The project is located in Songgang Subdistrict, Bao’an District, Shenzhen City, Guangdong Province. Songgang Subdistrict is one of the 10 Subdistricts under the jurisdiction of Bao’an District, and it is the core area of Guangdong-Hong Kong-Macao Greater Bay Area. It is adjacent to the Pearl River Estuary in the west, Dongguan City in the north, and Guangming District in the northeast.

The 9-year school in Songgang Commercial Center urban renewal unit of Songgang Subdistrict is located in the core area of Songgang Subdistrict, at the intersection of Songyuan Road (current) and Songhe North Road, and is part of the Songgang Commercial Center urban renewal unit. The northern and eastern sides of the site are urban villages and commercial buildings to be demolished, which are undemolished buildings in the urban renewal area. Tender Content
The scope of tender for this Project include but not limited to : scheme design, initial design and budget estimation preparation, green building design consultation, prefabricated building design, sponge city design, utilization of construction wastes and recycled materials, water and soil conservation scheme design, assisting in estimation for preparing feasibility study, design for building information modeling (BIM), construction drawing design, as-built drawing preparation, information collection, construction application and approval assistance, and relevant design services such as on-site construction cooperation. Must take the responsibilities for repeated modification works raised due to failed in acquiring the approval from the owner or government authorities, and other relevant works instructed by the employer.

Tender Process
The project adopts open tendering (prequalified tendering), including Stage 1 Prequalification, Stage 2 Design Competition and Stage 3 Final Evaluation. The conceptual proposal in the first stage of prequalification and the bidding scheme designing the second stage of scheme bidding shall be in the form of sealed bid.

This project accepts consortium bidding, and the bidding partners in the consortium must meet the following requirements:
If bidding by a consortium, the leading member must be class-A qualification/certificate or above in architecture design and construction industry (Construction Engineering).
One consortium shall include no more than 2 members (including the leading member).
Members of the consortium may not register individually or as part of another consortium.
The consortium partners must sign a Consortium Agreement and clarify the head unit, division of labor between the two parties in each design stage, and design cost allocation ratio, distribution method, and other aspects.
Individual or teams of individuals will not be accepted.
Design Fee & Compensation
The fixed lump sum shall be CNY 11.874 million (about US$1,712,000) (tentative price for design cost).
The project offers compensation. The compensation standard is set as follows: No compensation for bid winner who will be issued with contract; CNY 220,000 (about US$31,700) for the bidders ranked No. 2 and 3 who entered the final evaluation stage but not the bid winner; CNY 100,000 (about US$14,400) for the bidders ranked No. 4, 5, 6 and 7 who confirmed as the formal bidders but failed to the final evaluation stage; and no compensation for the rests. The Grand Canal Future Art and Technology Center project is located at the former Sinopec refinery site in the middle of Hangzhou Grand Canal New Town, in the core area of the northern part of Hangzhou city, and will build a public cultural center in the northern part of the city together with the Grand Jiang-hang Canal Museum in the south and the Ecological Art Island in the west, injecting sustainable development momentum into the north of the city and driving up the value of the north of the city. The Grand Canal Future Art and Technology Center project is positioned as a public cultural lounge of the city and a gathering place for future industries, with functionalities including the art and technology center, the international creative industry park, the arts and culture creative block, oil refinery park and other functions.
In 2020, six projects, including the Grand Canal Future Art and Technology Center, formed the “Grand Canal World Cultural Heritage Park”, which has be the only project in Zhejiang Province and successfully listed in the National Cultural Park Landmark Program. Scope of Work
The scope of work is divided into study area and design area (see the attached figure for details)
Study area: The study area is approximately 176 hectares. The designer needs to fully consider the overall coordination relationship between the Grand Canal Future Art and Technology Center project, the Grand Canal and the surrounding plots.
Design area: The design area is GS1002-41 plot, with a total land area of about 17.56 hectares. The designer is required to carry out the integrated design of architecture and landscape, implement functional planning projects and operational visions, build a functionally composite Grand Canal Future Art and Technology Center, and shape an art and cultural landmark architectural cluster representing the style and urban spirit of the core area of the Grand Canal National Park.

Planning indicator: The nature of the land is park green space compatible with square green space and cultural facilities. The plot covers an area of 17.56 hectares, with a plot ratio of 0.9 (tentative, subject to the final approved urban control regulations). Design content: The design content is to complete the overall conceptual plan of the Grand Canal Future Art and Technology Center project and the subsequent deepening of the plan design until the completion and acceptance of various cooperation guidance and technical support work. The bid winner shall provide not less than the following 7 professional service consultation (may be undertaken by the bid winner itself) to ensure the implementation of the plan, specifically: landscape, structure, mechanical and electrical (strong and weak electricity, water supply and drainage, HVAC, vertical traffic), curtain wall, floodlighting professional, logos and signs, and traffic.
Design depth: To complete the overall conceptual plan of the project during the collection stage; after winning the bid, to complete the deepening design of the architecture and landscape public space plan based on the clear conceptual plan and the technical guidance until the completion and acceptance of the project.

Domestic applicants are required to have Class A qualification for comprehensive engineering design, Class A qualification for construction industry (architectural engineering) design or Class A qualification for architectural design firms.
Overseas applicants are required to have legal business or design license in the country or region where they are located, have engaged in planning and design service business in China, and have similar design experience in domestic projects. Overseas design firms must have branches in China.
Participation by consortium with no more than 2 members is allowed in this project. Members of the consortium are not allowed to participate in this collection in any form again. In case of participation by consortium, it is encouraged to form consortium by professional architecture and landscape institutes.
Remarks: Two or more legal persons whose legal representatives are the same person, parent company, wholly-owned subsidiary and its holding company shall not register for the collection at the same time. For legal persons registered in Taiwan, Hong Kong and Macao, please refer to the requirements of overseas applicants.

Stage I: Online registration

The time of delivery by mail shall be subject to signature for receipt.
This application is subject to the receipt of paper documents, and no late submission of application materials will be accepted. (Overseas applicants who can’t deliver the application materials within the specified time due to force majeure reasons such as COVID-19 can contact with the agency to discuss the solution separately.)
Stage II: Selection of applicants in two rounds. In the first round, a review panel will be formed by the Organizer to comprehensively evaluate the qualification, experience in similar projects, awards, introduction of chief creators and performance certificates of all the applicants, and the best 10 will be selected. In the second round, the soliciting units will organize the review committee to hear the design ideas and proposals of each unit, and finally select three finalists (three prospective finalists and three alternative candidates (subject to ranking)).
The shortlisted designers are expected to be announced at the end of September 2022, and the invitation and solicitation documents will be issued. The shortlisted designers are required to sign the competition agreement and confidentiality agreement for the “Conceptual Proposal and In-depth Design for Grand Canal Future Art and Technology Center”.
Stage III: Submission and evaluation of outcome documents. The shortlisted applicants shall submit the results within the specified time (about 60 days), and the Organizer will organize the evaluation and determine the ranking of the applicants in the expert evaluation stage.
Stage IV: Finally, the Organizer will set up a selection committee, and the selection committee will determine the final bid winner according to the recommendation of the expert panel and comprehensive analysis.
Prize
The prize is a one-time bonus paid to the shortlisted designers. In addition to the bid winner, the other two designers in the shortlisted stage will be awarded with bonus. Among them, the one with the higher expert review score will receive the design fees of RMB 1.8 million (including tax) (about US$260,800), and the other with the lower expert review score will receive the design fees of RMB 1.6 million (including tax) (about US$231,830). The design fees of the bid winner are included in the service consultation contract and will not be paid separately. If the final proposal submitted by the shortlisted designers fails to meet the requirements of the design specification after evaluation, the Organizer may not pay remuneration.
Other Requirements
All correspondence and documents involved in this collection shall be written in Chinese.
Taxes arising from the design fees received by the designer and all costs incurred in the collection process shall be borne by the applicants.
The design achievements submitted shall remain original and shall not infringe the intellectual property rights of any third party, otherwise the consequences arising therefrom shall be borne by the applicant, and the Organizer reserves the right to pursue and claim compensation.

Design Scope
The design scope of this project is divided into three levels: research scope, conceptual urban design scope and core area deepening design scope.
The research scope: Making comprehensive analysis and research on the ecological pattern of urban landscape, the linkage of surrounding functions and landscape features from a wider scope, including surrounding mountains, water systems, urban corridors and important urban functional plates. The scope can be determined by the applicant based on its understanding.
Conceptual urban design scope: north to the mountain, south to Nanguan River, east to Fortune Avenue, west to Huangyan, with a total area of about 28 square kilometers.

Build Bonding Area of three districts
Acting as the core of Taizhou’s urban green heart, Feilong Lake Ecological Zone is the “geometric center” of Taizhou’s central urban area. The target of this design is to clarify the role of the Feilong Lake area in the development of the entire Taizhou city as well as the development orientation and strategy of the area based on the study of ecological background of Feilong Lake area,Function linkage with surrounding land, transportation connection, continuation of the urban context, spatial integration and image enhancement. Build Sample of Eco-Smart City
Urban design should rely on the development experience of low-carbon smart cities around the world and plan low-carbon smart new cities with high standards such as “green intelligence, water-city integration, high-quality supporting facilities, high efficiency and convenience, and system innovation”. A. Conceptual Urban Design

Combined with the sorting out of the ecological patches of the site, to construct the overall ecological security pattern of Feilong Lake area, to clarify the flood control and drainage system and vertical requirements of the site in Feilong Lake area, to anchor the ecological floor, and build a “resilient and safe” ecologically friendly urban and rural space. Implementation Strategy Recommendation
According to the principle of “unified planning and phased implementation”, to implement the project implementation strategy and phase, and staged development plan, and forming a project database and schedule. Landscape Element Guidance
Combined with the regional landscape relationship and spatial pattern, design goals and concepts, and based on the analysis of land use and road traffic, the distribution, spatial form and style features of various spatial landscape elements (such as landscape centers, landscape nodes and landscape axes) are analyzed and an optimization plan is proposed. Combined with the functional characteristics of the plate, different types of landscape areas are delineated.
Land Use and facility distribution
Based on planning research, fully connecting the built land with the planned and compiled plans, optimizing and deepen the layout of land use, implementing major city-level facilities, and putting forward the basic idea of “four-line” control and layout. Road Transit Planning

The project is located in the north of International University Campus Road, Universiade New Town, Longgang District, Shenzhen City, Guangdong Province, and distributed on the north and south banks of Shenxianling Reservoir. The Universiade Station of Metro Line 3 (Longgang Line) is approximately 5.5 kilometers from the site. Besides, closing to the project site, the Universiade University City Station of metro line 21 is planned to be established at the cross of Yanlong Avenue and Longxiang Avenue, on the east side of Shenzhen Conservatory of Music.

The project site scans an area of 211,100 sqm while the construction land area is 190,800 sqm including 148,500 sqm for south part and 42,300 sqm for north part. The left area (the area for administration) within setback lines should be 20,300 sqm.

The CUHK-Shenzhen School of Medicine (including directly affiliated hospitals and non-directly affiliated hospitals) will be built in Shenzhen, the Greater Bay Area, with a vision to build an international excellent medical center with three pillars: advanced medical services, high-end medical talent training and innovative medical research.
Tender Scope
The total construction area for the bid design is 551,918 sqm. The site will be divided into two zones for south campus (Bid I) and north campus (Bid II). Tender for bid I should take charge of the whole process of design for south campus as well as master plan for the whole campus. Tender for bid II will be responsible for whole process design for north campus from the phase of concept design to construction documents.
The construction area of Bid I is approximate 148,500 sqm, and the gross floor area should be 380,018 sqm which indicates 371,830 sqm provisionally for new construction and 8188 sqm for existing building.

The bidding is open to bidder that should be independent legal entity or partnership or other organization.

The project designer shall have the design license of national Grade -1 registered architect.
The project accepts registration in the form of consortium. Members of consortium shall meet the following requirements:
There shall be no more than two members specialized in a consortium (including the leading member).
The leading member of the Consortium required for at least class-A qualification/certificate in Chinese architecture design and construction industry (Construction Engineering).
Each member of the consortium shall not submit another additional application neither alone or with another consortium.
Members of a consortium shall sign a legally binding Consortium Agreement to specify the leading party, the division of work by design stage, and the shares and way of distribution of the design fee for each member, etc.
Individual or teams of individuals will not be accepted.

This project is located at the southeast side of the intersection between Zhongxin Road and Chuangye Road in Houhai CBD, Nanshan District, Shenzhen City, with a land parcel of T107-0091. The land is in the central core area of Houhai, Nanshan District, with complete transport and supporting facilities around, and this area is gathered with headquarters of many famous companies. The project land area is 4596.65m2, the construction land area is 4596.65m2, and the building height limit is 100m, with a podium height ≤18m.
Work Content
The content of this tender is the planning and architectural design of AAC Technologies Shenzhen Headquarters Project. The scope of design service of the winner includes: overall planning within the project land boundary, architectural schematic design (plans, elevations, sections, node details, etc., which should meet the requirements of specialty design institution and construction application for government approval to ensure its feasibility. The content of architectural design shall reach the extent of design development), façade extended design, cooperation for construction application, architectural extended design development, construction drawing design review, and cooperation in the construction process; conceptual scheme design for the fine decoration of interior key areas (lobby, elevator hall, canteen, typical floor), and conceptual scheme design of an exterior landscape. The final work is subject to the Tender Document and Design Contract.
Registration Requirements
1.Full open application is adopted for this tender, and the independent registered design agencies qualified as legal persons from home and abroad with relevant design experience can make applications. The consortium is accepted, with no more than two consortium members, and it’s not allowed for consortium members to make separate applications in its own name or through a consortium with another design agency. No application of individuals or combination of individuals is accepted.
2.The designers participating in the bidding shall be registered personnel of the design agencies. Chief designers shall be persons who have led several projects of the same type and must directly participate in the whole bidding and make scheme presentations as per review requirements. The chief design team must have fixed personnel. If main designers need to be changed, prior written agreement from the Tenderee must be obtained. In order to ensure that the project designers have an accurate understanding of the regional background of China and the related requirements, the project designees shall have at least one person fluent in Chinese.
3.The applicant shall submit a prequalification application document as per the requirement of Tender Document.
WORK RULES
This tender is divided into three stages:1st stage: Application and prequalification stage;
2nd stage: Scheme review stage; 3rd stage: Bid award stage.
1.First stage – Application and prequalification stage
The government department in charge will set up the prequalification committee according to law, The prequalification committee will comprehensively review the application materials of the open applicants, with the review content including their industrial reputation, achievements, awards, proposed design team, etc. It will select the top 5 to enter the second stage and also select 2 alternative agencies (with ranking) that will replace in order any of the 5 shortlisted agencies that quit the second stage.
2.Second Stage – Scheme Review Stage
5 shortlisted bidders and voluntary participants must submit the deliverables meeting the requirements of the Design Brief. Bidders shall draw lots and according to the sequence, the project leader or chief designer shall make a schematic design presentations and answer questions from the experts. The scheme review committee will adopt an open ballot round-by-round elimination method to select after full discussion non-ranking top 2 winning candidates to enter the bid award stage.
3.Third Stage – Bid Award Stage
The Tenderee will review the deliverables of the top two winning candidates as recommended by the scheme review committee. Based on the full respect on the professional review result of the review committee, according to the result of commercial bid, combined with such factors as cost, construction period, and technology, the Tenderee will give ranking to the winning candidates, and it will determine the winner of the bid.
Note: All the time mentioned is Beijing time. The Tenderee reserves the right to adjust the schedule due to the Client’s operation or government work arrangement. Any change will be notified 7 days in advance.
Prizes
The bidder will make a quotation based on the architectural scheme and tender document, with a total price of no more than RMB6 million.
COMPENSATION
1.Design compensation: The bid winner will get the design contract, without any design compensation; the other unsuccessful candidate in the bid award stage will get RMB500,000 design compensation, and the remaining three failed bidders will get RMB300,000 design compensation each (tax inclusive).
2.If the voluntary participant is the bid winner, it will be awarded the design contract of this project; otherwise, the Tenderee will not pay any design compensation to it.
