Background

Located between the built areas of Xi’an and Xianyang in Shaanxi Province, Xixian New Area is the seventh national district approved by the State Council, and the first National New Area themed on innovative urban development. It shoulders the key mission of the national strategy to create an important hub for China’s opening to the west, a new engine for development of west China, and an example of new urbanization with Chinese characteristics, and serves as a major window of the innovation-driven Qin Chuang Yuan Platform of Shaanxi.

Located in the center of Guanzhong’s urban clusters and Xi’an metropolitan area, the Energy Finance and Trade Zone (including Energy Finance and Trade Area and Cultural and Educational Park Area) is the core area of the new center and new axis of the Greater Xi’an. It is also the only functional area featured by energy finance in Shaanxi Pilot Free Trade Zone, assuming the important function of developing Xixian New Area into an important financial, business and trade core area in northwest China. At the same time, the Energy Finance and Trade Area, as a pioneering area of Qin Chuang Yuan, will contribute to building a leading source and platform of innovation-driven development across the province, and produce a strong impetus for high-quality development in Shaanxi Province.

As the core area and main location for developing the new center and new axis of the Greater Xi’an, after years of intensive efforts, the Energy Finance and Trade Zone has achieved fruitful results. Among all, Jinwan Sci-tech Innovation Area focuses on headquarters economy, emerging finance, business and trade services and scientific and technological R&D. Thanks to its prominent location, transportation, ecological advantages and high-quality built space, it is becoming an attractive industrial and talent destination in the region.

Public cultural facilities are important carriers for inheritance and development of urban culture. In order to further upgrade the overall service capacity of Xixian New Area, and create a high-quality new center and new axis for the Greater Xi’an, Xixian New Area has decided to accelerate the construction of the Civic Center in Qin Chuang Yuan Jinwan Sci-tech Innovation Area, and make it an urban parlor with international influence, an important showcase of the new center and new axis of the Greater Xi’an, a lakefront activity center for citizens, and a new urban culture landmark. In the future, the Civic Center will significantly demonstrate the competitiveness and strength of the new area in urban culture, realize the cultural rights and interests of the people for a better life, enable the sharing of the development outcome by all, and make public culture the most eye-catching highlight in the urban backdrop of Xixian New Area.

Work Scope

Design coordination scope: about 100 ha to be coordinated, connected and designed as a whole with the surrounding plots, including the four museums and one pagoda, and both sides of the east-west green corridor in Jinwan Sci-tech Innovation Area.

Architectural design scope: about 18.5 ha. in total for conceptual architectural design, including three plots and the surrounding green space, namely:

Plot I: Sci-tech Center
Sci-tech Center (site: 3.83 ha, above-grade floor area: 60,000㎡) focuses on Science and Technology Exhibition Center, and includes Youth Activity Center, Women and Children’s Activity Center, small theater, etc;
Plot II: Culture Center
Cultural Center (site: 2.66 ha, above-grade floor area: 40,000㎡)focuses on cultural and art blocks and leisure commercial streets, and includes performance center and library;
Plot III: Sports Center
Sports Center (site: 4.01 ha, above-grade floor area: 60,000㎡) focuses on national fitness center, and includes natatorium and outdoor sports venue;

Registration Requirements

(1)The Competition is open for registration by design firms around the globe. There is no qualification requirement, and design firms from both at home and abroad are welcome. Individuals and individual consortium are not allowed for registration;

(2)The design firms may register for the Competition in “1+N” format: “1” refers to the chief architect / coordinator team responsible for the overall design and coordination of the three plots. To enhance the diversity in architectural ideas and the viability of implementation, it is suggested to join hands with “N” team(s) specialized in cultural planning, business operation, architectural design, and landscape architecture. Where the three plots are designed by different chief creative teams, the specific plot each team works on shall be indicated;

(3)Design firms applying for participation must be an independent legal entity, or a partnership enterprise or organization in other forms. Different firms chaired by the same person or involving shareholding and management relationship are not allowed to register at the same time;

(4)Design firms inside Chinese Mainland must be legally registered independent legal entities with valid business licenses;

(5)Design firms outside Chinese Mainland (incl. those from Hong Kong, Macao, and Taiwan regions) should provide the following verification materials: company registration certificate approved and issued by competent authority of the country (region) where the design firm is located;

(6)Consortium is allowed to participate in the Competition without limitation on the number of consortium members, while Consortium Agreement is required to specify the leading party and obligations of each member. Member of a consortium is not allowed to participate in the Competition separately by its own name, nor join other consortium at the same time;

(7)The project chief architect must have innovative design philosophy and experience in projects of the same type as the competition project, and directly participate in the whole process of the Competition including key milestone meetings (including but not limited to design presentation and Q&A) required by the Host. During the Competition, if the project chief architect is found inconsistent with that specified in the registration materials, the Host will be entitled to disqualify the design firm from shortlisting or bid winning, and may hold it for liabilities as per relevant regulations.

This Competition includes three stages, i.e. Registration and prequalification; concept design and evaluation; and concept development and bid finalization.

The First Place: RMB 4 million (about US$567,300), tax included (including fee for concept development stage);

Announcement: Collection of Conceptual Proposal and In-depth Design for Grand Canal Future Art and Technology Center

Project Background

The Grand Canal Future Art and Technology Center project is located at the former Sinopec refinery site in the middle of Hangzhou Grand Canal New Town, in the core area of the northern part of Hangzhou city, and will build a public cultural center in the northern part of the city together with the Grand Jiang-hang Canal Museum in the south and the Ecological Art Island in the west, injecting sustainable development momentum into the north of the city and driving up the value of the north of the city. The Grand Canal Future Art and Technology Center project is positioned as a public cultural lounge of the city and a gathering place for future industries, with functionalities including the art and technology center, the international creative industry park, the arts and culture creative block, oil refinery park and other functions.

In 2020, six projects, including the Grand Canal Future Art and Technology Center, formed the “Grand Canal World Cultural Heritage Park”, which has be the only project in Zhejiang Province and successfully listed in the National Cultural Park Landmark Program. The scope of work is divided into study area and design area (see the attached figure for details)

  • Study area: The study area is approximately 176 hectares. The designer needs to fully consider the overall coordination relationship between the Grand Canal Future Art and Technology Center project, the Grand Canal and the surrounding plots.
  • Design area: The design area is GS1002-41 plot, with a total land area of about 17.56 hectares. The designer is required to carry out the integrated design of architecture and landscape, implement functional planning projects and operational visions, build a functionally composite Grand Canal Future Art and Technology Center, and shape an art and cultural landmark architectural cluster representing the style and urban spirit of the core area of the Grand Canal National Park.

Project Design Conditions

Planning indicator: The nature of the land is park green space compatible with square green space and cultural facilities. The plot covers an area of 17.56 hectares, with a plot ratio of 0.9 (tentative, subject to the final approved urban control regulations). The building density is no more than 28%, the park area is no less than 8 hectares, the density of the open block road network is no less than 15%, and the pier management room is 2400 square meters.

Project Design Content and Depth

  • Design content: The design content is to complete the overall conceptual plan of the Grand Canal Future Art and Technology Center project and the subsequent deepening of the plan design until the completion and acceptance of various cooperation guidance and technical support work. The bid winner shall provide not less than the following 7 professional service consultation (may be undertaken by the bid winner itself) to ensure the implementation of the plan, specifically: landscape, structure, mechanical and electrical (strong and weak electricity, water supply and drainage, HVAC, vertical traffic), curtain wall, floodlighting professional, logos and signs, and traffic.
  • Design depth: To complete the overall conceptual plan of the project during the collection stage; after winning the bid, to complete the deepening design of the architecture and landscape public space plan based on the clear conceptual plan and the technical guidance until the completion and acceptance of the project.

  1. Eligibility Requirements for Applicants
  • Domestic applicants are required to have Class A qualification for comprehensive engineering design, Class A qualification for construction industry (architectural engineering) design or Class A qualification for architectural design firms.
  • Overseas applicants are required to have legal business or design license in the country or region where they are located, have engaged in planning and design service business in China, and have similar design experience in domestic projects. Overseas design firms must have branches in China.
  • Participation by consortium with no more than 2 members is allowed in this project. Members of the consortium are not allowed to participate in this collection in any form again. In case of participation by consortium, it is encouraged to form consortium by professional architecture and landscape institutes.

Remarks: Two or more legal persons whose legal representatives are the same person, parent company, wholly-owned subsidiary and its holding company shall not register for the collection at the same time. For legal persons registered in Taiwan, Hong Kong and Macao, please refer to the requirements of overseas applicants.

Stage II: Selection of applicants in two rounds. In the first round, a review panel will be formed by the Organizer to comprehensively evaluate the qualification, experience in similar projects, awards, introduction of chief creators and performance certificates of all the applicants, and the best 10 will be selected. In the second round, the soliciting units will organize the review committee to hear the design ideas and proposals of each unit, and finally select three finalists (three prospective finalists and three alternative candidates (subject to ranking)).

The shortlisted designers are expected to be announced at the end of September 2022, and the invitation and solicitation documents will be issued. The shortlisted designers are required to sign the competition agreement and confidentiality agreement for the “Conceptual Proposal and In-depth Design for Grand Canal Future Art and Technology Center”.

Stage III: Submission and evaluation of outcome documents. The shortlisted applicants shall submit the results within the specified time (about 60 days), and the Organizer will organize the evaluation and determine the ranking of the applicants in the expert evaluation stage.

Stage IV: Finally, the Organizer will set up a selection committee, and the selection committee will determine the final bid winner according to the recommendation of the expert panel and comprehensive analysis.

 

Prize

The prize is a one-time bonus paid to the shortlisted designers. In addition to the bid winner, the other two designers in the shortlisted stage will be awarded with bonus. Among them, the one with the higher expert review score will receive the design fees of RMB 1.8 million (including tax) (about US$260,800), and the other with the lower expert review score will receive the design fees of RMB 1.6 million (including tax) (about US$231,830). The design fees of the bid winner are included in the service consultation contract and will not be paid separately. If the final proposal submitted by the shortlisted designers fails to meet the requirements of the design specification after evaluation, the Organizer may not pay remuneration.

 

Other Requirements

  1. All correspondence and documents involved in this collection shall be written in Chinese.
  2. Taxes arising from the design fees received by the designer and all costs incurred in the collection process shall be borne by the applicants.
  3. The design achievements submitted shall remain original and shall not infringe the intellectual property rights of any third party, otherwise the consequences arising therefrom shall be borne by the applicant, and the Organizer reserves the right to pursue and claim compensation.

Background

Taizhou City’s the Fourteenth Five-Year Plan for National Economic and Social Development and Outline of Long-term Goals for 2035 mentioned: Taizhou will speed up the second urbanization, the construction of provincial open high energy center city. To promote the central city to the development pattern of “integration of three districts and two cities”, and enhance the primacy of the central city as a municipal political, economic, cultural and scientific innovation center, therefore, to speed up the central rise, the development of urban integration is a matter of Taizhou significant global strategy, is also a major proposition throughout the course of the Taizhou urbanization, the future from the “based on the new stage of development, carry out the new development concept and build a new development pattern of high quality to promote urban integration development, as well as creating better city life. Feilong Lake eco-area is the geometric center of Taizhou city, and is also the core of ecological green heart block. Design Scope

The design scope of this project is divided into three levels: research scope, conceptual urban design scope and core area deepening design scope.

  • The research scope: Making comprehensive analysis and research on the ecological pattern of urban landscape, the linkage of surrounding functions and landscape features from a wider scope, including surrounding mountains, water systems, urban corridors and important urban functional plates. The scope can be determined by the applicant based on its understanding.
  • Conceptual urban design scope: north to the mountain, south to Nanguan River, east to Fortune Avenue, west to Huangyan, with a total area of about 28 square kilometers.

Design Goals

  • Build Bonding Area of three districts

Acting as the core of Taizhou’s urban green heart, Feilong Lake Ecological Zone is the “geometric center” of Taizhou’s central urban area. The target of this design is to clarify the role of the Feilong Lake area in the development of the entire Taizhou city as well as the development orientation and strategy of the area based on the study of ecological background of Feilong Lake area,Function linkage with surrounding land, transportation connection, continuation of the urban context, spatial integration and image enhancement. Thus, makes Feilong Lake Ecological Zone a link for the development of the three zones, accelerates the integration of urban areas, and creates an urban living room in the era of Taizhou’s ecological civilization to welcome guests from all over the world.

  • Build Sample of Eco-Smart City

Urban design should rely on the development experience of low-carbon smart cities around the world and plan low-carbon smart new cities with high standards such as “green intelligence, water-city integration, high-quality supporting facilities, high efficiency and convenience, and system innovation”. According to the construction requirements of new urbanization, this design should take full advantage of the high-quality background resources of “mountains, lakes, forests, fields and grasses” in the Feilong Lake area, improving the urban landscape layout, and use the development experience of low-carbon smart cities around the world. In order to carry out the construction of ecological civilization pilot area, widen the transformation channel of green water and green mountains into invaluable assets, establish and improve the value realization mechanism of ecological products, and explore and improve the gross ecosystem product (GEP) accounting with Zhejiang characteristics. The application system will comprehensively create a model for the future construction of Shanshui Ecological Smart City.

  • Build Origin of Innovation Drive

The design has to implement the requirements of “Taizhou Bay Science and Technology Innovation Corridor” and “Development Plan for the Science and Technology Innovation Ecosphere Around Feilong Lake”. Closely follow the keywords of “science and technology innovation, future-driven, people-oriented”, relying on the ecological background and traffic location of Feilong Lake. Advantages, coordinate the layout of scientific and technological innovation infrastructure, and build the ecological circle of science and technology innovation around Feilong Lake into the main position of road and bridge technology innovation, an important part of Taizhou Bay science and technology innovation corridor, and an important node of the scientific and technological innovation community in the Yangtze River Delta, and strive to build a road and bridge-based scientific and technological innovation community. , Facing Taizhou, leading the highland of science and technology innovation in the Yangtze River Delta region.

Design content

The design content is divided into three parts: conceptual urban design, core area urban design and special research.

 

A. Conceptual Urban Design

  • General Target Position

Systematically analyze and evaluate the overall urban planning, development strategy planning and other upper-level plans, combined with the overall national land and space planning (2020-2035) in preparation, and propose the functional orientation and development goals of the Feilong Lake area. In the formulation of positioning and goals, it is necessary to fully consider the role of Feilong Lake area in the overall development of Taizhou city, and coordinate the functional linkage with the surrounding areas.

  • Ecological Environment Protection

From the perspective of regional ecological pattern protection, combined with the current water network system, to focus on constructing the great ecological spatial pattern of mountains and waters in the Feilong Lake area. Combined with the sorting out of the ecological patches of the site, to construct the overall ecological security pattern of Feilong Lake area, to clarify the flood control and drainage system and vertical requirements of the site in Feilong Lake area, to anchor the ecological floor, and build a “resilient and safe” ecologically friendly urban and rural space. Using advanced ecological construction concepts and practical ecological governance technologies to come out with methods for ecological protection and quality improvement.

  • Industrial Development Guidance

Guided by building a “future city benchmark”, centering on the development concepts of “innovation +”, “wisdom +” and “green +”, referring to the industrial development experience of the same type of lake area in domestic and overseas, estimating the future industrial development trend, and formulating the industry of Feilong Lake area Development goals, to clarify the types of leading industries, and put forward government support policy recommendations.   • Land Layout Optimization

On the basis of fully connecting relevant plans, according to the target positioning, combined with characteristic resources and industrial layout, the general idea of land use layout optimization in Feilong Lake area is put forward, the key points of land use layout optimization are summarized, and the areas that need to be adjusted are identified to guide the next step. ed.

  • Comprehensive Traffic Planning

On the basis of fully analyzing the existing planning and regional positioning, the current situation of the area and the planned road traffic are sorted out, and the development goals and overall strategies of urban comprehensive traffic are proposed. Focusing on building a comprehensive transportation system that is low-carbon, green, efficient and accessible, with diverse features and smart empowerment. Improving the traffic travel structure and put forward the index control requirements for green traffic. Building a quick connection with the S1 line of the urban railroad to improve traffic accessibility. Within the Feilong Lake area, the characteristics of the site should be combined to create a characteristic slow traffic system that echoes the mountains and rivers throughout the whole area, combined with the space around the lake and the current water system to create an urban greenway, combined with water traffic to build a blue way system, combined with surrounding mountain trails to form the peak scenic road, and finally formed a slow traffic system of “three roads fusion”, and proposed a plan for the section setting of the road.

  • Open Space Organization

Making full use of the large open space pattern of the site behind the mountain and the lake, and combine the layout of main public facilities to build a complete open space system, and clarify the location, scope and function of important open spaces such as squares, streets, park green spaces, and waterfront spaces. Through the revival of waterfront space, characteristic public spaces such as waterfront neighborhoods, waterfront markets, and waterfront nodes will be created, and organically integrated into a large public open space system.

  • Overall City Form

The overall form of the city follows the general principle of “small and medium scale, low height, and medium density”, creating a soothing, open and harmonious spatial form as a whole, forming a great integration of the city and the landscape. The design should focus on controlling the building height, volume, style and interface continuity around the lake, and properly handle the relationship between development and construction, and the ecological background. Comprehensively determining the zoning guidance of the urban style, and putting forward control requirements for the volume, style, and color of the building, to form an integrated and distinctive urban style. At the same time, it is necessary to put forward control requirements for important areas, important interfaces, the height relationship of landmark buildings, and landscape viewing corridors.

  • Underground Space

According to the “139” top-level design requirements, around the construction of 9 major future scenarios, rationally arrange the future community construction in the area to form a “global future community”. Focus on creating “10” application scenarios such as neighborhood, education, health, culture, low carbon, production, construction, transportation, wisdom, and governance to achieve the goal of common prosperity.

  • Implementation Strategy Recommendation

According to the principle of “unified planning and phased implementation”, to implement the project implementation strategy and phase, and staged development plan, and forming a project database and schedule. To decide for the overall construction, including the overall planning of various infrastructures (such as road traffic, municipal pipelines, public facilities, emergency disaster prevention, sanitation facilities, etc.), and propose operational strategies and measures for phased implementation.

  • Design Target

According to the overall target positioning proposed by the conceptual urban design, the development goals and image positioning of the core area are researched and proposed, and the design goals and concepts of this area are put forward in combination with the natural environment, historical and cultural characteristics and current development reality.

  • Landscape Element Guidance

Combined with the regional landscape relationship and spatial pattern, design goals and concepts, and based on the analysis of land use and road traffic, the distribution, spatial form and style features of various spatial landscape elements (such as landscape centers, landscape nodes and landscape axes) are analyzed and an optimization plan is proposed. Combined with the functional characteristics of the plate, different types of landscape areas are delineated.

  • Land Use and facility distribution

Fully protecting and utilizing the natural environment, focusing on parks, green spaces, squares, and characteristic streets, and building characteristic open spaces and slow-moving systems. And according to the characteristics of the water body, coastal functions and flood control requirements, the type of shoreline is divided, and the waterfront space and environmental landscape are organized and designed.

  • Architecture Cluster Relation and Architectural Form

Combined with the important nodes of urban design, the urban texture research is carried out, focusing on the architectural group layout relationship of public buildings. Because of comprehensive research on functions, formats, construction capacity, etc., the building height and detailed zoning in the area are determined to form recognizable building morphological characteristics.

  • Environmental Landscape Facilities and Lighting

Taking the environmental landscape facilities in the urban public environment as the design focus, the general idea of improving the artistry of the urban public environment is put forward, and the public space guide system is organized. At the same time, combined with the regional lighting system, the general idea of night scene lighting in the area is put forward.

  • Green Space System Planning

Qualification Requirements of Applicants

The applicant (hereinafter referred to as the “Applicant”) shall be a legally registered legal entity or a project consortium consisting of legally registered legal entities (no more than 3 member institutions).

  • Applicants within the territory of the People’s Republic of China provide proof materials that can prove that they have professional and technical ability to undertake urban planning, landscape design, and architectural design, such as Grade A qualifications for urban and rural planning;
  • Planning and design institutions outside the territory of the People’s Republic of China shall have a practice license or business license for urban planning, landscape design or architectural design related majors in accordance with the administrative regulations of their own country or region. The qualification requirements of Hong Kong, Macao and Taiwan design institutions refer to the provisions on the qualification requirements of overseas design institutions.

Pre-announcement | New Landmarks in Jiangshan: International Competition for Architectural Design of High-Rise Office Buildings in Chengbei New Town

Jiangshan is located in the merging area among the three provinces of Zhejiang, Fujian and Jiangxi. It is the southwest gateway of Zhejiang Province. The construction and opening of the Hangzhou-Quzhou High-Speed Railway bring new opportunities to Jiangshan. The relocation of land resources reserves more space for city development. The implementation of the city development strategy and the urban design settle the overall pattern for the city development…… The development of Jiangshan City is entering a new era.

In this context, New Landmarks in Jiangshan: International Competition for Architectural Design of High-Rise Office Buildings in Chengbei New Town will be launched soon. This competition consists of two projects, which play an important part in presenting the image of the urban gateway of Jiangshan. The competition is hosted by the People’s Government of Jiangshan Municipality, organized by Natural Resources and Planning Bureau of Jiangshan Municipality and Jiangshan City Construction Investment Co., Ltd., co-organized by Shenzhen Position Spatial Culture Development Co., Ltd. It is also an important measure to satisfy the demand for corporate offices, optimize the urban image and grasp the opportunity for development.

 

Competition objectives

This competition consists of two projects. Project #1, with the building height restriction of 149 meters, is intended to construct ultra high-rise offices and supporting commercial facilities. Project #2 includes two plots with building height restrictions of 90 meters and 120 meters respectively. It is intended to construct high-rise offices, supporting apartments and commercial facilities.

The competition aims to build a landscape center of Chengbei New Town and new city landmarks for Jiangshan City. They will further strengthen the landscape axis and optimize the urban skyline. The competition will select outstanding design proposals from design teams around the world to create high-quality office spaces as well as vibrant urban public spaces. The construction of the two projects will contribute to helping Quzhou building into a central city on the boundaries of four provinces.

 

Project overview

The sites of the two projects are both located on the west side of Zhanqian Avenue, along the southeast-northwest landscape visual corridor of Chengbei New Town of Jiangshan City. The major functions of the surrounding buildings are residence and commerce.

The site area of Project #1 (Plot B-005-01) is 21566 ㎡. It is planned to build ultra high-rise buildings for offices and supporting commercial facilities. The FAR of the project is 5.5 tentatively and the building height should be restricted to 149 meters. The planned gross floor area of Project #1 is 170803 ㎡ tentatively, including the above-ground FAR-calculated floor area of 118613 ㎡.

Project #2

Project #2 contains 2 plots. It is planned to build offices, apartments and supporting commercial facilities. For the northern plot (Plot C-003-06), the site area is 21744 ㎡, the FAR is 2.8 tentatively and the building height should be restricted to 90 meters. For the southern plot (Plot C-003-07), the site area is 20158 ㎡, the FAR is 3.0 tentatively and the building height should be restricted to 120 meters. The planned gross floor area of Project #2 is about 174755 ㎡ tentatively, including the above-ground FAR-calculated floor area of about 121357 ㎡.

Competition rules

The competition adopts the method of “open application” to solicit outstanding proposals from design teams around the world. It includes three phases:

Phase I: Pre-qualification Phase

The first phase adopts the method of “open review”. The Pre-qualification Review Committee shall consist of experienced designers, experts and 1 representative of the host/organizer. The Pre-qualification Review Committee shall comprehensively evaluate the application materials such as the Conceptual Proposals (major) and Company Profile and Credit Files (secondary) of the applicants. For each project, the Pre-qualification Review Committee shall determine 5 shortlisted applicants without ranking to enter the next phase by registered voting (it is allowed that one applicant participates in both 2 projects and is shortlisted for both). The Committee will give overall review comments on the shortlisted Conceptual Proposals.

Phase II: Design Competition Phase

The second phase adopts the method of “closed review”. The co-organizer will send detailed materials including Competition Rules to the shortlisted applicants, and organize the Site Visit and Q&A Session. The shortlisted applicants shall submit Design Competition Works. The Scheme Review Committee shall consist of experienced designers, experts and 1 representative of the host/organizer. For each project, the Scheme Review Committee shall determine 2 finalists without ranking (it is allowed that one applicant becomes the finalist for both projects) and 3 Third Prizes without ranking by registered voting. The committee will give review comments on each finalist Conceptual Scheme.

Phase III: Final Evaluation Phase

After fully considering the Scheme Review Committee’s opinion, the host and organizer shall determine 1 First Prize for each project from the finalists, who will be the winner awarded the design contract for the project. The other not-winning finalists will be the Second Prize. (It is allowed that one applicant becomes the winner for both projects).

The competition results of all the phases will be published on the WeChat official account “youfang502”, the project homepage, etc.

 

Application requirements

  • The competition consists of two separate projects that are open for registration. A design company can register for both or only one of the two projects. The applicants should specify the project they are participating in when they register. For each project, a separate, complete set of Pre-qualification Application Document should be submitted.
  • The design company must be a domestic or overseas legally registered company or organization. An Individual or a team of individuals will not be accepted.
  • A design company can register independently as an applicant or form a consortium applicant (hereinafter referred to as “consortium”) with other design companies. In a consortium, there should be no more than 3 members (1 leading member + 2 members).
  • A design company can participate in no more than 2 consortiums to apply for different projects. Two or more legal entities with the same legal representative, parent companies, wholly-owned subsidiaries and their holding companies shall be regarded as the same applicant and shall not apply for the same project.
  • The applicant must have a Class-A Qualification Certificate in Architectural Industry (Architectural Engineering) or Comprehensive Class-A Qualification Certificate for Engineering Design issued by the Ministry of Housing and Urban-Rural Development of the PRC. For a consortium, at least one of the members must meet the above requirement on the qualification.
  • The project leader is required to be a Grade One Registered Architect of the PRC. For a consortium, the project leader must be a staff from the leading member.

Work contents of the design contract and the design fee

Work Contents of the Design Contract

The winner of each project will be awarded the design general contract. The work content in the contract shall cover the whole process of the project, including schematic design (including budget estimation), design development (including budget preparation), construction drawing design, assistance with construction approval procedure, coordination work on construction, etc. within the scope of the site. Related professional work are as follows:

All the design content of the project construction in the above-mentioned design phases, including site master planning, building design, structure, water supply and drainage, HVAC, electrical, curtain wall, gas, fire control, civil air defense, building intelligence, landscape design, site engineering, exterior integrated pipe network, municipal electricity, 10 kV exterior cables, municipal roads (including intersection), foundation pit engineering, prefabricated buildings, optimization of steel structure, energy saving, green building, sponge city, wind tunnel test, floodlight, signage, BIM, elevators. The conceptual interior design of main public spaces (the lobby, elevator halls and public washrooms). The project leader / chief designers should be responsible for supervision and control of the implementation of the project, cooperation of various professions and review of the drawings.

The work content shall be subject to the actual contract.

Design Fee

The total design fee includes the basic design fee and the curtain wall specialized design fee:

  • Basic design fee = gross floor area × unit basic design fee. The upper limit of the unit design fee is RMB 180/㎡. The basic design fee will be ultimately settled according to the gross floor area of the design development approved by relevant authorities.
  • Curtain wall specialized design fee = area of the curtain wall × unit curtain wall specialized design fee. The upper limit of the unit curtain wall specialized design fee is RMB 10/㎡. The curtain wall specialized design fee will be ultimately settled according to the area of the curtain wall in the construction drawing approved by the construction project planning permit.

In Design Competition Phase, the shortlisted applicants need to quote prices that do not exceed the upper limit. No adjustment will be made to the unit basic design fee or unit curtain wall specialized design fee at the settlement.

The gross floor area of Project #1 is tentatively set at 170803 ㎡ and the basic design fee would be RMB 30,744,540 (about US$4,562,000). The gross floor area of Project #2 is tentatively set at 174755 ㎡ and the basic design fee would be RMB 31,455,900 (about US$4,667,700). The unit basic design fee based on the tentative FAR-calculated floor area of both projects would be RMB 259.2/㎡ (about US$38.4) (for reference only).

A Giant Glass Sphere on 8410 Sunset Blvd

Michele, the designer of Sphere on Sunset, said the original concept of the design is from billboards. As visible media, billboards have changed how we interact and communicate, and altered societal behavioral and perceptual abilities.

He wanted to create a medium, which provides a platform for people to occupy and interact with. It will provide an energetic platform for public, private, and civic functions, creating a center for LA’s collective life. People, is the core of the design.

Michele’s design process and sketches.

This dynamic site is surrounded by three multistory hotels that hinder its visibility from the east and create a substantial impact from the west. To respond to these restraints, Michele assumed a proactive position towards the architectural design – a floating sphere.

He also made a physical model to understand the unity and interconnectedness of the project.

Apparently, a physical model is not enough. 3D architectural visualization is the best choice to showcase the unbuilt ideas. After doing some research online, Michele decided to work with AIMIR.

 

Surrounding Context: Modeling or Photo-Composition?

 

At AIMIR, we were attracted by the design as soon as we saw it. During the kick-off meeting, we understood Michele pays great attention to the relationship between the sphere and the buildings around.

He took loads of site photos and shared with us. We carefully built the models for surrounding hotels, and sent him a draft.

Despite it is just a rough draft, Michele expressed his worry more than once about whether the model would showcase the real site around. So, as an architectural visualization consultant, we recommended Michele to use photo-composition to demonstrate the surroundings 100% precisely and accurately.

For the best result, we directly recommended him to hire a professional photographer instead of taking photos by himself. This is because professional photos normally meet the critical needs once the requirements (camera angle, mood, what content to include, etc.) are given. He took the suggestion right away. Two days later, we’ve received these incredible, high-quality, carefully-composed site photos with the ideal camera angles and moods that AIMIR suggested.

People: the True Element that Makes the Scene

 

The initial design is to create a space in LA that will spark visual interest and fuse public involvement. So, there won’t be one image without people and activities. People become the deciding factor to the mood of the 3D renderings.

Michele provided the general atmosphere he wanted for the project: to show LA’s diversity including but not limited to culture, race, age, and activities. And he hoped all people were attracted by this building and interact with various activities.

After a bit struggling, our 3D artists added people in all 3D renderings. The following is a sample of how to use people to tell your story.

A Public Space has the Potential for Advertisement

 

Michele designed two large LED signs on the front surface of the sphere. They will not only add a lot of visual flamboyance to this site, but also able to carry advertising. He asked whether we could make an advertising version of each image by changing the pictures on signs. Our 3D artists were happy to provide this service for free. It is one of the advantages of 3D rendering: change the design anytime in the image rather than on site.

We changed the pictures of the two large LED signs on the sphere and two vertical signs on each side of the sphere.

 

Change of Design

 

A couple of days after the final delivery, Michele sent us a new model, saying the design needed to be revised in order to dealing with Los Angeles City Council’s requirements. Thus, a new round of 3D renderings was needed in a short time period.

This time, the signature indoor ramp is replaced by three levels and a glass elevator in the center. The garden on ground level is canceled. Instead, a glass floor will be under the sphere with a fountain in the middle. What’s more, a small moving spherical element on the east side of the sphere will show the date, time and weather.

Because Michele mentioned time was critical, our 3D artists checked the model and started production straight away.
