International Solicitation of Integrated Design Proposals for the 15th and 19th Development Units of Qianhai Shenzhen-Hong Kong International Service City

The scope of research includes Units 15&19 and coastal blocks in the north of Linhai Avenue, with a total area of approximately 140 hectares.

The scope of detailed urban design includes Unit 15 and the surrounding plots of Mawan Station, and is adjacent to Mawan 2nd Road in the west, Linhai Avenue in the north, Qianwan Water Corridor in the east, and Menghai Avenue in the south. It also includes some plots of Unit 19 in the south. The total area is approximately 60 hectares.

Work Content

The scope of the project solicitation includes the scope of detailed urban design and that of research coordination. The overall level of details within the scope of detailed urban design shall meet the urban design requirements of key areas (urban design at the level of site plan), mainly including but not limited to the following work content: to propose the overall planning and design concept and ideas, overall structure, functional layout, comprehensive transportation, public space, public landscapes, three-dimensional spatial organization, development intensity, three-dimensional form design, and functional indicators of the area.

Registration Requirements

1.Any Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws. Individual or team of individuals will not be accepted.

2.Applicants shall have experience in urban and rural planning or urban design.

2.1 The Applicants within the People’s Republic of China shall provide certification materials proving that they have the professional and technical abilities to undertake the urban and rural planning or urban design, such as a qualification certificate for the urban and rural planning, a Certificate of Qualification of Foreign-funded Enterprises for Urban Planning Services, or a commission contract of urban and rural planning / urban design, etc.;

2.2 The Applicants outside the People’s Republic of China should have a practice license or business license for urban and rural planning or urban design in accordance with the national or local administrative regulations. The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies.

3.The Consortium is accepted in this Project, yet the leading partner of the Consortium and each partner’s responsibilities shall be specified in the Consortium Agreement. Each partner of the Consortium shall neither apply in its own name nor form another consortium with other design institutions to apply for the prequalification.

4.Except for partners of a Consortium, the Participants in the solicitation shall not constitute or bear any affiliations.

Applicants who intend to participate in the solicitation for design proposals must first download the registration form from the website of Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com). After completing the registration form, applicants should email the Word version to kjysanbu@163.com or submit it to Beijing Science Park Auction & Tender Co., Ltd. After receiving the registration form, the Organizer of Solicitation will send the download password of the prequalification documents to the applicants.

The date for obtaining prequalification documents is from July 2, 2021 to 17:00 on July 7, 2021 (Beijing Time, the same below). The website of Beijing Science Park Auction & Tender Co., Ltd. will be open from 9:00 a.m. on July 2, 2021.

WORK RULES

Design agencies worldwide with related design experience are publicly invited to participate and submit the Prequalification Application Documents. The Sponsor will select three final applicants as Participants for solicitation of proposals. After the Participants have submitted the valid design proposals, design proposals ranking first, second, and third will be selected. The Participant whose design proposal ranks first shall cooperate with the Sponsor to complete the integration and optimization of the Design Proposal.

Important note: The above is only the planned schedule. All the schedule of this Project is based on Beijing Time. The Sponsor shall reserve the right to adjust the above schedule according to the actual situation.

Prizes

In this solicitation, design proposals ranking first, second, and third will be selected. The Sponsor will pay prize money of RMB 3.5 million (including tax) to the applicant whose design proposal ranks first, prize money of RMB 2.5 million (including tax) to the applicant whose design proposal ranks second, and prize money of RMB 2.0 million (including tax) to the applicant whose design proposal ranks third.

Project

LocationQianhai is located in the west of Shenzhen, Guangdong Province, on the east bank of the Pearl River Estuary, adjacent to Hong Kong. It is planned as a future Guangdong-Hong Kong-Macao in-depth cooperation demonstration zone and a new urban center.

This tender includes three development and construction lands: 10-01-02, 10-01-04, and 10-01-06, as well as a public green space: 10-01-05. They are located in block 01, Unit 10, Qianwan District, Qianhai Free Trade Zone, on the west side of Tinghai Avenue and Qianwan third road.

Shenzhen-Hong Kong modern service industry cooperation zone in Qianhai undertakes the important historical mission of supporting Hong Kong to integrate into the overall development of the country. Three Towns in Unit 10 of Qianhai is one of the important space carriers planned by Qianhai to support the deep cooperation between Shenzhen and Hong Kong in modern service industry. It focuses on providing development space for SZ-HK professional service industry, digital economy industry, headquarters economy industry and headquarters economy projects, so as to broaden the development direction.

International Competition for Urban Design and Architectural Concept Design of Shenzhen Antuo Hill Museums

The project of Antuo Hill Museums is positioned as a non-profit public cultural facility and a world-class museum ecological community and aims to promote the high-quality development of the cultural industry. The project shall be planned with the goal of building “new park, new exhibition and new landmark” for Shenzhen and with a forward-looking and international perspective. It is to become the spiritual palace of future city.

Taking the opportunity of the ecological restoration of Antuo Hill and construction of the park, Antuo Nature Art Hill (ANAH) and the Antuo Hill Museums shall be planned as a whole, jointly building a cultural cluster of museums and parks that integrate people, art and nature, improving the quality of urban environment and vitality of urban life, thus become a unique cultural place.

The design focus of this project is how to transform the geographical advantages of Antuo Hill into its cultural attraction and revitalize this area through positioning, functional programming and operational strategies.

 

Project location

Antuo Hill Museums is located in the Antuo Hill Area, at the junction of Futian District and Nanshan District in Shenzhen, next to the ANAH. The Antuo Hill Area is situated between the double city centers of Shenzhen (Futian-Luohu Center and Qianhai Center), on the south of Tanglangshan Country Park and looking out to Shenzhen Bay to the south. The Area is the transition of the “Mountain-Sea Axis”, the “intersection” of urban axis and the connection point between natural and urban spaces.

Work Content

The design scope of this international competition includes the site inside ANAH (Site A) and Plot 07-04 in Antuo Hill Area (Site B), located on two sides of North Extension of Qiaocheng East Road (planned). The total site area is tentatively about 10 hectares.

The design team shall provide an overall design proposal of Site A and Site B. The project is planned to be constructed in phases. Site A shall be constructed first and Site B is the long-term phase plan. The feasibility of functional planning, operational planning, design strategy and development sequence for the different phases shall be considered.

1. Urban Design

Design Scope includes the site inside ANAH (Site A) and Plot 07-04 in Antuo Hill Area (Site B). At the same time, the relationship between the 2 sites and the ANAH, the surrounding areas, OCT-LOFT, Tanglangshan Country Park and the larger urban context shall be considered.

The design content at the urban design stage includes overall operational planning of the Antuo Hill Museums, interpretation of the master plan, design of the connection between the sites and surrounding areas, overall structural and functional layout planning, transportation system design, spatial form design, ecological landscape design, public space planning and underground space design.

2. Architectural Concept Design

Design Scope includes detailed urban design and architectural concept design of both the site inside ANAH (Site A) and Plot 07-04 in Antuo Hill Area (Site B). The total gross floor area is tentatively set as about 170,000 square meters.

Registration Requirements

  1. Applicants must be domestic or overseas entities with legal business registration.
  2. There are no qualification requirements.
  3. Consortium is accepted and there is no limit on number of consortium members. Each member of the consortium shall not further apply alone or participate by joining another consortium. The consortium members shall sign the Consortium Agreement legally and specify the leading member and work distribution.
  4. Individual or teams of individuals will not be accepted.
  5. Design team composed with professionals in urban planning and design, transportation consulting, architectural and landscape design are encouraged. The design team must have professionals in operational planning.

WORK RULES

The project adopts “open registration”, which includes 3 phases: Pre-qualification Phase, Urban Design Phase and Architectural Concept Design Phase.

Pre-qualification Phase: the organizer will establish an expert committee to comprehensively evaluate the qualification, performance and composition of design team as well as conceptual proposal and determine 5 qualified candidates (without ranking) to enter Urban Design Phase, and 2 alternatives (with ranking).

Urban Design Phase: the 5 qualified candidates shall submit urban design schemes. The organizer will establish a scheme review committee to evaluate the design schemes and recommend 3 shortlisted candidates (without ranking) to enter Architectural Concept Design Phase.

Architectural Concept Design Phase: the 3 shortlisted candidates shall submit architectural concept design schemes. The organizer will establish a final evaluation committee in accordance with law and determine 1 winner.

Prizes

The total bonus for the international competition is set at RMB 14.5 million. The specific setting will be released in the official announcement.

Shenzhen Longgang Community Culture and Sports Center Design Competition is now open for pre-qualification application. Design teams from home and abroad are welcomed to participate in this tender.

 

Project Overview

In recent years, Longgang District has earnestly implemented Shenzhen’s strategic layout of “Eastward Expansion with Cultural Development”, and made every effort to build a “cultural and sports highland” in the east of Shenzhen, aiming to enrich the cultural life and sports activities of the public, and highlight the comprehensive soft power of Longgang District.

Pingdi Community Culture and Sports Center, located close to the International Low Carbon City, is a comprehensive culture and sports center in the district and an important supporting cultural project of International Low Carbon City. The project will be mainly operated for public benefits as free facilities. After completion, it will provide necessary places for activities such as cultural events, reading, artistic performances, sports competitions, fitness and so on. The architectural design shall be people-oriented, focus on practicality, comfort, ecology, authenticity and rationality, as well as building a symbolic public building image in the neighborhood.

 

Project Location

The project is located in Pingdi Neighborhood, Longgang District, Shenzhen, about 2.5km away from Shenzhen International Low Carbon City and about 5km away from Longgang Central City. The total site area is 17,282 square meters, and the gross floor area is temporarily set as 71,890 square meters. The investment is tentatively estimated at RMB 695 million, in which construction and installation budget is about RMB 590.75 million. The project is funded by Longgang District Government. The specific project gross floor area and investment shall be subject to the approval of relevant departments.

The site is located at the intersection of Longfeng Road and Fuhua Road, Pingdi Neighborhood. The north side of the site is Xianglin Century Residential Community, and to the northeast, there is Dongxing Foreign Languages School. The site is about 500 meters from Yanlong Avenue, 1,000 meters from Outer Ring Highway, and 500 meters from the planned Pingxi Station of Metro Line 3 (Longgang Line).

Major Programming

Major programming can be divided into cultural center, library, art center (including theatre), sports center (including games hall, training hall and National Physical Fitness Monitoring Center), and is equipped with management and supporting facilities (sports shops, convenience stores, restaurants, etc.), underground garage, as well as stilt floor and outdoor sports fields.

 

Tender Scope

This project tender scope for the winner is all-phase design of all disciplines, including schematic design and optimization (including investment estimation and specification), design development (including budget preparation), construction document (including technical documents, construction drawings and specification), construction approval assistance, on-site construction cooperation, as-built drawing preparation, project completion acceptance evaluation, etc. The final work scope for the contract winner shall be subject to the tender documents and design contract.

 

Tender Rules

The project is “open tender (pre-qualification)”, which includes 3 phases: pre-qualification, design competition and final evaluation. Compensation fees are set for the bidders that are pre-qualified but fail to win the bid.

Pre-qualification Phase: the tenderee will establish an expert committee to evaluate the qualification, performance and composition of design firm as well as conceptual proposal, and determine 7 qualified bidders to enter design competition phase, and 2 alternatives (with ranking).

Design Competition Phase: the tenderee shall establish a scheme review jury committee to evaluate the design schemes, and recommend 3 winning candidates without ranking.

Final Evaluation Phase: the tenderee shall establish a final evaluation committee according to law, and determine 1 winner among winning candidates recommended by scheme review jury committee.

  1. Applicants must be domestic or overseas entities with legal business registration.
  2. Qualification requirement: Applicants (at least one consortium member) are required to hold class-A qualification/certificate in Chinese architecture design and construction industry (Construction Engineering), to ensure that the design outcomes meet requirements of relevant building codes, regulations and fulfill administrative approvals.
  3. At least one of chief designers or project leader is required to be Grade One registered architect in China.
  4. Consortium is permitted. One consortium shall include no more than 2 members (including the leading member). Each member of the consortium shall not further apply alone or participate by joining another consortium.
  5. The consortium members shall sign the Consortium Agreement legally and specify the leading member, as well as work distribution and share of rights and interests. For consortium, the project leader must be the staff of the leading member.
  6. Individual or teams of individuals will not be accepted.
