Architecture Design Competition for Conceptual Planning of Jiangbei New Area and Urban Design of Riverside District in Taizhou

Solicitation Objectives

Taizhou, the birthplace of China’s private economy, is a dynamic and innovative modern coastal city. Jiaojiang River is the mother river of Taizhou, and the “One River, Two Banks” area is an important part of Taizhou Greater Bay Area construction.

Under the basic strategy of “Pushing Forward the High-quality Development of Taizhou under the Guidance of Modern Bay Area”, Jiangbei New Area faces new opportunities and needs to re-plan the development blueprint under the new development pattern. Through scientific research and judgment, based on regional characteristics and potential, to cope with the change of development environment, clear development ideas, gather multi-forces and guide the development of Jiangbei New Area with high-level planning and design.

This time, we will solicit innovative and practical high-quality planning and design schemes both at home and abroad. By first-class planning and design, exploring new potential, activating new elements, gathering new driving forces, and creatively responding to the requirements of “High-quality Development”, Jiangbei New Area will be built into “Place of Ancient-Modern Fusion Experience” and “Place of Good Life”.

Solicitation Requirements

(1) Scheme formulating stage

  • Conceptual planning of Jiangbei New Area: To define the development orientation and strategy of Jiangbei New Area, explore the urban-rural relationship and implementation path, sort out key blocks and optimize the spatial pattern, form the overall feature of space, and arrange the development sequence in an overall way;

  • The overall urban design of riverside district: Based on conceptual planning, to refine positioning and business type, anchor the framework of spatial structure, innovate spatial organization and physical feature, deal with important nodes and interface, establish implementation framework and so on. Under the systematic framework of the overall urban design of the riverside area, to focus on the design of the core area to guide its further development, construction, and operation.

(2) Follow-up scheme deepening stage

1. The applicant institute responsible for the deepening and integration work shall optimize and develop the scheme according to the opinions of the jury committee and the organizer, absorb the advantages of other schemes, and form a deliverable that is consistent with reality, advanced in concept, and complete in content.

Scope of Planning and Design

Scope of conceptual planning of Jiangbei New Area: About 91.4 square kilometers, including 62.2 square kilometers of Zhangan street administrative area and 29.2 square kilometers of Qiansuo street administrative area.

Scope of overall urban design of riverside district: about 24 square kilometres, including mountains, farmland and waters. East to Jiaojiang Second Bridge, south to Jiaojiang River Bank, west to Hangzhou Shaotai Railway, north to Jiaobei Expressway.

Scope of urban design of the core area: about 6.8 square kilometers, east to Huajing River tributary, south to Jiaojiang River Bank, west to Baijiapu, north to Jiaobei Expressway.

Application Requirements

  • This activity opens the application to domestic and foreign institutes that are legally registered and have the similar design experience to this project. The domestic applicant institutes must have one of Grade-A qualification of urban and rural planning formulation or Grade-A qualification of architecture and construction engineering; foreign applicant institutes must have one of the relevant qualifications of urban and rural planning or architecture design issued by the competent authority of the country, region, or relevant industry organizations. This project accepts an application by the consortium, but the consortium shall not have more than three members, and the members of the consortium are not allowed to apply separately on their own or form another consortium. If a foreign applicant institute consorts with a domestic applicant institute, qualification requirements for the domestic institute are the same as above. Applications by individuals or individual groups will not be accepted.
  • The professionals involved in this project must be the currently registered staff of the applicant institute; the chief designer must have experience in directing several similar projects and must participate in the whole process of the competition activity. The project team shall be fully equipped with all professional types of work. The professional team of the foreign applicant institute should include at least one member who is proficient in Chinese to ensure an accurate understanding of the regional background and relevant requirements.
  • The applicant institute shall provide complete prequalification materials in accordance with the requirements of the Prequalification Document.
  • In addition to the above terms, when the competition organizer raises reasonable requests, the applicant institute shall continue to provide supplementary certification documents that meet the corresponding requirements.

Fees and Payment

After the applicant institutes submit valid application documents in accordance with the requirements of the Solicitation Document, the jury committee will review and determine the ranking of schemes, and the first two schemes will be the winning schemes. For the scheme formulating stage, the organizer will pay the winning applicant institutes a bonus of RMB 2.3 million (including tax); pay the third applicant institute a compensation fee of RMB 1.5 million (including tax); pay the fourth applicant institute a compensation fee of RMB 1.2 million (including tax).

However, the applicant institute who fail to submit application documents within the prescribed time, or whose application documents are not acceptable according to the requirements of the Solicitation Document, or whose qualifications have been revoked, will not be paid the design compensation fee.

After comprehensive consideration, the organizer will select one institute from the winning applicant institutes to carry out a follow-up scheme deepening stage of work. and will sign another design contract. The specific matters will be negotiated according to the arrangement of the follow-up work. The contract amount in the follow-up deepening stage will be controlled within RMB 4.7 million (including tax).

Schedule

It is planned to determine the shortlisted applicant institutes in early May 2020, and organize the site survey and hold the project release e conference in mid-to-late May 2020. The chief designer and other team members of the applicant institutes are required to attend the conference. The design period of the scheme formulating stage is about three and a half months.

Project overview:

The Huanggang Port Area, facing the Hong Kong Park across the river, belongs to a rare, complete and interconnected existing resource in the Shenzhen Park of the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. This international competition is hosted by Shenzhen Investment Holdings Co., Ltd. and organized by Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone Development Co., Ltd., under the guidance of Planning and Natural Resources Bureau of Shenzhen Municipality, Futian District People’s Government, and Bureau of Public Works of Shenzhen Municipality. This project is designed to solicit forward-looking, flexible, innovative and implementable urban design concepts and detailed design schemes, and build Shenzhen-Hong Kong cooperation demonstration zone and pilot area of the national comprehensive science center to drive the high-quality development of Shenzhen, based on Shenzhen-Hong Kong cooperation mainly in basic research and original innovation, and with an international vision and world-leading standards. The development background is Shenzhen as a pilot demonstration zone of socialism with Chinese characteristics and co-development of Guangdong-Hong Kong-Macao Greater Bay Area.

Project location

Huanggang Port Area at Shenzhen Park of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone is located in the southern border of Futian District, facing Hong Kong across the Shenzhen River, and adjoining Huanggang Port Integrated Hub and Futian Port to the west and Hong Kong-Shenzhen Innovation and Technology Park (Hong Kong Park of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone) to the east. This area enjoys outstanding advantages in terms of geographical location, rail transit, urban services, and ecological environment. In the future, it will turn into a key area for Shenzhen-Hong Kong cooperation in scientific and technological innovation, and an important functional area of Futian District, which is of strategic significance for the development of Shenzhen.

Scope of design

The scope of this urban design is divided into scope of study coordination and scope of detailed design. The study coordination scope is Loop Area C, including Futian Port, Huanggang Port, existing passenger inspection area and cargo inspection area, existing port residential area, Chiwei Village, etc., with an area of 1.67 square kilometers; the detailed design scope includes Huanggang Port cargo inspection area, existing port residential area and plots surrounding the port, with an area of about 0.89 square kilometers.

Work Content

Work content in the competition stage includes but not limited to: Propose the urban design ideas, objective and vision, and overall structure of Huanggang Port area; complete the functional business form layout, transport system design, public space design, the conceptual architectural design of important nodes, etc. In addition to the above work requirements of general urban design of important areas, emphasize the scientific research space design, terminal transport organization design, detailed design of three-dimensional space, public space and landscape design, and conceptual architectural design of the land around the Port. It is also required to put forward phased implementation schemes and space control guidance in combination with the given land release plan, to ensure the scheme enforceable.

The port cargo inspection area reaches the extent of detailed urban design to guide the unified planning and development of the park, while the surrounding plot of the Huanggang Port reaches the extent of conceptual architectural design, directly guiding the architectural design and linking with the design scheme of Huanggang Port, giving optimization suggestions.

The stage of further scheme development will be led by the first prize winner. The other excellent design schemes and expert suggestions should be put into consideration, have coordination with each special topic of Implementation Plan for Overall Planning of Shenzhen – Hong Kong Science and Technology Innovation Cooperation Zone, and form the optimization results of Urban Design of Huanggang Port Area at Shenzhen Park of Shenzhen – Hong Kong Science and Technology Innovation Cooperation Zone. Such results shall meet the requirements of urban design content for important areas.

Registration Requirements

(1) Regardless of the qualifications, any design agency (independent legal person) with relevant design experience at home and abroad can apply for this project. A consortium is also allowed, but its member cannot exceed 3, and each member of the consortium can no longer participate in this competition in its own name or in the name of another consortium formed with other design agencies. The application of individuals and individual groups is not accepted.

(2) A design agency  with the following experience will be given priority:

① Experience in designing international science parks;

② Experience in the urban design of key urban areas;

③ Experience in the urban design of port areas.

 (3) The designers participating in this international competition shall be registered in the design agency.

(4) The design agency with the intention of participation is required to fill in Attachment 1: Pre-registration Form and send it to szgs2019@126.com

WORK RULES

This international competition proceeds in three stages: Stage I – Prequalification, Stage II – Urban Design Scheme Competition, and Stage III – Further Development of Scheme. Among them, the prequalification will adopt the method of “directional invitation + open proposal solicitation” to directly shortlist 5 invited agencies for the next round. Meanwhile, shortlist 10 best candidates via prequalification review for the next round. A total of 15 agencies will enter the scheme competition stage.

Prizes

5 million yuan for the first prize (1 unit);

3 million yuan for the second prize (2 units);

2 million for the third prize (3 units);

1.2 million for the fourth prize (9 units).

The design agency winning the first prize in this international competition will continue to participate in the subsequent development and consulting work. The fee for the subsequent work is 2 million yuan.

ANNOUNCEMENT

Located on the east bank of the Pearl River Estuary, Dongguan Binhaiwan Bay Area connects with the Airport Town and Qianhai Free Trade Zone of Shenzhen in the east, faces Nansha of Guangzhou across the river in the west, borders Shiziyang in the south, neighbors Hong Kong and Macao, and bridges Huizhou and Shenzhen, which makes it the geometric center of the Guangdong-Hong Kong-Macao Greater Bay Area. It’s also a rare area with lands that are well connected and to be developed in the east ring of the Pearl River Estuary. It covers a planning area of about 84.1km2 and is composed of Jiaoyi Bay, Shajiao Peninsula, and Weiyuan Island. In February 2019, the CPC Central Committee and the State Council issued the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, according to which, Binhaiwan has been listed as a characteristic cooperation platform in the Guangdong-Hong Kong-Macao Greater Bay Area. In June 2019, the Overall Development Plan of Dongguan Binhaiwan Bay Area (2019-2035) was officially issued by Guangdong Provincial Development and Reform Commission with approval from the People’s Government of Guangdong Province as its first provincial development planning for new districts, which marks that Binhaiwan has been promoted to a major provincial development platform.

Located in the middle of Weiyuan Island, Binhaiwan Bay Area, Weiyuan Island Forest Park functions as the bridgehead of Humen Bridge at the east bank of the Pearl River. With the Pearl River Estuary in the west, it faces Mingzhu Bay in Nansha of Guangzhou across the river, and in the east, faces Humen Town across Taiping Waterway. It is about 7km away from Humen High-speed Railway Station and 30km from Dongguan downtown and Shenzhen Bao’an International Airport, which takes about 15 and 30 minutes around, respectively. Speaking of regional ecological pattern, Weiyuan Island Forest Park is known as an important node of the regional ecological corridor in Dongguan City, and one of the three ecological green centers in Binhaiwan Bay Area, constituting the ecological barrier at the Pearl River Estuary together with Nansha Huangshanlu Forest Park and Shajiao Dasong Mountain-Buyu Mountain.

This International Competition of Conceptual Design for Weiyuan Island Forest Park, Dongguan Binhaiwan Bay Area is organized to solicit forward-looking, innovative and feasible design schemes, with an aim to realize the ecological concept of “Lucid waters and lush mountains are invaluable assets”, improve the ecological pattern and network in the Bay Area and its ecological environment, fully leverage the advantages in humanistic landscapes, coastlines, and ecological resources, and build a quality, ecological, featured forest park at international level.

Work Content

Study scope: the whole Weiyuan Island (which can be properly expanded to surrounding related areas, such as Lin Zexu’s Opium Combustion Pool at Humen and Shajiao Fort, etc.) with an area of about 19.6km2.

Design scope: an area of about 753 ha., from Jiumenzhai Community and Wushansha Community in the east to Island Ring Road in the west, and from Nanmian Community and the Outer Ring Road in the south to Beimian Community in the north, in which, there are the mountains on Weiyuan Island, the historical and cultural protection unit of Weiyuan Fort, Xiangshan Reservoir, Haokeng Mountain Reservoir, Liaoqian Reservoir, the premises of the maritime salvage team, and Humen Power Plant, etc.

The design contents mainly include the overall design of Weiyuan Island Forest Park, key sections design, hiking trails design, viewing platform design, landscape bridge design, and design for small-scale landscape supporting facilities and VI systems, etc. For details, please refer to the Design Brief of the International Competition of Conceptual Design for Weiyuan Island Forest Park, Dongguan Binhaiwan Bay Area.

Registration Requirements

Design firms at home and abroad can sign up for this International Competition, subject to no restrictions on qualifications. Design firms with experience in urban design and landscape design of forest parks and waterfront (coastal) projects are welcome to take part in the International Competition individually or jointly.

Designers participating in the International Competition shall be the personnel on the payroll of the design firm. The chief designer must be a person who has taken charge of many similar design projects, and must directly participate in the whole competition process; at least one person with proficient Chinese language skills shall be included in order to make sure the project team of foreign design firms has a correct understanding of the background of China and relevant requirements.

The International Competition is open to design firms and consortiums meeting the above requirements (consortium shall consist of no more than three [3] members), and registration by the individual is not accepted.

WORK RULES

This International Competition will be divided into three stages, namely, “Pre-qualification”, “Design Competition” and “Follow-up Design Detailing”. At the stage of pre-qualification, four (4) design firms will be selected to issue the Invitation to Draft the Design Scheme according to the registration documents (including commercial documents and concept proposal) submitted by applicants (at the same time, two [2] alternatives will be selected; in case any invited firm quits, they can take its place in order). At the stage of the design competition, four (4) invited firms will submit their deliverables, and after the experts’ review, their rankings will be finalized. At the stage of follow-up design detailing, the first-prize winner shall integrate and optimize these deliverables at the competition stage into a formal design scheme according to the experts’ review comments and the Organizer’s requirement (the detailed concept design shall reach the depth of schematic design).

2 months before the submission deadline of deliverables, those registered design firms that have met the registration requirements but haven’t received the Invitation can submit the Confirmation Letter of Participation to the organizers to confirm their participation in the design competition. If their schemes meet the requirements set in the design brief, they can take part in the review. Except for the design compensation, they will enjoy equal opportunity to win the bonus and get the design commission as the rest invited firms.

For the four (4) invited design firms who have passed the pre-qualification and whose submittals have been evaluated as qualified, each can receive the design compensation of RMB Eight Hundred Thousand Yuan (¥800,000).

  1. Bonus

After the final review result of this International Competition is publicized, the invited firms, whose submittals have been evaluated as qualified, can obtain relevant bonus (including the detailing design fees) according to the final ranking, specifically as follows:

First place: the first-prize winner will receive a bonus (including the detailing design fees) of RMB Three Million Yuan (¥3,000,000);

Second place: the second-prize winner will receive a bonus of RMB Eight Hundred Thousand Yuan (¥800,000).
