As a modern, international, innovative coastal city and a one of the core cities in the Guangdong-Hong Kong-Macau Greater Bay Area, Shenzhen has emerged as one of the most economically competitive and dynamic cities worldwide. It also has the reputation of “City of Design”, and now is striving to build itself into a global marine center city.

Xiaomeisha Area is located in the eastern golden coastline of Shenzhen, adjoining Dapeng New District on the east, Dameisha on the west, Maluan Mountain Country Park on the north and Dapeng Bay on the south. The Area is 28 kilometers away from Futian downtown area, boasting stunning mountains, lakes, beaches, reefs and other coastal resources. It is one of the seaside leisure and tourism attractions with natural beaches and being nearest to Shenzhen downtown area. In the future, Xiaomeisha will build a world-class urban coastal tourism resort with extraordinary mountain and sea tourism resources based on the theme of “creating a delicate Xiaomeisha Town that embraces the sea”.

As a pioneering coastal tourism resort since the establishment of Shenzhen, Xiaomeisha Area has won such honors as one of the “Top Ten Scenic Spots of Shenzhen” and“Top Eight Scenic Spots of Pengcheng (Shenzhen)”. After 3 decades of development, the Area has witnessed the emergence of “Xiaomeisha Resort”, “Xiaomeisha Sea World”,“Xiaomeisha Hotel” and etc. At present, it receives more than 2 million tourists annually.

Recently, the urban renewal Plan on Xiaomeisha Area has been approved, and the architectural design for its plots will be carried out step by step. The Organizer has initiated the International Bidding of the Architectural Design for Architectural Design for Plot 02-09, Plot 02-10, Plot 03-01-01 and Plot 03-01-02 of Shenzhen Xiaomeisha Area in March, 2020. As Plot 03-01-02 is located in the core of Xiaomeisha, an iconic and innovative architecture is essential for it to further improve Xiaomeisha’s popularity, so open selection is adopted for this Open Competition to call for far-sighted and innovative architectural concept schemes and the best concept will be selected as design reference to the Organizer and the winning bidder of Plot 03-03-01 and Plot 03-01-02.

Work Content

The design content of this Open Competition is the architectural concept design of Plot 03-01-02, and its relevant info is as follows:

Plot function: tourist service center

Plot area: 9,755.0 m2

Type of land use: C5 (Recreational facilities)

Plot ratio: 1.3

Height limit: ≤24m

Building area: 12,730 m2; including the recreational facilities of 10,150 m2, and public supporting facilities (incl. underground utilities) of 2,580 m2.

Rate of coverage: not exceeding 50%

Main functions: tourist service center, convention & exhibition, display space, multi-functional hall

Registration Requirements

1. Registration Requirements

(1) No design qualification is required for this Open Competition. The applicant can be a company, or a team or an individual. Avant designers, crossover designers, college students or any citizens with dreams for Xiaomeisha are warmly welcome to take part in this event.

(2) Those that apply as a company shall submit the scanned copy of application form which is stamped by the company.

2. Submission Requirements on Deliverables

Please submit the deliverables to us via xiaomeisha@qq.com before 15:00, May 15, 2020 (Beijing Time). The list of submittals shall include but not limited to the following:

(1) 3 posters in A3 size (420mm*297mm), including those drawings that can express the design creativity, such as the general layout plan, horizontal, elevation and section drawings, perspective view, diagrams, and design explanation within 500 words (combined in the posters), etc., with no limitation to the scale;

(2) Design brochure in A3 size, no more than 20 pages;

(3) Other supplementary explanation documents (such as video, model and so on).

WORK RULES

The Organizer will release the competition announcement on local and international websites of similar industries to openly accept the registrations.

After the registration and submission deadline, the Organizer and Supervisor will carry out a preliminary review on the submittals and select not more than 30 concept schemes for online voting.

After online voting, the Organizer will invite 6 design experts and 1 representative from the Organizer to constitute the jury panel. In combination with the online voting result, the jury panel will carry out review on the selected 30 schemes and select 1 winning prize and 5 honorable mentions. Both the concept scheme that’s awarded the winning prize and the winning bid of the International Bidding will be submitted to the Organizer for final decision.

1.Timetable (Provisional)

Note: All the time and date above are applied in Beijing Time. The Organizer reserves the right to amend the schedule.

2. Miscellaneous

(1) No submittals will be returned to the applicants after the review and the Organizer is entitled to use all the contents or part of them in every submitted scheme for review, online voting and publicity.

(2) Applicants shall promise that all the deliverables submitted (including but not limited to drawings and report, etc.) are original and will not infringe upon the legitimate rights and interests of any third party. In case of infringement, the infringing applicant shall bears all consequences of infringement and compensate for all the losses suffered by the Organizer therefrom.

(3) The Organizer reserves the rights for the interpretation of this Open Competition.

Prizes

Winning Prize: 1, who can win an award of RMB 80,000 Yuan (tax included);

Honorable Mention: 5, each of whom can win an award of RMB 30,000 Yuan (tax included).

All winners can have the certificate of award issued by the Organizer.

If the concept scheme that’s awarded the winning prize becomes the one to be optimized by the winning bidder of Plot 03-01-02 in the International Bidding, the winner will enjoy the authorship together with the latter. The awards above paid by the Organizer shall include the fees of the Organizer’s one-off buyout of the copyright (IPR) of the concept scheme that’s awarded the winning prize.

Project Positioning

Shenzhen Natural History Museum aims to be leading in China and first-class in the world, interpreting the laws of natural evolution, showing “geographies of Shenzhen and ecology in the global perspective”. It is to become a natural history museum “to actively advocate science”.

Project Location

Shenzhen Natural History Museum will be located around the Yanzi Lake Area, which is the geometric center of Pingshan District, on the southeast side of downtown of Pingshan. It is close to Pingshan Central Park, library, art museum and other public service facilities. The east side is right next to a 1-kilometer-wide urban ecological corridor. The west side is adjacent to the old city center with traditional trade service. The area, filled with unique natural elements such as Yanzi Hill, Pingshan River, wetlands and forests, is important space for upgrade and transformation of Pingshan Central District.

Project Scale

Shenzhen Natural History Museum covers an area of 42,000 square meters, with a gross floor area of 100,000 square meters. Total investment is limited to 3.5 billion RMB (excluding specimen collection cost), in which construction cost is around 2.1 billion RMB. The final project scale and investment are subject to government approval.

Work Content

The work scope for this project: conceptual design, schematic design and architectural design development; BIM in schematic design and architectural design development phases; Cooperate with feasibility study report, budget preparation and project approval; Review drawings of exhibition design, interior design, curtain wall and landscape design that have an impact on the overall architectural effect; Be responsible for the material and sample selection of materials that have a great impact on the project. The final work scope shall be subject to the tender documents and design contract.

Registration Requirements

1. Applicants must be domestic and overseas entities with legal business registration.

2. Consortium are permitted. One consortium shall include no more than 3 members (including the leading member). Each member of the consortium shall not further apply alone or participate by joining another consortium. 

3. The consortium members shall sign the Consortium Agreement legally and specify the leading member, as well as work distribution in each design stage and their share of rights and interests.

4. Individual or teams of individuals will not be accepted.

Tendering Schedule

Prizes

The total design fee is RMB 53.50 million, consisting of two parts listed below:

1) Basic Design Fee: temporarily priced at RMB 40 million (maximum RMB 400/square meter). The exhibition design fee is not included. 

2) The total amount of honorarium for outstanding bidders and compensation for scheme optimization temporarily determined at RMB 13.5 million (currently calculated with the highest possibility). Honorarium will be paid by the winner after the contract between winner and tenderee is signed and the first payment is processed.

COMPENSATION

1. In the design competition stage, 12 design teams that have not entered the final evaluation process will be compensated. Each of the invitees will be compensated RMB 1,000,000, while the shortlisted teams from open call pre-qualification review will be compensated RMB 600,000 each.

2. Among the 3 finalists, the final winner will be awarded of design contract, the other two teams will be paid honorarium for their outstanding proposals, each RMB 1.5 million.

3. The tenderee reserves the right to request the three finalists to further optimize their proposal. If so, an extra fee of RMB 300,000 will be paid to each team for the work. If no need for further work before final evaluation, such fee will not apply.

Solicitation Objectives

Taizhou, the birthplace of China’s private economy, is a dynamic and innovative modern coastal city. Jiaojiang River is the mother river of Taizhou, and the “One River, Two Banks” area is an important part of Taizhou Greater Bay Area construction.

Under the basic strategy of “Pushing Forward the High-quality Development of Taizhou under the Guidance of Modern Bay Area”, Jiangbei New Area faces new opportunities and needs to re-plan the development blueprint under the new development pattern. Through scientific research and judgment, based on regional characteristics and potential, to cope with the change of development environment, clear development ideas, gather multi-forces and guide the development of Jiangbei New Area with high-level planning and design.

This time, we will solicit innovative and practical high-quality planning and design schemes both at home and abroad. By first-class planning and design, exploring new potential, activating new elements, gathering new driving forces, and creatively responding to the requirements of “High-quality Development”, Jiangbei New Area will be built into “Place of Ancient-Modern Fusion Experience” and “Place of Good Life”.

Solicitation Requirements

(1) Scheme formulating stage

  • Conceptual planning of Jiangbei New Area: To define the development orientation and strategy of Jiangbei New Area, explore the urban-rural relationship and implementation path, sort out key blocks and optimize the spatial pattern, form the overall feature of space, and arrange the development sequence in an overall way;

  • The overall urban design of riverside district: Based on conceptual planning, to refine positioning and business type, anchor the framework of spatial structure, innovate spatial organization and physical feature, deal with important nodes and interface, establish implementation framework and so on. Under the systematic framework of the overall urban design of the riverside area, to focus on the design of the core area to guide its further development, construction, and operation.

(2) Follow-up scheme deepening stage

1. The applicant institute responsible for the deepening and integration work shall optimize and develop the scheme according to the opinions of the jury committee and the organizer, absorb the advantages of other schemes, and form a deliverable that is consistent with reality, advanced in concept, and complete in content.

Scope of Planning and Design

Scope of conceptual planning of Jiangbei New Area: About 91.4 square kilometers, including 62.2 square kilometers of Zhangan street administrative area and 29.2 square kilometers of Qiansuo street administrative area.

Scope of overall urban design of riverside district: about 24 square kilometres, including mountains, farmland and waters. East to Jiaojiang Second Bridge, south to Jiaojiang River Bank, west to Hangzhou Shaotai Railway, north to Jiaobei Expressway.

Scope of urban design of the core area: about 6.8 square kilometers, east to Huajing River tributary, south to Jiaojiang River Bank, west to Baijiapu, north to Jiaobei Expressway.

Application Requirements

  • This activity opens the application to domestic and foreign institutes that are legally registered and have the similar design experience to this project. The domestic applicant institutes must have one of Grade-A qualification of urban and rural planning formulation or Grade-A qualification of architecture and construction engineering; foreign applicant institutes must have one of the relevant qualifications of urban and rural planning or architecture design issued by the competent authority of the country, region, or relevant industry organizations. This project accepts an application by the consortium, but the consortium shall not have more than three members, and the members of the consortium are not allowed to apply separately on their own or form another consortium. If a foreign applicant institute consorts with a domestic applicant institute, qualification requirements for the domestic institute are the same as above. Applications by individuals or individual groups will not be accepted.
  • The professionals involved in this project must be the currently registered staff of the applicant institute; the chief designer must have experience in directing several similar projects and must participate in the whole process of the competition activity. The project team shall be fully equipped with all professional types of work. The professional team of the foreign applicant institute should include at least one member who is proficient in Chinese to ensure an accurate understanding of the regional background and relevant requirements.
  • The applicant institute shall provide complete prequalification materials in accordance with the requirements of the Prequalification Document.
  • In addition to the above terms, when the competition organizer raises reasonable requests, the applicant institute shall continue to provide supplementary certification documents that meet the corresponding requirements.

Fees and Payment

After the applicant institutes submit valid application documents in accordance with the requirements of the Solicitation Document, the jury committee will review and determine the ranking of schemes, and the first two schemes will be the winning schemes. For the scheme formulating stage, the organizer will pay the winning applicant institutes a bonus of RMB 2.3 million (including tax); pay the third applicant institute a compensation fee of RMB 1.5 million (including tax); pay the fourth applicant institute a compensation fee of RMB 1.2 million (including tax).

However, the applicant institute who fail to submit application documents within the prescribed time, or whose application documents are not acceptable according to the requirements of the Solicitation Document, or whose qualifications have been revoked, will not be paid the design compensation fee.

After comprehensive consideration, the organizer will select one institute from the winning applicant institutes to carry out a follow-up scheme deepening stage of work. and will sign another design contract. The specific matters will be negotiated according to the arrangement of the follow-up work. The contract amount in the follow-up deepening stage will be controlled within RMB 4.7 million (including tax).

Schedule

It is planned to determine the shortlisted applicant institutes in early May 2020, and organize the site survey and hold the project release e conference in mid-to-late May 2020. The chief designer and other team members of the applicant institutes are required to attend the conference. The design period of the scheme formulating stage is about three and a half months.

Architecture Design Competition for Urban Design of Pilot Zone of Chengdu 5G Smart City

Chengdu Hi-Tech Industrial Development Zone Administration Committee (as the Sponsor) and Sino-Singapore (Chengdu) Innovation Park Development Co., Ltd. (as the Organizer) are now jointly soliciting Proposals for In-depth Urban Design of Pilot Zone of Chengdu 5G Smart City. We publicly invite design agencies worldwide with related design experience to participate and submit the Prequalification Application Documents. The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

Project Brief

Project Location:The Pilot Zone of Chengdu 5G Smart City is located on the north side of Xinchuan Heartbeat Central Park, along with the Cross Axis Area of Jinhe Road and Xinchuan Avenue. It is the core area of Singapore-Sichuan Hi-Tech Innovation Park.

Scope of Project:The total net land area of the project is approximately 34,8081.2 square meters (about 522 mu), covering a total of 33 plots (including one centralized green space and one sold land); the planned land mainly includes commercial land (B), other lands for business (Research Office B29), residential land (R21), etc. The total building size is estimated to be approximately 1.69 million square meters, including about 1.12 million square meters above ground and about 480,000 square meters underground. The research scope is extended to Singapore-Sichuan Hi-Tech Innovation Park.

Design Specifications: including the overall urban design and planning proposals of the Pilot Zone of Chengdu 5G Smart City, detailed urban design of each plot, implementation guidelines for the planning and construction of the Park, and follow-up consulting services.

First stage: the overall urban design and planning proposals (It is not necessary to submit a physical model, but it is necessary to provide the original compilable data of multimedia deliverables, renderings and 3D models for publicity and display) (five Participants).

Second stage: Deepening the overall urban design and detailed urban design of demonstration areas (including the architectural proposal guidance of demonstration areas. It is necessary to provide the original compilable data of physical models, renderings and 3D models, and multimedia deliverables for publicity and display. After the design proposals are reviewed by experts and the Sponsor / Organizer, the selected participant will be determined) (two winning Participants).

Follow-up work of solicitation: Detailed urban design of each area (including architectural proposal guidance of all the plots), implementation guidelines for the planning and construction of the Park, and consulting service for the upcoming three years (the selected Participant).

Period of solicitation and design: The period of design at the first stage of solicitation is around 70 days. On April 28, 2020, the solicitation documents for the International Solicitation of Proposals for In-depth Urban Design of Pilot Zone of Chengdu 5G Smart City will be issued; on May 8, 2020, a project briefing and field survey will be conducted; on July 8, 2020, Participants will submit the application documents (deadline for solicitation). The period of design at the second stage of solicitation is around 50 days.

Eligibility and Qualifications of Participants

2.1 The participating applicant (hereinafter referred to as the “Applicant”) shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws;

2.2 The Applicant shall have the relevant qualifications and abilities to undertake the urban design project;

2.2.1 The Applicants within the People’s Republic of China shall provide certification materials proving that they have the professional and technical abilities to undertake the urban design project, such as a qualification certificate for the urban and rural planning, aCertificate of Qualification of Foreign-funded Enterprises for Urban Planning Services, a qualification certificate of Grade A architectural design (architectural engineering) or above or a commission contract of urban design, etc.;

2.2.2 The Applicants outside the People’s Republic of China should have a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations. If a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license according to the national or local administrative regulations on practice or operation of urban planning and architectural design, it shall provide documentary evidence for its practice permit or qualification or business license. If the national or local administrative regulations on practice or operation of urban planning and architectural design do not require that a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license, and only require that planners and architects should have appropriate qualifications or practice licenses, then the registered or practicing certificate or membership certificate of the planner or architect of the institution should be provided, and the design agency should explain the national or regional administrative regulations on practice or operation of planning and architectural design. The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies;

2.3 Applicants should have experience in urban design similar to the functional nature of this project.

2.4 This project accepts applications from the Consortium, and the number of the Consortium members shall not exceed three.

2.4.1 Members of the Consortium shall jointly sign a consortium agreement.

2.4.2 Any partner of the Consortium shall neither individually apply for the Prequalification in its own capacity, nor concurrently apply for the Prequalification as a partner of another Consortium.

2.4.3 If the Consortium is composed of domestic design agencies, the requirements in Item 2.2.1 shall be met; if the Consortium is composed of domestic and foreign design agencies (or design agencies from Hong Kong, Macao and Taiwan), the domestic agencies shall meet at least one of the qualification requirements in Item 4.2.1, and foreign agencies (or agencies from Hong Kong, Macao and Taiwan) shall meet the requirements in Item 2.2.2.

Instructions on Solicitation

Compensations for Designs Proposals

The Organizer will pay compensations for Designs Proposals to Participants who have submitted valid application documents for the first-stage proposal solicitation in accordance with the solicitation requirements. The amount is RMB 1.6 million (including tax).

The Sponsor will not pay any compensation when Participants are under the following circumstances:

  1. Participants fail to submit the application documents within the specified time;
  2. The application documents submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the solicitation documents;
  3. Participants are disqualified.

Awards and prize settings: There are two winners in the proposal solicitation. After the winners submit valid application documents for the second-stage proposal solicitation in accordance with the requirements of the solicitation documents, each will receive a prize of RMB 3 million (including tax).

Follow-up work for the solicitation: The final selected Participant will probably be awarded the detailed urban design of each area (including architectural proposal guidance of all the plots), the implementation guidelines for the planning and construction of the Park and the consulting service contract for the upcoming two years. The contract amount is RMB 12 million (including tax).

The above fees include all taxes payable within and outside China.

Architecture Design and Engineering for Blueway along the Trunk Stream of Longgang River in Shenzhen, China

Engineering task & construction content: The Blueway along the Trunk Stream of Longgang River totals 23.6km with the construction red line area of 4,819,000 square meters (of which 4,389,000 square meters of land for municipal use; 430,000 square meters of land for district use) and the total rough investment estimate of CNY 2,655,754,000.

The main construction contents of the core area include, the segments such as the Innovative Future Water Bank, Urban Dynamic Water City, Longcheng Cultural Green Bank, and Eco-health river, the important nodes such as Urban Dream Square, Longyuan Water Bank, and Wetland Park, etc., as well as the improvement and transformation of the functions for demonstration of ecological popular science in Henggang sewage treatment plant, Hengling sewage treatment plant, Longtian sewage treatment Plant, and Shantian sewage treatment plant; the construction area of non-core area mainly includes the improvement and transformation of Longyuan Park, construction of tributary Blueway, and transformation of building facades along the river, etc.

Work Content

Content of bid invitation: may include but is not limited to: 1. Conceptual schematic design; 2. Scheme design, requires the approval of the relevant authorities; 3. Preliminary design, requires the approval of the relevant authorities; 4. Construction drawing design, (including the detailed design of professional subcontract) requires reviews of the relevant departments; 5. Compilation of as-built drawing, requires reviews of the relevant departments; 6. Bill of quantities, the technical part of bidding document, and bidding drawings required for construction and equipment bid; 7. Send a design team to the construction site to provide technical services for the engineering construction, and fulfill their duties and obligations for the project quality and safety in accordance with the national rules and regulations; 8. The design extended services: including but not limited to participating in joint trail operation, regular project visits, and award declaration and cooperation; 9. Assist in the approval and application for construction, provide complete application materials, and assist in the project review, approval, audit and filing with relevant competent departments and units; 10. Collect and purchase third-party materials related to the design of the project; 11. Undertake the review meeting of the design results at each stage, and bear the expenses incurred. 1、Qualification requirements for the bidder:

The bidder shall have:

(1) Professional Class A and above qualification for landscape architecture engineering design.

(2) Professional Class A and above qualification for water conservancy industry (urban flood control or channel improvement).

(3) Professional Class A and above qualification for construction industry (construction engineering).

2、The consortium bid is accepted for this project and overseas design institutions are allowed to participate in the bidding. The consortium shall consist of no more than three (3) organizations. The leading unit of consortium shall have the Professional Class A and above qualification for landscape architecture engineering design.

3、Qualification requirements for project leader: Have the title of senior engineer and above. As for the consortium’s bid, the project leader shall be appointed by the leading unit of the consortium.

(1)The Designer shall propose 3 conceptual schemes of international level to the tenderer for review within 60 days upon bid winning. See Attachment IV for the projects of Mill River Park and Greenway/Madrid Riverside Landscape/Chicago Riverwalk/Connection of Both Banks of Huangpu River in Shanghai for reference. The 3 schemes must be provided by 3 different teams (overseas designers allowed to join), and the Designer, if being a consortium, shall be deemed as a team.

(2)If all the schemes fail to satisfy the tenderer, the tenderer shall not pay for the schemes and be entitled to deducting 50% of the engineering design fee as liquidated damages and organize an international competition for conceptual schemes.

2、The Tenderer shall have the right to reject the submission of the bidding applicant if the bidder is in the period of rejecting the bid due to his/her bad behavior recorded by the Shenzhen Water Authority prior to the bid closing (subject to the search results at http://swj.sz.gov.cn/xxgk/xmxxgk/pgt/).
