International Competition of Urban and Architectural Complex Conceptual Design of Lijiao Core Area in Haizhu Innovation Bay
Project location
The project is located in the area with a broad vision where South Haixinsha Block to the south, Haizhu Lake Block to the north, Lek Kau Block to the west and original residences to the east.
Project background
Guangdong-Hong Kong-Macao Greater Bay Area has set sail for the world-class bay area and becoming the world’s best bay area can be expected soon. Act as Guangdong-Hong Kong-Macao Greater Bay Area central cities, Guangzhou City plays the role of the core engine, and aims to make new breakthroughs in such functions as an economic center, the hub for the portal, scientific and technological innovation, cultural guidance and comprehensive services and is developing into the core city of the world-class bay area. As the core of the development of Guangzhou City, the Lijiao area is the intersection of Guangzhou city central axis and Zhujiang River back channel waterfront innovation industrial zone, has many advantages (such as TOD comprehensive transportation junction, waterfront ecology, and traditional culture) and will become a potential space for innovation leading enterprises and high-end talents, to further undertake the strategic task of Guangzhou’s urban development and to become a world-class new center in the core city of the bay area.
Working range and competition content
The task of this competition is the conceptual design of the architectural group within the design scope of Haizhu Innovation Bay, which is mainly about the spatial form and facade conceptual design. The above-ground construction area of Lijiao in Haizhu Innovation Bay is about 4.7 million square meters, among which the commercial (industrial) area is more than 2.4 million square meters. The competition area is the core area of Lijiao in Haizhu Innovation Bay.
The project is to construct a multi-dimensional and multi-level comprehensive urban development space for production, research, exhibition and business. It hopes to create a dignified business space in Lijiao Core Area of Haizhu Innovation Bay and to integrate the concept of multi-industry integrated development into urban design. Design content includes the construction of composite industry carriers such as city landmark super grade A office building, cloud ecosystem grade A office building, and the first major cultural and business travel destination integrating travel and entertainment elements where area exceeds 300,000m2 in Guangzhou to construct a multi-dimensional and multi-level comprehensive urban development space for production, research, exhibition and business and to define the future city benchmark of the Bay Area together with comprehensive residential service space (such as benchmark residence, high-quality apartment and super deluxe hotel) and orderly and comfortable ecological public open space.
Architectural design principles
Architectural modeling of the corresponding climate: The architecture with supporting column on the bottom provides the outdoor space with protection for pedestrian streamline and gathering. The atrium space improves the air flow and ventilation and helps to reduce the air conditioning load to a greater extent with sunlight.
Preserving the native architectural languages: It is necessary to consider the local architectural style to provide a pleasant shopping experience and enable people to focus more on shopping.
Healthy, open and flexible working space: The garden design and vestibule with shading blurs the boundary between indoor and outdoor and extend the working space to the nature.
Organic structural form: The organically shaped architecture injects new vitality into Guangzhou, which is developing rapidly.
Key points of landscape
Open space control—-view corridor: Haizhu Lake view corridor: The view corridor with Haizhu Lake is formed based on the road；
Architectural complex control—-height partition zoning: Being smooth is ensured by stagger arrangement of front and rear towers；
Architectural complex control—-skyline: The tower cluster in the core area and the tower on the east side of the axial line shape the axis skyline with level enhancement towards the central axis gradually, and the up and down urban skyline is formed along the river.
Commercial office product system:
Urban landmark super Grade A office building: The project is located between Zhujiang New Town and Wanbo Business District (the core position of Haizhu Innovation Bay) and equipped with high-standard office products at a certain size as city landmark to manifest the project quality and take on the heavy responsibility as southern portal of Haizhu District.
Cloud ecosystem Grade A office building: The project is defined as high-level project and needs to be supported by high-quality office property at a sufficient size；
Personalized single office building: The single building for headquarters can be customized according to the enterprise needs. The high-quality environment is stressed for ecological single building, and a variety of personalized products can meet the needs for various enterprises；
Comprehensive industrial supporting facilities: In the future, the project will build the industrial ecological circle to promote the comprehensive development of diversified industries.
Competition method
Collection stage: The sponsor organizes the experts to establish the competition selection committee to select no more than 5 design organizations to officially take part in the competition from the design organizations applied for competition scheme selection of the next stage.
Competition scheme selection stage: The competition sponsor organizes the technical review committee to carry out a validity review of the design achievements submitted by the design organizations which officially participating in the competition after being selected and scheme appraisal after the validity review is passed, and determine the prize awarded of design scheme as per the ranking upon scheme appraisal.
Competition scheme selection method and expense compensation method
The competition sponsor organizes the technical review committee to carry out validity review of design schemes submitted by the design organizations officially participating in the competition after being selected. The design organizations passed the validity review could enter the next round of scheme review.
The review committee will take charge of reviewing the design achievements which passed the validity review.
The design organization which provided the design scheme that ranking FIRST will won the First Prize for RMB ￥4 million (all the expenses including tax, organization agency service fee, cost of design and intellectual property fee).
The design organizations which provided the design schemes that ranking SECOND and THIRD will won Second Prize for RMB ￥2 million (all the expenses including tax, organization agency service fee, cost of design and intellectual property fee).
The other shortlisted design organizations will won the Nominee Awards for RMB ￥1 million (all the expenses including tax, organization agency service fee, cost of design and intellectual property fee).
The prize covers all the expenses incurred by completing the content required by the design achievement for participating in the competition, and all the costs incurred in modifying the design results according to the review comments(including but not limited to organization agency services fee, competition design cost, cost of the documents prepared for the competition, design research expenses and travel expenses incurred by coordinating with the competition organizations to hold the relevant project communication meetings).
The competition sponsor has the right to use any part of all the design schemes which won the prizes and doesn’t need to pay any other fees to those providers whose design scheme being used.
Competition schedule
The pubilication of international competition announcement and start to accept the application by the global design organizations: From Sept. 30, 2020 to Oct. 14, 2020 (09:00 a.m.-12:00 a.m. and 14:30 p.m.-17:30 p.m.)(Beijing time, except for statutory holiday).
Time for Submission of application documents: Delivery before 17:00, Oct. 19, 2020.
Time for selection phase: Oct. 21, 2020.
Officially release the competition documents and organize the design organizations to officially participate in the question-and-answer meeting for the competition documents: Oct. 23, 2020.
Competition scheme design period: From Oct. 23, 2020 to Jan. 11, 2021.
Design scheme selection reviewing stage: All the design organizations being selected for the next round of competition shall deliver the final results to the designated place at 10:00, Jan. 11, 2021 and the competition organizer or agency shall organize the expert review meeting (The specific time and place shall be subject to the announcement by the organizer or the agency).
Note: All the time shall be subject to Beijing time. The competition sponsor or organizer reserves the right of adjusting the schedule.
Competition application
The design organization applicants in China have the independent legal person qualification, exist legally and aren’t in a bad condition (such as business license revoked, being ordered to close or being repealed). If the person in charge of the organization is the same person or different organizations with holding or management relationship, it’s forbidden to sign up for the competition project at the same time； The application overseas design organizations have the independent legal person qualification, exist legally and aren’t in a bad condition (such as certificate of business registration revoked, being ordered to close or being repealed). If the person in charge of the organization is the same person or different organizations with holding or management relationship, it’s forbidden to sign up for the competition project at the same time.
MAINLAND design organizations shall have one of the following qualifications: Comprehensive Grade A qualification of engineering design, Grade A design qualification in the construction industry, Grade A qualification for professional design in the construction industry (construction engineering) and Grade A qualification for urban and rural planning preparation； No requirement is put forward for OVERSEAS design applicants.
The application in the name of the individual isn’t accepted in the competition.
The design organization applicant shall have relevant performance in urban complex project design starting from Jan. 1st, 2015 (the list for the performances in recent five years and documentary evidences (such as certificate of award or contract) need to be provided. The performance calculation time shall be subject to the contract signing time or the date when the certificate of award is issued).
The General Project Leader/Project Chief Designer must directly participate in the whole process of consultation activity. The design organization applicant shall ensure the General Project Leader/Project Chief Designer and main designer always participate in design that shall not be replaced midway.
To ensure the project designer accurately understands the background and relevant requirements of China region, the design organization applicant shall be provided with at least one person familiar with Chinese.
The application by the consortium is accepted in the competition. The number of organizations constituting the consortium shall not exceed 2. The agreement of consortium participating in the competition shall be submitted as required and all consortium members participating in the competition in the form of consortium shall meet the above requirements； (Note: in case of participation in the competition in the form of consortium, the original agreement of consortium participating in the competition signed by both consortium members shall be submitted and the consortium leader shall be confirmed. Both parties of the consortium shall not constitute the consortium independently or together with other design organization to sign up for the project).
Application
Application: The design organizations eligible for the application conditions should apply online by the website (www.chinaebid.com)(Yangguang Yicai) during the period from Sept. 30, 2020 to Oct. 14, 2020). The application fee is RMB ￥300.
The design organizations intend to participate in the competition MUST send or post the completed competition application documents (refer to Annex 3 for details) in written form to the competition agency before the submission deadline (submission expiration date: 17:00, Oct. 19, 2020, subject to the time the collection document signed by the competition agency), and send the electronic documents to the competition agency’s mailbox (gdjczb@163.com) at the same time. Late documents won’t be accepted.
