Project Background

 

Education concerns the interests of the State and the Party. The report of the 20th National Congress of the Communist Party of China puts “implementing the strategy of rejuvenating the country through science and education and strengthening the support of talents for modernization” in a more important position, highlighting the basic, leading, and overall status and role of education in the new era. The Bao’an District Party Committee and Government always adhere to the “first strategy” of giving priority to the development of education, and spare no effort to provide education that satisfies the people, providing strong support for the realization of “good nursing for kids, good education for students” and assistance for urban development, further strengthening citizens’ sense of gain and happiness for high-quality and balanced education, and further improving the influence and demonstration of Bao’an Education.

The new construction of the comprehensive practical activity education base for primary & middle school students in Bao’an District is located in Yanluo, Bao’an. At present, the planning of Yanluo Subdistrict clearly proposes to build Yanluo into a “Bay Area Core City” that “faces the world, leads the future, and demonstrates nationwide”. In the future, Yanluo Subdistrict will become an international demonstration urban area with excellent space quality, complete supporting facilities and high level of international services. With the goal of “making education become the core competitiveness of Bao’an District”, Bao’an District Government implements the “14th Five-Year Plan” for the development of education in Bao’an District as the direction, and fully promotes the construction of educational facilities in the Yanluo Subdistrict.

Project Overview

 

The project is located in Yanluo Subdistrict, Bao’an District, Shenzhen City, Guangdong Province. Yanluo Subdistrict is one of the ten Subdistricts under the jurisdiction of Bao’an District, and it is the core area of Guangdong-Hong Kong-Macao Greater Bay Area. The plot is located in the northeast of Yanluo Subdistrict, and the project site is located in Hedoushan Road, Yanluo Subdistrict, the east side of North Yanchuan Industrial Park and entrance of Luotian Forest Farm.

This project is a new construction of comprehensive practical activity education base for primary and middle school students in Bao’an District, with a land area of 15,729.88㎡ and a tentative total construction area of 51,876㎡. The main construction contents of the project include practice halls, living service rooms, management rooms, teaching staff dormitories, open floor, underground garages, equipment rooms and outdoor supporting facilities.

 

Tender Content

 

The scope of tender for this Project include but not limited to : scheme design, initial design and budget estimation preparation, green building design consultation, prefabricated building design, sponge city design, utilization of construction wastes and recycled materials, water and soil conservation scheme design, assisting in estimation for preparing feasibility study, design for building information modeling (BIM), construction drawing design, as-built drawing preparation, information collection, construction application and approval assistance, and relevant design services such as on-site construction cooperation. Must take the responsibilities for repeated modification works raised due to failed in acquiring the approval from the owner or government authorities, and other relevant works instructed by the employer.

Tender Process

 

The project adopts open tendering (prequalified tendering), including Stage 1 Prequalification, Stage 2 Design Competition and Stage 3 Final Evaluation. The conceptual proposal in the first stage of prequalification and the bidding scheme designing the second stage of scheme bidding shall be in the form of sealed bid.

 

Application Requirements

 

  • The bidder applicant must be an independent legal person or partnership or other organization
  • Applicants must be class-A qualification/certificate in Chinese architecture design and construction industry (Construction Engineering).
  • Project leader is required to be Grade One registered architect in China. For consortium, project leader must be staff from the leading member.
  • This project accepts consortium bidding, and the bidding partners in the consortium must meet the following requirements:
  1. If bidding by a consortium, the leading member must be class-A qualification/certificate or above in architecture design and construction industry (Construction Engineering).
  2. One consortium shall include no more than 2 members (including the leading member).
  3. Members of the consortium may not register individually or as part of another consortium.
  4. The consortium partners must sign a Consortium Agreement and clarify the head unit, division of labor between the two parties in each design stage, and design cost allocation ratio, distribution method, and other aspects.
  • Individual or teams of individuals will not be accepted.

 

Design Fee & Compensation

 

  • The fixed lump sum shall be CNY 10.479687million (about US$1,521,400) (tentative price for design cost).
  • The project offers compensation. The compensation standard is set as follows: No compensation for bid winner who will be issued with contract; CNY 200,000 (about US$29,000) for the bidders ranked No. 2 and 3 who entered the final evaluation stage but not the bid winner; CNY 100,000 (about US$14,500) for the bidders ranked No. 4, 5, 6 and 7 who confirmed as the formal bidders but failed to the final evaluation stage; and no compensation for the rests. The total compensation of CNY 800,000 (about US$116,100) (tax inclusive) shall be paid to unsuccessful bidders by the tenderee.

Background

Taizhou City’s the Fourteenth Five-Year Plan for National Economic and Social Development and Outline of Long-term Goals for 2035 mentioned: Taizhou will speed up the second urbanization, the construction of provincial open high energy center city. To promote the central city to the development pattern of “integration of three districts and two cities”, and enhance the primacy of the central city as a municipal political, economic, cultural and scientific innovation center, therefore, to speed up the central rise, the development of urban integration is a matter of Taizhou significant global strategy, is also a major proposition throughout the course of the Taizhou urbanization, the future from the “based on the new stage of development, carry out the new development concept and build a new development pattern of high quality to promote urban integration development, as well as creating better city life. Feilong Lake eco-area is the geometric center of Taizhou city, and is also the core of ecological green heart block. The planning area is about 28 square kilometers with rich in ecological resources, such as: mountain-lake-farmland-grass-forest.The feilong Lake area is not only the “green lung”of Taizhou city but also the bonding area of Jiaojiang,-Huangyan-Luqiao districts. In order to meet the requirements of the high-point positioning of the project, the urban design plan adopts the international solicitation method, which aims to solicit forward-looking, innovative and implementable design solutions from top design institutions at home and abroad.

Design Scope

The design scope of this project is divided into three levels: research scope, conceptual urban design scope and core area deepening design scope.

  • The research scope: Making comprehensive analysis and research on the ecological pattern of urban landscape, the linkage of surrounding functions and landscape features from a wider scope, including surrounding mountains, water systems, urban corridors and important urban functional plates. The scope can be determined by the applicant based on its understanding.
  • Conceptual urban design scope: north to the mountain, south to Nanguan River, east to Fortune Avenue, west to Huangyan, with a total area of about 28 square kilometers.
  • Core area detail design: 14.71 square kilometers.

Design Goals

  • Build Bonding Area of three districts

Acting as the core of Taizhou’s urban green heart, Feilong Lake Ecological Zone is the “geometric center” of Taizhou’s central urban area. The target of this design is to clarify the role of the Feilong Lake area in the development of the entire Taizhou city as well as the development orientation and strategy of the area based on the study of ecological background of Feilong Lake area,Function linkage with surrounding land, transportation connection, continuation of the urban context, spatial integration and image enhancement. Thus, makes Feilong Lake Ecological Zone a link for the development of the three zones, accelerates the integration of urban areas, and creates an urban living room in the era of Taizhou’s ecological civilization to welcome guests from all over the world.

  • Build Sample of Eco-Smart City

Urban design should rely on the development experience of low-carbon smart cities around the world and plan low-carbon smart new cities with high standards such as “green intelligence, water-city integration, high-quality supporting facilities, high efficiency and convenience, and system innovation”. According to the construction requirements of new urbanization, this design should take full advantage of the high-quality background resources of “mountains, lakes, forests, fields and grasses” in the Feilong Lake area, improving the urban landscape layout, and use the development experience of low-carbon smart cities around the world. In order to carry out the construction of ecological civilization pilot area, widen the transformation channel of green water and green mountains into invaluable assets, establish and improve the value realization mechanism of ecological products, and explore and improve the gross ecosystem product (GEP) accounting with Zhejiang characteristics. The application system will comprehensively create a model for the future construction of Shanshui Ecological Smart City.

  • Build Origin of Innovation Drive

The design has to implement the requirements of “Taizhou Bay Science and Technology Innovation Corridor” and “Development Plan for the Science and Technology Innovation Ecosphere Around Feilong Lake”. Closely follow the keywords of “science and technology innovation, future-driven, people-oriented”, relying on the ecological background and traffic location of Feilong Lake. The design content is divided into three parts: conceptual urban design, core area urban design and special research.

 

A. Conceptual Urban Design

  • General Target Position

Systematically analyze and evaluate the overall urban planning, development strategy planning and other upper-level plans, combined with the overall national land and space planning (2020-2035) in preparation, and propose the functional orientation and development goals of the Feilong Lake area. In the formulation of positioning and goals, it is necessary to fully consider the role of Feilong Lake area in the overall development of Taizhou city, and coordinate the functional linkage with the surrounding areas.

  • Ecological Environment Protection

From the perspective of regional ecological pattern protection, combined with the current water network system, to focus on constructing the great ecological spatial pattern of mountains and waters in the Feilong Lake area. Combined with the sorting out of the ecological patches of the site, to construct the overall ecological security pattern of Feilong Lake area, to clarify the flood control and drainage system and vertical requirements of the site in Feilong Lake area, to anchor the ecological floor, and build a “resilient and safe” ecologically friendly urban and rural space. Using advanced ecological construction concepts and practical ecological governance technologies to come out with methods for ecological protection and quality improvement.

  • Industrial Development Guidance

Guided by building a “future city benchmark”, centering on the development concepts of “innovation +”, “wisdom +” and “green +”, referring to the industrial development experience of the same type of lake area in domestic and overseas, estimating the future industrial development trend, and formulating the industry of Feilong Lake area Development goals, to clarify the types of leading industries, and put forward government support policy recommendations.   • Comprehensive Traffic Planning

Focusing on building a comprehensive transportation system that is low-carbon, green, efficient and accessible, with diverse features and smart empowerment. Improving the traffic travel structure and put forward the index control requirements for green traffic. Building a quick connection with the S1 line of the urban railroad to improve traffic accessibility. The design should focus on controlling the building height, volume, style and interface continuity around the lake, and properly handle the relationship between development and construction, and the ecological background. Comprehensively determining the zoning guidance of the urban style, and putting forward control requirements for the volume, style, and color of the building, to form an integrated and distinctive urban style. According to the “139” top-level design requirements, around the construction of 9 major future scenarios, rationally arrange the future community construction in the area to form a “global future community”. Focus on creating “10” application scenarios such as neighborhood, education, health, culture, low carbon, production, construction, transportation, wisdom, and governance to achieve the goal of common prosperity.

  • Implementation Strategy Recommendation

According to the principle of “unified planning and phased implementation”, to implement the project implementation strategy and phase, and staged development plan, and forming a project database and schedule. To decide for the overall construction, including the overall planning of various infrastructures (such as road traffic, municipal pipelines, public facilities, emergency disaster prevention, sanitation facilities, etc.), and propose operational strategies and measures for phased implementation.

 

B. Core Area Further Design

Under the guidance of the conceptual urban design, carrying out the deepening design work of the core area.   • Design Target

According to the overall target positioning proposed by the conceptual urban design, the development goals and image positioning of the core area are researched and proposed, and the design goals and concepts of this area are put forward in combination with the natural environment, historical and cultural characteristics and current development reality.

  • Landscape Element Guidance

Combined with the regional landscape relationship and spatial pattern, design goals and concepts, and based on the analysis of land use and road traffic, the distribution, spatial form and style features of various spatial landscape elements (such as landscape centers, landscape nodes and landscape axes) are analyzed and an optimization plan is proposed. Combined with the functional characteristics of the plate, different types of landscape areas are delineated.

  • Land Use and facility distribution

Based on planning research, fully connecting the built land with the planned and compiled plans, optimizing and deepen the layout of land use, implementing major city-level facilities, and putting forward the basic idea of “four-line” control and layout. Qualification Requirements of Applicants

  • Planning and design institutions outside the territory of the People’s Republic of China shall have a practice license or business license for urban planning, landscape design or architectural design related majors in accordance with the administrative regulations of their own country or region. Project Introduction

The World SF Convention is the world’s most eyed science fiction cultural themed event with the longest history, the biggest scale, and the strongest influence. The “Hugo Award” awarded by the Convention is a major world science fiction award, known as the “Nobel Prize of science fiction world”. At the 79th World SF Convention held in Washington, Chengdu officially obtained the qualification to host the 81st World SF Convention in 2023. This is the first time for World SF Convention to be held in China, and the second time for it to be staged in an Asian city after Yokohama, Japan in 2007. Chengdu—This “Sci-Fi Capital” once again captured the world’s attention!

At present, Chengdu is actively preparing for the 81st World SF Convention, unfolding the publicity and promotion of the Convention, promoting the industrialization of science fiction and popular science, and at the same time promoting the industrial interaction among cities. The Science and Technology Museum constructed in this project will also be the venue for the future Hugo Award ceremony.

 

Project Overview

  • Project scale: The gross floor area will not exceed 50,000 square meters (including above and under the ground), and the construction content includes a theater-style Hugo Award venue, a Hugo Museum, a star-themed salon, and other exhibition and supporting functional space.

The venue design must comply with the relevant architectural design codes of the People’s Republic of China and meet the requirements of the solicitation documents.

Qualifications and Requirements of Applicants

A. Application requirements

This consultation adopts a global open application method. Design units/teams with relevant design experience in China and abroad may apply for participation. The following qualification requirements must be met upon application:

1. Applicants in China must meet the following qualification requirements:

  • The design unit/team in China must have certification documents of legitimacy within the valid period of operation, and must be an independent corporate legal person or other organization or a legally authorized branch unit;
  • The design qualification of Grade A and above for the construction industry (construction engineering) issued by the competent administrative department and the design qualification of Grade A and above for the special design of landscape architecture engineering;
  • The parent company, wholly owned subsidiary, and its holding company with two and more legal representatives as the same person must not apply at the same time.

2. Applicants outside China must meet the following qualification requirements:

The overseas design units must have legal business and design licenses in the locality.

3. If the applicant is an agency in Hong Kong, Macao or Taiwan, it must have a legal business and design license in the locality.

B. Participation method

The design unit/team is allowed to apply in the form of a consortium. When applying as a consortium, a Consortium Agreement must be provided. The number of consortium members should not exceed two, and all consortium parties must not participate in the event in their own names or form a consortium with other design units/teams.

C. Team requirements

According to the characteristics of this solicitation, team members to be involved should be the registered personnel of the design unit/team, including but not limited to planning, architecture, and landscape professionals:

  • If the design unit/team is an overseas unit/team, in order to ensure that the project designers have an accurate understanding of the Chinese background and related requirements, there should be at least one person who is proficient in Chinese among the project designers.
  • The chief designers participating this solicitation need to be experienced in presiding design of similar projects, and must participate in the whole design process directly (the chief designer must have at least participated in the work report and scheme review report of solicitations in person). During the event, if the chief designer does not match the team member profile submitted in the qualification review materials, the host has the right to cancel the participation qualification of the design agency.

D. Achievements

At least 1 similar achievement in design of large-scale construction project since January 1, 2017 (subject to the time of contract signing) must be provided, and the achievement must be the winning bid (selected) scheme that has been adopted and is being implemented or has been put into use, and contract or other proof materials.

 

Application Methods

A. Application time of this solicitation is 9:00-17:00, from March 15, 2022 to March 24, 2022 (Beijing time, similarly hereinafter).

Consultation Description

A. This consultation is divided into two phases: Phase I – Open application and shortlisting; Phase II – Scheme preparation and review.

  • Phase I – Open application and shortlisting

Release global solicitation announcement for open application and shortlist five units/teams after the review of the jury (ranked in sequence).

  • Phase II – Scheme preparation and review.

The five shortlisted agencies that have passed the final review should submit the deliverables according to the Design Brief and present their schemes according to the draw sequence; the jury performs comprehensive comparison and evaluation in combination with the deliverables of shortlisted agencies and rank the schemes from No. 1 to No. 5; the host will submit the recommended results of the jury to relevant department. In principle, the design agency ranked (or sequenced) No. 1 will be the selected agency, and the design agencies ranked (or sequenced) No. 2~5 will be the shortlisted agencies. (If an agency is confirmed and selected by relevant departments after submission despite a different prior ranking or sequencing, the remaining four design agencies are shortlisted agencies.) And the selected agency will undertake the follow-up design work. The selected agency must optimize the selected scheme according to the opinions of the host, review experts and relevant departments.

B. In this solicitation, in addition to the selected agency, the other four shortlisted design agencies will receive a design compensation of 700,000 yuan (tax included) respectively; the selected agency will undertake the subsequent optimization (development) design work, and the subsequent design fee (i.e. consultation service contract fee) amounts to 6.5 million yuan (tax included).

 

Requirements of Submitted Deliverables

The contents of the design deliverables must comply with the provisions of the relevant chapters such as design principles, site planning requirements, architectural design requirements, and design deliverable requirements in the Design Brief.

 

Copyright Issues and Law

  • The right of authorship in all design deliverables of the solicitation belongs to the design units/teams, while all submitted design deliverables will not be returned to the design units/teams. The host is entitled to use of all design deliverables for free, including announcement of review results after the review, as well as introduction, display and evaluation of design deliverables via media, specialized journals, specialized books or other forms.
  • Design units/teams should ensure all contents in design deliverables are their original work without any materials infringing the intellectual property rights of third parties. In case of an infringement act, the infringing design units/teams must bear all legal consequences themselves, and will be disqualified from the solicitation.
  • All materials (text, drawings, electronic data, etc.) provided by the host are protected by copyright. Call for Entry: Global Scheme Solicitation of Overall Planning and Urban Design of Qingshuihe Science and Innovation New City

Project Background

As the first batch of demonstration bases for innovation and entrepreneurship in the country, Pidu District boasts ample science and education resources, and huge domestic demands for science and innovation enabled transformation. In particular, Qingshuihe River connects Chengdu Aircraft Industrial Park, University of Electronic Science and Technology of China, a trillion-yuan-size electronic information base, Guodun projects, etc. Building the Qingshuihe River Pidu High-tech Section into a science and technology innovation corridor to lead the development of the western electronic information industry, and a demonstrative window showcasing Chengdu’s “science and innovation leadership, intelligent manufacturing enablement, college-locality co-prosperity, and industry-city integration” is of a profound development foundation and broad development prospects.

B. The 3 units/teams that have submitted deliverables and won bonuses during the solicitation will respectively receive a bonus of 3 million yuan (including tax); the eventual winner will receive a bonus of 8 million yuan as the fee of the service contract of this consultation and the scheme development (including tax).

 

Requirements of Design Deliverables

  1. Content requirements

Design deliverables should comply with relevant regulations, standards and design codes of the state, Sichuan Province and Chengdu City, including but not limited to the follow contents: Overall positioning, development goals, industrial development planning, spatial layout mode, phased construction plan, operational planning, etc.

  1. Specification requirements

All deliverables submitted by consulting design institutions shall meet the following requirements:

  • The number of review boards is 8 (only 8 boards will be accepted), in A1 size (594mm x 841mm); the drawing board shall be attached with a description of sequence or serial numbers.
  • 15 sets of the detailed deliverable text, bound in A3 size with coated paper, may be attached with relevant drawings in A2 or A1 size (attached drawing paper type is decided by oneself)
  • 2 electronic deliverables (in USB disc).
  • Multimedia presentation files (PPT and other common video formats of Windows system). Presentation duration should be within 25 minutes, including 3D animated videos related to the project.
  1. Validity of design deliverables

Documents that are delivered before the specified deadline and meet the requirements of the Design Brief are deemed as valid design deliverables, while other documents under one of the following circumstances will be considered as invalid design deliverables:

  • Design deliverables that are delivered after the deadline;
  • Design deliverables with altered contents after submission;
  • Where more than half (including half) of the expert jury members determine that design deliverables are not original, have been already published, are identical to other design schemes, or fail to meet requirements of Design Brief in terms of design deliverables’ extent;

International Competition for Schematic Design of Shenzhen Reform and Opening-up Exhibition Hall

Shenzhen is born, develops itself and becomes powerful as a result of reform and opening-up. The construction of a reform and opening-up exhibition hall in Shenzhen is of great significance for fully demonstrating and publicizing the great achievements of reform and opening-up, remembering this historical decision, great memory and valuable experience, and continuing to show our resolution and confidence in reform and opening-up.

Shenzhen Reform and Opening-up Exhibition Hall (hereinafter referred to as the “Reform Hall”), as one of the “Ten Major Cultural Facilities in the New Era” of Shenzhen City, will be built into a world-class large comprehensive modern exhibition hall with Chinese characteristics and become a reform and opening-up research institution, a popular science education center, a landmark building to showcase Shenzhen as a modern, international, innovative city, and an important window to display Shenzhen’s public culture and urban civilization image.

The project is located in the core area of Shenzhen City—Xiangmihu Area, Futian District, adjacent to Shennan Boulevard, the most important trunk road of Shenzhen. Xiangmihu Area will be developed into an “international exchange center and new financial center” under the framework of the Guangdong-Hong Kong-Macao Greater Bay Area, with the “mountain-sea sight corridor” as the main planning concept. The Reform Hall at the center of the said mountain-sea sight corridor forms an important public building group on the mountain-sea sight corridor of Xiangmihu adjacent to Shennan Boulevard together with the International Performance Center and Shenzhen Finance Culture Center separately on the east side and west side of the mountain-sea sight corridor. The three projects will have collaborative design and concurrent construction.

Work Content

The design content of the project includes two parts. The first part is the Reform Hall that covers an area of about 35,000 square meters and has a total floor area of about 90,000 square meters, including the design of the display and exhibition area, collection preservation and protection area, social education area, public service area, integrated service and academic research area, equipment room, underground parking lot and landscape within its land area, with a total investment of about RMB 2.8 billion.

The second part is the design of the public urban park around the Reform Hall land, which covers an area of about 47,000 square meters.

The final design content is subject to the Competition Document.

Registration Requirements

1. Prequalification Application Requirements

1.The applicant must be an enterprise or institution registered.

2.A consortium is allowed, the number of its members (including the leading member) cannot exceed 3, and each member of the consortium can no longer apply in its own name or the name of another consortium formed with other design agencies.

3.The consortium parties need to sign a legal and valid Consortium Agreement and specify the leading member, work division method, and design fee allocation proportion and distribution method, etc. at each design stage.

4.No application of individuals and teams of individuals is accepted.

Stage 1 – Open solicitation and pre-qualification: to determine 15 shortlisted competitors (without ranking) and 2 alternative entities (with ranking)

Stage 3 – Scheme development: to determine 3 winners (without ranking)

Stage 4 – Prize award: to determine 1 or none for the first prize, 2 to 3 for the second prize, 3 for the third prize, and 9 for the entry award

2.Competition agenda

Note: 1. All time is subject to Beijing time. The Organizer reserves the right to adjust the agenda.

Prizes

1. 1 or none for the first prize, with bonus of RMB2 million (tax inclusive). If the scheme getting the first prize is confirmed by Host to conform to the implementation requirement, the schematic design and architectural design development contract will be awarded, with no longer bonus. 2. 2 or 3 second prize winners (if none for first prize, then 3 for second prize), with bonus of RMB1.50 million each (tax inclusive).

The total contract price for schematic design and architecture & landscape design development is RMB38.35 million tentatively.

(1) The upper limit fixed unit price of schematic design and design development of architecture & landscape within the land area of Reform Hall is RMB400/m2. The total price is RMB36 million tentatively (The tentative GFA 90,000m2 x upper limit fixed unit price RMB400/m2).

(2) The upper limit fixed unit price for public urban park landscape schematic design and design development is RMB50/m2. The total price is RMB2.35 million tentatively (The tentative gross landscape green area 47,000m2 x upper limit fixed unit price RMB50/m2).

The final contract settlement amount is subject to GFA approved by the relevant development and reform authorities for cost estimation x quotation from the contract awardee (unit price).
