International Open Solicitation for Architectural Design of New Wuhan Library

Design Background

To fully implement the important instructions of cultural development and library business proposed by General Secretary Xi Jinping, the construction program of new Wuhan Library is officially launched in order to encourage reading habits among citizens, foster urban culture, improve civic literacy and build Wuhan into a highly competitive city of socialist spirits.

Following a people-oriented, open, flexible, eco-friendly, smart & intelligent philosophy and adhering to the idea of “Highlighting Wuhan Culture, National Visions and World Outlook”, the project aims to build a livelihood-centered, high-quality, benchmark project, in a bid to enhance the positioning of “Study + Living Room + Studio”.

 

Design Scope

New Wuhan Library is located at the core section of the central business district (CBD) of Wangjiadun, Wuhan where the Changqing Road joins the Yuncai Road. The planned land area is 4.33 hectares (65 mu), and the total floor area is 136,400 square meters, of which the floor area of the library is 100,000 square meters, the Local Chronicles Library is 10,000 square meters and the underground basement is 26,400 square meters (subject to the project proposal). The overall investment is around 1.8 billion CNY (land fee included).

The project is surrounded by abundant cultural, scenic and environmental resources. It is adjacent to a group of public facilities such as the Wuhan Museum, Wuhan Broadcasting and Television & Media Center (under construction), Oceanwide City Square. It is only around 500 meters away from the Wangjiadun Park and Houxianghe Park, and is easily accessible by the Fanhu Station and Yunfei Road Station of Line 2/3/7.

Registration Requirements

  • Oversea enterprises and institutions with the status of legal person and experience in the design of cultural projects (completed or ongoing) are eligible for application.
  • Design institutions must be legally registered and have valid business license. Different design institutions and organizations with the same person in charge, or have an association of holding controlling interest or management, are not allowed to register simultaneously.
  • Consortiums with no more than 3 members are allowed to register, a written consortium agreement to clarify the lead unit and the respective responsibilities is needed. All units in one consortium cannot join in other consortiums or as an independent unit to register.
  • Individuals and individual combinations are not accepted in registration.
  • The Solicitation has no qualification requirements. If the bid winner does not possess Grade A License in the construction industry (construction engineering), it must entrust another design institution with relevant qualifications or experience in the design of public cultural projects to cooperate with it after being awarded the bid. Before the signing of subsequent agreements, such entrusted design institution must be accredited by the Sponsor.

Solicitation Process

The Solicitation is open to all design institutions at home and abroad, and is divided into two stages, “registration and prequalification” and “architectural design scheme review”

  • Registration and Prequalification

As soon as the announcement of Solicitation is issued, design institutions should submit their registration documents and concept proposal document. The Sponsor will provide design assignment and basic material package, and organize exchanges and Q&A sessions for the Project. The Sponsor will hold a prequalification meeting to review the documents submitted by design institutions, and select 6 units as shortlisted units (without ranking) and 2 units as candidates with ranking.

  • Architectural Design Scheme Review

The 6 shortlisted institutions shall submit their achievement documents that meet the requirements by the specific date, which will be reviewed at the review meeting organized by the Sponsor. 3 institutions will be selected with ranking. The Sponsor will decide 1 design institution for follow-up design after comprehensive evaluation and then an additional design agreement will be signed. The winning design institution will participate in field or remote reports/defense sessions, depending on the situation of COVID-19 prevention & control.

 

Awards and Design Compensation Fee

The total design fee is 6 million CNY (about US$943,000):

The 6 shortlisted institutions will get a design compensation of 500,000 CNY (about US$78,578) respectively. Three design institutions will be selected in the Architectural Design Scheme Review Stage. The selected design institution will receive 2 million CNY (about US$314,000), other two institutions will receive 600,000 CNY (about US$94,290) and 400,000 CNY (about US$62,860) respectively according to rank. (Note: All the above fees include taxes).

The bid winner will be designated for deepening subsequent design schemes and preparing preliminary design. The actual work scope and costs shall be subject to the contract.

Solicitation Descriptions

  • The design fee in this Solicitation will be paid in RMB within the borders of China. If a foreign design institution cannot use its account to collect the RMB, it can authorize a domestic independent legal entity to collect the money on behalf.
  • The design institutions have the rights of authorship of concept design. With the permission of the Sponsor, concept design will be evaluated and displayed through mass media, professional magazines, books and periodicals or other forms. The Sponsor, Organizer and the project construction company have the rights to use or adjust concept design wholly or partly in the consultation of the Project, and the rights to print, publish and exhibit concept design through mass media, professional magazines, books and periodicals or other forms.
  • Concept design should be original and not have been published in any form. The design or any material used should not infringe any copyright, trademark right, patent right and other rights of any third party. If infringement occurs, all such disputes and legal liabilities will be borne by the design institution. If infringement causes losses, the compensation will be borne by the design institution too.
  • Design institutions shall abide by relevant confidentiality provisions, properly keep the drawings and data provided by the Sponsor, and protect their intellectual property rights. Without the permission of the Sponsor, the drawing materials or design works shall not be transferred to any third party or be used in other projects.
  • Design institutions participating in this Solicitation are regarded as acknowledging all the provisions in this Announcement. The bid winner shall be responsible for deepening scheme design and preparing preliminary design, which will be deemed as basis for obtaining the design compensation.
  • The laws and regulations applied to the solicitation activity and related documents are the laws and regulations of the People’s Republic of China.
  • The final rights to interpret or explain issues regarding this Solicitation process are held by the Sponsor.

International Tender for Guangming Scientists Valley Urban Design and Major Projects Architectural Design is about to start. Project Background

Shenzhen Guangming Science City, as the pilot zone for the Comprehensive National Science Center in Guangdong-Hong Kong-Macao Greater Bay Area (GBA), will be built into the core functional area of the International Science and Technology Innovation Center in the GBA, attracting the world’s top scientific researchers and talents. It is to become a world leading base for basic science research and a large open source of original innovation. Guangming Science City plans to have “One Core Two Zones” as the Cluster of Facilities, in which the “One Core” is the Large-scale Scientific Facilities Cluster, covering 5-square-kilometer core area and 1-square-kilometer expansion area, to arrange world-class large-scale scientific facilities and to provide space for future expansions.

Tender Scope

The tender scope includes: detailed urban design of Scientists Valley, the schematic design of Scientists Suites and Science Multi-functional Center, and Scientists Mansion.

1) Scientists Valley Detailed Urban Design
The winner shall be responsible for the integration of urban design, complete detailed urban design scheme and urban design guidelines. The urban design guidelines include guidance and control documents for all sub-plot design and development, which shall meet the technical requirements of implementation and can guide the subsequent architectural design and landscape design.

2) Scientists Suites and Science Multi-functional Center, and Scientists Mansion Schematic Design
The winner shall be responsible for the schematic design and scheme development stage of two major projects (Scientists Suites and Science Multi-functional Center, Scientists Mansion), including conceptual design optimization, architectural schematic design, architectural scheme development and detail design, landscape conceptual design, public area interior conceptual design, flood lighting conceptual design, etc. The design work should meet the Requirements of Construction Engineering Design Document Compilation Depth Regulations (2016 edition) and schematic approval. The architectural scheme development and detail design should meet the technical needs of further design work of LDI to ensure the design effect can be implemented.
The work content shall be subject to the tender document and design contract.

Tender Process

The project adopts the method of “open call”, which includes 3 phases: pre-qualification, design competition and final evaluation. The honorarium is set for the bidders that are qualified but fail to win the bid.
Pre-qualification Phase – The tenderee will organize Pre-qualification Review Committee according to relevant laws to evaluate the qualification, performance and composition of design teams as well as conceptual proposal, and determine 5 qualified bidders (without ranking) and 2 alternatives (with ranking).
Design Competition Phase – The tenderee will set up the Scheme Review Committee according to relevant laws. The Scheme Review Committee will listen to the presentation of 5 qualified bidders, evaluate the submissions and determine 3 finalists (without ranking).
Final Evaluation Phase – A Final Evaluation Committee will be established by the tenderee according to relevant laws to determine 1 winner from the 3 finalists (without ranking) recommended by the Scheme Review Committee.

 

Design Fee and Compensation

The design fee is tentatively set at RMB 17.225 million (tax inclusive) (about US$2.7 million), and the compensation will be set in addition.

Application Requirements

1. The bidder must be domestic or overseas entities with legal business registration. Individual or team of individuals will not be accepted.
2. There is no qualification requirement. Design team composed of professionals in architectural design, urban design, landscape design, ecology is encouraged.
3. Consortium bidder (hereinafter referred to as ‘the consortium’) is permitted, and the consortium should meet the following requirements:

  • One consortium shall include no more than 3 members (including the leading member).
  • The leading member should be the architectural design team.
  • Each member of the consortium shall not apply for pre-qualification alone or participate in another consortium, otherwise all relevant pre-qualification applications will be invalid.
  • Each member of the consortium shall sign a consortium agreement according to the format provided in the pre-qualification documents, and clarify the division of workload and equity share of the leading member and the others.

4. Two or more entities whose legal representatives are the same person or have direct holdings in each other, may not apply for the tender at the same time.
5. Each consortium member shall appoint one chief designer, who must directly participate in the whole process of this tender in person, including but not limited to site visit and Q&A session and final presentation (video conference can be considered in the case of epidemic impact).

Tender Condition

The Tender for Schematic Design and Foundation Pit Design of CGN New Research Center (Tender No.: CGN-202203170005) has been approved by the record-filing authority. The project funding is self-financed by the enterprise itself. The tenderee is China Nuclear Power Technology Research Institute Co., Ltd. This project has already met the tender conditions and is now open for bidding.

 

Project Overview and Tender Scope

A. Project Scale

The CGN New Research Center, which consists of 2 plots, covers a total site area of 71752.4㎡. The Plot I, land for scientific research, covers a site area of 33861.6㎡, and the Plot II, land for new industry, covers a site area of 37890.8㎡. The proposed total gross floor area of the project is 247185㎡ (in which the FAR-calculated area is 215455㎡). The functions include experimental factories and their supporting facilities, research offices and living facilities, etc

B. Tender Content and Scope

The tender project consists of 1 tender section. The tender content is the schematic design and the foundation pit design of CGN New Research Center covering a site area of 71752.4㎡, which includes:

  1. Based on the feasibility study report materials, complete the site planning, site analysis, schematic design of each building, curtain wall schematic design, parking and traffic schematic design, overall landscape planning and design, schematic interior design of main public space and investment estimation compilation, etc.
  2. Cooperate with the design development and the construction document design to realize the project effect. Provide design consultation to the owner and government authorities. Prepare and submit the evaluation materials required for the project approval and construction, etc.
  3. Foundation pit design (including foundation pit support, design and evaluation of earthwork and drainage), foundation pit engineering budget preparation, etc.

The foundation pit construction document design is allowed to be sub-contracted.

C. Planned Construction Schedule

  1. The winner shall submit the scheme design in accordance with the depth requirements of relevant regulations on the basis of the winning scheme before July 30, 2022.
  2. The winner shall submit the foundation pit construction documents that meet the requirements of the approval before July 30, 2022.
  3. The winner shall complete the evaluation of the foundation pit construction documents before August 30, 2022.

The design schedule shall meet the requirements of the project construction schedule and the construction needs, including the requirements of the tenderee to carry out the construction tender for foundation pit supporting and foundation treatment.

The final schedule is subject to the contract.

D. Design Fee and Honorarium

The bidding control price of this project is RMB 16 million (tax inclusive), the official tender documents shall prevail.

The total amount of honorarium is RMB 5.4 million (tax inclusive).

  1. The winner will be awarded a design contract;
  2. The 2 unsuccessful finalists will be paid RMB 1.2 million (tax inclusive) and RMB 1.0 million (tax inclusive) as honorarium, according to ranking;
  3. Each of the 4 shortlisted teams who did not make it to the final evaluation stage will be paid with RMB 0.8 million (tax inclusive) as honorarium.
  4. No honorarium will be paid to applicants who fail to pass the pre-qualification stage.

 

Qualification Requirement for the Applicant

  • Basic Qualification:The bidding applicant (hereinafter referred to as the applicant) must be domestic or overseas entities with legal business registration. Individual or team of individuals will not be accepted.
  • Qualification Requirement:The applicant must own a Class-A engineering design integrated qualification, or a Class-A architectural industry engineering design qualification, or a Class-A architectural industry (architectural engineering) qualification issued by the construction-administrative authorities of the People’s Republic of China, or the same corresponding qualification recognized by the registration places of overseas countries (regions). The foundation pit construction document design is allowed to be sub-contracted. The subcontracting entity must be a domestic design company and have the corresponding foundation pit engineering design qualification (Class-A engineering investigation integrated qualification or Class-A geotechnical engineering special qualification).
  • Financial Requirement: Refer to the pre-qualification documents.
  • Similar Project Experience Requirement:Refer to the pre-qualification documents.
  • Credit Requirement:Refer to the pre-qualification documents.
  • Design Team Requirement: Project Leader Qualification Requirement: The project leader should own a Grade-One registered architect qualification of the People’s Republic of China or the corresponding qualification recognized by the registration places of overseas countries (regions). For a consortium, the project leader must be the staff from the leading member. Provide the labor contract of the project leader and the social insurance payment certification materials from the last one year. For the major members of the design team, valid labor contracts must be provided.
  • Other Requirement:

A. A consortium applicant (hereinafter referred to as the consortium) is permitted. The leading member of the consortium shall meet the qualification requirement in article 2, and the consortium should meet the following requirements:

  • One consortium shall include no more than 2 members (including the leading member).
  • Each member of the consortium shall not apply for pre-qualification alone or participate in another consortium, otherwise all relevant pre-qualification applications will be invalid.
  • Each member of the consortium shall sign a consortium agreement according to the format provided in the pre-qualification documents, and clarify the division of workload and equity share of the leading member and the other. Registration Instruction for the consortium: Two common accounts may form a consortium. The leading member should sign in the ECP by the name of the consortium to submit an application for a consortium account. The consortium account will be valid once approved by the ECP-Supplier Service Hall.

B. Two or more entities whose legal representatives are the same person or have direct holdings in each other, may not apply for the tender at the same time.

  1. Acquisition Time:Beginning: March 18, 2022, 14:00; Deadline: March 29, 2022, 17:00.
  2. Acquisition Method: The applicant should register on the CGN E-Commerce Platform (https://ecp.cgnpc.com.cn) within the acquisition time. Fill in the information of the authorized bidding contact person when registering. Overseas applicants need to contact the tender contact person for account registration. Design Background

The East Lake Hi-tech Development Zone with a planned area of 518 square kilometers is also known as Optical Valley of China. After more than 30 years of development, its comprehensive strength and brand influence have been greatly improved, ranking the first among national hi-tech zones in knowledge creation and technological innovation ability. It becomes one of key construction programs of national “world-class hi-tech park”.

Optics Valley Central City, with a planned area of 36.15 square kilometers, is located in node of the “Golden Cross Axis” (in the intersection of Optics Valley Science and Technology Innovation Corridor in the east-west, and Central Ecological Corridor in the north-south). It is the core carrier of urban functions in the East Lake Hi-tech Development Zone, positioned as the main center of Wuhan Optics Valley Vice City, the demonstration area of innovation development services in the East Lake Science City, as well as the center of science technology and finance innovation in central China. After 8 years of development, the functional goal of building Optics Valley Central City into “Optics Valley Administrative Exhibition Center” has been basically achieved, the northern core area has taken shape, where the style of the new town has initially appeared.

To build an open, diversified and vibrant public cultural service supply system, promote the integration of industry and city, as well as continuously enhance residents a sense of cultural acquisition and happiness, Wuhan East Lake Hi-tech Development Zone Administration plans to launch the construction of Optical Valley Grand Theater and Optical Valley Concert Hall.

 

Design Scope

Optics Valley Grand Theater and Optical Valley Concert Hall are located in the north core area of the Optics Valley Central City, reaching Optics Valley Fifth Road in the west, surrounded by Xinyuexi Park from the other three directions. Shendun Third Road cutting across divides the site into two plots. The site area is 2.13 hectares and the total floor area is no more than 69,200 square meters. This invest plan is 1.2 billion CNY.

Design scope and the land-use planning

The surrounding area of the project are mainly business and commercial districts, which is also the concentrated development area of high-rise buildings and underground space in Optical Valley Central City. Xinyuexi Park which connects to Optical Valley Central Ecological Corridor provides rich open space and great view of the landscape. Two main roads, Optics Valley Fifth Road and Gaoxin Second Road, are the main axis of public activities in Optics Valley Central City. Furthermore, superior transportation conditions contribute to the project by the Metro Line 19, Line 11, Line 13 and their two intersection stations in the north and south.

 

Design Requirements

  • Overall Positioning

Optical Valley Grand Theater and Optical Valley Concert Hall are important nodes of urban cultural space. Based on the design theme of “Going by the light – sharing science & technology”, regional characteristics, ecological notions, science and technology and innovation subject are needed to take into account. And the goal is to create a new platform with an international leading level, professional and multi-functional cultural exchanges, a new landmark of cultural industry, as well as a high quality culture and art city parlor. The design should follow the principles of specialization, integrality, openness, low-carbon, interconnection and cost-efficiency, keeping a good balance between the  innovation, implementation and operation.

  • Main Function

The project mainly contains a public theater (1,500 audience seats) and a concert hall (1,200 audience seats), as well as multi-functional theaters and subsidiary rooms. It will become a cultural building with diversified functions and rich sense of science and technology, which could meet the needs of various types of performance and reflect the cultural connotation and features of Optical Valley, as well as provide a leisure space for citizens. Other functions could be considered according to the relevant design scale and standards within the design.

  • Planning and Design Conditions
  1. The northern plot: planned recreational land with site area of 7,864.32 square meters, rated floor area ratio of 3.1, total floor area of no more than 24,500 square meters, building density of no more than 50%, building height of no more than 40 meters, green ratio of no less than 5%.
  2. The southern plot: planned recreational land with site area of 13,382.28 square meters, rated floor area ratio of 2.1, total floor area of no more than 28,100 square meters, building density of no more than 50%, building height of no more than 40 meters, green ratio of no less than 5%. A public toilet with floor area of 100 square meters need to be considered in this plot.
  3. The underground space of the site are mainly public service facilities (commercial) and auxiliary parking. The scale of underground public service facilities (commercial) is no more than 50,500 square meters on the northern plot and no more than 11,100 square meters on the southern plot respectively.
  4. A space around 3000 square meters for high-tech zone planning exhibition hall need to be reserved on the ground floor of the site.
  5. The planning and design should meet relevant regulations, considering an underground high-voltage corridor control line along Shendun Third Road.
  6. The planning and architecture design should meet the requirement of Construction Engineering Planning Management Regulation in Wuhan City (Decree No. 248 of the People’s Government of Wuhan City), Unified Standard for Design of Civil Buildings (GB50352-2019), Code for Design of Theater Buildings (JGJ57-2016), Code for Acoustic Design of Theaters, Cinemas and Multi-functional Hall Buildings (GB/T50356-2005), Code for Barrier-free Design (GB50763-2012), as well as other national and local codes.

 

Registration Requirements

  1. The competition registration is open to all design institutions at home and abroad with the following design experience: The institution has designed and completed at least three public building projects (already built or under construction) of over 30,000 square meters (not including underground); The lead architect has designed and completed at least one performing building project (either under construction or under construction).
  2. Design institutions must have legally registered and valid business licenses. Different design institutions and organizations with the same person in charge, or have an association of holding controlling interest or management, are not allowed to register simultaneously.
  3. Consortiums with no more than 3 members are allowed to register, a written consortium agreement to clarify the lead unit and the respective responsibilities is needed. All units in one consortium cannot join in other consortiums or as an Independent unit to register.
  4. Individuals and individual combinations are not accepted in registration.
  5. Optical Valley Grand Theater and Optical Valley Concert Hall are a project and cannot be split.

Solicitation Process

The open solicitation is divided into two stages, “registration and pre-qualification” and “concept design review”.

  1. As soon as the registration form is submitted and verified, organizer will provide design assignment and basic material package. After the credit certificate and concept proposal document are submitted, a pre-qualification meeting will be hold, on which the expert group will vote to select 6 design institutions without ranking.
  2. The design institutions in the shortlist continue to finish their concept designs. A concept design review meeting will be hold, on which the expert group will vote to select 3 winning scheme designs. The sponsor will decide one design institution (consortium) to carry out the follow-up design after comprehensive evaluation and then an additional design contract will be signed.

 

Design Fees

The total design fee is 6 million CNY (about US$945,000).

Each of the 6 shortlisted design institutions will receive a design compensation of 500,000 CNY (about US$78,700). To the three winning design institutions, the first will receive 1.5 million CNY (about US$236,300), the second 1.0 million CNY (about US$157,500)and the third 500,000 CNY (about US$78,700) (Note: All the above fees include taxes).

 

Solicitation Schedule

The duration of the solicitation is from March to June 2022, and schedule is as follows:

Submission Requirements

A. Pre-qualification Stage

  1. Credit certificate document: including profile of the design institution, business license or effective business registration document of the design practice, consortium agreement, projects list of design institutions, schedule of design team, resumes of the chief architect.
  2. Concept proposal document:including two display boards in A0 size (portrait), one electronic achievement of the display board, one video of no more than 5 minutes, the contents of which should include but are not limited to the following:
  • Design ideas, concepts and related analysis graphics;
  • General layout plan and major economic and technical indicators;
  • Plans, elevations and sections;
  • Renderings;
  • Other necessary analysis diagrams and drawings that express the design intention and conception.

B. Concept Design Review Stage

Including ten atlas in A3 size, six display boards in A0 size (portrait), one electronic achievement of atlas and display board, one electronic presentation document, the contents of which should include but are not limited to the following:

  • Design description;
  • General layout plan;
  • Analysis graphics;
  • Renderings;
  • Single building designs;
  • Project construction investment estimation.

 

Solicitation State

  • The design fees of the solicitation will be paid in RMB within the borders of China. Domestic independent legal person could be authorized to receive the payment on their behalf if the design institutions or individuals from overseas cannot receive a payment of RMB.
  • The design institutions have the rights of authorship of concept design. With the permission of the sponsor, concept design will be evaluated and displayed through mass media, professional magazines, books and periodicals or other forms. The sponsor, organizer and the project construction company have the rights to use or adjust concept design wholly or partly in the consultation of the project, and the rights to print, publish and exhibit concept design through mass media, professional magazines, books and periodicals or other forms.
  • Concept design should be original and not have been published in any form. The design or any material used should not infringe any copyright, trademark right, patent right and other rights of the third party. If infringement occurs, all such disputes and legal liabilities will be borne by the design institution. If infringement causes losses, the compensation will be borne by the design institution too.
  • The design institutions should abide by the relevant provisions in China, properly keep the drawings and data provided by the sponsor, and protect their intellectual properties. Assignments and basic material packages should not be transferred to a third party or be used in other projects without the permission of the sponsor.
  • The design institutions participating in the solicitation are regarded as acknowledging all the provisions in this Announcement.
  • The laws and regulations applied to the solicitation activity and related documents are the laws and regulations of the People’s Republic of China.

Solicitation Announcement of Global Conceptual Design Scheme of Science and Innovation New City · Science and Technology Museum Project

Project Introduction

The World SF Convention is the world’s most eyed science fiction cultural themed event with the longest history, the biggest scale, and the strongest influence. The “Hugo Award” awarded by the Convention is a major world science fiction award, known as the “Nobel Prize of science fiction world”. At the 79th World SF Convention held in Washington, Chengdu officially obtained the qualification to host the 81st World SF Convention in 2023. This is the first time for World SF Convention to be held in China, and the second time for it to be staged in an Asian city after Yokohama, Japan in 2007. Chengdu—This “Sci-Fi Capital” once again captured the world’s attention!

At present, Chengdu is actively preparing for the 81st World SF Convention, unfolding the publicity and promotion of the Convention, promoting the industrialization of science fiction and popular science, and at the same time promoting the industrial interaction among cities. The Science and Technology Museum constructed in this project will also be the venue for the future Hugo Award ceremony.

  • Project scale: The gross floor area will not exceed 50,000 square meters (including above and under the ground), and the construction content includes a theater-style Hugo Award venue, a Hugo Museum, a star-themed salon, and other exhibition and supporting functional space.

The venue design must comply with the relevant architectural design codes of the People’s Republic of China and meet the requirements of the solicitation documents.

Qualifications and Requirements of Applicants

A. Application requirements

This consultation adopts a global open application method. Design units/teams with relevant design experience in China and abroad may apply for participation. The following qualification requirements must be met upon application:

1. Applicants in China must meet the following qualification requirements:

  • The design unit/team in China must have certification documents of legitimacy within the valid period of operation, and must be an independent corporate legal person or other organization or a legally authorized branch unit;
  • The design qualification of Grade A and above for the construction industry (construction engineering) issued by the competent administrative department and the design qualification of Grade A and above for the special design of landscape architecture engineering;
  • The parent company, wholly owned subsidiary, and its holding company with two and more legal representatives as the same person must not apply at the same time.

2. Applicants outside China must meet the following qualification requirements:

The overseas design units must have legal business and design licenses in the locality.

3. If the applicant is an agency in Hong Kong, Macao or Taiwan, it must have a legal business and design license in the locality.

B. Participation method

The design unit/team is allowed to apply in the form of a consortium. When applying as a consortium, a Consortium Agreement must be provided. The number of consortium members should not exceed two, and all consortium parties must not participate in the event in their own names or form a consortium with other design units/teams.

C. Team requirements

According to the characteristics of this solicitation, team members to be involved should be the registered personnel of the design unit/team, including but not limited to planning, architecture, and landscape professionals:

  • If the design unit/team is an overseas unit/team, in order to ensure that the project designers have an accurate understanding of the Chinese background and related requirements, there should be at least one person who is proficient in Chinese among the project designers.
  • The chief designers participating this solicitation need to be experienced in presiding design of similar projects, and must participate in the whole design process directly (the chief designer must have at least participated in the work report and scheme review report of solicitations in person). During the event, if the chief designer does not match the team member profile submitted in the qualification review materials, the host has the right to cancel the participation qualification of the design agency.

D. Achievements

At least 1 similar achievement in design of large-scale construction project since January 1, 2017 (subject to the time of contract signing) must be provided, and the achievement must be the winning bid (selected) scheme that has been adopted and is being implemented or has been put into use, and contract or other proof materials.

 

Application Methods

A. Application time of this solicitation is 9:00-17:00, from March 15, 2022 to March 24, 2022 (Beijing time, similarly hereinafter).

B. Application materials may be submitted with the following two methods:

  • Method 1: In-person

At the same time, applicants should take the initiative to contact and confirm the delivery status of the application materials, and bear the risk that the application materials may not be delivered in time due to accidents in the e-mail sending process.

Consultation Description

A. This consultation is divided into two phases: Phase I – Open application and shortlisting; Phase II – Scheme preparation and review.

  • Phase I – Open application and shortlisting

Release global solicitation announcement for open application and shortlist five units/teams after the review of the jury (ranked in sequence).

  • Phase II – Scheme preparation and review.

The five shortlisted agencies that have passed the final review should submit the deliverables according to the Design Brief and present their schemes according to the draw sequence; the jury performs comprehensive comparison and evaluation in combination with the deliverables of shortlisted agencies and rank the schemes from No. 1 to No. 5; the host will submit the recommended results of the jury to relevant department. In principle, the design agency ranked (or sequenced) No. 1 will be the selected agency, and the design agencies ranked (or sequenced) No. 2~5 will be the shortlisted agencies. (If an agency is confirmed and selected by relevant departments after submission despite a different prior ranking or sequencing, the remaining four design agencies are shortlisted agencies.) And the selected agency will undertake the follow-up design work. The selected agency must optimize the selected scheme according to the opinions of the host, review experts and relevant departments.

B. In this solicitation, in addition to the selected agency, the other four shortlisted design agencies will receive a design compensation of 700,000 yuan (tax included) respectively; the selected agency will undertake the subsequent optimization (development) design work, and the subsequent design fee (i.e. consultation service contract fee) amounts to 6.5 million yuan (tax included).

 

Requirements of Submitted Deliverables

The contents of the design deliverables must comply with the provisions of the relevant chapters such as design principles, site planning requirements, architectural design requirements, and design deliverable requirements in the Design Brief.

 

Copyright Issues and Law

  • The right of authorship in all design deliverables of the solicitation belongs to the design units/teams, while all submitted design deliverables will not be returned to the design units/teams. The host is entitled to use of all design deliverables for free, including announcement of review results after the review, as well as introduction, display and evaluation of design deliverables via media, specialized journals, specialized books or other forms.
  • Design units/teams should ensure all contents in design deliverables are their original work without any materials infringing the intellectual property rights of third parties. In case of an infringement act, the infringing design units/teams must bear all legal consequences themselves, and will be disqualified from the solicitation.
  • All materials (text, drawings, electronic data, etc.) provided by the host are protected by copyright. Any unit or individual must not copy, adapt, distribute, publish, lend, or transfer these materials without authorization, otherwise corresponding legal liability will be ascertained according to law, and the unit or individual will be disqualified from the solicitation.
  • Rules of this solicitation are governed by the laws of the People’s Republic of China. The solicitation work and all documents are subject to the Chinese laws. Should negotiation fail in case of a dispute, both parties agree to submit to the Chengdu Arbitration Commission for arbitration.
  • Prior to the end of the solicitation, design units/teams or their designers must not disclose, make public or display design deliverables in any form unless the host permits, otherwise the corresponding legal liability will be ascertained according to law, and the units/teams or their designers will be disqualified from the solicitation.
  • Right of interpretation: The host reserves the right of the final interpretation of this consultation and relevant documents with the language of interpretation subject to Chinese.
