a. Project background
With the governance concept of “Beautiful China Initiative” proposed during the 18th National Congress of the Communist Party of China, the “five-sphere” pattern of “ecological civilization, economic development, political development, cultural development and social development” has been formed, setting “nostalgic mountains and waters in sight” as the standard of beautiful development. In order to further build a beautiful China, the CPC Zhejiang Committee and Zhejiang Provincial Government issued the Decision on Building a Beautiful Zhejiang to Create a Better Life and Opinions of the General Office of the People’s Government of Zhejiang Province on Accelerating the Building of Modern and Beautiful Counties in 2014, defining a new urbanization path of “people first, synergistic development of four modernizations, optimized layout, ecological civilization, and cultural heritage,” and proposing goals such as building a pilot area of the beautiful China initiative and a role model of Jiangnan water towns, and reflecting the charm of “poetic and picturesque Jiangnan,” etc. In doing so, we aim at building modern and beautiful counties with Jiangnan features and Zhejiang characteristics, and realize the beauty of green ecological environment, planning and design morphology, complete facilities and functions, suitability for living and working, and social stability and harmony.

As the CPC Zhejiang Committee and Zhejiang Provincial Government define a new urbanization path of “people first, synergistic development of four modernizations, optimized layout, ecological civilization, and cultural heritage,” the urban system planning of Zhejiang Province positions city clusters in central Zhejiang as a new fulcrum for the integration of central Zhejiang. Under the context of regional coordinated development, Dongyang should rely on its transportation road network that matures gradually, actively integrate into the regional economic network dominated by Jinyi Metropolitan Area, build a new fulcrum for the integrated development of the metropolitan area, share same-city development with Yiwu, complement each other’s advantages, and work together to build an economic belt in the metropolitan area, so as to build Dongyang into a modernized city with complete functions and comprehensive development, a provincial-level renowned historical and cultural city, an advanced manufacturing base in central Zhejiang and an ecological and livable land, a pilot site for transformation of cultural advantages, a demonstration area for reform and opening up coordination, and a template place for high-quality transformation and development.
In order to enhance the scientific and reasonable territorial space planning of Dongyang City, effectively guide the urban development of Dongyang City, lead the future urban construction, and realize the preparation requirements of “operable, experiential and supervised urban design,” the CPC Dongyang Municipal Committee and Dongyang government put forward the overall regional planning of overall urban design. In combination with the demarcation results of three districts and three lines issued by the Ministry of Natural Resources, the six streets in the downtown area are determined as the planning range, and the scheme solicitation event of Overall Urban Design Integration and Enhancement and Downtown Areas Detailed Urban Design of Dongyang City is specifically held.
b. Project location
Located in the middle of Zhejiang Province, Dongyang City is a provincial-level famous historical and cultural city, one of the national Top 100 countywide economy cities, a national health city and a national garden city. “Three mountains embrace two basins, and two basins encompass two rivers” is the truest portrayal of Dongyang City’s landform. As a thousand-year-old town with a history of 1,800 years so far, known as “a prosperous county of Wu” and “a county with picturesque mountains and waters,” Dongyang boasts enriched historical and cultural heritage and is renowned as “the key magnet of education, architecture and arts and crafts,” as well as reputed for its film & television culture. The ecological environment of the downtown is sound, with the elements of mountain, river, stream, farmland and city reinforcing each other, depicting the most beautiful living environment of Dongyang.

c. Solicitation scope (see Design Brief for details)
Conceptual overall urban design scope: Including holistic area of the downtown area (including the master plan scope of eastern expansion of the economic development zone, the master plan scope of the High-Speed Railway New Town and Chengdong Street), with an area of about 177 square kilometers.

i. Detailed urban design scope in the solicitation stage, in accordance with the key areas scope of the downtown area (no more than 12 square kilometers in total) defined by the design units in Stage II of the design solicitation, is determined by the expert group and the Host in a comprehensive manner, with a total area of about 12-15 square kilometers.
ii. In the solicitation, the design development scope of the selected unit is from the junction between Dongyang and Yiwu to Zhanqian Road of Jinhua-Ningbo Railway, from Nanshan Mountain to Beishan Mountain (including Shanglu Block and Civic Center Block), with an area of about 84 square kilometers.

Solicitation objectives
Nowadays, due to industrialization-driven urbanization and rapid economic growth, bottlenecks and problems of urban development have gradually emerged with the rapid expansion of construction framework of Dongyang downtown area, such as vague spatial mode of landscape city and gradual inundation of urban culture; urban functional plates are loose and not compact enough; urban image and style are inferior and lack of iconic urban business cards; the construction of urban industrial platform is poor with implicit space of three industries; the areas along the Dongyang River only focus on the construction of the landscape belt but lack an overall landscape coordination of the two banks of one river, and the vitality needs to be improved, etc. All these problems are constraining the further upgrade of the overall quality of Dongyang City.
The solicitation should be based on the three districts and three lines initially demarcated in the City’s current land spatial planning scheme, and focus on solving, but not limited to, the aforementioned problems. Through problem sort-out, target positioning, strategy formulation, action plan, project library and economic estimation, it will provide the orientation for Dongyang’s future urban development and guidelines for statutory plan revision, urban renewal and near-term development and construction. Objectives in the three following aspects are to be realized specifically.
Conduct overall planning and unified coordination with relevant plans in Dongyang City. Based on the history and city-wide construction of Dongyang and combined with new regional development situation and local actual demands, form a more consensual urban development prospect and overall spatial framework of orderly and flexible development with international vision and forward-looking thinking. Focus on the control of environmental pattern and spatial system, with attention paid to undertaking the relevant mature plot planning at the same time and integration and interpretation carried out from the perspective of urban design.
Combined with the city image shaping action and space optimization design like acupuncture, delve into natural ecological features and historical and cultural characteristics of Dongyang City. Deeply study the design standards of functional business formats, public space, public facilities, space morphology, transportation organization and other aspects that are compatible with the needs of urban development, improve urban cultural vitality and ecological livability advantages, attract innovative talent and gather innovative vitality. Pay attention to technological innovations in green ecology, smart city and other fields, with refined space design and prominent features of various scenes, so as to demonstrate future urban space quality and work and life style of Dongyang, and showcase the style of urban age.
Advocate operable, experiential and implementable deliverables, customize practical and viable management and operation paths in line with the administrative system framework, and provide effective and unequivocal content guidance and control indicators for the work of “holistic, all elements, and all coverage” of national land space planning. Provide the decision-making mechanism, action plan and construction temporal sequence guidance that can instruct the update and subsequent implementation, form the action plan and implementation project library to facilitate the Project siting and department allocation for organization and implementation.
Design contents
As the regional development environment evolves quickly in the new era, Dongyang is faced by increasingly urgent need of city quality upgrade. In recent years, Dongyang has done massive planning work on urban transformation and development and blueprint conception. At the same time, a large number of corresponding special research work is also being carried out in an orderly manner, including the layout planning of various cultural, educational, sports and health facilities based on urban construction, the green space system planning based on the construction of public open space system, the road network special planning that outlines the future traffic network at the macro level, and the action planning of renowned historical and cultural city targeting the old town of Wuning, etc. At the more micro level of plot development and construction, combined with the needs of market-oriented operation and government operation management, a large amount of detailed design and research work of small and micro plots has been carried out, fully reflecting the enthusiasm and foresight of government administration departments.
In the face of multiple planning intelligence deliverables, the solicitation event cores upon comprehensively coordinating with relevant plannings of Dongyang City, draws effective and feasible parts based on systematic sort-out, generalization and summarization. In combination with the new regional development situation and the actual local demands, a more consensual overall urban design development orientation, target strategy, layout structure and spatial morphology will be formed. To be implemented and operated via the operational capacity of the administration authorities, the solicitation will effectively lead the coordinated advancement of future urban development and construction of Dongyang downtown area and various management work.
a. Integration and enhancement of overall urban design
Adhering to the people-centered design concept, tracing back the path of Dongyang’s ancient city operation, with natural ecology as the basis, “Sanxiang” culture as the soul, characteristic industries as the source, and citizens’ experience as the orientation, clarify the image positioning of the development of Dongyang’s downtown area, formulate the overall urban design space framework, overall landscape framework, morphology pattern, public space system and style positioning and other overall urban design strategies, in a bid to create a livable space that shows distinctive features, inherits the old while accepting the new and is oriented toward people for Dongyang in the future.
b. Downtown area key areas detailed urban design
With organic integration inside and outside the areas, complementary functions and coordinated integration of spatial outlook as the core goal, formulate the principles and key points of the spatial order, scale and environment of Dongyang’s downtown area key; build the planning structure, functional arrangement, transportation organization, open space, underground space, building height control and other overall space systems of the Downtown area key, including the design guidelines for spatial organization, environmental landscape, architectural style and municipal facilities of key plots. Arrange plot division and development control indicators of each plot, and carry out refined design for the open space and public nodes, architectural morphology and landscape of key areas.
Applicant’s qualification requirements
The applicant must be an independent legal person enterprise or institution legally registered at home and abroad. The domestic unit must provide a valid business license (a photocopy affixed with official seal), and the overseas unit must provide a valid business registration certificate (a photocopy affixed with official seal). The parent company, wholly owned subsidiary and its holding company of the legal person whose two and more legal representatives are the same person must not apply at the same time.
Qualification requirements: applicants must have a Grade A qualification certificate for urban and rural planning (a photocopy affixed with official seal); applicants (at home and abroad) without Grade A qualification certificates must form a consortium with at least one domestic unit having Grade A qualification certificates for urban and rural planning to apply.
The Project allows consortia to apply. Consortium members must not exceed three. All consortium parties must not participate in the solicitation event in their own names separately or form a consortium with other units. The institutions applying as a consortium should sign the consortium agreement. The application of individuals and individual groups is not accepted.
The applicant should have one or more overall urban design and detailed urban design project achievements, and should provide the bid-winning notice and contract (the contract should at least include the first page, signature page, project overview and other key description pages, photocopies affixed with official seals).
The domestic applicants should not be included in the list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the list of serious violation records of law and dishonesty in government procurement, provide screenshots of the inquiry results on the websites of Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp. gov.cn) and affix them with official seals.
The design personnel participating in the Project should be the personnel on the payroll of the design institution. The chief designer must be the actually responsible person of the Project, and join the whole process of this international solicitation, including on-site visit, deliverables report, and review Q&A, etc. In order to ensure an accurate understanding of the background of Chinese region and relevant requirements, the Project planning and design personnel should include at least one member proficient in Chinese.

Submission deadline for pre-qualification application documents: 14:30, March 6, 2023.
The pre-qualification application documents (strictly following the requirements in Article 4 Submission of pre-qualification documents of Pre-Qualification Documents Chapter II Instructions for the Applicant) should be submitted to the Dongyang Branch of Jinhua Public Resources Trading Center by in-person delivery or courier delivery. The courier delivery must use EMS or SF Express, and other courier companies are not acceptable. The deadline for courier delivery or in-person delivery is 14:30, March 6, 2023, which is subject to the time of delivery to Dongyang Branch on the 14th floor of Jinhua City Public Resources Trading Center (it will not be accepted on non-working days, please ensure that the staff of the Trading Center receives the pre-qualification documents before the above deadline). If it is overdue, it is deemed that the applicant has quitted the pre-qualification application.

If the applicant deems that the pre-qualification documents have impaired its rights and interests, it may, within seven working days from the receipt date of the pre-qualification documents (if the pre-qualification documents are received after the pre-qualification application deadline, the pre-qualification application deadline should prevail) or the expiration of the pre-qualification announcement period, raise questions to the Host and the procurement agency in writing. Where the applicant is unsatisfied with the response of the Host or the procurement agency or the Host or the procurement agency fails to give a response within the specified time, it may complain to the government procurement supervision and administration department at the same level within fifteen working days after the expiration of the response period.

In February 2019, the CPC Central Committee and the State Council issued the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, in which, it clearly proposed to leverage the leading role of the strong combinations of Macao-Zhuhai, and the strategic arrangement for Zhuhai and Macao to co-construct the Macao-Zhuhai pole of the Greater Bay Area.
In July 2020, the Construction Plan of Intercity Railway in the Guangdong-Hong Kong-Macao Greater Bay Area was approved by the National Development and Reform Commission. In this plan, Zhuhai Central Station (Hezhou) Hub is positioned as one of main hubs among “the three main and four auxiliary hubs” in the west coastal area of the Pearl River Estuary, where it will connect to multiple routes of the radiating traffic network including Zhuhai-Zhaoqing HSR, Guangzhou-Zhuhai (Macao) HSR, Shenzhen-Zhuhai Intercity Railway, thus making it an important hub for Zhuhai and Macao to connect with the country.
To date, the feasibility study report of Zhuhai-Zhaoqing High-speed Railway and the hub projects has been completed, and the construction is expected to start by the end of 2021. The relevant preparation for Guangzhou-Zhuhai-Macao High-speed Railway has been also started, and the construction is planned to start in 2022. This International Competition of Conceptual Planning and Urban Design for Zhuhai Central Station (Hezhou) Hub and Its Surrounding Areas is resolved by Zhuhai Municipal Government, with a view to better exert the strategic value of Zhuhai Central Station (Hezhou) Hub.
2. Project Location
Zhuhai is located on the west coastal area of the Pearl River Estuary, where it is close to Macao and within 100km of straight-line distance from Shenzhen, Hong Kong and Guangzhou, respectively. It is located in the core area of the inner bay of the Greater Bay Area and play an important strategic role in the integration of the Greater Bay Area. Zhuhai Central Station (Hezhou) Hub and its surrounding areas (“the Hub and Surrounding Areas”) are located in the central area of Zhuhai, with Modaomen Watercourse in the east, facing Guangdong-Macao In-Depth Cooperation Zone in Hengqin in the southeast, adjoining Hezhou as a prospective city center in the south, and Doumen Center and Jinwan Center in the west. Located in the geographical center of Zhuhai, this area is the strategic pivot in “undertaking the central influence and extending westward” of Zhuhai urban space, and an important link to promote the balanced development of Zhuhai in the east and the west.

3. Competition Scope
Planning Convergence Scope: covering Hezhou prospective urban center, Jinwan Center and Doumen Center, with an area of approximately 86 km2.
Conceptual Planning Scope of the Hub and Surrounding Areas: an area of 51km2 enclosed by the river channels and highway-expressway network, extending to Modaomen Watercourse in the east, Niwanmen Watercourse in the west, Tiansheng River in the north, and Zhuhai Avenue in the south.
Urban Design Scope of the Hub Area: the scope of integrated urban design covers an area of 10 to 20-km2 with the hub as the core and extending to the north and the east; centering on the core hub area, design teams can delineate themselves an area of 2-3 km2 as the scope of detailed design.

B. Competition Objectives
As a national special economic zone, a regional central city and a pole city of the Guangdong-Hong Kong-Macao Greater Bay Area, Zhuhai now is moving towards the development goal of becoming a mega city, further enhancing the function of urban hub, and accelerating the upgrading of the city’s power and level. The international competition aims to solicit “Golden Ideas” globally, and according to the requirements of “global vision, international standards, distinctive Zhuhai features and future-oriented goals”, it will focus on accelerating the construction of Zhuhai as a modern international special economic zone with Chinese characteristics of the new era, an important gateway hub to Guangdong-Hong Kong-Macao Greater Bay Area, a core city on the west coast of the Pearl River Estuary and a model of high-quality development in the coastal economic belt.
Analyze the influence of HSR construction on Zhuhai’s urban development, define the strategic positioning of the hub and surrounding areas, and judge the development relations of the hub and surrounding areas with Hezhou prospective urban center, Jinwan Center and Doumen Center.
Fully leverage the strategic value of HSR hub, study the industry format of the HSR hub area, promote high-quality integrated development of “Station-Industry-City”, and accelerate the agglomeration of various factors.
Implement Zhuhai Conceptual Space Development Plan, and carry out planning and layout according to the urban organizational structure of “City-District-New Town (basic urban cluster)-Neighborhood”.
Systematically consider the organic connection of HSR with railway transport, urban roads, and water transport, etc., and put forward a future-oriented, green, energy-saving, efficient and convenient comprehensive transportation system.
Guided by the principles of “ecology and low carbon, collaboration and integration, safety and resilience”, solve the problems such as low-lying terrain, insufficiency of soil source, and high flood risk, etc., and bring forward the resilient city management and control strategy.
Leverage the good natural ecological background, properly deal with segmentation of the city caused by rivers and water network, viaduct network, and high voltage line network, etc., and construct continuous, complete and systematic ecological protection pattern and open space, to create a featured style of gateway waterfront landscape.
Properly deal with the relations between short- and long-term development, and in combination with the HSR construction phasing, carry out overall arrangement on the phasing of integrated construction between the HSR and city.
C. Competition Content
1. Conceptual Planning (51km2)
Conceptual planning shall fully consider the relations with each centers within the planning convergence scope of 86km2, and respond to contents such as plan positioning, functional layout, scale control, comprehensive transport, overall planning of facilities, style and features, and phased construction, etc., through research on urban spatial pattern, industrial coordinated development and comprehensive transport connection. Its planning depth shall meet corresponding requirements of district planning.
2. Urban Design
a. Integrated Urban Design (10-20km2)
In combination with the conceptual planningand with the hub as the core, prepare the urban design scheme for the area of 10-20km2 as shown in Fig. 3, “Planning Convergence Scope and Planning & Design Scope”. The urban design shall focus on construction scale, space form, traffic organization and development intensity, etc., whose detailing depth shall reach the depth of conceptual detailed design.
b. Detailed Urban Design (2-3km2)
Based on the integrated urban design, design teams shall delineate an area of 2-3 km2 in the core hub area to carry out detailed urban design, which shall reach the depth of guiding the drafting of regulatory plan.
D. Organization
This international competition will be organized in Zhuhai Public Resources Trading Center (Website: http://ggzy.zhuhai.gov.cn), including three stages, i.e., the bidding (similar to the prequalification stage in usual competitions), competitive negotiation (similar to the design stage in usual competitions), and integration & detailing.
This international competition is an open solicitation to design teams from all over the world. In the bidding stage (similar to the prequalification stage in usual competitions), 6 design teams will be selected from all bidders (including consortiums, the same below) to participate in the next-stage competitive negotiation (similar to the design stage in usual competitions). In the competitive negotiation stage, the design proposals submitted by 6 shortlisted teams will be evaluated and ranked. The first winner will be required to integrate the conceptual schemes with the assistance of the technical service unit before submitting to the Host for acceptance.
The Host will organize 1-3 workshops thereafter, and the top three design teams shall send their chief designers to attend these workshops (those who are confirmed to be affected by COVID-19 pandemic can participate online) while the Host won’t pay any consulting fees for them.
E. Eligibility
Domestic and international design firms can sign up for this competition, subject to no restrictions on qualifications, and consortiums are welcome;
Joint participation of outstanding design teams in various disciplines is encouraged. Priority will be given to the consortium that includes these disciplines such as urban planning, architecture, and transportation, etc.;
Each consortium should have no more than 4 members. No member of the consortium is allowed to register twice for the competition itself or in the name of another consortium. Violation of this rule shall be treated as invalid;
The members should sign a legally effective consortium agreement, which shall specify the division of work between members;
Priority will be given to design teams with rich practical design experience and successful cases in urban hub areas or urban design of urban core areas;
Participation by an individual or a team of individuals is not acceptable.
F. Registration
In this competition, the leading party of the consortium shall submit the electronic bidding documents to bid for this project via “the website of Zhuhai Public Resources Trading Center (http://ggzy.zhuhai.gov.cn/)”. The bidding documents shall include three parts, i.e., qualification documents, technical bidding documents (i.e., the concept proposal), and achievement & credit documents. Their requirements are as follows:
1. The qualification documentsshall include the following materials:
ID proofs of the legal representative (or the authorized person for decision-making of overseas company), and certificate of legal representative (or the authorization letter for decision-making of overseas company);
Business license (Mainland bidders shall provide the color-scanned copy of the duplicate of the business license of the enterprise legal person issued by the administrative department of industry and commerce, and overseas bidders shall provide the color-scanned copy of business registration certificate.);
Consortium agreement (if having);
Letter of commitment for bid;
In addition, domestic bidders (or domestic members of the consortium) need to submit the information of the discredited person (can be the credit report downloaded from Credit China [http://www.creditchina.gov.cn/]), the valid credit report (or credit record) and bank credit report (the credit report [or credit record] can be the one downloaded from the website of Credit China; the bank credit report can be the one printed by the bank where the company’s account was opened).
2. The technical bidding documents (i.e. the concept proposal): they shall be submitted by design teams according to the requirements of relevant documents and the table of technical review elements. In the concept proposal, text and pictures can be included, and the project understanding shall be elaborated; key issues, as well as important and difficult points shall be identified, and preliminary ideas, thoughts or referable cases shall be put forward; technical staffing of the design team shall be provided; and methods, measures or design process to reduce the impact of the epidemic on the design shall be explained. Among these contents, the part of elaborating project understanding, identifying key issues and difficult points, and proposing the preliminary ideas, thoughts or referable cases, shall be within 10 pages in total (single-side, in A3 size); and the part of presenting the technical team and describing the methods, measures, or design process to reduce the impact of the epidemic on the design, shall be within 20 pages in total (single-side, in A3 size); Thus, the total length shall be within 30 pages (single-side, in A3 size) (excluding the front, back covers and the table of contents).
3. The achievement & credit documentsshall include the following materials:
Similar project experience (past project experience similar to this project; supporting materials, such as key pages of the contract or outcome documents, etc., shall be provided; no more than 5 projects);
Other representative project experience (the other representative project experience of the bidder; supporting materials, such as key pages of the contract or outcome documents, etc., shall be provided; no more than 5 projects);
Awards won by the company (awards won by the bidder in recent years, and supporting materials such as the award certificate shall be provided; no more than 5 awards; they shall only be the urban design award of urban hub areas or urban core areas).

H. Related Fees
1. Related fees (tax-inclusive) of this international competition are as follows:
First place: can receive design bonus of RMB Four Million Yuan (¥4,000,000) (about US$628,540), and the fee of design detailing and integration of RMB One Million Five Hundred Thousand Yuan (¥1,500,000) (about US$235,700);
Second place: can receive design bonus of RMB Three Million Yuan (¥3,000,000) (about US$471,400);
Third place: can receive design bonus of RMB Two Million Yuan (¥2,000,000) (about US$314,270);
The fourth to sixth places: Each of them can receive design bonus of RMB One Million Five Hundred Thousand Yuan (¥1,500,000) (about US$235,700).
2. Bidding agent fee: the six winners shall pay the agent fee to the bidding agent within 20 working days after the bid winning announcement is released. The first winner shall pay RMB Forty-nine Thousand Two Hundred and Fifty Yuan (¥49,250.00) (about US$7,730); the second winner shall pay RMB Thirty-one Thousand Yuan (¥31,000.00) (about US$4,870); the third winner shall pay RMB Twenty-three Thousand Yuan (¥23,000.00) (about US$3,610); and the fourth to sixth winners shall respectively pay RMB Nineteen Thousand Yuan (¥19,000.00) (about US$2,900).
3. Payment terms: The Host will pay the corresponding bonus to each shortlisted design team within 30 days after the contract is signed. When the first winner completed the detailing and integration, the fee of design detailing and integration will be paid within 30 days after the deliverables are approved by the Host. When applying for payment, design teams shall submit the confirmation form of project schedule confirmed by all parties concerned, application for payment, and valid invoice with equal amount of PRC to the Host. The Host will only pay the fees to domestic members of the consortium in RMB.

Shenzhen Mangrove Wetland Museum (China Mangrove Museum) is a large-scale thematic natural museum, a first-class national museum jointly built by National Forestry and Grassland Administration and Shenzhen Municipal People’s Government. It is established by Guangdong Neilingding Futian National Nature Reserve Administration Bureau.
“Mangrove”, regarded as the city tree of Shenzhen, is the cultural symbol of Shenzhen spirit. Shenzhen Mangrove Wetland Museum is a combination of mangrove ecological protection, exhibitions, collection and preservation, education popularization, scientific research and entertainment. It will become an important part of Shenzhen’s cultural and public service infrastructures, and will serve as a city cultural ID of unique significance.
Locataion Analysis
This project is located at the junction of Futian District and Nanshan District, and the intersection of Mangrove Forest Mountain to Sea Corridor (Tanglang Mountains – Antuo Mountains– Zhuzilin – Shenzhen Bay) and Shenzhen Bay Coastal Leisure Belt. It is close to important urban facilities and characteristic areas such as Mangrove National Nature Reserve, Shenzhen Bay Park, Shenzhen International Garden & Flower Expo Park, OCT and Futian transportation hub.
Shenzhen Mangrove Wetland Museum enjoys prominent geographical advantages in terms of spatial pattern, regional transportation, ecological environment, etc.. It brings profound strategic value to the strengthening of Shenzhen’s urban public cultural construction, ecological civilization construction, infrastructure restoration and reuse, as well as the creation of urban public space.
In order to incorporate international vision, forward thinking and innovative design into the high-level planning and high-standard construction of the project, International Tender for Architectural and Landscape Design of Shenzhen Mangrove Wetland Museum (China Mangrove Museum) is hereby rolled out.

Work Content
Core Design Scope
The design scope of Shenzhen Mangrove Wetland Museum is about 13 hectares, with approximately 9.2 hectares for the supporting landscape area. The total building floor area is about 39,500 square meters (including 30,000 square meters for the main building of the museum, 9,500 square meters for the auxiliary parking lots, gardens and small commercial buildings).The construction site of the museum’s main building is located at the upper cover of Qiaocheng East Depot (including undeveloped land in the southeast corner). The property below the upper cover has been completed. The design scope of museum’s main building of the does not involve the space below the upper cover.
As the start-up project for the construction of Mangrove Forest Mountain to Sea Corridor, Shenzhen Mangrove Wetland Museum requires a multi-dimension comprehensive design.
Registration Requirements
1.The bidders should be registered enterprises inside or outside the People’s Republic of China.
2、Joint groups are allowed in this tender, and no more than three members (including the leading unit) in one joint group.
3、Each member of the joint group shall not further apply alone or participate by joining another group with other design organizations.
4、The joint group members shall sign the Joint Group Agreement with legal effect and specify the leading member, work distribution in each contract stage, share of rights as well as the allocation of the design fee.
5、Individual applicants or teams of individuals will not be accepted.
6、There are no industrial qualification requirements during the bidding process. If the winning bidder does not have the Class A building (building engineering) qualification, Class A or above qualification for landscape engineering design, the winning bidder shall entrust domestic design units with the two corresponding qualifications and experience in public cultural building design and urban park landscape design to cooperate in the project. And before signing the contract, the awarded bidder shall obtain the approval from the tenderee and construction management side of the entrusted design units. After that, a commission agreement is needed to ensure the schematic design and design development are in line with the relevant national and municipal regulations and requirements set by administrative departments.

Prizes
1、Architectural design fee (including schematic design and design development)= gross floor area(GFA) x fixed unit price.
The bidding price of architectural design fee is maximum CNY 300/square meter, (the bidder is required to quote, and the bid price cannot exceed the upper limit), and the unit price will not be adjusted at the time of settlement. The architectural design fee is temporarily priced at CNY 11.85 million, calculated based on 39,500 square meters (including 9,500 square meters for parking lot, garden and small commercial building ) , and will be subject to the final approval of the project’s overall budget estimate.
2、Landscape design fee (including schematic design and design development)= landscape area x fixed unit price.
The upper limit of the unit price of the landscape design fee is CNY 80/square meter(the bidder must quote, and the bid price must not exceed the upper limit), and the unit price will not be adjusted at the time of settlement. The landscape area is temporarily calculated at 92,000 square meters (subject to the final estimate of the project or the corresponding drawings), and the landscape design fee is temporarily priced at CNY 7.36 million.
COMPENSATION
Compensation for outstanding schemes that have not won the bid (including scheme optimization compensation), a total of CNY 6.6 million.
The compensation fee for outstanding schemes that have not won the bid (including scheme optimization compensation) is fixed and will not be adjusted at the time of settlement. Details are as below:
The winning bidder will be awarded with design contract;
The two candidates entering the bid determination stage but fail to win the bid will each get a compensation fee for CNY 1.2million.
The seven units entering the bid evaluation stage but not the bid determination stage will each get an compensation fee for CNY 600,000.

Qianhai Financial Holdings Co., Ltd. is a wholly state-owned financial vehicle established by Qianhai Administration. Century Securities Co., Ltd. is an all-round securities company operating nationwide, with complete business licenses. They are the joint owners of this project. This project is a 5A Grade A office building held for lease (partly owner-occupied) to financial organizations as their headquarter. This project aims to become a financial icon in the Greater Bay Area and a classic financial tower in Qianhai. Tenants of the project will come from financial industry, namely those Fortune 500 or leading financial institutions, enterprises, who would have set up headquarters or offices in Qianhai, including local financial organizations in Shenzhen looking for an upgrade, or those seeking a new foothold in Shenzhen. Specific area focuses are funds, securities & futures, insurance, asset management, etc.
2. Project location
Qianwan is one of the three zones in Qianhai located in the middle part, the other two being Guiwan to its north and Mawan to its south. According to upper level plans, Qianwan is the “modern Hong Kong industrial city”, an integrated zone with composite functions/programs. It shall focus on technology and information service industries, while also serve as an extension of Guiwan by providing public services such as sports, education, healthcare, etc. The project is located in Qianwan Zone T102-0317 parcel in Nanshan district in Shenzhen, at the junction between Tinghai Avenue and Qianwan 2 RD., close to Qianwan and Menghai metro stations.
3.Project Scale
The above grade building floor area is 93700m2. The office building is 82000m2 and the commercial building above ground is 8000m2. Underground commercial building area 3700 m2. Building height restriction is 220 m. Main functions include office, commercial and underground parking lot. The total invest of the project will be about RMB 4.856 billion, including the land price. The construction period will be 5 year.
Work Content
1.Work scope at the bidding stage includes but not limited to:
Architectural Concept Design, Master planning design, Conceptual landscape design,Conceptual interior design(important area), and other work contents stipulated in the Design Brief.
2.Work Scope of the bid winner but not limited to:
Deepening stage of conceptual architectural design, architectural scheme design, architectural design development, design development of the architectural elevation, performing construction documentation review, construction administration, provision of design technical disclosure, review and cooperation with the special designs of other disciplines (including but not limited to the followings: landscape design, lighting design, and interior design, etc.), responsible and cooperation with the SD approval and other work contents stipulated in the Tender Document.
Registration Requirements
1.This tender is open to all and has no qualification requirements. Domestic and overseas design organizations with relevant design experience may sign up and participate. This project will accept application from any consortium.
2.Designers whom is involved in the bidding shall be registered personnel of the bidders, and the principal designer(s) must directly participate in the whole bidding process. There shall be at least one person who understands Chinese among the project team in order to guarantee an accurate understanding of the Chinese contextual background and relevant requirements.
3. Bidders shall provide the prequalification application documents as required by the Tender Document.
WORK RULES
The tender process will be divided into Pre-qualification, Concept Design Competition and Winner Deciding stages.
1.Pre-qualification
1) The tenderee will set up a pre-qualification review committee according to law, which will consist of seven experts.
2) The prequalification committee will select six bidders to enter the second stage of design competition according to the bidders’ prequalification application documents such as qualifications, relevant experiences, proposed team (refer to V. Composition of Prequalification Application Documents), and conceptual proposal and also select two bidders on the waitlist (ranked in order). If any of the 6 withdraw from the second stage of the competition, a bidder from the waitlist will be selected as a replacement per sequential order.
2.Concept Design Competition
1) The tenderee will set up the scheme review committee according to law, of which the members shall include 7 domestic and overseas experts.
2) Bidders shall submit deliverables as required by the Design Brief, and the scheme review committee will review and select the top 3 without ranking through open ballot.
3.Winner Deciding
A bid selection committee shall be established by the tenderee to determine the winner from the 3 candidates recommended by the scheme review committee.

Surroundings:
The Lexin Headquarters Building Project will be built into an integrated project that combines office and commerce. The plot faces the D-06 commercial plot of Anbang project across Haide Second Avenue in the north, with the SCEH & Bauing Holding project on its east side and Area B of Shenzhen Bay Cultural Plaza on its south side.
The project enjoys complete supporting facilities around, including Shenzhen Bay Sports Center, Shanghai Pudong Development Bank Haide Branch, Poly Cultural Center, Coastal City, Second Foreign Language School of Nanshan, Guanhaitai residential area, and Bank of China Shenzhen CNOOC Building Sub-branch, etc.
Registration Requirements
The prequalification of this tender will adopt the method of invitation + open application. The Tenderee will issue the invitation to the invited agency candidates and select two as the shortlisted ones; the other three shortlisted agencies will be selected from the bidders through open application. The five shortlisted bidders will jointly participate in the second stage: scheme design and review.
1. The tender has no qualification restriction and will be open to the public. The bidder must be the enterprise or institution legally registered inside or outside the People’s Republic of China. The registration of individual and team of individuals will not be accepted.
2. The registration of consortium will not be accepted.
3. The bidder must have design capability and practical experience in similar office building schemes.
4. The designers participating in the tender shall be registered personnel of the design institute. Chief Designer shall be a person who has held several projects of the same type, shall be directly involved in the whole bidding process, and make scheme presentation as per review requirements. The designer team is required to have fixed personnel, and the need to replace any main designer must be consented to by the Tenderee in writing in advance. In order to ensure that the project designers have an accurate understanding of the regional background of China and the related requirements, there should be at least one project designers fluent in Chinese.
5. Registered bidders shall submit the application information as required by the tender document.
WORK RULES
1. Application & Prequalification
This stage shall adopt the method of elimination round by round and open ballot, the Prequalification Committee will make comprehensive review on the application materials of the open applicants. The contents of review include the applicant’s industrial reputation, project achievements, awards, proposed project team, etc. Three applicants will be selected and enter the second stage together with the two invited agencies.
Meanwhile, two back-up agencies (with ranking) will be selected. In case any of the three shortlisted applicants withdraws from the second stage, the back-up agency will replace in order.
2.Scheme Review
The Scheme Review Committee will adopt the open ballot method of elimination round by round. After full discussion, experts will vote to select the top 2 successful candidates without ranking to enter the stage of determination of bid winner.
3.Determination of Bid Winner
The Bid Winner Determination Committee shall review the deliverables of the top 2 successful candidates recommended by the Scheme Review Committee. On the basis of fully respecting the professional review results of the Review Committee, according to the bid opening results of the commercial bid and combined with factors such as cost, time limit, and technology, the top 2 successful candidates shall be ranked. After the review of urban planning or urban design, the Tenderee shall finally determine the bid winner according to the review procedures.
Schedule (tentative)
Remark: All the time mentioned is Beijing time. The Tenderee reserves the right to adjust the schedule according to Client operation or government arrangement. In case of any change, the notice will be informed 7 days in advance.
COMPENSATION
Except for the bid winner, other unsuccessful shortlisted bidders will be given a design compensation if their submitted deliverables meet the requirements of the design brief: the one entering the top two will get RMB600,000, and the other three shortlisted bidders will get RMB450,000 respectively.
