.

The selection results of the competition design organizations will be announced in mid-late August 2022.

  1. Release of competition technical documents

The official competition technical document release meeting of the project is tentatively scheduled to be held in mid-late August 2022., and the site survey and Q &; A will be organized at the same time. The specific place and time in the invitation letter shall prevail.

  1. Submission time of achievements

The deadline for submission of results is tentatively set for early October 2022. All design organizations must submit the final competition outcome documents to the designated place before the deadline, subject to the actual signing time.The design cycle is about 45 calendar days.

  1. Results review method

The evaluation of the competition results includes two stages:the validity review and the scheme evaluation. The review committee of technical will first review the validity of all achievement schemes to determine the validity of achievement schemes. Results programmes that fail to pass the validity review shall not enter the scheme review.

The evaluation committee of scheme will evaluate the valid achievement scheme which pass the validity review, and select a winning scheme for each sub project by voting on the basis of careful study of the competition technical documents and full discussion and comparison.

The competition evaluation results of this project will be tentatively announced within 5 working days after the competition results evaluation meeting.

  1. Competition expense arrangement
  • Competition cost compensation and bonus

If the design result is confirmed to be valid by experts,in each sub project,the third ranked design organization will receive cost compensation of seven hundred thousand RMB (¥ 700000.00), the second ranked design organization will receive cost compensation of eight hundred thousand RMB (¥ 800000.00), and the first ranked design organization will receive cost compensation of nine hundred thousand RMB (¥900000.00). The result that fails to pass the validity review will not receive cost compensation. If the scheme is evaluated by experts and finally confirmed by the organizer, the design organizations of the scheme can obtain another deepening design fee of one million RMB (¥ 1000000.00) on the basis of cost compensation.

Note: The participating unit of the consortium is regarded as a design organization.

  • Payment method

The competition cost compensation fee and the deepening design fee are paid in RMB, the expenses shall be settled with design organization by the institution, and any taxes incurred are borne by the design organization. If the competition design organization is a consortium, it shall form a written agreement on the proportion of the consortium’s expenses within 28 days from the date of the press conference of the competition technical documents and submit it to the competition co-organizer. Those who fail to submit within the time limit will only settle all the expenses of the consortium with the main part of the consortium.

The cost compensation and deepening design fees obtained shall be paid to all signing up for the competitions in China in RMB. If the overseas design organization cannot use its own account to collect RMB, it can authorize the domestic legal independent legal person to collect the money, and the relevant handling fees, taxes and other fees shall be borne by the design organization.

Note

  1. The design organization whose competition design results are evaluated as invalid by the evaluation committee will not be compensated for the competition cost.
  2. The cost compensation fee of this competition includes all expenses incurred by the design organization during this competition (including but not limited to design expenses, achievement production expenses, design research expenses, travel expenses incurred in cooperating with the holding of relevant project communication meetings, design copyright fees, relevant taxes, etc.), and no other expenses will be paid.

 

Others

  1. The competition shall be governed by the laws of the people’s Republic of China, and the competition work and all documents shall be governed by Chinese laws. In case of any dispute, if the negotiation fails, it shall be submitted to China Guangzhou International Arbitration Center for arbitration. The arbitration shall be final and binding on both parties.
  2. In case of any discrepancy between this competition announcement and the officially released competition technical document, the officially released competition technical document shall prevail.
  3. In case of any inconsistency between the English version and the Chinese version of the registration announcement of this competition, the Chinese version of the announcement shall prevail.
  4. All application materials will not be returned.
  5. The above contents or requirements are applicable to all sub projects unless otherwise specified.
  6. If there is no special explanation for all the requirements of “company seal” in this project, the overseas design institution shall be signed by its legal representative or legal authorized representative. If the registered design organization is a consortium, the main party of the consortium shall affix the company seal in addition to the consortium entry agreement.
  7. If the materials provided by overseas units are in foreign languages, Chinese materials notarized by qualified translation institutions or notary offices shall be provided.
  8. The agency service fee is charged separately by sub projects. The participating design institutions that obtain the winning scheme will be charged at 3% of the sum of cost compensation fee and deepening design fee. The participating design institutions that obtain cost compensation fee will be paid at 3% of cost compensation fee, and the above payment procedures will be handled in RMB.

Qualifications

  1. The registered domestic design firm shall have the status of an independent legal person and provide a valid business license. The registered design firm shall meet the following requirements: If the registered design firm is a domestic design firm, it shall have class A qualification of professional design of construction industry (construction engineering);If the registered design firm is an overseas design institution, it shall provide the design license issued by the competent government department of the country or region where it is located or the relevant industry organization.Copy of relevant qualification certificate and company seal should be provided.
  3. This competition does not accept individual registration.
  4. The registered design firm shall have the performance of independently undertaking architectural design projects from January 1, 2017 to the deadline for registration (copies of contracts and other supporting documents shall be provided, and the performance calculation time shall be subject to the signing of contracts).
  5. The project manager has served as the chief architect of international or domestic representative city construction projects, and won international or domestic authoritative, well-known awards or honors.
  6. The design company to be sent by the registered design firm must have personnel with architectural professional background. If the design team is not equipped with personnel with architectural professional background, the architectural consultant team shall be invited (personnel with architectural professional background shall provide relevant documents of professional background, including but not limited to certificates of educational background and certificates of architectural professional title. The project manager must directly participate in the whole process of design activities, and attend the presentation in person after winning the bid (if unable to attend due to the impact of the epidemic, video presentation can be adopted).The registered design firm shall ensure that the project chief and main designers always participate in the design work and shall not be replaced in the middle of the project.
  8. In order to ensure that the project designer has an accurate understanding of the background and relevant requirements in China, the overseas design firm shall have at least one person who is fluent in Chinese.
  9. Consortiums are accepted for this competition.But only cooperation (consortium) in accordance with article 2 of the qualification conditions of this announcement and one domestic design firm will be accepted. Independent registration of overseas design firms will not be accepted for this competition.

Registration method

  1. Registration method: Qualified design companies shall submit registration materials from July 20, 2022 to 17:00 July 29, 2022 to Guangzhou International Engineering Consulting Co., Ltd, And scanned into electronic version and sent to hhm@giecc.com.cn. The contact person and address are listed in Article 13 of this announcement.The registration fee is 1000 yuan,and late registrations will not be accepted.
  2. The registration document shall contain at least the following contents (in duplicate) :

  1. The registration documents shall be arranged in A4 format and bound into a book, with one original and three copies.The original copy shall be stamped with the company seal as indicated in the format document and the cross-page seal.
  2. Send “Competition Document” and “Design Specification” to the applicant: within one day after receiving the application materials of the applicant and passing the examination of the competition agency, the applicant shall be sent by email to the applicant.
  3. If less than 5 design firms have submitted the registration documents by the deadline, the organizer may decide whether to extend the registration period according to the actual situation.

 

Competition Period

The competition period of the design unit is from July 20, 2022 to August 30, 2022. The competition unit submits the design proposal on August 31, 2022, the design scheme will not be accepted after the deadline, and the specific time schedule is shown in the attached table of this announcement.

 

Project funding

The project investment is about 1.30134 billion yuan, all of which will be invested by the organizers of the competition and the project funds have been settled.
On the premise of ensuring the design quality, the design unit should follow the principles of functional application, reasonable standard and reasonable economy to carry out the design work, implement the design quota, to ensure that the project estimate budget does not break through the quota target of the proposed project cost.

 

Reviewing method

  1. The organizer entrusts the competition agency to organize the bid evaluation committee to examine the qualification of the applicants according to the design deliverables submitted in the “Competition Documents”.After passing the qualification examination, the bid evaluation committee will conduct scheme evaluation, and the design firms that pass the qualification examination will be voted by secret ballot. Finally, 5 design schemes will be selected as the winning schemes and the Bid Evaluation Report will be formed.
  2. The competition organizer will set up a bidding committee and hold a bidding meeting, and the bidding evaluation committee will recommend 5 winning schemes as candidates to the bidding committee.
  3. The bidding deciding committee shall evaluate all the bidding candidates according to the provisions of the “Competition Documents”, recommend the winning bidder and issue the Bidding Report according to the evaluation vote, and request the competition organizers to check and confirm the winning result.The winning design firm will participate in the deepening of the design.
  4. The design unit of the winning project is entitled to the concept design right, the scheme design right, the guidance of the preliminary design, in the way of consultation to participate in the drawing of all kinds of design documents, deepening to the completion acceptance stage and responsible for the overall design scheme style check, to ensure that the design concept, effect, design intention is implemented and realized.

 

Rewards and Economic Compensation

  1. The winning project will be awarded RMB 300,000 (about US$44,300), and the winning organization will sign a design contract with the competition organizer;Integration and deepening of the competition plan shall be carried out according to the requirements of the organizer. After submitting the integration and deepening results that meet the requirements, an additional integration and deepening fee of RMB 250,000 (about US$36,900) can be obtained on the basis of this fee.That is, the selected organization will be awarded 550,000 yuan (about US$81,300) in total.
  2. The competition organizer or organizer designated unit with the following is not the winning project compensation contracts respectively pay economic compensation amount after (including taxes, design results using cost, design cost, intellectual property, cooperate with relevant project communication conference organizers all expenses such as travel expenses) :
  • For the 2nd to 5th winning candidates, each participating an comapny (consortium regarded as one participating company) will be entitled to a economic compensation of RMB 100,000 (about US$14,700);
  • All the documents of the winner and the runners-up 2-5, including but not limited to all kinds of drawings and document data, are exclusively for the use of this project, and the intellectual property rights (including but not limited to copyright) of the documents involved belong to the organizer of the competition.
  • The competition sponsor or the organization designated by the competition sponsor and the winning bidder have the right to refer to and use part of all the design results that have obtained economic compensation in the implementation plan.
  • If the competition fails, no economic compensation will be paid to any unit.
  1. The cost compensation of the design competition shall be paid in RMB, which shall be settled by the competition organizer or the organization designated by the competition organizer and the participating organizations.

Notes:

  • The participant whose design results are deemed invalid by the evaluation committee and whose design results are ranked no. 5 (excluding no. 5) will not be compensated for any competition costs.
  • The cost of this design competition economic compensation includes what happened during the period of participating companies in the design competition all expenses (including but not limited to design cost, production cost, design research cost, cooperate with related project communication conference design copyright fees, travel expenses, relevant taxes, etc.), no longer pay any other fees.

 

Design competition deposit

No design competition deposit is required for this project.

 

Other matters

  1. The Competition shall be governed by the laws of the People’s Republic of China, and the competition work and all documents shall be governed by the laws of the People’s Republic of China.In case no settlement can be reached through negotiation, any dispute shall be submitted to Guangzhou Arbitration Commission for arbitration.The arbitration award shall be final and binding upon all parties.
  2. In case of any discrepancy between this announcement and the official Competition Document, the official Competition Document shall prevail.
  3. In case of any discrepancy between the Announcement in English and Chinese, the Announcement in Chinese shall prevail.
  4. All registration materials will not be returned.All registration documents and deliverables must be in Chinese.

Announcement: Forest Affinity Program Competition for Schematic Design of First New Municipal Administration Landscape Projects in Longgang, Shenzhen

Project background

With the theme of interweaving green corridors around the city, exploring integration of urban and suburb areas, and stimulating the city’s peripheral vitality space, Longgang District will build the “New Municipal Administration” engineering model project and improve the urban environment in an all-round way for a high-quality city proper suitable for residence, industry and tourism. With conventional municipal public facilities along railway lines, fire passages, and urban roads, new highlights of urban space quality improvement lie in building a pleasant urban micro-environment through the power of design and application of “New Municipal Administration” idea! In such a case, the Bureau of Public Works of Longgang District will launch the first “New Municipal Administration” engineering projects, give full play to the advantages of Longgang’s ecological background, build a number of backbone ecological corridors, realize the interconnection of ecological way, green way and eco-corridors, and build the ecological picture of “blue interwoven into green surrounded by mountains and rivers”.

“Forest Affinity Program” is a key theme first proposed by the Bureau of Public Works of Longgang District to build the new municipal administration engineering model. The first five landscape projects will be launched in conjunction with the competition for conceptual scheme design in the hope of breaking the stereotype of monotonous and tedious municipal facilities in the past, endowing a modern, engaging and diverse sense of design, fully tapping into the cultural value connotation of public facilities, and providing a new model for the design of municipal facilities in Longgang District and Shenzhen!

The competition is consisted of 5 tracks:

— Track A —

Ecological Corridor Construction Project of Henggang Section of Pinghu-Yantian Railway

Design scope:The project is located in Henggang street, with the total corridor length of 4.5 km. As the Pinghu-Yantian Railway will be constructed underground in the long term, the original Pinghu-Yantian Railway existing tracks and its surrounding area will be released. The project construction includes greening landscape, theme park, innovation sharing garden, etc.

Key words: Industrial landscape, lineal cultural heritages, urban corridor and park system.

 

— Track B —

Quality Improvement Project of Industrial Avenue, Dayun AI Town, Longgang District

Design scope: The design scope includes Hongmian road and Xinyi road.

Hongmian road runs from east to west. The reconstruction starts from the municipal Jieneng indemnificatory housing project (Huamao Industrial Park road), ends at Nanping phase III auxiliary roads (Nanping East Avenue) and intersects Xinyi road. The road is about 1.5km long with a road grade of urban arterial road. The reconstruction road is 30.5-40m wide with a two-way six lane and the design speed of 50km / h.

Xinyi road runs from north to south. The reconstruction starts from the existing hongmian road and ends at the culvert opening under Shuijing-Guanjingtou Expressway (at the memorial archway of Henggang 228 Industrial Park). The road is about 500 meters long as an urban sub-arterial road. The width of red line is 25 meters and the reconstruction road is 40 meters wide with a two-way four lane and the design speed of 30km/h.

The main design contents include road reconstruction, landscape improvement and other municipal administration engineering. Including but not limited to: Henggang portal logo design, greening restoration of newly added overpass, existing slope and retaining wall, road greening and fence upgrading, building reconstruction, node upgrading at the intersection between Hongmian road and Xinyi road, substation and water supply pipe beautification, etc.

— Track C —

Rail Transit Phase 4 — Greening Restoration and Improvement Project of Longgang Section of Metro Line 14

Design scope: The project mostly restores and enhances the road surface and greening along the Longgang Section of Metro Line 14, including Buji, Nanwan, Henggang, Yuanshan, Longcheng and Baolong streets, and the total area is about 170,000 square meters.

Key words: Greening, water supply and drainage, electrical, soil and water conservation and linear landscape.

Buxin Mountain Fire Passage Construction Project

Design scope: The project proposes to build a forest fire passage in the Buxin Mountain area, taking into account the recreational function of the greenway. It will be interconnected with Jiazhou Garden Park, Qiushui Mountain Park, Zhangshubu Park and Luohu Taojin Mountain to create high-quality ecological recreational space. It crosses Longgang District and Luohu District, with an area of about 474ha including 138Ha in Longgang District and 336ha in Luohu District. In combination with the actual administrative situation, it is suggested that Longgang area be the main design scope of this competition, and excessive involvement in Luohu area should be reduced.

Forest Fire Prevention Road Construction Project in Yuanshan Street

Design scope: Located in Yuanshan street, the project has a total length of 40.11 km, including a total length of 24.27 km of new forest fire prevention roads and a total length of 15.84 km of upgraded existing forest fire prevention roads. The high point of the area where the project is located is Yantian Port. It is suggested to consider the setting of sea viewing platform in combination with the terrain.

Design Principles

  1. Taking the landscape system as urban infrastructure: Taking the city as an ecological system, combine the infrastructure functions with the urban social and cultural needs through the construction and improvement of the landscape infrastructure, so as to build and extend the city and solve the problems faced by the city, such as climate change and population flow. Under the framework of the landscape system, the infrastructure construction supporting urban development, such as energy, water, transportation, food production, waste treatment and other elements, will be integrated in a new way to form a new urban supporting system; The infrastructure construction becomes to build a special landscape space, not just engineering facilities.
  1. Solve problems in the comprehensive, overall, pragmatic and innovative ways.
  2. Pay attention to modern, humanistic and diversified design sense to lead the times, face the future and make audacious renovation.
  3. Follow the principle of ecological adaptability, enhance the connectivity and integrity of natural space network, and form an urban natural support system.
  4. Deeply excavate the cultural value connotation of the new municipal landscape, emphasize the cultural characteristics of infrastructure, and ensure the integrity of ecosystem service function and local culture.
  5. Give consideration to the operation management, activity organization and maintenance cost of “new municipal space”.

 

Design Requirements

It is expected that the design of each project will be based on an international perspective and enhance the ecological pattern of the Longgang area. Create a model of the bay area with blue and green interweaving, mountains surrounded by water, promote cultural integration and innovation, and create a charming urban area with bursts of vitality. By giving full play to the unique ecological resources, a main ecological corridor with Longgang characteristics will be created.

  1. Integrating natural, ecological, creative, humanistic, historical and other resource elements, it has become a “forest-friendly plan” with both international quality and the original characteristics of the area, and a new platform for the integration of nature and the city. Create a new benchmark for the future-forward municipal landscape system that integrates ecological environment and urban imagery.
  2. The design of municipal public facilities and landscape environment shall comply with the laws and regulations on the management of ecological protection red lines, forest fire protection, mountain protection, cultural relics protection, and basic ecological control line management. Introduce the principle of landscape priority into traditional municipal public facilities, reconstruct the landscape and municipal public space system in the area, use new technologies and new materials rationally, and create an urban micro-environment that is human, comfortable, rich, full of fun, distinctive, and suitable for movement and stillness.
  3. Create a new municipal temperament of openness, collaboration and innovation, and build a design model of ecological adaptability and open and interconnected landscape. Build a system of rich natural ecological elements, taking into account the operation management, activity organization, and maintenance costs of the new municipal space.
  4. Realize the interconnection of green roads, green roads and ecological corridors, and build an ecological pattern of “blue and green interweaving, mountains surrounded by water”. Create a new municipal public space with a great sense of design. Establish an intertwined cultural and ecological network to create a matrix of interaction and connection between man and nature.

 

Design Content

Stage I (application and pre-qualification): to ensure that the project is full of creative, forward-looking, artistic and scientific themes and ideas, and guides the development and implementation of the new municipal landscape design in the future, therefore, the overall understanding of the project at this stage consists of two parts:

  1. combined with the overall promotion strategy of ” Beautiful Longgang with Mind-blowing Transformation “, put forward the overall strategy framework for building a new model of the ” New Municipal Administration – Forest Affinity Program ” project;
  2. based on the above, put forward the design strategies and concepts for each track, and describe the design ideas and solutions by referring to the schematic diagram, concept sketch or benchmarking analysis of similar performance projects.

Stage II (Conceptual scheme design): carry out theoverall research for each track and select1-2 nodes as landscape conceptual design. The specific contents shall be determined after the shortlisted units are selected.

 

Requirements for application

  1. The Competition will adopt “open application” without qualification restrictions. Units with relevant design experience from home and abroad may apply for participation, provided that applicants are independent legal person enterprise or institutions legally registered at home and abroad with valid business licenses or business registration certificates. The parent company, wholly owned subsidiary and its holding company with two and more legal representatives as the same person must not apply separately.
  2. Consortium with no more than two members is allowed to apply. All consortium parties must not participate in the Competition in their own names separately or form a consortium with other units. The consortium parties need to sign a legal and valid Consortium Agreement, with the leading unit, all parties’ work content, the sharing ratio and allocation method of the workload clarified.
  3. The Competition does not accept application of individuals and individual groups.

 

Competition rules

The Competition will be divided into two stages: Stage I: Open application and pre-qualification; Stage II: Conceptual scheme design.

Stage I: Open application and pre-qualification:The applicant is required to submit pre-qualification application documents, which mainly include company competence, design team competence and overall understanding of the Project. The host should set up a pre-qualification expert review jury according to the law, to review pre-qualification application documents submitted by all applicants. The jury will select seven shortlisted applicants (without ranking) and two alternative applicants (ranked) through open ballot (round-by-round elimination).

Stage II: Conceptual scheme design: In the conceptual scheme design stage, the design units shall carry out conceptual design for the important landscape nodes selected for each track. The seven shortlisted participating units should, as per the requirements of the Brief, submit the landscape conceptual design for key nodes in five tracks. The host should set up a scheme review jury according to the law, to review competition schemes. The scheme review jury should select the top three winning schemes (without ranking) of each track through the open ballot (round-by-round elimination).

Design Fee

For the implementation scheme determined by each track, the scheme design fee is about 50% of the total design fee after deducting the competition bonus. The total design fee is calculated based on the Charge Standard, and multiplied by the correlation coefficient, with an increase of 20%. The detailed billing list of each item is as follows:

 

Setting of bonuses and design compensation fees

  1. The seven shortlisted participating units that have entered the conceptual scheme design stage will respectively receive a design compensation fee of 300,000 yuan (about US$44,400);
  2. The top three winners of each track will receive an extra bonus of 100,000 yuan (about US$14,800) respectively (winners may be selected repeatedly for each track).
  3. The design unit selected for the implementation scheme will provide services for subsequent scheme development.

Jiangshan is located in the merging area among the three provinces of Zhejiang, Fujian and Jiangxi. It is the southwest gateway of Zhejiang Province. The construction and opening of the Hangzhou-Quzhou High-Speed Railway bring new opportunities to Jiangshan. The relocation of land resources reserves more space for city development. The implementation of the city development strategy and the urban design settle the overall pattern for the city development…… The development of Jiangshan City is entering a new era.

In this context, New Landmarks in Jiangshan: International Competition for Architectural Design of High-Rise Office Buildings in Chengbei New Town will be launched soon. This competition consists of two projects, which play an important part in presenting the image of the urban gateway of Jiangshan. The competition is hosted by the People’s Government of Jiangshan Municipality, organized by Natural Resources and Planning Bureau of Jiangshan Municipality and Jiangshan City Construction Investment Co., Ltd., co-organized by Shenzhen Position Spatial Culture Development Co., Ltd. It is also an important measure to satisfy the demand for corporate offices, optimize the urban image and grasp the opportunity for development.

 

Competition objectives

This competition consists of two projects. Project #1, with the building height restriction of 149 meters, is intended to construct ultra high-rise offices and supporting commercial facilities. Project #2 includes two plots with building height restrictions of 90 meters and 120 meters respectively. It is intended to construct high-rise offices, supporting apartments and commercial facilities.

The competition aims to build a landscape center of Chengbei New Town and new city landmarks for Jiangshan City. They will further strengthen the landscape axis and optimize the urban skyline. The competition will select outstanding design proposals from design teams around the world to create high-quality office spaces as well as vibrant urban public spaces. The construction of the two projects will contribute to helping Quzhou building into a central city on the boundaries of four provinces.

 

Project overview

The sites of the two projects are both located on the west side of Zhanqian Avenue, along the southeast-northwest landscape visual corridor of Chengbei New Town of Jiangshan City. The major functions of the surrounding buildings are residence and commerce.

Project #1

The site area of Project #1 (Plot B-005-01) is 21566 ㎡. It is planned to build ultra high-rise buildings for offices and supporting commercial facilities. The FAR of the project is 5.5 tentatively and the building height should be restricted to 149 meters. The planned gross floor area of Project #1 is 170803 ㎡ tentatively, including the above-ground FAR-calculated floor area of 118613 ㎡.

Project #2

Project #2 contains 2 plots. It is planned to build offices, apartments and supporting commercial facilities. For the northern plot (Plot C-003-06), the site area is 21744 ㎡, the FAR is 2.8 tentatively and the building height should be restricted to 90 meters. For the southern plot (Plot C-003-07), the site area is 20158 ㎡, the FAR is 3.0 tentatively and the building height should be restricted to 120 meters. The planned gross floor area of Project #2 is about 174755 ㎡ tentatively, including the above-ground FAR-calculated floor area of about 121357 ㎡.

Competition rules

The competition adopts the method of “open application” to solicit outstanding proposals from design teams around the world. It includes three phases:

Phase I: Pre-qualification Phase

The first phase adopts the method of “open review”. The Pre-qualification Review Committee shall consist of experienced designers, experts and 1 representative of the host/organizer. The Pre-qualification Review Committee shall comprehensively evaluate the application materials such as the Conceptual Proposals (major) and Company Profile and Credit Files (secondary) of the applicants. For each project, the Pre-qualification Review Committee shall determine 5 shortlisted applicants without ranking to enter the next phase by registered voting (it is allowed that one applicant participates in both 2 projects and is shortlisted for both). The Committee will give overall review comments on the shortlisted Conceptual Proposals.

Phase II: Design Competition Phase

The second phase adopts the method of “closed review”. The co-organizer will send detailed materials including Competition Rules to the shortlisted applicants, and organize the Site Visit and Q&A Session. The shortlisted applicants shall submit Design Competition Works. The Scheme Review Committee shall consist of experienced designers, experts and 1 representative of the host/organizer. For each project, the Scheme Review Committee shall determine 2 finalists without ranking (it is allowed that one applicant becomes the finalist for both projects) and 3 Third Prizes without ranking by registered voting. The committee will give review comments on each finalist Conceptual Scheme.

Phase III: Final Evaluation Phase

After fully considering the Scheme Review Committee’s opinion, the host and organizer shall determine 1 First Prize for each project from the finalists, who will be the winner awarded the design contract for the project. The other not-winning finalists will be the Second Prize. (It is allowed that one applicant becomes the winner for both projects).

The competition results of all the phases will be published on the WeChat official account “youfang502”, the project homepage, etc.

 

Application requirements

  • The competition consists of two separate projects that are open for registration. A design company can register for both or only one of the two projects. The applicants should specify the project they are participating in when they register. For each project, a separate, complete set of Pre-qualification Application Document should be submitted.
  • The design company must be a domestic or overseas legally registered company or organization. An Individual or a team of individuals will not be accepted.
  • A design company can register independently as an applicant or form a consortium applicant (hereinafter referred to as “consortium”) with other design companies. In a consortium, there should be no more than 3 members (1 leading member + 2 members).
  • A design company can participate in no more than 2 consortiums to apply for different projects. Two or more legal entities with the same legal representative, parent companies, wholly-owned subsidiaries and their holding companies shall be regarded as the same applicant and shall not apply for the same project.
  • The applicant must have a Class-A Qualification Certificate in Architectural Industry (Architectural Engineering) or Comprehensive Class-A Qualification Certificate for Engineering Design issued by the Ministry of Housing and Urban-Rural Development of the PRC. For a consortium, at least one of the members must meet the above requirement on the qualification.
  • The project leader is required to be a Grade One Registered Architect of the PRC. For a consortium, the project leader must be a staff from the leading member.

 

Awards and bonus

 

Work contents of the design contract and the design fee

Work Contents of the Design Contract

The winner of each project will be awarded the design general contract. The work content in the contract shall cover the whole process of the project, including schematic design (including budget estimation), design development (including budget preparation), construction drawing design, assistance with construction approval procedure, coordination work on construction, etc. within the scope of the site. Related professional work are as follows:

All the design content of the project construction in the above-mentioned design phases, including site master planning, building design, structure, water supply and drainage, HVAC, electrical, curtain wall, gas, fire control, civil air defense, building intelligence, landscape design, site engineering, exterior integrated pipe network, municipal electricity, 10 kV exterior cables, municipal roads (including intersection), foundation pit engineering, prefabricated buildings, optimization of steel structure, energy saving, green building, sponge city, wind tunnel test, floodlight, signage, BIM, elevators. The conceptual interior design of main public spaces (the lobby, elevator halls and public washrooms). The project leader / chief designers should be responsible for supervision and control of the implementation of the project, cooperation of various professions and review of the drawings.

The work content shall be subject to the actual contract.

Design Fee

The total design fee includes the basic design fee and the curtain wall specialized design fee:

  • Basic design fee = gross floor area × unit basic design fee. The upper limit of the unit design fee is RMB 180/㎡. The basic design fee will be ultimately settled according to the gross floor area of the design development approved by relevant authorities.
  • Curtain wall specialized design fee = area of the curtain wall × unit curtain wall specialized design fee. The upper limit of the unit curtain wall specialized design fee is RMB 10/㎡. The curtain wall specialized design fee will be ultimately settled according to the area of the curtain wall in the construction drawing approved by the construction project planning permit.

In Design Competition Phase, the shortlisted applicants need to quote prices that do not exceed the upper limit. No adjustment will be made to the unit basic design fee or unit curtain wall specialized design fee at the settlement.

The gross floor area of Project #1 is tentatively set at 170803 ㎡ and the basic design fee would be RMB 30,744,540 (about US$4,562,000). The gross floor area of Project #2 is tentatively set at 174755 ㎡ and the basic design fee would be RMB 31,455,900 (about US$4,667,700). The unit basic design fee based on the tentative FAR-calculated floor area of both projects would be RMB 259.2/㎡ (about US$38.4) (for reference only).

Project Overview

Commercial Avenue on Bao’an Chuangye Road is located in Xin’an Subdistrict, Bao’an District, Shenzhen. This area is not only covered by the “Guangzhou – Shenzhen – Hong Kong – Macao” Science and Technology Innovation Corridor, but also the core of Bao’an Urban Development Axis. The south of Commercial Avenue is close to the Bao’an Central District and Qianhai Cooperation Zone, surrounded by National High-tech Zones such as Tiezaishan and Jiangangshan, and Liuxiandong Headquarters Base. With the continuous improvement of the city level, Commercial Avenue will become the urban axis connecting “modern service industry” and “intelligent manufacturing industry”. Based on Shenzhen goal of building an international consumption and trade center city, the Commercial Avenue will further optimize its spatial and functional, steadily improve its commercial service quality and competitiveness, and create a new commercial highland.

Site Location

This international consultation includes two scopes: the overall research and detailed design.

For overall research: The area is about 13.4 sqkm. It starts from Haixiu Road in the southwest and ends at Liuxian 3rd Road in the northeast. It is a strip area within a range of about 1 to 1.5 kilometers offset from both sides of Chuangye Road.

For detailed design: The area is about 5.3 sqkm. It starts from Xinhu Road in the southwest and ends at Liuxian 3rd Road in the northeast. It is a strip area of about 500 meters offset from both sides of Chuangye Road, including some important public spaces such as Lingzhi Park, Xin’an Park, Xin’an Square, Xinzhen River. This area also covers many old communities and factories that need to be renovated.

Background

The work report from Second Session of the Seventh National People’s Congress of Shenzhen pointed out that Shenzhen needs to implement the strategy of expanding domestic demand, improve both domestic and international economic cycle, increase high quality investment, make Shenzhen an international center city for consumption and trade. Besides, it is necessary to strengthen the city by continuously improving the cultural influence, and build a city that is national civilized model, regional culture center, and international tourist attraction. At the same time, Shenzhen should explore new forms and new model of consumption including bringing more well-known brands and advanced concept stores, developing various consumption such as customized, fashion and experience.

The 7th Congress of CPC of Bao’an clarified that in the next five years, Bao’an will focus on improving its manufacture industries and become the leading district with socialism with Chinese characteristics. The development goal for Bao’an is to build an advanced coastal city with world-class manufacturing industries and high-quality living environment. We believe in the next five years, Bao’an will take advantage of the momentum and lead the development of the whole bay area with a steady foundation.

This consultation proposes to have the commercial avenue built along Chuangye Road considering the existing foundation of the advanced manufacturing and commercial service, diversified urban cultures and superior location of this area. Besides, as Xin’an Subdistrict has been included into the metropolis core area of Shenzhen and the expansion of Qianhai Cooperation Zone, there will be more opportunities for the area along Chuangye Road. It is hoped that the construction of Commercial Avenue will focus on demonstrating the prosperous and innovative power of Bao’an, and take Chuangye Road as the axis exploring the new way of combining intelligent manufacturing industry and modern service industries, building a leading urban spaces integrating production, living and ecology. This will help develop the surrounding areas for a continuous urban vitality area.

 

Work Description

This international consultation will work on building an international, world-class and benchmark district in the bay area along Chuangye Road. The work will be based on goals of linking Qianhai district and Bao’an district, stitching of old and new urban areas, compounding of intelligent manufacturing and modern services, and multi-dimensional symbiosis of business. Thus, this international consultation includes the following four key tasks:

Commerce and industry planning: Explore the integration of modern service industry and intelligent manufacturing industry, study the direction of the commerce and industry development in the area, analyze the commercial business format, model, scale, etc., and put forward suggestions on business layout, space mode, operation, etc.

Arranging public spaces: Overall planning of public spaces in the area, optimizing the existing public space elements such as both sides of the Commercial Avenue, Xinzhen River, Xin’an Park, Lingzhi Park, Chuangye Interchange, and areas along the Guangzhou-Shenzhen Expressway. The design for public spaces should combine with commercial planning to establish a high-quality environment.

Integration of old and new urban areas: Pay attention to the history, culture, residents and urban features of both old and new urban areas, promote the integration and coexistence of them to enhance the image of the city.

Optimization of transportation organization: Establish a comprehensive transportation system that matches the overall positioning and development scale, and take into account the areas closed to railway station should be developed as an integrated spaces both above and underground and combined with the business forms.With above four aspects considered, applicants should put up specific design guidelines for urban design, redevelopment of existing built urban space, planning implementation strategies, etc.

 

Registration Requirements

  • Interested applicants must be independent legal entities or partnerships or other organizations. Individual or teams of individuals will not be accepted.
  • There are no requirements on qualification for registration. Any domestic and foreign institutions or consortium who are familiar with China’s conditions, have comprehensive urban design research capabilities and practical experience, and have urban district-level commercial planning experience are encouraged to register.
  • The design team must be composed of professionals in urban planning and design, commercial planning, architecture and landscape design.
  • Registration by a consortium comprising no more than three members is allowed, provided that the leading member and the internal division of responsibilities are specified in a legally-binding Consortium Agreement. No member of a consortium is allowed to register twice either independently or by joining another consortium.

 

Rules

The International Consultation is open for registration, and will include two stages: “Pre-qualification” and “Design & Evaluation”.

For Pre-qualification stage: The credit document, related experience (design and planning for urban spaces, and commercial planning), abilities of team and concept proposal will be reviewed by the Pre-qualification Review Jury. Five shortlisted participants (unranked) and two alternative teams (ranked) on wait-list will be selected for next stage.

For Design & Evaluation stage: The proposal submitted by five shortlisted participants will be reviewed and ranked by the Design Evaluation Jury. There will be corresponding awards for the winning teams.

 

Schedule

Notes: The above dates are Beijing Time and the host reserve the right to adjust the schedule as appropriate.

 

Awards

The five shortlisted participants including the first two teams (ranked) selected by the Design Evaluation Jury will be awarded the following honorarium payments.

First place: ¥4,000,000.00 (about US$594,200);

Second place: ¥3,000,000.00 (about US$445,600);

Other shortlisted participants (three): ¥1,000,000.00 (about US$148,500) each, hence a total of ¥3,000,000.00 (about US$445,600).

 

File Acquisition Method

Intended participants must fill in the Entry Form and the Commitment Letter for Confidentiality and submit them to the mailbox (ICCA@szrjrx.com) to obtain the International Consultation Document. The participants on the pre-qualification application documents submitted should be the same as those on the Entry Form. If there is an adjustment, an additional Commitment Letter for Confidentiality should be submitted.

 

Q&A
