Announcement for International Consultation on the Development Strategy Planning of Guangzhou Aerotropolis Development District

Project Overview

Project Name:

International Consultation on the Development Strategy Planning of Guangzhou Aerotropolis Development District

Project Background

Airport economy is regarded as the economic development form and the main driver in the fifth wave of urban development, after sea transportation, natural canal, railway and highway. For example, Singapore Changi Airport, as a main air hub in Asia, is currently the seventh busiest international airport around the world. It drives the development of related industries such as international headquarters cluster, exhibition and logistics in and around the area, and supports 10% of Singapore’s GNP. These years, the Regulations of Guangzhou Airport Economic Zone and the 14th Five-Year Plan for Guangzhou’s Airport Economic Development were promulgated successively. Guangzhou Airport Economic Zone boasts national and provincial functional platforms, including National Airport Economic Demonstration Zone, National Comprehensive Bonded Area, Aerotropolis National Logistics Hub, and Guangdong Free Trade Zone Linkage Development Zone. Moreover, the Phase III expansion project of Guangzhou Baiyun International Airport is being accelerated. Guangzhou Aerotropolis Development District is welcoming new development opportunities. With international vision and experience, this international consultation will take the advantage of Baiyun Airport as the hub to develop surrounding areas and major platforms. With a clear development trend of airport economy in the future, it will coordinate the planning and construction of the airport and the 116km2 surrounding areas. Like this, it will promote the transformation from a “transportation hub” to an “economic hub”, “opening-up hub” and “gateway hub”, and build an international aviation city that leads the higher-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area and has a global reach.

Pre-announcement | Shenzhen Meilinguan Area Urban Design International Consultation

Pre-announcement | Shenzhen Meilinguan Area Urban Design International Consultation

The Shenzhen Meilinguan Area Urban Design International Consultationis about to be launched. Pre-registration of intent is now open to the world’s excellent design institutions, and the official announcement will be released soon. The International Consultation aims at gathering global wisdom and advanced ideas, so as to collect creative and excellent design schemes for the future development of Shenzhen Meilinguan Area.

Project Overview

On August 26, 1980, Shenzhen Special Economic Zone was established. In June 1982, the Special Zone Management Line was set up. By 2008, there were 16 highway crossing checkpoints along the land of Shenzhen Special Economic Zone Management Line, of which Meilinguan Checkpoint was completed and put into use in 1995. Since New Year’s Day in 2008, all “second-line” checkpoints in Shenzhen had stopped handling border passes on site. On July 1, 2010, with the approval of the State Council, the scope of Shenzhen Special Economic Zone was extended to the whole city, marking the development of Shenzhen into the “Big Special Zone” era. After the demolition of the Merlin Inspection Building in 2015, traffic improvement was carried out, road alignment and traffic organization in the checkpoint area were optimized, pedestrian bridges across the east and west were newly built, and environmental landscapes were improved.

Meilinguan Area is an important area of internal and external integration of the original Special Zone. It is also an important strategic node connecting Futian District and Longhua District. This Area has been incorporated into the core area of Shenzhen City by the city-level land space planning, and the current functions of the Area have been difficult to adapt to the new development needs.

In order to fully realize the strategic value of Meilinguan Area and implement the high-standard construction requirements of the city government, the Bureau of Planning and Natural Resources of Shenzhen Municipality, together with the People’s Government of Longhua District, Shenzhen, launched the Shenzhen Meilinguan Area Urban Design International Consultation, guiding the high-level planning and high-standard construction of the Area with an international perspective, forward-looking thinking and innovative design.

Scope of Consultation

The scope of this international consultation includes three levels, namely the scope of planning research, the scope of urban design and the scope of conceptual architectural design of the hub core area.

The scope of planning research extends to Yinhu Mountain in the east, Yulong Road in the west, Da’naoke Mountain – Yinhu Mountain in the south and Minle Road in the north, with a total area of 3.78km2 and consider the overall relationship with surrounding areas, such as Minle Village, Huanan International Logistics Center and Shenzhen North Railway Station.

The scope of urban design covers the core area of Meilinguan Area, extending to the boundary of Xinghedandi and Fengze Villa in the east, Niuzui Reservoir in the west, Nanping Expressway in the south and Longhua Boulevard – New District Boulevard – Jinlong Road in the north, covering an area of 1.10km2.

The conceptual architectural design scope of the hub core area shall be delineated by the participating institutions according to their respective urban design plans, and the requirements shall be no less than 20 hectares and include an interchange hub with four rail lines.

Work objectives

Nowadays, because of industrialization-driven urbanization and rapid economic growth, the construction framework of Dongyang downtown area is quickly expanding and has been facing some bottlenecks, such as vague spatial mode of landscape city and gradual inundation of urban culture; urban functional section is loose and not compact enough; urban image and style are inferior and lack of iconic urban business cards; the construction of urban industrial platform is poor with implicit space of three industries; the areas along the Dongyang River only focus on the construction of the landscape belt but lack an overall landscape coordination of the two banks of one river, and the vitality needs to be improved, etc. All these problems are constraining the further improvement of the overall quality of Dongyang City.

The solicitation should be based on the three districts and three lines initially demarcated in the City’s current land spatial planning scheme, and focus on solving, but not limited to, the aforementioned problems. Through problem sort-out, target positioning, strategy formulation, action plan, project library and economic estimation, it will provide the orientation for Dongyang’s future urban development and guidelines for statutory plan revision, urban renewal and near-term development and construction.

Work content

With the evolving regional environment and the pressing urban development in all aspects, Dongyang has unfolded plenty of planning work on the urban development and blueprint conception in recent years. The core content of the solicitation event is to comprehensively coordinate with the relevant plannings in Dongyang City, draw effective and feasible parts on the basis of systematic sort-out and summarization. In combination with the new regional development situation and the actual local demands, a more consensual overall urban design development orientation, target strategy, layout structure and spatial morphology will be formed. To be implemented and operated by the operational capacity of the management authorities, the solicitation event will effectively lead the coordinated advancement of future urban development and construction and various management work of Dongyang downtown area.
