GTSI is a joint institute between Tianjin University and Georgia Institute of Technology (hereinafter referred to as “Georgia Tech”). It introduces the excellent educational practices and resources of Georgia Tech, and gives full play to the outstanding advantages of Tianjin University as a leading engineering education institution in China.
Formerly named Peiyang University, Tianjin University was founded in 1895. It is the first modern university in China, creating a precedent for higher education in modern China. 2.Project Overview
The project is located in the Baishiling area of Xili Lake International Science and Education City, Nanshan District, Shenzhen, Guangdong Province, China.
Xili Lake International Science and Education City is a key node of the “GuangzhouShenzhen-Hong Kong-Macao” innovation and technology corridor, including important innovation platforms such as the University Town of Shenzhen, Liuxiandong Headquarters Base, Nanshan I Park, Nanshan I City, and the Maker Town at the University Town. It plays an important part in the establishment of a comprehensive science center in Shenzhen. At present, 7 universities have been built in this area, accounting for nearly half of the higher educational resources in the city. Meanwhile, it has attracted a large number of enterprise headquarters and start-ups, forming a favorable eco-system for businesses. This area has a focus on high-tech industries, and integrates manufacturing with education and research, forming a complete innovation chain.

3.Work Content
The total scale of Shenzhen University is 3,000, and the ratio of full-time undergraduates to postgraduates is 1:1. The construction area of the campus is 16.21 hectares, and the total construction area is about 190,000 square meters.
The construction content includes: classrooms, teaching laboratories, office buildings, libraries, student activity centers, student dormitories, teacher dormitories, canteens, stadiums and sports facilities, scientific research centers and key laboratories, and a demonstration center for waste sorting and intensive disposal and utilization , International Conference Center, logistic ancillary rooms, underground garages and equipment rooms.
The campus construction advocates the use of low-carbon, green, and sustainable planning concepts and design methods, through energy conservation and emission reduction, renewable energy utilization, and ecological carbon sequestration, to create a demonstrative near-zero carbon campus and help achieve the goal of carbon neutrality.
The design content of this project is the whole process design. The design of the building must strictly meet the requirements of the relevant national and Shenzhen current regulations or regulations.
4.Registration Requirements
4.1.Applicants must be domestic or overseas entities with legal business registration.
4.2.Applicants must be class-A qualification/certificate in Chinese architecture design and construction industry (Construction Engineering).
4.3.Application as a joint group is allowed in this tender project. Individuals or teams of individuals are unaccepted. Requirements for joint groups are as below:
4.3.1.Lead Member of the consortium shall have Class A qualification or above in the construction industry (Construction engineering).
4.3.2.Members of a joint group should not re-apply for the bid independently nor should they form another joint group with other design institutes for registration in any way.
4.3.3.A Joint Group Agreement with legal effect is required to clarify the leading member, equity share, proposed working responsibilities, division of work and so on.
5.WORK RULES
The project adopts the method of “open bidding”, which is divided into pre-qualification, design competition and final evaluation stages.
5.1.Prequalification Stage
In the pre-qualification phase of this project, the concept proposal will be reviewed in the form of hidden bids, and the credit documents will be reviewed in the form of open bids. Finally, 7 shortlisted units and 2 ranked candidates will be determined based on the review results of the concept proposal and the review of credit documents.
5.2.Bid Determination Stage
The bidder submits the result documents that meet the requirements of the design assignment, and the tenderer will set up a bid evaluation committee, which will be evaluated by registered voting, and 3 unranked winning bid candidates will be recommended.
5.3.Final Evaluation Stage
The tenderee sets up a bid determination committee in accordance with laws and regulations, and determine 1 winning bidder from the shortlisted candidates recommended by the scheme review committee.

Yuejiang Road (Canton Tower-South China Expressway) Riverside Section Landscape Environment Enhancement Design Competition (hereinafter referred to as “design competition”)
Ⅱ.Design Competition Background
In August 2021, the 15th Plenary Session of the 11th Guangzhou Municipal Committee formulated a work deployment plan to promote high-quality development of the Pearl River coastal area, oriented to high ecological protection standards, oriented by high-quality development of composite functional areas, high-quality public spaces, and cultural charms that highlight Lingnan’s unique characteristics. This will build a world-class waterfront vitality area that comprehensively and accurately implements the new development concept.
The section from Guangzhou Bridge on Yuejiang Road to South China Expressway is the launch and demonstration section of Guangzhou’s work deployment plan for promoting high-quality development along the Pearl River coastal area. Located at the intersection of the central axis of the Guangzhou New City and the former waterway of Pearl River, it connects a series of functional sites and landmarks such as the Haixin Bridge, Guangzhou International Media Harbor, Canton Tower, Party Pier, and internet clusters.
In order to implement the idea of ecological civilization construction, the execution of people-centric development concept, and addressing the needs of Guangzhou’s comprehensive urban functions, comprehensive urban cultural strength, modern international business environment and services, these key requirements will serve as inputs and guidance to the construction of the high-quality development demonstration section along the Pearl River coastal area, and Yuejiang Road (Canton Tower-South China Expressway) Riverside Section Landscape Environment Enhancement Design Competition work.
The design competition is co-sponsored by Guangzhou Municipal Planning and Natural Resources Bureau and Guangzhou Urban Construction Investment Group Co. Ltd. The Guangzhou Urban Planning and Research Center will represent the Guangzhou Municipal Planning and Natural Resources Bureau as the technical advisory unit, and Guangzhou Xin Zhongzhou Construction Co. Ltd will be the design competition organizer. Guangzhou Urban Planning Association and Guangzhou Urban Investment Development Research Institute Co. Ltd will be the technical consultants, and Guangzhou Construction Engineering Supervision Co. Ltd will be the organizational planning unit.
Ⅲ.Scope of design competition
The scope of design competition comprises of research scope and design scope (see Annex 1 for details).
(I) Research scope
The research scope includes the former waterway of Pearl River, west of Bidao Yuejiang Road demonstration section, the 3.6 km riverside section from Guangzhou Bridge to South China Expressway and its deep hinterland, covering an area of about 87.5 hectares.
(II) Design scope
The design scope is to the west of Bidao Yuejiang Road demonstration section, and the 3.6 km riverside section from Guangzhou Bridge to South China Expressway, covering an area of about 27.5 hectares.
Ⅳ.Content of Design Competition
The content comprises of 3 separate parts: Peripheral coordination research; Overall improvement design; Key landmark/functional site design. Ⅴ. Design Competition Registration
(I) Registration Requirements
The following items 1-5 are mandatory requirements for registration, and item 6 is for reference only.
i. The design competition accepts domestic design companies individually or collectively as a consortium, and registration of consortium of overseas design companies. Registration of natural persons or combinations of natural persons are not accepted. Overseas design companies must form a consortium with domestic design companies for registration. Overseas design companies must form a consortium with domestic design companies for registration. Both domestic and foreign design companies must complete legal and effective company registration at their locations; Design companies with shareholding structure as predominantly overseas based shareholding ratio will be regarded as overseas design companies. The number of design companies forming a consortium shall not exceed three, and each design company in the consortium shall no longer participate in the competition in its own name or form a new consortium with other design companies . When registering a consortium, it is mandatory to submit the “Consortium Agreement” and specify the main unit of the consortium in the agreement (see Annex 3 for details).
ii. Different design companies with the same person in charge or with controlling or management relationship shall not register separately or join different consortium at the same time.
iii. Designers participating in the design competition should be employees of the design companies , and the lead designer should participate throughout the entire competition process; the lead designer should also be an employee of the main unit of the consortium.
iv. The participating team should comprise of personnel from multi-professional disciplines including but not limited to urban planning and design, architectural design, garden landscaping, transportation, and municipal government administration.
v. The team should be able to prepare and present conceptual proposals that meets the design task requirements of the design competition.
vi. Lead designers with the following requirements are preferred:
(i)Recipients of industry or national awards/honors;
(ii)Comprehensive design research capabilities and practical experience in first-tier megacities design projects;
(iii)Comprehensive capabilities and hands-on experience in the detailed design of central business district, central vitality zones, urban core landmarks and surrounding waterfront areas design projects;
(iv)Extensive experience in ecological landscaping and environmental design projects.
(v)Extensive experience in planning and creating high-quality public leisure space.
(vi)Proven track record of delivering completed waterfront landscape environment enhancement design projects.
(Ⅱ ) Registration time
Chinese Standard Time: From 30 September 2021, 2:30pm to 21 October 2021, 5pm (acceptance time for on-site submission of registration materials is from 10am to 5pm on working days; No submissions on statutory holidays).
(III) Registration Procedure
i. The design Company shall email the registration presentation document and the “Design Company Profile List” (detailed requirements can be found in “(4) Design Competition Registration Documents” of this announcement ), at least 3 days before the registration deadline (i.e. before 18 October 2021, 17:00), to email address: yuejianglujingsai@163.com

(ix)Design experience and achievements of similar projects undertaken by design companies (since January 1, 2016).
(x)Professional experience and achievements of the designers in the participating teams.
(xi)Understanding of the tasks of the design competition (including but not limited to the understanding of the design requirements of the competition, overall design objectives, design strategies, analysis of critical success factors, etc. Presentation of conceptual design proposals and usage of simple sketches to convey design ideas.
(xii)Other information deemed necessary by the design company.
ii. A conceptual proposal should be provided in response to the design task requirements of the design competition. It should be typeset horizontally in A3 format, with 25mm reserved for the left gutter, and printed on no more than 4 pages (double-sided) and on paper below 80g. 8 sets of documents are to be printed.
iii.Concurrently, the following documents should be copied to a USB flash drive (the total size of all documents shall not exceed 200M) and replicated to another similar flash drive. Both flash drives are to be sealed together with the registration materials.
(i)The above-mentioned bound documents need to be scanned as *.pdf files after the original is stamped.
(ii)The above-mentioned conceptual proposal to be exported as *.JPG file, with an image resolution no less than 300dpi.
(iii)Registration Presentation Document: The design company’s introduction, related achievements, understanding of the tasks of the design competition and introduction of the design team to be included in a *.pptx/*.ppt format presentation file (within 30 pages, 16:9 aspect ratio, containing Chinese translations, refer to Annex 5 for the format specifications). 8 sets of documents are to be printed.

Ⅵ. Design Competition Approach
(Ⅰ)Selection of participating design companies
The design competition will adopt an online registration approach, through publication of the design competition announcement on official websites, accepting public registration of domestic and overseas design companies, and selection and ranking by industry experts. The top 8 design companies are selected as the participating companies, and the 9th-10th will be considered as reserved participating companies. If there are less than 8 design companies that satisfy the qualifications for the design competition, the organization unit may decide to extend the registration time or reorganize the registration work according to the project situation. if the participating design companies give up its qualification for any reason before the technical documents are released and after the determination of the participating design companies, they will be replaced, in turn, by the reserved participating design companies. The organizing unit will issue formal invitation letters to the selected participating design companies, and the design competition proposals submitted by the other design companies that are not formally invited will not be accepted.
The selection results of participating design companies for the design competition will be announced before 29 October 2021 (tentative). (Ⅱ)Release of design competition technical documents
The official technical document release meeting of the design competition project will be held in Guangzhou. Both site survey and Q&A will be organized at the same time. The tentative date will be 4 November 2021, where the exact location and date specified in the invitation letter shall prevail. (Ⅲ)Proposal outcome submission deadline
The deadline for submission of the design competition proposal outcome is tentatively set before 5pm, 5 January 2022. All participating design companies must submit the design competition proposal outcome documents to the designated location before the deadline, subject to the actual date of receipt. (Ⅳ)Proposal evaluation approach
The proposal evaluation approach of the design competition comprises of two stages: the feasibility and effectiveness of the proposal and proposal evaluation. The review committee will first review the feasibility of all proposal outcomes and determine the effectiveness of the proposals. Unfeasible proposals may not enter the proposal evaluation stage.
The proposal evaluation committee will review the effectiveness outcome of the proposals, and shortlist three proposals by voting on the basis of detailed comparison and careful assessment of the design competition technical documents. (Ⅴ)Evaluation approach of awarding winning proposal
The top 3 design companies of the design competition project are required to submit business documents and project team information, etc., as required by the organizing unit.
The review committee will evaluate the above mentioned documents and award one winning proposal by vote. (Ⅵ)Fee payment arrangement
i.Design Competition Cost Compensation Fee
For participating design companies (consortium is regarded as one participating design company) confirmed by experts committee as having feasible design proposals, they can receive a cost compensation fee of RMB 800,000.00.
ii. Bonus for winning proposal
Upon confirmation of winning proposal by experts committee, and after submitting the display model as required by the organizing unit, the design company of the winning proposal will receive a bonus of RMB 500,000.00 on top of the cost compensation fee. That is to say, the winning participating design company will receive a total of RMB 1,300,000.00.
iii.Proposal integration and expansion fee
The winning participating design company that has been granted the rights and successfully submits the integration and expansion proposal outcome that meets the requirements as specified by the organizing unit, will receive a total of RMB 1,000,000.00 in addition to the cost compensation fee and bonus. That is to say, the participating organization will receive a total of RMB 2,300,000.00.
iv.Mode of Payment
The design competition cost compensation, bonus and proposal integration and expansion fees are all paid in RMB and shall be settled by the organizer of the design competition with the participating design companies, and any taxes incurred shall be borne by the participating design companies. The cost compensation, bonus and proposal integration and expansion fees will be paid in RMB to domestic participating design companies in China.
Clarification:
( i ) Participating design companies whose design competition proposal outcomes are deemed unfeasible by the review committee will not be eligible for any design competition cost compensation, bonuses and fees.
( ii ) The cost compensation fee of this design competition includes all the costs incurred by the participating design companies during the design competition (including but not limited to design fees, results production costs, design research costs, travel costs incurred for holding relevant project communication meetings, design copyright fees, relevant taxes, etc.). No other expenses will be paid.
Ⅶ. Design competition deposit
No deposit is required for the design competition.
Ⅷ. Other key notes:
(Ⅰ) The design competition is governed by the laws of the People’s Republic of China, and the competition work and all documents are subject to Chinese laws. In case of dispute, if negotiation fails, it shall be submitted to the Guangzhou Arbitration Commission for arbitration. The arbitration shall be final and binding on all parties.
(Ⅱ) If there is any discrepancy between the design competition announcement and the official Technical Document of the Design Competition, the official Technical Document of the Design Competition shall prevail.
(Ⅲ) In case of any inconsistency between the English and Chinese versions of the design competition announcement, the Chinese version of the announcement shall prevail.
(Ⅳ) All registration materials will not be returned. All design competition registration documents and design competition proposal outcome documents must be prepared in Chinese.
(Ⅴ) Participating design companies only have the signatory rights to the design competition proposal outcomes, other intellectual property rights belong to the organizer and sponsors of the design competition.

The project is around Guangzhou Baiyun International Airport, about 30km away from the central area of Guangzhou. A number of railways and high-speed expressways are planned to reach the central area of Guangzhou and surrounding cities in the Pearl River Delta.

1.4 Project Background
The 14th Five-Year Plan period is the first five-year period in which China has embarked on a new journey towards a modern socialist country in an all-round way. In this period, Guangzhou proposes to speed up the building of the world’s leading global aviation hub, and implements the strategic of establishing Guangzhou aviation economic demonstration zone and airline and railway integration economic demonstration zone. Guangzhou aims to develop the integrated transport hub in Guangdong-Hong Kong-Macao Greater Bay Area, an international exchange & trade center and modern aviation logistics center, accelerate the development of high-end industries and high-end talent clusters, special supervision model areas for upgrading and development, and develop a convenient, efficient, industrial agglomeration and ecologically intelligent world-class airport. By what have done above, Guangzhou will realize the high-quality development of aviation economy, and promote itself to develop into a central node city of China’s Best Cycling Routes and a strategic link city of domestic-international dual circulation.
In this context, the Guangzhou Aerotropolis Development District Management Committee will be accordant with the development concept of “Integration of Aviation, Industry and City”. Focusing on CBD, bonded logistics area, aviation manufacturing area and cultural tourism area, Guangzhou Aerotropolis Development District will be upgraded to Guangzhou Airport New Town, the value highland of international trade and communication with an area of 116 kilometers.
Based on the construction of the convention and exhibition center, T1, T2 and T3 terminals will be connected through intelligent transportation and comprehensive development of underground space, forming a 12.67 square kilometers U-shaped key construction area in the south of the airport, by which reaching the concept of “Integration of Aviation, Industry and City”.
II. Working Range and Competition Content
2.1 Competition Design Scope
The competition design scope includes two levels which are the detailed underground space plan scope and the key area design scope.
Detailed underground space plan scope: The study area is within Guangzhou Aerotropolis Development District, about 116 square kilometers. The planning area is about 12.67 square kilometers, locating in the port front area of Baiyun International Airport, reaching the planned flight area of the fifth runway in the east, Airport Avenue in the south, Airport South 7th Road in the west and T2 terminal in the north.
Key area design scope: The specific key area scope is proposed on the basis of about 4 square kilometers of land on both sides of the east extension line of Yingbin Avenue and in combination of the design. It is not limited to that scope if needed.

2.2 Design Emphasis
2.2.1 Underground Space Development
The project studies and analyzes the needs of underground space development, applies advanced development concepts to promote the integrated development of above-ground and underground space, clarifies the functional zoning, development scale, development mode, general layout and special planning requirements of underground space in Airport New Town, and further proposes control guidelines for the development of underground space on the land.
2.2.1 Regional Function Combination
Fully considering the dislocation development of business types among different regions, the project tries to study the scale and ratio of functions and business types, such as commerce, hotel, conference, entertainment, etc. By which, the project is to build a key region with efficient function combination and leading the development of international trade and communication highland.
2.2.3 Seamlessly-connected Transportation
The project studies and analyzes the traffic of important nodes such as the terminal buildings and the Convention and Exhibition Center, builds an urban space complex with interconnected public spaces, three-dimensional integration and seamless connection, and uses artificial intelligence, big data and other new technological means to create an intelligent traffic system for the area.
2.2.4 Spatial Form Innovation
The project is to construct a high-quality urban spatial pattern and mode which is suitable for Aerotropolis Development District and displays future innovative development and quality life, and to create a high-quality space environment while considering the relationship between regional landmarks and public space.
III.Competition Method
3.1 Competition Form
The competition will be announced on China Tendering And Bidding Public Service Platform (www.cebpubservice.com), ABBS (www.abbs.com.cn) and the sunshine procurement and bidding platform of China — CHINAEBID (www.chinaebid.com) to accept applications from design agencies at home and abroad.
3.1.1 Competition Selection Stage
The competition is open to the public through the announcement of the competition on the website, and openly accepts applications from domestic and overseas design agencies. Experts will be organized to make the selection and ranking (see the selection document for details). A maximum of 8 design agencies will be selected as the formally-selected contestants from the design agencies which apply and meet the competition qualification requirements, and the 9th-12th design agencies will be the alternate contestants. If there are less than 8 design agencies meeting the competition qualification requirements, the sponsor may decide to extend the application time or reorganize the application work according to the project situation; if a formally-selected contestant gives up the shortlisted participant qualification before the competition document is released after the finalists are determined, it will be replaced by the alternate design agencies in turn until 8 agencies are made up. The competition sponsor will issue formal invitations to the formally-selected contestants, and the competition schemes submitted by the remaining design agencies that are not formally invited will not be accepted.
3.1.2 Competition Scheme Selection Method
The competition scheme selection includes two stages: the validity review and the scheme review. Firstly, experts organized will review the validity of all the results to determine the validity of the results, and invalid schemes will not enter the scheme review.
The review committee will review the schemes with results that have passed the validity review. On the basis of a thorough study of competition technical documents and fully discussion and comparison, three top schemes will be selected through a secret ballot, and a scheme review report will be thereby formed to the competition sponsor. Among the top three schemes selected by the competition organizer, the design agency of Top 1 scheme will participate in the design deepening (the deepening content is subject to the deepening design specification).
3.2 Competition Expense Compensation Method
The design agencies that have passed the validity review will receive the cost compensation fee; the design agencies of three wining schemes selected through review will receive an additional winning bonus; and the design agencies that have failed to pass the validity review will not receive the cost compensation fee or a wining bonus.
The design agencies which have passed the validity review will be granted RMB ¥1 million (about US$155,000) (including taxes, fees for the use of the design scheme results, design fees, intellectual property fees, and all other expenses) as the cost compensation fee, and the design agencies that have failed to pass the validity review will not receive the cost compensation fee.
The design agencies of winning schemes will be granted RMB ¥2 million (about US$310,100) (including taxes, fees for the use of the design scheme results, design fees, intellectual property fees, and all other expenses) as an additional wining bonus.
The design agency of Top 1 scheme will be granted RMB ¥7 million (about US$1,085,470) (including but not limited to fees for the use of the design scheme results, competition design cost, cost of the documents prepared for the competition, design research expenses, and travel expenses incurred for coordinating with the competition sponsor and the organizer to hold the relevant project communication meetings) as the design deepening fee in addition to the cost compensation fee and the winning bonus.
If the review reveals that a participating design agency receiving one or more of the cost compensation fee, the winning bonus and the design deepening fee is a consortium, the competition sponsor will pay one or more of the fees and bonus in full to the account of the leading party of the consortium, and the consortium will redistribute them according to the proportion agreed in its Consortium’s Participation Agreement. The competition sponsor will not pay any additional fees to the members of the consortium.
The copyrights of all design schemes and results that pass the validity review and receive the cost compensation fee belong to the competition sponsor, Guangzhou Aerotropolis Development District Management Committee. The design agencies which submit the Application Registration Form for validity competition meeting the competition requirements is deemed to agree to this clause.
Guangzhou Aerotropolis Development District Management Committee shall enjoy the copyrights of all design schemes and results that pass the validity review and receive the cost compensation fee, but the design agencies shall have the right of authorship of their design results. In addition, the organizer has the ownership of all design results received during this international solicitation. All design results will not be returned to the design agencies after review. All the terms and conditions of this announcement are considered to be agreed upon by the design agencies that submit the Application Registration Form for validity competition meeting the competition requirements.
IV. Competition Schedule
4.1 Publication of International Competition Announcement and Acceptance of Applications from design agencies Globally: From September 26, 2021 to October 12, 2021 (09:00 a.m.-12:00 a.m. and 14:30 p.m.-17:30 p.m., Beijing time, except for statutory holiday).
4.2 Time for Submission of Application Documents: Delivery before 17:00, October 15, 2021.
4.3 Selection Meeting for Competition Scheme Selection Stage: In late October 2021.
4.4 Announcement of Design Agency Selection Result: In late October 2021.
4.5 Official Release of Competition Documents and Q&A Meeting for Competition Documents of Formally-selected Contestants: In late October 2021.
4.6 Competition Scheme Design Period: From late October 2021 to late December 2021.
4.7 Design Scheme Selection Review Stage: All formally-selected contestants shall deliver the final results to the designated place on September 30, 2021 (the specific time and place shall be subject to the notice in writing or by email from the organizer).
4.8 Winning Scheme Announcement Stage: The winning design agencies will be announced in late January 2022.

V. Competition Registration
5.1 Qualification Requirements
5.1.1 Domestic design agencies which apply shall have the independent legal person qualification, provide a valid business license and aren’t in a bad condition (such as business license revoked, being ordered to close or being repealed); the overseas design agencies shall be a legally registered design agency in its locality and provide a valid commercial registration certificate. Different business entities with the same person in charge of domestic and overseas design agencies or with controlling or management relationship shall not apply for this competition at the same time. (Note: Locality refers to the main place where a company, enterprise or commercial agency registers its business or establishes its office according to law.)
5.1.2 If a design agency which applies is an oversea design agency, it shall form a consortium with a domestic firm, and the domestic firm shall be the leading party. (The Consortium’s Participation Agreement shall be stamped with the official company seal of each member and specify the main body of the consortium)
5.1.3 The application submitted in the name of the individual will NOT be accepted in the competition.
5.1.4 A design agency which applies shall have achievements related to the projects of overall airport design or urban comprehensive transportation planning and design or urban underground space development design starting since January 1, 2016 till the deadline for registration (copies of contracts and other supporting documents are required, and for the past performance undertaken in a consortium manner, it is required to provide relevant materials to prove that the scope of work undertaken by the design agency in such project(s) meet(s) the requirements of this project.(s) meet(s) the requirements of this project. The performance calculation time shall be subject to the contract signing date).
5.1.5 The General Project Leader must be directly involved in the whole process of the competition activities, and present at the competition organization site to report the plan at least twice in person (if he cannot be present due to the epidemic, the video report can be used). The registered design agency must ensure that the General Project Leader and the main designers are always involved in the design and will not be replaced in the midway. If the registered design agency is a consortium, the General Project Leader must be a member of leading party of the consortium.
5.1.6 To ensure the project designers accurately understand the regional background of China and the relevant requirements, an overseas design agency shall be provided with at least one person proficient in Chinese.
5.1.7 The application by the consortium is accepted in the competition. The number of agencies constituting the consortium shall not exceed 3. The Consortium’s Participation Agreement shall be submitted as required (The Consortium’s Participation Agreement shall be stamped with the official company seal of each member, and signed by the legal representative or authorized representative of the overseas design agencies which do not have the official company seal.)
5.1.8 The pre-competition service agencies of the competition are not allowed to participate in the competition. The list of pre-competition service agencies is as follows: Guangzhou Urban Planning and Design Company Limited.

5.2 How to Apply:
5.2.1 Application: The design agencies eligible for the application conditions shall apply online on the website (www.chinaebid.com) (the sunshine procurement and bidding platform of China – CHINABID) during the period from September 26, 2021 to October 12, 2021(9:00-12:00 am, 14:00-17:00 pm, Beijing time, except statutory holidays). The application fee is RMB ¥1,000.
5.2.2 The design agencies intend to participate in the competition MUST upload the completed Application Registration Form (refer to Annex 2 for details) affixed with official seal to www.chinaebid.com (the sunshine procurement and bidding platform of China – CHINABID) in electronic form (PDF) during the period from September 26, 2021 to October 12, 2021.
5.2.3 The design agencies intend to participate in the competition MUST send or post the completed competition application documents (refer to Annex 3 for details) in written form to the competition organizer before the submission deadline, and send the electronic documents to the competition agency’s mailbox — jczb_2021@163.com at the same time. Submission expiration date: 17:00, October 15, 2021, Beijing time, subject to the time the documents received and signed by the competition organizations in case of submission of the application documents by the design agencies through post service.
5.3 Requirements against Application Materials:
5.3.1 The format and submission of the application documents shall be in accordance with the requirements of Selection Document (refer to Annex 3).
The registered design agency must prepare complete application documents and bind them into a book. If there are more contents, they can be bound in separate books. The cover of each independently bound application document must be affixed with the official company seal of the registered design agency. The application document shall be affixed with the official company seal of the registered design agency on the perforation and each page. The representative of the registered design agency may be the legal representative or his authorized representative. The application document signed by the authorized representative shall be accompanied by a valid power of attorney signed by the legal representative.
Note: Except for the information in the Consortium’s Participation Agreement that shall be affixed with the official company seal of each member as stipulated in the selection document, other contents of the application document can only be sealed and signed by the leading party of the consortium.
5.3.3 The registered design agency must be responsible for all the consequences caused by any mistakes or omissions in its application documents.
5.3.4 All the application documents shall be made in nine copies (1 paper original and 1 electronic original versions of the application documents shall be included, and the later shall be provided in the form of CD-ROM and USB flash drive without password and virus, and with contents consistent with the paper application documents printed by the registered design agency. If there is any difference, the paper application documents shall prevail.), including 8 duplicates, and shall be marked “original” and “duplicate”. In case of any consistency between the original and the duplicate, the original shall prevail. The application documents shall be duly signed by the legally authorized representative of the registered design agency, and any changes (if any) shall be signed by the original signatory.
5.3.5 All application documents shall be sent to the organizer before the deadline for submission and handed over to the responsible person of the organizer. Overdue delivered documents will not be accepted. The organizer will not assume any responsibility for the damage or loss of the application documents caused by force majeure events.
5.3.6 All application documents must be sealed in an envelope or package which shall be stamped with the official seal of the design agency. This project is located in the south of Haizhu District, Guangzhou City, Guangdong Province. The research area extends to Guangzhou Dadao in the east, Zhujiang River rear channel in the south, Daganwei Industrial Zone in the west and Nanzhou Road in the north.
1.4 Project background
As the core engine city for the development of the Guangdong-Hong Kong-Macao Greater Bay Area, Guangzhou bears the burden of leading and radiating the development of surrounding regions. According to Outline of the 14th Five-Year Plan for National Economic and Social Development and Vision 2035 of Haizhu District of Guangzhou, during the 14th Five-Year Plan period, Haizhu District will gradually build a dynamic, attractive and competitive digital eco-city by taking artificial intelligence and digital economy, as well as urban renewal as the “twin engines”.
Under the important plan of Haizhu District“One District One Valley One Bay”, Innovation Bay,which occupies the golden section of the 20 km coastline of Zhujiang River rear channel, and sits at the intersection of Guangzhou city central axis and Zhujiang River rear channel waterfront innovation industrial zone, enjoys the golden waterfront shoreline resources in the center of Guangzhou. In the future, it will integrate landscape resources along the river, optimize the waterway planning of Zhujiang River rear channel, build high-quality ecological culture and tourism shoreline, and create a service economic value enhancement belt integrating cultural creativity, urban tourism, artificial intelligence, headquarters innovation and office industries, and form a waterfront innovation corridor.
Taking the construction of Haizhu Bay Tunnel project as an opportunity, in order to further drive the industrial of Haizhu District upgrading and transformation, optimize the regional transportation of Haizhu Innovation Bay Gateway Hub area, improve the waterfront landscape of Zhujiang River rear channel, and build an important gateway area with the strongest business development potential and foreign industrial radiation in Haizhu District, Guangzhou Communications Investment Group Co., Ltd. plans to hold the International Competition of Urban Design and Architectural Conceptual Design of Core Area Gateway Hub In in Haizhu Innovation Bay Gateway Hub (hereinafter referred to as the “Competition”).
2. Working range and competition content
The tasks of this competition include three levels of content: firstly, overall research area; secondly, urban design area; thirdly, architectural conceptual design area.
2.1 Overall research area
The overall research area extends to Guangzhou Dadao in the east, Zhujiang River rear channel in the south, Daganwei Industrial Zone in the west, and Nanzhou Road in the north,which includes Haizhu Intercity Bus Terminal and Nanzhou Public Transport Hub area, as well as Sanjiao interchange and surrounding area, with a total land area of about 144.4 hectares. The overall research plan should focus on the overall positioning, functional layout, planning structure, transportation system, landscape system, skyline, etc.
2.2 Urban design area
The urban design scope consists of Daganwei area, Sanjiao interchange area, Haizhu Intercity Bus Terminal and Nanzhou Public Transport Hub area, with a total land area of about 74.2 hectares. The urban design plan should focus on the overall spatial form of the area, traffic organization, important landscape node design, business planning, etc.
2.3 Architectural conceptual design area
2.3.1 Daganwei architectural conceptual design area
Daganwei architectural conceptual design area covers an area of 9.1 hectares. Based on the integrated development of tunnel overcover and the urban design of surrounding areas, the architectural conceptual plan should refer to the main building plan, elevation and section, important node space and underground space.
2.3.2 Architectural conceptual design area of Haizhu Intercity Bus Terminal and Nanzhou Public Transport Hub
Architectural conceptual design area of Haizhu Intercity Bus Terminal and Nanzhou Public Transport Hub covers an area of 4.5 hectares. On the basis of building Nanzhou Public Transport Hub, the project should focus on the transfer organization and the corresponding hub space (including bus transfer in the bus station) of Line 2 and Guang-Fo Line .
3. Competition method
3.1 Competition form
The competition information is announced on the website of China Tendering and Bidding Public Service Platform (www.cebpubservice.com), Guangzhou Public Resources Trading Center (www.gzggzy.cn), ABBS Architectural Forum (www.abbs.com.cn), and the Special Platform for Procurement and Bidding – Yangguang Yicai (www.chinaebid.com) to accept public design organization applications from domestic and overseas.
3.1.1 Competition scheme collection and selection stage
The competition organizer organizes the experts to establish a review committee to select no more than 6 design organizations from the design organization applicants that meet the competition qualification requirements to enter the next stage of competition scheme selection (refer to the Collection Document for details).Select the alternate design organizations ranking No. 7-9 as candidates. If there are less than 6 design organizations that meet the requirements of competition qualification, the competition sponsor may decide to extend the registration time or reorganize the registration according to the project situation; If any design organizations give up the shortlisted qualification for some reason after the shortlisted institutions confirmed and before the release of the competition documents, their competition shall be replaced in turn among the alternate design organizations until 6 are supplemented. The competition co-sponsor will send formal invitation letter to the shortlisted design organizations after the competition sponsor confirms the selection results. The competition schemes submitted by other design organizations that are not formally invited will not be accepted.
3.1.2 Competition scheme selection method
The competition sponsor commission the organizers to organize experts to review the validity of the formal design results submitted by the 6 selected design organizations according to the provisions of the competition documents. After passing the validity review, the scheme review committee composed of experts will evaluate the schemes and vote on the design organizations that pass the validity review by open ballot, and finally select 3 design organizations as the winning schemes and form the Scheme Review Report. The competition co-sponsor shall set up a calibration committee that hold a bid selection meeting. The scheme review committee shall recommend the 3 winning schemes to the bid selection committee as candidates.
The calibration committee will review the bid candidates according to the regulations of the competition documents, recommend the winning bidders according to the evaluation ranking and issue the Bidding Report, and request the competition sponsor to review and confirm the winning bid result. The design organization that has won the bid will participate in the deepening design (the content is subject to the Deepening Design Task Description ).
3.2 Competition expense compensation method
The competition sponsor commission the organizer to organize experts to review the validity of the official design results submitted by the selected design organizations in accordance with the competition documents. The design organizations that pass the validity review will be compensated for the cost, and the 3 design organizations that are selected as the winning schemes will be awarded additional prize. Design organizations that fail to pass the validity review will not receive any fee such as cost compensation or additional prize.
Design organizations that pass the validity review will each receive a cost compensation fee of 1.5 million RMB (including all fees such as tax, design results use fee, design fee, intellectual property fee, etc.), while those that fail the validity review will not receive the cost compensation.
The scheme review committee is responsible for reviewing the design results that have passed the validity review, then selects and recommends 3 winning schemes. The winning scheme will receive an additional prize of RMB 1 million (including all costs such as tax, design scheme use fee, design fee, intellectual property fee, etc.).
Selected scheme design organization will participate in the deepening design (the content is subject to the Deepening Design Task Description). And the deepening design fee is 3 million yuan (including but not limited to design results using cost, competition design cost, any document cost, design research expenses, travel expenses incurred by cooperating with the competition organizers to hold relevant project communication meetings, etc.).
As the prize of this competition will be paid in RMB, if the participating design organization that receive one or more of the cost compensation, additional prize and deepening design fee is a consortium, it should provide the domestic compliant VAT invoice in accordance with the requirements of the competition co-sponsor. The competition co-sponsor will pay one or more of the cost compensation, additional prize and deepening design fee to the Chinese side account of the consortium fully, which will be redistributed by the Chinese side of the consortium in accordance with the proportion stipulated in the Agreement of Consortium Participating in the Competition. The competition co-sponsor will not pay any additional fees to the consortium members.
All the Copyrights of the design schemes and results that have passed the validity examination and obtained the cost compensation are owned by the competition sponsor Guangzhou Communications Investment Group Co., LTD. A design organization that submits a valid Application Registration Form for the competition in accordance with the requirements of the competition shall be deemed to agree to this clause.
4. Competition schedule
4.1 The date of notification releasing of international competition and start to accept registration from global design organizations: from 17 (date) , September to 8 (date) October 2021(9:00 a.m.-12:00, p.m. 14:00-17:00).
4.2 The deadline for submission of application document:17:00 on 9 October 2021.
4.3 Assessment of Prequalification Stage: Early October, 2021.
4.4 Notification of Prequalification Design organizations: Early October, 2021.
4.5 Official release of competition documents, organize shortlisted design organizations to participate in the competition documents answering meeting: mid October, 2021.
4.6 The design time of competition scheme: from mid October, 2021 to late December, 2021 (About 75 days) .
4.7 Design Results evaluation: Each shortlisted design organization shall deliver the final results of the competition to the designated place in late December, 2021 (the specific time and place shall be subject to the written or email notification by the competition organizer).
4.8 Announcement of the winning plan stage: The winning unit will be announced in late December, 2021.

5. Competition Registration
5.1 Registration Qualification Required
5.1.1The design organization applicants from domestic shall have the independent legal person qualification, and provide business license , not being ordered to close or being repealed. The design organization applicants from overseas must be a legally registered design institution in the place where it is located, and provide a valid commercial registration certificate. If the person in charge of the company is the same person or different companies with holding or management relationship, it’s forbidden to sign up for the competition project at the same time. (Note: LOCATION refers to the main place where companies, enterprises or commercial institutions are registered to operate business or set up offices according to law)
5.1.2 The design organization applicant(each member of the consortium) must have the following qualifications requirements at the same time: The design organization applicants from domestic must have the following two qualificaiton:(1) Grade A qualification for professional design in the construction industry (construction engineering) (2) Grade B and above qualification for urban and rural planning preparation. If the design organization is an overseas design institution, it shall provide the design license certificate issued by the competent government department or relevant industry organization in the country or region where it is located, and form a consortium with domestic qualified design institutions to participate in the competition.Copies of relevant qualification documents and official seal should be provided. Prior to the issuance of the new regulations on the administration of the qualifications of planning formulation units, the validity period of the qualification of urban and rural planning formulation is not required temporarily, taking the original planning qualification as a reference.
5.1.3 Personal registration is not accepted in this competition.
5.1.4 The design organization applicant shall have the relevant achievements of urban design or architectural design projects of TOD comprehensive development and traffic cover project development in urban area from January 1, 2016 to the deadline of registration (The copy of contract and other supporting documents shall be provided. For the past performance undertaken by a consortium, relevant materials shall be provided to prove that the working contents undertaken by the company in the project meets the requirements of this item. The performance calculation time shall be subject to the contract signing time.)
5.1.5 The design team assigned by the registered design agency must have personnel with transportation professional background. If the design team is not equipped with personnel with transportation professional background, the transportation consulting team must be invited (personnel with transportation professional background shall provide corresponding professional background supporting documents, including but not limited to academic certificate and transportation related professional title certificate, and provide copies of award certificates or relevant performance certificates and affix the company’s official seal)
5.1.6 The General Project Leader must directly participate in the whole process of design activity,and personally attend the competition site to report the plan at least 4 times(If unable to attend due to the epidemic, video report can be adopted).The design organization applicant shall ensure the General Project Leader and main designers always participate in design that shall not be replaced midway. If the design organization applicant is a consortium, the general leader of the project must be the member of consortium leader.(Note: if the design organization applicant is a consortium, the consortium leader shall bear the main responsibility for the competition and fulfill the obligations of organization, management, communication and coordination within the consortium.)
5.1.7 In order to ensure that the project designers have an accurate understanding of the Chinese background and relevant requirements, the overseas design organization must have at least one person familiar with Chinese.
5.1.8 The design organization applicant should not be included in the record list of “Record list of persons subject to enforcement for Trust-breaking or parties involved in major tax violation cases or Enterprise Abnormal Business Operation” on the website of “Credit China” (www.creditchina.gov.cn); “list of abnormal operation” and “list of serious illegal and dishonest enterprises (blacklist)” of the “national enterprise credit information publicity system” (www.gsxt. Gov.cn);should not be in the period when being prohibited from participating in government procurement activities as listed in the “Information Record of serious illegal and Trust-breaking Behaviors in government procurement” of the Chinese government Procurement website (www.ccgp.gov.cn).All the above shall provide the screenshot and printed copy of the query results affixed with official seal.
5.1.9 The application by the consortium is accepted in the competition. The number of organizations constituting the consortium shall not exceed 3. The consortium shall submit the Agreement of Consortium Participating in the Competition as required (each member of the consortium shall affix the official seal of the corresponding entity; if the overseas design organization has no seal, it can be signed by its legal representative or legal authorized representative).

5.2 Registration Method
5.2.1 Registration method: design organizations that meet the registration requirements shall register online at www.chinaebid.com (special platform for Chinese Yang Guang procurement and bidding — Yangguang YiCai) during from 17 (date) September (month), 2021 to 8 (date) October(month), 2021 (9:00-12:00 am, 14:00-17:00 PM). The registration fee is RMB 1000.
5.2.2 The design organizations intending to participate in the competition MUST upload the completed application registration form and attachments (refer to Annex 2 for details) affixed with official seal to www.chinaebid.com (Yangguang Yicai) in electronic form (PDF) during the period from Sept. 17, 2021 to Oct. 8, 2021.
5.2.3 The design organizations intending to participate in the competition MUST send or post the completed competition application document (refer to Annex 3 for details) in written form to the competition organizer before the submission deadline. submission expiration date: 17:00, Oct.9, 2021. If the design organization submits the documents by mail, the submission time shall be subject to the time when the competition organizer signs and receives the registration documents.
5.3 Requirements against application materials
5.3.1 The format and submission method of the Collection Document shall be in accordance with the requirements of Collection Document (refer to Annex 3).
5.3.2 The design organization applicant must prepare a complete application document and bind it into a volume. It can be bound in separate volumes when the content is overmuch. The cover of the registration documents bound independently shall be affixed with the official seal of the design organization applicant, and the registration documents shall be affixed with the official seal of the design organization applicant in the slit and on each page. If the overseas design institution has no official seal, it can be signed by its legal representative or legal authorized representative .The representative of the design organization applicant can be the legal representative or its authorized representative. The registration document signed by the authorized representative shall be accompanied by a valid power of attorney signed by the legal representative..
5.3.3 The design organizations must bear all the consequences caused by any mistake or omission in the application documents.
5.3.4 All the registration documents should be in seven copies (including one original registration document, one electronic copy of the registration document, only USB flash drive, no password, no virus, the content of the registration document should be the same as the printed paper registration document produced by the design organization applicant, if different, the paper registration document shall prevail). In 6 copies marked “original” and “copy”. In case of any discrepancy between the original and the copy, the original shall prevail. The registration document shall be duly signed by a legally authorized representative of the design organization applicant and any changes, if any, shall be signed by the original signatory.
5.3.5 All registration documents should be delivered to the competition organizer before the deadline. Overdue documents will not be accepted. The organizer will not be responsible for the damage or loss of the registration documents caused by force majeure.
5.3.6 All application documents must be sealed in a sealed envelope or package with the official seal of the design organization applicant affixed to the seal. (1) the original (with official seal on the original), (2) the copy, (3) the application registration form and (4) the electronic version of the application document should be sealed separately and marked on the cover of each envelope or package:

On July 30, 2020, Construction Plan of Intercity Railway in Guangdong-Hong Kong-Macao Greater Bay Area was approved by the National Development and Reform Commission, in which Zhuhai Central Station (Hezhou) Hub is positioned as one of main hubs among “the three main and four auxiliary hubs” in the west coastal area of the Pearl River Estuary where it will connect to multiple routes of the radiating traffic network including Zhuhai-Zhaoqing HSR, Guangzhou-Zhuhai (Macao) HSR, and Shenzhen-Zhuhai Intercity Railway etc., to realize rapid connection between Macao, Zhuhai and such national strategic regions as Central China, North China, Chengdu-Chongqing Economic Circle, Yangtze River Delta, and Beibu Gulf Economic Zone, to the extent that this hub will play a role as the main gateway of Macao and Zhuhai to the whole country, and an important hub for the development of Macao-Zhuhai growth pole, supporting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and integrating itself into the bigger picture of China’s national development.
Currently, the feasibility study report of the Zhuhai, Jiangmen and Zhaoqing East high-speed railway stations and other hub projects has been completed, and the construction is expected to start by the end of 2021. The relevant preparation for Guangzhou-Zhuhai-Macao High-speed Railway has been also started, and the construction is planned to start in 2022. This International Competition of Conceptual Planning and Urban Design for Zhuhai Central Station (Hezhou) Hub and its Surrounding Areas is resolved by Zhuhai Municipal Government, with a view to better exert the strategic value of Zhuhai Central Station (Hezhou) Hub and promote the high-quality integrated development of hub and city.
Zhuhai Central Station (Hezhou) Hub and its surrounding areas (“the Hub and Surrounding Areas”) are located on the west coastal area of the Pearl River Estuary, close to the central downtown of Zhuhai and Macao, and within 100km of straight-line distance from Shenzhen, Hong Kong and Guangzhou. They are located in the core area of the inner bay of the Greater Bay Area and play an important strategic role in the integration of the Greater Bay Area.

The Hub and Surrounding Areas are located in the central area of Zhuhai, facing Hengqin New Area and Tanzhou Town of Zhongshan City across Modaomen Watercourse in the southeast and northeast respectively, adjoining Hezhou as a prospective city center in the south, and Doumen Area and Jinwan Area centers in the west. Located in the geographical center of Zhuhai, this area is the strategic pivot in “undertaking the central influence and extending westward” of Zhuhai urban space, and an important link to promote the balanced development of Zhuhai in the east and the west.

Work Content
The scope of this international competition consists of two parts, namely the conceptual planning of the Hub and Surroundings Areas, and the urban design of the Hub Area.
(1) Conceptual Planning Scope of the Hub and Surrounding Areas
Th conceptual planning scope of the Hub and Surrounding Area is a 51-square-kilometer area enclosed by the river channel and highway-expressway network, extending to Modaomen Watercourse in the east, Niwanmen Watercourse in the west, Tiansheng River in the north, and Zhuhai Avenue in the south.
(2) Urban Design Scope of the Hub Area
The urban design scope of the Hub Area is a 10-square-kilometer area with the Hub as the core, which can be delimited by the design teams in line with their conceptual plan.

Registration Requirements
There is no restrictions on qualifications for this international competition. All domestic and international design teams can sign up for this international competition, registration by a consortium (with not more than 4 members including the leading party) is acceptable, and top-rated design teams in various professional fields are encouraged to take part. Core chief designers should have experience in urban design or urban planning of large hubs/areas.
WORK RULES
The international competition consists of three stages, namely, Prequalification, Conceptual Design, and Integration of Deliverables.
This international competition is an open solicitation to design teams from all over the world. In the prequalification stage, 6 design teams will be selected from all registrants (including consortiums, the same below) to participate in the next-stage conceptual design. In the conceptual design stage, the conceptual design proposals submitted by 6 shortlisted teams will be evaluated and ranked the first, second and third winners. The first winner will be required to integrate the conceptual schemes with the assistance of the technical service unit before submitting to the Host for acceptance. The Host will organize 1-3 workshops thereafter, and the top three design teams shall send their chief designers to participate in further planning and design (those who are confirmed to be affected by COVID-19 pandemic can participate online).

Prizes
The winners of this international competition will be presented the following awards:
First Winner: can receive design bonus of RMB Four Million Yuan (¥4,000,000) (incl. workshop-related fees) (US$618,567), and the fee of design detailing and integration of RMB One Million Five Hundred Thousand Yuan (¥1,500,000) (US$231,960);
Second Winner: can receive design bonus of RMB Three Million Yuan (¥3,000,000) (incl. workshop-related fees) (US$463,900);
Third Winner: can receive design bonus of RMB Two Million Yuan (¥2,000,000) (incl. workshop-related fees) (US$309,280);
Other shortlisted teams (3 candidates): Each of them can receive a design compensation of RMB One Million Five Hundred Thousand Yuan (¥1,500,000) (US$231,960) for providing effective results.
