Background:

The plain original village is the biggest characteristic of a happy ancient village. The folk dwellings in western Sichuan with green tiles and earthen walls are built against the mountain, facing the river, well-arranged and integrated with the natural environment. It’s a rare ancient village with relatively complete preservation.

The whole village takes the green mountain forest as the keynote, the red sandstone culture as the foundation, the folk houses, courtyards, ancient roads, trees, bridges and rare stone landscapes as the representatives.

Challenges:

According to Danling happiness ancient village in characteristic, combined with the regional environment and humanistic resources, initiate a public art installation and generic museum monomer architectural design in the integrational competition, to attract the world’s of art and architecture monomer to form their own brands and talent community, increase happiness, an ancient village across the country beautiful rural construction profile, for the happiness of the ancient village township construction work.

The village is a museum of the senses. Happiness grows together with the original village.

The competition relies on the concept of the whole village as a museum that combines nature with culture, folk customs, and happy life. It’s divided into two sections, namely, tour line public art installation and pan-museum single building design.

Pen-museum architecture is the summary of the whole village exhibition, and as a single space carrier, the exhibits of the whole village are sorted out. The reason why it’s not just named museum is to hope that pan-museum architecture is not only a display but also a prospect and design of existing, future, all kinds of sensory, nature, humanistic, historical, culture and folk customs. Submitted:

1. There shall be no less than 2 A1 (841mm×594mm) drawings, including but not limited to general layout、building layout、elevation、section、effect drawing and analysis drawing, as well as picture data that can fully express the design idea. There are no special requirements for the layout of the chart, you can customize the layout.

2. Scale and size shall be in metric units.

3. Drawings, pictures and drawings shall be submitted in JPG format with an accuracy of not less than 300dpi.

4. Please submit several creative sketches, working photos and other creative process materials (JPG format, with an accuracy of not less than 150dpi).

5. Participants should express their works according to the content of their works. The form is not limited, and the scale of drawings can be determined by themselves.

6. One copy of WORD format design on A4 paper with no more than 500 characters.

PREANNOUNCEMENT

The development positioning of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone is a cross-border cooperation pilot area of Shenzhen-Hong Kong science and technology innovation, a pilot site of international innovation rules, an open innovation pilot area of the comprehensive national science center and a cluster of high-quality pilot transformations in Greater Bay Area. The cooperation zone consists of Shenzhen Park and Hong Kong Park. The planned area of Shenzhen Park is about 3 square kilometers, forming a “One center, two wings” spatial arrangement. “One center” refers to the central region which includes Futian Port, Huanggang Port and surrounding living areas while “two wings” refer to the eastern region and the western region. Eastern region includes the cargo inspection area of Huanggang Port and its northeast living area and the western region includes Futian Bonded Zone (the fenced area).

Shenzhen-Hong Kong Science and Technology Innovation Integrated Service Center is located in the junction of Shihua Road and Lanhua Road in Futian Bonded Zone, “West Wing” of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, which has commercial land area of 8118.10 m2, commercial and office floor area (included into FAR calculation) of 89569.70 m2 with building height limit at 200 m, and a cultural and sports land area of 3000 m2. As a key construction project in the start-up area in West Wing of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, this project is aiming at building a comprehensive service center of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, integrating scientific research service, business office, cultural activities and public space and driven by innovation technology.

Work Content

The whole process design of the buildings within the red line includes schematic design and development, design development, construction drawing design and various specialty designs.

Registration Requirements

(1)This bidding adopts the method of open registration and all domestic and foreign design institutions with relevant design experience are welcome. The domestic bidder shall have the Class A qualification of construction industry (construction engineering) or Class A comprehensive qualification in engineering design. The registration of the individual and individual groups will not be accepted.

(2)This bidding allows and encourages design institutions to form a design consortium. No more than two members are allowed in each consortium. The consortium member shall not apply again separately or as a member of another consortium or as a consultant.

WORK RULES

Project Background

Xili Integrated Transport Hub is positioned as one of the master hubs among the “three-master four-auxiliary” of Shenzhen City. The planning and construction of the project are of great significance for Shenzhen to build a national railway hub city and enhance its core driving force for Guangdong-Hong Kong-Macao Greater Bay Area. It is a major construction project of Shenzhen’s building a pilot demonstration zone of socialism with Chinese characteristics.

Scope of Research on Solicitation of Conceptual Design of Xili Integrated Transport Hub and Architectural Scheme Design of Main Building

According to the relevant planning of national railway, intercity rail, and urban rail, Xili Hub will introduce 4 high-speed railways (Ganzhou (Jiangxi)-Shenzhen (Guangdong) Railway, Shenzhen-Maoming Railway, Shenzhen-Shanwei (Shenzhen-Shanwei Special Cooperation Zone) Railway and Shenzhen-Zhuhai Intercity Railway), 2 intercity railways in the Pearl River Delta (Shenzhen–Huizhou Intercity Rail and Shenzhen-Dongguan-Zengcheng (Guangzhou) Intercity Rail) and 4 urban rail lines (Line 13, Line 15, Line 27 and Line 29) and shape the urban space together with public supporting facilities, urban roads and slow-traffic system with other cities, to build an integrated transport hub with station-city integration and highly compound utilization of land. Therefore, Xili Hub will become a new and the most important gateway and urban vitality center of Shenzhen.

Purpose of Consultation

This consultation aims to solicit from domestic and foreign design agencies forward-looking, innovative and feasible station-city integration design philosophies and solutions, show the Chinese style and world city charm by using the most advanced development, planning, construction and operation ideas at home and abroad for reference and build an efficient and convenient integrated transport hub, demonstration project with high station-city integration, gateway landmark in the core area of Shenzhen and model urban area for future urban life.

Solicitation Approach & Rules

This solicitation activity will be undertaken by 2 stages, Stage I: Pre-qualification, Stage II: Scheme Design Competition.

Stage I: Pre-qualification Principles/Rules

The Tenderee will set up the pre-qualification committee, which will perform a comprehensive review on pre-qualification application documents such as the achievements and experiences of chief designers of the application units, the members and experiences of the planned project team, company qualifications, industry reputation and conceptual proposals (please see the Pre-Qualification Document). And they will select 7 competitors for the Scheme Design Competition stage and 2 alternatives with ranking which will enter the competition by order if any of the 7 competitors quit.

Stage II: Scheme Design Competition

The 7 competitors should submit the deliverables according to the Design Brief. The review committee should review the submitted design schemes and select the top 3 as the winning schemes and recommend them to the Tenderee. The review committee should also give review opinions on the top 3 winning schemes.

Work Content

1. This scheme solicitation task is divided into two levels: core area and coordination area.

(1)The core area is about 83ha. The conceptual architectural design in the core area shall be completed in this solicitation.

(2)The coordination area is about 189ha (including the core area). The urban design development in the coordination area shall be completed in this solicitation.

2.The hub’s main buildings in the core area include but are not limited to the railway passenger station, urban supporting projects, and commercial development spaces, wherein, the railway passenger station includes the railway passenger transportation and relevant ancillary facilities; the urban supporting projects mainly include intercity and rail transit stations and various supporting transport yards, commercial development spaces required to be constructed uniformly with the hub, and various ground and underground distribution spaces and public facilities, etc. serving the hub.

3.The design extent of the hub’s main buildings in the core area shall be above the conceptual architectural scheme design extent at the scheme solicitation stage, to guarantee the scheme stability and feasibility; and it shall reach the architectural scheme design extent at the design development stage (during which, the scope of the hub’s main buildings excludes the railway passenger transportation and relevant supporting facilities).

4.The design extent of the hub’s other buildings in the core area shall reach the conceptual architectural scheme design extent at the scheme solicitation stage.

5.The design scheme for the coordination area shall develop the urban design deliverables of the Xili Integrated Transport Hub area.

Registration Requirements

1.The competition will be open to the public with no qualification requirements, and domestic and foreign design agencies can register for it. Consortium bidding is encouraged. The consortium shall give priority to the configuration of comprehensive mechanisms including architectural design, railway design, rail transit, municipal transportation, etc, etc., with the number of members not exceeding 6, and any member already in a consortium shall not repeatedly apply in its own name or form another consortium with other design agencies to participate in this solicitation. Members of a consortium shall sign the Consortium Agreement which shall make clear the division of work of each member and the design expense allocation method.

2.Achievement requirements

Bidders (independently or in consortiums) shall have at least one of the following achievements in the recent decade (from October 2009 to the present):

(1)Experience and cases in the architectural engineering design of large-scale integrated transport hubs that have been built and operated at home and abroad;

(2)Experience and cases in the design of renowned buildings at home and aboard;

(3)Rich experience and cases in integrated transportation planning and design.

3.Project leader or chief designer requirements

The person in charge of design or chief designer shall have at least 1 of the following achievements:

(1)Having undertaken the design of one or more large-scale integrated transport hub buildings;

(2)Having undertaken the design of one or more renowned single buildings at home and abroad.

4.Other requirements

(1)For design agencies whose person in charge is one same person or design agencies that have the shareholding or management relationship with each other, only one of them can participate in the bidding.

(2)Individual applications or teams of individuals will not be accepted.

5.Designers participating in this solicitation must be registered personnel of the firm. The chief designer must be those who have presided over several similar projects and have more than 5 years’ experience in relevant work and must be involved in the entire design and participate in site survey, review Q&A session, and deliverables presentation and make a presentation. In order to make sure that the project designers have a correct understanding of the background of China and relevant requirements, they shall have at least 1 teammate with proficient Chinese language skills.

Prizes

The scheme compensation in this solicitation will be paid in RMB, and any taxes and fees incurred from the compensation, etc. shall be borne by design agencies (consortiums). Design agencies (consortiums) that meet the design requirements upon review by experts will receive the following compensation depending on their rankings:

First place: Competition cost of RMB 2 million and compensation of RMB 7 million for the first stage (mainly including the compensation for the design development and organization of the workshop of RMB 2 million, and the compensation for the special discipline of RMB 5 million. If subcontracting is needed for the special discipline, this shall be consented by the Tenderee.)

Second and third places: Compensation of RMB 3 million respectively.

Fourth and fifth places: Compensation of RMB 2.5 million respectively.

Sixth and seventh places: Compensation of RMB 2 million respectively.

Peng Cheng Laboratory is of high significance to building an innovative Guangdong Province and pushing forward Shenzhen to take the lead in building itself into a Pilot Demonstration Area of Socialism with Chinese Characteristics in China. Committed to serving national and regional development strategies, the Laboratory gathers quality innovation resources at home and abroad to build major scientific infrastructure and platform and conduct regional multi-field, cross-disciplinary and collaborative basic research and applied basic research. Peng Cheng Laboratory Shibilong Park Project is located in Shibilong Area, a key planned area of Xili Lake International Science and Education City, at the borders of Nanshan District and Baoan District, and under the jurisdiction of Nanshan District, Shenzhen City. 12km away from Shenzhen Baoan Airport and 6km away from Xili High-speed Railway Station (under planning), the project enjoys convenient transportation. In addition, the base is surrounded by Tiegang Reservoir, Yangtaishan Forest Park and Xili Reservoir, showing obvious advantages in the natural environment. The project is close to University Town of Shenzhen, sharing their research and innovation resources.

The project site is located in the northern part of Shibilong plot of Xili, Nanshan District, a triangular area formed by the west extension of Likang Road to Baoshi Road, Baoshi Road and Songbai Road. According to the plan, the total land area is 1.36 million m2 (2,039 mu), and the total floor area is 1.5 million m2. The first phase of Shibilong Park is located at the southernmost part of the overall planned and designed area (on the west of Songbai Road and north of the west extension of Likang Road), with a construction land of 199,000 m2 (298 mu) and a floor area of 408,000 m2.

Work Content

According to functions, the above-ground buildings are divided into five categories: research lab, central computer room, international academic exchange center, administrative office and supporting houses. The layout and indicators for other aboveground buildings need to be set according to the park form in overall planning and design and the park concept in architectural scheme design and on the basis of functional combination and reasonable layout.

According to different scientific research orientations and objectives, the laboratory is divided into key project research centers and cutting-edge academic centers. Among them, the cutting-edge academic center includes Academician Studio and Youth Innovation Research Room. The research centers, academician studios, and youth innovation research rooms are independent of each other within the laboratory.

In addition to the number and area of ​​the laboratories, the laboratory structure, electromechanical, processes, and other special requirements should also be considered in the layout and spatial organization of the Laboratory.

Registration Requirements

The bidder must be an enterprise or institution registered in the people’s Republic of China or abroad.

The consortium is acceptable with 3 members at most. The consortium shall designate a leading member. Any member of the consortium shall not repeatedly apply in its own name or form another consortium with other design agencies to apply, nor participate in the bidding in the form of a consultant. Any individual or group application will not be accepted.

WORK RULES

1.Prequalification stage:

The Pre-qualification Committee will review the applicant’s qualifications, achievements, team performance in projects that it has undertaken, and conceptual design drafts, etc., and select the shortlisted bidders into the second stage.

2.Scheme design bidding stage

Bidders submit the deliverables that meet the requirements of the design brief. A bid evaluation committee set up by the tenderee will review by voting with open ballot and recommend 3 candidates without ranking, and a bid determination committee formed by the tenderee will determine the bid winner from the said 3 candidates.
