Project background

In order to further build a beautiful China, the CPC Zhejiang Committee and Zhejiang Provincial Government issued the Decision on Building a Beautiful Zhejiang to Create a Better Life and Opinions of the General Office of the People’s Government of Zhejiang Province on Accelerating the Building of Modern and Beautiful Counties in 2014, defining a new urbanization path of “people first, synergistic development of four modernizations, optimized layout, ecological civilization, and cultural heritage,” and proposing goals such as building a pilot area of the Beautiful China initiative and a role model of Jiangnan water towns, and reflecting the charm of “poetic and picturesque Jiangnan,” etc. In doing so, we aim at building modern and beautiful counties with Jiangnan features and Zhejiang characteristics, and realize the beauty of green ecological environment, planning and design morphology, complete facilities and functions, suitability for living and working, and social stability and harmony.

In order to enhance the scientific and reasonable territorial space planning of Dongyang City, effectively guide the urban development of Dongyang City, lead the future urban construction, and realize the preparation requirements of “operable, experiential and supervised urban design”, the CPC Dongyang Municipal Committee and Dongyang government put forward the overall regional planning of overall urban design. In combination with the demarcation results of three districts and three lines issued by the Ministry of Natural Resources, the six streets in the downtown area are determined as the planning range, and the scheme solicitation event of Overall Urban Design Integration and Enhancement and Downtown Area Detailed Urban Design of Dongyang City is specifically held.

 

Project location

 

Located in the middle of Zhejiang Province, Dongyang City is a provincial-level famous historical and cultural city, one of the national Top 100 countywide economy cities, a national health city and a national garden city. “Three mountains embrace two basins, and two basins encompass two rivers” is the truest portrayal of Dongyang City’s landform. As a thousand-year-old town with a history of 1,800 years so far, known as “a prosperous county of Wu” and “a county with picturesque mountains and waters”, Dongyang boasts enriched historical and cultural heritage and is renowned as “the key magnet of education, architecture and arts and crafts” as well as reputed for its film & television culture. The ecological environment of the downtown area is sound, with the elements of mountain, river, stream, farmland and city reinforcing each other, depicting the most beautiful living environment of Dongyang.

 

Solicitation methods and schedule

 

The solicitation event is divided into four stages:

Stage I-Qualification review stage: The applicants should submit application materials and conceptual proposal in time as required. The Host will select ten shortlisted application units from publicly applying design agencies (consortiums) through pre-qualification (including conceptual proposal) for Stage II.

Stage II-Conceptual scheme stage of overall urban design integration and enhancement: Shortlisted application units will, in accordance with requirements of the Design Brief, submit qualified deliverables to be reviewed by the expert review jury. The top five application units (without ranking) will enter Stage III.

Stage III – Conceptual scheme stage of downtown area key areas detailed urban design: The five shortlisted application units will submit the satisfactorily design deliverables according to the key areas (area and work content to be determined) determined by the host,The scheme review jury will review the submitted schemes, select the top three (ranked) by voting and recommend them to the Host with optimization review opinions put forward.

After full discussion between the Host and the scheme review experts, the ranking of the top three winners will be determined. The first-ranking application unit will be awarded with the development design consulting contract of the Project, and the other application units will be paid the corresponding design compensation.

Stage IV – The selected unit will subsequently undertake the downtown area detailed urban design.

 

Application requirements

  1. The solicitation plans to adopt open application without qualification restrictions. Units with relevant design experience from home and abroad may apply for participation. Application units should be independent legal person enterprises or institutions legally registered at home and abroad with valid business licenses or business registration certificates.
  2. Consortium with no more than three members are allowed to apply. All consortium parties must not participate in the solicitation event in their own names separately or form a consortium with other units.
  3. The solicitation event doesn’t accept application of individuals and individual groups.
  4. Teams with similar design experience will be prioritized:
  • With international or domestic urban planning and design practice experience;
  • With research capability and practical experience in detailed urban design of key urban areas;
  • With rich experience in architecture, landscape, ecological design and public environment construction.

 

Solicitation schedule (tentative)

Kick off the solicitation event and release the official solicitation announcement in the middle of January 2023.

Release the announcement of pre-qualification results in the early February 2023.

Submit deliverables of Stage II (conceptual scheme of overall urban design integration and enhancement) and convene scheme review jury in the middle of March.

Submit deliverables of Stage III (conceptual scheme of key areas detailed urban design), convene scheme review jury, and determine the selected unit in the middle of May.

Declare the downtown area detailed urban design report at the end of October 2023.

Downtown area detailed urban design scope

 

Work objectives

 

Nowadays, because of industrialization-driven urbanization and rapid economic growth, the construction framework of Dongyang downtown area is quickly expanding and has been facing some bottlenecks, such as vague spatial mode of landscape city and gradual inundation of urban culture; urban functional section is loose and not compact enough; urban image and style are inferior and lack of iconic urban business cards; the construction of urban industrial platform is poor with implicit space of three industries; the areas along the Dongyang River only focus on the construction of the landscape belt but lack an overall landscape coordination of the two banks of one river, and the vitality needs to be improved, etc. All these problems are constraining the further improvement of the overall quality of Dongyang City.

The solicitation should be based on the three districts and three lines initially demarcated in the City’s current land spatial planning scheme, and focus on solving, but not limited to, the aforementioned problems. Through problem sort-out, target positioning, strategy formulation, action plan, project library and economic estimation, it will provide the orientation for Dongyang’s future urban development and guidelines for statutory plan revision, urban renewal and near-term development and construction.

 

Work content

 

With the evolving regional environment and the pressing urban development in all aspects, Dongyang has unfolded plenty of planning work on the urban development and blueprint conception in recent years. The core content of the solicitation event is to comprehensively coordinate with the relevant plannings in Dongyang City, draw effective and feasible parts on the basis of systematic sort-out and summarization. In combination with the new regional development situation and the actual local demands, a more consensual overall urban design development orientation, target strategy, layout structure and spatial morphology will be formed. To be implemented and operated by the operational capacity of the management authorities, the solicitation event will effectively lead the coordinated advancement of future urban development and construction and various management work of Dongyang downtown area.

Project Overview

The Project is located in the 4th Unit of Qianhai Shenzhen-Hong Kong Modern Services Industry Cooperation Zone. Its site comprising Plot 04-03-01 (land for education facilities) and Plot 04-03-02 (land for green space) is defined by Guiwan 2nd Road on the south and 11th Road on the east, covering a land area of 37,141.26m2 that contains 3,353.58m2 green space in the north. The gross floor area of the Project is about 95,000m2.

Project Positioning

The project intends to create an ecological, green, smart and intelligent school on par with first-class schools in China to reflect the latest learning philosophy and state-of-art construction techniques.

A general design contractor will be employed to provide engineering design and specialized design for the main buildings within the Project site, covering SD (including cost estimation), DD (including budgetary estimation), CD design, and construction administration until the complete acceptance of the Project.

1) The bidding is open for registration. The bidders should be companies registered in the People’s Republic of China or other countries, with Class A or higher qualification certificate for the specialized design in the building industry (construction engineering), or with Class A qualification certificate for comprehensive engineering design (at least one member must hold the required certificate in case the bidder is a consortium) issued by the competent administrative department.

2) Registration in the form of a design consortium is acceptable, but each consortium should have no more than two members.

3) All design personnel proposed for this bidding shall be on the payroll of the bidder, and the chief architect must direct the whole design process in person. At least one member of the design team should be proficient in Chinese to ensure an accurate understanding of the local context and requirements in China.

4) Applicants temporarily disqualified from bidding due to collusive bid, or under investigation by the competent authority due to suspected collusive bid, will be rejected from the bidding.

5) Bidders shall submit prequalification documents as per the requirements of Bidding Documents.

The International Bidding Announcement will be released in Feb. 2020. Registration materials shall include a conceptual proposal and documentary evidence of the credits and portfolios of the design team. The conceptual proposal shall include but not limited to:  

1.A master plan or bird’s eye view that can express the urban context, and the relation between the buildings in the Project;

2.Vertical analysis of the site;

3.Traffic analysis, including the bus terminal; 

4.Ideas about the learning spaces;

5.A brief description of the working mode and method for the Project;

II. Conceptual Design Bidding

The design period is about 60 natural days.

III. Conceptual Design Refinement by Top Three Bidders

Whether design optimization is needed is to be determined in view of the actual situation.

Bidding Control Price and Honorarium (Tentative)

The bidding control price is RMB36,000,000. The honorarium will be RMB1,200,000 for the 2nd, RMB1,000,000 for the 3rd, RMB800,000 for the 4th, and RMB600,000 for the 5th place winners. The first-place winner will be awarded the contract.

In response to the work plan of the municipal Party committee and the municipal government, based on the functional positioning and future development demands of Shenzhen Working People’s Cultural Palace, the International Bidding of Architectural SD for Overall Renovation of Shenzhen Working People’s Cultural Palace is officially launched. It is hosted by Shenzhen Federation of Trade Unions and Luohu District Government, Shenzhen and organized by Shenzhen Metro Group Co., Ltd., in a bid to seek the most creative proposal from all over the world.

Project Profile

Shenzhen Working People’s Cultural Palace (Shenzhen Staff Service Center) (“the Cultural Palace”) is a public welfare institution affiliated to Shenzhen Federation of Trade Unions. It was built in 1953 in the name of Bao’an County Worker’s Cultural Palace. It is located in the core area of Luohu District adjacent to Dongmen Commercial Pedestrian Street, a key section covered by Guangzhou-Shenzhen Intercity Railway. On the south of the Cultural Palace, there is a metro station for interchange between three metro lines, serving as a citywide passenger transport hub. The main function of the Cultural Palace is to offer culture, art and vocational training and accommodate recreational and sports activities for the working people. It is a front of Shenzhen Federation of Trade Unions to serve and a bridge linking closely with the working people.

With the rapid development of the city, the existing building of the Cultural Palace can no longer keep up with people’s increasing demands for recreational and sports activities. This makes it extremely urgent to renovate and upgrade the building. The new Cultural Palace will be a complex cultural landmark integrating culture, art, and public and supporting services. It will promote the upgrading and transformation of Dongmen Commercial Circle and create a fashion art center with regional influence in the future.

Work Content

The Project neighbors People’s Park on the north, Shen Nan Da Dao on the south, the Guesthouse and Dongmen Commercial Circle on the east, and Buji River on the west. It enjoys a prominent location and pleasant natural environment. The site area of the Project is nearly 60,000m2, while its existing GFA is about 26,900m2.

The bidding will involve three stages: prequalification, schematic design, and bid finalization. Stage 1 (prequalification) involves urban design research and architectural conceptual design. The scope of urban design research covers the Cultural Palace, the Guesthouse, Dongmen Commercial Circle, Buji River and the residential district on the west of Buji River (see Fig. 1 for the scope of urban design research and Design Brief for the specific site scope).

1. Domestic and international design firms are welcome to register for the Design Competition.

2. Design firms need to provide an enterprise registration certificate and design license or relevant documents with the same effects.

3. Design firms with the same principle or withholding or management relationship shall not register for the competition simultaneously.

4. Consortium bid is acceptable (regardless of the border), but bid submitted by an individual or a team of individuals is not acceptable.

5. Members of consortium applicants should meet the following requirements:

(1) Each consortium should have no more than three members, and no member is allowed to register twice for the competition in the name of another firm or another consortium.

(2) The members should sign a legally effective Consortium Agreement, and specify the leading party, the division of work between the members in each design stage, the proportion, and way of the distribution of the design cost, etc.

6. The applicants should undertake to set up a project team with a fixed office in Shenzhen after winning the bid. The project team should be composed of a project principal and various disciplinary principals, who should cooperate with each other to complete the design work in each stage as required by the contract until the termination of the contract.

7. The applicants should assign a person who has directed design projects of the same type as the chief designer of the Project. The chief designer must take charge of the main design work of the Project and attend important presentation meetings required by the Host. If the chief designer’s profile is found to be inconsistent with the one submitted for prequalification, the Host is entitled to disqualify the bidder involved from being shortlisted and winning the bid, and hold such bidder responsible for corresponding legal liabilities.

WORK RULES

The bidding is open to all design firms worldwide. Bidders will be required to submit a corresponding registration document and design proposal pursuant to the Bidding Rules and the Design Brief. Fifteen bidders will be selected through prequalification to participate in subsequent schematic design.

Prizes

Referring to the Charging Standards for Engineering Survey and Design (2002 Revision) jointly formulated by the State Development Planning Commission and the Ministry of Construction, and the Announcement on the Preliminary Plan for Overall Renovation of Shenzhen Working People’s Cultural Palace (Shen Fa Gai [2019] No. 248) issued by the Development and Reform Commission of Shenzhen Municipality, the SD fee of the Project is tentatively determined at about RMB 22 million yuan, while the construction content, size, standard, total investment, and design cost shall be subject to the project approval documents.

COMPENSATION

1st place (one winner): the 1st place will win the bid and obtain the design contract.

2nd place (two winners): each will receive Two Million Yuan (¥2,000,000.00) as a stipend.

Project location

Project overview

Qianhai Integrated Transport Hub and Superstructure Project are located at the core of Unit 1 of Guiwan Area, the central business district of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen, with a total area of about 20 hectares, and consist of the integrated transport hub and the Upper Building Complex project.

The integrated transport hub mainly includes three metro lines and two intercity lines (from east to west, they are the Metro Lines 1, 5 and 11 that are being operated, the Guangzhou-Dongguan-Shenzhen Intercity Railway under design, and the Shenzhen-Hong Kong West Express Railway under planning), Shenzhen-Hong Kong transit port, and bus and taxi transfer station. After completion, it is expected to have a flow of 750,000 passengers a day. The public transportation share ratio of the project will reach 87% in the future, including 75% of rail transit and 12% of bus transit; the car and taxi share ratio thereof will reach 13%, including 10% of cars, and 3% of taxis.

In the original plan, the Upper Building Complex project includes 9 towers and their podiums, the commercial village on Line 11, and the upper office, commerce and port supporting facilities on the intercity railway; 8 towers (T1~T8) will distribute in the east area of the project between Line 11 and Guangzhou-Dongguan-Shenzhen Intercity Railway from north to south, and 1 tower (T9) will be located in the west area of the project between Guangzhou-Dongguan-Shenzhen Intercity Railway and Shenzhen-Hong Kong West Express Railway. The height limit imposed by aviation in the project area is 300m. The floor area included in the FAR calculation is 1.278 million ㎡, of which the office occupies 749,000㎡, hotel 126,000㎡, apartment 130,000㎡ and commercial use 198,000㎡ (otherwise underground commercial use 52,000㎡).

The total floor area of the Qianhai Integrated Transport Hub and Superstructure Project is estimated to be 2.159 million ㎡, including the floor area of underground spaces of about 881,000㎡.

 

Design contents

The design contents include international competition and detailed design stages:

(1)International competition stage: Planning design of phase 6

In combination with the Planning of the Qianhai New Urban Center and the urban design requirements of the central axis of Qianhai Urban Living Room, carry out the planning and design of phase 6 of the upper building complex project, planning optimization of phase 5 and layout of overall indicators for phases 5 and 6, determine the business types and coordinate, reasonably plan and arrange the commerce of phases 5 and 6; reasonably arrange the architectural spaces, optimize the skyline, and create highlights in combination with the central axis design of Qianhai Urban Living Room design, to further improve the architectural space quality.

(2)Conceptual design of phase 6

Carry out the conceptual architectural scheme design of phase 6 in combination with the planning, indicators, and business type locations of phase 6 of the superstructure project. Further the commerce design, optimize the overall spatial layout, architectural form, and landscape environment, and highlight the design philosophy of a smart cultural and ecological hub. Handle the relationships with the central axis of Qianhai Urban Living Room in terms of architecture, function, landscape, and traffic, etc. Cooperate with the design of the Guangzhou-Dongguan-Shenzhen Intercity Railway and conduct early research of Shenzhen-Hong Kong West Express Railway and the supporting port space and propose the condition of necessary structural load reservation.

(3)Advice on the façade optimization of phases 1 to 4

Advice on the optimization of the building façade design of the commenced phases 1-4 in combination with this planning and conceptual design and on the premise of keeping the structural scheme of phases 1 to 4 stable, to further the high-standard integrated construction and overall quality of the project.

(4)Detailed design stage

The winner is responsible for optimizing the conceptual design and conducting the architectural scheme design and design development of the T9 tower.

PREANNOUNCEMENT

The development positioning of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone is a cross-border cooperation pilot area of Shenzhen-Hong Kong science and technology innovation, a pilot site of international innovation rules, an open innovation pilot area of the comprehensive national science center and a cluster of high-quality pilot transformations in Greater Bay Area. The cooperation zone consists of Shenzhen Park and Hong Kong Park. The planned area of Shenzhen Park is about 3 square kilometers, forming a “One center, two wings” spatial arrangement. “One center” refers to the central region which includes Futian Port, Huanggang Port, and surrounding living areas while “two wings” refer to the eastern region and the western region. Eastern region includes the cargo inspection area of Huanggang Port and its northeast living area and the western region includes Futian Bonded Zone (the fenced area).

Shenzhen-Hong Kong Science and Technology Innovation Integrated Service Center is located in the junction of Shihua Road and Lanhua Road in Futian Bonded Zone, “West Wing” of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, which has commercial land area of 8118.10 m2, commercial and office floor area (included into FAR calculation) of 89569.70 m2 with building height limit at 200 m, and a cultural and sports land area of 3000 m2. As a key construction project in the start-up area in West Wing of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, this project is aiming at building a comprehensive service center of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, integrating scientific research service, business office, cultural activities, and public space and driven by innovation technology.

Work Content

The whole process design of the buildings within the red line includes schematic design and development, design development, construction drawing design, and various specialty designs.

Registration Requirements

(1)This bidding adopts the method of open registration and all domestic and foreign design institutions with relevant design experience are welcome. The domestic bidder shall have the Class A qualification of construction industry (construction engineering) or Class A comprehensive qualification in engineering design. The registration of the individual and individual groups will not be accepted.

(2)This bidding allows and encourages design institutions to form a design consortium. No more than two members are allowed in each consortium. The consortium member shall not apply again separately or as a member of another consortium or as a consultant.

The pre-qualification committee will review the materials of applicants and select the shortlisted bidders to enter the next stage.
