The new construction of 9-year school in Songgang Commercial Center urban renewal unit of Songgang Subdistrict is located in Songgang Subdistrict, Bao’an District, Shenzhen City, Guangdong Province, at the intersection of Songyuan Road and Songhe North Road. The Songgang Area where the project is located will become an important area of the western center of Shenzhen. According to relevant plans, the western center will become a comprehensive city center with Cantonese characteristics suitable for business and living, with perfect public service system, intertwined blue and green public spaces, and prominent historical and cultural heritage in the future. The project is located in Songgang Subdistrict, Bao’an District, Shenzhen City, Guangdong Province. Songgang Subdistrict is one of the 10 Subdistricts under the jurisdiction of Bao’an District, and it is the core area of Guangdong-Hong Kong-Macao Greater Bay Area. It is adjacent to the Pearl River Estuary in the west, Dongguan City in the north, and Guangming District in the northeast.
Project Site and Scope
The 9-year school in Songgang Commercial Center urban renewal unit of Songgang Subdistrict is located in the core area of Songgang Subdistrict, at the intersection of Songyuan Road (current) and Songhe North Road, and is part of the Songgang Commercial Center urban renewal unit. The northern and eastern sides of the site are urban villages and commercial buildings to be demolished, which are undemolished buildings in the urban renewal area. The western side is adjacent to the residential area (Jinghu Jiayuan), and the southern side is adjacent to the Songgang River.

The New construction of 9-year school in Songgang Commercial Center urban renewal unit of Songgang Subdistrict has a proposed total land area of 24,439.88 square meters and a total construction area of 63,000 square meters,with a school scale of 54classes and 2520 students. The main construction scope includes: ①Mandatory School Buildings (including Teaching and auxiliary rooms buildings, office rooms, living service rooms); ② Optional School Buildings (including micro classroom, corridor with roof, open floor, underground garage and equipment spaces etc.) ③Teaching staff dormitory; ④ Synchronized Construction Works for Out-door Ancillary Facilities. ⑤ Outdoor emergency congregate shelter and indoor emergency congregate shelter, etc.

The scope of tender for this Project include but not limited to : scheme design, initial design and budget estimation preparation, green building design consultation, prefabricated building design, sponge city design, utilization of construction wastes and recycled materials, water and soil conservation scheme design, assisting in estimation for preparing feasibility study, design for building information modeling (BIM), construction drawing design, as-built drawing preparation, information collection, construction application and approval assistance, and relevant design services such as on-site construction cooperation. Must take the responsibilities for repeated modification works raised due to failed in acquiring the approval from the owner or government authorities, and other relevant works instructed by the employer.

Tender Process
The project adopts open tendering (prequalified tendering), including Stage 1 Prequalification, Stage 2 Design Competition and Stage 3 Final Evaluation. The conceptual proposal in the first stage of prequalification and the bidding scheme designing the second stage of scheme bidding shall be in the form of sealed bid.

Project leader is required to be Grade One registered architect in China. For consortium, project leader must be staff from the leading member.
This project accepts consortium bidding, and the bidding partners in the consortium must meet the following requirements:
If bidding by a consortium, the leading member must be class-A qualification/certificate or above in architecture design and construction industry (Construction Engineering).
One consortium shall include no more than 2 members (including the leading member).
Members of the consortium may not register individually or as part of another consortium.
The consortium partners must sign a Consortium Agreement and clarify the head unit, division of labor between the two parties in each design stage, and design cost allocation ratio, distribution method, and other aspects.
Individual or teams of individuals will not be accepted.
Design Fee & Compensation
The fixed lump sum shall be CNY 11.874 million (about US$1,712,000) (tentative price for design cost).
The project offers compensation. The compensation standard is set as follows: No compensation for bid winner who will be issued with contract; CNY 220,000 (about US$31,700) for the bidders ranked No. 2 and 3 who entered the final evaluation stage but not the bid winner; CNY 100,000 (about US$14,400) for the bidders ranked No. 4, 5, 6 and 7 who confirmed as the formal bidders but failed to the final evaluation stage; and no compensation for the rests. The total compensation of CNY 840,000 (tax inclusive) (about US$121,000) shall be paid to unsuccessful bidders by the tenderee.

a. Project background
With the governance concept of “Beautiful China Initiative” proposed during the 18th National Congress of the Communist Party of China, the “five-sphere” pattern of “ecological civilization, economic development, political development, cultural development and social development” has been formed, setting “nostalgic mountains and waters in sight” as the standard of beautiful development. In order to further build a beautiful China, the CPC Zhejiang Committee and Zhejiang Provincial Government issued the Decision on Building a Beautiful Zhejiang to Create a Better Life and Opinions of the General Office of the People’s Government of Zhejiang Province on Accelerating the Building of Modern and Beautiful Counties in 2014, defining a new urbanization path of “people first, synergistic development of four modernizations, optimized layout, ecological civilization, and cultural heritage,” and proposing goals such as building a pilot area of the beautiful China initiative and a role model of Jiangnan water towns, and reflecting the charm of “poetic and picturesque Jiangnan,” etc. In doing so, we aim at building modern and beautiful counties with Jiangnan features and Zhejiang characteristics, and realize the beauty of green ecological environment, planning and design morphology, complete facilities and functions, suitability for living and working, and social stability and harmony.

As the CPC Zhejiang Committee and Zhejiang Provincial Government define a new urbanization path of “people first, synergistic development of four modernizations, optimized layout, ecological civilization, and cultural heritage,” the urban system planning of Zhejiang Province positions city clusters in central Zhejiang as a new fulcrum for the integration of central Zhejiang. Under the context of regional coordinated development, Dongyang should rely on its transportation road network that matures gradually, actively integrate into the regional economic network dominated by Jinyi Metropolitan Area, build a new fulcrum for the integrated development of the metropolitan area, share same-city development with Yiwu, complement each other’s advantages, and work together to build an economic belt in the metropolitan area, so as to build Dongyang into a modernized city with complete functions and comprehensive development, a provincial-level renowned historical and cultural city, an advanced manufacturing base in central Zhejiang and an ecological and livable land, a pilot site for transformation of cultural advantages, a demonstration area for reform and opening up coordination, and a template place for high-quality transformation and development.
In order to enhance the scientific and reasonable territorial space planning of Dongyang City, effectively guide the urban development of Dongyang City, lead the future urban construction, and realize the preparation requirements of “operable, experiential and supervised urban design,” the CPC Dongyang Municipal Committee and Dongyang government put forward the overall regional planning of overall urban design. In combination with the demarcation results of three districts and three lines issued by the Ministry of Natural Resources, the six streets in the downtown area are determined as the planning range, and the scheme solicitation event of Overall Urban Design Integration and Enhancement and Downtown Areas Detailed Urban Design of Dongyang City is specifically held.
b. Project location
Located in the middle of Zhejiang Province, Dongyang City is a provincial-level famous historical and cultural city, one of the national Top 100 countywide economy cities, a national health city and a national garden city. “Three mountains embrace two basins, and two basins encompass two rivers” is the truest portrayal of Dongyang City’s landform. As a thousand-year-old town with a history of 1,800 years so far, known as “a prosperous county of Wu” and “a county with picturesque mountains and waters,” Dongyang boasts enriched historical and cultural heritage and is renowned as “the key magnet of education, architecture and arts and crafts,” as well as reputed for its film & television culture. The ecological environment of the downtown is sound, with the elements of mountain, river, stream, farmland and city reinforcing each other, depicting the most beautiful living environment of Dongyang.

c. Solicitation scope (see Design Brief for details)
Conceptual overall urban design scope: Including holistic area of the downtown area (including the master plan scope of eastern expansion of the economic development zone, the master plan scope of the High-Speed Railway New Town and Chengdong Street), with an area of about 177 square kilometers.

i. Detailed urban design scope in the solicitation stage, in accordance with the key areas scope of the downtown area (no more than 12 square kilometers in total) defined by the design units in Stage II of the design solicitation, is determined by the expert group and the Host in a comprehensive manner, with a total area of about 12-15 square kilometers.
ii. In the solicitation, the design development scope of the selected unit is from the junction between Dongyang and Yiwu to Zhanqian Road of Jinhua-Ningbo Railway, from Nanshan Mountain to Beishan Mountain (including Shanglu Block and Civic Center Block), with an area of about 84 square kilometers.
Detailed urban design scope of downtown area
Solicitation objectives
Nowadays, due to industrialization-driven urbanization and rapid economic growth, bottlenecks and problems of urban development have gradually emerged with the rapid expansion of construction framework of Dongyang downtown area, such as vague spatial mode of landscape city and gradual inundation of urban culture; urban functional plates are loose and not compact enough; urban image and style are inferior and lack of iconic urban business cards; the construction of urban industrial platform is poor with implicit space of three industries; the areas along the Dongyang River only focus on the construction of the landscape belt but lack an overall landscape coordination of the two banks of one river, and the vitality needs to be improved, etc. All these problems are constraining the further upgrade of the overall quality of Dongyang City.
The solicitation should be based on the three districts and three lines initially demarcated in the City’s current land spatial planning scheme, and focus on solving, but not limited to, the aforementioned problems. Through problem sort-out, target positioning, strategy formulation, action plan, project library and economic estimation, it will provide the orientation for Dongyang’s future urban development and guidelines for statutory plan revision, urban renewal and near-term development and construction. Objectives in the three following aspects are to be realized specifically.
Conduct overall planning and unified coordination with relevant plans in Dongyang City. Based on the history and city-wide construction of Dongyang and combined with new regional development situation and local actual demands, form a more consensual urban development prospect and overall spatial framework of orderly and flexible development with international vision and forward-looking thinking. Focus on the control of environmental pattern and spatial system, with attention paid to undertaking the relevant mature plot planning at the same time and integration and interpretation carried out from the perspective of urban design.
Combined with the city image shaping action and space optimization design like acupuncture, delve into natural ecological features and historical and cultural characteristics of Dongyang City. Deeply study the design standards of functional business formats, public space, public facilities, space morphology, transportation organization and other aspects that are compatible with the needs of urban development, improve urban cultural vitality and ecological livability advantages, attract innovative talent and gather innovative vitality. Pay attention to technological innovations in green ecology, smart city and other fields, with refined space design and prominent features of various scenes, so as to demonstrate future urban space quality and work and life style of Dongyang, and showcase the style of urban age.
Advocate operable, experiential and implementable deliverables, customize practical and viable management and operation paths in line with the administrative system framework, and provide effective and unequivocal content guidance and control indicators for the work of “holistic, all elements, and all coverage” of national land space planning. Provide the decision-making mechanism, action plan and construction temporal sequence guidance that can instruct the update and subsequent implementation, form the action plan and implementation project library to facilitate the Project siting and department allocation for organization and implementation.
Design contents
As the regional development environment evolves quickly in the new era, Dongyang is faced by increasingly urgent need of city quality upgrade. In recent years, Dongyang has done massive planning work on urban transformation and development and blueprint conception. At the same time, a large number of corresponding special research work is also being carried out in an orderly manner, including the layout planning of various cultural, educational, sports and health facilities based on urban construction, the green space system planning based on the construction of public open space system, the road network special planning that outlines the future traffic network at the macro level, and the action planning of renowned historical and cultural city targeting the old town of Wuning, etc. At the more micro level of plot development and construction, combined with the needs of market-oriented operation and government operation management, a large amount of detailed design and research work of small and micro plots has been carried out, fully reflecting the enthusiasm and foresight of government administration departments.
In the face of multiple planning intelligence deliverables, the solicitation event cores upon comprehensively coordinating with relevant plannings of Dongyang City, draws effective and feasible parts based on systematic sort-out, generalization and summarization. In combination with the new regional development situation and the actual local demands, a more consensual overall urban design development orientation, target strategy, layout structure and spatial morphology will be formed. To be implemented and operated via the operational capacity of the administration authorities, the solicitation will effectively lead the coordinated advancement of future urban development and construction of Dongyang downtown area and various management work.
a. Integration and enhancement of overall urban design
Adhering to the people-centered design concept, tracing back the path of Dongyang’s ancient city operation, with natural ecology as the basis, “Sanxiang” culture as the soul, characteristic industries as the source, and citizens’ experience as the orientation, clarify the image positioning of the development of Dongyang’s downtown area, formulate the overall urban design space framework, overall landscape framework, morphology pattern, public space system and style positioning and other overall urban design strategies, in a bid to create a livable space that shows distinctive features, inherits the old while accepting the new and is oriented toward people for Dongyang in the future.
b. Downtown area key areas detailed urban design
With organic integration inside and outside the areas, complementary functions and coordinated integration of spatial outlook as the core goal, formulate the principles and key points of the spatial order, scale and environment of Dongyang’s downtown area key; build the planning structure, functional arrangement, transportation organization, open space, underground space, building height control and other overall space systems of the Downtown area key, including the design guidelines for spatial organization, environmental landscape, architectural style and municipal facilities of key plots. Arrange plot division and development control indicators of each plot, and carry out refined design for the open space and public nodes, architectural morphology and landscape of key areas.
Applicant’s qualification requirements
The applicant must be an independent legal person enterprise or institution legally registered at home and abroad. The domestic unit must provide a valid business license (a photocopy affixed with official seal), and the overseas unit must provide a valid business registration certificate (a photocopy affixed with official seal). The parent company, wholly owned subsidiary and its holding company of the legal person whose two and more legal representatives are the same person must not apply at the same time.
Qualification requirements: applicants must have a Grade A qualification certificate for urban and rural planning (a photocopy affixed with official seal); applicants (at home and abroad) without Grade A qualification certificates must form a consortium with at least one domestic unit having Grade A qualification certificates for urban and rural planning to apply.
The Project allows consortia to apply. Consortium members must not exceed three. All consortium parties must not participate in the solicitation event in their own names separately or form a consortium with other units. The institutions applying as a consortium should sign the consortium agreement. The application of individuals and individual groups is not accepted.
The applicant should have one or more overall urban design and detailed urban design project achievements, and should provide the bid-winning notice and contract (the contract should at least include the first page, signature page, project overview and other key description pages, photocopies affixed with official seals).
The domestic applicants should not be included in the list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the list of serious violation records of law and dishonesty in government procurement, provide screenshots of the inquiry results on the websites of Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp. gov.cn) and affix them with official seals.
The design personnel participating in the Project should be the personnel on the payroll of the design institution. The chief designer must be the actually responsible person of the Project, and join the whole process of this international solicitation, including on-site visit, deliverables report, and review Q&A, etc. In order to ensure an accurate understanding of the background of Chinese region and relevant requirements, the Project planning and design personnel should include at least one member proficient in Chinese.

If the applicant deems that the pre-qualification documents have impaired its rights and interests, it may, within seven working days from the receipt date of the pre-qualification documents (if the pre-qualification documents are received after the pre-qualification application deadline, the pre-qualification application deadline should prevail) or the expiration of the pre-qualification announcement period, raise questions to the Host and the procurement agency in writing. The solicitation event is divided into four stages:
Stage I-Qualification review stage: The applicants should submit application materials and conceptual proposal in time as required. The Host will select ten shortlisted application units from publicly applying design agencies (consortiums) through pre-qualification (including conceptual proposal) for Stage II.
Stage II-Conceptual scheme stage of overall urban design integration and enhancement: Shortlisted application units will, in accordance with requirements of the Design Brief, submit qualified deliverables to be reviewed by the expert review jury. The top five application units (without ranking) will enter Stage III.
Stage III – Conceptual scheme stage of downtown area key areas detailed urban design: The five shortlisted application units will submit the satisfactorily design deliverables according to the key areas (area and work content to be determined) determined by the host,The scheme review jury will review the submitted schemes, select the top three (ranked) by voting and recommend them to the Host with optimization review opinions put forward.
After full discussion between the Host and the scheme review experts, the ranking of the top three winners will be determined. The first-ranking application unit will be awarded with the development design consulting contract of the Project, and the other application units will be paid the corresponding design compensation.
Stage IV – The selected unit will subsequently undertake the downtown area detailed urban design.
Application requirements
The solicitation plans to adopt open application without qualification restrictions. Units with relevant design experience from home and abroad may apply for participation. Application units should be independent legal person enterprises or institutions legally registered at home and abroad with valid business licenses or business registration certificates.
Consortium with no more than three members are allowed to apply. All consortium parties must not participate in the solicitation event in their own names separately or form a consortium with other units.
The solicitation event doesn’t accept application of individuals and individual groups.
Teams with similar design experience will be prioritized:
With international or domestic urban planning and design practice experience;
With research capability and practical experience in detailed urban design of key urban areas;
With rich experience in architecture, landscape, ecological design and public environment construction.
Solicitation schedule (tentative)
Kick off the solicitation event and release the official solicitation announcement in the middle of January 2023.
Release the announcement of pre-qualification results in the early February 2023.
Submit deliverables of Stage II (conceptual scheme of overall urban design integration and enhancement) and convene scheme review jury in the middle of March.

Overall urban integration and enhancement design scope: The holistic area of the downtown area (including the ten-thousand-mu and hundred-billion-yuan master plan scope, the master plan scope of the High-Speed Railway New Town and Chengdong Street), with an area of about 177 square kilometers.

Downtown area detailed urban design scope: The scope of downtown area is from the junction between Dongyang and Yiwu to Zhanqian Road of Jinhua-Ningbo Railway, from Nanshan Mountain to Beishan Mountain (including Shanglu Block and Civic Center Block), with an area of about 84 square kilometers.

Work objectives
Nowadays, because of industrialization-driven urbanization and rapid economic growth, the construction framework of Dongyang downtown area is quickly expanding and has been facing some bottlenecks, such as vague spatial mode of landscape city and gradual inundation of urban culture; urban functional section is loose and not compact enough; urban image and style are inferior and lack of iconic urban business cards; the construction of urban industrial platform is poor with implicit space of three industries; the areas along the Dongyang River only focus on the construction of the landscape belt but lack an overall landscape coordination of the two banks of one river, and the vitality needs to be improved, etc. All these problems are constraining the further improvement of the overall quality of Dongyang City.
The solicitation should be based on the three districts and three lines initially demarcated in the City’s current land spatial planning scheme, and focus on solving, but not limited to, the aforementioned problems. Through problem sort-out, target positioning, strategy formulation, action plan, project library and economic estimation, it will provide the orientation for Dongyang’s future urban development and guidelines for statutory plan revision, urban renewal and near-term development and construction.
Work content
With the evolving regional environment and the pressing urban development in all aspects, Dongyang has unfolded plenty of planning work on the urban development and blueprint conception in recent years. The core content of the solicitation event is to comprehensively coordinate with the relevant plannings in Dongyang City, draw effective and feasible parts on the basis of systematic sort-out and summarization. In combination with the new regional development situation and the actual local demands, a more consensual overall urban design development orientation, target strategy, layout structure and spatial morphology will be formed. To be implemented and operated by the operational capacity of the management authorities, the solicitation event will effectively lead the coordinated advancement of future urban development and construction and various management work of Dongyang downtown area.

The project of China Artificial Intelligence (Guangzhou) Industrial Park has been approved for construction by Tianhe District Development and Reform Bureau of Guangzhou Municipality with Guangdong Provincial Enterprise Investment Project Registration Certificate (Project Code: 2206-440106-04-01-130031). The project owner is Guangzhou New Generation Artificial Intelligence Industrial Park Management Co., Ltd., and all the construction funds are raised by the project owner. As the project has met all applicable conditions, a competition is hereby launched on the architectural design of the project.

Background
China Artificial Intelligence (Guangzhou) Industrial Park is located in the Guangzhou Artificial Intelligence and Digital Economy Pilot Zone. The park aims to advance the national digital economy strategy, further integrate the digital economy with the real economy, and contribute to the development of national pilot zones of artificial intelligence and the digital economy.
The project sits around the former site of Guangzhou No.2 Cotton Mill and will be divided into two parts in its future development. The western part will be for new buildings, with a focus on fostering a digital, green, and international city and a global headquarter of artificial intelligence, digital economy, and digital culture. The eastern part, where some historical buildings (workshops) of Guangzhou No.2 Cotton Mill are preserved, will be developed into a cultural and art platform for sharing and exchanges. The goal is to make full use of the historical and cultural value of the area and unlock new vitality for the ancient city of Guangzhou. The synchronous progress of these two parts will facilitate Guangzhou to become a leader in the industrial coordination in the Guangdong-Hong Kong-Macao Greater Bay Area and a pioneer of world-class industries, while creating a valuable urban space of high quality, high capacity, and high efficiency.

The scope of the project reaches Yuancun West Street in the north, Huacheng Avenue in the south, Yuancun South Street in the east, and Hua’nan Expressway in the west. The total area is 97,173.33 square meters (within the property boundary), and the net area is 70,048 square meters (including the construction land and green space in both the western and eastern parts). Specifically, the eastern part covers 32,283 square meters, where the Bauhaus historic buildings in the core protection area need to be preserved and renovated; the west block covers 37,765 square meters, which will be the main area for new constructions.
This is an architectural design project for China Artificial Intelligence (Guangzhou) Industrial Park. The design plan should cover buildings, historical architecture renovation, public spaces, transportation systems, green landscapes, etc. within the scope of the project.

The project covers a gross floor area of roughly 353,700 square meters and the budget for construction and installation fee is RMB 3.76 billion.
The detailed regulatory planning attributes of plot West 1 are Other Business Land and Commercial Land (B29B1), with the main land use functions being commercial and service support, business, and office. The gross floor area is approximately 330,500 square meters, of which 32,400 square meters are for commercial use and 298,100 square meters are for offices (including supporting residential buildings). The non-floor area (underground parking, equipment rooms, etc.) should be set up in accordance with the requirements of relevant laws and regulations and the needs of the plan.
The detailed regulatory planning attributes of plot East 1 are other business land, art and media land, and commercial land (B29B22B1), mainly to create a shared space for exchanges such as expositions, lectures, and conferences.
Plots East 2 and 3 are classified as parkland (G1), whose main functions are to increase open public space, activate the space of historic buildings, and create a small parkland with recreational functions; the total area of these two plots is 2,878 square meters. The detailed regulatory planning attributes of plots West 2 and East 4 are protective green space (G2) with a total area of 5,114 square meters. G1 and G2 are non-building plots and their landscape design should be considered as a whole with the landscape design of building plots.
The width of planned road one is 20m and the road section needs to be designed under the condition that the planned alignment remains unchanged.

This competition will be announced on the websites of China Tendering and Bidding Public Service Platform (http://www.cebpubservice.com/), ABBS Architecture Forum (http://www.abbs.com.cn/) and Guangzhou Construction Engineering Supervision Co., Ltd.(http://www.gjjl.com/), and the applications and registrations of domestic and foreign agencies will be publicly accepted.

This competition adopts a form of “invitation + open call”.
Through “invitation + open call”, six agencies will be selected and enter the design phase.

Agencies selected by open call: Competition announcement will be published on the website, and the application is open to all domestic and foreign agencies. Experts will be organized to rank the applicants. The top three agencies will be selected as official participating agencies, and those ranking the fourth to the sixth will be selected as alternate participating agencies. If less than six agencies meet the requirements of public solicitation for the competition, sponsors can determine to extend the registration time according to the project situation.
After the release of selected agencies, if any selected agency (3 invited agencies + 3 agencies selected via open call) abandons for some reason, it will be substituted by the alternate agencies in turn.
Selection Process
This competition includes two stages: qualification examination and merit-based comprehensive evaluation. First, experts are organized to examine the qualifications of all the agencies and determine their qualifications. Agencies that do not meet the qualification requirements are not allowed to go through merit-based comprehensive evaluation.
The evaluation committee will comprehensively evaluate the agencies on the basis of merit, and fully discuss and compare their qualifications after a careful study of their comprehensive competences, relevant achievements, comprehensive qualities, and conceptual proposals. By means of disclosed ballot, 3 participating agencies and 3 alternate agencies will be selected by public solicitation, and the list thereof will be reported to the competition sponsors.
B. Cost Compensation
The finalists who pass the validity examination will receive a cost compensation of RMB 500,000 (about US$74,000) (including but not limited to expenses for design, product production, design research, travel incurred in coordinating the communication meeting related to the projects, design copyright, and tax), while those who fail the validity examination will not receive any cost compensation or bonus.
C. Prizes and Bonuses
One or no first prize. The first-prize winner will be awarded a detailed design contract of about RMB 30 million (about US$4,445,000) (tax included), while no other bonuses will be given. The fee for the detailed design contract shall be subject to the standards provided in the Engineering Survey and Design Fee Management Regulations (Ji Jia Ge [2002] No. 10); the tentative basic construction and installation fee will be RMB 3.76 billion (about US$557,212,000), and no other adjustment factors will be taken into account. The final design fee shall be adjusted according to the fee of construction and installation approved in the official reply to the estimated budget. The organizer reserves the right to leave the first prize vacant and reorganize the competition.
Two second prizes (in case of no first prize winner, three second prizes shall be granted), each receiving a bonus of RMB 1 million (about US$148,200) (tax included).
D. Payment Method
If, after evaluation, any agency that receives one or more of the compensation cost, winning bonus, and detailed design fee is a group, the competition sponsors will pay in full one or more thereof to the main account of the group, which will be redistributed by the group as per the proportion agreed in the Group Participation Agreement. The competition sponsors will not pay any additional fees to the members of the group.
The compensation cost, winning bonus, and detailed design fee of the design competition will be paid in RMB by the competition sponsors to the agencies, and any taxes incurred shall be borne by the agencies themselves. The cost compensation, bonus, and scheme integration and optimization fees will be paid in RMB to the domestic agencies in China.
Design institutions may co-own the intellectual property rights of their entries for the project with the competition sponsor. However, such design results can only be used in this project and shall not be provided to any third party for replication. In addition, sponsors have ownership of all the design results collected in this international competition. No design results will be returned to the agencies after evaluation. The agencies that submit the valid Registration Form according to the competition requirements are deemed to have agreed with all the terms and conditions herein.
E. Taxes and Fees
All income obtained by the participating institutions and their employees in China due to the performance of this contract must be paid in accordance with Chinese tax laws, and all taxes shall be borne by the participating institutions and their employees.
If the participating organization obtains income in China due to the performance of this contract, all fees that must be paid in accordance with the relevant laws, regulations and administrative rules of China, Guangdong Province and Guangzhou City shall be borne by the participating institution.
The domestic taxes and fees payable by the participating organizations can be deducted by the organizer each time the design fee is paid, and a copy of the tax receipt and payment receipt shall be sent to the participating institution.
All taxes and fees outside China arising from the performance of this contract shall be borne by the participating institutions.
Detailed Design Contract
The first prize winner of this project will be granted with a detailed design contract.
Detailed design contains: 1. Planning and professional designs (architecture, structure, landscape, decoration, curtain wall, electromechanics, intelligence, etc.); 2. Preliminary architectural and structural design; 3. Guidance and cooperation in preliminary designs of other areas. The contractor shall give guidance to the design of construction drawings, and chief creative personnel shall be designated to give guidance on site during the process of project construction, with the cost calculated separately. The detailed design content and expenses are subject to the final detailed design contract. The design results shall meet the requirements of contents and depth of the corresponding design documents in the Regulations on the Depth of Architectural Engineering Design Document Preparation (2016 Edition) issued by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, and pass the preliminary design examination of the relevant specialties. On the basis of the above scope, the content and depth of the detailed design contract will be determined by negotiation between the competition sponsors and the winning design agency.

Qualification Requirements
There are no qualification requirements during the competition. If the agency granted with the detailed design contract in this competition does not have one of the following qualifications for domestic design, the agency shall unite with domestic agencies with the corresponding design qualifications before the signing of detailed design contract: a. Comprehensive Class-A Qualification for Engineering Design; Qualifications for Construction Engineering Design (Class-A in the construction industry or (Construction Engineering) Professional Class-A in the construction industry; c. Qualifications of Architecture Design Firm. There shall be no more than three agencies in a group, so that the scheme and the preliminary design will meet the relevant norms, regulations, and the requirements of administrative examination and approval departments in China and Guangzhou. Before signing a contract with the agencies to unite, the agency granted with the detailed design contract of this project shall submit the entrusted agency, the achievements of the proposed team, the relevant qualification documents, etc. to the competition sponsors for confirmation before entrusting.
Agencies applying via open call shall have relevant achievements in undertaking architectural design projects from January 1, 2017 to the deadline of registration. (Copies of contracts and other supporting documents are required. For previous achievements undertaken by a group, relevant documents shall be provided to certify that the scope of work undertaken by the group in the project meets the requirements herein. The time of achievements calculation should be the time of signing the contract.)
The leading designer must directly participate in the whole process of the competition, and personally attend the competition site to report the scheme at least twice. (If he cannot be present due to the COVID-19 travel restrictions, video reporting can be used.) The design agency shall ensure that the leading designer and the main designers participate in the design throughout the process, and that the person in charge of detailed design is just the leading designer, and may not be changed halfway. If the design agency is a group, the leading designer shall be a member of the leader of the group.
Teams applying via open call can submit the conceptual proposal required for the design tasks in this competition. For the conceptual proposal, there are no requirements for the design depth. The electronic document of the proposal (sent to the e-mail of the competition agency: rgznjs2022 @163.com before 17:00 on August 25, 2022) and AO panels (single-sided, vertical, at most two panels, punched in four corners, and sent to the competition agency before 17:00 on August 25, 2022) shall be provided. The proposal shall be written in simplified Chinese or Chinese – other language. The content of the document is subject to the Chinese text.

Requirements for Documents
The format and submission of the registration documents shall be in accordance with the requirements of Format of Registration Documents.
The agency must prepare complete registration documents and bind them into a book or more books, if necessary. The cover of each book of registration documents separately bound must be stamped with the official seal of the agency. The registration documents shall be stamped with the official seal of the participating agency on the perforation and on each page. The agency’s representative can be its legal representative or authorized representative. A valid power of attorney signed by the legal representative shall be submitted together with the registration documents signed by the authorized representative.

The design competition is governed by the laws of the People’s Republic of China. The competition work and all documents shall be consistent with Chinese laws. In case of any dispute, if negotiation fails, it shall be submitted to Guangzhou Arbitration Commission for arbitration. The arbitration award is final and binding on all parties.
This project is neither an essential bidding project nor a government procurement project. The laws, regulations, rules or normative documents related to the above projects are not applicable.

Project background
The CPC Central Committee released a package of policies in 2018 charting the roadmap for rural vitalization,featuring thriving businesses, pleasant living environment, social etiquette and civility, effective governance and prosperity. In October of the same year, Guangzhou issued the implementation opinions of the Guangzhou Municipal People’s Government on promoting the rural vitalization Strategy, to clarify the positioning of Guangzhou as a good example and model in rural vitalization of Guangdong province, to walk out a road of rural vitalization with Guangzhou characteristics .In May 2021, the general office of the Ministry of Finance issued the notice on further improving the pilot work of National Pastoral Complex construction, on the basis of National Pastoral Complex construction pilot experience. In 2021, the central government will continue to support qualified regions to carry out the pilot construction of national pastoral complexes.Yuexiu Fengxing National Pastoral Complex In Conghua District Guangzhou is the only pastoral complex project registered by the Ministry of Finance in Guangdong Province in May 2021. The business covers modern agriculture, home accommodation, catering, intangible cultural heritage, culture and tourism, etc. The goal of the project is to realize the integrated development of primary, secondary and tertiary industries, with rural cooperatives as the key, and realize the integration of agriculture, leading agriculture and enriching farmers.
The project is located in Aotou Town, Conghua District, Guangzhou City, Guangdong Province, involving Longtan village, Hengjiang village and Wushi village. The Pajiang river passes through the three villages, adjacent to national highway 106 in the East and Guanglian Expressway in the West.Conghua district is the ecological core area in the north of Guangzhou. It takes the lead in realizing the full coverage of clean and tidy villages and beautiful and livable villages in the whole province, forming a good example of rural vitalization and characteristic towns. Aotou town is a new urbanization demonstration town in Guangdong Province and Guangzhou and a demonstration pilot town in Guangzhou. It is a major agricultural town in Conghua district and one of the five demonstration towns in Guangzhou to create high grain production. It has the development foundation for building a Rural Vitalization demonstration area.
In order to further implement the National Rural Vitalization Strategy, speed up the cultivation of new driving forces for high-quality development of rural economy, and create a National Pastoral Complex, Guangzhou Yuexiu Fengxing Pastoral Complex Co., Ltd. (Guangzhou Yuexiu Fengxing Pastoral Complex Co., Ltd. is a wholly-owned subsidiary of Guangzhou Yuexiu Group Co., Ltd.) launched the international competition for the design scheme of Yuexiu Fengxing National Pastoral complex in Conghua District, Guangzhou (hereinafter referred to as the “competition”), in order to realistically develop the village and build a demonstration area for Rural Vitalization in Guangdong.
Working range and competition content
This competition covers two levels: research area and overall design area, of which the overall design area includes two sub projects. See Annex 1 for details.
Research area:The project involves Wushi village, Hengjiang village, Longtan Village in Aotou Town, covering an area of 21.27 square kilometers. The competition content covers the overall positioning, cluster structure and regional traffic road system optimization and so on.
Overall design area
Sub project 1 is Rural architecture and landscape design:The total area is about 19.9 hectares, which is divided into three areas: Wushi Village area, Ge Village area and Xujia courtyard area, with a planning area of about 10.4 hectares, 5.8 hectares and 3.7 hectares respectively. The rural architecture and landscape design scheme should focus on the rural activation under the integration of primary, secondary and tertiary industries in the area, and put forward design strategies. The design content includes the transformation and utilization aimed at activating the operation, such as the transformation of rural Courier station, home accommodation, facade upgrading, public space upgrading, farmland and woodland activation, etc. No less than 3 key node concept designs are proposed in each area.
Sub project 2 is cultural tourism project design:the project is located in Qinglong base, Hengjiang village, Aotou town. The design area includes Huamei pasture and surrounding villages. The planned area is about 295.3 hectares, of which the core area design scope is about 106.7 hectares.The main design content needs to fully combine the operation concept and mode of the pastoral complex, build brand IP around cow IP, and innovate the design of buildings and landscapes with industrial and rural local characteristics.Through the creation of a serious of unique rural life scenes and the shaping of landmark buildings, the project creates a unique pastoral complex to achieve four new highlights of “Industrial Innovation, Environmental Renewal, Cultural Renewal and Institutional Innovation”.
Registration Method
Registration Qualification Required
The design organization applicants from domestic shall have the independent legal person qualification, and provide business license , not being ordered to close or being repealed. The design organization applicants from overseas must be a legally registered design institution in the place where it is located, and provide a valid registration certificate. If the person in charge of the company is the same person or different companies with holding or management relationship, it’s forbidden to sign up for the competition project at the same time. (Note: LOCATION refers to the main place where companies, enterprises or commercial institutions are registered to operate business or set up offices according to law)
Domestic applicant must have one of the following valid qualifications: (1)Construction Industry Engineering Design Qualification Class-A (2) Construction Industry (Construction Engineering) Professional Design Qualification Class-A (3)Engineering Design Integrated Qualification Class-A (4)Urban and Rural Planning Qualification Class-A (5) Landscape Professional Engineering Design Qualification Class-A (6)Tourism Planning and Design Qualification Class-A. Copies of relevant documents hould be provided with official seals.
Personal registration is not accepted in this competition(including all members of the consortium).
The design organization applicant (either party of the consortium)shall have the relevant planning (or design) achievements of Rural Vitalization or ecological town or characteristic town or cultural tourism or artistic installation from January 1, 2017 to the deadline of registration (The copy of contract and other supporting documents shall be provided. For the past performance undertaken by a consortium, relevant materials shall be provided to prove that the working contents undertaken by the company in the project meets the requirements of this item. The performance calculation time shall be subject to the contract signing time).
The General Project Leader/Chief designer must directly participate in the whole process of design activity,and personally attend the competition site to report the plan at least 2 times.The design organization applicant shall ensure the General Project Leader/Chief designer and main designers always participate in design that shall not be replaced midway.
In order to ensure that the project designers have an accurate understanding of the Chinese background and relevant requirements, the overseas design organization must have at least one person familiar with Chinese.
The application by the consortium is accepted in the competition. The number of organizations constituting the consortium shall not exceed 2. The consortium shall submit the Agreement of Consortium Participating in the Competition as required (each member of the consortium shall affix the official seal of the corresponding entity; if the overseas design organization has no seal, it can be signed by its legal representative or legal authorized representative).

Registration Time
Based on Beijing time, 9:00-12:00 am and 14:00-17:00 PM from July 28 to August 16, 2022 ( Don’t accept the submission of materials on legal holidays).
Registration Method
The design organizations intending to participate in the competition MUST upload the completed application registration form and attachments (refer to Annex 2 for details) affixed with official seal to E-mail box:yuexiucomplex@163.com within the specified time.
It is allowed design organizations intending to participate in the competition to apply for two sub projects at the same time, but which cannot be recommended as the participating design organization and candidates of the two sub projects at the same time. That is to say, sub project 1 will be selected first. If it has been recommended as a participating design organization in sub project 1, it will no longer participate in the selection of sub project 2.Before the selection of sub project 2, the participating design organization that have been recommended as sub project 1 shall be eliminated first, and then the participating design institutions and candidates shall be recommended in turn according to the selection rules. If the candidate of sub project 1 is selected as the participating design organization of sub peoject 2, the candidate of sub project 1 will be postponed according to the ranking after excluding the organization. If the candidate of sub project 2 is the candidate of sub project 1, the candidate of sub project 2 will also be postponed in the above-mentioned manner.
Competition Registration Documents
The design organizations intending to participate in the competition MUST send or post the completed competition application document (refer to Annex 3 and Annex 4 for details) in written form to the competition co-organizer before 17:00, Aug.16, 2022. If the design organization submits the documents by mail, the submission time shall be subject to the time when the competition co-organizer signs and receives the registration documents.

For different sub projects,the design organization applicant must prepare a complete application document and bind it into a volume. It can be bound in separate volumes when the content is overmuch. The cover of the registration documents bound independently shall be affixed with the official seal of the design organization applicant, and the registration documents shall be affixed with the official seal of the design organization applicant in the slit and on each page. If the overseas design institution has no official seal, it can be signed by its legal representative or legal authorized representative .The representative of the design organization applicant can be the legal representative or its authorized representative. The registration document signed by the authorized representative shall be accompanied by a valid power of attorney signed by the legal representative.
The design organizations must bear all the consequences caused by any mistake or omission in the application documents.
The registration documents are should be in quadruplicate (1 original and 3 copies, which must be marked with the words “original” and “copy” on the cover of the registration documents), and one electronic copy of the registration documents (including one document in WORD format and original paper document color scanned in PDF format ,which shall be stored in USB flash drive, without encrypted and virus). If the original is inconsistent with the copy, the original shall prevail.
The registration document shall be duly signed by a legally authorized representative of the design organization applicant and any changes, if any, shall be signed by the original signatory.
All registration documents should be delivered to the competition co-organizer before the deadline. Overdue documents will not be accepted. The co-organizer will not be responsible for the damage or loss of the registration documents caused by force majeure.
All application documents must be sealed in a sealed envelope or package with the official seal of the design organization applicant affixed to the seal. (1) the original (with official seal on the original), (2) the copy, (3) the application registration form and (4) the electronic version of the application document should be sealed separately and marked,the above contents shall be written on the cover of each envelope or package(see the selection document for details).
The written registration materials made in accordance with the registration requirements in (I) of the competition registration methods in this announcement VI must be delivered to the site or by post before the registration deadline. The written registration materials delivered before the deadline (subject to the mail signing record or the on-site signing form record) will be deemed as successful registration.
Competition method
Selection of design organization
This competition adopts the method of public registration. By publishing the competition announcement on the website, it openly accepts public design organization applications from domestic and overseas..Through selection and ranking by experts,the top three design organizations in each sub project are selected as the participating organizations, and the fourth is the candidate . If there are less than 6 design organizations that meet the requirements of competition qualification, the competition sponsor may decide to extend the registration time or reorganize the registration according to the project situation. If any design organizations give up the shortlisted qualification for some reason after the shortlisted institutions confirmed and before the release of the competition documents, their competition shall be replaced in turn among the alternate design organizations until 3 are supplemented.. The competition co-organizer will send a formal invitation to the shortlisted design organizations, and the competition schemes submitted by other design organizations that have not been formally invited will not be accepted.
The selection results of the competition design organizations will be announced in mid-late August 2022.
Release of competition technical documents
The official competition technical document release meeting of the project is tentatively scheduled to be held in mid-late August 2022., and the site survey and Q &; A will be organized at the same time. The specific place and time in the invitation letter shall prevail.
Submission time of achievements
The deadline for submission of results is tentatively set for early October 2022. All design organizations must submit the final competition outcome documents to the designated place before the deadline, subject to the actual signing time.The design cycle is about 45 calendar days.
Results review method
The evaluation of the competition results includes two stages:the validity review and the scheme evaluation. The review committee of technical will first review the validity of all achievement schemes to determine the validity of achievement schemes. Results programmes that fail to pass the validity review shall not enter the scheme review.
The evaluation committee of scheme will evaluate the valid achievement scheme which pass the validity review, and select a winning scheme for each sub project by voting on the basis of careful study of the competition technical documents and full discussion and comparison.
The competition evaluation results of this project will be tentatively announced within 5 working days after the competition results evaluation meeting.
Competition expense arrangement
Competition cost compensation and bonus
If the design result is confirmed to be valid by experts,in each sub project,the third ranked design organization will receive cost compensation of seven hundred thousand RMB (¥ 700000.00), the second ranked design organization will receive cost compensation of eight hundred thousand RMB (¥ 800000.00), and the first ranked design organization will receive cost compensation of nine hundred thousand RMB (¥900000.00). The result that fails to pass the validity review will not receive cost compensation. If the scheme is evaluated by experts and finally confirmed by the organizer, the design organizations of the scheme can obtain another deepening design fee of one million RMB (¥ 1000000.00) on the basis of cost compensation.
Note: The participating unit of the consortium is regarded as a design organization.
Payment method
The competition cost compensation fee and the deepening design fee are paid in RMB, the expenses shall be settled with design organization by the institution, and any taxes incurred are borne by the design organization. If the competition design organization is a consortium, it shall form a written agreement on the proportion of the consortium’s expenses within 28 days from the date of the press conference of the competition technical documents and submit it to the competition co-organizer. Those who fail to submit within the time limit will only settle all the expenses of the consortium with the main part of the consortium.
The cost compensation and deepening design fees obtained shall be paid to all signing up for the competitions in China in RMB. If the overseas design organization cannot use its own account to collect RMB, it can authorize the domestic legal independent legal person to collect the money, and the relevant handling fees, taxes and other fees shall be borne by the design organization.
Note:
The design organization whose competition design results are evaluated as invalid by the evaluation committee will not be compensated for the competition cost.
The cost compensation fee of this competition includes all expenses incurred by the design organization during this competition (including but not limited to design expenses, achievement production expenses, design research expenses, travel expenses incurred in cooperating with the holding of relevant project communication meetings, design copyright fees, relevant taxes, etc.), and no other expenses will be paid.
Others
The competition shall be governed by the laws of the people’s Republic of China, and the competition work and all documents shall be governed by Chinese laws. In case of any dispute, if the negotiation fails, it shall be submitted to China Guangzhou International Arbitration Center for arbitration. The arbitration shall be final and binding on both parties.
In case of any discrepancy between this competition announcement and the officially released competition technical document, the officially released competition technical document shall prevail.
In case of any inconsistency between the English version and the Chinese version of the registration announcement of this competition, the Chinese version of the announcement shall prevail.
All application materials will not be returned.
The above contents or requirements are applicable to all sub projects unless otherwise specified.
If there is no special explanation for all the requirements of “company seal” in this project, the overseas design institution shall be signed by its legal representative or legal authorized representative. If the registered design organization is a consortium, the main party of the consortium shall affix the company seal in addition to the consortium entry agreement.
If the materials provided by overseas units are in foreign languages, Chinese materials notarized by qualified translation institutions or notary offices shall be provided.
The agency service fee is charged separately by sub projects. The participating design institutions that obtain the winning scheme will be charged at 3% of the sum of cost compensation fee and deepening design fee. The participating design institutions that obtain cost compensation fee will be paid at 3% of cost compensation fee, and the above payment procedures will be handled in RMB.
