Project background

In order to further build a beautiful China, the CPC Zhejiang Committee and Zhejiang Provincial Government issued the Decision on Building a Beautiful Zhejiang to Create a Better Life and Opinions of the General Office of the People’s Government of Zhejiang Province on Accelerating the Building of Modern and Beautiful Counties in 2014, defining a new urbanization path of “people first, synergistic development of four modernizations, optimized layout, ecological civilization, and cultural heritage,” and proposing goals such as building a pilot area of the Beautiful China initiative and a role model of Jiangnan water towns, and reflecting the charm of “poetic and picturesque Jiangnan,” etc. In doing so, we aim at building modern and beautiful counties with Jiangnan features and Zhejiang characteristics, and realize the beauty of green ecological environment, planning and design morphology, complete facilities and functions, suitability for living and working, and social stability and harmony.

In order to enhance the scientific and reasonable territorial space planning of Dongyang City, effectively guide the urban development of Dongyang City, lead the future urban construction, and realize the preparation requirements of “operable, experiential and supervised urban design”, the CPC Dongyang Municipal Committee and Dongyang government put forward the overall regional planning of overall urban design. In combination with the demarcation results of three districts and three lines issued by the Ministry of Natural Resources, the six streets in the downtown area are determined as the planning range, and the scheme solicitation event of Overall Urban Design Integration and Enhancement and Downtown Area Detailed Urban Design of Dongyang City is specifically held.

 

Project location

 

Located in the middle of Zhejiang Province, Dongyang City is a provincial-level famous historical and cultural city, one of the national Top 100 countywide economy cities, a national health city and a national garden city. “Three mountains embrace two basins, and two basins encompass two rivers” is the truest portrayal of Dongyang City’s landform. As a thousand-year-old town with a history of 1,800 years so far, known as “a prosperous county of Wu” and “a county with picturesque mountains and waters”, Dongyang boasts enriched historical and cultural heritage and is renowned as “the key magnet of education, architecture and arts and crafts” as well as reputed for its film & television culture. The ecological environment of the downtown area is sound, with the elements of mountain, river, stream, farmland and city reinforcing each other, depicting the most beautiful living environment of Dongyang.

 

Solicitation methods and schedule

 

The solicitation event is divided into four stages:

Stage I-Qualification review stage: The applicants should submit application materials and conceptual proposal in time as required. The Host will select ten shortlisted application units from publicly applying design agencies (consortiums) through pre-qualification (including conceptual proposal) for Stage II.

Stage II-Conceptual scheme stage of overall urban design integration and enhancement: Shortlisted application units will, in accordance with requirements of the Design Brief, submit qualified deliverables to be reviewed by the expert review jury. The top five application units (without ranking) will enter Stage III.

Stage III – Conceptual scheme stage of downtown area key areas detailed urban design: The five shortlisted application units will submit the satisfactorily design deliverables according to the key areas (area and work content to be determined) determined by the host,The scheme review jury will review the submitted schemes, select the top three (ranked) by voting and recommend them to the Host with optimization review opinions put forward.

After full discussion between the Host and the scheme review experts, the ranking of the top three winners will be determined. The first-ranking application unit will be awarded with the development design consulting contract of the Project, and the other application units will be paid the corresponding design compensation.

Stage IV – The selected unit will subsequently undertake the downtown area detailed urban design.

 

Application requirements

  1. The solicitation plans to adopt open application without qualification restrictions. Units with relevant design experience from home and abroad may apply for participation. Application units should be independent legal person enterprises or institutions legally registered at home and abroad with valid business licenses or business registration certificates.
  2. Consortium with no more than three members are allowed to apply. All consortium parties must not participate in the solicitation event in their own names separately or form a consortium with other units.
  3. The solicitation event doesn’t accept application of individuals and individual groups.
  4. Teams with similar design experience will be prioritized:
  • With international or domestic urban planning and design practice experience;
  • With research capability and practical experience in detailed urban design of key urban areas;
  • With rich experience in architecture, landscape, ecological design and public environment construction.

 

Solicitation schedule (tentative)

Kick off the solicitation event and release the official solicitation announcement in the middle of January 2023.

Release the announcement of pre-qualification results in the early February 2023.

Submit deliverables of Stage II (conceptual scheme of overall urban design integration and enhancement) and convene scheme review jury in the middle of March.

Submit deliverables of Stage III (conceptual scheme of key areas detailed urban design), convene scheme review jury, and determine the selected unit in the middle of May.

Declare the downtown area detailed urban design report at the end of October 2023.

Downtown area detailed urban design scope

 

Work objectives

 

Nowadays, because of industrialization-driven urbanization and rapid economic growth, the construction framework of Dongyang downtown area is quickly expanding and has been facing some bottlenecks, such as vague spatial mode of landscape city and gradual inundation of urban culture; urban functional section is loose and not compact enough; urban image and style are inferior and lack of iconic urban business cards; the construction of urban industrial platform is poor with implicit space of three industries; the areas along the Dongyang River only focus on the construction of the landscape belt but lack an overall landscape coordination of the two banks of one river, and the vitality needs to be improved, etc. All these problems are constraining the further improvement of the overall quality of Dongyang City.

The solicitation should be based on the three districts and three lines initially demarcated in the City’s current land spatial planning scheme, and focus on solving, but not limited to, the aforementioned problems. Through problem sort-out, target positioning, strategy formulation, action plan, project library and economic estimation, it will provide the orientation for Dongyang’s future urban development and guidelines for statutory plan revision, urban renewal and near-term development and construction.

 

Work content

 

With the evolving regional environment and the pressing urban development in all aspects, Dongyang has unfolded plenty of planning work on the urban development and blueprint conception in recent years. The core content of the solicitation event is to comprehensively coordinate with the relevant plannings in Dongyang City, draw effective and feasible parts on the basis of systematic sort-out and summarization. Background

Taizhou City’s the Fourteenth Five-Year Plan for National Economic and Social Development and Outline of Long-term Goals for 2035 mentioned: Taizhou will speed up the second urbanization, the construction of provincial open high energy center city. To promote the central city to the development pattern of “integration of three districts and two cities”, and enhance the primacy of the central city as a municipal political, economic, cultural and scientific innovation center, therefore, to speed up the central rise, the development of urban integration is a matter of Taizhou significant global strategy, is also a major proposition throughout the course of the Taizhou urbanization, the future from the “based on the new stage of development, carry out the new development concept and build a new development pattern of high quality to promote urban integration development, as well as creating better city life. Design Scope

The design scope of this project is divided into three levels: research scope, conceptual urban design scope and core area deepening design scope.

  • The research scope: Making comprehensive analysis and research on the ecological pattern of urban landscape, the linkage of surrounding functions and landscape features from a wider scope, including surrounding mountains, water systems, urban corridors and important urban functional plates. The scope can be determined by the applicant based on its understanding.
  • Conceptual urban design scope: north to the mountain, south to Nanguan River, east to Fortune Avenue, west to Huangyan, with a total area of about 28 square kilometers.
  • Core area detail design: 14.71 square kilometers.

Design Goals

  • Build Bonding Area of three districts

Acting as the core of Taizhou’s urban green heart, Feilong Lake Ecological Zone is the “geometric center” of Taizhou’s central urban area. The target of this design is to clarify the role of the Feilong Lake area in the development of the entire Taizhou city as well as the development orientation and strategy of the area based on the study of ecological background of Feilong Lake area,Function linkage with surrounding land, transportation connection, continuation of the urban context, spatial integration and image enhancement. Thus, makes Feilong Lake Ecological Zone a link for the development of the three zones, accelerates the integration of urban areas, and creates an urban living room in the era of Taizhou’s ecological civilization to welcome guests from all over the world.

  • Build Sample of Eco-Smart City

Urban design should rely on the development experience of low-carbon smart cities around the world and plan low-carbon smart new cities with high standards such as “green intelligence, water-city integration, high-quality supporting facilities, high efficiency and convenience, and system innovation”. According to the construction requirements of new urbanization, this design should take full advantage of the high-quality background resources of “mountains, lakes, forests, fields and grasses” in the Feilong Lake area, improving the urban landscape layout, and use the development experience of low-carbon smart cities around the world. In order to carry out the construction of ecological civilization pilot area, widen the transformation channel of green water and green mountains into invaluable assets, establish and improve the value realization mechanism of ecological products, and explore and improve the gross ecosystem product (GEP) accounting with Zhejiang characteristics. The design content is divided into three parts: conceptual urban design, core area urban design and special research.

 

A. Conceptual Urban Design

Focus on creating “10” application scenarios such as neighborhood, education, health, culture, low carbon, production, construction, transportation, wisdom, and governance to achieve the goal of common prosperity.

  • Implementation Strategy Recommendation

According to the principle of “unified planning and phased implementation”, to implement the project implementation strategy and phase, and staged development plan, and forming a project database and schedule. To decide for the overall construction, including the overall planning of various infrastructures (such as road traffic, municipal pipelines, public facilities, emergency disaster prevention, sanitation facilities, etc.), and propose operational strategies and measures for phased implementation.

 

B. Core Area Further Design

Under the guidance of the conceptual urban design, carrying out the deepening design work of the core area.   • Landscape Element Guidance

Combined with the regional landscape relationship and spatial pattern, design goals and concepts, and based on the analysis of land use and road traffic, the distribution, spatial form and style features of various spatial landscape elements (such as landscape centers, landscape nodes and landscape axes) are analyzed and an optimization plan is proposed. Qualification Requirements of Applicants

The applicant (hereinafter referred to as the “Applicant”) shall be a legally registered legal entity or a project consortium consisting of legally registered legal entities (no more than 3 member institutions).

Architecture Design of Liantai International Center on the Shenzhen Bay Super Headquarters Base

The project land is located at the northeast corner of the Shenzhen Bay Super Headquarters Base, Shenzhen City, with the parcel No. of T208-0055 (DU07-01).

Construction scale: The total land area is 92,372.28m2, and the stipulated floor area included in the floor area ratio (FAR) calculation is 277,000m2, including 13,870m2 for commerce, 78,480m2 for office, 183,120m2 for business apartment, 600m2 for convenience service station, 400m2 for refuse transfer station, and 530m2 for property management room.

A. Plot and surrounding conditions: the plot is currently an open space with enclosing walls and is flat. It is adjacent to Shenwan 5th Road to the east, with OCT Harbour on the east side; adjacent to Baishi 4th Road to the south, with other planning plots of the Shenzhen Bay Super Headquarters Base on the south side; adjacent to Shenwan 4th Road to the west, with Riviera Garden and other planning plots of the Shenzhen Bay Super Headquarters Base on the west side; adjacent to Baishi Road to the north, with OTC Wetland Park on the north side.

B. Landscape resources: this project is adjacent to OCT Harbour on the east side and OTC Wetland Park on the north side, with the Splendid China Folk Village, Window of the World, and Happy Valley separated by the wetland and viewable distantly on the northwest side; it is next to Shenzhen Bay Park on the south side, with Shenzhen Bay and Yuen Long District, Hong Kong viewable distantly; there are good sight lines of the landscape and a unique resource endowment.

C. Project traffic: This project is adjacent to the two-way 6-lane Shenwan 5th Road to the east, two-way 4-lane Baishi 4th Road to the south, two-way 4-lane Shenwan 4th Road to the west, and two-way 6-lane Baishi Road to the north, and is about 300m from Shenzhen’s east-west trunk road—Binhe Avenue on the south side; Metro Line 9 and Line 11 pass by the site, with Shenwan Station at the southwest corner (the intersection of Shenwan 4th Road and Baishi 4th Road), and the area is about 700m from Hongshuwan South Station of Metro Line 11.

Work Content

The tender will determine the architectural scheme of this project. The winning bidder will be responsible for the architectural scheme design within the red line, scheme development (the architectural discipline to reach the design development extent), review and control of scheme effects involved in each consultant’s work, construction cooperation, and review and control of the side effects, conceptual design of the landscape scheme, and preliminary facade design.

Registration Requirements

The tender will adopt the “invitation + open application” method, namely, the Host will invite some agencies and shortlist 3 design agencies (consortiums) therefrom and shortlist the other 7 agencies from the applying design agencies (consortiums) according to merits. The 10 shortlisted design agencies (consortiums) will participate in the second stage: First Round of Conceptual Scheme Review.

The Tenderee comprehensively considered and determined the invited agencies based on their industry reputation, achievements, awards and proposed team members, etc. and then this was approved by the relevant government authorities.

Open application-requirements:

1) Domestic and foreign design agencies independently registered and with relevant design experience can apply. No qualification restriction is imposed at the application stage. No individual or individual combination application is accepted;

 2) Design consortium participation is allowed with no more than 2 members. And members of a consortium shall not further apply alone or join another consortium to apply or participate as a consultant;

 3) The designers participating in the tender shall be registered personnel of the design agencies. Chief designers shall be persons who have led several projects of the same type and shall lead the design in the whole bidding and bid-winning process and make scheme presentation as per review requirements. In order to ensure that the project designers have an accurate understanding of the regional background of China and the related requirements, each design agency (consortium) shall have at least one project designer fluent in Chinese;

 4) Design agencies that apply shall submit the application documents and conceptual proposals as required in the Tender Document (see 6.1 Requirements for application documents for the details of requirements for deliverables).

Shortlisted bidders shall submit the deliverables according to the design requirements for this stage. And the Committee for the Second Round of Conceptual Scheme Review will select the top 3 without ranking through the open ballot to enter the fourth stage- Bid Award stage.

Fourth stage: Bid Award

After the planning review of the top 3 schemes, the Tenderee will establish a bid award committee according to law to decide the winning bidder from the top 3 winner candidates by voting. The winning bidder will be awarded the Architectural Scheme Design Contract of this project.

Architecture Design Competition on the Urban Design of Huanggang Port Area

Project overview:

The Huanggang Port Area, facing the Hong Kong Park across the river, belongs to a rare, complete and interconnected existing resource in the Shenzhen Park of the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. This international competition is hosted by Shenzhen Investment Holdings Co., Ltd. and organized by Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone Development Co., Ltd., under the guidance of Planning and Natural Resources Bureau of Shenzhen Municipality, Futian District People’s Government, and Bureau of Public Works of Shenzhen Municipality. This project is designed to solicit forward-looking, flexible, innovative and implementable urban design concepts and detailed design schemes, and build Shenzhen-Hong Kong cooperation demonstration zone and pilot area of the national comprehensive science center to drive the high-quality development of Shenzhen, based on Shenzhen-Hong Kong cooperation mainly in basic research and original innovation, and with an international vision and world-leading standards. The development background is Shenzhen as a pilot demonstration zone of socialism with Chinese characteristics and co-development of Guangdong-Hong Kong-Macao Greater Bay Area.

Project location

Huanggang Port Area at Shenzhen Park of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone is located in the southern border of Futian District, facing Hong Kong across the Shenzhen River, and adjoining Huanggang Port Integrated Hub and Futian Port to the west and Hong Kong-Shenzhen Innovation and Technology Park (Hong Kong Park of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone) to the east. This area enjoys outstanding advantages in terms of geographical location, rail transit, urban services, and ecological environment. In the future, it will turn into a key area for Shenzhen-Hong Kong cooperation in scientific and technological innovation, and an important functional area of Futian District, which is of strategic significance for the development of Shenzhen.

Scope of design

The scope of this urban design is divided into scope of study coordination and scope of detailed design. The study coordination scope is Loop Area C, including Futian Port, Huanggang Port, existing passenger inspection area and cargo inspection area, existing port residential area, Chiwei Village, etc., with an area of 1.67 square kilometers; the detailed design scope includes Huanggang Port cargo inspection area, existing port residential area and plots surrounding the port, with an area of about 0.89 square kilometers.

Work Content

Work content in the competition stage includes but not limited to: Propose the urban design ideas, objective and vision, and overall structure of Huanggang Port area; complete the functional business form layout, transport system design, public space design, the conceptual architectural design of important nodes, etc. In addition to the above work requirements of general urban design of important areas, emphasize the scientific research space design, terminal transport organization design, detailed design of three-dimensional space, public space and landscape design, and conceptual architectural design of the land around the Port. It is also required to put forward phased implementation schemes and space control guidance in combination with the given land release plan, to ensure the scheme enforceable.

The port cargo inspection area reaches the extent of detailed urban design to guide the unified planning and development of the park, while the surrounding plot of the Huanggang Port reaches the extent of conceptual architectural design, directly guiding the architectural design and linking with the design scheme of Huanggang Port, giving optimization suggestions.

The stage of further scheme development will be led by the first prize winner. The other excellent design schemes and expert suggestions should be put into consideration, have coordination with each special topic of Implementation Plan for Overall Planning of Shenzhen – Hong Kong Science and Technology Innovation Cooperation Zone, and form the optimization results of Urban Design of Huanggang Port Area at Shenzhen Park of Shenzhen – Hong Kong Science and Technology Innovation Cooperation Zone. Such results shall meet the requirements of urban design content for important areas.

Registration Requirements

(1) Regardless of the qualifications, any design agency (independent legal person) with relevant design experience at home and abroad can apply for this project. A consortium is also allowed, but its member cannot exceed 3, and each member of the consortium can no longer participate in this competition in its own name or in the name of another consortium formed with other design agencies. The application of individuals and individual groups is not accepted.

(2) A design agency  with the following experience will be given priority:

① Experience in designing international science parks;

② Experience in the urban design of key urban areas;

③ Experience in the urban design of port areas.

 (3) The designers participating in this international competition shall be registered in the design agency.

WORK RULES

This international competition proceeds in three stages: Stage I – Prequalification, Stage II – Urban Design Scheme Competition, and Stage III – Further Development of Scheme. Among them, the prequalification will adopt the method of “directional invitation + open proposal solicitation” to directly shortlist 5 invited agencies for the next round. Meanwhile, shortlist 10 best candidates via prequalification review for the next round. A total of 15 agencies will enter the scheme competition stage.

Architecture Design Competition: Consultation on Schematic Design of the Central Park and Green Axis, Dongguan International Business Area

At present, Dongguan is encountering three major historical opportunities, namely the construction of Guangdong-Hong Kong-Macao Greater Bay Area, construction of the Pilot Demonstration Area of Socialism with Chinese Characteristics in Shenzhen and the Innovative Experimental Area for Supply-side Structural Reform of Manufacturing Industry in Guangdong. Thus, the CPC Dongguan Municipal Committee and Government have put forward the requirements of high-starting-point planning, high-standard input, and high-quality construction for Dongguan to attract high-end development resources and pool together key factors of high-end innovation, so as to implement the urban development strategy of “Thriving Dongguan, A Pearl in the Greater Bay Area”.

After 10 years of planning, Dongguan International Business Area, as the top priority among “One Center, Two Axes, and Three Areas” for the quality improvement of the downtown area of Dongguan, now is ready for development, in which, the  Central Park and the blue & green axes, covering an area of 32ha in total, are the key to build a quality and humanized public space system and have a great influence on building a successful international business area. The Central Park is located in the International Business Area, Dongguan City, Guangdong Province, PRC. It borders Dongguan Avenue in the east, connects with Yuanmei Park, the Administrative and Cultural Center and Huangqi Mountain Park by slow corridor through the green axis in the north, and in the south, extends to Nancheng Headquarters Base through the green axis, all of which have constructed an 8-kilometer slow-traffic green axis in the downtown area of Dongguan.

Work Content

The research scope of this International Consultation is the 8-kilometer slow-traffic green axis in the downtown area of Dongguan, with an area of 7km2 approximately, and its design scope covers the Central Park, the Central Dynamic Axis and Xinji River Waterfront Leisure Axis in Dongguan International Business Area, with an area of about 320,000m2. Among them, the Central Park is enclosed by Wei 8th Road in the north, Jing 3rd Road in the west, Wei 10th Road in the south and Dongguan Avenue in the east, covering an area of 220,000m2; the Central Dynamic Axis (also known as the south-north green axis) is about 2km in length and 30m to 60m in width; Xinji River Waterfront Leisure Axis (also known as the blue axis) is about 1.2km in length and 25m to 50m in width and the green axis and blue axis intersect in the Central Park.

Registration Requirements

(1) This is an internationally open consultation and consortiums are accepted. Meanwhile, qualification is not required.

(2) Registration submitted by an individual or a team of individuals is not accepted.

(3) Domestic design firms within the Chinese territory shall be independent legal entities with valid business licenses or other organizational qualifications of PRC. Overseas design firms shall be independent legal entities, which are legally registered in the country where they operate. Legal entities (two or more) with the same legal representative, the parent company, sole subsidiary and holding company are not allowed to participate in the competition separately.

(4) The designer-in-chief shall be a senior designer at the level of director or partner of the company, who must be responsible for key design works of this project and important briefing meetings required by the Organizers, which will include the site visit & Q&A session, interim design presentation and final design review presentation, and the designer-in-chief shall attend the latter two presentations in person.

(5) The design team shall include designers with a professional background in urban planning, landscape, and architectural design (including underground space design), etc., or with corresponding project experience.

WORK RULES

(1) Prequalification: The registration announcement and working rules of the International Consultation will be published to solicit design firms (including consortiums) globally. A prequalification committee will be set up to review the registration documents submitted by applicants, and 4 or 5 firms will be shortlisted to issue the Invitation to Draft the Concept Scheme.

(2) Site visit & Q&A: A site visit will be organized for the invited firms and a Q&A session will be held, which will be subject to the epidemic situation.

(3) Concept review: Experts in areas of urban planning, architecture and landscape, etc., will be invited to constitute the scheme review committee. With full discussion, the scheme review committee will select 3 recommended schemes to the Organizers for final selection, after reading the design brochures, watching multi-media demonstrations and listening to presentation and clarification by principal designers.

(4) Bid finalization: A bid finalization committee will be set up to determine the final ranking of 3 recommended schemes based on the experts’ review comments, and the first prize will be the winning bid.

The design fees of this International Consultation will include the design compensation and bonus totaling RMB Twelve Million Yuan (¥12,000,000.00), whose setting is provisional as follows:

(1) Design Compensation

The design firm with the Invitation to Draft the Concept Scheme can receive the design compensation of RMB One Million Five Hundred Thousand Yuan (¥1,500,000.00) (tax included), provided the submittals meet requirements set in the Design Brief and is evaluated by the scheme review committee as qualified.

(2) Bonus

After the experts’ review and final selection on the submittals, the first-prize winner can receive a bonus of RMB Three Million Seven Hundred Thousand Yuan (¥3,700,000.00) (tax included) (including the design integration fee of RMB Two Million Two Hundred Thousand Yuan [¥2,200,000.00]), and the second-prize winner can receive a bonus of RMB Eight Hundred Thousand Yuan (¥800,000.00) (tax included). The winning firm shall revise, optimize and deepen the design according to the experts’ review comments and the Organizers’ requirements and based on making use of the strengths & highlights of the other schemes, in which, the design of 5 key sections, namely the Central Park, North Section of the Middle Axis, Xinji River Green Belt, the section across Dongguan Avenue, and the section across Sanyuan Road, etc., shall reach the detailing level of scheme design. The Organizers will give priority to the winning firm for the detailed design of the implemented plan. The second-prize winner shall attend the workshops (not exceeding 2 times and no more than 1 day per time; on-site participation) in the design integration and detailing stage, and the designer-in chief shall attend in person.

The commercial documents, including project experience and design team, etc.,   shall be submitted by applicants in the official registration stage.
