「Beyond YUE|Jianhu Revival」Shaoxing Jianhu Planning and Design Competition
Project Location
The project is located in the middle of Keqiao District, Shaoxing City, Zhejiang Province, across both banks of Jianhu. It is an important part of Keqiao’s urban area.
In the Master Urban Spatial Planning of Keqiao District During the 14th Five-Year Plan Period released in 2021, both sides of Jianhu are deemed as a dual-functional area characterized by “Middle City” and “South Garden”.
Project Background
Jianhu is the mother lake of Yue region. It is one of the oldest water conservancy projects in China, an important communication belt of the road of Tang poetry in eastern Zhejiang, as well as the source of Shaoxing rice wine.
Nowadays, Jianhu has its essence lie in Jianhu Tourist Resort. With profound history, it is also the core development section of Keqiao District, Shaoxing. How to make use of the existing space, respect the spirit of Jianhu, transform Jianhu into a city brand and symbol with various interfaces, and depict the common picture of “Jianhu Revival”. It is a “transcending” issue, and also embodies the “wisdom of new city operation” in the era of ecological civilization and cultural confidence, providing us with an opportunity to create a new development mode of Chinese cultural landmarks in urban development in the new era.
Competition Content
The competition includes two sections, which are conceptual planning and urban design.
Conceptual Planning
Scope: It is located in Jianhu Tourist Resort, adopts Jianhu as the core and is 12.6 kilometers long from east to west, with a site area of about 35.4 square kilometers. It covers two characteristic towns—Rice Wine Town and Cool Wow Town; 4 AAAA National Tourist Attractions—Keyan Scenic Area, Daxianglin · Tusita Scenic Area, Qiaobo Ice & Snow World and Oriental Neverland; traditional villages such as Sanjia Village, Hutang Village, Binshe Village, etc.; plenty of significant sightseeing spots like Mazhen Memorial Museum; as well as 10 areas—”Jianhu Origin Exploration”, “Ancient Wine New Songs”, “Yue Dream Island”, “Poetry Frontier”, “Dynamic Lake & Mountain”, “Glorious Keyan”, “Haishan Show”, “Art Woven Keqiao”, “Xianglin Realm”, “Future Watercity” (please refer to the General Planning Brief Version).
Requirements: The planning shall respect the connotation of Jianhu, coordinate the relationship between landscape & city, cultural heritage & modern industry, tourism & citizen life, and build a Jianhu space with “Beyond YUE” ecological vitality, cultural tension and industrial power coupling. It is necessary to put forward an overall planning concept at the macro level, construct the spatial development mode, implement the overall space guidance, create a public open space, build a diversified transportation system and propose the overall implementation scheme.
Urban Design
Scope: 5 core areas (compulsory) + 3 other areas (random draw), with a total area of 15.0 square kilometers. Core areas include “Jianhu Origin Exploration”, “Ancient Wine New Songs”, “Yue Dream Island”, “Poetry Frontier”, “Dynamic Lake & Mountain”, covering a total area of 9.79 square kilometers. Other areas include “Glorious Keyan”, “Haishan Show”, and “Art Woven Keqiao”. The shortlisted applicants shall select by random draw one of the three areas to design.
Requirements: Follow the positioning of each area, carry out urban design and shape the cultural space and features for each area. Specifically, it includes the refinement of the functional format of each area, design of spatial form, and improvement of public open spaces; At the same time, to manifest the characteristics of Jianhu, in combination with the needs of spatial layout and landscape shaping, a site should be selected to carry out the concept design of “The Jianhu Eye” as the gateway landmark building (please refer to the Technical Brief for work requirements).

Qualification
All contestants with relevant design experience (independent legal entity, consortium, individual) globally can register for the competition. One consortium shall consist of no more than 3 members, and each party of the consortium is not allowed to take part in the competition separately in its own name or by composing a consortium with other design institutions.

The East Lake Hi-tech Development Zone with a planned area of 518 square kilometers is also known as Optical Valley of China. After more than 30 years of development, its comprehensive strength and brand influence have been greatly improved, ranking the first among national hi-tech zones in knowledge creation and technological innovation ability. It becomes one of key construction programs of national “world-class hi-tech park”. Optical valley central ecological corridor runs through the west area of optical valley central city, connecting Jiufeng mountain in the north and Longquan mountain in the south, with 10 kilometers in length and an average width of 300~500 meters. The Corridor is highlighted on “three ways & five nodes” (railway, greenway, and waterway; Jiufeng Mountain and Longquan Mountain urban balconies, the core node of Golden Cross Axis, the node of Gaoxin Second Road, and the node of integrated free trade zone).
The core node of Golden Cross Axis is located at the intersection area of the north-south central ecological Corridor and the east-west Optics Valley Science and Technology Innovation Corridor, including the intersection, surrounding open spaces, and part of Jiufeng Forest Park. The urban balcony nodes of Jiufeng Mountain and Longquan Mountain are located on the top area of two mountains respectively, which have a panoramic view as the commanding points of the north and south. The sky train project started recently is strengthening the accessibility of these nodes.
In order to benchmark the world-class standards, reveal the charm of technology and ecology of Optics Valley, and systematically create urban high-quality public space and landmark scenery nodes, The East Lake Hi-tech Development Zone Administration now publicly solicit the schematic design for the core node of Golden Cross Axis, Jiufeng Mountain and Longquan Mountain urban balconies from excellent design institutions local and overseas.

B. Design Scope and Design Requirements
1. Design of the core node of Golden Cross Axis
Design scope
The intersection of Gaoxin Avenue and Guanggu Fourth Road and the extended area within 200~250 meters is our proposed scope. It could be adjusted according to specific designs. The design institutions should consider its connection with the central ecological corridor, railway stations, and planned cultural facilities comprehensively. The overall implementation scope of the node should be taken as the scope of design. The scope of the research is extended to the surrounding green fields which is approximately 166 hectares.

Design requirements
The design aims continuing the international vision to enhance the overall ecological strategy in Wuhan and emphasize the main corridor of Optics Valley, and creating a landmark scenery on the Golden Cross Axis to reveal the charm and achievements of Optical Valley as well.
a) Firstly, to create both a “new urban landmark” with both international qualities and local characteristics originally, and a forward-looking multi-dimensional landscape and public space system benchmark.
b) Secondly, all designs must compliance with the laws and regulations regarding ecological resources protection and historical resources conservation. to reconstruct the local landscape and the public space system, using new technologies and materials properly to create a functional space which is humane, comfortable, abundant, enjoyable, distinctive, both dynamic and static adaptively.
c) Thirdly, to shape an open, collaborative and innovative city temperament, through building the ecological adaptive features with an open and interconnected landscape model to stimulate a variety of activities and exchanges.
d) Fourthly, to create traffic distribution space with a great sense of design by deepening the planning of the Golden Cross Axis to achieve the “transportation, ecology and culture” functions of the cross nodes, and coordinate the organic connection of metro, ground, sky train and stations. 2. Design of the urban balconies of two Mountains
Design scope
The top areas of two mountains are our proposed scope. The design institutions can also optimize the scope of design base on your research. The scope of design should include the implementation area of the landscape improvement. The holistic design of two balconies need to be considered.

Design requirements

a) Firstly, all designs must compliance with the laws and regulations regarding ecological resources protection and historical resources conservation. On base of current resources conditions in mountain scenic spots, to protect and strengthen the natural beauty of the site through a cautious design strategy, and to create a demonstration of ecological public park by combining the needs of low-cost and sponge city as well.
b) Secondly, to strengthen the integration and interconnection of scenic spots and urban areas, conceiving it as a dynamic natural playground where people could explore new possibilities of symbiosis between technological innovation and the nature.
c) Thirdly, to forge a new people-oriented network of regional tourism by which the need of peripheral cities is fully considered, the nature and urban areas are closely connected, and various recreation spaces and facilities are provided.
d) Fourthly, to consider public art to form public space with an artistic atmosphere.

C. Registration Requirements
For the project of the core node of Golden Cross Axis and the project of Jiufeng Mountain and Longquan Mountain Urban Balconies, the design institutions can choose both or either to register.
Without qualification requirements, all design institutions whether in local or overseas with relevant design experience (organizations with the independent legal personality or with the ability to bear civil liabilities independently) can register.
Local or overseas design institutions must have legally registered and valid business licenses. Different design institutions and organizations with the same person in charge, or have an association of holding controlling interest or management, are not allowed to register simultaneously.
Consortiums with no more than 3 members are allowed to register, a written consortium agreement to clarify the lead unit and the respective responsibilities is needed. All units in one consortium cannot join in other consortiums or as an Independent unit to register.
Individuals and individual combinations are not accepted in registration.
D. Solicitation Process
The open solicitation is divided into two stages, “registration plus pre-qualification” and ”schematic design review”.
1. Registration and pre-qualification Stage
As soon as the registration form is submitted and verified (attached), organizer will provide assignments and basic material packages about the two projects. The design institutions conduct the surveys and develop CD. The organizer Initiate a pre-qualification meeting. The panel of experts composed of management department, construction unit and external experts will vote to select 6 design institutions without ranking, and 2 design institutions as alternatives from each project. If one or two of the 6 design institutions withdraw, the 2 alternatives could replace them. If the valid shortlist of design institutions is less than 8, sponsor of the solicitation will reorganize the registration and pre-qualification.
2. Schematic design review Stage
The design institutions in the shortlist continue completing SD base on the panel’s opinions. The organizer organizes the Q&A meeting,sites visit and the SD review meeting, 3 winning scheme designs will be selected by the panel.
E. Solicitation Schedule
The duration of the solicitation is from December 2021 to April 2022, and schedule is as follows:

F. Design Fees
The total design fee is 5.1 million yuan (about US$801,600). The fee for the core node of Golden Cross axis design, the fee for Jiufeng Mountain and Longquan Mountain urban balconies design are 2.55 million yuan (about US$400,800) and 2.55 million yuan (about US$400,800) respectively.
Each of the 6 shortlisted design institutions will receive a design compensation of 250,000 yuan (about US$39,290). To the three winning design institutions, the first will receive 650,000 yuan (about US$102,155), the second 300,000 yuan (about US$47,150) and the third 100,000 yuan (about US$15,710).
The final winner needs to integrate and optimize the formal scheme base on the panel’s opinions and the requirements of the organizer, not including DD or CD.
Note: All the above fees include taxes.
G. Solicitation State
The design fees of the solicitation will be paid in RMB within the borders of China. Domestic independent legal person could be authorized to receive the payment on their behalf if the design institutions or individuals from overseas cannot receive a payment of RMB.
The design institutions should have the rights of authorship of SD. With the permission of the sponsor, SD will be evaluated and displayed through mass media, professional magazines, books and periodicals or other forms. The sponsor, organizer and the project construction company have the rights to use or adjust SD wholely or partly in the consultation of the project, and the rights to print, publish and exhibit SD through mass media, professional magazines, books and periodicals or other forms.
SD should be original and not have been published in any form. SD or any material used in will not infringe any copyright, trademark right, patent right and other rights of the third party. If infringement occurs, all such disputes and legal liabilities will be borne by the design institution. If causes losses, the compensation will be borne by the design institution too.
The design institutions should abide by the relevant provisions in China, properly keep the drawings and data provided by the sponsor, and protect their intellectual properties. Assignments and basic material packages will not be transferred to a third party or used in other projects without the permission of the sponsor.
The design institutions participating in the solicitation are regarded as acknowledging all the provisions in this Announcement.
The laws and regulations applied to the solicitation activity and related documents are the laws and regulations of the People’s Republic of China.

In February 2019, the CPC Central Committee and the State Council issued the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, in which, it clearly proposed to leverage the leading role of the strong combinations of Macao-Zhuhai, and the strategic arrangement for Zhuhai and Macao to co-construct the Macao-Zhuhai pole of the Greater Bay Area.
In July 2020, the Construction Plan of Intercity Railway in the Guangdong-Hong Kong-Macao Greater Bay Area was approved by the National Development and Reform Commission. In this plan, Zhuhai Central Station (Hezhou) Hub is positioned as one of main hubs among “the three main and four auxiliary hubs” in the west coastal area of the Pearl River Estuary, where it will connect to multiple routes of the radiating traffic network including Zhuhai-Zhaoqing HSR, Guangzhou-Zhuhai (Macao) HSR, Shenzhen-Zhuhai Intercity Railway, thus making it an important hub for Zhuhai and Macao to connect with the country.
To date, the feasibility study report of Zhuhai-Zhaoqing High-speed Railway and the hub projects has been completed, and the construction is expected to start by the end of 2021. The relevant preparation for Guangzhou-Zhuhai-Macao High-speed Railway has been also started, and the construction is planned to start in 2022. This International Competition of Conceptual Planning and Urban Design for Zhuhai Central Station (Hezhou) Hub and Its Surrounding Areas is resolved by Zhuhai Municipal Government, with a view to better exert the strategic value of Zhuhai Central Station (Hezhou) Hub.
2. Project Location
Zhuhai is located on the west coastal area of the Pearl River Estuary, where it is close to Macao and within 100km of straight-line distance from Shenzhen, Hong Kong and Guangzhou, respectively. It is located in the core area of the inner bay of the Greater Bay Area and play an important strategic role in the integration of the Greater Bay Area. Zhuhai Central Station (Hezhou) Hub and its surrounding areas (“the Hub and Surrounding Areas”) are located in the central area of Zhuhai, with Modaomen Watercourse in the east, facing Guangdong-Macao In-Depth Cooperation Zone in Hengqin in the southeast, adjoining Hezhou as a prospective city center in the south, and Doumen Center and Jinwan Center in the west. Located in the geographical center of Zhuhai, this area is the strategic pivot in “undertaking the central influence and extending westward” of Zhuhai urban space, and an important link to promote the balanced development of Zhuhai in the east and the west.

3. Competition Scope
Planning Convergence Scope: covering Hezhou prospective urban center, Jinwan Center and Doumen Center, with an area of approximately 86 km2.
Conceptual Planning Scope of the Hub and Surrounding Areas: an area of 51km2 enclosed by the river channels and highway-expressway network, extending to Modaomen Watercourse in the east, Niwanmen Watercourse in the west, Tiansheng River in the north, and Zhuhai Avenue in the south.
Urban Design Scope of the Hub Area: the scope of integrated urban design covers an area of 10 to 20-km2 with the hub as the core and extending to the north and the east; centering on the core hub area, design teams can delineate themselves an area of 2-3 km2 as the scope of detailed design.

B. Competition Objectives
As a national special economic zone, a regional central city and a pole city of the Guangdong-Hong Kong-Macao Greater Bay Area, Zhuhai now is moving towards the development goal of becoming a mega city, further enhancing the function of urban hub, and accelerating the upgrading of the city’s power and level. The international competition aims to solicit “Golden Ideas” globally, and according to the requirements of “global vision, international standards, distinctive Zhuhai features and future-oriented goals”, it will focus on accelerating the construction of Zhuhai as a modern international special economic zone with Chinese characteristics of the new era, an important gateway hub to Guangdong-Hong Kong-Macao Greater Bay Area, a core city on the west coast of the Pearl River Estuary and a model of high-quality development in the coastal economic belt.
Analyze the influence of HSR construction on Zhuhai’s urban development, define the strategic positioning of the hub and surrounding areas, and judge the development relations of the hub and surrounding areas with Hezhou prospective urban center, Jinwan Center and Doumen Center.
Fully leverage the strategic value of HSR hub, study the industry format of the HSR hub area, promote high-quality integrated development of “Station-Industry-City”, and accelerate the agglomeration of various factors.
Implement Zhuhai Conceptual Space Development Plan, and carry out planning and layout according to the urban organizational structure of “City-District-New Town (basic urban cluster)-Neighborhood”.
Systematically consider the organic connection of HSR with railway transport, urban roads, and water transport, etc., and put forward a future-oriented, green, energy-saving, efficient and convenient comprehensive transportation system.
Guided by the principles of “ecology and low carbon, collaboration and integration, safety and resilience”, solve the problems such as low-lying terrain, insufficiency of soil source, and high flood risk, etc., and bring forward the resilient city management and control strategy.
Leverage the good natural ecological background, properly deal with segmentation of the city caused by rivers and water network, viaduct network, and high voltage line network, etc., and construct continuous, complete and systematic ecological protection pattern and open space, to create a featured style of gateway waterfront landscape.
Properly deal with the relations between short- and long-term development, and in combination with the HSR construction phasing, carry out overall arrangement on the phasing of integrated construction between the HSR and city.
C. Competition Content
1. Conceptual Planning (51km2)
Conceptual planning shall fully consider the relations with each centers within the planning convergence scope of 86km2, and respond to contents such as plan positioning, functional layout, scale control, comprehensive transport, overall planning of facilities, style and features, and phased construction, etc., through research on urban spatial pattern, industrial coordinated development and comprehensive transport connection. Its planning depth shall meet corresponding requirements of district planning.
2. Urban Design
a. Integrated Urban Design (10-20km2)
In combination with the conceptual planningand with the hub as the core, prepare the urban design scheme for the area of 10-20km2 as shown in Fig. 3, “Planning Convergence Scope and Planning & Design Scope”. The urban design shall focus on construction scale, space form, traffic organization and development intensity, etc., whose detailing depth shall reach the depth of conceptual detailed design.
b. Detailed Urban Design (2-3km2)
Based on the integrated urban design, design teams shall delineate an area of 2-3 km2 in the core hub area to carry out detailed urban design, which shall reach the depth of guiding the drafting of regulatory plan.
D. Organization
This international competition will be organized in Zhuhai Public Resources Trading Center (Website: http://ggzy.zhuhai.gov.cn), including three stages, i.e., the bidding (similar to the prequalification stage in usual competitions), competitive negotiation (similar to the design stage in usual competitions), and integration & detailing.
This international competition is an open solicitation to design teams from all over the world. In the bidding stage (similar to the prequalification stage in usual competitions), 6 design teams will be selected from all bidders (including consortiums, the same below) to participate in the next-stage competitive negotiation (similar to the design stage in usual competitions). In the competitive negotiation stage, the design proposals submitted by 6 shortlisted teams will be evaluated and ranked. The first winner will be required to integrate the conceptual schemes with the assistance of the technical service unit before submitting to the Host for acceptance.
The Host will organize 1-3 workshops thereafter, and the top three design teams shall send their chief designers to attend these workshops (those who are confirmed to be affected by COVID-19 pandemic can participate online) while the Host won’t pay any consulting fees for them.
E. Eligibility
Domestic and international design firms can sign up for this competition, subject to no restrictions on qualifications, and consortiums are welcome;
Joint participation of outstanding design teams in various disciplines is encouraged. Priority will be given to the consortium that includes these disciplines such as urban planning, architecture, and transportation, etc.;
Each consortium should have no more than 4 members. No member of the consortium is allowed to register twice for the competition itself or in the name of another consortium. Violation of this rule shall be treated as invalid;
The members should sign a legally effective consortium agreement, which shall specify the division of work between members;
Priority will be given to design teams with rich practical design experience and successful cases in urban hub areas or urban design of urban core areas;
Participation by an individual or a team of individuals is not acceptable.
F. Registration
In this competition, the leading party of the consortium shall submit the electronic bidding documents to bid for this project via “the website of Zhuhai Public Resources Trading Center (http://ggzy.zhuhai.gov.cn/)”. The bidding documents shall include three parts, i.e., qualification documents, technical bidding documents (i.e., the concept proposal), and achievement & credit documents. Their requirements are as follows:
1. The qualification documentsshall include the following materials:
ID proofs of the legal representative (or the authorized person for decision-making of overseas company), and certificate of legal representative (or the authorization letter for decision-making of overseas company);

2. The technical bidding documents (i.e. the concept proposal): they shall be submitted by design teams according to the requirements of relevant documents and the table of technical review elements. In the concept proposal, text and pictures can be included, and the project understanding shall be elaborated; key issues, as well as important and difficult points shall be identified, and preliminary ideas, thoughts or referable cases shall be put forward; technical staffing of the design team shall be provided; and methods, measures or design process to reduce the impact of the epidemic on the design shall be explained. Among these contents, the part of elaborating project understanding, identifying key issues and difficult points, and proposing the preliminary ideas, thoughts or referable cases, shall be within 10 pages in total (single-side, in A3 size); and the part of presenting the technical team and describing the methods, measures, or design process to reduce the impact of the epidemic on the design, shall be within 20 pages in total (single-side, in A3 size); Thus, the total length shall be within 30 pages (single-side, in A3 size) (excluding the front, back covers and the table of contents).
3. The achievement & credit documentsshall include the following materials:
Similar project experience (past project experience similar to this project; supporting materials, such as key pages of the contract or outcome documents, etc., shall be provided; no more than 5 projects);
Other representative project experience (the other representative project experience of the bidder; supporting materials, such as key pages of the contract or outcome documents, etc., shall be provided; no more than 5 projects);

H. Related Fees
1. Related fees (tax-inclusive) of this international competition are as follows:
First place: can receive design bonus of RMB Four Million Yuan (¥4,000,000) (about US$628,540), and the fee of design detailing and integration of RMB One Million Five Hundred Thousand Yuan (¥1,500,000) (about US$235,700);
Second place: can receive design bonus of RMB Three Million Yuan (¥3,000,000) (about US$471,400);
Third place: can receive design bonus of RMB Two Million Yuan (¥2,000,000) (about US$314,270);
The fourth to sixth places: Each of them can receive design bonus of RMB One Million Five Hundred Thousand Yuan (¥1,500,000) (about US$235,700).
2. Bidding agent fee: the six winners shall pay the agent fee to the bidding agent within 20 working days after the bid winning announcement is released. The first winner shall pay RMB Forty-nine Thousand Two Hundred and Fifty Yuan (¥49,250.00) (about US$7,730); the second winner shall pay RMB Thirty-one Thousand Yuan (¥31,000.00) (about US$4,870); the third winner shall pay RMB Twenty-three Thousand Yuan (¥23,000.00) (about US$3,610); and the fourth to sixth winners shall respectively pay RMB Nineteen Thousand Yuan (¥19,000.00) (about US$2,900).
3. Payment terms: The Host will pay the corresponding bonus to each shortlisted design team within 30 days after the contract is signed. When the first winner completed the detailing and integration, the fee of design detailing and integration will be paid within 30 days after the deliverables are approved by the Host. When applying for payment, design teams shall submit the confirmation form of project schedule confirmed by all parties concerned, application for payment, and valid invoice with equal amount of PRC to the Host. The Host will only pay the fees to domestic members of the consortium in RMB.

International Competition on conceptual master plan and special plan of Dawang New Energy Automobile Industry City
B. Project Background
In order to thoroughly carry out the thought of Chinese national ecological civilization, implement the “14th Five-Year Plan” and Guangdong – Hong Kong – Macao Greater Bay Area development plan and coordinate the allocation of various resources and factors, Zhaoqing actively responds to the new land spatial plan. Zhaoqing supplements the regional land space development protection system, coordinates the construction of important node cities in the Guangdong-Hong Kong-Macao Greater Bay Area and finally builds a model city for conservation construction in the new era. The masterplan of Zhaoqing’s land spatial plan clearly established a general framework of “One belt, One corridor, One district”in the city; taking the Zhaoqing New District and Duanzhou District as engines, linking the Dinghu district, the Gaoyao District district and the Sihui district. Zhaoqing vigorously develop the urban economy and the happiness industry, accelerate the construction of the happiness industry (urban economic industry) agglomeration zone, to create a high-quality new city and a Leisure and Tourism destination. Zhaoqing will optimize the spatial structure of the central urban area, focus on Zhaoqing high-tech zone, Xi River high-tech South Zone, Jinli high-tech zone, Sihui industrial park, airport economic zone, north-south construction of Xi River advanced manufacturing corridor.
Zhaoqing High-tech zone actively deploys new energy industry projects, promotes new energy automobile industry clusters which processed core competitiveness and characteristic advantages to be the vanguard, to build up a world-class new energy industry highland, supporting the “14th Five-Year Plan” and the development of emerging industries strategic of the Guangdong – Hong Kong – Macao Greater Bay Area. According to the new concept of the overall requirements of integrating high-quality development, making overall plans for Land and resources, implementing “Planning, construction and management”, and promoting common progress, production, life and ecology into the overall demands, Zhaoqing complies to the core idea of ‘no Scheming no planning, no planning no design, no Design no Practicing’, promotes the construction of Dawang New Energy Vehicles Industry City in High-tech zone. Drawing on the experience of Xiongan and the advanced regions, we will launch an international competition for the preparation of the conceptual master plan and the special plan of Dawang New Energy Vehicles Industry City, and invite design institutions with rich relevant design experience at home and abroad, we will pool our wisdom and wisdom together to create a high-level conceptual master plan and special plans for green energy, green buildings, intelligent transportation, and municipal infrastructure, helping Zhaoqing build a world-class new energy industry.

C. Scope of design competition
The scope of design competition comprises of research scope and design scope (see Annex 1 for details).
1) expanding the scope of the study as a whole
Research Scope includes the surounding area of the New Energy Vehicle Industry, with a size of 4360ha, Dananshan Forest Park, Zhaoqing East High-Tech Zone and Innovation Dadao are all included.Task in this scope is to consider the built projects and industry closeby, and the programs, space relation, ect.
2) Conceptual Masterplan Scope
The conceptual master plan covers about 14.5 square kilometers (21,700 mu) of the new energy automobile industry city area within the scope of the study, and extends to Lucun section of Township Road Y465(east, north and south of the sub-area of the Alu sub-plot) and Mount Tianjing Park, west to Y260 township road (west of Longhu District Avenue) , Da Nanshan Forest Park, south to science and Technology Street, Innovation Street, north to Sanshui District Nanshan town (north of the current Longhu District Avenue) , including Science and Technology Innovation Park, intelligent production park, supporting industrial park and other areas.
D. Competition Content(Please refer to the attachment 2 for details)
1) content of the design competition stage
In the design competition stage, the conceptual master plan design and the special plan design outline are required to be carried out according to the design task sheet. The conceptual master plan takes this area as the center to study the development strategy of the area with the core of “Intelligent production, scientific and technological innovation, production and life”, this paper puts forward the design concept and thinking of the overall planning of the area, the overall spatial structure, the overall functional layout, the comprehensive traffic layout, the slow-moving system planning, the public space scene, the development intensity guidance, the city style control, the three-dimensional shape design, the function index guidance and so on. The special planning and design outline includes the intelligent transportation special planning, the municipal infrastructure special planning, the Green Energy Special Planning and the green building special planning.
2) the follow-up Plan of the competition will deepen the content of the work
On the basis of the results of the competition stage, the design institution (including the consortium) that has obtained the right to further integrate and deepen the project will absorb the advantages of other participating units’proposals, and modify and improve the proposal according to the opinions of experts, organizational units and relevant departments, etc. , submit the final optimization results, including the conceptual master plan of the project and four types of special planning (intelligent transportation special planning, municipal infrastructure special planning, Green Energy Special Planning and green building special planning) , deep enough to meet the approval requirements.
E. Competition stages
The competition is divided into three stages: The first stage-pre-qualification; the second stage-scheme design; and the third stage-deepening design and integration.
1. The first stage—pre-qualification
1) The open competition mode is adopted for this competition, in which the competition openly accepts applications from eligible domestic and international design units (including consortium, the same below) that meet the qualification requirements for participation.
2) The pre-qualification Committee established by the competition organizers and the competition organizers according to law shall examine the application documents (including the concept proposal) submitted by the applicant for the competition, by secret ballot, 5 domestic and foreign design units with excellent experience in similar projects and strong design team were selected.
3) The five official competition units shortlisted will receive invitation letters from the competition organizer and competition operator. Confirmed participation of the official participating units due to non-force majeure factors to withdraw or eventually give up the competition, the competition organizer and competition operator have the right to refuse the participating units to participate in the competition organizer and competition operator of any other construction projects competition.
4) If the official participating unit withdraws from the competition, the competition organizer and competition operator will replace the quota in the order of ranking of alternative units.
2. The second stage—design competition
1) The 5 participating units shall design the scheme according to the requirements of the following technical documents of the competition, and submit a complete set of competition outcome documents on time. Each participating unit is limited to submit 1 group design proposal. The design proposal submitted by a design unit other than the formal participating unit will not be accepted.
2) the scheme judging committee established by the competition organizers and the competition organizers according to law shall evaluate the submitted schemes and select three winning schemes by secret ballot. The competition organizer will form a strategy committee to select one from the winning scheme and get the integration and optimization of the follow-up scheme.
3. The third stage—deepening the design and integration
1) On the basis of the results of the competition stage, the design unit that has obtained the right of integration and deepening absorbs the advantages of other participating schemes, and modifies and improves the schemes according to the opinions of experts, organizational units and relevant departments, etc. , submit the final optimization results.
2) If the design unit that has won the right to deepen integration can not fulfill the contract or give up the integration and optimization work of the follow-up program, the Strategy Committee may choose another unit of the winning program to replace it or the vacancy of the integration and deepening unit.
F. Competition fees
1. Design Competition Cost Compensation Fee
When the design result is verified by the experts as effective, each participating institution(the consortium will be regarded as one participating institution) will get a cost compensation fee of RMB 800,000.00 (Including tax) if they couldn’t obtain the right to deepen the integration of the scheme.
2. Bonus for winning proposal.
The winning scheme assessed by experts will receive a bonus of RMB 300,000.00 on top of the cost compensation. That is, the participating organization will receive a total of RMB 1,100,000.00 (including tax) .
3. Proposal integration and expansion fee
On the basis of the results of the competition stage of the participating organization, the participating organization that has obtained the right to consolidate and deepen the competition plan shall, in accordance with the requirements of the organizing unit, consolidate and deepen the competition plan. After the submission of the final proposal, winner will get RMB 3,800,000.00 (tax included) working fee in total(compensation in competition stage included).
4. Mode of Payment
The design competition cost compensation, bonus and proposal integration and expansion fees are all paid in RMB and shall be settled by the organizer of the design competition with the participating design companies, and any taxes incurred shall be borne by the participating design companies. The cost compensation, bonus and proposal integration and expansion fees will be paid in RMB to domestic participating design companies in China.
Clarification:
1) Participating design companies whose design competition proposal outcomes are deemed unfeasible by the review committee will not be eligible for any design competition cost compensation, bonuses and fees.
2) The cost compensation fee of this design competition includes all the costs incurred by the participating design companies during the design competition (including but not limited to design fees, results production costs, design research costs, travel costs incurred for holding relevant project communication meetings, design copyright fees, relevant taxes, etc.),no further charges will be paid.
G. Applicant’s qualification
1. Design institutions within the territory of the People’s Republic of China, that is, domestic design institutions, shall have the grade a qualification for urban and rural planning, experience in urban and rural planning and urban design similar to this project (must provide urban and rural planning performance of the same project from 1 January 2010 to date) .
(Note: Due to the reform of the state organs, the original urban and rural planning qualification certificate Issuing Department Ministry of Housing and Urban-Rural Development of the People’s Republic of China no longer accept the extension and application of the planning qualification. The original planning qualification can be used as a reference, the validity period is not mandatory.)
2. Design institutions outside the People’s Republic of China, that is, design institutions outside the People’s Republic of China, or those in Hong Kong, Macao, and Taiwan, must have a high international profile, experience in urban and rural planning and urban design similar to this project (must provide urban and rural planning performance of the same project from 1 January 2010 to date).
3. This competition accepts the participation of domestic design institutions alone or in a consortium, and foreign design institutions in a consortium. No natural person or a combination of natural persons is accepted. Where overseas design institutions must form a consortium with domestic design institutions to participate. Domestic and foreign design institutions shall complete the legal and effective registration in their locality, and foreign design institutions shall provide proof of their relationship with their foreign parent companies when submitting applications for participation in the competition using the identity of enterprises as legal persons in China. The number of institutions forming a competition consortium shall not exceed three, and each institution within the consortium shall no longer participate in the competition in its own name alone, or in a new consortium with other design institutes. When participating in the competition, the consortium shall submit the consortium agreement, in which the principal unit of the consortium, the division of responsibilities and the respective workload of each design institution shall be specified (see Annex III for details) .
4. Different design companies with the same person in charge or with controlling or management relationship shall not register separately or join different consortium at the same time.
5. The designers participating in the competition should be in-service employees of the design organization, the leading designers should participate in the competition all the way, and the leading designers should be in-service employees of the main units of the consortium, who have presided over the planning and design of many projects of the same type.
6. The participating team should comprise of personnel from multi-professional disciplines including but not limited to urban planning and design, architectural design, garden landscaping, transportation, and municipal government administration.
7. The team can respond to the requirements of the competition design task, put forward a conceptual proposal.
H. Schedule
1. 2021.11.29-2021.12.13:Publish announcement, accept the design unit to submit the application document of the competition.
2. 2021.12 Mid-month:To assess the application documents for the competition, and determine the shortlisted design units.
3. 2021.12.27:Press conference cum on-site inspection.
4. 2021.12.27-2022.2.16:Shortlisted design units to carry out the scheme design work, design cycle of about 52 calendar days.
5. 2022.02.17:The expert evaluation meeting.
6. The consultation organizer reserves the right to adjust the consultation schedule. As affected by the epidemic, the organizer may duly adjust the dates and the ways to the specific meeting time as may be necessary, at that time, the notice issued by the organizer shall prevail.
I. Registration methods and requirements for the competition (see Annex 3 for details)
1. Conceptual Masterplan & Special Planning (Summary) International Competition adopts Chinese or chinese-english comparison format; in case of inconsistency between Chinese and English content, Chinese shall prevail.
2. The schedule of this competition is based on the China Standard Time. Affected by the epidemic, the organizers can make timely adjustments to the specific time node and the format of the meeting, and inform the participating units in a timely manner.
3. The leading designers and key design personnel of the entry units who are shortlisted and have received the formal invitation letter should personally participate in the on-site reconnaissance, evaluation of the scheme and the communication and report of the main meetings in the deepening stage. Design institutions are requested to make corresponding preparations in advance according to the requirements of epidemic prevention and control in various regions.
4. The shortlisted teams are defaultly agree to and accept the rules of the event and all the contents and terms of the documents and supplementary (amendment) documents and clarification documents in the whole stage.
5. All effective design results received in the international competition for the preparation of the conceptual master plan and the special plan will not be returned. The outcome document of the conceptual master plan and design plan submitted by the finalists shall be owned by the undertaking unit. Each participating unit shall have the right of signature on the proposal submitted by it.
6. If there are not more than five design organizations selected for this international competition, the competition will fail and the organizers will organize a second open competition.
7. Activity right of interpretation: Because of the different understanding of the rules of this activity, the organizers and the organizers of this activity jointly enjoy the right of interpretation.

Shekou Fishing Port, a national first-class fishing port, is a historical witness and epitome of the urban development in Shenzhen. It experienced several changes and bears memory of many Shenzhen people. Along with the construction of the Free Trade Zone, the implementation of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, and the completion of the Shenzhen Bay Coastal Leisure Zone, Shekou has taken on a new look. This area, marked by the reform and opening up, has a new historical position, and the old fishing port also awaits a new historical turning point.
To continue the special context of Shekou Fishing Port and increase the diversity and experience level of the urban cultural spaces, it is planned to solicit excellent design proposals through international competition to upgrade the fishing port as a whole, making it an attractive business card of cultural development in Shenzhen.
2.Work Content
The design contents of the Competition include urban design research, architectural design (fishing port supporting buildings, sea-crossing pedestrian bridge, Fishery Culture Park), and landscape design.
The design scope is shown in the figure. The design contents include fishing port supporting buildings, sea-crossing pedestrian bridge, Fishery Culture Park (Museum), and waterfront landscape.

3.Registration Requirements
3.1. Open registration is adopted worldwide. Consortium bidders (both domestic and abroad) are acceptable. Individuals and teams of individuals are not acceptable.
3.2. The design firm shall provide the corporate registration certificate, design license certificate or relevant documents of the same effect. Design firms headed by the same individual or whose shares are directly held by the same individual/have a direct holding relation are not allowed to register for the Competition at the same time.
3.3. In view of the complex functions of the Project, the design firm (consortium) shall include professionals and consultants in architecture, landscape, fishing port/fishery engineering, bridge, etc., with a chief designer. The professionals and consultants shall have relevant working experience and reference projects. For consortia, if applicable, the corresponding relationship of consortium members and the chief designer with the architectural and landscape design should be specified in the design contents.
3.4. Members of consortia should meet the following requirements:
Members of a consortium are not allowed to register twice for the Competition by their own name or via another consortium in the name of another firm.
The members should sign a legally effective Consortium Agreement, and specify the division of work between the members at this phase, the proportion and way of distribution of the design fee, etc.
3.5. The chief designer directing the project and specialty consultants shall attend the milestone presentation meetings. Should the chief designer present during the Competition be inconsistent with the one specified in the Application Documents, the Hosts have the right to disqualify the team from the shortlist and competition.
4.Work Rules
The Competition is open to all design firms worldwide. Design teams will be required to submit corresponding registration documents and design proposals pursuant to the Work Rules and the Design Brief. Eight design teams (consortia) and two alternative design teams (consortia) will be selected through a Selection Panel to participate in the subsequent concept design.
Note: The above timetable adopts Beijing time and is subject to adjustment by the Hosts.
5.Prizes
Finalist (the 1st , 2nd and 3rd place): RMB 1,200,000 each(including tax) (about US$187,800)
The Hosts will determine the winning design proposal from the top three finalists based on evaluation comments of the experts, and award the winner the contract for concept design and preliminary architectural design (specific work scope and contents subject to the final design contract), and the competition prize will be deducted from the design contract fee.
6.Prizes
In accordance with design fee calculation specified in Standards for Charges on Engineering Survey and Design (Ver.2002), the engineering complexity adjustment factor is complex (Ⅲ) 1.15, the design fee fluctuation range value is 20%, the concept design and preliminary architectural design fee is tentatively set at RMB 8,260,000 (about US$1,292,850), accounting for about 30% of the total design fee. Total amount of the design fee is subject to adjustment based on the approved budgetary estimate.
