Housing is always one of the core topics of modern and contemporary architecture. Le Corbusier considered it the “substance” of the city. Housing and monuments are defined by Aldo Rossi as the two main permanences in the city: “monuments” are primary elements which are persistent and distinguished from housing, the other primary element shaping the “fabric” of the city.

The major achievements in housing design constitute important nodes in the history of architecture. A series of housing exhibitions and development in the twentieth century have become milestones of modern and contemporary architectural history. In the 1920s, the Weissenhof Estate (Weißenhofsiedlung) in Stuttgart, Germany showed clearly to the world that: Modern architecture is growing into a “movement” affecting the lives of all human beings. In 1980s, the IBA (International Building Exhibition) in Berlin, Germany strongly promoted the spread of post-modern urbanism and architectural trends in the post-Cold War era. In the 1990s, Arata Isozaki invited world-leading architects of the time to build the Nexus World Housing in Fukuoka, Japan. Leveraging the power of Japan’s economic boom, it contributed to close communication of architecture across the world. After the millennium, the IBA in Hamburg, Germany put forward the topics of low-cost, environmentally friendly and intelligent housing, reflecting the spirit of the times. Meanwhile, in a broad sense, areas with strong architectural culture development are often the places where housing design innovations burst out, for example, Europe and Japan both under post-war reconstruction, and South America and India, which became independent from colonial rules.

Needless to say, except for the architectural cultural environment, the national housing policy is a decisive factor, which has a fundamental impact on public housing design. Why do innovations in public housing emerge in Northern Europe and Singapore? High welfare policies in residence, the government’s attention to public housing which is considered a product as well as culture, respect and encouragement for design innovations in housing, etc. are the reasons.

After more than 30 years of rapid development in the marketization and commercialization of housing, today, public housing developed and supplied by the government, as the means to balance the housing market and promote social equity, is becoming a focus and direction of exploration in China’s housing reform again. A number of excellent public housing cases have been built in Beijing, Shanghai, Jiangsu and Zhejiang, etc. They reflected the urban social issues and residential design problems, and had proved to the world that: excellent spatial quality and innovation on typology can be achieved in public housing even on the basis of satisfying quantity, restrict indices and cost limitation.

Competition Background

 

Reinventing Housing in the South: Competition for Public Housing Design of Jiangong Community in Shenzhen Nanshan is organized by the Bureau of Public Works of Nanshan District, Shenzhen, and co-organized by Position Architecture Co., Ltd, Shenzhen. The original purpose of this competition is “to equip public housing with the power to influence society”. As a pilot project in Shenzhen to explore a new model for public housing, the competition will try to break the constraint of the traditional commercial housing development model on architectural design. The competition will give full play to the public and social characteristics of the project, because it is a public development as well as the affordable housing. It is hoped that through this competition, a public housing design scheme which is open, comfortable for living, with humanity and has Shenzhen’s city imprint will be selected for this project. And the project will be built into a precedent for high-density residences and public communities in southern China.

The competition will provide architects with ample freedom for creation and design. It is believed that the forward-looking design will become the core driving force for housing reform and innovation. Design Principles

 

In 2021, the completion of Baiziwan Public Rental Housing aroused another heated discussions on public housing and decent living in China. The architect Ma Yansong proposed eight new goals to tackle on the current problems of Chinese housing and what is “ideal living” in the Le Residentiel Réinventé. He called on architects, those with the most humanistic spirit, and those who pursue design and individuality, to devote themselves to this new housing movement.

This competition draws on the concepts put forward in the Le Residentiel Réinventé and combines local housing policies, population characteristics and urban environment to explore “new housing” designs with more southern/Shenzhen characteristics. Based on this, the theme of this competition is “Reinventing Housing in the South”. These design principles shall be followed:

  • The Living Comfort in High Density

High density is the reality of Shenzhen’s urban environment. Existing spatial strategies such as three-dimensional blocks, mixed-use development and shared communities, etc., as well as any new solutions, shall pursue breakthrough at the humanistic level to achieve the balance between high density and comfortable living.

  • Practical Publicness

With a higher standard of social services and a better public environment, the design shall create real public interactions instead of spaces that only “look public”.

  • Inclusion and Social Equity

As a typical immigrant city, Shenzhen’s residential community needs to accommodate the uniqueness and richness of individuals, so that residents can feel fairness and find a sense of belonging. Interpret social equity as an architectural issue and seek answers from the perspectives of spatial design.

  • Open Block

Bring multiple business formats inside. Activate the near-ground spaces of a high-rise residential community with systematic strategies, create an all-weather open block with a “living atmosphere”, and integrate into urban life.

  • Being Refreshing and Good-Looking

Considering the impact of the project on the city landscape, the design shall create a refreshing and high-quality architectural appearance among the buildings in Shenzhen at a limited cost.

  • Low-Carbon with “Low-Tech”

Green and low-carbon is not a fashionable slogan. The design should improve the quality of architectural spaces in accordance with local conditions including the Lingnan climate, and achieve low-carbon with “low-tech” through simple strategies.

  • Plenty of Flexible Spaces

The design should provide more possibilities for individuals to use the space creatively and spontaneously. The design should provide more high-quality flexible spaces.

 

Project Overview

 

The project site consists of 2 plots (Plot 05-02, Plot 05-04), which should be planned and designed as a whole, but the technical economic indices of the 2 plots should be separately calculated.

The project is located in the Nantou Sub-district of Nanshan District, Shenzhen, at the border of Nanshan District and Bao’an District. It is adjacent to Jiangong Community Affordable Housing (Phase I), Guangzhou-Shenzhen Expressway and Zhongshanyuan Rd. The total site area of the project is about 51168 square meters. The project contains public rental housing, commerce, and supporting facilities including a kindergarten with 18 classes, an express delivery station, and a bus terminal station, etc.

The site area of Plot 05-02 is about 32315 square meters, and the FAR is 6.0. The tentative total investment is RMB 2196.25 million, of which the construction and installation fee is RMB 1775.03 million.

The site area of Plot 05-04 is about 18853 square meters, and the FAR is 6.0. The tentative total investment is RMB 1281.28 million, of which the construction and installation fee is RMB 1032.42 million.

 

Competition Rules

 

The competition is an open call for design schemes and teams all around the world. The competition consists of 3 phases which are the concept proposal, design competition, and final evaluation.

  • Phase I: Concept Proposal Phase

The applicant shall submit a concept proposal and the Company Profile & Credit Files. The concept proposal should be limited to A3 booklets with 10 single-sided printed pages and 2 pieces of A1 presentation boards. The content should focus on the key strategies on the project’s complex problems. Over-commercialized renderings are not encouraged. The review of Phase I consists of two steps.

Step I: The review materials will be “anonymous”. The Concept Proposal Review Committee will only review the valid concept proposals, and select 10 applicants (with ranking) to enter Step II by open ballot (round-by-round voting).

Step II: The review materials will be “non-anonymous”. The Concept Proposal Review Committee will comprehensively review the materials from the 10 applicants selected in Step I. The materials include concept proposals, project experiences and proposed design team members. The concept proposal will be dominant, while the team and the experiences will be auxiliary. The committee will select 5 shortlisted applicants (without ranking) and 2 alternative applicants (with ranking) by open ballot (round-by-round voting). The shortlisted applicants will enter Phase II. If any of the shortlisted applicants withdraw, the alternative applicants will replace in ranking order.

  • Phase II: Design Competition Phase

In Phase II, the review materials will be “non-anonymous”. The shortlisted applicants will go to a site visit, on which they will also communicate with the competent authority, the construction department, and the operator, before they submit a complete concept design. A presentation and Q&A session will be held, then the Scheme Review Committee will select 3 finalists (without ranking) and 2 Shortlisted Prize winners (without ranking) by open ballot (round-by-round voting). The finalists will enter Phase III. The Shortlisted Prize winners will receive corresponding prize money.

  • Phase III: Final Evaluation Phase

The organizer will select 1 First Prize, 1 Second Prize and 1 Third Prize from the finalists. The winner of different prizes will receive corresponding awards.

The competition results of each phase will be published on WeChat official account “youfang502”, and the project homepage, etc.

 

Application Requirements

 

  • There is no qualification requirement.
  • The domestic applicant (company) should be an independent legal entity (except for a design studio established according to The Partnership Enterprise Law of the People’s Republic of China) with a valid business license. The overseas (including Hong Kong, Macao and Taiwan) applicant (company) should be a legal enterprise or institution with a valid business registration certificate. An individual or a group of individuals is not accepted.
  • A company could apply alone as an applicant, or form a consortium applicant (Hereinafter referred to as consortium) with other companies. The consortium should meet the following requirements:
  1. One consortium consists of no more than 3 members(including the leading member).
  2. The consortium members should sign a legal Consortium Agreementprovided in the Work Rules, to specify the work content, work distribution and equity share.
  3. Each member of the consortium should not apply alone or participate in another consortium, otherwise, all relevant applications will be deemed invalid.
  • Two or more legal entities with the same legal representative (business partner), a parent company and its wholly-owned subsidiaries, and companies that have a controlling relationship shall be regarded as the same applicant and should not apply as different applicants at the same time.
  • The applicant (consortium) should designate 1 project leader and 1 or 2 chief designers in the application document.
  • Special notes for an overseas company:To ensure the follow-up communication and that the technical indices of the scheme will meet the domestic standards, the shortlisted applicant (consortium) should consist of at least 1 domestic company when entering Phase II of the competition.
  1. The overseas applicant who is not able to meet the requirement above should form a new consortium with 1 domestic company to participate in the follow-up phases before submitting the Confirmation Letter. The applicant who meets the requirement above will not be allowed to add or change the consortium member.
  2. Only 1 domestic company will be allowed to be added to the new consortium. In Phase II, one consortium consists of no more than 3 members in total.
  3. The shortlisted company that has applied alone should be the leading member of the new consortium. The shortlisted applicant that has applied as a consortium must keep the original leading member unchanged. The project leader and the chief designer(s) should be kept unchanged.

Note: To ensure that the applicant has an accurate understanding of the competition requirements, at least 1 of the main design team members should be a native Chinese speaker. The designer participating in this competition should be the registered staff of the company to which he/she belongs. The project leader / chief designer must be truly responsible for the project, and participate in the whole process of the competition. The organizer has the right to disqualify the applicant if it is found that the actual project leader / chief designers do not match the persons submitted in the application materials.

 

Prizes and Awards

The First Prize winner will receive the prize money of RMB 2 million (tax inclusive). In principle, the First Prize winner will be the contract winner (Hereinafter referred to as the winner), who will subsequently sign a design contract with the general design contractor of the project. The work contents of the design contract and the calculation rules of the design fee are provided below. The prize money will be paid by the Bureau of Public Works of Nanshan District, Shenzhen. The prize money already received will be subtracted from the design fee of the design contract signed by the winner and the general design contractor.

Work Contents of the Design Contract

The work contents of the design contract cover the schematic design and the architectural design development within the site boundaries, which includes:

  • Schematic design;
  • Architectural design development;
  • Conceptual interior design of standard unit types and important public spaces;
  • Conceptual landscape design;
  • Cooperating in the design development of other professions, construction drawings, project construction, controlling the effect and cooperating in applications for official design development and construction approvals;
  • The chief designer should provide necessary project quality assurance in the process of design development and construction (Chief Designer Responsibility System), which includes but is not limited to:
  1. The chief designer is responsible for the design of the key architectural details which affect the effect of the building;
  2. The chief designer is responsible for checking all construction drawings and special design results that affect the overall effect of the building, such as architectural design, interior design, landscape, curtain wall, lighting, signage, etc. The chief designer should sign to confirm;
  3. The chief designer is responsible for the selection and sampling of important materials, should assist in solving technical problems during construction, and ensure high-quality implementation of the design scheme.

The work contents shall be subject to the design contract finally signed.

Design Fee

The design fee of the 2 plots should be calculated separately. The contract design fee is calculated according to the tentative construction and installation fee of each plot as the billing base. The construction and installation fee approved in the estimate document will be the final billing base during project settlement. The calculation rules are as follows: The basic design fee of the project is calculated according to the “Engineering Survey and Design Charge Standard” (price [2002] No. 10) formulated by the State Development Planning Commission and the Ministry of Construction. The total basic design fee of the project is calculated with the coefficient of specialty as 1, the coefficient of engineering complexity as 1.15, and the additional adjustment coefficient as 1. This contract design fee shall be 40% of the total basic design fee of each plot.

Based on the tentative construction and installation fee of Plot 05-02 which is RMB 1775.03 million, the contract design fee is RMB 18.34 million.

Based on the tentative construction and installation fee of Plot 05-04 which is RMB 1032.42 million, the contract design fee is RMB 11.32 million.

The total design fee of the 2 plots is RMB 29.66 million.

If the first prize winner has already received the prize money, the design fee of the contract finally signed will be calculated according to the rules above and the prize money will be subtracted. The design fee will be subject to that finally approved by the audit department.

Project Background

The integrated permanent site construction project of the Shenzhen Medical Academy of Research and Translation & Shenzhen Bay Laboratory is the core engine of Guangming Science City to build a comprehensive national science emplacement. The Integrated Permanent Site Construction Project of Shenzhen Medical Academy of Research and Translation & Shenzhen Bay Laboratory is located in Guangming Science City at the northeast area of Guangming District, Shenzhen. It is next to Sun Yat-sen University (Shenzhen Campus) and Shenzhen Institute of Advanced Technology, and is next to Dongguan AI Town northwards.
The project site is composed of six plots, covering a total land area of 288,000 square meters (which is tentative and subject to the official tender announcement), with a total construction scale of 753,700 square meters and a total investment of 8.5 billion yuan. The construction mainly consists of R&D space and related support rooms, open floors and connecting corridors, facility rooms and underground garages, etc.

Bidding Rules

The project adopts an “invitation + open bidding” method, which is divided into invitation stage, open pre-qualification stage, design bidding stage, and final evaluation stage. Details are subject to the official tender document.

Qualification Requirements

1) The bidding applicant shall be legally registered enterprise or organization.
2) The bidding applicant shall possess at least class-A qualification/certificate in Chinese architecture construction industry (Construction Engineering).
3) The project leader shall possess the license of National Grade-1 Registered Architect.
4) Applications from joint groups are permitted. Each member of a joint group shall not submit another additional application neither alone nor with another joint group. Members of a joint group shall sign a legally binding Joint Group Agreement to clarify the leading member, division of work, and equity share.
5) The leading member of a joint group shall possess at least class-A qualification/certificate in Chinese architecture construction industry (Construction Engineering).
6) Application from individuals or individual groups will not be accepted.

Tender Fee

Airport economy is regarded as the economic development form and the main driver in the fifth wave of urban development, after sea transportation, natural canal, railway and highway. For example, Singapore Changi Airport, as a main air hub in Asia, is currently the seventh busiest international airport around the world. It drives the development of related industries such as international headquarters cluster, exhibition and logistics in and around the area, and supports 10% of Singapore’s GNP. These years, the Regulations of Guangzhou Airport Economic Zone and the 14th Five-Year Plan for Guangzhou’s Airport Economic Development were promulgated successively. Guangzhou Airport Economic Zone boasts national and provincial functional platforms, including National Airport Economic Demonstration Zone, National Comprehensive Bonded Area, Aerotropolis National Logistics Hub, and Guangdong Free Trade Zone Linkage Development Zone. A. Current situation and development trend

Preparing a comprehensive summary of the current situation and relevant plan of the area; studying well-known airports in and outside of China, and airports in airport economic zones, Yangtze River Delta, Beijing-Tianjin-Hebei Region, Chengdu-Chongqing Region and other regions, comparing airports in the Guangdong-Hong Kong-Macao Greater Bay Area horizontally, and analyzing the new dynamics, trends and business formats of airport economic development as a whole.

B. Regional coordination

Aligning with Guangzhou’s urban development strategic plan of “one corridor, one belt, two cores and five poles”, clarifying its role of differentiated and coordinated development in the region, and proposing a regional coordinated development strategy.

C. General goal and vision

Further proposing the target orientation and image vision with characteristics and attraction, based on the benchmarking case, and from the view of accelerating domestic and international dual-cycle development and promoting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

D. Spatial development structure

Refining the leading industries in the district to highlight the advantages of resource combination between the airport and surrounding areas; establishing a spatial distribution map of airport industrial chain system; forming an organic, flexible overall blueprint of the district.

Solicitation Method of International Consultation

 

Public solicitation is adopted for this international consultation. There are two stages: unit solicitation stage, scheme preparation and evaluation stage. In public solicitation, bulletins will be published on Guangzhou Public Resource Trading Center website (URL: http://www.gzggzy.cn), China Tendering and Bidding Public Service Platform (URL: http://www.cebpubservice.com), ABBS Architecture Forum website (URL: http://www.abbs.com.cn), and Guangzhou Construction Engineering Supervision Co., Ltd. (URL: http://www.gjjl.com). Registration of applicant agency at home and abroad will be accepted publicly.

Unit solicitation stage: The sponsor organizes the International Consultation Committee according to law, which will hold a unit solicitation meeting. The credit standing, relevant achievements (strategic development consultation and planning projects of the airport economic zones or aviation new cities, or strategic development consultation or urban industrial consultation and planning of megacities), and team competence of applicant agencies will be considered comprehensively. Then, four candidates will be selected and enter the scheme preparation and evaluation stage. Meanwhile, two alternative units shall be selected (in order). If any selected applicant agency applies to withdraw in the second stage, the alternative units will take the place in order.

Scheme preparation and evaluation stage: four selected units submit the final results scheme, which will be evaluated by experts organized by the International Consultation Committee. The schemes will be evaluated and ranked, and the winning applicant agencies will obtain the corresponding bonuses. The winning applicant agencies should integrate and optimize work with the support of technical services and schemes, until the strategic plan is approved by the government.

 

International Consultation Bonuses

 

According to the evaluation and ranking of the submitted schemes by the Scheme Evaluation Committee, the four selected units will obtain the following awards:
First Prize: RMB 3.5 million (including tax);
Second Prize: RMB 1.8 million (including tax);
Merit units (2): RMB 800,000 (including tax)of cost compensation for each, totaling RMB 1.6 million. Except for the above four finalists, no other units with qualification and registration will receive any compensation.

If, after review, the bid winner is a consortium, the sponsor of international consultation shall pay the cost compensation, bonus, or both in full to the only legal Chinese account designated by this applicant, which is not necessarily the leading party’s account. The sponsor will not pay any other expenses to the member of the consortium.

The ownerships of all the schemes and results that have passed the effectiveness review and win compensation belong to Guangzhou Aerotropolis Development District Management Committee, the sponsor of international consultation, while the applicant agency enjoy the signing rights of consulting results. In addition, the sponsor enjoy the ownerships of all the consulting results collected in this international consultation event, and no consulting results will be returned to the applicant agencies after review. Applicant agencies that have submitted a valid Application Form as required by this announcement of solicitation shall be deemed to agree to this clause.

Application for International Consultation

 

Qualifications

  1. Consortia are accepted in the application of this international consultation. There may not be more than three institutions in a consortium. The consortium shall submit the agreement of consortium application as required (the agreement of consortium application shall be affixed with the official seal of each member; if there is no official seal for an overseas agency, the agreement can be signed by its legal representative or legal authorized representative).
  2. No application in the name of individuals is accepted in this international consultation. Domestic applicant agencies shall have independent legal person qualification, and provide a valid business license or legal person certificate, and they should not be in a bad state such as revoked business license, ordered to close down or be revoked. Overseas applicant agencies shall be legally registered in its base, and provide valid a business registration certificate. Different units at home and abroad, with the same person in charge or have holding and management relationship, may not register for this international consultation event at the same time. (Note: A base refers to the main place where a company, enterprise or commercial institution is legally registered to operate or set up an office) If the applicant is an overseas agency, it shall form a consortium with a domestic unit for application, and the domestic unit shall be the leading party. (The agreement of consortium application shall be affixed with the official seal of each member, and the leading party of the consortium shall be specified.)
  3. An applicant agency shall have relevant project experience, such as strategic development consulting and planning projects of airport economic zones or aviation new cities, or strategic development consulting or urban industry consulting and planning projects of megacities, since January 1, 2017 till the application deadline (it shall provide the first page of contract or consultation report, or the copy of certificate recognized by the owner, or other certificates such as awards; for undertaken as a consortium, it shall provide relevant documents proving that the scope of work it undertook in the project meets the requirements of this event; the project time is subject to the time of signing the contract).
  4. The General Project Leader shall directly participate in the whole process of international consultation, attend at least 2 meetings in person for scheme report, and provide commitment according to the Statement of Applicant Agency. The applicant agency must ensure that the General Project Leader and the main consultants are always engaged in the consultation and will not be replaced in the midway. If case of consortium applications, the General Project Leader must be a personnel of the leading party of the consortium.

 

Application method

  1. Application method: Applicants shall prepare the Application Form and Letter of Commitment to Confidentiality (see Annex 1), Information of Applicant Agency (see Annex 2), and Application Document Templates (see Annex 3) as required by this solicitation announcement, deliver or send the written documents before the deadline during April 3, 2023 – April 17, 2023 (9:00 – 12:00, 14:00 – 17:00, excluding legal holidays), and send the editable electronic documents and sealed scanned copies of the above documents to the organizer’s e-mail (gzaerotropolis@163.com). Deadline: Before 17:00, April 17, 2023. If the applicant agency sends the application documents by mail, the submission time shall be subject to the time when the organizer receives the application documents. The written application documents must be delivered to the site or mailed to the receiving address before the deadline. If the written application documents are delivered before the deadline (subject to the mail receipt record or site receipt record), the application shall be deemed successful. All the consequences arising from the failure of delivering the written application documents before the deadline due to mailing and other reasons and during the mailing process shall be borne by the applicant agency.

 

Requirements for documents

  1. The format and submission of application documents are subject to the requirements in the Application Document Templates (see Annex 3).
  2. The applicant agency shall prepare complete application documents and bind them into a volume. If there are many contents, they can be bound in volumes. The cover of each volume of application documents shall be affixed with the official seal of the applicant agency; the application documents shall be stamped with the official seal of the applicant agency on the perforation. The representative of the applicant agency can be its legal representative or authorized representative. With the application documents signed by the authorized representative, a valid power of attorney signed by the legal representative shall be submitted.

Note: Only the Consortium’s Participation Agreement is required to be affixed with the official seals of each member; other application documents can be sealed and signed by the leading party of the consortium. All the above official seals required can be electronic seals.

  1. The agency must bear all consequences caused by any errors or omissions in its application documents.
  2. All application documents shall be in nine copies (including 1 original copy and 1 electronic version of the original copy; the electronic version can only be saved in a USB flash drive with no password and no virus; the content of electronic version shall be consistent with the written application documents printed by the applicant agency; in case of any difference, the written application document shall prevail), 8 photocopies, marked with “original” and “photocopy”. If the photocopies are inconsistent with the original, the original shall prevail. The application documents shall be formally signed by the legal authorized representatives of the applicant agency. Any change (if any) shall be signed by the original signatory.
  3. All application documents shall be delivered to the international consultation organizer before the deadline, and handed over to the full-time person in charge of the sponsor. Any documents arriving after the deadline cannot be accepted. The international consulting organizer is not responsible for the damage or loss of the application documents caused by force majeure events.
  4. All application documents shall be sealed in an envelope or package, affixed with the official seal of the applicant over the seal. Application documents, including a. Original (including the electronic version of application documents), b. photocopies, and c. Application Form shall be bound separately and packaged together. The cover of the envelope or package shall be written with:

Special notes:

  • Disputes arising from this international consultation shall be governed by courts under the jurisdiction of the People’s Republic of China. The international consultation work and all documents shall be governed by Chinese laws. In case of any dispute, both parties shall negotiate amicably. If negotiation fails, both parties have the right to file an appeal to the people’s court where the purchaser is located.
  • This project is a non-mandatory bidding project. The applicant agency shall ensure carrying out consulting work in strict accordance with the purchaser’s demand.
  • Overseas agencies must be authorized by the headquarters before participating in the international consultation.
  • To ensure the project consultants’ accurate understanding of the regional background and relevant requirements in China, overseas applicant agencies shall be equipped with at least one person who is proficient in Chinese.
  • All documents of international consultation application and achievements shall be in Chinese version. In case of any inconsistency between the Chinese and English expressions in this announcement and its annexes, the Chinese version shall prevail. The documents submitted by an overseas agency shall include Chinese (simplified) translation. If the documents submitted in simplified Chinese are inconsistent with those in non-Chinese, the simplified Chinese version shall prevail.

The Shenzhen Meilinguan Area Urban Design International Consultationis about to be launched. Pre-registration of intent is now open to the world’s excellent design institutions, and the official announcement will be released soon. The International Consultation aims at gathering global wisdom and advanced ideas, so as to collect creative and excellent design schemes for the future development of Shenzhen Meilinguan Area.

 

Project Overview

 

On August 26, 1980, Shenzhen Special Economic Zone was established. In June 1982, the Special Zone Management Line was set up. By 2008, there were 16 highway crossing checkpoints along the land of Shenzhen Special Economic Zone Management Line, of which Meilinguan Checkpoint was completed and put into use in 1995. Since New Year’s Day in 2008, all “second-line” checkpoints in Shenzhen had stopped handling border passes on site. On July 1, 2010, with the approval of the State Council, the scope of Shenzhen Special Economic Zone was extended to the whole city, marking the development of Shenzhen into the “Big Special Zone” era. After the demolition of the Merlin Inspection Building in 2015, traffic improvement was carried out, road alignment and traffic organization in the checkpoint area were optimized, pedestrian bridges across the east and west were newly built, and environmental landscapes were improved.

Meilinguan Area is an important area of internal and external integration of the original Special Zone. It is also an important strategic node connecting Futian District and Longhua District. This Area has been incorporated into the core area of Shenzhen City by the city-level land space planning, and the current functions of the Area have been difficult to adapt to the new development needs.

In order to fully realize the strategic value of Meilinguan Area and implement the high-standard construction requirements of the city government, the Bureau of Planning and Natural Resources of Shenzhen Municipality, together with the People’s Government of Longhua District, Shenzhen, launched the Shenzhen Meilinguan Area Urban Design International Consultation, guiding the high-level planning and high-standard construction of the Area with an international perspective, forward-looking thinking and innovative design.

 

Scope of Consultation

 

The scope of this international consultation includes three levels, namely the scope of planning research, the scope of urban design and the scope of conceptual architectural design of the hub core area.

The scope of planning research extends to Yinhu Mountain in the east, Yulong Road in the west, Da’naoke Mountain – Yinhu Mountain in the south and Minle Road in the north, with a total area of 3.78km2 and consider the overall relationship with surrounding areas, such as Minle Village, Huanan International Logistics Center and Shenzhen North Railway Station.

The scope of urban design covers the core area of Meilinguan Area, extending to the boundary of Xinghedandi and Fengze Villa in the east, Niuzui Reservoir in the west, Nanping Expressway in the south and Longhua Boulevard – New District Boulevard – Jinlong Road in the north, covering an area of 1.10km2.

The conceptual architectural design scope of the hub core area shall be delineated by the participating institutions according to their respective urban design plans, and the requirements shall be no less than 20 hectares and include an interchange hub with four rail lines.

Work Description

 

The international consultation includes three parts: planning research, urban design and conceptual design (detailed design) of the building in the hub core area.

 

Registration Requirements

 

  • This international consultation adopts the method of global public registration without qualification requirements.
  • Any team familiar with China’s national conditions and similar design experience will be given priority about the following aspects:
  1. Have rich experience in urban and architectural design projects in large urban hub areas;
  2. Have research ability and experience of solving complex urban traffic problems;
  • Have the experience in environmental creation and public space design.
  • The consortium is allowed to participate in the competition and the number of members of the consortium shall not exceed thre
  • If a consortium participates in the competition, its members shall not form a consortium with other participating units alone or in other names to participate in the application. Each member of the consortium shall sign the Consortium Agreement with legal effect and clarify the lead unit and the division of work of all parties.
  • Individuals and individual combinations are not accepted in registration.

 

Rules

 

The international consultation is divided into three working stages: “registration and prequalification”, “scheme design” and “achievement review”.

Registration and prequalification stage: The sponsor shall establish a pre-qualification committee according to law, comprehensively consider the company’s creditworthiness, relevant performance of the company, team strength, etc., and select 6 shortlisted units in pre-qualification stage (without ranking) and 2 candidate units (with ranking) to enter the scheme design stage.

Scheme design stage: the six shortlisted institutions complete the scheme design according to the requirements of the international consultation assignment and submit the complete achievements of urban design scheme to the sponsor.

Achievement review stage: the sponsor will conduct scheme review through expert review and other methods, select one winning scheme, two preferred schemes, and the other three shortlisted excellent schemes, and award corresponding amount of bonus respectively.

The new construction of the comprehensive practical activity education base for primary & middle school students in Bao’an District is located in Yanluo, Bao’an. At present, the planning of Yanluo Subdistrict clearly proposes to build Yanluo into a “Bay Area Core City” that “faces the world, leads the future, and demonstrates nationwide”. In the future, Yanluo Subdistrict will become an international demonstration urban area with excellent space quality, complete supporting facilities and high level of international services. With the goal of “making education become the core competitiveness of Bao’an District”, Bao’an District Government implements the “14th Five-Year Plan” for the development of education in Bao’an District as the direction, and fully promotes the construction of educational facilities in the Yanluo Subdistrict.

The project hopes to select the best among the excellent design schemes through open and fair design bidding, which can not only implement the educational development concept of Bao’an District, but also integrate and coexist with the surrounding urban environment and face the future. After the project is completed and put into use in the future, it will help to fully exploit the advantages of local characteristic resources, strengthen the cooperation between schools and social resources, create characteristic practical courses and promote the construction of large social practical courses for primary and middle school students.

 

Project Overview

 

The project is located in Yanluo Subdistrict, Bao’an District, Shenzhen City, Guangdong Province. Yanluo Subdistrict is one of the ten Subdistricts under the jurisdiction of Bao’an District, and it is the core area of Guangdong-Hong Kong-Macao Greater Bay Area. The plot is located in the northeast of Yanluo Subdistrict, and the project site is located in Hedoushan Road, Yanluo Subdistrict, the east side of North Yanchuan Industrial Park and entrance of Luotian Forest Farm.

This project is a new construction of comprehensive practical activity education base for primary and middle school students in Bao’an District, with a land area of 15,729.88㎡ and a tentative total construction area of 51,876㎡. The main construction contents of the project include practice halls, living service rooms, management rooms, teaching staff dormitories, open floor, underground garages, equipment rooms and outdoor supporting facilities.

 

Tender Content

 

The scope of tender for this Project include but not limited to : scheme design, initial design and budget estimation preparation, green building design consultation, prefabricated building design, sponge city design, utilization of construction wastes and recycled materials, water and soil conservation scheme design, assisting in estimation for preparing feasibility study, design for building information modeling (BIM), construction drawing design, as-built drawing preparation, information collection, construction application and approval assistance, and relevant design services such as on-site construction cooperation. Must take the responsibilities for repeated modification works raised due to failed in acquiring the approval from the owner or government authorities, and other relevant works instructed by the employer.

Tender Process

 

The project adopts open tendering (prequalified tendering), including Stage 1 Prequalification, Stage 2 Design Competition and Stage 3 Final Evaluation. The conceptual proposal in the first stage of prequalification and the bidding scheme designing the second stage of scheme bidding shall be in the form of sealed bid.

 

Application Requirements

 

  • The bidder applicant must be an independent legal person or partnership or other organization
  • Applicants must be class-A qualification/certificate in Chinese architecture design and construction industry (Construction Engineering).
  • Project leader is required to be Grade One registered architect in China. For consortium, project leader must be staff from the leading member.
  • This project accepts consortium bidding, and the bidding partners in the consortium must meet the following requirements:
  1. If bidding by a consortium, the leading member must be class-A qualification/certificate or above in architecture design and construction industry (Construction Engineering).
  2. One consortium shall include no more than 2 members (including the leading member).
  3. Members of the consortium may not register individually or as part of another consortium.
  4. The consortium partners must sign a Consortium Agreement and clarify the head unit, division of labor between the two parties in each design stage, and design cost allocation ratio, distribution method, and other aspects.
  • Individual or teams of individuals will not be accepted.

 

Design Fee & Compensation

 

  • The fixed lump sum shall be CNY 10.479687million (about US$1,521,400) (tentative price for design cost).
  • The project offers compensation. The compensation standard is set as follows: No compensation for bid winner who will be issued with contract; CNY 200,000 (about US$29,000) for the bidders ranked No. 2 and 3 who entered the final evaluation stage but not the bid winner; CNY 100,000 (about US$14,500) for the bidders ranked No. 4, 5, 6 and 7 who confirmed as the formal bidders but failed to the final evaluation stage; and no compensation for the rests. The total compensation of CNY 800,000 (about US$116,100) (tax inclusive) shall be paid to unsuccessful bidders by the tenderee.
