Project Background

Xiushui New District of Jiaxing City is one of the natural wetlands with rich biodiversity, concentrated wetland resources, and well-maintained wetland ecology in the Hangjiahu Plain in the Yangtze River Delta. The area and its surrounding harbors are crisscrossed vertically and densely with lakes. The water town has rich cultural connotations and profound heritage. It is a typical representative of the “ancient canal-lake group” wetland in the southern plain of the Taihu Lake Basin.

Jiaxing has always been a pioneer in promoting urban-rural integration, which has a good foundation and obvious advantages to establish a national pilot zone for urban-rural integration. As the only pilot in Jiahu District of Zhejiang, one of the eleven national pilot zones for urban-rural integration, Xiushui New District is the most exemplary and benchmark area for urban-rural integration; as a demonstration zone and coordination zone for the green and ecological integration development of the Yangtze River Delta, it is an important space component for the implementation of the Yangtze River Delta integration strategy, an important carrier for the implementation of the national ecological civilization concept and the transformation of the “two mountains” theory, and also shoulders the future mission of the pioneer practice of urban-rural integration. At the important historical moment of Jiaxing’s “Centenary of the Founding of the Party”, Xiushui New District has ushered in the opportunity of presenting a series of future development directions of urban and rural integration.

Project Location

Xiushui New District is located in the core area of the Yangtze River Delta, 100 kilometers from Shanghai and Hangzhou, covering Wangjiangjing Town and Youchegang Town in the northern part of Xiuzhou District, Jiaxing City, Zhejiang Province. It is the demonstration zone and coordination zone of the Yangtze River Delta, which belongs to the Taihu Lake Basin water system, with dense river network and numerous lakes. Xiushui New District is the administrative district of Wangjiangjing Town and Youchegang Town, with a total area of about 190 square kilometers. The key shallow lake area is divided into two parts at north and south, with a total area of about 56 square kilometers.

Design Content

The design company is expected to conduct background research on Xiushui New District and put forward the general idea. The research direction may include but not limited to the following contents:

  1. On the basis of deep understanding of the overall development orientation, spatial structure and functional zoning of Xiushui New District, put forward optimization suggestions
  2. Focus on the issue of how the economy of the lake region can stand out in the competition of the Yangtze River Delta, realize economic development, increase farmers’ income, study and judge the industrial trend, analyze the market trend, and put forward countermeasures and suggestions to the industrial development idea, industrial system, industrial spatial layout, functional format planning and other contents according to local conditions.

Design content of key shallow lake area

Area 1: National wetland park and its surrounding important areas.

Design scope: It includes 9 shallow lakes (Tianbei Lake, Bodhi Lake, Dayang Lake, Maoyang Lake, Dingxue Lake, Chanxi Lake, Huxiao Lake, Beibai Lake, Liansi Lake) of the national wetland park and their surrounding important areas (see the attached picture for details), covering an area of about 34.2 square kilometers.

Design content: Complete the implementation of the whole element design and visualize the spatial expression to provide guidance for the next step of engineering design. Key research issues include, but are not limited to the following contents.

  1. Put forward the overall spatial form and style control scheme reflecting the characteristics of the new Jiangnan Water Town.
  2. Put forward specific plans for village reservation, relocation and renovation.
  3. Around the national wetland park, put forward specific plans of spatial form, transportation, business form, landscape system, management and operation, public service and other contents.
  4. Reasonably deal with the relationship between flood control security and waterfront landscape, and put forward feasible schemes including dykes, docks, water traffic, water sightseeing routes, waterfront landscape and other contents.
  5. Put forward specific plans for road traffic, slow traffic and water traffic.
  6. In combination with the carrying capacity of the ecological environment, put forward reasonable open capacity, preliminarily estimate the construction scale index, put forward the optimal development and implementation strategy, and make overall planning and put forward operation suggestions for step-by-step implementation.

Area 2: Changdang Lake- Swan Lake- East-west Thousand-Mu Lake Area

Design scope: It includes Changdang Lake, Swan Lake, East-west Thousand-Mu Lake and their surrounding important areas (see the attached picture for details), with an area of about 21.8 square kilometers.

Design content: Complete the implementation of the whole element design and visualize the spatial expression to provide guidance for the next step of engineering design. Key research issues include, but are not limited to the following contents.

  1. Put forward the overall spatial form and style control scheme reflecting the characteristics of the new Jiangnan Water Town.
  2. Make further progress in functional positioning and format of the area.
  3. On the premise of maintaining the boundary of urban development, propose the appropriate relationship between urban and rural spatial forms.
  4. Put forward suggestions on village reservation and relocation under the premise of conforming to the scenery of Jiangnan Water Town. Make specific design and planning scheme of important village reconstruction, with in-depth reference to detailed urban design.
  5. Put forward specific plans for transportation, landscape system, management and operation, public service, etc.
  6. Reasonably deal with the relationship between flood control security and waterfront landscape features, and put forward feasible schemes including dykes, docks, water traffic, water sightseeing routes, waterfront landscape and other contents.
  7.  Put forward specific plans for road traffic, slow traffic, water traffic and sightseeing routes.
  8. In combination with the carrying capacity of the ecological environment, put forward reasonable open capacity, preliminarily estimate the construction scale index, put forward the optimal development and implementation strategy, and make overall planning and put forward operation suggestions for step-by-step implementation.
  9. Put forward the effect image design as well as control and guidance suggestions for important nodes, important interfaces, key villages and key spaces.

Solicitation Rules

The Solicitation activity is an open Solicitation worldwide. We invite domestic and foreign excellent design agencies sincerely. The Solicitation includes two stages: registration and pre-qualification, and conceptual proposal competition and review.

Registration and pre-qualification

Based on the valid pre-qualification application documents submitted by the applicants, the Sponsor will select 5 units as shortlisted units and 2 units as candidates according to their performance and actual work needs. The 5 shortlisted applicants who have passed the pre-qualification should submit the Participation Confirmation Letter on time. If any of the first 5 shortlisted units withdraw from the second stage, the candidates will substitute them in order.

Conceptual proposal competition and review

The 5 design units that have passed the pre-qualification enter the second stage: conceptual design competition. Applicants submit the achievement documents that meet the requirements of the technical specification. The review process requires the applicant’s project leader or chief designer to introduce and make open reply to the application plan, explain the design concept, and answer questions from the review committee.

Registration requirements

Solicitation applicants (hereinafter referred to as “applicants”) shall be legally registered legal entity for independent registration for competition, or they can form a consortium with other organizations to register for the competition.

The applicants shall have the relevant qualifications and ability to undertake the Project.


(1) Domestic applicants (referring to legal persons registered in China, the same below) must be registered with the State Administration for Industry and Commerce to obtain a business license, and must have a Grade A qualification for urban and rural planning preparation or a special Grade A qualification for landscape engineering design; have corresponding planning & design and landscape design experience (planning & design and landscape design commission contract).

(2) Overseas applicants (referring to legal persons registered outside of China, including Taiwan, Hong Kong and Macao, the same below) must have the practice license or business license for urban planning or landscape, or have corresponding planning and design experience (planning and design commission contract); if an overseas applicant has registered a subsidiary in China and signs up in the name of the subsidiary, the subsidiary is regarded as an overseas applicant and is not required to meet the qualification requirements for the domestic applicants in Article (2), but it needs to provide proof of its relationship with the overseas parent company;


(3) In the event of a planning and design agency outside the People’s Republic of China, if management regulations for practice and business of urban planning in the country or district provide that the enterprise legal person of the urban planning and/or landscape shall have the corresponding practice license or qualifications or business license, the corresponding license or qualifications or business license evidence must be provided by the agency; if, in accordance with the planning and business management regulations in the country or district, the urban planning or landscape enterprise legal person is not required to have the corresponding practice license or qualifications or business license, and only the architect or landscape engineer is required to have the corresponding practice license or qualifications or business license, the registration or practice certificate or membership certification materials of the planner and landscape engineer in the agency must be provided, and the design agency shall explain the management regulations for practice and business of planning and landscape design in the country or district at the same time.

(4) Applicants shall have planning space design and industrial planning capabilities, and have planning and design experience similar to the functional properties of the Project.

4.5 The Project accepts consortium applications, and the number of the consortium’s member institutions shall not exceed 4.;
(1) The members of the consortium shall jointly sign a consortium agreement;;
(2) Each member unit that forms the project consortium may no longer apply for pre-qualification separately in its own name, nor can it join another consortium in the Project to apply for pre-qualification at the same time;
(3) If the consortium is composed of domestic design agencies, it must meet the requirements of 5.5(1); if the consortium is composed of domestic and foreign design agencies (including Hong Kong, Macao and Taiwan), the domestic agencies must meet at least one of the qualification requirements in 5.5(1), and the overseas agencies (including Hong Kong, Macao and Taiwan) must meet the requirements of 5.5(2).

Design compensation fee

First prize (1 winner): Compensation fee of RMB 3 million will be obtained, including the organization cost of follow-up achievement integration and deepening workshop (not more than 3 times);

Second prize (2 winners): Compensation fee of RMB 1.5 million will be obtained respectively;

Third prize (2 winners): Compensation fee of RMB 800,000 will be obtained respectively.

Design agencies interested in participating in the Project first send the registration form and other registration data to the organization consulting service unit by email. In addition, the design agencies must deliver or mail the paper version of the registration data to the Sponsor by the specified date.

Architecture Design Competition for the Future Science and Technology City of Chengdu Hi-Tech Industrial Development Zone

The Reform and Planning Administration Bureau of Chengdu Hi-Tech Industrial Development Zone (as the Sponsor), CDHT Investment Co., Ltd. (as the Organizer) and Shanghai International Tendering Co. Ltd. (as the Solicitation Agency) are now jointly soliciting Proposals for Detailed Urban Design and Architectural Concept Design of The Launch Area of the Future Science and Technology City of Chengdu Hi-Tech Industrial Development Zone. We publicly invite design institutions worldwide with related design experience to participate and submit the Application Documents for Prequalification. Five Participants will be selected through prequalification to participate in the solicitation activities and submit the Design Proposals.

The Background of Solicitation(Project Briefing)

In order to implement the national strategies, promote construction of the economic circle of Chengdu and Chongqing city, and cooperate to build the west science city under the guideline of “One city Multiple parks”, our goal is to spare no effort to build the Future Science and Technology City of Chengdu Hi-Tech Industrial Development Zone. To achieve these goals, we are now carrying out the international solicitation of innovative urban design schemes and architectural design schemes from excellent global design institutions for the Launch Area of the Future Science and Technology City of Chengdu Hi-Tech Industrial Development Zone (i.e. Futian station of Metro line 18 and surrounding area). The Launch Area of the Future Science and Technology City, as the core area that takes the lead role in the development of the whole city, should focus on displaying the “Future Words” with Chengdu characteristics and breaking through the conventional thoughts, local limitations and existing circumstances, while also follow the trend of internationalization, the process of urbanization and as a frontier of science and technology.

Procedures of Solicitation

Prequalification

Through Prequalification five Participants (including those of the consortium) shall be selected to participate in the solicitation and submit the Design Proposal.

Scheme Evaluation

Through evaluation three out of five schemes will be selected and continue to be improved.

Final Determination

The administrative authority will determine the final winner after reviewing the evaluation report and three improved schemes.

Scope of Solicitation

1. General Research

Scope of Research:
The scope of research covers approximately 4.6 square kilometers from Jiangshui Road in the north, Da’an River 1st Road in the south, Jinjianren Expressway in the East, and Huaijian Expressway in the West.

Contents of Research:
Each of the Participants is required to submit a study report containing regional positioning, industrial planning, overall spatial structure, functional layout, public space and landscape system, etc. of the area. Detailed Urban Design

2. Scope of Design:
The scope of design covers approximately 1.2 square kilometers from Jiangshui South 1st Road in the north, Da’an River ecological corridor in the south, Jinjianren Expressway in the East, and Pingqiao Avenue (East Line 1) in the West.

Contents of Design:
Each of the Participants is required to submit a planning scheme containing the overall planning and design theme, overall structure, spatial layout, public space design, urban landscape design, three-dimensional shape design and development intensity, comprehensive traffic design, three-dimensional slow-traffic system, underground space organization, development sequence, new themes and ideas, advanced technology and implementation plans of the area.

3. Architectural Concept Design

Participants shall determine the design scope of the urban complex of Futian station according to their own urban design scheme and complete the conceptual architectural scheme design. The GFA shall be no less than 200000 square meters.

4. Follow-up work of proposal solicitation

The final winner shall develop the scheme of the architectural concept, landscape concept, and the application of new technologies and materials and provide consulting services for the next two years. The depth of scheme development shall meet the requirements of the sponsor and the administrative authority, which will be specified in the Design Assignment.

Eligibility and Qualifications of Participants

1. The participating applicant (hereinafter referred to as the “Applicant”) shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws;

2. The Applicant shall have the relevant qualifications and abilities to undertake the urban design project:

2.1 The Applicants within the People’s Republic of China shall provide certification materials proving that they have the professional and technical abilities to undertake the urban design project, such as a qualification certificate for the urban and rural planning, a Certificate of Qualification of Foreign-funded Enterprises for Urban Planning Services, a qualification certificate of Grade A architectural design (architectural engineering) or above or a commission contract of urban design, etc.;

2.2 The Applicants outside the People’s Republic of China should have a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations. If a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license according to the national or local administrative regulations on practice or operation of urban planning and architectural design, it shall provide documentary evidence for its practice permit or qualification or business license. If the national or local administrative regulations on practice or operation of urban planning and architectural design do not require that a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license, and only require that planners and architects should have appropriate qualifications or practice licenses, then the registered or practicing certificate or membership certificate of the planner or architect of the institution should be provided, and the design agency should explain the national or regional administrative regulations on practice or operation of planning and architectural design. The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies;

2.3 Applicants should have experience in urban design which has similar functions this project.

3.This project accepts applications from Consortium, and the number of the Consortium members shall not exceed three and the members of the consortium shall jointly sign a consortium agreement;

3.2 If the Consortium is composed of domestic design agencies, the requirements in Item 2.1 shall be met; if the Consortium is composed of domestic and foreign design agencies (or design agencies from Hong Kong, Macao and Taiwan), the domestic agencies shall meet at least one of the qualification requirements in Item 2.1, and foreign agencies (or agencies from Hong Kong, Macao and Taiwan) shall meet the requirements in Item 2.2.

Instructions on Solicitation

Compensations for Designs Proposals

The Organizer will pay compensation for the Design Proposal to each of the five participants who have submitted valid proposals in accordance with the solicitation requirements. The amount is RMB 3.5 million (including taxes).

2. The Organizer will not pay any compensation when Participants are under the following circumstances:
2.1 Participants fail to submit the Design Proposals within the specified time;
2.2 The Design Proposals submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the solicitation documents;
2.3 Participants are disqualified;
2.4 During the period of solicitation, the qualification conditions of the Participants have changed and cannot meet the requirements of Article 7 Eligibility and Qualifications of Participants.

3.Awards and prize settings:

There are 3 winners in the scheme collection. After the winner modifies the Design Proposal in accordance with the requirements of the solicitation document and in combination with expert opinions and meets the requirements of the Sponsor, each winner will receive a prize of RMB 0.7 million (including taxes).

4. Follow-up work for the solicitation:

The final winner shall develop the schemes of the architectural concept, landscape concept, and the application of new crafts, technologies, and materials and provide consulting services for the next two years. The depth of scheme development shall meet the requirements of the Sponsor and the administrative authority, which will be specified in the Design Assignment Documents. The contractual amount will be RMB30 million (including taxes).

The above fees include all taxes payable within and outside China.

Applicants who intend to participate in the solicitation for Design Proposals must first download the Registration Form from the website of Shanghai International Tendering Co., Ltd. (www.shabidding.com). After completing the registration form, applicants should email the Word version to yufang@shabidding.com. The deadline for submission of Registration Form is 17:00 on June 10, 2020 (Beijing Time, the same below). After receiving the Registration Form, the Solicitation Agency will send the password of the Prequalification Documents to the applicants.

Architecture Design Competition: Consultation on Schematic Design of the Central Park and Green Axis, Dongguan International Business Area

At present, Dongguan is encountering three major historical opportunities, namely the construction of Guangdong-Hong Kong-Macao Greater Bay Area, construction of the Pilot Demonstration Area of Socialism with Chinese Characteristics in Shenzhen and the Innovative Experimental Area for Supply-side Structural Reform of Manufacturing Industry in Guangdong. Thus, the CPC Dongguan Municipal Committee and Government have put forward the requirements of high-starting-point planning, high-standard input, and high-quality construction for Dongguan to attract high-end development resources and pool together key factors of high-end innovation, so as to implement the urban development strategy of “Thriving Dongguan, A Pearl in the Greater Bay Area”.

After 10 years of planning, Dongguan International Business Area, as the top priority among “One Center, Two Axes, and Three Areas” for the quality improvement of the downtown area of Dongguan, now is ready for development, in which, the  Central Park and the blue & green axes, covering an area of 32ha in total, are the key to build a quality and humanized public space system and have a great influence on building a successful international business area. The Central Park is located in the International Business Area, Dongguan City, Guangdong Province, PRC. It borders Dongguan Avenue in the east, connects with Yuanmei Park, the Administrative and Cultural Center and Huangqi Mountain Park by slow corridor through the green axis in the north, and in the south, extends to Nancheng Headquarters Base through the green axis, all of which have constructed an 8-kilometer slow-traffic green axis in the downtown area of Dongguan.

Work Content

The research scope of this International Consultation is the 8-kilometer slow-traffic green axis in the downtown area of Dongguan, with an area of 7km2 approximately, and its design scope covers the Central Park, the Central Dynamic Axis and Xinji River Waterfront Leisure Axis in Dongguan International Business Area, with an area of about 320,000m2. Among them, the Central Park is enclosed by Wei 8th Road in the north, Jing 3rd Road in the west, Wei 10th Road in the south and Dongguan Avenue in the east, covering an area of 220,000m2; the Central Dynamic Axis (also known as the south-north green axis) is about 2km in length and 30m to 60m in width; Xinji River Waterfront Leisure Axis (also known as the blue axis) is about 1.2km in length and 25m to 50m in width and the green axis and blue axis intersect in the Central Park.

Registration Requirements

(1) This is an internationally open consultation and consortiums are accepted. Meanwhile, qualification is not required.

(2) Registration submitted by an individual or a team of individuals is not accepted.

(3) Domestic design firms within the Chinese territory shall be independent legal entities with valid business licenses or other organizational qualifications of PRC. Overseas design firms shall be independent legal entities, which are legally registered in the country where they operate. Legal entities (two or more) with the same legal representative, the parent company, sole subsidiary and holding company are not allowed to participate in the competition separately.

(4) The designer-in-chief shall be a senior designer at the level of director or partner of the company, who must be responsible for key design works of this project and important briefing meetings required by the Organizers, which will include the site visit & Q&A session, interim design presentation and final design review presentation, and the designer-in-chief shall attend the latter two presentations in person.

(5) The design team shall include designers with a professional background in urban planning, landscape, and architectural design (including underground space design), etc., or with corresponding project experience.

WORK RULES

(1) Prequalification: The registration announcement and working rules of the International Consultation will be published to solicit design firms (including consortiums) globally. A prequalification committee will be set up to review the registration documents submitted by applicants, and 4 or 5 firms will be shortlisted to issue the Invitation to Draft the Concept Scheme.

(2) Site visit & Q&A: A site visit will be organized for the invited firms and a Q&A session will be held, which will be subject to the epidemic situation.

(3) Concept review: Experts in areas of urban planning, architecture and landscape, etc., will be invited to constitute the scheme review committee. With full discussion, the scheme review committee will select 3 recommended schemes to the Organizers for final selection, after reading the design brochures, watching multi-media demonstrations and listening to presentation and clarification by principal designers.

(4) Bid finalization: A bid finalization committee will be set up to determine the final ranking of 3 recommended schemes based on the experts’ review comments, and the first prize will be the winning bid.

The design fees of this International Consultation will include the design compensation and bonus totaling RMB Twelve Million Yuan (¥12,000,000.00), whose setting is provisional as follows:

(1) Design Compensation

The design firm with the Invitation to Draft the Concept Scheme can receive the design compensation of RMB One Million Five Hundred Thousand Yuan (¥1,500,000.00) (tax included), provided the submittals meet requirements set in the Design Brief and is evaluated by the scheme review committee as qualified.

(2) Bonus

After the experts’ review and final selection on the submittals, the first-prize winner can receive a bonus of RMB Three Million Seven Hundred Thousand Yuan (¥3,700,000.00) (tax included) (including the design integration fee of RMB Two Million Two Hundred Thousand Yuan [¥2,200,000.00]), and the second-prize winner can receive a bonus of RMB Eight Hundred Thousand Yuan (¥800,000.00) (tax included). The winning firm shall revise, optimize and deepen the design according to the experts’ review comments and the Organizers’ requirements and based on making use of the strengths & highlights of the other schemes, in which, the design of 5 key sections, namely the Central Park, North Section of the Middle Axis, Xinji River Green Belt, the section across Dongguan Avenue, and the section across Sanyuan Road, etc., shall reach the detailing level of scheme design. The Organizers will give priority to the winning firm for the detailed design of the implemented plan. The second-prize winner shall attend the workshops (not exceeding 2 times and no more than 1 day per time; on-site participation) in the design integration and detailing stage, and the designer-in chief shall attend in person.

The commercial documents, including project experience and design team, etc.,   shall be submitted by applicants in the official registration stage. We will notify those design firms in time when the official announcement is released. Whether the registration is successful or not depends on the formal registration.

On September 21, 2017, Guangdong Provincial Committee of the CPC and the People’s Government of Guangdong Province issued ‘Reply to the Adjustment Plan on System of Organization of Shenshan Special Cooperation Zone’ (GPC [2017], No.123)which decided that Shenshan Special Cooperation Zone Party Work Committee and Management Committee were changed to representative offices of Shenzhen Municipal People’s Government and to build Shenshan Special Cooperation Zone (hereinafter referred to as ‘Shenshan Cooperation Zone’) into an economical function district led by Shenzhen according to the ’10+1′ model (10 districts of Shenzhen and Shenshan Cooperation Zone). And on December 16, 2018, the CPC Work Committee and Management Committee of Shenshan Special Cooperation Zone of Shenzhen Municipality was officially established. Since then, Shenshan Cooperation Zone has embarked on a new construction and development era dominated by Shenzhen.

Located on the eastern coast of a city cluster in Guangdong-Hong Kong-Macao Greater Bay Area, Shenshan Cooperation Zone is 60km away from Shenzhen and covers an area of 468.3km2 with a registered population of 76,500, of which built-area is 26km2. By 2035, 135km2 of Shenshan Cooperation Zone will be devoted to the construction area, the population size will reach 1.5 million, and public auxiliary facilities will be equipped to meet the needs of 3 million people. As an important strategic node, through which Guangdong-Hong Kong-Macau Greater Bay Area radiates to town clusters of east Guangdong Province, Shenshan Cooperation Zone has undertaken the significant mission of ‘promoting regional coordination, becoming a cooperation demonstration zone, and insisting on innovation’, and is striving to build itself into the eastern gateway of Guangdong-Hong Kong-Macau Greater Bay Area, a new center of the eastern Guangdong coastal economic belt, an innovation and development zone of Shenzhen, and a new modern, international coastal smart city by adhering to be people-oriented, insisting on ecological priority and green development, and seeking a new and high-level development with international perspectives.

Project Overview

Chishi River is the largest river in Shenshan Cooperation Zone. It runs through Chishi Town, and into the Red Bay by Xiaomo Town. With numerous rivers gathering here, it has a rich biodiversity. Meanwhile, as a flood-prone area, the area along Chishi River suffers from frequent flood disasters. Thus, the future construction of its riverside shall achieve disaster risk reduction and prevention based on the philosophy of resilience and safety, and build itself into an important regional ecological landscape corridor and a continuous exhibition belt with featured urban and rural space, so as to promote the development of ecological civilization in Shenshan Cooperation Zone.

In this context, Shenshan Special Cooperation Zone of Shenzhen Municipality is planning to organize the International Consultation on the Planning and Design of Chishi Riverside and hopes to establish a development framework with international vision and innovative concept, so as to promote its space quality on the basis of ensuring the resilience and safety of the riverfront area.

Work Content

There will be mainly two levels included in this International Consultation:

Overall design level: put forward the overall urban design concept, including the resilience and safety strategy for the areas along the river, ecological landscape strategy, and tourism development strategy, etc.

Detailed design level: select 2-3 key sections to carry out detailed design, including key sections of about 150ha for conceptual landscape design and key sections of 50ha for detailed urban design.

Note: The planning and design scope in the overall design level is about 50km2, in which, the northern ecological suburban section shall extend about 200m outwards from the toe line of the dikes in both sides of the river in combination with the characteristics of each firm’s proposal on the basis of protecting its biodiversity as well as its original natural and ecological environment, while the central urban section shall extend an urban block outwards from the riverfront area in both sides of the river based on the road network determined in the central area’s urban design scheme and combine with the extension of key landscape elements such as important mountains, farmland and tributaries, etc. for parts of its area. The scope of comprehensive consideration can be taken into account when doing the overall design.

Registration Requirements

The International Consultation will be open for registration by design firms or consortiums at home or abroad. Priority will be given to design firms with following similar project experience in last 5 years:

(1)Planning and design experience in international waterfront cities;

(2)Comprehensive research capability and practical design experience of prominent urban areas;

(3)Profound experience in creating public landscape and environment;

(4)Design and control capability on the overall urban space.

Designers involved in the International Consultation should be the current staff of the registered design firm. The chief planner must have experience of directing a number of similar planning and design projects, and must directly participate in the whole process of the International Consultation. The project team should include at least one member who is proficient in the Chinese language to ensure an accurate understanding of the project background and relevant requirements of the International Consultation.

The International Consultation will accept the registration of design firms or consortiums that meet the above requirements. Registration by individuals will not be accepted.

Prizes

After the comprehensive evaluation result of this International Consultation announced, the 6 shortlisted design firms, who have passed prequalification and whose submittals have been evaluated as qualified, can win corresponding fees according to their ranking. The prizes are provisionally set as follows:

1stprize: RMB Five Million Yuan (¥5,000,000) with bonus and design compensation in total;

2nd prize: RMB Two Million Yuan (¥2,000,000) with bonus and design compensation in total;

3rd prize: RMB One Million Five Hundred Thousand Yuan (¥1,500,000) with bonus and design compensation in total.

For the other three design firms that are not ranked top three, each can receive RMB One Million Yuan (¥1,000,000) as design compensation.

The commercial documents and a concept proposal (within 10 pages in A3 size) shall be submitted by applicants in the official registration stage. Architecture Design Competition of Urban Design of Shenzhen North Railway Station Hub Area

1.Project Background

Located in the south of Longhua District, Shenzhen City, Shenzhen North Railway Station Hub Area is next to Meiguan Innovation Industrial Corridor and Banxuegang High-Tech Zone to the east, connects Xili University Town to the west and links with the area of Meilin Caitian and Futian CBD via Tanglang Hill to the south. The Area is the high-speed railway gateway of Shenzhen, an important part of the urban core area of Shenzhen in the future and an important node for promoting Shenzhen-Hong Kong cooperation and enhancing the central axis of the region of Hong Kong, Shenzhen and Dongguan. The Area is both a high-speed railway hub and a central area and comprises one of Shenzhen’s largest high-speed railway hubs at present and in the future. In addition to the Metro Lines 4\5\6 that have been completed or are under construction, Lines 22\27 and Shenzhen–Huizhou Intercity Railway will also be introduced to the Area in the future, furthermore, the high-speed railway passengers from south and north to Guangzhou, Shenzhen, and Hong Kong will further increase in the future, therefore, Shenzhen North Railway Station Hub Area will become a hub new town that promotes the internal and external connection of the city and links with the Guangdong-Hong Kong-Macao Greater Bay Area.

In this international consultation, planning and design agencies shall, based on the important mission of Shenzhen’s building a pilot demonstration area of socialism with Chinese characteristics, with the vision of the Guangdong-Hong Kong-Macao Greater Bay Area, plan and design Shenzhen North Railway Station Hub Area with a high starting point and build it into the pilot area for Shenzhen to connect the Bay Area and integrate with the region and an urban gateway to manifest urban civilization and charm in the future.

2. Scope of International Consultation

The international consultation includes two levels, i.e., urban design scope and detailed design scope.

The urban design scope covers 2.76km2 with limits to Meiguan Expressway in the east, west park of North Railway Station in the west, Minfeng Road – Nanyuan Road – Minkang Road in the south, and Baisong 1st Road – Mintang Road in the north.

The detailed design scope includes at least the East Square of North Railway Station (including the section of the Intercity Station), Station Park in East Square, and the adjacent construction land on the north and south sides of the Station Park, totaling 29ha. Design agencies may supplement the above detailed design scope in combination with their understanding of the Area.

3.Work Content

The international consultation includes urban design scope and detailed design scope:

4. Registration Requirements

1.Invited units

 After the invited candidates submit the invitation application documents as required, the hosts shall set up a professional jury to conduct comprehensive reviews on the invited candidates in accordance with their industry reputation, achievements, awards, and team members to be involved. 3 invited units of the consultation will be selected according to the number of votes through the independent voting of the professional jury.

2.Open application

(1)There are no qualification restrictions for the application of the international consultation, and it is open to all the design institutions with relevant design experience at home and abroad. We encourage design institutions of different specialized fields (including but not limited to urban design, architectural design, transportation, etc.)to form joint groups。 All parties in the joint group may not participate in the international consultation in their own name or as members of other joint groups.

(2) Design institutions (joint groups) with following project experience will be prioritized:

  •  ŸWith rich experience in the urban design of comprehensive transport hub areas;
  •  ŸWith the research and design experience of key urban areas.
  • ŸWith rich experience in traffic planning and design in hub areas;

(3) Application by any individual will not be accepted by the consultation. The project team shall consist of professional personnel from multiple specialties, including urban planning, urban design, architecture design, traffic planning, etc.

(4) All the designers participating in the international consultation shall be the registered personnel of the design institutions (joint groups). The project responsible person of the international consultation must have presided over several similar projects. The project responsible person must directly participate in the whole consultation and design process from the on-site survey to the deliverables report, and carry out consultation Q&A and report deliverables as the direct reporter.

(5) According to the requirements of the bidding documents, openly applied design institutions (joint groups) shall provide prequalification materials. Prequalification materials include application materials and concept proposals. For details of the preparation requirements, please refer to Section 5 of the Consultation Rules.

Consultation Schedule (Tentative):

☆ All times are subject to Beijing time. The hosts reserve the right to adjust the agenda. In case of an agenda adjustment, the hosts will notify design institutions (joint groups) by e-mail.

5. Prizes

The bonus for this consultation all is paid in RMB, and any taxes and dues generated by the bonus shall be paid by design institutions themselves (joint groups).

The hosts shall determine the ranking of the top 3 winning design institutions (joint groups), design institutions (joint groups) that meet the design requirements will get the following awards based on their rankings:

(1)The first prize winner (1) will be given 5,300,000.00 yuan;

(2)The second prize winner (1) will be given 2,000,000.00 yuan respectively;

(3)The third prize winner (1) will be given 1,500,000.00 yuan respectively;

(4)The other 3 shortlisted design institutions (joint groups) will be rewarded with RMB 1,100,000.00.

If design institutions participate in the competition in the name of joint design groups, the hosts will only contact and settle with the leading party of the joint group. If foreign design institutions fail to use their accounts to collect RMB, they may authorize independent legal persons in China to receive the money.

If the jury considers that the deliverables submitted by design institutions (joint groups) do not meet the depth and requirements of this consultation on design, the hosts will not pay the design bonus.
