Announcement: Forest Affinity Program Competition for Schematic Design of First New Municipal Administration Landscape Projects in Longgang, Shenzhen

Project background

With the theme of interweaving green corridors around the city, exploring integration of urban and suburb areas, and stimulating the city’s peripheral vitality space, Longgang District will build the “New Municipal Administration” engineering model project and improve the urban environment in an all-round way for a high-quality city proper suitable for residence, industry and tourism. With conventional municipal public facilities along railway lines, fire passages, and urban roads, new highlights of urban space quality improvement lie in building a pleasant urban micro-environment through the power of design and application of “New Municipal Administration” idea! In such a case, the Bureau of Public Works of Longgang District will launch the first “New Municipal Administration” engineering projects, give full play to the advantages of Longgang’s ecological background, build a number of backbone ecological corridors, realize the interconnection of ecological way, green way and eco-corridors, and build the ecological picture of “blue interwoven into green surrounded by mountains and rivers”.

“Forest Affinity Program” is a key theme first proposed by the Bureau of Public Works of Longgang District to build the new municipal administration engineering model. The first five landscape projects will be launched in conjunction with the competition for conceptual scheme design in the hope of breaking the stereotype of monotonous and tedious municipal facilities in the past, endowing a modern, engaging and diverse sense of design, fully tapping into the cultural value connotation of public facilities, and providing a new model for the design of municipal facilities in Longgang District and Shenzhen!

— Track A —

Ecological Corridor Construction Project of Henggang Section of Pinghu-Yantian Railway

Design scope:The project is located in Henggang street, with the total corridor length of 4.5 km. As the Pinghu-Yantian Railway will be constructed underground in the long term, the original Pinghu-Yantian Railway existing tracks and its surrounding area will be released. The project construction includes greening landscape, theme park, innovation sharing garden, etc.

Key words: Industrial landscape, lineal cultural heritages, urban corridor and park system.

Quality Improvement Project of Industrial Avenue, Dayun AI Town, Longgang District

Design scope: The design scope includes Hongmian road and Xinyi road.

Hongmian road runs from east to west. The reconstruction starts from the municipal Jieneng indemnificatory housing project (Huamao Industrial Park road), ends at Nanping phase III auxiliary roads (Nanping East Avenue) and intersects Xinyi road. The road is about 1.5km long with a road grade of urban arterial road. The reconstruction road is 30.5-40m wide with a two-way six lane and the design speed of 50km / h.

Xinyi road runs from north to south. The reconstruction starts from the existing hongmian road and ends at the culvert opening under Shuijing-Guanjingtou Expressway (at the memorial archway of Henggang 228 Industrial Park). The road is about 500 meters long as an urban sub-arterial road. The width of red line is 25 meters and the reconstruction road is 40 meters wide with a two-way four lane and the design speed of 30km/h.

The main design contents include road reconstruction, landscape improvement and other municipal administration engineering. Including but not limited to: Henggang portal logo design, greening restoration of newly added overpass, existing slope and retaining wall, road greening and fence upgrading, building reconstruction, node upgrading at the intersection between Hongmian road and Xinyi road, substation and water supply pipe beautification, etc.

Rail Transit Phase 4 — Greening Restoration and Improvement Project of Longgang Section of Metro Line 14

Design scope: The project mostly restores and enhances the road surface and greening along the Longgang Section of Metro Line 14, including Buji, Nanwan, Henggang, Yuanshan, Longcheng and Baolong streets, and the total area is about 170,000 square meters.

Key words: Greening, water supply and drainage, electrical, soil and water conservation and linear landscape.

Buxin Mountain Fire Passage Construction Project

Design scope: The project proposes to build a forest fire passage in the Buxin Mountain area, taking into account the recreational function of the greenway. It will be interconnected with Jiazhou Garden Park, Qiushui Mountain Park, Zhangshubu Park and Luohu Taojin Mountain to create high-quality ecological recreational space. It crosses Longgang District and Luohu District, with an area of about 474ha including 138Ha in Longgang District and 336ha in Luohu District. In combination with the actual administrative situation, it is suggested that Longgang area be the main design scope of this competition, and excessive involvement in Luohu area should be reduced.

Forest Fire Prevention Road Construction Project in Yuanshan Street

Design scope: Located in Yuanshan street, the project has a total length of 40.11 km, including a total length of 24.27 km of new forest fire prevention roads and a total length of 15.84 km of upgraded existing forest fire prevention roads. The high point of the area where the project is located is Yantian Port. It is suggested to consider the setting of sea viewing platform in combination with the terrain.

Design Principles

  1. Taking the landscape system as urban infrastructure: Taking the city as an ecological system, combine the infrastructure functions with the urban social and cultural needs through the construction and improvement of the landscape infrastructure, so as to build and extend the city and solve the problems faced by the city, such as climate change and population flow. Under the framework of the landscape system, the infrastructure construction supporting urban development, such as energy, water, transportation, food production, waste treatment and other elements, will be integrated in a new way to form a new urban supporting system; The infrastructure construction becomes to build a special landscape space, not just engineering facilities.
  1. Solve problems in the comprehensive, overall, pragmatic and innovative ways.
  2. Pay attention to modern, humanistic and diversified design sense to lead the times, face the future and make audacious renovation.
  3. Follow the principle of ecological adaptability, enhance the connectivity and integrity of natural space network, and form an urban natural support system.
  4. Deeply excavate the cultural value connotation of the new municipal landscape, emphasize the cultural characteristics of infrastructure, and ensure the integrity of ecosystem service function and local culture.
  5. Give consideration to the operation management, activity organization and maintenance cost of “new municipal space”.

 

Design Requirements

It is expected that the design of each project will be based on an international perspective and enhance the ecological pattern of the Longgang area. Create a model of the bay area with blue and green interweaving, mountains surrounded by water, promote cultural integration and innovation, and create a charming urban area with bursts of vitality. By giving full play to the unique ecological resources, a main ecological corridor with Longgang characteristics will be created.

  1. Integrating natural, ecological, creative, humanistic, historical and other resource elements, it has become a “forest-friendly plan” with both international quality and the original characteristics of the area, and a new platform for the integration of nature and the city. Create a new benchmark for the future-forward municipal landscape system that integrates ecological environment and urban imagery.
  2. The design of municipal public facilities and landscape environment shall comply with the laws and regulations on the management of ecological protection red lines, forest fire protection, mountain protection, cultural relics protection, and basic ecological control line management. Introduce the principle of landscape priority into traditional municipal public facilities, reconstruct the landscape and municipal public space system in the area, use new technologies and new materials rationally, and create an urban micro-environment that is human, comfortable, rich, full of fun, distinctive, and suitable for movement and stillness.
  3. Create a new municipal temperament of openness, collaboration and innovation, and build a design model of ecological adaptability and open and interconnected landscape. Build a system of rich natural ecological elements, taking into account the operation management, activity organization, and maintenance costs of the new municipal space.
  4. Realize the interconnection of green roads, green roads and ecological corridors, and build an ecological pattern of “blue and green interweaving, mountains surrounded by water”. Create a new municipal public space with a great sense of design. Establish an intertwined cultural and ecological network to create a matrix of interaction and connection between man and nature.

 

Design Content

Stage I (application and pre-qualification): to ensure that the project is full of creative, forward-looking, artistic and scientific themes and ideas, and guides the development and implementation of the new municipal landscape design in the future, therefore, the overall understanding of the project at this stage consists of two parts:

  1. combined with the overall promotion strategy of ” Beautiful Longgang with Mind-blowing Transformation “, put forward the overall strategy framework for building a new model of the ” New Municipal Administration – Forest Affinity Program ” project;
  2. based on the above, put forward the design strategies and concepts for each track, and describe the design ideas and solutions by referring to the schematic diagram, concept sketch or benchmarking analysis of similar performance projects.

Stage II (Conceptual scheme design): carry out theoverall research for each track and select1-2 nodes as landscape conceptual design. The specific contents shall be determined after the shortlisted units are selected.

 

Requirements for application

  1. The Competition will adopt “open application” without qualification restrictions. Units with relevant design experience from home and abroad may apply for participation, provided that applicants are independent legal person enterprise or institutions legally registered at home and abroad with valid business licenses or business registration certificates. The parent company, wholly owned subsidiary and its holding company with two and more legal representatives as the same person must not apply separately.
  2. Consortium with no more than two members is allowed to apply. All consortium parties must not participate in the Competition in their own names separately or form a consortium with other units. The consortium parties need to sign a legal and valid Consortium Agreement, with the leading unit, all parties’ work content, the sharing ratio and allocation method of the workload clarified.
  3. The Competition does not accept application of individuals and individual groups.

 

Competition rules

The Competition will be divided into two stages: Stage I: Open application and pre-qualification; Stage II: Conceptual scheme design.

Stage I: Open application and pre-qualification:The applicant is required to submit pre-qualification application documents, which mainly include company competence, design team competence and overall understanding of the Project. The host should set up a pre-qualification expert review jury according to the law, to review pre-qualification application documents submitted by all applicants. The jury will select seven shortlisted applicants (without ranking) and two alternative applicants (ranked) through open ballot (round-by-round elimination).

Stage II: Conceptual scheme design: In the conceptual scheme design stage, the design units shall carry out conceptual design for the important landscape nodes selected for each track. The seven shortlisted participating units should, as per the requirements of the Brief, submit the landscape conceptual design for key nodes in five tracks. The host should set up a scheme review jury according to the law, to review competition schemes. The scheme review jury should select the top three winning schemes (without ranking) of each track through the open ballot (round-by-round elimination).

Design Fee

For the implementation scheme determined by each track, the scheme design fee is about 50% of the total design fee after deducting the competition bonus. The total design fee is calculated based on the Charge Standard, and multiplied by the correlation coefficient, with an increase of 20%. The detailed billing list of each item is as follows:

 

Setting of bonuses and design compensation fees

  1. The seven shortlisted participating units that have entered the conceptual scheme design stage will respectively receive a design compensation fee of 300,000 yuan (about US$44,400);
  2. The top three winners of each track will receive an extra bonus of 100,000 yuan (about US$14,800) respectively (winners may be selected repeatedly for each track).
  3. The design unit selected for the implementation scheme will provide services for subsequent scheme development.

Project Overview

Project Location

The project is located in the key urban renewal unit of Xinqiao East Area, Xinqiao Subdistrict, Bao’an District, between Shangnan Avenue and Changliupi Road, adjacent to Hengchangrong High-tech Industrial Area on the west side, and Changliupi Reservoir and Wangtian Mountain on the east side.

The project covers an area of 42,057.11 sqm, with a gross floor area of about 90,000 sqm. There are 48 classes and 2,400 posistions. The total investment of the project is estimated at RMB 720,000,000. (The final amount shall be subject to the approved budget estimate). According to the construction arrangements of educational facilities in Shenzhen, the construction period of the project is about 2 years, and it needs to be basically completed on May 30, 2024.

 

Project Site

This project will implement the requirements of the Municipal Party Committee and Municipal Government to accelerate the construction of high schools, and apply advanced teaching philosophy and high construction standards, aiming to build a characteristic campus integrating ecology, green, humanity and intelligence and a domestically first-class school of high standard, high level and classic quality.

Tender Content

Major scope of work includes the preparation of project feasibility study report, schematic design, architectural design development, construction cooperation and service, assistance in construction application, and so on. The specific work includes, but is not limited to, all design work and the preparation of project feasibility study report of the following aspects, that is, general planning, pile foundation, civil air defense, architecture, structure, water supply and drainage, electrical, ventilation and air conditioning system, gas, intelligent (including intelligent campus) system, fire protection system, BIM, energy saving, green building, soil and water conservation, sponge city, landscape engineering, outdoor engineering, decoration, municipal facilities, external power supply, indoor and outdoor guide design. If the bid winner is not qualified to part of these service, specialist sub-contractors are required.

Note: the tenderee has the right to adjust the contents of the work according to the approval of the project.

 

Tender Process

The project adopts open bid (pre-qualification), including Stage 1 Pre-qualification, Stage 2 Design Competition and Stage 3 Final Evaluation. Unshortlisted bidders will be compensated.

  • Pre-qualification phase

All design teams can apply by submitting pre-qualification application documents (company profile, team strength and similar experience, and draft concept).

The qualified anonymous conceptual proposal will be numbered and evaluated with open vote until 7 shortlisted bidders without ranking and 2 alternatives with ranking are selected.

The 7 shortlisted bidders should submit Bidding Participation Confirmation in time. If one of the 7 shortlisted bidders quits the bidding of the design competition stage, the alternative bidders shall be replaced in order.

If the bidder who has submitted Bidding Participation Confirmation withdraws due to nonforce majeure, the tenderee shall have the right to refuse the bidder to participate in the tenderee’s other project bid in the future.

  • Design Competition Stage

The 7 bidders shall submit deliverables in accordance with the requirements of the design brief. Only ONE scheme of bidding documents is allowed from each bidder.

The tenderee will organize Scheme Review Committee by law. The jury members will evaluate the anonymous proposal with open vote, and recommend 3 shortlisted without ranking to the final evaluation.

  • Final Evaluation Stage

Method of Final Evaluation: Voting method (direct voting method with a majority of the votes)

A final evaluation committee shall be set by the tenderee to determine the winner from the 3 finalists recommended by the scheme review committee.

Application Requirements

The bidder applicant must be an independent legal entity or partnership or other organization.

If the winning bidder does not possess the Engineering Design Integrated Qualification Class-A, the winning bidder shall entrust a qualified Chinese unit to ensure that the scheme and preliminary design meet the requirements of relevant domestic and Shenzhen norms, regulations and administrative examination and approval departments. Before signing the contract, the winning bidder shall submit the performance of the proposed entrusted enterprise and the team to the tenderee for confirmation.

This project accepts consortium bidding, and the bidding partners in the consortium must meet the following requirements:

  • One consortium shall include no more than 2 members (including the leading member).
  • Members of the consortium may not register individually or as part of another consortium.
  • The consortium members must sign a Consortium Agreement and clarify the leading member, division of labor between the two parties in each design stage, and design cost allocation ratio, distribution method, and other aspects.

Individual or teams of individuals will not be accepted.

 

Design Fee

The control price of the tender is RMB 6,680,900 (about US$1,050,000), including RMB 650,900 (about US$102,300) for the preparation of project feasibility study report, with reference to Circular of the State Planning Commission on Issuing Interim Provisions on Consulting Fees for Preliminary Work of Construction Projects (calculated by Price [1999] No. 1283, and floating by 10%), and RMB 6,030,000 (about US$948,000) for schematic design and architectural design. The tender adopts a fixed quotation (no floating, no bidding).

The project offers compensation to the unshortlisted. 2 Applicants who enter final evaluation stage, but not the bid winner, will be compensated RMB 300,000 (about US$47,100) each. The 4 pre-qualified applicants that fail to enter the final evaluation stage will be given RMB 150,000 (about US$23,500) each. The total compensation fee is RMB 1,200,000 (about US$188,600) tax included, will be paid by the tenderee.

Design Background

To fully implement the important instructions of cultural development and library business proposed by General Secretary Xi Jinping, the construction program of new Wuhan Library is officially launched in order to encourage reading habits among citizens, foster urban culture, improve civic literacy and build Wuhan into a highly competitive city of socialist spirits.

Following a people-oriented, open, flexible, eco-friendly, smart & intelligent philosophy and adhering to the idea of “Highlighting Wuhan Culture, National Visions and World Outlook”, the project aims to build a livelihood-centered, high-quality, benchmark project, in a bid to enhance the positioning of “Study + Living Room + Studio”.

 

Design Scope

New Wuhan Library is located at the core section of the central business district (CBD) of Wangjiadun, Wuhan where the Changqing Road joins the Yuncai Road. The planned land area is 4.33 hectares (65 mu), and the total floor area is 136,400 square meters, of which the floor area of the library is 100,000 square meters, the Local Chronicles Library is 10,000 square meters and the underground basement is 26,400 square meters (subject to the project proposal). The overall investment is around 1.8 billion CNY (land fee included).

The project is surrounded by abundant cultural, scenic and environmental resources. It is adjacent to a group of public facilities such as the Wuhan Museum, Wuhan Broadcasting and Television & Media Center (under construction), Oceanwide City Square. It is only around 500 meters away from the Wangjiadun Park and Houxianghe Park, and is easily accessible by the Fanhu Station and Yunfei Road Station of Line 2/3/7.

Registration Requirements

  • Oversea enterprises and institutions with the status of legal person and experience in the design of cultural projects (completed or ongoing) are eligible for application.
  • Design institutions must be legally registered and have valid business license. Different design institutions and organizations with the same person in charge, or have an association of holding controlling interest or management, are not allowed to register simultaneously.
  • Consortiums with no more than 3 members are allowed to register, a written consortium agreement to clarify the lead unit and the respective responsibilities is needed. All units in one consortium cannot join in other consortiums or as an independent unit to register.
  • Individuals and individual combinations are not accepted in registration.
  • The Solicitation has no qualification requirements. If the bid winner does not possess Grade A License in the construction industry (construction engineering), it must entrust another design institution with relevant qualifications or experience in the design of public cultural projects to cooperate with it after being awarded the bid. Before the signing of subsequent agreements, such entrusted design institution must be accredited by the Sponsor.

Solicitation Process

The Solicitation is open to all design institutions at home and abroad, and is divided into two stages, “registration and prequalification” and “architectural design scheme review”

  • Registration and Prequalification

As soon as the announcement of Solicitation is issued, design institutions should submit their registration documents and concept proposal document. The Sponsor will provide design assignment and basic material package, and organize exchanges and Q&A sessions for the Project. The Sponsor will hold a prequalification meeting to review the documents submitted by design institutions, and select 6 units as shortlisted units (without ranking) and 2 units as candidates with ranking.

  • Architectural Design Scheme Review

The 6 shortlisted institutions shall submit their achievement documents that meet the requirements by the specific date, which will be reviewed at the review meeting organized by the Sponsor. 3 institutions will be selected with ranking. The Sponsor will decide 1 design institution for follow-up design after comprehensive evaluation and then an additional design agreement will be signed. The winning design institution will participate in field or remote reports/defense sessions, depending on the situation of COVID-19 prevention & control.

 

Awards and Design Compensation Fee

The total design fee is 6 million CNY (about US$943,000):

The 6 shortlisted institutions will get a design compensation of 500,000 CNY (about US$78,578) respectively. Three design institutions will be selected in the Architectural Design Scheme Review Stage. The selected design institution will receive 2 million CNY (about US$314,000), other two institutions will receive 600,000 CNY (about US$94,290) and 400,000 CNY (about US$62,860) respectively according to rank. (Note: All the above fees include taxes).

The bid winner will be designated for deepening subsequent design schemes and preparing preliminary design. The actual work scope and costs shall be subject to the contract.

Solicitation Descriptions

  • The design fee in this Solicitation will be paid in RMB within the borders of China. If a foreign design institution cannot use its account to collect the RMB, it can authorize a domestic independent legal entity to collect the money on behalf.
  • The design institutions have the rights of authorship of concept design. With the permission of the Sponsor, concept design will be evaluated and displayed through mass media, professional magazines, books and periodicals or other forms. The Sponsor, Organizer and the project construction company have the rights to use or adjust concept design wholly or partly in the consultation of the Project, and the rights to print, publish and exhibit concept design through mass media, professional magazines, books and periodicals or other forms.
  • Concept design should be original and not have been published in any form. The design or any material used should not infringe any copyright, trademark right, patent right and other rights of any third party. If infringement occurs, all such disputes and legal liabilities will be borne by the design institution. If infringement causes losses, the compensation will be borne by the design institution too.
  • Design institutions shall abide by relevant confidentiality provisions, properly keep the drawings and data provided by the Sponsor, and protect their intellectual property rights. Without the permission of the Sponsor, the drawing materials or design works shall not be transferred to any third party or be used in other projects.

International Competition for Conceptual Design of Shenzhen Tanglang Mountain Country Park City Viewing Platform

International Competition for Conceptual Design of Shenzhen Tanglang Mountain Country Park City Viewing Platform is about to launch. The competition is now open for pre-registration and design teams from all over the world are welcome to pre-register. The competition is organized by Urban Administration and Law Enforcement Bureau of Shenzhen Municipality and Shenzhen Park Service, and co-organized by Shenzhen Position Spatial Culture Development Co., Ltd.

 

In the era of ecological civilization, under the background of Guangdong-Hong Kong-Macao Greater Bay Area and towards a Pilot Demonstration Area of Socialism with Chinese Characteristics, Shenzhen continues to promote the goal of building a “Shenzhen Home Facing the World”. As one of the measures to implement this goal, the “Mountains-to-Sea City Trail Master Plan” has been put forward. It proposes to build an attractive ecological skeleton of “One Ridge and Eighteen Corridors”. The plan also identifies 10 sites for city viewing platforms in non-core protected areas, which can show the scenery of Shenzhen’s mountain, sea and city pattern, as well as the achievements of Special Economic Zone from multiple dimensions.

As one of the core nodes of “Mountains-to-Sea City Trail Master Plan”, Tanglang Mountain Country Park City Viewing Platform has a spectacular panorama of Shenzhen Bay and the central areas. It aims to create a remarkable City Viewing Platform of Shenzhen Bay Area.

 

Tanglang Mountain Country Park is located at the junction of Nanshan District, Longhua District and Futian District in Shenzhen. Tanglang Peak, the main peak of Tanglang Mountain, is the highest point in the central area of Shenzhen, offering a panoramic view of Shenzhen.

Standing at the peak, to the east, one can not only capture a distant view of Wutong Mountain, Jigong Mountain and other continuous mountains, but also enjoy the view of Luohu District and Futian Central District. To the north, there are the University Town, the Xili Reservoir and Longhua District. To the southwest, one can see Liuxiandong Headquarters Base, Shenzhen Bay High-tech Industrial Park and Houhai Headquarters Base, with Shekou Area, Qianhai Area and Bao’an Central District in the distance. Look out to the south are Shenzhen Bay and Hong Kong.

 

The main design content of this competition is the concept and connection design of two city viewing platforms on the main and secondary peak of Tanglang Mountain. Design teams should propose the specific design of the city viewing platforms as well as the resting and visiting spaces, including the design concept, form, structure, material, color, site design and signage system, etc.

In addition, the design content covers the improvement of the landscape design along the main entrance of the park from Longzhu Gate to the city viewing platforms, including the design of the main entrance, the infrastructure and landscape design of the 4.6 km main road and the both sides of it, the accessible design and the parking lot design.

Under the condition of minimal interference to the environment, the project advocates the design principles of ecology, lifestyle and creativity.

The competition adopts the method of “open solicitation”, divided into Pre-qualification Phase, Scheme Design Phase and Final Evaluation Phase.

 Pre-qualification Phase: Participants submit their applications and concept proposals. The organizer will set up Pre-qualification Review Committee legally to evaluate the concept proposals submitted by the participating teams anonymously, and select 5 shortlisted teams without ranking and 2 alternatives with ranking.

 Scheme Design Phase: The 5 shortlisted teams will submit complete design schemes. The organizer will set up Scheme Review Committee legally to evaluate the design schemes anonymously, and select 2 finalists without ranking, at the same time determine 3 Excellence Award teams without ranking.

 Final Evaluation Phase: The 2 finalists will give presentation on their design schemes to the organizer and superior departments, then the First Prize and Second Prize will be decided.

 

  1. Applicants must be domestic or overseas legally registered companies or organizations.
  2. There is no qualification requirement.
  3. Consortium is accepted, with no more than 3 members (including the leading member). Each member of the consortium shall not further apply alone or participate by joining another consortium. Consortium members shall sign the Consortium Agreement legally and specify the leading member and work distribution.
  4. Individual or team of individuals are not accepted.
  5. Design team composed with professionals in architectural design, landscape design, urban planning and arts is encouraged.
  6. Considering the impact of Coronavirus (COVID-19) pandemic, overseas design firms which have no branches in Mainland China must form a consortium with domestic design firms to participate in this international competition.

 

The total bonus for this international competition is set at RMB 4.3 million (tax-inclusive). Refer to the following form for specific bonus settings:

1st prize: about US$261,000; 2nd prize: about US$123,000; Excellence Award Teams: about US$92,300 each.

International Architectural Design Competition for the Head Office Project of Wumart South Technology

The project is located in the central area of Futian at the northeast corner of the Fuzhong Road and Jintian Road intersection. The surrounding area has developed into an integrated cultural, business and residential center.

Work Content

The content of this design competition refers to the architectural design work for the Head Office of Wumart South Technology. The winning design team shall be responsible for the following work contents within the site property lines: architectural SD and assistance to the host in completing construction application until approval, landscape schematic design, interior schematic design of the public areas, floodlighting schematic design, building facade SD and DD, review of project effect-related elements of by other specialty consultants, quality control of the project-effect-related work at the construction site.

Registration Requirements

Design teams should submit business licenses or valid business registration documents, company profiles, information of chief designer, team composition, genre project experience and other relevant registration materials according to the application requirements.

WORK RULES

The project is open to global competitors. Participating organizations will submit corresponding registration materials according to the competition rules and the Design Brief, and a Prequalification Committee will be formed by the Host to shortlist six finalists and two substitutes through voting.

Prizes

Design teams will provide valid submissions within the given time frame in accordance with the requirements specified in the design submissions. The Evaluation Committee will review and rank the design proposals submitted by the six selected design teams which will be awarded the following honoraria (tax-included):

The first prize (1 winner): Design Contract;

The second prize (1 winner): Eight Hundred Thousand Yuan (¥800,000.00);

The third to six prizes (4 winners): Five Hundred Thousand Yuan (¥500,000.00); The winning proposal approved by the host will obtain the design contract of architectural SD and building facade DD. If the first-prize winner does not obtain relevant qualifications, it can recommend a design company with Class A or above qualification in the construction industry (building engineering) to be responsible for the construction drawing design of the project after approval by the host.

The design company must also be registered in Shenzhen or has branches in Shenzhen, and the chief designer should participate in the implementation of the project to ensure the design quality.

The winning design team will make a fee proposal based on the contents of the architectural SD and the building facade DD design contract within the given ceiling of RMB 16 million yuan. The host will negotiate with the winner as per the relevant fee-charging standards of China and enter into a contract with the latter based on the actual price mutually agreed then.
