In order to further build a beautiful China, the CPC Zhejiang Committee and Zhejiang Provincial Government issued the Decision on Building a Beautiful Zhejiang to Create a Better Life and Opinions of the General Office of the People’s Government of Zhejiang Province on Accelerating the Building of Modern and Beautiful Counties in 2014, defining a new urbanization path of “people first, synergistic development of four modernizations, optimized layout, ecological civilization, and cultural heritage,” and proposing goals such as building a pilot area of the Beautiful China initiative and a role model of Jiangnan water towns, and reflecting the charm of “poetic and picturesque Jiangnan,” etc. In doing so, we aim at building modern and beautiful counties with Jiangnan features and Zhejiang characteristics, and realize the beauty of green ecological environment, planning and design morphology, complete facilities and functions, suitability for living and working, and social stability and harmony.

Under the context of regional coordinated development, Dongyang should rely on its transportation road network that matures gradually, actively integrate into the regional economic network dominated by Jinyi Metropolitan Area, strive for greater platform development opportunities, and build a new fulcrum for the integrated development of the metropolitan area. Giving play to its advantages of industrial manufacturing, famous historical city, leisure tourism, etc., it will bring historic opportunities for the same-city development, mutually complementary advantages, and economic synergy of the metropolitan area between Dongyang and Yiwu.

In order to enhance the scientific and reasonable territorial space planning of Dongyang City, effectively guide the urban development of Dongyang City, lead the future urban construction, and realize the preparation requirements of “operable, experiential and supervised urban design”, the CPC Dongyang Municipal Committee and Dongyang government put forward the overall regional planning of overall urban design. In combination with the demarcation results of three districts and three lines issued by the Ministry of Natural Resources, the six streets in the downtown area are determined as the planning range, and the scheme solicitation event of Overall Urban Design Integration and Enhancement and Downtown Area Detailed Urban Design of Dongyang City is specifically held.
Project location
Located in the middle of Zhejiang Province, Dongyang City is a provincial-level famous historical and cultural city, one of the national Top 100 countywide economy cities, a national health city and a national garden city. “Three mountains embrace two basins, and two basins encompass two rivers” is the truest portrayal of Dongyang City’s landform. As a thousand-year-old town with a history of 1,800 years so far, known as “a prosperous county of Wu” and “a county with picturesque mountains and waters”, Dongyang boasts enriched historical and cultural heritage and is renowned as “the key magnet of education, architecture and arts and crafts” as well as reputed for its film & television culture. The ecological environment of the downtown area is sound, with the elements of mountain, river, stream, farmland and city reinforcing each other, depicting the most beautiful living environment of Dongyang.

Solicitation methods and schedule
The solicitation event is divided into four stages:
Stage I-Qualification review stage: The applicants should submit application materials and conceptual proposal in time as required. The Host will select ten shortlisted application units from publicly applying design agencies (consortiums) through pre-qualification (including conceptual proposal) for Stage II.
Stage II-Conceptual scheme stage of overall urban design integration and enhancement: Shortlisted application units will, in accordance with requirements of the Design Brief, submit qualified deliverables to be reviewed by the expert review jury. The top five application units (without ranking) will enter Stage III.
Stage III – Conceptual scheme stage of downtown area key areas detailed urban design: The five shortlisted application units will submit the satisfactorily design deliverables according to the key areas (area and work content to be determined) determined by the host,The scheme review jury will review the submitted schemes, select the top three (ranked) by voting and recommend them to the Host with optimization review opinions put forward.
After full discussion between the Host and the scheme review experts, the ranking of the top three winners will be determined. The first-ranking application unit will be awarded with the development design consulting contract of the Project, and the other application units will be paid the corresponding design compensation.
Stage IV – The selected unit will subsequently undertake the downtown area detailed urban design.
Application requirements
The solicitation plans to adopt open application without qualification restrictions. Units with relevant design experience from home and abroad may apply for participation. Application units should be independent legal person enterprises or institutions legally registered at home and abroad with valid business licenses or business registration certificates.
Consortium with no more than three members are allowed to apply. All consortium parties must not participate in the solicitation event in their own names separately or form a consortium with other units.
The solicitation event doesn’t accept application of individuals and individual groups.
Teams with similar design experience will be prioritized:
With international or domestic urban planning and design practice experience;
With research capability and practical experience in detailed urban design of key urban areas;
With rich experience in architecture, landscape, ecological design and public environment construction.
Solicitation schedule (tentative)
Kick off the solicitation event and release the official solicitation announcement in the middle of January 2023.
Release the announcement of pre-qualification results in the early February 2023.
Submit deliverables of Stage II (conceptual scheme of overall urban design integration and enhancement) and convene scheme review jury in the middle of March.
Submit deliverables of Stage III (conceptual scheme of key areas detailed urban design), convene scheme review jury, and determine the selected unit in the middle of May.
Declare the downtown area detailed urban design report at the end of October 2023.

Overall urban integration and enhancement design scope: The holistic area of the downtown area (including the ten-thousand-mu and hundred-billion-yuan master plan scope, the master plan scope of the High-Speed Railway New Town and Chengdong Street), with an area of about 177 square kilometers.

Downtown area detailed urban design scope: The scope of downtown area is from the junction between Dongyang and Yiwu to Zhanqian Road of Jinhua-Ningbo Railway, from Nanshan Mountain to Beishan Mountain (including Shanglu Block and Civic Center Block), with an area of about 84 square kilometers.

Work objectives
Nowadays, because of industrialization-driven urbanization and rapid economic growth, the construction framework of Dongyang downtown area is quickly expanding and has been facing some bottlenecks, such as vague spatial mode of landscape city and gradual inundation of urban culture; urban functional section is loose and not compact enough; urban image and style are inferior and lack of iconic urban business cards; the construction of urban industrial platform is poor with implicit space of three industries; the areas along the Dongyang River only focus on the construction of the landscape belt but lack an overall landscape coordination of the two banks of one river, and the vitality needs to be improved, etc. All these problems are constraining the further improvement of the overall quality of Dongyang City.
The solicitation should be based on the three districts and three lines initially demarcated in the City’s current land spatial planning scheme, and focus on solving, but not limited to, the aforementioned problems. Through problem sort-out, target positioning, strategy formulation, action plan, project library and economic estimation, it will provide the orientation for Dongyang’s future urban development and guidelines for statutory plan revision, urban renewal and near-term development and construction.
Work content
With the evolving regional environment and the pressing urban development in all aspects, Dongyang has unfolded plenty of planning work on the urban development and blueprint conception in recent years. The core content of the solicitation event is to comprehensively coordinate with the relevant plannings in Dongyang City, draw effective and feasible parts on the basis of systematic sort-out and summarization. In combination with the new regional development situation and the actual local demands, a more consensual overall urban design development orientation, target strategy, layout structure and spatial morphology will be formed. To be implemented and operated by the operational capacity of the management authorities, the solicitation event will effectively lead the coordinated advancement of future urban development and construction and various management work of Dongyang downtown area.

While experiencing a critical transition period in ecological civilization construction and high quality development, Shenzhen now faces a prominent conflict between urban construction and ecological protection. Meilin Mt. and Yinhu Mt., the largest mountain forest and green space clusters in the downtown core, offer the main destinations for three million citizens in the surrounding areas to enjoy recreational climbing and embrace nature via country trails. They play a significant role in the city’s ecosystem and the urban service functional system.
In the earlier years, Meilin Mt. and Yinhu Mt. were completely disconnected due to the construction of Meilin-Guanlan Road, and no pedestrian link was left. In the past three decades since its opening to traffic, Meilin-Guanlan Road has brought great changes and huge social benefits to the surrounding areas, while at the same time, it also posed noticeable adverse impact on the eco-environment of both mountains and public leisure activities. The dissected Meilin Mt. – Yinhu Mt. ecological landscape area also adds to the difficulty of biodiversity protection as it worsens the fragmentation of the ecological landscape, and cuts off the paths for animals to forage, mate and migrate. Hikers have to take quite a long detour to climb across the mountains, which is time- and energy-consuming and goes against the advocate for regular outdoor leisure activities.
Meilin Mt.-Yinhu Mt. Eco Corridor, accommodating the “one ridge” as in the “one ridge, one belt, and twenty corridors” layout proposed by Shenzhen’s Mountain-Sea-City Integration Plan, is the main corridor that runs through all ecological patches in the central part of the city. It is of great ecological significance to securing and improving biodiversity, guaranteeing species migration and gene exchange, and building a continuous, complete ecological security pattern in central Shenzhen. Spanning over the Meilin-Guanlan Road, Meilin Mt.-Yinhu Mt. Eco Leisure Bridge serves as the north gateway to showcase the image of Futian District. Through creatively planned connections, it will reflect the harmonious relationship among animals, plants and human from different perspectives, further meet the demands of citizens for suburb hiking, sightseeing and leisure activities, upgrade the regional urban spaces, and demonstrate the concept of ecological civilization construction in the new era.

The Project is located at the mountains of Meilin and Yinhu in the north of Futian District, Shenzhen. As a node in close adjacency of Futian Central District, it will connect the Meilin Mt. Country Park on the west and Yinhu Mt. Country Park on the east.

Design Contents and Site Location
The Competition includes both the Eco Leisure Bridge and the underground culvert into its design scope to create a multi-level and multi-purpose eco bridge.
The Project is sited between Meilin Mt. and Yinhu Mt. to link up the mountaineering country trails of the two mountains. It is close to the valley catchment area while evading the protection scopes of the underground culvert, the high side slope, the high-voltage lines, Xincai Tunnel and metro lines 4 and 6. The specific location of the Project may be determined by the design team after research and analysis, with consideration given to ecological protection, bridge modeling and landscape design needs. The underground culvert is currently an underpass leading to the valley catchment area.

Registration
The open call sets no threshold in terms of qualification certificates. All local and international design teams (independent legal entities or other organizations that can independently bear civil liability) with relevant design experience are eligible for the registration. Consortium bidders (both domestic and abroad) are allowed. Individuals and teams of individuals are not acceptable.
The design firm shall provide the corporate registration certificate, design license certificate or relevant documents of the same effect. Design firms headed by the same individual or whose shares are directly held by the same individual or have a direct holding relation are not allowed to register for the Competition at the same time.
In view of the composite functions of this project, the design team should include professionals (or specialized consultants) in architecture, bridge, ecology, landscape, etc., who shall have corresponding work and project experiences.
Members of consortia should meet the following requirements:
Members of a consortium are not allowed to register twice for the Competition by their own name or via another consortium in the name of another firm.
The members should sign a legally effective Consortium Agreement, and specify the division of work between the members at this stage, the proportion and way of distribution of the design fee, etc.
The chief designer directing the project and consultants shall attend the milestone presentation meetings. Should the chief designer present during the Competition be inconsistent with the one specified in the Application Documents, the Host has the right to disqualify the team from the shortlisting and competition.

Design Contract
The Host and the Co-organizer will select one design proposal for implementation from the winning design proposals based on the experts’ review comments and other actual conditions. Located between the built areas of Xi’an and Xianyang in Shaanxi Province, Xixian New Area is the seventh national district approved by the State Council, and the first National New Area themed on innovative urban development. It shoulders the key mission of the national strategy to create an important hub for China’s opening to the west, a new engine for development of west China, and an example of new urbanization with Chinese characteristics, and serves as a major window of the innovation-driven Qin Chuang Yuan Platform of Shaanxi.

Located in the center of Guanzhong’s urban clusters and Xi’an metropolitan area, the Energy Finance and Trade Zone (including Energy Finance and Trade Area and Cultural and Educational Park Area) is the core area of the new center and new axis of the Greater Xi’an. It is also the only functional area featured by energy finance in Shaanxi Pilot Free Trade Zone, assuming the important function of developing Xixian New Area into an important financial, business and trade core area in northwest China. In order to further upgrade the overall service capacity of Xixian New Area, and create a high-quality new center and new axis for the Greater Xi’an, Xixian New Area has decided to accelerate the construction of the Civic Center in Qin Chuang Yuan Jinwan Sci-tech Innovation Area, and make it an urban parlor with international influence, an important showcase of the new center and new axis of the Greater Xi’an, a lakefront activity center for citizens, and a new urban culture landmark. In the future, the Civic Center will significantly demonstrate the competitiveness and strength of the new area in urban culture, realize the cultural rights and interests of the people for a better life, enable the sharing of the development outcome by all, and make public culture the most eye-catching highlight in the urban backdrop of Xixian New Area.

Work Scope
Design coordination scope: about 100 ha to be coordinated, connected and designed as a whole with the surrounding plots, including the four museums and one pagoda, and both sides of the east-west green corridor in Jinwan Sci-tech Innovation Area.
Architectural design scope: about 18.5 ha. in total for conceptual architectural design, including three plots and the surrounding green space, namely:
Plot I: Sci-tech Center
Sci-tech Center (site: 3.83 ha, above-grade floor area: 60,000㎡) focuses on Science and Technology Exhibition Center, and includes Youth Activity Center, Women and Children’s Activity Center, small theater, etc;
Plot II: Culture Center
Cultural Center (site: 2.66 ha, above-grade floor area: 40,000㎡)focuses on cultural and art blocks and leisure commercial streets, and includes performance center and library;
Plot III: Sports Center
Sports Center (site: 4.01 ha, above-grade floor area: 60,000㎡) focuses on national fitness center, and includes natatorium and outdoor sports venue;

Registration Requirements
(1)The Competition is open for registration by design firms around the globe. There is no qualification requirement, and design firms from both at home and abroad are welcome. Individuals and individual consortium are not allowed for registration;
(2)The design firms may register for the Competition in “1+N” format: “1” refers to the chief architect / coordinator team responsible for the overall design and coordination of the three plots. To enhance the diversity in architectural ideas and the viability of implementation, it is suggested to join hands with “N” team(s) specialized in cultural planning, business operation, architectural design, and landscape architecture. Where the three plots are designed by different chief creative teams, the specific plot each team works on shall be indicated;
(3)Design firms applying for participation must be an independent legal entity, or a partnership enterprise or organization in other forms. Different firms chaired by the same person or involving shareholding and management relationship are not allowed to register at the same time;
(4)Design firms inside Chinese Mainland must be legally registered independent legal entities with valid business licenses;
(5)Design firms outside Chinese Mainland (incl. those from Hong Kong, Macao, and Taiwan regions) should provide the following verification materials: company registration certificate approved and issued by competent authority of the country (region) where the design firm is located;
(6)Consortium is allowed to participate in the Competition without limitation on the number of consortium members, while Consortium Agreement is required to specify the leading party and obligations of each member. Member of a consortium is not allowed to participate in the Competition separately by its own name, nor join other consortium at the same time;
(7)The project chief architect must have innovative design philosophy and experience in projects of the same type as the competition project, and directly participate in the whole process of the Competition including key milestone meetings (including but not limited to design presentation and Q&A) required by the Host. During the Competition, if the project chief architect is found inconsistent with that specified in the registration materials, the Host will be entitled to disqualify the design firm from shortlisting or bid winning, and may hold it for liabilities as per relevant regulations.

This competition is hosted by the Zhongshan Cuiheng New District Management Committee as the competition organizer, while the Zhongshan Cuiheng New District Engineering Project Construction Affairs Center is fully responsible for the operational work of this competition. Guangzhou Wangtat Project Management & Consultancy Group Co., Ltd., as the planning and consulting unit of this competition, is authorized to organize and plan the whole process of this competition.
Project background
To positively promote the goal of building fitness facilities for every citizen, the Zhongshan Cuiheng New District strives to build a civil sports centre with a superior, comprehensive, and accessible public sports service system. By constructing the Cuihu Sports Centre, it would present the level of urban construction, establish a city image, improve the class of the city and supplement the urban function. The project geographic position is superior, locating on the middle-west bank of the Pearl River Estuary, with Guangzhou Nansha New District in the north, Zhuhai Hengqin New District in the south, Shenzhen Qianhai New District in the east connected by Shenzhen-Zhongshan Corridor, and Zhongshan Torch Development Zone in the west. The Centre is required to be built as a district-level centre composed of mid-sized stadium and mid-sized gyms to meet the Class B requirements for sports events (to host regional and national individual event competitions).
The Cuiheng New district organizes “The International Competition of Open Call for the Creative Scheme of Cuihu Sports Centre” to sincerely invite well-known design agencies to participate in and submit high-quality design schemes for guiding construction work of this project. The above actions are to propel excellent construction work for the Cuihu Sports Centre and to make it a city card for the Cuiheng New district.

Design scope and construction scale
The Cuihu Sports Center project locates in the East Area of the Cuiheng New District, Zhongshan City. It is to the east of Maolong Waterway, north of the intersection of Diancui Street and Weilai Avenue, adjacent to the Cuiwan Culture and Art Center, with a regular triangular plot. The project covers a total floor space of 59,090 square meters.
The main construction contents include: one stadium (with a floor area of no less than 20,000 square meters, with no less than 10,000 seats, including a 400-meter running track and a standard football field); one gymnasium (with a area of not less than 5,000 square meters and not less than 1,000 seats, can undertake competitions for basketball, badminton, volleyball, and table tennis); one public fitness square (with a floor area of no less than 3,000 square meters) and some municipal public support facilities.

Main tasks of the competition stage
The design content is the overall planning and the single building schematic design for the project land area, including but not limited to the overall layout of the building, traffic organization, vertical design, greenery landscape design, public space design, single (or group) building design, underground space design, investment estimation, etc.
The work requirements of the subsequent deepening design work for the competition scheme
Based on the scheme design results of the competition, the deepening design should absorb the advantages of other participating schemes, as well as the comments from the experts, the competition organizer, the competition operator, and the relevant departments. The final result should reach the depth of schematic design and meet the depth requirements of the second chapter of the Provisions on the Depth of Construction Engineering Design Documents (2016 Edition) enacted by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China. The final result should meet the relevant regulations of Guangdong Province and Zhongshan City.
Simultaneously, the unit is required to undertake modification of the scheme responding to reviews and shall cooperate with the competition operator for relevant works such as report and promote the scheme by providing relevant design materials and technical support, as well as being responsible for the technical interpretation of design to the design unit in the next design stage.
If the unit that has obtained the deepening design work does not have the Grade A or above qualification in the architecture industry design (architecture engineering), it should entrust a domestic unit with corresponding qualification to proceed with relevant work to ensure that the scheme design meets the relevant regulations and requirements from the administrative examination and approval departments of the corresponding city, province and country. The unit should report the past achievements of the entrusted unit and the individual achievements of its team members together with team introduction, and get approval from the competition operator before signing the deepening design contract for this project.
The content and duration of the engagements of the subsequent deepening design work for the competition scheme shall be subject to the deepening design contract finally signed by both parties. The final results must be reviewed by the evaluation meeting organized by competition organizer, the competition operator or the relevant departments. The competition organizer and the competition operator will finally confirm the content of the results in writing.
Competition rules
1. The first stage—Prequalification
The open competition mode is adopted for this competition, in which the competition openly accepts applications from eligible domestic and international design units (including consortiums) that meet the qualification requirements for participation.
The Prequalification committee that is legally formed by the competition operator will evaluate the prequalification application documents submitted by the contestants. The committee will adopt disclosed ballot to select 4 official participants (including consortiums) with excellent experience in similar projects and certain strengths of its design team.
The 4 selected competition units will receive invitation letters from the competition operator. If the official participants who confirmed participation withdraw or eventually give up the competition due to non-force majeure factors, the competition organizer and competition operator have the right to reject the participating units to participate in any other future projects competition.
If the official participants withdraw from the competition, the competition operator will fill vacancies in the order of ranking of alternative units.
2. The second stage—Competition design
The 4 official participants will carry out the conceptual schematic design according to the requirements of the Competition Technical Documents subsequently issued, and submit the formal design results documents on time. Each unit is limited to submit 1 design proposal. The design scheme submitted by a design unit other than the official competition unit will not be accepted.
The scheme evaluation committee legally established by the competition operator will review the submitted competition schemes and record the ranking of each competition scheme by disclosed ballot.
In principle, the No.1 scheme unit will complete the subsequent deepening design work for the competition scheme (the final result shall reach the depth of schematic designs). If the competition organizer and the competition operator believe that the No.1 scheme cannot achieve the purpose of this competition, the No.1 unit will not follow the deepening design work but will be rewarded the cost compensation fee and bonus.
If the No.1 scheme unit cannot fulfill the contract or abandons the deepening design work, the competition operator has the right to select other participating units to take over according to the ranking order. The units awarded the subsequent deepening design work for the competition scheme will receive the fee for the deepening scheme.
Requirements of participation qualification
There must be a legally registered and valid business license or commencing certificate. Design units registered in China must have an independent legal person. Design units that have the following relationships can not participate at the same time: The legal persons of two or more companies are of the same person; The parent company, wholly owned subsidiary, and its controlled company.
There are no qualification requirements for this competition, and both domestic and foreign design units with relevant project experience can apply to participate. Considering the impact of the pandemic, design units in foreign countries and Hong Kong, Macao and Taiwan regions that do not have branches in Chinese Mainland must form a consortium with design units in Chinese Mainland.
The competition prefers applicants (independent or consortium) with abundant experience in sports project design.
This competition accepts participation in form of consortium, with no more than 2 members. The consortium must submit a consortium agreement, and define the main member of the consortium. After the members of the consortium have signed the Consortium Agreement, they can no longer participate in its own name, nor can they form a new consortium or participate in other consortium, otherwise their qualifications of participation will be invalid.
Competition schedule
August 1—August 16, 2022: Announcement will be issued to accept the design unit to submit prequalification application documents.
August 23, 2022: Evaluate the prequalification application documents and confirm the official participants.
August 26 — October 24, 2022: Official participants start to work on schematic design with 60-calendar-day design period.
The press conference and site survey are scheduled on September 1, 2022.
The expert evaluation is scheduled on October 26, 2022.
The competition operator reserves the right to adjust the competition schedule. As affected by the Covid-19 or other factors, the competition operator may duly adjust the dates and the forms of specific meetings. The notice issued by the competition operator shall prevail in this case.
Competition fee
Official competition unit can obtain the competition fee (RMB, including tax, the same below) after submitting the entry result documents that meet the requirements of the technical documents of the competition and passing the expert evaluation. Details are as follows:
If the No.1 competition unit is awarded the subsequent deepening design work for the competition scheme, it will receive a fee for deepening scheme, cost compensation and bonuses of 3 million RMB (about US$444,070) paid by the competition operator. If the No.1 competition unit is not granted the subsequent deepening design work, the cost compensation fee and bonus of 1.2 million RMB (about US$177,600) will be paid by the competition operator.
The No.2 competition unit will receive a cost compensation fee and bonus of 900,000 RMB (about US$133,200) paid by the competition operator.
The No.3 competition unit will receive a cost compensation fee and bonus of 600,000 RMB (about US$88,800) paid by the competition operator.
The No.4 competition unit will receive a cost compensation fee of 500,000 RMB (about US$74,000) paid by the competition operator.
Note: Official participants whose design schemes were evaluated as invalid by the scheme evaluation committee will not be eligible for the relevant competition fees.

「Beyond YUE|Jianhu Revival」Shaoxing Jianhu Planning and Design Competition
Project Location
The project is located in the middle of Keqiao District, Shaoxing City, Zhejiang Province, across both banks of Jianhu. It is an important part of Keqiao’s urban area.
In the Master Urban Spatial Planning of Keqiao District During the 14th Five-Year Plan Period released in 2021, both sides of Jianhu are deemed as a dual-functional area characterized by “Middle City” and “South Garden”.
Project Background
Jianhu is the mother lake of Yue region. It is one of the oldest water conservancy projects in China, an important communication belt of the road of Tang poetry in eastern Zhejiang, as well as the source of Shaoxing rice wine.
Nowadays, Jianhu has its essence lie in Jianhu Tourist Resort. With profound history, it is also the core development section of Keqiao District, Shaoxing. How to make use of the existing space, respect the spirit of Jianhu, transform Jianhu into a city brand and symbol with various interfaces, and depict the common picture of “Jianhu Revival”. It is a “transcending” issue, and also embodies the “wisdom of new city operation” in the era of ecological civilization and cultural confidence, providing us with an opportunity to create a new development mode of Chinese cultural landmarks in urban development in the new era.
Competition Content
The competition includes two sections, which are conceptual planning and urban design.
Conceptual Planning
Scope: It is located in Jianhu Tourist Resort, adopts Jianhu as the core and is 12.6 kilometers long from east to west, with a site area of about 35.4 square kilometers. It covers two characteristic towns—Rice Wine Town and Cool Wow Town; 4 AAAA National Tourist Attractions—Keyan Scenic Area, Daxianglin · Tusita Scenic Area, Qiaobo Ice & Snow World and Oriental Neverland; traditional villages such as Sanjia Village, Hutang Village, Binshe Village, etc.; plenty of significant sightseeing spots like Mazhen Memorial Museum; as well as 10 areas—”Jianhu Origin Exploration”, “Ancient Wine New Songs”, “Yue Dream Island”, “Poetry Frontier”, “Dynamic Lake & Mountain”, “Glorious Keyan”, “Haishan Show”, “Art Woven Keqiao”, “Xianglin Realm”, “Future Watercity” (please refer to the General Planning Brief Version).
Requirements: The planning shall respect the connotation of Jianhu, coordinate the relationship between landscape & city, cultural heritage & modern industry, tourism & citizen life, and build a Jianhu space with “Beyond YUE” ecological vitality, cultural tension and industrial power coupling. It is necessary to put forward an overall planning concept at the macro level, construct the spatial development mode, implement the overall space guidance, create a public open space, build a diversified transportation system and propose the overall implementation scheme.
Urban Design
Scope: 5 core areas (compulsory) + 3 other areas (random draw), with a total area of 15.0 square kilometers. Core areas include “Jianhu Origin Exploration”, “Ancient Wine New Songs”, “Yue Dream Island”, “Poetry Frontier”, “Dynamic Lake & Mountain”, covering a total area of 9.79 square kilometers. Other areas include “Glorious Keyan”, “Haishan Show”, and “Art Woven Keqiao”. The shortlisted applicants shall select by random draw one of the three areas to design.
Requirements: Follow the positioning of each area, carry out urban design and shape the cultural space and features for each area. Specifically, it includes the refinement of the functional format of each area, design of spatial form, and improvement of public open spaces; At the same time, to manifest the characteristics of Jianhu, in combination with the needs of spatial layout and landscape shaping, a site should be selected to carry out the concept design of “The Jianhu Eye” as the gateway landmark building (please refer to the Technical Brief for work requirements).

Qualification
All contestants with relevant design experience (independent legal entity, consortium, individual) globally can register for the competition. One consortium shall consist of no more than 3 members, and each party of the consortium is not allowed to take part in the competition separately in its own name or by composing a consortium with other design institutions.
