Project Background

Xiushui New District of Jiaxing City is one of the natural wetlands with rich biodiversity, concentrated wetland resources, and well-maintained wetland ecology in the Hangjiahu Plain in the Yangtze River Delta. The area and its surrounding harbors are crisscrossed vertically and densely with lakes. The water town has rich cultural connotations and profound heritage. It is a typical representative of the “ancient canal-lake group” wetland in the southern plain of the Taihu Lake Basin.

Jiaxing has always been a pioneer in promoting urban-rural integration, which has a good foundation and obvious advantages to establish a national pilot zone for urban-rural integration. As the only pilot in Jiahu District of Zhejiang, one of the eleven national pilot zones for urban-rural integration, Xiushui New District is the most exemplary and benchmark area for urban-rural integration; as a demonstration zone and coordination zone for the green and ecological integration development of the Yangtze River Delta, it is an important space component for the implementation of the Yangtze River Delta integration strategy, an important carrier for the implementation of the national ecological civilization concept and the transformation of the “two mountains” theory, and also shoulders the future mission of the pioneer practice of urban-rural integration. At the important historical moment of Jiaxing’s “Centenary of the Founding of the Party”, Xiushui New District has ushered in the opportunity of presenting a series of future development directions of urban and rural integration.

Project Location

Xiushui New District is located in the core area of the Yangtze River Delta, 100 kilometers from Shanghai and Hangzhou, covering Wangjiangjing Town and Youchegang Town in the northern part of Xiuzhou District, Jiaxing City, Zhejiang Province. It is the demonstration zone and coordination zone of the Yangtze River Delta, which belongs to the Taihu Lake Basin water system, with dense river network and numerous lakes. Xiushui New District is the administrative district of Wangjiangjing Town and Youchegang Town, with a total area of about 190 square kilometers. The key shallow lake area is divided into two parts at north and south, with a total area of about 56 square kilometers.

Design Content

The design company is expected to conduct background research on Xiushui New District and put forward the general idea. The research direction may include but not limited to the following contents:

  1. On the basis of deep understanding of the overall development orientation, spatial structure and functional zoning of Xiushui New District, put forward optimization suggestions
  2. Focus on the issue of how the economy of the lake region can stand out in the competition of the Yangtze River Delta, realize economic development, increase farmers’ income, study and judge the industrial trend, analyze the market trend, and put forward countermeasures and suggestions to the industrial development idea, industrial system, industrial spatial layout, functional format planning and other contents according to local conditions.

Design content of key shallow lake area

Area 1: National wetland park and its surrounding important areas.

Design scope: It includes 9 shallow lakes (Tianbei Lake, Bodhi Lake, Dayang Lake, Maoyang Lake, Dingxue Lake, Chanxi Lake, Huxiao Lake, Beibai Lake, Liansi Lake) of the national wetland park and their surrounding important areas (see the attached picture for details), covering an area of about 34.2 square kilometers.

Design content: Complete the implementation of the whole element design and visualize the spatial expression to provide guidance for the next step of engineering design. Key research issues include, but are not limited to the following contents.

  1. Put forward the overall spatial form and style control scheme reflecting the characteristics of the new Jiangnan Water Town.
  2. Put forward specific plans for village reservation, relocation and renovation.
  3. Around the national wetland park, put forward specific plans of spatial form, transportation, business form, landscape system, management and operation, public service and other contents.
  4. Reasonably deal with the relationship between flood control security and waterfront landscape, and put forward feasible schemes including dykes, docks, water traffic, water sightseeing routes, waterfront landscape and other contents.
  5. Put forward specific plans for road traffic, slow traffic and water traffic.
  6. In combination with the carrying capacity of the ecological environment, put forward reasonable open capacity, preliminarily estimate the construction scale index, put forward the optimal development and implementation strategy, and make overall planning and put forward operation suggestions for step-by-step implementation.

Area 2: Changdang Lake- Swan Lake- East-west Thousand-Mu Lake Area

Design scope: It includes Changdang Lake, Swan Lake, East-west Thousand-Mu Lake and their surrounding important areas (see the attached picture for details), with an area of about 21.8 square kilometers.

Design content: Complete the implementation of the whole element design and visualize the spatial expression to provide guidance for the next step of engineering design. Key research issues include, but are not limited to the following contents.

  1. Put forward the overall spatial form and style control scheme reflecting the characteristics of the new Jiangnan Water Town.
  2. Make further progress in functional positioning and format of the area.
  3. On the premise of maintaining the boundary of urban development, propose the appropriate relationship between urban and rural spatial forms.
  4. Put forward suggestions on village reservation and relocation under the premise of conforming to the scenery of Jiangnan Water Town. Make specific design and planning scheme of important village reconstruction, with in-depth reference to detailed urban design.
  5. Put forward specific plans for transportation, landscape system, management and operation, public service, etc.
  6. Reasonably deal with the relationship between flood control security and waterfront landscape features, and put forward feasible schemes including dykes, docks, water traffic, water sightseeing routes, waterfront landscape and other contents.
  7.  Put forward specific plans for road traffic, slow traffic, water traffic and sightseeing routes.
  8. In combination with the carrying capacity of the ecological environment, put forward reasonable open capacity, preliminarily estimate the construction scale index, put forward the optimal development and implementation strategy, and make overall planning and put forward operation suggestions for step-by-step implementation.
  9. Put forward the effect image design as well as control and guidance suggestions for important nodes, important interfaces, key villages and key spaces.

Solicitation Rules

The Solicitation activity is an open Solicitation worldwide. We invite domestic and foreign excellent design agencies sincerely. The Solicitation includes two stages: registration and pre-qualification, and conceptual proposal competition and review.

Registration and pre-qualification

Based on the valid pre-qualification application documents submitted by the applicants, the Sponsor will select 5 units as shortlisted units and 2 units as candidates according to their performance and actual work needs. The 5 shortlisted applicants who have passed the pre-qualification should submit the Participation Confirmation Letter on time. If any of the first 5 shortlisted units withdraw from the second stage, the candidates will substitute them in order.

Conceptual proposal competition and review

The 5 design units that have passed the pre-qualification enter the second stage: conceptual design competition. Applicants submit the achievement documents that meet the requirements of the technical specification. The review process requires the applicant’s project leader or chief designer to introduce and make open reply to the application plan, explain the design concept, and answer questions from the review committee.

Registration requirements

Solicitation applicants (hereinafter referred to as “applicants”) shall be legally registered legal entity for independent registration for competition, or they can form a consortium with other organizations to register for the competition.

The applicants shall have the relevant qualifications and ability to undertake the Project.


(1) Domestic applicants (referring to legal persons registered in China, the same below) must be registered with the State Administration for Industry and Commerce to obtain a business license, and must have a Grade A qualification for urban and rural planning preparation or a special Grade A qualification for landscape engineering design; have corresponding planning & design and landscape design experience (planning & design and landscape design commission contract).

(2) Overseas applicants (referring to legal persons registered outside of China, including Taiwan, Hong Kong and Macao, the same below) must have the practice license or business license for urban planning or landscape, or have corresponding planning and design experience (planning and design commission contract); if an overseas applicant has registered a subsidiary in China and signs up in the name of the subsidiary, the subsidiary is regarded as an overseas applicant and is not required to meet the qualification requirements for the domestic applicants in Article (2), but it needs to provide proof of its relationship with the overseas parent company;


(3) In the event of a planning and design agency outside the People’s Republic of China, if management regulations for practice and business of urban planning in the country or district provide that the enterprise legal person of the urban planning and/or landscape shall have the corresponding practice license or qualifications or business license, the corresponding license or qualifications or business license evidence must be provided by the agency; if, in accordance with the planning and business management regulations in the country or district, the urban planning or landscape enterprise legal person is not required to have the corresponding practice license or qualifications or business license, and only the architect or landscape engineer is required to have the corresponding practice license or qualifications or business license, the registration or practice certificate or membership certification materials of the planner and landscape engineer in the agency must be provided, and the design agency shall explain the management regulations for practice and business of planning and landscape design in the country or district at the same time.

(4) Applicants shall have planning space design and industrial planning capabilities, and have planning and design experience similar to the functional properties of the Project.

4.5 The Project accepts consortium applications, and the number of the consortium’s member institutions shall not exceed 4.;
(1) The members of the consortium shall jointly sign a consortium agreement;;
(2) Each member unit that forms the project consortium may no longer apply for pre-qualification separately in its own name, nor can it join another consortium in the Project to apply for pre-qualification at the same time;
(3) If the consortium is composed of domestic design agencies, it must meet the requirements of 5.5(1); if the consortium is composed of domestic and foreign design agencies (including Hong Kong, Macao and Taiwan), the domestic agencies must meet at least one of the qualification requirements in 5.5(1), and the overseas agencies (including Hong Kong, Macao and Taiwan) must meet the requirements of 5.5(2).

Design compensation fee

First prize (1 winner): Compensation fee of RMB 3 million will be obtained, including the organization cost of follow-up achievement integration and deepening workshop (not more than 3 times);

Second prize (2 winners): Compensation fee of RMB 1.5 million will be obtained respectively;

Third prize (2 winners): Compensation fee of RMB 800,000 will be obtained respectively.

Design agencies interested in participating in the Project first send the registration form and other registration data to the organization consulting service unit by email. In addition, the design agencies must deliver or mail the paper version of the registration data to the Sponsor by the specified date.

Architecture Design Competition for Urban Design of Pilot Zone of Chengdu 5G Smart City

Chengdu Hi-Tech Industrial Development Zone Administration Committee (as the Sponsor) and Sino-Singapore (Chengdu) Innovation Park Development Co., Ltd. (as the Organizer) are now jointly soliciting Proposals for In-depth Urban Design of Pilot Zone of Chengdu 5G Smart City. We publicly invite design agencies worldwide with related design experience to participate and submit the Prequalification Application Documents. The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

Project Brief

Project Location:The Pilot Zone of Chengdu 5G Smart City is located on the north side of Xinchuan Heartbeat Central Park, along with the Cross Axis Area of Jinhe Road and Xinchuan Avenue. It is the core area of Singapore-Sichuan Hi-Tech Innovation Park.

Scope of Project:The total net land area of the project is approximately 34,8081.2 square meters (about 522 mu), covering a total of 33 plots (including one centralized green space and one sold land); the planned land mainly includes commercial land (B), other lands for business (Research Office B29), residential land (R21), etc. The total building size is estimated to be approximately 1.69 million square meters, including about 1.12 million square meters above ground and about 480,000 square meters underground. The research scope is extended to Singapore-Sichuan Hi-Tech Innovation Park.

Design Specifications: including the overall urban design and planning proposals of the Pilot Zone of Chengdu 5G Smart City, detailed urban design of each plot, implementation guidelines for the planning and construction of the Park, and follow-up consulting services.

First stage: the overall urban design and planning proposals (It is not necessary to submit a physical model, but it is necessary to provide the original compilable data of multimedia deliverables, renderings and 3D models for publicity and display) (five Participants).

Second stage: Deepening the overall urban design and detailed urban design of demonstration areas (including the architectural proposal guidance of demonstration areas. It is necessary to provide the original compilable data of physical models, renderings and 3D models, and multimedia deliverables for publicity and display. After the design proposals are reviewed by experts and the Sponsor / Organizer, the selected participant will be determined) (two winning Participants).

Follow-up work of solicitation: Detailed urban design of each area (including architectural proposal guidance of all the plots), implementation guidelines for the planning and construction of the Park, and consulting service for the upcoming three years (the selected Participant).

Period of solicitation and design: The period of design at the first stage of solicitation is around 70 days. On April 28, 2020, the solicitation documents for the International Solicitation of Proposals for In-depth Urban Design of Pilot Zone of Chengdu 5G Smart City will be issued; on May 8, 2020, a project briefing and field survey will be conducted; on July 8, 2020, Participants will submit the application documents (deadline for solicitation). The period of design at the second stage of solicitation is around 50 days.

Eligibility and Qualifications of Participants

2.1 The participating applicant (hereinafter referred to as the “Applicant”) shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws;

2.2 The Applicant shall have the relevant qualifications and abilities to undertake the urban design project;

2.2.1 The Applicants within the People’s Republic of China shall provide certification materials proving that they have the professional and technical abilities to undertake the urban design project, such as a qualification certificate for the urban and rural planning, aCertificate of Qualification of Foreign-funded Enterprises for Urban Planning Services, a qualification certificate of Grade A architectural design (architectural engineering) or above or a commission contract of urban design, etc.;

2.2.2 The Applicants outside the People’s Republic of China should have a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations. If a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license according to the national or local administrative regulations on practice or operation of urban planning and architectural design, it shall provide documentary evidence for its practice permit or qualification or business license. If the national or local administrative regulations on practice or operation of urban planning and architectural design do not require that a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license, and only require that planners and architects should have appropriate qualifications or practice licenses, then the registered or practicing certificate or membership certificate of the planner or architect of the institution should be provided, and the design agency should explain the national or regional administrative regulations on practice or operation of planning and architectural design. The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies;

2.3 Applicants should have experience in urban design similar to the functional nature of this project.

2.4 This project accepts applications from the Consortium, and the number of the Consortium members shall not exceed three.

2.4.1 Members of the Consortium shall jointly sign a consortium agreement.

2.4.2 Any partner of the Consortium shall neither individually apply for the Prequalification in its own capacity, nor concurrently apply for the Prequalification as a partner of another Consortium.

2.4.3 If the Consortium is composed of domestic design agencies, the requirements in Item 2.2.1 shall be met; if the Consortium is composed of domestic and foreign design agencies (or design agencies from Hong Kong, Macao and Taiwan), the domestic agencies shall meet at least one of the qualification requirements in Item 4.2.1, and foreign agencies (or agencies from Hong Kong, Macao and Taiwan) shall meet the requirements in Item 2.2.2.

Instructions on Solicitation

Compensations for Designs Proposals

The Organizer will pay compensations for Designs Proposals to Participants who have submitted valid application documents for the first-stage proposal solicitation in accordance with the solicitation requirements. The amount is RMB 1.6 million (including tax).

The Sponsor will not pay any compensation when Participants are under the following circumstances:

  1. Participants fail to submit the application documents within the specified time;
  2. The application documents submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the solicitation documents;
  3. Participants are disqualified.

Awards and prize settings: There are two winners in the proposal solicitation. After the winners submit valid application documents for the second-stage proposal solicitation in accordance with the requirements of the solicitation documents, each will receive a prize of RMB 3 million (including tax).

Follow-up work for the solicitation: The final selected Participant will probably be awarded the detailed urban design of each area (including architectural proposal guidance of all the plots), the implementation guidelines for the planning and construction of the Park and the consulting service contract for the upcoming two years. The contract amount is RMB 12 million (including tax).

The above fees include all taxes payable within and outside China.

Architecture Design Competition of the Conceptual Design of Shenzhen Airport East Integrated Transport Hub and the Main Building

Project Overview

Shenzhen Airport East Integrated Transport Hub (hereinafter referred to as the “AirportEast Hub”) is located in the core of the Guangdong-Hong Kong-Macau Greater Bay Area and Guangzhou-Shenzhen-Hong Kong Economic Belt, which is the key area of economic and urban development in the west of Shenzhen. As an important part for Shenzhen to construct the international aviation hub and national railway hub, the Airport East Hub will integrate various modes of transport, such as aviation, high-speed railway, intercity railway, urban rail transit, bus, taxis and car, etc., and take the air-rail intermodal transportation as the main development direction. According to the planning, the Airport East High-speed Railway Station (Shenzhen Airport Station) will be set up underground in line with the scale of 6 stations and 14 lines, so as to provide arrival and departure service to Shenzhen-Maoming Railway and other lines; terminals A and B are considered to be demolished and the new Terminal 1 will be built here to achieve seamless connection with the Airport East Hub; metro lines 1, 12, 20 & 26 will be introduced into the hub as the connected with Shenzhen-Daya Bay Intercity Railway and the airport’s rapid transit system.

Work Content

This Solicitation includes the following three levels:

1. The architectural design of the integrated transport hub and its superstructure: The design scope is enclosed by Hangzhan 6th Road, north ramp of the terminal building, Bao’an Avenue and south ramp of the terminal building, with an area of 31.4 ha. If necessary, it may not be limited to this scope.

The architectural design of the integrated transport hub and its superstructure is the focus of the Solicitation. In such an area with complex traffic conditions and limited construction conditions, carry out overall design for the integrated transport hub (including high-speed railway, intercity railway, urban rail transit, rapid transit system, motor vehicles and other traffic facilities)and its superstructure development, define the layout plan, circulation and vertical layout of the building, realize the seamless connection and integrated design for various functions, and bring forward a practical and feasible development plan and phased implementation suggestions for the integrated transport hub and superstructure property development.

2. Architectural concept design of the hub area: The design scope is enclosed by Hangzhan 6th Road, Bao’an Avenue and Xinghua Road, with an area of 67.7 ha. If necessary, it may not be limited to this scope.

By referring to the successful experience of domestic and international air-rail intermodal hubs, conduct research on the overall planning for the terminal, integrated transport hub and the whole hub area; sort out the connection relationship between each plot in the hub area, define the layout plan of each underground floor and structural reservation plan, carry out the architectural concept design for the hub area in terms of the functional organization, traffic circulation, 3D spatial form, landscape and key section, etc., so as to achieve integration among function, traffic, style and image of the hub area.

3. Comprehensive transportation planning: The planning scope is identical to the design scope of the hub area, and its research scope covers the area enclosed by current terminals A&B, Hangzhan 4th Road, Jichang South Road, Guangzhou-Shenzhen Expressway and Fuzhou AvenueIf necessary, it may not be limited to this scope.

Comprehensively consider the distribution traffic and access traffic of property development in the hub, put forward the traffic organization proposal as well as the layout planning concerning road system, slow traffic system, parking system and other facilities; optimize the access traffic organization, and propose the traffic network planning and important section design combined with the overall traffic demand of the Hub, so as to form an efficient and coordinated integrated traffic system.


Research Scope of the Comprehensive Transportation Planning

Registration Requirements

1. This is an internationally open solicitation. Domestic and international design firms can sign up for this Solicitation, subject to no restrictions on qualifications, and consortiums are welcome, but registration submitted by an individual or a team of individuals is not acceptable.

2. The joint participation of outstanding design firms in various disciplines is encouraged. A consortium shall give priority to including these disciplines such as architectural design, railway design, rail transit, municipal transportation and terminal planning, etc. Partners applying in the name of a consortium shall meet the following requirements:

(1) Each consortium should have no more than 4 members, and no member is allowed to register twice for the Solicitation itself or in the name of another consortium. Violation of this rule shall render the relevant tender invalid.

(2) The members should sign a legally effective Consortium Agreement, which shall specify the division of work between members and way of the distribution of the design fee, as well as the disciplines that need to be subcontracted in the stage of the architectural scheme design for the hub’s main building after the bid winning.

3. Bidders (independently or in consortiums) shall have at least 1 design case in landmark buildings of international cities or large-scale integrated transport hubs from January 2000 to the present.

4. Domestic design firms within the Chinese territory shall be independent legal entities with a valid business license issued by relevant departments. Overseas design firms shall be independent legal entities or organizations, which are legally registered in the country where they operate. Legal entities (two or more) with the same person in charge, the parent company, wholly-owned subsidiary and its holding company, or companies that have management relationships, are not allowed to participate in the Solicitation separately. Those companies that have connection, shareholding or management relationship can partner together as a consortium to apply for this Solicitation.

5. The chief designer shall have directed the design of landmark buildings in international cities and must take charge of the main design work of the project, including architectural concept design and scheme design, as well as important briefing meetings required by the tenderee. If there is any inconsistency found between the actual chief designer and that in the name list submitted for prequalification, or there is a false situation found in the project experience submitted for prequalification, the tenderee reserves the right to nullify the involved design firm from being shortlisted and winning the bid, and hold such bidder responsible for corresponding legal liabilities.

6. At least 1 key designer shall have the design experience and cases in large-scale integrated transport hubs.

WORK RULES

1. Prequalification

The tenderee will establish a prequalification committee, who will carry out a comprehensive review on the commercial documents (including the bidder’s qualification and achievements, the achievements and project experience of the chief designer and key design personnel, the proposed key team members and their project experience, etc.) and the concept proposal. 7 design firms will be shortlisted to the next stage (at the same time, 2ranked alternatives will be selected; in case any shortlisted firm quits, they can take their place in order). If the number of valid bids is less than 9, the tenderee will reorganize the prequalification of the project.

2. Design Bidding

The tenderee will set up a scheme review committee, who will review the schemes submitted by bidders by voting in rounds to select 3 recommended schemes (without ranking), rank the 4th to 7th places and choose the special transportation award.

3. Bid Finalization

According to the provisions of (Shenzhen Gov. Document No. [2015]73), the jury panel of final selection shall be established by the tenderee according to law to determine the winner from the 3 candidates recommended by the scheme review committee.

COMPENSATION

The design firms, who have been shortlisted in the prequalification stage and whose submittals have been deemed as meeting the design requirements after the experts’ review and bid finalization, can win corresponding design fees according to their ranking:

1st place: It can win the architectural scheme design contract of the hub’s main building and receive the fee of design integration and detailing of RMB Two Million Yuan (¥2,000,000), which includes the fee for organizing follow-up design integration and detailing workshops (not exceeding 3 times);

2nd place: can receive design compensation of RMB Three Million Yuan (¥3,000,000) ;

3rd place: can receive design compensation of RMB Two Million Six Hundred Thousand Yuan (¥2,600,000) ;

4th and 5th places: Each can receive design compensation of RMB One Million Five Hundred Thousand Yuan (¥1,500,000);

6th and 7th places: Each can receive design compensation of RMB One Million Two Hundred Thousand Yuan (¥1,200,000);

Special transportation award: RMB One Million Five Hundred Thousand Yuan (¥1,500,000).

The design scope for the winning bidder includes the architectural scheme design of underground space and superstructure development of the integrated transport hub as well as some supporting studies. The gross floor area is estimated to be about 440,000m2, and the design fee is estimated to be RMB Seventy-nine Million Yuan (¥79,000,000) (tax included) according to RMB 180 Yuan/m2, whose specific design scope will be determined by the tenderee after negotiating with the winning bidder when the design integration and detailing is completed.

All foresaid fees are tax-inclusive. The value-added tax rate shall be subject to the changes of the national tax laws and policies, and the price excluding tax won’t be adjusted if there is any chance of the value-added tax rate. The tenderee may pay the design fee to each member of a consortium in RMB according to the valid payment request documents such as the fee allocation schedule submitted by the leading party and confirmed by all members in the consortium. And the tenderee won’t bear any corresponding taxes.

If the tenderee or the jury panel considers that an applicant’s (including consortiums) submission fail to reach the required detailing level or meet the requirements on deliverables, the tenderee may correspondingly pay a part of or not pay the design fees thereto.

Shenzhen, known as an important special economic zone for reform and opening up, a national economic center, an international center for science and technology, an international cultural exchange center, and a global marine central city, while Guangming District is a national science city in Guangzhou-Shenzhen Science and Technology Innovation Corridor, an important source of innovation in the Pearl River Delta, and the north center of Shenzhen.

Located in Phoenix Town, southeast of Guangming District, Shenzhen, Guangmingcheng Hub is currently the intermediate station of Guangzhou-Shenzhen-Hong Kong High-speed Railway. According to the relevant planning of Shenzhen railway, intercity railway and urban rail transit, Ganzhou-Shenzhen High-speed Railway, Shenzhen-Dongguan Intercity Railway, and the branch line of Metro Line No. 6, as well as Metro Line No.13 & 18, will be introduced into Guangmingcheng Hub in addition to the current Guangzhou-Shenzhen-Hong Kong High-speed Railway, which will make it become an important transport hub in northwest Shenzhen.

Work Content

1. Solicitation Scope

The solicitation scope covers two parts, namely “the architectural concept design of the core hub area” and “the comprehensive transportation planning research on the area”.

Scope of the architectural concept design of the core hub area: Covering an area of 14.9 hectares, which is enclosed by Kelin Road (Planned), Qiaokai Road, Feng’en Road, Fengxing Road (i.e., the area enclosed by the road centerline in the statutory plan).

Scope of the comprehensive transportation planning research on the area: The area enclosed by Guanguang Road, Ketai Road, Outer Ring Expressway, Longhua-Daling Mountain Expressway, and Guangqiao Road, which may not be limited to this if necessary.

Research Scope of the Solicitation for the Conceptual Design of Guangmingcheng Integrated Transport Hub

Solicitation Contents

This Solicitation mainly includes two parts of work contents, namely “the architectural concept design of the core hub area” and “the comprehensive transportation planning research on the area”.

1Contents of the Architectural Concept Design of the Core Hub Area

The architectural concept design of the core hub area is the focus of the Solicitation. Under the negative influences including noise, vibration and division of landscapes caused by high-speed railway elevated lines and stations to the city, key consideration shall be given to the application of architectural techniques to eliminate the above influences.

Under the circumstances that existing elevated high-speed railway lines are still under operation while a new high-speed railway station is going to be built, carry out overall design for the integrated transport hub (including high-speed railway, intercity railway, urban rail transit, motor vehicles and other traffic facilities) and its comprehensive development, define the layout plan, circulation and vertical layout of the building, realize seamless connection and integrated design for various functions, and bring forward a practical and feasible development plan and phased implementation suggestions for the integrated transport hub and its property development.

(2)Contents of the Comprehensive Transportation Planning Research on the Area

Comprehensively consider the distribution traffic and access traffic of property development in the Hub, put forward the traffic organization proposal as well as the layout planning concerning road system, slow traffic system, parking system and other facilities; optimize the access traffic organization, and propose the traffic network planning and important section design combined with the overall traffic demand of the Hub, so as to form an efficient and coordinated integrated traffic system.

Registration Requirements

1. This is an internationally open solicitation. Domestic and international design firms can sign up for this Solicitation, subject to no restrictions on qualifications, and consortiums are welcome, but registration submitted by an individual or a team of individuals is not acceptable.

2. The joint participation of outstanding design firms in various disciplines is encouraged. A consortium shall give priority to including comprehensive research units in fields of architectural design, rail transit, and comprehensive transportation, etc. Partners applying in the name of a consortium shall meet the following requirements:

1)Each consortium should have no more than 4 members, and no member is allowed to register twice for the Solicitation itself or in the name of another consortium.

(2)The members should sign a legally effective Consortium Agreement, which shall specify the division of work between members and way of distribution of the design fee.

3. Bidders (independently or in consortiums) shall have at least 1 design case in landmark buildings of international cities or large-scale integrated transport hubs from January 2000 to the present.

4. Domestic design firms within the Chinese territory shall be independent legal entities with a valid business license issued by relevant departments. Overseas design firms shall be independent legal entities or organizations, which are legally registered in the country where they operate. Legal entities (two or more) with the same person in charge, the parent company, wholly-owned subsidiary and its holding company, or companies that have management relationships, are not allowed to participate in the Solicitation separately. Those companies that have connection, shareholding or management relationship can partner together as a consortium to apply for this Solicitation.

5. The chief designer shall have directed the design of landmark buildings in international cities and must take charge of the main design work of the project, including architectural concept design and scheme design, as well as important briefing meetings required by the tenderee. If there is any inconsistency found between the actual chief designer and that in the name list submitted for prequalification, or there is a false situation found in the project experience submitted for prequalification, the tenderee reserves the right to nullify the involved design firm from being shortlisted and winning the bid, and hold such bidder responsible for corresponding legal liabilities.

6. At least 1 key designer shall have the design experience and cases in large-scale integrated transport hubs.

WORK RULES

There will be three stages, namely, “Prequalification”, “Conceptual Design” and “Bid Finalization” in this Solicitation. At the stage of prequalification, 5 design firms will be shortlisted to enter the next stage of conceptual design according to the registration documents submitted by the applicants (at the same time, 2 alternatives will be selected; in case any shortlisted firm quits, they can take its place in order). At the stage of conceptual design, the 5 shortlisted firms shall submit deliverables that meet the design requirements; the scheme review committee will review these deliverables, and select 2 recommended schemes (without ranking) and rank them 3rd to 5th places. At the stage of bid finalization, the jury panel of the final selection will be set up by the tenderee according to law to determine the winner from the 2 candidates recommended by the scheme review committee.

Schedule (Provisional)

☆The specific deadlines above are subject to the announcements on the Shenzhen Construction Project Transaction Service Center.

Prizes

After the experts’ review, design firms (consortiums) that meet the design requirements will receive the following fees depending on their rankings:

1st place: It can win the design contract and receive the fee of design integration and detailing of RMB One Million Yuan (¥1,000,000) (tax included);

2nd and 3rd places: Each can receive bonus of RMB Two Million Yuan (¥2,000,000) (tax included);

4th and 5th places: Each can receive bonus of RMB One Million Five Hundred Thousand Yuan (¥1,500,000) (tax included).

The first-prize winner will be eligible to win the Architectural Scheme Design Contract of Shenzhen Guangmingcheng Integrated Transport Hub and Its Superstructure Development, whose design fee is estimated to be RMB Thirty Million Yuan (¥30,000,000) (tax included) according to RMB 160 Yuan/m2 and specific design scope will be determined by the tenderee after negotiating with the winning bidder when the design integration and detailing is completed.

The design fees concerning this Solicitation will be paid in RMB, and any taxes and fees incurred from the design fees etc. shall be borne by design firms (consortiums).
