The Shenzhen Meilinguan Area Urban Design International Consultationis about to be launched. Pre-registration of intent is now open to the world’s excellent design institutions, and the official announcement will be released soon. The International Consultation aims at gathering global wisdom and advanced ideas, so as to collect creative and excellent design schemes for the future development of Shenzhen Meilinguan Area.
Project Overview
On August 26, 1980, Shenzhen Special Economic Zone was established. In June 1982, the Special Zone Management Line was set up. By 2008, there were 16 highway crossing checkpoints along the land of Shenzhen Special Economic Zone Management Line, of which Meilinguan Checkpoint was completed and put into use in 1995. Since New Year’s Day in 2008, all “second-line” checkpoints in Shenzhen had stopped handling border passes on site. On July 1, 2010, with the approval of the State Council, the scope of Shenzhen Special Economic Zone was extended to the whole city, marking the development of Shenzhen into the “Big Special Zone” era. After the demolition of the Merlin Inspection Building in 2015, traffic improvement was carried out, road alignment and traffic organization in the checkpoint area were optimized, pedestrian bridges across the east and west were newly built, and environmental landscapes were improved.
Meilinguan Area is an important area of internal and external integration of the original Special Zone. It is also an important strategic node connecting Futian District and Longhua District. This Area has been incorporated into the core area of Shenzhen City by the city-level land space planning, and the current functions of the Area have been difficult to adapt to the new development needs.
In order to fully realize the strategic value of Meilinguan Area and implement the high-standard construction requirements of the city government, the Bureau of Planning and Natural Resources of Shenzhen Municipality, together with the People’s Government of Longhua District, Shenzhen, launched the Shenzhen Meilinguan Area Urban Design International Consultation, guiding the high-level planning and high-standard construction of the Area with an international perspective, forward-looking thinking and innovative design.
Scope of Consultation
The scope of this international consultation includes three levels, namely the scope of planning research, the scope of urban design and the scope of conceptual architectural design of the hub core area.
The scope of planning research extends to Yinhu Mountain in the east, Yulong Road in the west, Da’naoke Mountain – Yinhu Mountain in the south and Minle Road in the north, with a total area of 3.78km2 and consider the overall relationship with surrounding areas, such as Minle Village, Huanan International Logistics Center and Shenzhen North Railway Station.
The scope of urban design covers the core area of Meilinguan Area, extending to the boundary of Xinghedandi and Fengze Villa in the east, Niuzui Reservoir in the west, Nanping Expressway in the south and Longhua Boulevard – New District Boulevard – Jinlong Road in the north, covering an area of 1.10km2.
The conceptual architectural design scope of the hub core area shall be delineated by the participating institutions according to their respective urban design plans, and the requirements shall be no less than 20 hectares and include an interchange hub with four rail lines.

Work Description
The international consultation includes three parts: planning research, urban design and conceptual design (detailed design) of the building in the hub core area.
Registration Requirements
This international consultation adopts the method of global public registration without qualification requirements.
Any team familiar with China’s national conditions and similar design experience will be given priority about the following aspects:
Have rich experience in urban and architectural design projects in large urban hub areas;
Have research ability and experience of solving complex urban traffic problems;
Have the experience in environmental creation and public space design.
The consortium is allowed to participate in the competition and the number of members of the consortium shall not exceed thre
If a consortium participates in the competition, its members shall not form a consortium with other participating units alone or in other names to participate in the application. Each member of the consortium shall sign the Consortium Agreement with legal effect and clarify the lead unit and the division of work of all parties.
Individuals and individual combinations are not accepted in registration.
Rules
The international consultation is divided into three working stages: “registration and prequalification”, “scheme design” and “achievement review”.
Registration and prequalification stage: The sponsor shall establish a pre-qualification committee according to law, comprehensively consider the company’s creditworthiness, relevant performance of the company, team strength, etc., and select 6 shortlisted units in pre-qualification stage (without ranking) and 2 candidate units (with ranking) to enter the scheme design stage.
Scheme design stage: the six shortlisted institutions complete the scheme design according to the requirements of the international consultation assignment and submit the complete achievements of urban design scheme to the sponsor.
Achievement review stage: the sponsor will conduct scheme review through expert review and other methods, select one winning scheme, two preferred schemes, and the other three shortlisted excellent schemes, and award corresponding amount of bonus respectively.

Competition Name: International Design Competition of Yuexiu Fengxing National Pastoral Complex In Conghua District Guangzhou
Project background
The CPC Central Committee released a package of policies in 2018 charting the roadmap for rural vitalization,featuring thriving businesses, pleasant living environment, social etiquette and civility, effective governance and prosperity. In October of the same year, Guangzhou issued the implementation opinions of the Guangzhou Municipal People’s Government on promoting the rural vitalization Strategy, to clarify the positioning of Guangzhou as a good example and model in rural vitalization of Guangdong province, to walk out a road of rural vitalization with Guangzhou characteristics .In May 2021, the general office of the Ministry of Finance issued the notice on further improving the pilot work of National Pastoral Complex construction, on the basis of National Pastoral Complex construction pilot experience. In 2021, the central government will continue to support qualified regions to carry out the pilot construction of national pastoral complexes.Yuexiu Fengxing National Pastoral Complex In Conghua District Guangzhou is the only pastoral complex project registered by the Ministry of Finance in Guangdong Province in May 2021. The business covers modern agriculture, home accommodation, catering, intangible cultural heritage, culture and tourism, etc. The goal of the project is to realize the integrated development of primary, secondary and tertiary industries, with rural cooperatives as the key, and realize the integration of agriculture, leading agriculture and enriching farmers.
The project is located in Aotou Town, Conghua District, Guangzhou City, Guangdong Province, involving Longtan village, Hengjiang village and Wushi village. The Pajiang river passes through the three villages, adjacent to national highway 106 in the East and Guanglian Expressway in the West.Conghua district is the ecological core area in the north of Guangzhou. It takes the lead in realizing the full coverage of clean and tidy villages and beautiful and livable villages in the whole province, forming a good example of rural vitalization and characteristic towns. Aotou town is a new urbanization demonstration town in Guangdong Province and Guangzhou and a demonstration pilot town in Guangzhou. It is a major agricultural town in Conghua district and one of the five demonstration towns in Guangzhou to create high grain production. It has the development foundation for building a Rural Vitalization demonstration area.
In order to further implement the National Rural Vitalization Strategy, speed up the cultivation of new driving forces for high-quality development of rural economy, and create a National Pastoral Complex, Guangzhou Yuexiu Fengxing Pastoral Complex Co., Ltd. (Guangzhou Yuexiu Fengxing Pastoral Complex Co., Ltd. is a wholly-owned subsidiary of Guangzhou Yuexiu Group Co., Ltd.) launched the international competition for the design scheme of Yuexiu Fengxing National Pastoral complex in Conghua District, Guangzhou (hereinafter referred to as the “competition”), in order to realistically develop the village and build a demonstration area for Rural Vitalization in Guangdong.
Working range and competition content
This competition covers two levels: research area and overall design area, of which the overall design area includes two sub projects. See Annex 1 for details.
Research area:The project involves Wushi village, Hengjiang village, Longtan Village in Aotou Town, covering an area of 21.27 square kilometers. The competition content covers the overall positioning, cluster structure and regional traffic road system optimization and so on.
Overall design area
Sub project 1 is Rural architecture and landscape design:The total area is about 19.9 hectares, which is divided into three areas: Wushi Village area, Ge Village area and Xujia courtyard area, with a planning area of about 10.4 hectares, 5.8 hectares and 3.7 hectares respectively. The rural architecture and landscape design scheme should focus on the rural activation under the integration of primary, secondary and tertiary industries in the area, and put forward design strategies. The design content includes the transformation and utilization aimed at activating the operation, such as the transformation of rural Courier station, home accommodation, facade upgrading, public space upgrading, farmland and woodland activation, etc. No less than 3 key node concept designs are proposed in each area.
Sub project 2 is cultural tourism project design:the project is located in Qinglong base, Hengjiang village, Aotou town. The design area includes Huamei pasture and surrounding villages. The planned area is about 295.3 hectares, of which the core area design scope is about 106.7 hectares.The main design content needs to fully combine the operation concept and mode of the pastoral complex, build brand IP around cow IP, and innovate the design of buildings and landscapes with industrial and rural local characteristics.Through the creation of a serious of unique rural life scenes and the shaping of landmark buildings, the project creates a unique pastoral complex to achieve four new highlights of “Industrial Innovation, Environmental Renewal, Cultural Renewal and Institutional Innovation”.
Registration Method
Registration Qualification Required
The design organization applicants from domestic shall have the independent legal person qualification, and provide business license , not being ordered to close or being repealed. The design organization applicants from overseas must be a legally registered design institution in the place where it is located, and provide a valid registration certificate. If the person in charge of the company is the same person or different companies with holding or management relationship, it’s forbidden to sign up for the competition project at the same time. (Note: LOCATION refers to the main place where companies, enterprises or commercial institutions are registered to operate business or set up offices according to law)
Domestic applicant must have one of the following valid qualifications: (1)Construction Industry Engineering Design Qualification Class-A (2) Construction Industry (Construction Engineering) Professional Design Qualification Class-A (3)Engineering Design Integrated Qualification Class-A (4)Urban and Rural Planning Qualification Class-A (5) Landscape Professional Engineering Design Qualification Class-A (6)Tourism Planning and Design Qualification Class-A. Copies of relevant documents hould be provided with official seals.
Personal registration is not accepted in this competition(including all members of the consortium).
The design organization applicant (either party of the consortium)shall have the relevant planning (or design) achievements of Rural Vitalization or ecological town or characteristic town or cultural tourism or artistic installation from January 1, 2017 to the deadline of registration (The copy of contract and other supporting documents shall be provided. For the past performance undertaken by a consortium, relevant materials shall be provided to prove that the working contents undertaken by the company in the project meets the requirements of this item. The performance calculation time shall be subject to the contract signing time).
The General Project Leader/Chief designer must directly participate in the whole process of design activity,and personally attend the competition site to report the plan at least 2 times.The design organization applicant shall ensure the General Project Leader/Chief designer and main designers always participate in design that shall not be replaced midway.
In order to ensure that the project designers have an accurate understanding of the Chinese background and relevant requirements, the overseas design organization must have at least one person familiar with Chinese.
The application by the consortium is accepted in the competition. The number of organizations constituting the consortium shall not exceed 2. The consortium shall submit the Agreement of Consortium Participating in the Competition as required (each member of the consortium shall affix the official seal of the corresponding entity; if the overseas design organization has no seal, it can be signed by its legal representative or legal authorized representative).

Registration Time
Based on Beijing time, 9:00-12:00 am and 14:00-17:00 PM from July 28 to August 16, 2022 ( Don’t accept the submission of materials on legal holidays).
Registration Method
The design organizations intending to participate in the competition MUST upload the completed application registration form and attachments (refer to Annex 2 for details) affixed with official seal to E-mail box:yuexiucomplex@163.com within the specified time.
It is allowed design organizations intending to participate in the competition to apply for two sub projects at the same time, but which cannot be recommended as the participating design organization and candidates of the two sub projects at the same time. That is to say, sub project 1 will be selected first. If it has been recommended as a participating design organization in sub project 1, it will no longer participate in the selection of sub project 2.Before the selection of sub project 2, the participating design organization that have been recommended as sub project 1 shall be eliminated first, and then the participating design institutions and candidates shall be recommended in turn according to the selection rules. If the candidate of sub project 1 is selected as the participating design organization of sub peoject 2, the candidate of sub project 1 will be postponed according to the ranking after excluding the organization. If the candidate of sub project 2 is the candidate of sub project 1, the candidate of sub project 2 will also be postponed in the above-mentioned manner.
Competition Registration Documents
The design organizations intending to participate in the competition MUST send or post the completed competition application document (refer to Annex 3 and Annex 4 for details) in written form to the competition co-organizer before 17:00, Aug.16, 2022. If the design organization submits the documents by mail, the submission time shall be subject to the time when the competition co-organizer signs and receives the registration documents.

For different sub projects,the design organization applicant must prepare a complete application document and bind it into a volume. It can be bound in separate volumes when the content is overmuch. The cover of the registration documents bound independently shall be affixed with the official seal of the design organization applicant, and the registration documents shall be affixed with the official seal of the design organization applicant in the slit and on each page. If the overseas design institution has no official seal, it can be signed by its legal representative or legal authorized representative .The representative of the design organization applicant can be the legal representative or its authorized representative. The registration document signed by the authorized representative shall be accompanied by a valid power of attorney signed by the legal representative.
The design organizations must bear all the consequences caused by any mistake or omission in the application documents.
The registration documents are should be in quadruplicate (1 original and 3 copies, which must be marked with the words “original” and “copy” on the cover of the registration documents), and one electronic copy of the registration documents (including one document in WORD format and original paper document color scanned in PDF format ,which shall be stored in USB flash drive, without encrypted and virus). If the original is inconsistent with the copy, the original shall prevail.
The registration document shall be duly signed by a legally authorized representative of the design organization applicant and any changes, if any, shall be signed by the original signatory.
All registration documents should be delivered to the competition co-organizer before the deadline. Overdue documents will not be accepted. The co-organizer will not be responsible for the damage or loss of the registration documents caused by force majeure.
All application documents must be sealed in a sealed envelope or package with the official seal of the design organization applicant affixed to the seal. (1) the original (with official seal on the original), (2) the copy, (3) the application registration form and (4) the electronic version of the application document should be sealed separately and marked,the above contents shall be written on the cover of each envelope or package(see the selection document for details).
The written registration materials made in accordance with the registration requirements in (I) of the competition registration methods in this announcement VI must be delivered to the site or by post before the registration deadline. The written registration materials delivered before the deadline (subject to the mail signing record or the on-site signing form record) will be deemed as successful registration.
Competition method
Selection of design organization
This competition adopts the method of public registration. By publishing the competition announcement on the website, it openly accepts public design organization applications from domestic and overseas..Through selection and ranking by experts,the top three design organizations in each sub project are selected as the participating organizations, and the fourth is the candidate . If there are less than 6 design organizations that meet the requirements of competition qualification, the competition sponsor may decide to extend the registration time or reorganize the registration according to the project situation. If any design organizations give up the shortlisted qualification for some reason after the shortlisted institutions confirmed and before the release of the competition documents, their competition shall be replaced in turn among the alternate design organizations until 3 are supplemented.. The competition co-organizer will send a formal invitation to the shortlisted design organizations, and the competition schemes submitted by other design organizations that have not been formally invited will not be accepted.
The selection results of the competition design organizations will be announced in mid-late August 2022.
Release of competition technical documents
The official competition technical document release meeting of the project is tentatively scheduled to be held in mid-late August 2022., and the site survey and Q &; A will be organized at the same time. The specific place and time in the invitation letter shall prevail.
Submission time of achievements
The deadline for submission of results is tentatively set for early October 2022. All design organizations must submit the final competition outcome documents to the designated place before the deadline, subject to the actual signing time.The design cycle is about 45 calendar days.
Results review method
The evaluation of the competition results includes two stages:the validity review and the scheme evaluation. The review committee of technical will first review the validity of all achievement schemes to determine the validity of achievement schemes. Results programmes that fail to pass the validity review shall not enter the scheme review.
The evaluation committee of scheme will evaluate the valid achievement scheme which pass the validity review, and select a winning scheme for each sub project by voting on the basis of careful study of the competition technical documents and full discussion and comparison.
The competition evaluation results of this project will be tentatively announced within 5 working days after the competition results evaluation meeting.
Competition expense arrangement
Competition cost compensation and bonus
If the design result is confirmed to be valid by experts,in each sub project,the third ranked design organization will receive cost compensation of seven hundred thousand RMB (¥ 700000.00), the second ranked design organization will receive cost compensation of eight hundred thousand RMB (¥ 800000.00), and the first ranked design organization will receive cost compensation of nine hundred thousand RMB (¥900000.00). The result that fails to pass the validity review will not receive cost compensation. If the scheme is evaluated by experts and finally confirmed by the organizer, the design organizations of the scheme can obtain another deepening design fee of one million RMB (¥ 1000000.00) on the basis of cost compensation.
Note: The participating unit of the consortium is regarded as a design organization.
Payment method
The competition cost compensation fee and the deepening design fee are paid in RMB, the expenses shall be settled with design organization by the institution, and any taxes incurred are borne by the design organization. If the competition design organization is a consortium, it shall form a written agreement on the proportion of the consortium’s expenses within 28 days from the date of the press conference of the competition technical documents and submit it to the competition co-organizer. Those who fail to submit within the time limit will only settle all the expenses of the consortium with the main part of the consortium.
The cost compensation and deepening design fees obtained shall be paid to all signing up for the competitions in China in RMB. If the overseas design organization cannot use its own account to collect RMB, it can authorize the domestic legal independent legal person to collect the money, and the relevant handling fees, taxes and other fees shall be borne by the design organization.
Note:
The design organization whose competition design results are evaluated as invalid by the evaluation committee will not be compensated for the competition cost.
The cost compensation fee of this competition includes all expenses incurred by the design organization during this competition (including but not limited to design expenses, achievement production expenses, design research expenses, travel expenses incurred in cooperating with the holding of relevant project communication meetings, design copyright fees, relevant taxes, etc.), and no other expenses will be paid.
Others
The competition shall be governed by the laws of the people’s Republic of China, and the competition work and all documents shall be governed by Chinese laws. In case of any dispute, if the negotiation fails, it shall be submitted to China Guangzhou International Arbitration Center for arbitration. The arbitration shall be final and binding on both parties.
In case of any discrepancy between this competition announcement and the officially released competition technical document, the officially released competition technical document shall prevail.
In case of any inconsistency between the English version and the Chinese version of the registration announcement of this competition, the Chinese version of the announcement shall prevail.
All application materials will not be returned.
The above contents or requirements are applicable to all sub projects unless otherwise specified.
If there is no special explanation for all the requirements of “company seal” in this project, the overseas design institution shall be signed by its legal representative or legal authorized representative. If the registered design organization is a consortium, the main party of the consortium shall affix the company seal in addition to the consortium entry agreement.
If the materials provided by overseas units are in foreign languages, Chinese materials notarized by qualified translation institutions or notary offices shall be provided.
The agency service fee is charged separately by sub projects. The participating design institutions that obtain the winning scheme will be charged at 3% of the sum of cost compensation fee and deepening design fee. The participating design institutions that obtain cost compensation fee will be paid at 3% of cost compensation fee, and the above payment procedures will be handled in RMB.

International Competition for Conceptual Planning and Urban Design of Jiangxi Xinfeng High-Speed Rail New Town will be launched soon.
Xinfeng is the largest county with the most population in the area adjacent to Guangdong-Hong Kong-Macao Greater Bay Area (hereinafter the Greater Bay Area) in Jiangxi Province. It’s known as the merging area among the three provinces of Jiangxi, Guangdong and Fujian. Now it acts as the frontier communicating with the Greater Bay Area, an important junction node of Jiangxi and Guangdong the Grande Canale (planned), occupying an important strategic position.
The opening of Ganzhou-Shenzhen High-Speed Railway in 2021 brings an enormous historical opportunity for Xinfeng County. Ganzhou-Shenzhen High-Speed Railway is an artery that connects the North and the South, the opening of Ganzhou-Shenzhen High-Speed Railway is of great significance to promote the deep integration of the Greater Bay Area, extend the radiation-driven function of Pearl River Delta region, and implement the national strategy of “The Rise of Central China”.
In order to fully integrate into the Greater Bay Area as well as play the role of an integration forerunner, the 15th Congress of the Communist Party of China of Xinfeng County proposed that Xinfeng should integrate into the south and communicate with the north, and make good use of the enormous historical opportunity of the opening of the Ganzhou-Shenzhen High-Speed Railway. The green hills and clear rivers including Gushan Mountain and Taojiang River should be relied on. Advantages of Xinfeng should be fully taken, including its proximity to the Greater Bay Area, its large population and territory, strong developing energy and good industrial base. Take the demonstration area of industry-city integration in the Greater Bay Area as a development goal, and create a new engine to integrate with the Greater Bay Area as well as an innovative highland:With the planning combining with the superior ecological environment of Gushan Mountain and Taojiang River, the city will improve the industrial structure, public services and commercial facilities and develop modern business, headquarters economy, talent cultivation, creative entrepreneurship and ecological tourism. Combined with the planning of the Greater Bay Area, it will construct a high-tech innovation zone, an area gathering high-end elements, a waterfront ecological zone with “one river and two banks”, and a leisure and recreation zone in Gushan Mountain to create a preferred place for industrial transfer from the Greater Bay Area.
Construct a landscape belt with the characteristic of “one river and two banks” as well as a beautiful and ecological city with mountains and rivers:Promote the comprehensive development of tourism and explore the landscape and cultural resources on both sides of Taojiang River. Taking Taojiang River as the central axis, designers need to create a landscape belt with the characteristic of “a river and two banks” and finally form a tourism axis. Project overview
Xinfeng is known as “the Hometown of Navel Oranges in China”, with a beautiful natural ecological environment and the superior ecological structure of “three mountains and two rivers surrounding the city”. The 8-km-long ecological shoreline along Taojiang River is an important ecological showcase area of the city. High-Speed Rail New Town is located in the south of Xinfeng County, which will be an important area for the future development of the main urban area of Xinfeng.
Conceptual Planning Scope: The total area is about 2064.08 hectares. The area is enclosed by Nation Highway 105 (East) in the east, Daqing-Guangzhou Expressway in the west, Nation Highway 105 (South) in the south and Gushan Mountain Area in the north.
Urban Design Scope: The total area is about 1095.86 hectares (including 117.55-hectare water body area of Taojiang River). Urban Design Scope includes the ecological shoreline of about 8 km on both sides of Taojiang River, the reservoir area within Gushan Mountain Area, the area north of Taojiang River enclosed by Ganzhou-Shenzhen High-Speed Railway, Xinxiong Avenue, Yingbin Avenue and Yanjiang Avenue and the area within about 0.5 km from the southern bank of Taojiang River.

The project site includes Taojiang River and its ecological shoreline on both sides, the area north of Taojiang River, the area south of Taojiang River and Gushan Mountain area. The spatial structure and infrastructure of the site need to be improved. The ecological wetland on the northern bank of Taojiang River has been completed. A number of important landmarks, transportation buildings and cultural buildings have been put into use in the area north of Taojiang River, but there is still a large area in need of planning and construction. The area south of Taojiang River is currently undeveloped and remains as a long-term development site. Currently the area south of Taojiang River is dominated by a large amount of farmland, private houses and national public welfare forests.

Competition rules
The competition adopts the method of open solicitation, divided into three phases: Open Application Phase, Schematic Design Competition Phase and Final Presentation Phase. (During Schematic Design Phase, the co-organizers will organize a mid-term presentation, in the form of online presentation. The shortlisted teams need to submit their design proposals and make a mid-term presentation to the host.)
Open Application Phase
Each applicant should submit only 1 concept proposal. Pre-qualification Review Committee shall review application materials submitted by the participating teams including the concept proposal, experience of the chief designer and the team (Open Review), and comprehensively determine 6 shortlisted proposals without ranking to enter the next phase by voting. 2 alternative proposals with ranking will also be determined.
Design Competition Phase
The shortlisted teams submit complete conceptual design according to relevant requirements. Only 1 design for each team (consortium) shall be submitted. Scheme Review Committee shall evaluate the design schemes (Open Review), and fully listen to opinions of the host, then determine 3 ranked winning proposals and 3 unranked Excellence Awards by voting. (Before the scheme review meeting, a mid-term presentation will be organized in the form of online presentations, in which the shortlisted teams will submit their design proposals and make a mid-term presentation to the host.)
Final Presentation Phase
The top 3 of the shortlisted teams will enter Final Presentation Phase. The host shall choose one of the teams to be responsible for follow-up work to optimize the planning and design scheme.
The competition results will be announced on project homepage and other platforms after confirmation by the host, for 3 working days.
Application requirements
Applicants must be domestic or overseas legally registered companies or organizations. Two or more legal persons, parent companies, wholly-owned subsidiaries and their holding companies with the same legal representative shall be regarded as the same applicant and shall not apply for the competition at the same time.
There is no qualification requirement. Design teams composed of professionals in urban planning and design, landscape design, architectural design, positioning strategyare encouraged.
Consortium is accepted, withno more than 3 members (1 leading member+ 2 members). Consortium members shall sign the Consortium Agreement legally and specify the leading member and work distribution. Each member in the consortium shall not apply for the competition alone or participate in another consortium in other names with other enterprises or institutions.
Foreign enterprises or institutions that do not have branches or staff in China must form a consortium with domestic design institutions to participate in the international competition.
Individual or team of individuals are not accepted.
Designers participating in this international competition should be the registered staff of the application company. The chief designer should be a designer who has led several projects of the same type and must be truly responsible for the project. The chief designer should participate in the whole process of this international competition including but not limited to the site visit, Q&A sessions and scheme reporting (including video conference). If it is found that the chief designer does not match with the person submitted in the application materials during the international competition, the host has the right to cancel the qualification. In order to ensure that the designers have an accurate understanding of the background and relevant requirements of this international competition, at least one of the main designers should be a native Chinese speaker.
Competition bonus
For each shortlisted applicant, if the deliverables are determined by the Scheme Review Committee as meeting the design requirements of the competition, the host will pay the corresponding bonus (tax inclusive) according to the ranking results determined by the Scheme Review Committee as follows:
1 Winner, award of RMB 3,600,000 (tax inclusive) (about US$534,900), including 300,000 (about US$44,500) for the service fee which shall be paid by the winner to the co-organizer (tax inclusive)
1 Second Prize, award of RMB 2,300,000 (tax inclusive) (about US$341,700).
1 Third Prize, award of RMB 1,800,000 (tax inclusive) (about US$267,400).
3 Excellence Awards, each award of RMB 1,300,000 (tax inclusive) (about US$193,100).

Project Background
This project is located at the estuary of the Pearl River in China, at the tip of Lingshan Island, Mingzhu Bay, Nansha New Area, Guangzhou City, Guangdong Province, China. Nansha New Area, with a total area of 803 km2, is located in the Greater Bay Area, the geographical geometric center of Guangdong Hong Kong Macao Bay area, one of the four bay areas in the world. It has unique geographical advantages, within a radius of 100 kilometers, it gathers all the 11 cities and 5 international airports in Greater Bay Area, 38 and 41 nautical miles away from Hong Kong and Macao respectively. Nansha New Area carries a historical mission of comprehensively deepening reform, expanding opening-up and innovatively developing the “experimental field” of the country, and has the strategic advantages of the “three-zone and one-center” (National New Area, Pilot Free Trade Zone, Guangdong-Hong Kong-Macao Comprehensive Cooperation Demonstration Zone and Guangzhou Sub-Center carrying the function of gateway hub). On May 7, 2021, Guangdong Province issued the construction plan of Guangzhou Innovation Cooperation Zone of Guangdong-Hong Kong-Macao Dawan International Science and Technology Innovation Center, in which it clarified that Nansha Science City will be based on the construction of Centennial Science City, focus on the fields of marine, energy, aerospace, information, etc., lay out the construction of the major scientific and technological infrastructure clusters, cutting-edge cross research platforms and high-level scientific research institutions, gather the high-level scientific and technological talents, and build it into a “Silicon Valley” in the Guangdong-Hong Kong-Macao Greater Bay Area.

On September 22, 2021, Guangdong Province issued the 14th five-year plan for scientific and technological innovation in Guangdong Province, emphasizing the promotion of the construction of the pioneering zone of the Comprehensive National Science Center in the Greater Bay Area and the Pearl Science Park of the Chinese Academy of Sciences and the creation of highly concentrated cluster of major scientific and technological infrastructure and a highland of advanced scientific research and technological innovation with global influence. supporting the Nansha Science City to focus on key frontier scientific fields such as information, life, ocean, etc., and creating an important carrier of the frontier basic research and high-tech innovation in Guangdong-Hong Kong-Macao Greater Bay Area; and accelerating the promotion of construction of the International Talent Special Zone in Guangzhou Nansha New Area; holding the Greater Bay Area Science Forum, continuously enhancing its influence, and attracting global high-end innovation resources to converge.
On December 3, 2021, the Information Office of Guangdong Provincial People’s Government held a press conference of the Greater Bay Area Science Forum in 2021 in Guangzhou, officially announcing that the permanent site of the Greater Bay Area Science Forum will be located in Nansha.
The Greater Bay Area Science Forum is committed to building a grand gathering of global scientists integrating scientific exchange and discussion, scientific achievement display, scientific consensus promotion and innovative mechanism, and a high-end platform for “discussing and sharing global scientific development and promoting exchanges and cooperation”. The convening of the forum will help bring together global top scientist resources and extensive contact with core scientific institutions, promote my country’s better integration into the international innovation network, and deeply participate in global innovation governance. Based on the Greater Bay Area, the forum will carry out related work in eight aspects of holding high-level scientific conferences, building high-level think tanks, promoting international exchanges and cooperative research, assisting in the introduction of international top high-tech talents and projects, providing scientific services, building the brand of the forum, establishing scientific research funds and establishing Greater Bay Area Science Awards.
From December 11 to 13, 2021, the Greater Bay Area Science Forum in 2021 was successfully held. At the opening ceremony of the forum, a launching ceremony of the “Greater Bay Area Science Forum Permanent Site Design Competition” was held, hoping to collect the most creative design scheme with world vision through international competitions and make the permanent site a landmark building in Greater Bay Area.

The organizer of this competition is the Management Committee of Guangzhou Nansha Development Zone, and the organizer is the Mingzhu Bay Development and Construction Administration of Guangzhou Nansha New Area.
Contents of the Competition:

1. Location of the Project:
The permanent site of the Greater Bay Area Science Forum is located in the Mingzhu Bay District, the main functional area of Nansha Science City. The Mingzhu Bay District has geographical advantages and resource endowments of “five watersheds, three rivers and six banks, connected mountains and rivers and the gate of the South China Sea”, and will benchmark international and domestic advanced cities to create a “smart city in Lingnan and a window of charm in the South China Sea”.
This project is located at the top of Lingshan island in the Mingzhu Bay District, in the vision center of the Zhujiang River estuary into the central urban area, with an excellent geographical environment. This project faces the Huigu West Cultural Island across the river through Jiaomen Waterway, and echoes Hengli International Financial Island and P Mingzhu Science Park across the Upper Hengli Waterway in the south. Several outer river waterways converge here, and the water surface is wide and unobstructed. It will become the vane of the world’s cutting-edge technology and a demonstration site for Nansha’s international image.

2. Land Use Overview:
The land area within the design scope of this competition is 9.51 hectares, and the research area is 26.7 hectares. Therein, the length of the north side of the research area is about 859 meters, the length of the south side 832 meters, the length of the west side 499 meters, and the length of the east side 143 meters. The research scope includes one long-term reserved development land (with an area of 3.04 hectares), one original planned bus terminal, island embankment and other green spaces; therein, some of the roundabout embankments have been finished.
The land within the design scope of this competition extends to the planned property line in the west and is adjacent to the Yuexiu international financial center project, coincides with the flood control line in the East, the land extends to the flood control line in the east and coincides with it, and the north and south borders coincide with the property line of road, reference line for the outer river and management scope line. The scope includes the control scope of rail transit Line 31, the original planned 15 m urban road and the built 30 m urban road (including North Jiangling Road and South Jiangling Road).

3. Project Function Positioning:
The first is to provide first-class conference venues and supporting facilities for the Greater Bay Area Science Forum and various scientific exchange activities, and to create a “cooperation hub” for world-oriented scientific and technological exchanges.
The second is to provide modern office space and a first-class innovation environment for scientific research, innovation and entrepreneurship, and create a world-class scientific organization “gathering space”.
The third is to create a space for popular science experience for the public and become an “interactive center” for popular science experience that serves the Bay Area.
The fourth is to build a space for the display and transformation of cutting-edge scientific and technological achievements, and create a “preferred platform” for innovation and entrepreneurship for integrated development.
4. Construction content and scale:

Construction scale: the total construction volume within the design scope of this competition (volume area of the building) is about 100,000-140,000 m2.

Competition Registration
Registration Scope:
For this project, the competition development method shall be designed with reference to the architectural scheme design competition of similar public building projects in Guangzhou province, and the registration mode of global open solicitation shall be adopted. The competition announcement will be published in the above media, and the registrations from the domestic and foreign design organizations in China are acceptable.
Registration Conditions:
This international competition adopts the registration mode of global open solicitation, and there are no qualification requirements. The domestic and foreign design organizations shall provide the following application materials to apply for the competition. The design organization interested in participating in the competition must submit the qualification selection registration documents (for the details of the contents, see Appendixes 1 and 2; for the format, refer to the “Format of the Qualification Selection Registration Document” in Appendix 1) in written form (bound into a volume with A4 paper in eight copies) to the specified receiving address, and submit the electronic documents to the specified mailbox in by mail (mailbox address: gjjingsai@163.com ), and the qualification selection registration documents received overdue will not be accepted. Qualification Selection
In this competition, the qualification selection and evaluation expert group will select the registered design organizations, and select the best 9 design organizations for formal competition. For the details of the specific qualification selection and evaluation rules, see Appendix 2. If there are no more than 9 participating organizations, all the participating organizations are allowed to participate officially. If there are more than 9 registration organizations, 9 formal participating organizations will be selected.
Submission of Competition Deposit
The official participating organization must submit the competition deposit of 50,000 yuan within 5 working days after the announcement of the list of official participators. For details, see the notice of qualification selection results.
The participation deposit of the original amount (RMB 50,000) (without interest) will be returned within 15 days after the evaluation of the original design scheme. For the formal participating organization which has paid the participation deposit but fails to submit the competition design results as required, the participation deposit will not be refunded.
If the participating organization that fails to submit the participation deposit as required will be deemed to give up the competition qualification automatically.
Formal Competition
During the evaluation of competition results, the expert review committee shall select 3 recommended schemes and 3 alternative schemes (no ranking) from 9 formal competition schemes.
The formal design period is about 44 days. For the specific time, document preparation requirements and specific evaluation methods for the competition results, the requirements in the finally-issued technical documents shall prevail.
Finally, the decision-making organization selects one optimum scheme from the recommended and alternative schemes, and the optimum scheme will give priority to the scheme design right of the project.
The competition design results include the design text (including design description and drawings), display drawing board, three-dimensional electronic model, multimedia presentation document (including Chinese subtitles), and design solid model. The electronic document shall be provided except for the design solid model (for the requirements for preparation of outcome documents, the requirements in the finally-issued technical documents shall prevail.)
Relevant Fees and Payment Methods
In this competition, the top three scheme design organizations will be given design copyright and compensation of RMB 1.5 million yuan (tax included) (about US$237,400); the 4th~6th alternative design organizations will be given design copyright and compensation of RMB 700,000 yuan (tax included) (about US$100,780); the 7th~9th alternative design organizations will be given design copyright and compensation of RMB 300,000 yuan (tax included) (about US$47,478). If an overseas design organization is required to sign a contract due to the acquisition of scheme design right or design copyright and compensation fee, the overseas design organization shall entrust a domestic organization with a RMB account in China to collect. The participating organization shall fully consider the participation cost, and pay taxes in accordance with the relevant national tax laws. The organizer will not bear any expenses incurred in obtaining compensation.
Other Requirements and Instructions
The time mentioned in the announcement of this scheme competition is Beijing time.
The organizations participating in this competition are deemed to have accepted all the provisions in this document.
All the materials provided by the participating organizations in accordance with the above provisions shall be in Chinese. The materials in foreign languages of the competition results must have a contrastive Chinese Translation. When there is a discrepancy between the Chinese and the foreign language of the same content, the Chinese version shall prevail.
The authorship rights of the works participating in this design competition belong to the participating party, and the copyright belongs to the competition organizers. The competition organizer has the right to publicly display the results of the competition, and introduce, display, evaluate and use the results of the competition through the media or other forms.
All the materials submitted by the participating organization will not be returned, including but not limited to registration information, achievements, works, models, etc.
The competition scheme shall be created originally by the participating organization. If the results involve the intellectual property rights of a third party, the participating organization must bear all the responsibilities and consequences arising therefrom.
If losses are caused to the competition organizer or third party due to the infringement of the participating organization to the intellectual property rights of others, the participating organization must bear the full legal liability (including compensation for losses, etc.).
If losses are caused to the third party due to the use of the achievements submitted when the competition organizer does not know that the participating organization infringes the intellectual property rights of others, the participating organization shall bear the full legal liability (including compensation for losses, etc.).
The documents and materials obtained by the participating organization from the competition organizer or the competition organization agency shall be kept properly, which shall not be disclosed or used for any purpose other than this solicitation activity. The participating organization must bear the legal liability arising from the leakage of documents and materials (including compensation for losses, etc.).
The laws applicable to this competition and all the related activities are the laws of the People’s Republic of China.
Plagiarism or plagiarism in any form is not allowed in this competition. All the responsibilities caused must be borne by the fault party, and the competition organizer shall not bear any legal liability.
In case of any discrepancy between the announcement of this competition and the Technical Documents for Competition officially released, the Technical Documents for Competition shall prevail, and the competition organizer has the final interpretation right of this announcement.
Before the formal competition, in case of policy change or other force majeure, the organizer has the right to terminate the competition, and the final interpretation right belongs to the organizer of the competition.
Unless otherwise specified and explained, in this announcement and its annexes, the term “participating organization” also refers to all the parties of the consortium.
In case of any discrepancy between the English edition and the Chinese edition of the registration announcement of this design competition, the registration announcement in Chinese shall prevail.
The participating organization must ensure that it has the capability and conditions of scheme design.
Source of funds: the competition organization expenses are financial funds of the government.

The International Competition on Urban Design of Longhua International Business District on Renmin Road in Longhua District of Shenzhen is to be launched soon. The project is now open to design teams from all over the world for an early sign-up and registration of intent.
One. Overview
The present international competition aims at drawing on collective wisdom and absorbing all useful ideas from both domestic and international excellent designing institutions for prospective, creative and operable urban designs. With Shenzhen’s mission of building a demonstrative pilot zone of socialism with Chinese characteristics as the foundation as well as the Guangdong-Hong Kong-Macao Greater Bay Area as the vision, it is expected that the construction of an international city of consumption center should be planned from a high point, so that Longhua International Business District can be built to become “the first choice of consumers in Guangdong-Hong Kong-Macao Bay Area” with diversified urban functions that are integrated with commercial services, innovative creation, scientific and technological services, and life of good quality.
Two. Location
The Longhua International Business District is one of the six key- areas in Longhua District. It is located in the core part and central development axis of Shenzhen City, stretching itself into three subdistricts of Longhua, Minzhi and Dalang whilst being adjacent to the Shenzhen North Station International Business Zone in the south. Longhua Foxconn and Banxuegang Technology City are located in the northeastern direction and Yangtaishan Forest Park is located in the west. Bao’an International Airport is just one-hour drive away, and Shenzhen North Railway Station is within 10 minutes’ drive and Futian Central is just 30 minutes away. Therefore, the traffic both outbound and inbound is of great convenience.
The Longhua International Business District is the core section to improve the comprehensive service capabilities of the central development axis. On one aspect, the District has the function of perfecting Longhua’s own implementing system whilst enhancing the quality of life there. On the other aspect, with the North Railway Station Hub as the base, the exposure range of the business is expanded in the District which provides Longhua with a space of commercial complex that is widely-open, handy, ecological, and vibrant.

Work Content
Three. The Work Contents for the Present Competition
The present international competition consists of two levels, namely the scope of urban design and the scope of conceptual architecture design . The former covers an occupation of approximately 325 hectares, including the range of Donghuan First Road, Longhua Avenue, Industry Road, Longsheng Road and Park Road (refer to the white scope line on map below). Among those, there are three key projects for conceptual architecture designs, namely the project of Longhua Business Center, the project of Longhua Third Industrial Zone as well as the intended shanty-area renovation project of the Core Zone.
The present international competition aims at recruiting creative plans for sectional major landmark building complex with business and office functions under the general framework of the urban design of the Renmin Road Business Center. It is required that the participating entities should make a proposal of the orientation of the industries and functions for future development, based upon the comprehensive analyses of the sectional development whilst pushing forward the concept of urban design and performing the work of design in terms of functional layout, traffic, public space, key architecture formats etc.

1.The Phase of Urban Design
In accordance with the structural framework of Longhua International Business District, composition of functions as well as future-oriented spatial structure concepts and measures are required to be proposed. For the completion of the comprehensive conceptual urban design, focus shall be placed upon the design administration and control, the aboveground and underground space shaping and traffic organization of the four important axis lines of “the two- horizontal and the two -longitudinal” (namely Longhua Renmin Road, Longhua Heping Road, Industrial Road and Jinglong Construction Road), as well as the relationship between the District and different public open spaces, like the Guanlan River, etc.

2.The Phase of Conceptual Architecture Design
The project implementation shall be on key focus. With the requirements raised by the host combined, the local policies and standards as well as the operability and economic costs of the project construction shall be taken into sufficient consideration. In the meanwhile, the plans for the three key projects (with a site occupation of about 75 hectares and a total floorage of about 3.66 million m2), namely of the Longhua Business Center, Longhua Third Industrial Zone and the intended shanty-area renovation project of the Core Zone, are requested to reach the depth of conceptual architecture design, and be operable.

Registration Requirements
Four. Eligibility Requirements
The applicants shall be either enterprises with an independent legal person or institutions registered either in China or abroad. Foreign companies shall submit entries jointly with domestic enterprises with an independent legal person. No qualifications are required for the present competition.
Consortium shall be accepted for the participation with no limitation in member numbers. No consortium members shall have the right to participate in the competition again alone or with another consortium by another name. The consortium members shall be requested to sign a Consortium Agreement with force of law whilst specifying the leading entity and individual labor division.
No individual participant or individually-combined group will be accepted for the sign-up.
It is encouraged that the design team shall consist of professionals from multiple fields, including urban planning and design, architecture and landscape design, transportation consultation and industrial planning etc.
The participating designers for the present international competition shall be the registered personnel of the participating institution. The designer-in-chief shall have the skill of presiding over several projects of the same category as well as past relevant experience for at least 5 years. In addition, the designer-in-chief shall be directly involved with the whole designing process, including the site survey, reviewing and Q&A as well as the final presentation. It is required that at least one of the participating designers shall have the knowledge of the Chinese language, so the designers shall be ensured to have an accurate understanding of the regional background of China and relevant requirements.
Design institutions (or consortium) with following project experience shall be given the prioritized consideration for further qualification : Practical and successful experience of key projects of urban design domestically or internationally.; Experience of business center planning and architecture design. Rich experience in urban design of comprehensive transportation hub areas.

Five. Competition Modes
The mode of “open entry submission + invitation” is adopted for the present international competition, which consists of three phases, namely the pre-qualification , the urban design and conceptual architecture design, as well as the integration and further development of the accomplishments.
The Phase of Pre-qualification: The host shall send out letters of invitation to the invited entities and select three shortlisted teams. The other three shortlisted teams shall be well selected from the design entities (or consortium) registered through public entries. In the meanwhile, there shall be two alternative teams based on the order.
The Phase of Urban Design and Conceptual Architecture Design: After six design institutions (or consortium) submit valid documents of accomplishments, the host shall establish a judge panel in accordance with laws and conduct the evaluation of participating plans..
The Phase of Integration and Further Development of the Accomplishments: The winning designing institution (or consortium) of the first prize shall be allowed to carry out the integration of the urban design plans and the deepening of architecture design, and their plan shall be put into implementation for the present project. Normally, the winner(s) shall be able to complete the further development work of the prized plan. In case the winning team gives up the integration work, the host shall have the right to entrust other design teams to take over the subsequent work. The winning team shall take the responsibility of assisting the other designing entities with the integration and further development in this phase whilst providing technological support services for the host.
Prizes
Six. Competition Bonus
The total amount of bonus for the present international competition is 14.77 million CNY (about US$2,288,555). The specific arrangement shall be subject to the officially released announcement.
Seven. Pre-sign-up Registration
The official announcement of the present competition shall be released soon. Designing teams home and abroad are welcomed to pre-register for the competition. Interested entities shall download the attachment 1 Pre-registration sign-up form – The International Competition On Urban Design of Longhua International Business District on Renmin Road, fill the blanks and send it to the e-mail address: u_designintl@163.com.
Eight. Special Notes
Pre sign-up forms shall NOT be used as the official entry application. All information involved with the present pre-announcement shall be subject to the official announcement that is to be released later.
