a. Project background
With the governance concept of “Beautiful China Initiative” proposed during the 18th National Congress of the Communist Party of China, the “five-sphere” pattern of “ecological civilization, economic development, political development, cultural development and social development” has been formed, setting “nostalgic mountains and waters in sight” as the standard of beautiful development. In order to further build a beautiful China, the CPC Zhejiang Committee and Zhejiang Provincial Government issued the Decision on Building a Beautiful Zhejiang to Create a Better Life and Opinions of the General Office of the People’s Government of Zhejiang Province on Accelerating the Building of Modern and Beautiful Counties in 2014, defining a new urbanization path of “people first, synergistic development of four modernizations, optimized layout, ecological civilization, and cultural heritage,” and proposing goals such as building a pilot area of the beautiful China initiative and a role model of Jiangnan water towns, and reflecting the charm of “poetic and picturesque Jiangnan,” etc. In doing so, we aim at building modern and beautiful counties with Jiangnan features and Zhejiang characteristics, and realize the beauty of green ecological environment, planning and design morphology, complete facilities and functions, suitability for living and working, and social stability and harmony.

As the CPC Zhejiang Committee and Zhejiang Provincial Government define a new urbanization path of “people first, synergistic development of four modernizations, optimized layout, ecological civilization, and cultural heritage,” the urban system planning of Zhejiang Province positions city clusters in central Zhejiang as a new fulcrum for the integration of central Zhejiang. Under the context of regional coordinated development, Dongyang should rely on its transportation road network that matures gradually, actively integrate into the regional economic network dominated by Jinyi Metropolitan Area, build a new fulcrum for the integrated development of the metropolitan area, share same-city development with Yiwu, complement each other’s advantages, and work together to build an economic belt in the metropolitan area, so as to build Dongyang into a modernized city with complete functions and comprehensive development, a provincial-level renowned historical and cultural city, an advanced manufacturing base in central Zhejiang and an ecological and livable land, a pilot site for transformation of cultural advantages, a demonstration area for reform and opening up coordination, and a template place for high-quality transformation and development.
In order to enhance the scientific and reasonable territorial space planning of Dongyang City, effectively guide the urban development of Dongyang City, lead the future urban construction, and realize the preparation requirements of “operable, experiential and supervised urban design,” the CPC Dongyang Municipal Committee and Dongyang government put forward the overall regional planning of overall urban design. In combination with the demarcation results of three districts and three lines issued by the Ministry of Natural Resources, the six streets in the downtown area are determined as the planning range, and the scheme solicitation event of Overall Urban Design Integration and Enhancement and Downtown Areas Detailed Urban Design of Dongyang City is specifically held.
b. Project location
Located in the middle of Zhejiang Province, Dongyang City is a provincial-level famous historical and cultural city, one of the national Top 100 countywide economy cities, a national health city and a national garden city. “Three mountains embrace two basins, and two basins encompass two rivers” is the truest portrayal of Dongyang City’s landform. As a thousand-year-old town with a history of 1,800 years so far, known as “a prosperous county of Wu” and “a county with picturesque mountains and waters,” Dongyang boasts enriched historical and cultural heritage and is renowned as “the key magnet of education, architecture and arts and crafts,” as well as reputed for its film & television culture. The ecological environment of the downtown is sound, with the elements of mountain, river, stream, farmland and city reinforcing each other, depicting the most beautiful living environment of Dongyang.

c. Solicitation scope (see Design Brief for details)
Conceptual overall urban design scope: Including holistic area of the downtown area (including the master plan scope of eastern expansion of the economic development zone, the master plan scope of the High-Speed Railway New Town and Chengdong Street), with an area of about 177 square kilometers.

i. Detailed urban design scope in the solicitation stage, in accordance with the key areas scope of the downtown area (no more than 12 square kilometers in total) defined by the design units in Stage II of the design solicitation, is determined by the expert group and the Host in a comprehensive manner, with a total area of about 12-15 square kilometers.
ii. In the solicitation, the design development scope of the selected unit is from the junction between Dongyang and Yiwu to Zhanqian Road of Jinhua-Ningbo Railway, from Nanshan Mountain to Beishan Mountain (including Shanglu Block and Civic Center Block), with an area of about 84 square kilometers.
Detailed urban design scope of downtown area
Solicitation objectives
Nowadays, due to industrialization-driven urbanization and rapid economic growth, bottlenecks and problems of urban development have gradually emerged with the rapid expansion of construction framework of Dongyang downtown area, such as vague spatial mode of landscape city and gradual inundation of urban culture; urban functional plates are loose and not compact enough; urban image and style are inferior and lack of iconic urban business cards; the construction of urban industrial platform is poor with implicit space of three industries; the areas along the Dongyang River only focus on the construction of the landscape belt but lack an overall landscape coordination of the two banks of one river, and the vitality needs to be improved, etc. All these problems are constraining the further upgrade of the overall quality of Dongyang City.
The solicitation should be based on the three districts and three lines initially demarcated in the City’s current land spatial planning scheme, and focus on solving, but not limited to, the aforementioned problems. Through problem sort-out, target positioning, strategy formulation, action plan, project library and economic estimation, it will provide the orientation for Dongyang’s future urban development and guidelines for statutory plan revision, urban renewal and near-term development and construction. Objectives in the three following aspects are to be realized specifically.
Conduct overall planning and unified coordination with relevant plans in Dongyang City. Based on the history and city-wide construction of Dongyang and combined with new regional development situation and local actual demands, form a more consensual urban development prospect and overall spatial framework of orderly and flexible development with international vision and forward-looking thinking. Focus on the control of environmental pattern and spatial system, with attention paid to undertaking the relevant mature plot planning at the same time and integration and interpretation carried out from the perspective of urban design.
Combined with the city image shaping action and space optimization design like acupuncture, delve into natural ecological features and historical and cultural characteristics of Dongyang City. Deeply study the design standards of functional business formats, public space, public facilities, space morphology, transportation organization and other aspects that are compatible with the needs of urban development, improve urban cultural vitality and ecological livability advantages, attract innovative talent and gather innovative vitality. Pay attention to technological innovations in green ecology, smart city and other fields, with refined space design and prominent features of various scenes, so as to demonstrate future urban space quality and work and life style of Dongyang, and showcase the style of urban age.
Advocate operable, experiential and implementable deliverables, customize practical and viable management and operation paths in line with the administrative system framework, and provide effective and unequivocal content guidance and control indicators for the work of “holistic, all elements, and all coverage” of national land space planning. Provide the decision-making mechanism, action plan and construction temporal sequence guidance that can instruct the update and subsequent implementation, form the action plan and implementation project library to facilitate the Project siting and department allocation for organization and implementation.
Design contents
As the regional development environment evolves quickly in the new era, Dongyang is faced by increasingly urgent need of city quality upgrade. In recent years, Dongyang has done massive planning work on urban transformation and development and blueprint conception. At the same time, a large number of corresponding special research work is also being carried out in an orderly manner, including the layout planning of various cultural, educational, sports and health facilities based on urban construction, the green space system planning based on the construction of public open space system, the road network special planning that outlines the future traffic network at the macro level, and the action planning of renowned historical and cultural city targeting the old town of Wuning, etc. At the more micro level of plot development and construction, combined with the needs of market-oriented operation and government operation management, a large amount of detailed design and research work of small and micro plots has been carried out, fully reflecting the enthusiasm and foresight of government administration departments.
In the face of multiple planning intelligence deliverables, the solicitation event cores upon comprehensively coordinating with relevant plannings of Dongyang City, draws effective and feasible parts based on systematic sort-out, generalization and summarization. In combination with the new regional development situation and the actual local demands, a more consensual overall urban design development orientation, target strategy, layout structure and spatial morphology will be formed. To be implemented and operated via the operational capacity of the administration authorities, the solicitation will effectively lead the coordinated advancement of future urban development and construction of Dongyang downtown area and various management work.
a. Integration and enhancement of overall urban design
Adhering to the people-centered design concept, tracing back the path of Dongyang’s ancient city operation, with natural ecology as the basis, “Sanxiang” culture as the soul, characteristic industries as the source, and citizens’ experience as the orientation, clarify the image positioning of the development of Dongyang’s downtown area, formulate the overall urban design space framework, overall landscape framework, morphology pattern, public space system and style positioning and other overall urban design strategies, in a bid to create a livable space that shows distinctive features, inherits the old while accepting the new and is oriented toward people for Dongyang in the future.
b. Downtown area key areas detailed urban design
With organic integration inside and outside the areas, complementary functions and coordinated integration of spatial outlook as the core goal, formulate the principles and key points of the spatial order, scale and environment of Dongyang’s downtown area key; build the planning structure, functional arrangement, transportation organization, open space, underground space, building height control and other overall space systems of the Downtown area key, including the design guidelines for spatial organization, environmental landscape, architectural style and municipal facilities of key plots. Arrange plot division and development control indicators of each plot, and carry out refined design for the open space and public nodes, architectural morphology and landscape of key areas.
Applicant’s qualification requirements
The applicant must be an independent legal person enterprise or institution legally registered at home and abroad. The domestic unit must provide a valid business license (a photocopy affixed with official seal), and the overseas unit must provide a valid business registration certificate (a photocopy affixed with official seal). The parent company, wholly owned subsidiary and its holding company of the legal person whose two and more legal representatives are the same person must not apply at the same time.
Qualification requirements: applicants must have a Grade A qualification certificate for urban and rural planning (a photocopy affixed with official seal); applicants (at home and abroad) without Grade A qualification certificates must form a consortium with at least one domestic unit having Grade A qualification certificates for urban and rural planning to apply.
The Project allows consortia to apply. Consortium members must not exceed three. All consortium parties must not participate in the solicitation event in their own names separately or form a consortium with other units. The institutions applying as a consortium should sign the consortium agreement. The application of individuals and individual groups is not accepted.
The applicant should have one or more overall urban design and detailed urban design project achievements, and should provide the bid-winning notice and contract (the contract should at least include the first page, signature page, project overview and other key description pages, photocopies affixed with official seals).
The domestic applicants should not be included in the list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the list of serious violation records of law and dishonesty in government procurement, provide screenshots of the inquiry results on the websites of Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp. gov.cn) and affix them with official seals.
The design personnel participating in the Project should be the personnel on the payroll of the design institution. The chief designer must be the actually responsible person of the Project, and join the whole process of this international solicitation, including on-site visit, deliverables report, and review Q&A, etc. In order to ensure an accurate understanding of the background of Chinese region and relevant requirements, the Project planning and design personnel should include at least one member proficient in Chinese.

The courier delivery must use EMS or SF Express, and other courier companies are not acceptable. Project Background
This project is located at the estuary of the Pearl River in China, at the tip of Lingshan Island, Mingzhu Bay, Nansha New Area, Guangzhou City, Guangdong Province, China. Nansha New Area, with a total area of 803 km2, is located in the Greater Bay Area, the geographical geometric center of Guangdong Hong Kong Macao Bay area, one of the four bay areas in the world. It has unique geographical advantages, within a radius of 100 kilometers, it gathers all the 11 cities and 5 international airports in Greater Bay Area, 38 and 41 nautical miles away from Hong Kong and Macao respectively. Nansha New Area carries a historical mission of comprehensively deepening reform, expanding opening-up and innovatively developing the “experimental field” of the country, and has the strategic advantages of the “three-zone and one-center” (National New Area, Pilot Free Trade Zone, Guangdong-Hong Kong-Macao Comprehensive Cooperation Demonstration Zone and Guangzhou Sub-Center carrying the function of gateway hub). On September 22, 2021, Guangdong Province issued the 14th five-year plan for scientific and technological innovation in Guangdong Province, emphasizing the promotion of the construction of the pioneering zone of the Comprehensive National Science Center in the Greater Bay Area and the Pearl Science Park of the Chinese Academy of Sciences and the creation of highly concentrated cluster of major scientific and technological infrastructure and a highland of advanced scientific research and technological innovation with global influence. supporting the Nansha Science City to focus on key frontier scientific fields such as information, life, ocean, etc., and creating an important carrier of the frontier basic research and high-tech innovation in Guangdong-Hong Kong-Macao Greater Bay Area; and accelerating the promotion of construction of the International Talent Special Zone in Guangzhou Nansha New Area; holding the Greater Bay Area Science Forum, continuously enhancing its influence, and attracting global high-end innovation resources to converge.
On December 3, 2021, the Information Office of Guangdong Provincial People’s Government held a press conference of the Greater Bay Area Science Forum in 2021 in Guangzhou, officially announcing that the permanent site of the Greater Bay Area Science Forum will be located in Nansha.
The Greater Bay Area Science Forum is committed to building a grand gathering of global scientists integrating scientific exchange and discussion, scientific achievement display, scientific consensus promotion and innovative mechanism, and a high-end platform for “discussing and sharing global scientific development and promoting exchanges and cooperation”. The convening of the forum will help bring together global top scientist resources and extensive contact with core scientific institutions, promote my country’s better integration into the international innovation network, and deeply participate in global innovation governance. Based on the Greater Bay Area, the forum will carry out related work in eight aspects of holding high-level scientific conferences, building high-level think tanks, promoting international exchanges and cooperative research, assisting in the introduction of international top high-tech talents and projects, providing scientific services, building the brand of the forum, establishing scientific research funds and establishing Greater Bay Area Science Awards.
From December 11 to 13, 2021, the Greater Bay Area Science Forum in 2021 was successfully held. At the opening ceremony of the forum, a launching ceremony of the “Greater Bay Area Science Forum Permanent Site Design Competition” was held, hoping to collect the most creative design scheme with world vision through international competitions and make the permanent site a landmark building in Greater Bay Area.

The organizer of this competition is the Management Committee of Guangzhou Nansha Development Zone, and the organizer is the Mingzhu Bay Development and Construction Administration of Guangzhou Nansha New Area.
Contents of the Competition:

1. Location of the Project:
The permanent site of the Greater Bay Area Science Forum is located in the Mingzhu Bay District, the main functional area of Nansha Science City. The Mingzhu Bay District has geographical advantages and resource endowments of “five watersheds, three rivers and six banks, connected mountains and rivers and the gate of the South China Sea”, and will benchmark international and domestic advanced cities to create a “smart city in Lingnan and a window of charm in the South China Sea”.
This project is located at the top of Lingshan island in the Mingzhu Bay District, in the vision center of the Zhujiang River estuary into the central urban area, with an excellent geographical environment. This project faces the Huigu West Cultural Island across the river through Jiaomen Waterway, and echoes Hengli International Financial Island and P Mingzhu Science Park across the Upper Hengli Waterway in the south. Several outer river waterways converge here, and the water surface is wide and unobstructed. It will become the vane of the world’s cutting-edge technology and a demonstration site for Nansha’s international image.

2. Land Use Overview:
The land area within the design scope of this competition is 9.51 hectares, and the research area is 26.7 hectares. Therein, the length of the north side of the research area is about 859 meters, the length of the south side 832 meters, the length of the west side 499 meters, and the length of the east side 143 meters. The research scope includes one long-term reserved development land (with an area of 3.04 hectares), one original planned bus terminal, island embankment and other green spaces; therein, some of the roundabout embankments have been finished.
The land within the design scope of this competition extends to the planned property line in the west and is adjacent to the Yuexiu international financial center project, coincides with the flood control line in the East, the land extends to the flood control line in the east and coincides with it, and the north and south borders coincide with the property line of road, reference line for the outer river and management scope line. The scope includes the control scope of rail transit Line 31, the original planned 15 m urban road and the built 30 m urban road (including North Jiangling Road and South Jiangling Road).

3. Project Function Positioning:
The first is to provide first-class conference venues and supporting facilities for the Greater Bay Area Science Forum and various scientific exchange activities, and to create a “cooperation hub” for world-oriented scientific and technological exchanges.
The second is to provide modern office space and a first-class innovation environment for scientific research, innovation and entrepreneurship, and create a world-class scientific organization “gathering space”.
The third is to create a space for popular science experience for the public and become an “interactive center” for popular science experience that serves the Bay Area.
The fourth is to build a space for the display and transformation of cutting-edge scientific and technological achievements, and create a “preferred platform” for innovation and entrepreneurship for integrated development.

Construction scale: the total construction volume within the design scope of this competition (volume area of the building) is about 100,000-140,000 m2.

Competition Registration
Registration Scope:
For this project, the competition development method shall be designed with reference to the architectural scheme design competition of similar public building projects in Guangzhou province, and the registration mode of global open solicitation shall be adopted. The competition announcement will be published in the above media, and the registrations from the domestic and foreign design organizations in China are acceptable.
Registration Conditions:
This international competition adopts the registration mode of global open solicitation, and there are no qualification requirements. The domestic and foreign design organizations shall provide the following application materials to apply for the competition. Refer to Appendixes 1 and 2 for registration materials and format requirements.

Qualification Selection
In this competition, the qualification selection and evaluation expert group will select the registered design organizations, and select the best 9 design organizations for formal competition. For the details of the specific qualification selection and evaluation rules, see Appendix 2. If there are no more than 9 participating organizations, all the participating organizations are allowed to participate officially. If there are more than 9 registration organizations, 9 formal participating organizations will be selected.
Submission of Competition Deposit
The official participating organization must submit the competition deposit of 50,000 yuan within 5 working days after the announcement of the list of official participators. For details, see the notice of qualification selection results.
The participation deposit of the original amount (RMB 50,000) (without interest) will be returned within 15 days after the evaluation of the original design scheme. For the formal participating organization which has paid the participation deposit but fails to submit the competition design results as required, the participation deposit will not be refunded.
If the participating organization that fails to submit the participation deposit as required will be deemed to give up the competition qualification automatically.
Formal Competition
During the evaluation of competition results, the expert review committee shall select 3 recommended schemes and 3 alternative schemes (no ranking) from 9 formal competition schemes.
The formal design period is about 44 days. For the specific time, document preparation requirements and specific evaluation methods for the competition results, the requirements in the finally-issued technical documents shall prevail.
Finally, the decision-making organization selects one optimum scheme from the recommended and alternative schemes, and the optimum scheme will give priority to the scheme design right of the project.
The competition design results include the design text (including design description and drawings), display drawing board, three-dimensional electronic model, multimedia presentation document (including Chinese subtitles), and design solid model. The electronic document shall be provided except for the design solid model (for the requirements for preparation of outcome documents, the requirements in the finally-issued technical documents shall prevail.)
Relevant Fees and Payment Methods
In this competition, the top three scheme design organizations will be given design copyright and compensation of RMB 1.5 million yuan (tax included) (about US$237,400); the 4th~6th alternative design organizations will be given design copyright and compensation of RMB 700,000 yuan (tax included) (about US$100,780); the 7th~9th alternative design organizations will be given design copyright and compensation of RMB 300,000 yuan (tax included) (about US$47,478). If an overseas design organization is required to sign a contract due to the acquisition of scheme design right or design copyright and compensation fee, the overseas design organization shall entrust a domestic organization with a RMB account in China to collect. The participating organization shall fully consider the participation cost, and pay taxes in accordance with the relevant national tax laws. The organizer will not bear any expenses incurred in obtaining compensation.
Other Requirements and Instructions
The time mentioned in the announcement of this scheme competition is Beijing time.
The organizations participating in this competition are deemed to have accepted all the provisions in this document.
All the materials provided by the participating organizations in accordance with the above provisions shall be in Chinese. The materials in foreign languages of the competition results must have a contrastive Chinese Translation. When there is a discrepancy between the Chinese and the foreign language of the same content, the Chinese version shall prevail.
The authorship rights of the works participating in this design competition belong to the participating party, and the copyright belongs to the competition organizers. The competition organizer has the right to publicly display the results of the competition, and introduce, display, evaluate and use the results of the competition through the media or other forms.
All the materials submitted by the participating organization will not be returned, including but not limited to registration information, achievements, works, models, etc.
The competition scheme shall be created originally by the participating organization. If the results involve the intellectual property rights of a third party, the participating organization must bear all the responsibilities and consequences arising therefrom.
If losses are caused to the competition organizer or third party due to the infringement of the participating organization to the intellectual property rights of others, the participating organization must bear the full legal liability (including compensation for losses, etc.).
If losses are caused to the third party due to the use of the achievements submitted when the competition organizer does not know that the participating organization infringes the intellectual property rights of others, the participating organization shall bear the full legal liability (including compensation for losses, etc.).
The documents and materials obtained by the participating organization from the competition organizer or the competition organization agency shall be kept properly, which shall not be disclosed or used for any purpose other than this solicitation activity. The participating organization must bear the legal liability arising from the leakage of documents and materials (including compensation for losses, etc.).
The laws applicable to this competition and all the related activities are the laws of the People’s Republic of China.
Plagiarism or plagiarism in any form is not allowed in this competition. All the responsibilities caused must be borne by the fault party, and the competition organizer shall not bear any legal liability.
In case of any discrepancy between the announcement of this competition and the Technical Documents for Competition officially released, the Technical Documents for Competition shall prevail, and the competition organizer has the final interpretation right of this announcement.
Before the formal competition, in case of policy change or other force majeure, the organizer has the right to terminate the competition, and the final interpretation right belongs to the organizer of the competition.
Unless otherwise specified and explained, in this announcement and its annexes, the term “participating organization” also refers to all the parties of the consortium.
In case of any discrepancy between the English edition and the Chinese edition of the registration announcement of this design competition, the registration announcement in Chinese shall prevail.
The participating organization must ensure that it has the capability and conditions of scheme design.
Source of funds: the competition organization expenses are financial funds of the government.

The Universiade Shenzhen-Hong Kong International Science & Education City in Longgang District, Shenzhen, where the Universiade Hub is located, is one of the six “new urban parlors” in Shenzhen, along with Qianhai New City Center, Shenzhen Bay Super Headquarters Base, Xiangmi Lake New Financial Center, Guangming Science City, and Bao’an Central Area. Nowadays, Longgang District proposes to vigorously implement the development strategy of “One Hub, Two Cores, and Multiple Support Points”, so as to increase the functions and coverage of Universiade Shenzhen-Hong Kong International Science & Education City, enhance its positioning and function level, and build it into a science & education innovation center and a high-level international “new urban parlor” that centers around the deep industry-university-research integration and reflect the characteristics of Shenzhen-Hong Kong cooperation. It will become an international cooperation center for higher education and an international cultural & sports exchange center in Shenzhen, and serve as a comprehensive service center in the eastern part of the city.
As one of the 14 integrated rail hubs in Shenzhen, the Universiade Hub connects the Airport in the west and south of Huizhou in the east. It will converge four lines in the future, including the Line 3 (operational), and the ongoing Line 14, 16 and Shenzhen-Daya Bay Intercity Line (under construction). Upon the full operation of the four lines, the Universiade Hub is expected to handle a daily passenger traffic of 434,000, including 246,000 incoming and outgoing passengers and 188,000 ones for interchange.
To build a high-standard station-city integrated traffic hub, the International Architecture Design Competition for Plots 13-05, 13-06, 13-07, and 13-08 of the Universiade Hub is hereby launched.

Work Content
The design scope and research scope of the Project are shown in the figure below:
The research scope includes the residential community to the planned land for commercial and residential purposes to the south of the site, and Software Town to the east of the Universiade Hub.
The design scope, as shown in the figure and defined by the site boundary lines, extends to Hefeng Road to the north, Heyun Road to the south, Hongmian Road to the west and Longgang Avenue on the east. It includes four plots, namely Plot 13-05, 13-06, 13-07, and 13-08 in the Statutory Plan of Universiade Hub Station and Its Surrounding Areas of Shenzhen. It is required to provide architecture, landscapes and road traffic designs within the site boundary lines.
Schematic design services are required for Plot 13-07 and 13-08 of SZMC, including but not limited schematic design (cost estimate), architecture design development, and design coordination (including review and coordination of specialized design detailing, as well as coordination in project bidding, permit approval, review and approval, construction, completion acceptance, etc.).
The contents of design use contract for Plot 13-05 of Honghe Real Estate and Plot 13-06 of Honghefang Real Estate will be the design submissions of this Design Competition, including concept design (for landscape and key interior functional spaces, as well as cost estimation), which shall meet the requirements of the Design Brief. On the premise of ensuring the design effect, the Employers can make design adjustments subject to policy, code and economic requirements.

Registration Requirements
(1)Open registration is available for bidders worldwide. Consortium bidders are acceptable, and bidders shall hold Grade A or above qualification in engineering design of building industry (building engineering). Consortium bidders, if applicable, shall have at least one member with the above qualification. Local and international bidders are welcome. Individuals and teams of individuals are not acceptable.
(2)Local bidders must have a valid business license or legal person certificate issued by relevant authorities. International bidders must be an independent business entity or other organization legally registered in its locality. Two or more legal entities headed by the same individual, and parent company, wholly-owned subsidiary company and company with holding or management relations are not allowed to register for the Competition separately. Design firms which are related, or have controlling or management relations may form a consortium to participate in the Competition.
(3)Members of consortia should meet the following requirements:
Members of a consortium shall be no more than two, and are not allowed to register twice for the Competition by their own name or via another consortium in the name of another firm.
The members should sign a legally effective Consortium Agreement, and specify the division of work between the members at this stage, the proportion and way of distribution of the design fee, etc.
(4)The five (5) prequalified bidders shall submit, within three (3) working days after the announcement of requalification results, the scanned copy of the Letter of Bid Confirmation affixed with cooperate seal to 365403925@qq.com, otherwise it will be deemed as giving up the bid, for which the alternative bidders will substitute by ranking order.
(5)If a bidder submitting the Letter of Bid Confirmation withdraws or finally gives up the bid due to non-force majeure factors, it shall submit an official written document affixed with corporate seal to the Employers for this matter. The Employers have the right to reject its participation in any other construction project biddings of the Employers in the future.
(6)Others: The Project accepts bids from bidders of interest with the Employers, but in the bid finalization process where bidders are ranked in a descending order by the bid price, the said bidder ranking at or below the top 1/2 (including those with no more than 1% price difference) shall not be finalized as the bid winner.
WORK RULES
Through “open call + prequalification”, the Competition will shortlist five (5) bidders (incl. consortia) and two (2) alternative bidders (incl. consortia).

Project Name: International Urban Design Competition of Guangdong-Hong Kong-Macao Innovation Cooperation Demonstration Zone (hereinafter referred to as the “Competition”)
Project Background
In 2019, the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area issued by the Central Committee of the Communist Party of China and the State Council proposed to build a demonstration zone of all-round cooperation among Guangdong, Hong Kong and Macao in Nansha, Guangzhou. The Work Report of People’s Government of Guandong Province in 2021 proposes to strengthen the Guangzhou-Shenzhen-Hong Kong and Guangzhou-Zhuhai-Macao Science and Technology Innovation Corridors, and promote the linkage between the “twin cities” of Guangzhou and Shenzhen. Shouldering the new mission of further promoting innovation demonstration for Guangdong-Hong Kong-Macao cooperation, the Guangdong-Hong Kong-Macao Innovation Cooperation Demonstration Zone is the portal directly connecting the hubs of the seaport, high-speed railway and airport at the southernmost tip of Guangzhou, the intersection of two technology innovation corridors, and the strategic hinge connecting the inner circle development belt around Greater Bay Area in the southern expansion urban spatial development strategy of Guangzhou.
The Organizer have carried out research on the functional orientation and industrial space planning of the Guangdong-Hong Kong-Macao Innovation Cooperation Demonstration Zone and reached a preliminary consensus. They have put forward the overall vision of building the integrative strategic center of Guangdong-Hong Kong-Macao Greater Bay Area, building the world’s emerging technology innovation source, the national advanced manufacturing technology study place, the new highland of future industrial growth and the demonstration place of modern service innovation in the Bay Area, and planned the industrial and spatial layout of intelligent manufacturing park, digital valley, health valley and ocean science city.
Based on the relevant master plans and the above previous research results, the Competition will carry out in-depth research on development strategy and high-quality design of spatial form, put forward the planning, construction and development roadmap of Guangdong-Hong Kong-Macao Innovation Cooperation Demonstration Zone with high standards, and establish the city image of Guangzhou as the southernmost sea-land portal.
Competition Scope and Requirements
The scope of the Competition is divided into two levels of overall conceptual design and detailed design.
Overall conceptual design scope: south of Bayong (8th canal), west of Longxue South Waterway, east of Hongqili Waterway and north of Shenzhen-Zhongshan Bridge, covering an area of about 71 square kilometers
Overall conceptual design requirements: According to the new situation of regional development, the opportunities, such as the successive implementation of major transportation infrastructure and the closer linkage between the elements of the inner bay circle and the population in Greater Bay Area, are seized, the vision and positioning of the planning objectives are determined, the industrial and functional planning is carried out, and the functional spatial layout for driving regional development in the future is planned on the premise of creating a landscape pattern integrating sea, river, field, city and wetland. The requirements of peak carbon emission and green development are implemented, and the overall urban feature, living environment, supporting services, ecological environment and transportation are optimized and improved.
Detailed design scope: south of Shiwuyong (the 15th canal) and west of Lingxin Avenue, covering an area of about 8 square kilometers.
Detailed design requirements: On the basis of the overall conceptual design, according to the functional orientation of the detailed design range of 8 square kilometers and the assumption of industrial space demand, the supporting conditions are analyzed and detailed design is carried out, including functional format planning, land layout optimization, land development intensity, vertical design, traffic organization, public service facilities planning, open space, and urban style control. At the same time, no less than one node should be selected for deepening design.
Registration
(I) Registration requirements
The following Items 1-3 are necessary requirements for registration, and Item 4 is a reference requirement.
The Competition accepts the registration of domestic and overseas design institutions alone or in a consortium, and does not accept the registration of individuals or combinations of individuals. Both domestic and overseas design institutions must complete legal and effective agency registration locally. The number of institutions forming the consortium shall not exceed 3, and each institution within the consortium shall not participate in the competition alone in its own name or form a new consortium with other design institutions. During the registration, the consortium must submit the Consortium Agreement and specify the main unit of the consortium in the agreement
If the person in charge of the unit is the same person or different units with direct holding and management relationship, they are not allowed to sign up for the competition alone or in different consortia at the same time.
The planners and designers participating in the competition shall be registered personnel of this design institution, and the chief designers shall participate in the whole competition.
It is preferred for the chief designers to have the following experience in hosting similar projects:
Experience in overall planning and design of waterfront urban areas at the mouth of major rivers;
Spatial development strategy and planning experience of important development platform nodes in large urban agglomerations and metropolitan areas;
Detailed urban design ability and practical experience in key urban waterfront sections;
Cutting-edge key technology reserves in one or more aspects such as future cities, ecological resilience and carbon-neutral cities;
(II) Registration time
Beijing time: From 10:00 on July 13 to 17:00 on August 3, 2021 (the acceptance time of on-site submission materials is from 10:00 to 17:00 on working days, which will not be accepted on legal holidays).
Payment Arrangement
Competition cost compensation and bonus
If it is confirmed as an effective design result by experts, each participating institution (the consortium unit is regarded as a participating institution) of the effective design result can get a cost compensation of RMB ONE MILLION YUAN Only (¥1,000,000.00, about US$154,900). If it is judged as the winning scheme by experts, the participating institutions of the winning scheme can receive a bonus of RMB SIX HUNDRED THOUSAND YUAN Only (¥600,000.00, about US$92,900) on the basis of cost compensation.
Scheme integration and optimization cost
After the Organizers negotiate with the participating institutions that have won the winning scheme and report it to the competition committee for confirmation, one participating institution will be determined to win the right of integrating and optimizing the competition results, which is responsible for integrating the characteristics of each competition scheme, combining the opinions of experts and organizers, and forming the optimized overall conceptual design and detailed design scheme. After submitting the integration and optimization results that meet the requirements, the Institution can get another scheme integration and optimization fee of RMB ONE MILLION YUAN Only (¥1,000,000.00, about US$154,900) on the basis of cost compensation and bonus.
Payment method
The competition cost compensation fee, bonus and scheme integration and optimization fee will be all paid in RMB, and the Organizer of the competition, Nansha Branch of Guangzhou Municipal Planning and Natural Resources Bureau (Guangzhou · Nansha Development Zone Planning Research Center), is responsible for settling with the participating institutions, and any taxes incurred shall be borne by the participating institutions themselves. If the participating institution is a consortium, a written agreement shall be formed on the proportion distribution of consortium expenses within 28 days from the date of the technical document release, and submitted to the competition organizers. In case of failure to submit it within the time limit, all expenses of the consortium will only be settled with the main unit of the consortium.
The obtained cost compensation, bonus and scheme integration and optimization fees will be paid to all participating institutions in China in RMB. If the overseas participating institution cannot collect RMB with its own account, it may authorize a domestic legal independent legal person to collect money, and the Organizers will not pay relevant formalities and taxes.
Competition Deposit
In order to guarantee satisfactory running of the Competition, any participating institution formally invited shall pay a competition deposit of RMB FIFTY THOUSAND YUAN ONLY (¥50,000 yuan, about US$7,700) to the competition affair service unit before the announcement of the technical document for confirming its participation.
The full amount of the competition deposit will be returned to the account of payment (bearing no interest) within 2 weeks after the scheme evaluation is completed. If a participating institution fails to submit competition results according to the stipulations, the cash deposit will not be returned.
Any participating institution failing to pay the cash deposit according to the requirements shall be deemed to have automatically abandoned its qualification for participating in the competition.

Shajing ancient village and market in Shajing Avenue area has historical and cultural heritage of “development through ocean, salt, oyster and trade”. The settlement history of Shajing originated from the Northern Song Dynasty, and it set up the Guide Salt Field and Salt Department in the Northern Song Dynasty. At the beginning of Qing Dynasty, the salt field declined and was changed into oyster field, forming the prosperous trading market and then gradually developing the shipping economy of Maozhou River and surrounding river channels. Shajing ancient village and market is not only the key geographical symbol of Shenzhen in the ancient Xin’an County and civilization anchor point of Maozhou River watershed, but also the epitome of the cultural spirit of Shenzhen to take the lead.
The historic scenic area of Shajing ancient village and market takes Longjin Stone Pagoda and Salt Department as the historical cornerstone of village establishment. Longjin River was taken as the axis in early days, forming clan village on both east and west sides; Later, after Shajing Market and Xin Market were set up, it gradually extended to form Shajing Avenue, constituting the historic spatial layout of “village connection through river and street, combination of village and market, seven lanes in parallel, and comb-style layout”.
1.2 Development Background and Objective
The design scope of Shajing Avenue area is about 3 square kilometers. The project covers 23ha historic scenic area of Shajing ancient village and market, which is in the first group of historic scenic area of Shenzhen City. To consider both reconstruction and conservation & activation of the historic scenery, the innovative pathway of “key urban renewal unit + historic scenic area activation” is adopted for this project, exploring the sustainable development path of historic scenic area under the context of urban renewal.
The objective of this project is to construct the regional public activity center in the western center of Shenzhen, build the cultural tourism and creativity demonstration zone with most local humanistic quality and international experimental creative culture of Shenzhen, and create a friendly and livable urban area with resilient ecology and slow traffic. It aims at shaping the Shajing brand representing humanism of Shenzhen, making overall plan with forward-looking and international vision, and carrying over the future urban spiritual civilization.
The project takes the opportunity of activation and utilization of the historic scenic area of Shajing ancient village and market, making overall planning and construction of the modern livable urban area of Shajing Avenue area. The design focus of this project is history conservation and activation, organic integration of new and old urban area, and effective traffic solutions.
2. Project Location
As one of the core areas in the western center of Shenzhen, Shajing Avenue area is situated at the east bank of Pearl River estuary, Shajing Sub-district of Bao’an District, Shenzhen City, and circular-bay front line area of Guangdong – Hong Kong – Macao Greater Bay Area. It has 15min drive from Shenzhen World Exhibition & Convention Center, Maritime New City and Waterlands City on the west, and no more than 20km (40min drive) from Shenzhen Bao’an Airport, being the main radiation area and service area of Airport New City. The area is closely next to Shajing Xinqiao Center on the east.
With convenient access to the circular expressway network of Pearl River Delta leading to Guangzhou and Hong Kong, Shajing Avenue area is adjacent to Outer Ring Expressway on the north (The Outer Ring Expressway starts from Guangzhou – Shenzhen Yanjiang Expressway and stops at Yanba Expressway); links with Guangzhou – Shenzhen Yanjiang Expressway (which starts at Huangpu Toll Station of Huangpu District, Guangzhou City and stops at Yueliangwan Overpass of Nanshan District, Shenzhen City) via Outer Ring Expressway on the west; connects with No. 107 State Highway (which starts at Xicheng District of Beijing City and stops at North Area of Hong Kong SAR) via Outer Ring Expressway on the east, and is no more than 8km (20min drive) from the entrance/exit of the surrounding expressways.
Relying on the planned Haoxiang Road and Xinsha Road, form the central artery of northern Bao’an from east to west: ecological hinterland – advanced manufacturing area – urban central area – external convention and exhibition exchange area.
Work Content
Design Scope:
The scope of urban design of Shajing Avenue area (hereinafter called “Shajing Avenue area”) has an area of about 3 square kilometers, reaching Beihuan Road on the north, Xihuan Road on the west, Huanzhen Road and Shiyan Canal on the east, and Chuangxin Road (planned Liaofeng Road) on the south, in which about 1.4km2 is reconstruction area, historic scenic area of Shajing ancient village and market is about 23ha, and the rest is approved and planned projects under construction and retention area of the current situation.
Extent of Work: Detailed Urban Design Scheme
With core objective of forming the internal and external organic integration of the area, complementing the internal and external function of the ancient village and market, and integrated space with coordinated spatial scenery, establish the overall space system of the area, such as planning structure, functional arrangement, traffic organization, open space, underground space, building height control, etc. Carry out fine design of building form and landscape for the important open space and public node in the reconstruction area and historic scenic area, propose the overall conservation and activation utilization strategy and classified building protection renovation conceptual scheme within the historic scenic area, and arrange the plot division, development control indicators of each plot and building layout as per development scale requirement of reconstruction area.
3. Key Design Focus
3.1 History Conservation and Activation
Shajing Avenue area carries over the mission of building a living dictionary of Shenzhen’s local culture, a chronicle of maritime trade, and branding of cultural tourism. Based on the existing historical research results, the urban design will take the coexistence of cultural heritage survival and modern program development of the historic scenic area as its core objective, extend the historical pattern of the historic scenic area of Shajing Ancient Village, and inherit and reinforce the historical cultural value and characteristics to incorporate into the modern urban development, with focus on the following contents:
— Based on the unified market operation mode, encourage to embed such programs as cultural leisure tourism, cultural entrepreneurship, and supporting public facilities, and explore the new mode and new approach for activation of historic scenic area.
— Pay attention to the humanistic value of historical public space and traditional production & living space. Put emphasis on forming the important public vitality space around the cultural relics, historic buildings and historic environment elements within the conservation area.
— Pay attention to the disaster prevention resilience and landscape leisure value of the watery lanes & streets and historic field ponds. Follow the layout of historical natural elements, highlight the water environment and historic value of Longjin River and Yabian River, and optimize the water form and surrounding green land form.
3.2 Organic Integration of New and Old Urban Area
Pay attention to the harmony between the new building style and traditional building style in the historic scenic area, focus on the interaction and extension of programs inside and outside the ancient village and market, and ensure the continuity and integrity of the spatial systems inside and outside the ancient village and market, such as public space, green landscape, slow traffic, etc.
— Focus on studying the control requirement for new buildings in the construction control area. The new buildings adjacent to the historic scenic area of Shajing ancient village and market shall coordinate and echo with the functional and spatial form of the historic scenic area.
— Under the high-intensity development, study on how to form the organic integration of new and old urban style through the spatial arrangement and design of building layout, building height and building form.
3.3 Effective Traffic Solutions
Fully understand the dual pressure of historic scenic area: cultural tourism traffic distribution and traffic demand in high-intensity new urban area, and provide effective traffic solutions.
— Advocate priority on public transport and slow traffic.
— Fully respect the street layout of the historic scenic area. On the basis of meeting the safety and emergency demand, allow to broaden the road inside the scenic area with caution.
— Emphasize the respect and appropriate concession of road planning towards history conservation. Based on the requirement of setting up two-way six-lane road with some area road boundary width of 29-32.5m for Shajing Avenue, try to minimize the impact of new urban trunk road on the historic scenic area and form the road space with appropriate scale. Mainly optimize the line position of Shajing Avenue, and carry out design on road section, building setback, street scale, street landscape, etc.

Registration Requirements
(1) Open application is adopted for this consultation, and there is no qualification requirement. The applicant must be independent legal entity or institution registered at home and abroad. For overseas agency, it must make joint application together with independent legal entity registered in China.
(2) Consortium is encouraged, with no limit on number of the consortium members. The consortium member cannot make application separately either by itself or by forming other consortium with other design agencies in another name. The consortium members need to sign the Consortium Agreement with legal effect, specifying the leading member, work division of each member, etc. The application by individual or group of individuals is not accepted.
(3) Priority will be given to teams with similar design experience:
a) Rich urban renewal and urban design project experience;
b) Comprehensive research capability on historic area space activation and utilization as well as sustainable operation, e.g. historic cultural block, historic scenic area, etc.
(4) The planning designers participating in this international consultation shall be registered personnel of the design agencies. Chief designers shall be persons who have led several projects of the same type with over 5 years of relevant working experience and must directly participate in the whole consulting design process, attending and reporting in the site survey, review Q & A and result presentation. To ensure that the project planning designers have an accurate understanding of the regional background of China and the related requirements, the project planning designers shall have at least one person fluent in Chinese;
(5) Before 15:00 of July 20, 2021 Beijing Time, the applying design agency or consortium shall submit the complete application materials for this international consultation to the designated place, marking on the envelope “Application Materials for International Consultation on Urban Design of Key Urban Renewal Unit of Shajing Avenue Area”. For the content of application materials, refer to Consulting Rules “4. Composition of prequalification application document”.
WORK RULES
“Open tender” is adopted for this international consultation:
First stage – Prequalification: With overall consideration on the applicant achievements and experience, proposed project team members and experience, company qualification and industry reputation, the Host will set up the prequalification review committee according to the law and select 6 shortlisted agencies (without ranking) and 2 alternative agencies (with ranking) at the prequalification stage to enter the stage of urban design scheme.
Second stage – Urban design scheme: 6 shortlisted agencies will submit urban design scheme. The Host will set up a jury panel according to the rules and regulations to select non-ranking top three winners and recommend to the Host. Based on the full respect on the review opinions of the experts, the Host will discuss to determine the ranking of the top three winners.
Third stage – Consultation result development: Based on the full respect on the review opinions of the experts, the Host will determine the ranking of top three schemes. The design agency or consortium getting the first prize and history activation award will be taken as one of the design agencies for international consultation result development, and collaborate with each special planning team for each specialty regarding the key urban renewal unit of Shajing Avenue area, to jointly form the urban design development result for key urban renewal unit of Shajing Avenue area (The extent of design and work content shall conform to the Guidelines for Reconstruction-oriented Urban Regeneration Unit Plan of Shenzhen (2018 Edition) about the requirement for special study content of urban design).
Prizes
First prize (1) winner will get bonus of US$464,100 (RMB3 million) and development fee of US$154,700 (RMB1 million).
Second prize (2) winners will get bonus of US$232,000 (RMB1.5 million) respectively.
Third prize (3) winners will get bonus of US$154,700 (RMB1 million) respectively.
Besides, one history activation award will be selected, with the winner getting US$123,760 (RMB0.8 million) history activation development fee.
