Announcement: Micro Settlement-Light Construction | Center on people, design for city

To put the notion of “people-centered development” into effect, Nanjing Municipal Bureau of Planning and Natural Resources has organized a series of competitions themed “Center on People, Design for Cities” since 2018. Focusing on public facilities in urban space, the serial competitions publicly solicit design proposals to create fine public spaces and thus improve the functional quality of cities. Six widely influential events have been held so far, including the Competition for Blood Donation Facilities in Key Areas of Nanjing, the Competition for Nanjing Metro Station Entrance and Exit, the Competition for Micro Stations in Jiangsu Horticultural Expo Garden, the Maigaoqiao Street Covered Bridge Design Competition, the Competition for Landscape Facilities in Nanjing Green Expo Garden, and the “Viewing Pavilion · Micro Building” Design Competition for the Vertical Environment-Community Units in Nanjing. The seventh competition carries on the efforts on small and micro-renewal of urban gaps and space so as to improve people’s livelihood and give expression to local culture.


Under the theme of Micro Settlement-Light Construction,in response to people’s needs for suburban or countryside experience in the post-COVID era, this competition spurs reflections on the outdoor leisure lifestyle – for instance, the emerging trend of camping – which is gaining popularity among China. Participants are encouraged to renew their understanding of contemporary urban space and life and design it with the strategy of landscape urbanism and the notion of “environment-community unit”. It is hoped that our efforts can crystalize into a demonstrative site for post-COVID new lifestyles in Nanjing’s public urban landscape, which are also conducive to economic growth.

This competition is open to participants at home and abroad, and the winning proposal will be implemented. Hopefully, through consultation, joint contribution and sharing, this event can offer an example of small and micro-renewal of post-COVID public urban landscape, facilitate urban renovation and ecological remediation, and thus enhance the gratification and contentment of citizens.

Task Specification

  • Design Targets and Requirements

The site is located in Jiulong Lake Park at the northern end of Jiulong Lake in Jiangning District, Nanjing. With beautiful scenery and plentiful trees, it is now one of the most popular camping destinations in Jiangning. Under the theme of “Micro-Settlement · Light Construction”, two plots are designated as the design targets. You can base your proposal on EITHER of the two plots, designing a set of structures and a camping site, providing facility services and management.


a. Micro-Settlement, Light Construction

Micro-settlement = a set of structures + a camping site.

Design Objective: Provide services and sites for rest, camping, and other activities in the park by means of “micro-settlement”.

Design a set of light-constructed structures, including more than three single buildings or units.

Design a public place and come up with a suitable theme for public activities. Meanwhile, provide support for camping activities, and arrange at least 30 sites for tent put-up (No need to design the tents, but instead, provide flat, small sites of appropriate size to accommodate the tents.).

Site plan drawing requirements: You need to formulate an overall planning of the “micro-settlement” and draw the site plan accordingly.

Construction requirements: Consider the cost and adopt the method of light construction to shorten the construction time and reduce impacts on the site. The existing trees shall not be cut down; avoid excessive influence on the current environment.

The settlements should be orderly, lively, and concerted with each other. Functionally, the settlements should offer an ascending place, maintain a good relationship with the surroundings, and highlight characteristics. It is preferable that a prototype, which is suitable for popularization, can be extracted out of the settlements as designed.

b. Architectural requirements

Function: First of all, satisfy basic service functions such as equipment rental, sales, medical treatment, lookout, etc. Contestants can devise other functions, if any, such as tent put-up, morning yoga, open-air cinema, concerts, etc. The structures should provide both indoor space and some semi-outdoor space.

Height limit: from the highest point of the structures to the ground, the height cannot exceed eight meters.

Area: Devise more than three single buildings or units as supporting facilities for public services. The smallest one should cover 15 square meters, and the overall floorage should be approximately 150 square meters.

c. Site conditions

Located in the park of the northern end of the Jiulong Lake, Jiangning District, each plot covers an area of over 6,000 square meters.

Plot A: by the woods

Located by the woods; waterfront area on its eastern side; flat terrain.

Plot B: turf slope

Located by the lakeside turf slope; varied terrain.

  • Submission Requirements
  1. Contents: A brief description (300 words maximum); Site plan; A complete set of drawings that clearly manifest your design intent (e.g. plan, elevation, section, overall perspective views, detail drawings of a part, etc.). No restriction on the means of manifestation; It is forbidden to show on the drawing any information as to the identity of the designer. Nonobservance will lead to disqualification.
  2. Layout Requirements: Format: Electronic file, either PDF or JPG;Size: 841mm (W) * 1189mm (H);Precision: not less than 300dpi;Page: One page in vertical layout.


Judging & Awards

  • Judging & Awards

From November to December 2022, two rounds of jury review will be convened. The preliminary review will determine the shortlisted entries that are eligible for online voting and the final review. The final review will determine the winners of the first, second and third prizes.

  • Online Voting

In December 2022, the shortlisted entries will be announced for online voting. Based on the voting results, “Award of Online Popularity” will be conferred. This award is also obtainable to winners of the first, second and third prizes.

  • Awards

1 first prize winner, bonus: 100,000 yuan (about US$14,820);

3 second prize winners, bonus: 50,000 yuan (about US$7,400) for each;

6 third prize winners, bonus: 20,000 yuan (about US$2,960) for each;

6 winners of Award of Online Popularity, bonus: RMB 5,000 (about US$740) for each.

Note: The bonus amounts above are pre-tax.

Other rewards

  1. The winning designers and plans will be announced and commended;
  2. Selected award-winning plans will be carried out for construction.
  3. Certificates will be conferred upon the winning organizations and individuals.
  4. The winning designers will be included in the designer pool of Nanjing Municipal Bureau of Planning and Natural Resources and recommended for other urban design projects.



  • Contestants must truthfully fill in personal information and meet all the requirements of this event, if any. Organizational contestants must have the entry form stamped with the official seal and submit a scanned copy of the business license (also stamped). Individual contestants must sign the entry form and submit a scanned copy of the personal ID card (also signed). Incomplete submission will result in disqualification. The entry form shall be submitted digitally as a scanned copy or photo.
  • Contestants should complete the design task as required. Each contestant can only submit one proposal. The submitted proposal must be complete; incomplete proposals will be deemed invalid. Submission of multiple proposals will result in disqualification.
  • Contestants should guarantee the originality of the submissions. Verified plagiarism will result in disqualification.
  • The copyright of the winning entries is jointly possessed by the designer and the organizing committee. During the follow-up construction, the detailed design of the working drawings will be entrusted to the original designer as a priority choice, or alternatively, to a third-party institution. The copyright of the non-shortlisted entries belongs to the designer.
  • The organizing committee reserves the right of final explanation for the competition rules.

Project Background

Wuhan East Lake High-Tech Development Zone (also known as “East Lake High-Tech Zone” and “Optics Valley of China (OVC)”), was founded in 1988 and successively approved by the state as one of the first National High-Tech Zones, second National Innovation Demonstration Zone and China (Hubei) Pilot Free Trade Zone – Wuhan Area, and has been recognized as a National Optoelectronic Information Industry Base, National Bio-industry Base and Talent Base for Central State-owned Enterprises (SOEs), as well as being included in the first batch of National Innovation and Entrepreneurship Demonstration Bases.

Optics Valley Central City is under accelerated development and construction into a core carrier of urban functions for East Lake High-tech Zone. Different from its north core zone, its south core zone is planned to occupy an area of 3.24 km2, becoming an international community serving the development of innovation and entrepreneurship, sports and leisure, and culture and entertainment. The overall urban layout of the south core zone is a continuation of the urban layout of Optics Valley Central City, namely “small blocks and a dense road network” with a clear spatial sequence and axis. It will be developed into a continuous, multi-level, spatially varied green and open community based on existing hills and rivers connecting with major public buildings in the Zone, and organically integrating with a bus + slow traffic complex 3D traffic system, thereby providing a good development framework for urban invigoration, innovation convergence and future city cultivation.

The construction of East Lake Science City Innovation Industrial Park is now planned so as to further tap the potential of regional development and create an open, diversified and dynamic system that serves business, commerce and innovative industries.


Project Overview

The East Lake Science City Innovation Industrial Park Project is planned to be located in the south core zone of Optics Valley Central City at the intersection of two main roads, Guanggu 5th Road and Gaoxin 4th Road, adjacent to the complex of sports parks and stadiums in the north and the lotus pond park and Central Ecological Corridor in the west, making it the most important node in the urban axis and vibrant green ring, and a landmark in the Zone’s skyline. Metro Line 19 and Line 29 transfer hubs are planned to be constructed in the southeast of the base to facilitate convenient public transportation access.

The project is oriented as an international-level complex serving innovative industries and integrating business, office and culture. It is highly forward-looking and innovative in its multi-functional complex design and integration of shared space, and will reach the mainstream level of international intelligent office property in an all-round way.

The project will consist of two plots in south and north respectively, with a planned total area of 3.4 hectares, designed to become an urban complex including two super high-rise tower buildings (no higher than 150 m and 240 m in height respectively). The building area capacity of the project will not exceed 183,300 m2, with no more than 21,000 m2 for underground commercial space and parking lots. RMB 1,588 million is planned to be invested in the project.

Design Requirements

  1. Full consideration of base characteristics and advantages, and introduction of urban design thinking

The relationships among development intensity, spatial organization and environmental quality are studied to ensure harmonious coordination between the urban complexes of various architectural volumes, and between the urban complexes and surrounding buildings and environment. The different functions and proportions of the project are reasonably allocated to avoid mutual interference between the pedestrian flow and traffic stream in business, hotel and office areas, and maximize the economic value of both the land and commercial operation. Dynamic and open blocks will be created, the design of the interfaces between streets, commercial spaces and pedestrian spaces will be strengthened, and a continuous public pedestrian street system will be built. Outdoor public spaces will be opened in an appropriate manner and unobstructed multi-dimensional city vision from the ground floor, near-ground floor, middle of high-rise tower and roof will be created, demonstrating cultural characteristics and shared resources.

  1. Reasonable functional zoning to create humanized and flexible office space

On the basis of an understanding of new economic forms and social willingness, a future-oriented, people-oriented and high-quality office space will be created and adapted to the flexible needs of enterprises for space utilization and irregular function transformation, thereby realizing personalized development and free combination. Low-energy and sustainable green ecological technology will be combined in order to adjust the microclimate and create a healthy and pleasant space for work and communication. The study of problems in existing office models and the development of high-rise offices will be encouraged, and innovative ideas and technological breakthroughs in design will be presented.

  1. Overall consideration of balance among design innovation, implementation and later operation

Appropriate technical solutions will be selected, balance will be struck among structural form, architectural form, use function and space experience, and excessively complex and difficult construction forms that lead to out-of-control project progress and costs will be avoided.

  1. Design Contents

Main contents: project planning (market analysis, product orientation and portfolio, development strategy and later operation strategy suggestions) and main and supporting function designs (office buildings, hotels, businesses, parking garages and equipment rooms). Application Requirements

  1. This solicitation adopts a global open application method. All design agencies with relevant experience in the design of super high-rise public buildings (built or under construction in the past ten years) in China and abroad may apply for participation.
  2. The design agency (applicant) must have a legally registered and valid business license. Different agencies with the same responsible person or in a holding or management relationship are not permitted to apply simultaneously.
  3. Consortiums consisting of up to three members are permitted to apply. However, the lead agency and respective responsibilities of the consortium should be specified in the consortium agreement. Parties to a consortium may not participate under their own name or form another consortium with other design agencies.
  4. Applications made by individuals and individual groups will not be accepted.
  5. Applicants should complete the application form (click hereto download the application form, password: bzzx), then stamp it, scan it and send it to the email address whcsyjwl@163.com to access the design specifications. Please refer to the design specifications for requirements for the completion of credit certificates.


Solicitation Procedures

This solicitation is divided into three phases: “application and pre-qualification”, “concept design review” and “final review”:

  1. Application and pre-qualification

After applicants submit their application forms, the undertaker will issue the detailed design specification and basic information package of the project; after applicants submit their credit certificates and conceptual proposals, the undertaker will organize a pre-qualification meeting for the preferential selection of five unranked shortlisted design agencies.

  1. Concept design review

The shortlisted design agencies should continue to complete their concept designs; the undertaker will organize a Q&A meeting and site survey as the case may be, and organize a proposal review meeting for the preferential selection of three unranked design proposals recommended to the sponsor for further decision.

  1. Final review

The sponsor will organize a final review meeting to rank the three design proposals on the basis of a report made by the chief architects.


Design Fees

RMB 500,000 (about US$73,900) each in design compensation for the five design agencies shortlisted in the pre-qualification phase, another RMB 4.5 million (about US$665,700) design fee (RMB 5 million (about US$739,700) in total) for the design agency ranking first among the three design agencies in the final review phase, and another RMB 1 million (about US$147,900) (RMB 1.5 million (about US$221,800) in total) and RMB 500,000 (about US$73,900) (RMB 1 million (about US$147,900) in total) for the design agencies ranking second and third respectively. The above fees are tax-inclusive.

Design Document Requirements

1. Prequalification stage

  • Credit Certificate Document

Including the profile of design institution, business license or effective business registration document, consortium agreement, projects list and relevant proofs, the design team, resumes of chief architect.

  • Conceptual Proposal

Two display boards in A0 size (portrait), one automatic presentation file (no more than 5 minutes), and brief design description(no more than 1000 words), the contents of which include but not limited to the following:
· Project interpretation, design ideas and related analysis graphics;
· General layout plan with major economic and technical indicators;
· Major floor plans, elevations and sections;
· Design concept renderings;
· Other necessary analysis diagrams and drawings that express the design intention.

2. Concept Design Review Stage

Six display boards in A0 size (portrait), ten atlas in A3 size, one presentation file, and 3D model, the contents of which include but not limited to the following:
·Design concept description and related technology analysis;
·Major economic and technical indicators;
·Analysis diagram of concept and scheme that express the conception process;
·General layout plan;
·Major floor plans, elevations, sections and perspectives;
·Schematic diagram of structures, façade materials, mechanical and electrical equipments;
·Business planning, operational strategy, and engineering construction investment estimation;
·3D models.


Solicitation Instructions

  1. The design fees for this solicitation will all be paid in RMB in China. Any foreign design agency or individual not supporting such collection in RMB may authorize legal and independent legal persons in China to collect such payment on their behalf.
  2. Design agencies have the right of authorship to their deliverables. With the permission of the sponsor, such agencies can evaluate and display the deliverables mentioned above through media, professional magazines, books or other forms. The sponsor, undertaker and project construction unit have the right to use the solicited proposals in consultation on this project, and may use such proposals in whole or in part during the proposal adjustment and integration of this project, or modify them; furthermore, the sponsor, undertaker and project construction unit may also print, publish and exhibit all the application results, and evaluate, display and publicize such results through the media, professional magazines, books, periodicals or other forms.
  3. Design proposals should be original and not previously published in any form. Neither the design proposals nor any material used to create the entries should infringe on any third-party copyright, trademark, patent or other rights. In the event of such infringement, the design agencies must be liable for all disputes or legal liabilities arising therefrom, and compensate for any losses suffered by the sponsor.
  4. The design agencies must abide by the relevant confidentiality regulations of China, properly keep the drawings and materials provided by the sponsor, and protect their intellectual property rights. Without the permission of the sponsor, no drawing data or design results may be transferred to any third party or used in projects other than this project.
  5. Design agencies participating in this event will be deemed to have acknowledged all the terms of this announcement.
  6. Only the laws and regulations of the People’s Republic of China are applicable to this event itself and all documents in connection with it.
  7. The sponsor reserves the final right to interpret the rules of this event.

#1. Hillcrest Surfside


Hillcrest Surfside is a 10-story residential apartment siting on the Surfside Beach. In this project, the structure and the building next to it – Surfside Seaway – need to be included in the images at the same time. For the season that they belong to the same owner, this time, we needed to create 3D renderings that went along the lighting, materials and mood with the adjacent building.

#2. AER In The District

Challenging task for “AER In The District” project in Tampa, Florida. Clad in smooth stucco, this façade is joined by vertical rows of stacked balconies and floor-to-ceiling glass windows. To present this amazing façade design, we carefully added different materials and made sure the result looked perfectly harmonious at the same time.

For the interior views, we build the 3D model from the scratch based on the hand sketches from the designers. Our 3D renderings show various faces of the structure, providing a glimpse into what it’s like to live and work in this mixed-use.

#3. 710 Edge Tower


In this project, we used photo-composition for the best veracity of surrounding environment. Located at the Biscayne Bay, Miami, 710 Edge Tower is a 55-story ultra-luxury mixed-use building featuring 70 residential units and more than 16,000 square feet of commercial and retail spaces. Our client used these images to report to Miami city and got it approved.

Our visuals focus on its unique fluid curves and its distinctive exoskeleton exterior design. At the same time, we highlighted the concrete framing structure with proper materials such as dark tinted laminated glass and dark grey anodized aluminum. Finally, we set the lighting based on the site photos and adjusted them to make them consistent.

#4. Retail & Garage Parking Proposal


Situated in Tampa, Florida, the various plans are the spotlight of the project. Being one of the merits of architectural visualization, our 3D renderings demonstrate six different designs for this project in a short turnaround time. Because this adjacent building belongs to the same owner, this structure need to match it in all aspects, such as glazing, mullions, parking slabs, columns and vegetation.

Located on the river near downtown Miami, the Riverside Wharf, will be a hospitality-driven entertainment complex and is scheduled to open to the public in 2025. Our client used our 3D renderings to report and get this project approved.

By using the CAD files provided by the client, we created the perfect 3D renderings that visual the unbuilt. Despite the tight schedule and unexpected design change, we successfully complete this project within the timeframe.

Announcement: International Architectural Design Competition of China Artificial Intelligence (Guangzhou) Industrial Park

Project Qualification

The project of China Artificial Intelligence (Guangzhou) Industrial Park has been approved for construction by Tianhe District Development and Reform Bureau of Guangzhou Municipality with Guangdong Provincial Enterprise Investment Project Registration Certificate (Project Code: 2206-440106-04-01-130031). The project owner is Guangzhou New Generation Artificial Intelligence Industrial Park Management Co., Ltd., and all the construction funds are raised by the project owner. As the project has met all applicable conditions, a competition is hereby launched on the architectural design of the project.


Project Overview

  1. Competition Name: International Architectural Design Competition of China Artificial Intelligence (Guangzhou) Industrial Park
  2. Background

China Artificial Intelligence (Guangzhou) Industrial Park is located in the Guangzhou Artificial Intelligence and Digital Economy Pilot Zone. The park aims to advance the national digital economy strategy, further integrate the digital economy with the real economy, and contribute to the development of national pilot zones of artificial intelligence and the digital economy.

The project sits around the former site of Guangzhou No.2 Cotton Mill and will be divided into two parts in its future development. The western part will be for new buildings, with a focus on fostering a digital, green, and international city and a global headquarter of artificial intelligence, digital economy, and digital culture. The eastern part, where some historical buildings (workshops) of Guangzhou No.2 Cotton Mill are preserved, will be developed into a cultural and art platform for sharing and exchanges. The goal is to make full use of the historical and cultural value of the area and unlock new vitality for the ancient city of Guangzhou. The synchronous progress of these two parts will facilitate Guangzhou to become a leader in the industrial coordination in the Guangdong-Hong Kong-Macao Greater Bay Area and a pioneer of world-class industries, while creating a valuable urban space of high quality, high capacity, and high efficiency.

Project Scope

The scope of the project reaches Yuancun West Street in the north, Huacheng Avenue in the south, Yuancun South Street in the east, and Hua’nan Expressway in the west. The total area is 97,173.33 square meters (within the property boundary), and the net area is 70,048 square meters (including the construction land and green space in both the western and eastern parts). Specifically, the eastern part covers 32,283 square meters, where the Bauhaus historic buildings in the core protection area need to be preserved and renovated; the west block covers 37,765 square meters, which will be the main area for new constructions.

This is an architectural design project for China Artificial Intelligence (Guangzhou) Industrial Park. The design plan should cover buildings, historical architecture renovation, public spaces, transportation systems, green landscapes, etc. within the scope of the project.

  • The project covers a gross floor area of roughly 353,700 square meters and the budget for construction and installation fee is RMB 3.76 billion.
  • The detailed regulatory planning attributes of plot West 1 are Other Business Land and Commercial Land (B29B1), with the main land use functions being commercial and service support, business, and office. The gross floor area is approximately 330,500 square meters, of which 32,400 square meters are for commercial use and 298,100 square meters are for offices (including supporting residential buildings). The non-floor area (underground parking, equipment rooms, etc.) should be set up in accordance with the requirements of relevant laws and regulations and the needs of the plan.
  • The detailed regulatory planning attributes of plot East 1 are other business land, art and media land, and commercial land (B29B22B1), mainly to create a shared space for exchanges such as expositions, lectures, and conferences.
  • Plots East 2 and 3 are classified as parkland (G1), whose main functions are to increase open public space, activate the space of historic buildings, and create a small parkland with recreational functions; the total area of these two plots is 2,878 square meters. The detailed regulatory planning attributes of plots West 2 and East 4 are protective green space (G2) with a total area of 5,114 square meters. G1 and G2 are non-building plots and their landscape design should be considered as a whole with the landscape design of building plots.
  • The width of planned road one is 20m and the road section needs to be designed under the condition that the planned alignment remains unchanged.

Competition Mode

A. Competition Form

This competition will be announced on the websites of China Tendering and Bidding Public Service Platform (http://www.cebpubservice.com/), ABBS Architecture Forum (http://www.abbs.com.cn/) and Guangzhou Construction Engineering Supervision Co., Ltd.(http://www.gjjl.com/), and the applications and registrations of domestic and foreign agencies will be publicly accepted.

  • Selection Phase

This competition adopts a form of “invitation + open call”.

Through “invitation + open call”, six agencies will be selected and enter the design phase.

Agencies selected by open call: Competition announcement will be published on the website, and the application is open to all domestic and foreign agencies. Experts will be organized to rank the applicants. The top three agencies will be selected as official participating agencies, and those ranking the fourth to the sixth will be selected as alternate participating agencies. If less than six agencies meet the requirements of public solicitation for the competition, sponsors can determine to extend the registration time according to the project situation.

After the release of selected agencies, if any selected agency (3 invited agencies + 3 agencies selected via open call) abandons for some reason, it will be substituted by the alternate agencies in turn.

  • Selection Process

This competition includes two stages: qualification examination and merit-based comprehensive evaluation. First, experts are organized to examine the qualifications of all the agencies and determine their qualifications. Agencies that do not meet the qualification requirements are not allowed to go through merit-based comprehensive evaluation.

The evaluation committee will comprehensively evaluate the agencies on the basis of merit, and fully discuss and compare their qualifications after a careful study of their comprehensive competences, relevant achievements, comprehensive qualities, and conceptual proposals. By means of disclosed ballot, 3 participating agencies and 3 alternate agencies will be selected by public solicitation, and the list thereof will be reported to the competition sponsors.

B. Cost Compensation

The finalists who pass the validity examination will receive a cost compensation of RMB 500,000 (about US$74,000) (including but not limited to expenses for design, product production, design research, travel incurred in coordinating the communication meeting related to the projects, design copyright, and tax), while those who fail the validity examination will not receive any cost compensation or bonus.

C. Prizes and Bonuses

One or no first prize. The first-prize winner will be awarded a detailed design contract of about RMB 30 million (about US$4,445,000) (tax included), while no other bonuses will be given. The fee for the detailed design contract shall be subject to the standards provided in the Engineering Survey and Design Fee Management Regulations (Ji Jia Ge [2002] No. 10); the tentative basic construction and installation fee will be RMB 3.76 billion (about US$557,212,000), and no other adjustment factors will be taken into account. The final design fee shall be adjusted according to the fee of construction and installation approved in the official reply to the estimated budget. The organizer reserves the right to leave the first prize vacant and reorganize the competition.

Two second prizes (in case of no first prize winner, three second prizes shall be granted), each receiving a bonus of RMB 1 million (about US$148,200) (tax included).

D. Payment Method

If, after evaluation, any agency that receives one or more of the compensation cost, winning bonus, and detailed design fee is a group, the competition sponsors will pay in full one or more thereof to the main account of the group, which will be redistributed by the group as per the proportion agreed in the Group Participation Agreement. The competition sponsors will not pay any additional fees to the members of the group.

The compensation cost, winning bonus, and detailed design fee of the design competition will be paid in RMB by the competition sponsors to the agencies, and any taxes incurred shall be borne by the agencies themselves. The cost compensation, bonus, and scheme integration and optimization fees will be paid in RMB to the domestic agencies in China.

Design institutions may co-own the intellectual property rights of their entries for the project with the competition sponsor. However, such design results can only be used in this project and shall not be provided to any third party for replication. In addition, sponsors have ownership of all the design results collected in this international competition. No design results will be returned to the agencies after evaluation. The agencies that submit the valid Registration Form according to the competition requirements are deemed to have agreed with all the terms and conditions herein.

E. Taxes and Fees

All income obtained by the participating institutions and their employees in China due to the performance of this contract must be paid in accordance with Chinese tax laws, and all taxes shall be borne by the participating institutions and their employees.

If the participating organization obtains income in China due to the performance of this contract, all fees that must be paid in accordance with the relevant laws, regulations and administrative rules of China, Guangdong Province and Guangzhou City shall be borne by the participating institution.

The domestic taxes and fees payable by the participating organizations can be deducted by the organizer each time the design fee is paid, and a copy of the tax receipt and payment receipt shall be sent to the participating institution.

All taxes and fees outside China arising from the performance of this contract shall be borne by the participating institutions.


Detailed Design Contract

The first prize winner of this project will be granted with a detailed design contract.

Detailed design contains: 1. Planning and professional designs (architecture, structure, landscape, decoration, curtain wall, electromechanics, intelligence, etc.); 2. Preliminary architectural and structural design; 3. Guidance and cooperation in preliminary designs of other areas. The contractor shall give guidance to the design of construction drawings, and chief creative personnel shall be designated to give guidance on site during the process of project construction, with the cost calculated separately. The detailed design content and expenses are subject to the final detailed design contract. The design results shall meet the requirements of contents and depth of the corresponding design documents in the Regulations on the Depth of Architectural Engineering Design Document Preparation (2016 Edition) issued by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, and pass the preliminary design examination of the relevant specialties. On the basis of the above scope, the content and depth of the detailed design contract will be determined by negotiation between the competition sponsors and the winning design agency.


Competition Schedule

  1. Announcement of the international competition and start accepting registrations from global institutions: July 26-August 22, 2022 (9:00-12:00 am, 14:00-17:00 pm, excluding holidays).
  2. Receive the registration documents for the competition and send the competition documents: before 17:00 on August 22, 2022.
  3. Receive conceptual proposals: before 17:00 on August 25, 2022.
  4. Selection of participating institutions for public solicitation: late August 2022.
  5. Notification of the selection results of the public call for participating institutions: late August 2022.
  6. Publish the list of 6 shortlisted institutions: late August 2022.
  7. Deadline for receiving questions for the first time: late September 2022.
  8. Design time of the competition plan: from early September to early November 2022.
  9. Mid-term inspection time of the competition plan: late September 2022.
  10. Deadline for the second time to receive questions: early October 2022.
  11. Evaluation of design results: All official participating institutions must deliver the final results of the competition to the designated place on November 4, 2022 (the specific time and place are subject to the written or email notification of the competition organizer).
  12. Announcement of the winning scheme: The winning institution will be announced in mid-November 2022.

  1. Qualification Requirements
  • There are no qualification requirements during the competition. If the agency granted with the detailed design contract in this competition does not have one of the following qualifications for domestic design, the agency shall unite with domestic agencies with the corresponding design qualifications before the signing of detailed design contract: a. Comprehensive Class-A Qualification for Engineering Design; Qualifications for Construction Engineering Design (Class-A in the construction industry or (Construction Engineering) Professional Class-A in the construction industry; c. Qualifications of Architecture Design Firm. There shall be no more than three agencies in a group, so that the scheme and the preliminary design will meet the relevant norms, regulations, and the requirements of administrative examination and approval departments in China and Guangzhou. Before signing a contract with the agencies to unite, the agency granted with the detailed design contract of this project shall submit the entrusted agency, the achievements of the proposed team, the relevant qualification documents, etc. to the competition sponsors for confirmation before entrusting.
  • Agencies applying via open call shall have relevant achievements in undertaking architectural design projects from January 1, 2017 to the deadline of registration. (Copies of contracts and other supporting documents are required. For previous achievements undertaken by a group, relevant documents shall be provided to certify that the scope of work undertaken by the group in the project meets the requirements herein. The time of achievements calculation should be the time of signing the contract.)
  • The leading designer must directly participate in the whole process of the competition, and personally attend the competition site to report the scheme at least twice. (If he cannot be present due to the COVID-19 travel restrictions, video reporting can be used.) The design agency shall ensure that the leading designer and the main designers participate in the design throughout the process, and that the person in charge of detailed design is just the leading designer, and may not be changed halfway. If the design agency is a group, the leading designer shall be a member of the leader of the group.
  • Teams applying via open call can submit the conceptual proposal required for the design tasks in this competition. For the conceptual proposal, there are no requirements for the design depth. The electronic document of the proposal (sent to the e-mail of the competition agency: rgznjs2022 @163.com before 17:00 on August 25, 2022) and AO panels (single-sided, vertical, at most two panels, punched in four corners, and sent to the competition agency before 17:00 on August 25, 2022) shall be provided. The proposal shall be written in simplified Chinese or Chinese – other language. The content of the document is subject to the Chinese text.

  1. Registration Method
  • Registration time: GMT+8 July 26-August 22, 2022. (On-site submissions will be accepted on 9:00-12:00 am, 14:00-17:00 pm,on working days; on-site submissions will not be accepted on legal holidays.)
  • Registration method and steps: Interested agencies shall prepare registration documents (see Annex) according to the requirements for selecting documents, and deliver or mail Registration Form (see Annex 1), List of registered design institutions (see Annex 2), Format of Registration Documents (see Annex 3) in written form to the competition organizer before the deadline for submission. At the same time, the electronic documents shall be sent to the e-mail of the competition agency: rgznjs2022@163.com. Deadline for submission: Before 17:00, August 22, 2022. If the applicant mails the registration documents, the time of submission shall be the time when the competition organizer signs for the receipt of the registration documents. The written registration documents must be delivered to the site or mailed to the receiving address before the registration deadline. If the written registration documents are delivered before the registration deadline (subject to the mail receipt record or the on-site receipt form record), the registration is successful. If the written registration documents are not delivered or mailed before the deadline due to the mailing process or for other reasons, all the consequences arising during the process shall be borne by the agency that participates in the registration.

  1. Requirements for Documents
  • The format and submission of the registration documents shall be in accordance with the requirements of Format of Registration Documents.
  • The agency must prepare complete registration documents and bind them into a book or more books, if necessary. The cover of each book of registration documents separately bound must be stamped with the official seal of the agency. The registration documents shall be stamped with the official seal of the participating agency on the perforation and on each page. The agency’s representative can be its legal representative or authorized representative. A valid power of attorney signed by the legal representative shall be submitted together with the registration documents signed by the authorized representative.

Note: The registration documents stipulate that the group agreement shall be stamped with the official seal of the corresponding agency by each member, and other contents in the registration documents can be only stamped and signed by the main body of the group.

  • The agency must bear all consequences caused by any errors or omissions in its registration documents.
  • All registration documents shall be made in sextuplicate (one original and five duplicates marked with “original” and “duplicate”, and the electronic documents shall be sent to the e-mail of the competition agency. In case of any consistency, the written registration documents shall prevail). If the original is inconsistent with the duplicate, the original shall prevail. The registration documents shall be formally signed by the legally authorized representative of the agency, and any changes (if any) shall be signed by the original signer. The original shall be stamped with the seal of the agency in the position marked on the format document in addition to the seal on the perforation. (For a group, only the seal of the leader is required to be stamped on the perforation.)
  • All registration documents shall be delivered to the full-time person in charge of the competition agency before the deadline for submission. Documents that arrive late will not be accepted. The competition agency will not take any responsibility for the damage or loss of registration documents caused by force majeure events.
  • All registration documents must be sealed in an envelope or package with the official seal of the agency affixed to the seal. a. The original, b. the duplicates, and c. the Registration Form of the registration documents shall be bound separately and sealed together, and the following shall be written on the cover of envelope or package:

  1. The design competition is governed by the laws of the People’s Republic of China. The competition work and all documents shall be consistent with Chinese laws. In case of any dispute, if negotiation fails, it shall be submitted to Guangzhou Arbitration Commission for arbitration. The arbitration award is final and binding on all parties.
  2. This project is neither an essential bidding project nor a government procurement project. The laws, regulations, rules or normative documents related to the above projects are not applicable.
  3. No registration documents will be returned. All registration documents and design result documents for the competition shall be written in Chinese.
  4. The agencies only own the authorship of the design result documents, and other intellectual property rights are owned by the sponsor of this design competition.
  5. Overseas agencies must be authorized by the headquarters before participating in this competition.
  6. To ensure the project designers’ accurate understanding of the regional background and relevant requirements in China, overseas design agencies shall be equipped with at least one person who is proficient in Chinese.
  7. Registration of a group is accepted in this competition. There shall be no more than three agencies in a group, and the group shall submit the Group Participation Agreement as required (which shall be stamped with the official seal of the corresponding agency by each member. If an overseas participating agency has no official seal, the agreement can be signed by its legal representative or legally authorized representative.)
  8. In case of any inconsistency between Chinese and English expressions in this announcement and its annexes, the Chinese expression shall prevail. The documents submitted by an overseas agency shall include Chinese (simplified) translations, but if the Chinese contents are inconsistent with the non-Chinese contents in the documents submitted, the simplified Chinese contents shall prevail.
