Project overview

1. Project Background

Located in the central urban area of Jinhua City, Zhejiang Province, as the core block of Jinhua Economic & Technological Development Zone, Jinhua Central Innovation District (South Zone) carries the important mission of Jinhua’s opening-up and development of high-tech industries, and serves as a key strategic platform for Jinhua to fully integrate into the Shanghai-Hangzhou-Jinhua Development Belt and build the innovative technology transformation base at the south wing of the Yangtze River Delta. Through the construction of R&D centers, headquarter bases, laboratories, research institutes and other industry resources, it assists in-depth integrated development of real economy and scientific innovation resources, promotes functional rebuilding and urban renewal in the urban area of the Central Innovation District (South Zone), and builds the District into a driving engine for Jinhua’s industry transformation and a vitality source of technological innovation, as well as a demonstration district of the city’s technological innovation platform, a pilot district of industry transformation and a demonstration district of ecology and livability.

Lying at the central scientific innovation core of the Central Innovation District, the Central Innovation District (South Zone) Jinchuang Green Valley Landmark Project is one of four cores in the planning structure of the Central Innovation District. As the urban green axis perfectly blending financial scientific innovation and ecology, it follows the guidance of national green building, energy saving and emission reduction policies, with a view to building a regional landmark architectural complex and forming three-dimensional and intelligent high-quality core public space.

2. Project location

Located in the east of Central Innovation District (South Zone)-the southwest side of the city proper of Jinhua City, Zhejiang Province and the west of Huhaitang, the Project reaches Desheng Street in the east, Xianhua South Street in the west, Shifeng Road in the north and Xianyuan Road in the south.

3. Project location

  1. Overall positioning: Jinhua south parlor, new city landmark.
  2. Overall objective: Relying on the landmark of 12 towers, build a headquarters economy agglomeration of scientific innovation industry and modern service industry, maximize ecological resources on the basis of environmental advantages, realize the agglomeration of innovation elements and the polar nucleus of urban service, demonstrate high-end industry introduction, and establish a new gateway in the south of Jinhua City and an urban innovation parlor.
  3. Functional positioning:

1) Scientific innovation center, smart west bank, pilot area of Central Innovation District;

2) City district with scientific innovation industry, headquarters economy, residence and living, business, cultural tourism and leisure as main functions;

3) Create a model for the development of industrial and ecological integration areas.

 

Design contents

1. Design scope

10 plots of Jinhua Central Innovation District (South Zone) Jinchuang Green Valley (the numbers of these 10 plots in the current regulatory plan are: ZX-30-07-08, ZX-30-07-09 , ZX-30-07-10, ZX-30-07-11, ZX-30-07-13, ZX-30-07-16, ZX-30-07-18, ZX-30-07-20, ZX -30-07-14, ZX-30-07-15), the specific information is as follows:

2. Competition stage

  • The conceptual design of Jinchuang Green Valley: The total land area is about 235,000 square meters, and the total building area is 1,303, 640 square meters, of which the capacity area is 800,292 square meters, and the total underground space development area is 503,348 square meters (Note: the total underground space development area of Jinchuang Green Valley project is based on the balance of unit A-2 in the Underground Space Planning of Jinchuang Green Valley core area, including the underground area of plot ZX-30-07-12), including but not limited to the relevant strategies for determining the overall framework of superior planning connection, ecological environment, etc.; as well as the coordination of functional composition, the spatial layout of building groups, the creation of featured space, the optimization of the skyline, the street building interface, and the architectural style characteristics based on design research of meso and micro-scale urban style. According to the analysis of the business formats of Jinchuang Green Valley in the industrial planning, the plan layout of the main functions of the building is carried out to coordinate and unify the internal functions and external forms of the building.
  • The architectural schematic design of Jinchuang Green Valley Phase I: Three towers with serial numbers of ZX-30-07-10, ZX-30-07-11, ZX-30-07-13 in the current regulatory plan  (plots ④ , ③, ⑤): the total land area is about 43,000 square meters, the total capacity area is 202,000 square meters and the underground space area shall be balanced and planned according to the underground space planning of Jinchuang Green Valley Core Area.
  • The design development content of the first-place winner: From the development design of Phase I architectural scheme to schematic design phase, the development should reach the depth of scheme construction application (architecture specialty reaches the depth of preliminary design), and cooperate with the Host in completing the scheme construction application work (Among them, the basement design shall be undertaken separately by the general control design agency). Subsequently, the first-place winner should cooperate with the preliminary design, construction drawing design and consultancy work in the construction phase. (For details, please refer to the Design Brief). If the first-place winner(consortium) does not have the project construction application qualification, it may independently entrust a domestic agency with the construction application qualifications to complete the construction application work.

 

Requirements for application

A. The international competition will adopt “open application” without qualification restrictions. Units with relevant design experience from home and abroad may apply for participation. Application agencies should be independent legal person enterprises or institutions legally registered at home and abroad with valid business licenses or business registration certificates.

B. Consortium with no more than 2 members is allowed. In addition, each consortium member is not allowed to make duplicated applications either by himself/herself or by joining a different consortium with other design agencies.

C. Applications submitted by individuals or a group of individuals are not accepted.

D. Priority will be given to teams with similar design experience:

  1. a With rich design experience in large complexes of urban core areas;
  2. Experience in super high-rise building design;
  3. Experience in hotel design;
  4. Having won major international or domestic design awards.

E. The planning and design personnel participating in the international competition should be the personnel on the payroll of the design institution. The chief designer must be the truly responsible person of the Project, and needs to join the whole process of the International Competition, and participate in the Q&A meeting and review report. In order to ensure an accurate understanding of the background of Chinese region and relevant requirements, the Project planning and design personnel should include at least one member proficient in Chinese.

F. The open application design agency (consortium) will provide prequalification application documents as per Requirements for Prequalification Application Documents, which include application materials and a concept design (the conceptual understanding of the Project). The conceptual proposal may adopt various forms to express the core concepts and ideas of the design, not exceeding ten pages in content. (See 3.1 of the Pre-qualification Documents for specific requirements.)

Competition rules (including schedule)

“Open tender” is adopted for this International Competition:

  • First stage – selection of open application prequalification: The prequalification committee will conduct a comprehensive review of the prequalification application documents of the open applicants. The review content includes the industry reputation, design experience, project performance, awards, proposed project team, and concept proposal of the applicant. The pre-qualification committee will adopt the combined method of open ballot voting and scoring to select six shortlisted agencies to enter the second stage- the conceptual design and Phase I architectural conceptual schematic design. At the same time, 2 alternative participating agencies (with ranking) will be selected, and the alternative agencies will substitute in order when the shortlisted agencies withdraw.
  • Second stage – the conceptual design and Phase I architectural conceptual schematic design: 6 shortlisted agencies will submit design scheme. The Host will set up a jury panel according to the rules and the top three winners (without ranking) are selected by voting and recommend to the Host.
  • Third stage – determining the winner: Based on respect toward opinions of the scheme review jury, the host ranks the top three places via voting.

 

Schedule

☆ All the time mentioned is Beijing time. The Host reserves the right to adjust the schedule. In case of schedule adjustment, the Host will notify the shortlisted agencies via email.

 

Design Fee

The winner determined after review of the selection jury will receive the subsequent design development contract, with the design development fee ceiling temporarily set at RMB 12 million yuan (including tax) (about US$1,795,000). Shortlisted agencies make their own quotation according to the scheme within the upper limit price.

Specific work content: Complete the architectural schematic design and investment estimation of Phase I (three high-rise buildings), with the schematic development reaching the depth of scheme construction application (including architectural specialty reaching the depth of preliminary design, In addition, the scheme design of the basement shall be undertaken by the general control design agency), cooperate with the Host on completing planning and approval of the schematic design, and cooperate with the preliminary design, construction drawing design and construction phase work of other specialties.

 

Bonus and Design Compensation Fee

After scheme review, the shortlisted agencies conforming to the design requirements shall get the following design compensation based on the ranking and the specific information is as follows:

Project Background

 

With the historical opportunity of constructing the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen Pilot Demonstration Zone, the collaboration agreement of establishing CUHK-Shenzhen School of Medicine has been officially sighed by People’s Government of Shenzhen Municipality, CUHK and CUHK-Shenzhen.

With 6000 students enrolled, the CUHK-Shenzhen School of Medicine seeks to nurture outstanding innovative and caring medical talents with an international perspective. Drawing on the first-class educational foundation and teaching experience of CUHK School of Medicine, and fully embracing the advanced philosophy of medical schools in China and abroad, the School has identified a well-established education system covering undergraduate, master and doctoral training, and will actively explore a new model of medical education that integrates Shenzhen and Hong Kong. The CUHK-Shenzhen School of Medicine is home to three Nobel Laureate Institutes and the Shenzhen Research Institute of Big Data. In tandem, the CUHK-Shenzhen School of Medicine will give full play to the University’s research and talent strengths in the fields of Artificial Intelligence and Life Health, further integrate the medical industry with science and engineering, stimulate the development of translational medicine, and stay committed to building an international medical system with three pillars: advanced medical services, high-end medical talent training and innovative medical research.

 

Project Overview

 

The project is located in the north of International University Campus Road, Universiade New Town, Longgang District, Shenzhen City, Guangdong Province, and distributed on the north and south banks of Shenxianling Reservoir. The Universiade Station of Metro Line 3 (Longgang Line) is approximately 5.5 kilometers from the site. Besides, closing to the project site, the Universiade University City Station of metro line 21 is planned to be established at the cross of Yanlong Avenue and Longxiang Avenue, on the east side of Shenzhen Conservatory of Music.

Project Location

The project site scans an area of 211,100 sqm while the construction land area is 190,800 sqm including 148,500 sqm for south part and 42,300 sqm for north part. The left area (the area for administration) within setback lines should be 20,300 sqm.

Project Positioning

 

The CUHK-Shenzhen School of Medicine (including directly affiliated hospitals and non-directly affiliated hospitals) will be built in Shenzhen, the Greater Bay Area, with a vision to build an international excellent medical center with three pillars: advanced medical services, high-end medical talent training and innovative medical research.

 

Tender Scope

 

The total construction area for the bid design is 551,918 sqm. The site will be divided into two zones for south campus (Bid I) and north campus (Bid II). Tender for bid I should take charge of the whole process of design for south campus as well as master plan for the whole campus. Tender for bid II will be responsible for whole process design for north campus from the phase of concept design to construction documents.

The construction area of Bid I is approximate 148,500 sqm, and the gross floor area should be 380,018 sqm which indicates 371,830 sqm provisionally for new construction and 8188 sqm for existing building.

The construction area of Bid Ⅱ is approximate 423,00 sqm, and the area for administration is 20,300 sqm while the provisional area for new construction is 171,900 sqm.

Building programs include: classrooms, laboratories, libraries, indoor sports rooms, administrative office rooms, department and teachers’ office rooms, teachers and students activity rooms, halls, student dormitories, teacher dormitories, canteens, and full-time scientific research institutions, key laboratories, animal experimentation centers, continuing education rooms, teaching and exhibition rooms, industry-university-research and entrepreneurship rooms, clinical teaching and practice rooms, Red Cross emergency rescue training bases, logistics auxiliary rooms, underground garages and equipment rooms.

 

Bidding Rules

 

The project adopts the method of \”open bidding\”, which is divided into pre-qualification stage, design bidding stage and final evaluation stage.

Application Requirements

 

  • The bidding is open to bidder that should be independent legal entity or partnership or other organization.
  • The bidder is required for at least class-A qualification/certificate in Chinese architecture construction industry (Construction Engineering).
  • The project designer shall have the design license of national Grade -1 registered architect.
  • The project accepts registration in the form of consortium. Members of consortium shall meet the following requirements:
  1. There shall be no more than two members specialized in a consortium (including the leading member).
  2. The leading member of the Consortium required for at least class-A qualification/certificate in Chinese architecture design and construction industry (Construction Engineering).
  3. Each member of the consortium shall not submit another additional application neither alone or with another consortium.
  4. Members of a consortium shall sign a legally binding Consortium Agreement to specify the leading party, the division of work by design stage, and the shares and way of distribution of the design fee for each member, etc.
  • Individual or teams of individuals will not be accepted.

 

Design Fee & Honoraium (tentative)

 

  • Design fee for Bid I will be RMB 66.25 million (about US$9,857,000); Bid II will be 27.36 million (about US$4,071,000).
  • Compensation for the unshortlisted: A total of 2.3 million yuan (about US$342,000) for bid I and bid II.

Project Overview

In response to the national decision and deployment on the implementation of emission peak and carbon neutrality, to improve the efficiency of energy and resource utilization, promote the use of renewable energy, reduce the building carbon emissions, and create a good ecological environment for the construction industry, in accordance with the strategic deployment of the Shenzhen Municipal Party Committee and Municipal Government, to promote the high-quality development of Shenzhen’s modern buildings, form a new center of Shenzhen’s construction technology industry cluster, develop a new format for the entire industry chain of construction technology, use the “Belt and Road Initiative” as the engine to connect with the domestic and foreign construction markets, and establish a new benchmark for low-carbon construction technology development, the Shenzhen Construction Industry Ecological & Intelligent Valley Headquarters Base, established by the Longgang District People’s Government of Shenzhen Municipality, has come to its existence!

The Shenzhen Construction Industry Ecological & Intelligent Valley project aims at the world advanced construction concepts and technologies, takes green, low-carbon and digital intelligence as the main development direction, and focuses on the existing technological advantages to deploy three major industrial clusters of “intelligent construction”, “smart buildings” and “carbon neutral buildings”, and six centers of “corporate headquarters agglomeration, intelligent construction digital innovation, building standard formulation, green and low-carbon demonstration, smart building innovation, and technology exhibition and trading”, form a green and low-carbon city demonstration area, lead the future 100 billion-level construction industry cluster of Shenzhen City, and realize the transformation of the construction industry from production-oriented construction to green, intelligent and service-oriented intelligent construction.

Work Content

A. Design Competition Stage:

  • Urban design: about 74.6ha design scope, In which about 28.2ha of Ecological & Intelligent Valley Headquarters Base needs to reach the level of detailed urban design.
  • Conceptual architectural design (Phase I of Ecological & Intelligent Valley Headquarters Base): about 4.6ha design scope, FAR 3.9.
  • Chapter of study on green, low carbon implementation.

B. Subsequent design development content of the bid winner:

  • The bid winner needs to complete the adjustment and optimization of detailed urban design scheme;
  • As the general contractor of Ecological & Intelligent Valley Headquarters Base Phase I architectural design, the bid winner shall complete the whole process design and management;
  • Special design on green, low carbon and intelligent construction.

 

Work Focus

Build a domestic leading and world advanced building technology green valley, take three-dimensional composite and space sharing as the core concept, highlight the characteristics of being green, low carbon and ecological, and create an urban vitality space integrating production, life and ecology. Actively respond to the Shenzhen Special Economic Zone Green Building Regulations, meet the requirements of Shenzhen’s near-zero carbon emission urban pilot indicators, and focus on the implementation of four major park-level ecological technology systems, including carbon emission and energy comprehensive utilization, water resource and sponge city comprehensive utilization, smart park, and regional microclimate system. The specific requirements include but are not limited to:

All buildings meet the national green building two-star operating label requirements, key buildings shall meet the national green building three-star operating label requirements; establish the prefabricated building demonstration project; consider the highlighted demonstration of near-zero energy consumption building, LEED standard and WELL standard in this project; encourage the application of innovative technologies in this project, such as BIPV, Internet of Things, energy storage, 3D printing construction, PEDF (Photovoltaic, Energy storage, Direct current, Flexibility), etc.

 

Tender Method and Timeline

  • The method of open application + prequalification will be adopted for this tender. After prequalification, 5 shortlisted agencies will be selected to enter the design competition stage. The shortlisted agencies shall submit deliverables as per requirements of Design Brief. After the scheme review, the top three (without ranking) will be selected as the winning candidates to enter the bid award stage. On the basis of respecting the opinions of the scheme review meeting, the Tenderee will determine the ranking of the top three, and the first-place bidder will be the winner and get the subsequent design development contract. Other shortlisted agencies that do not win the bid will receive the corresponding design compensation fee according to their ranking.
  • Application conditions: ①The applicant for the bid must be a legal entity that is independently registered inside and outside China; ②Consortium is allowed, with no more than 3 consortium members; ③The applicant (consortium) must have Grade A qualification of the domestic construction industry (construction engineering) in China; ④The chief design team needs to have professionals with relevant experience in green building, low-carbon and intelligent construction.
  • Applicants shall submit application materials and draft concept on time as required. Due to the positioning and characteristics of this project, applicants are advised to focus on providing their achievements that demonstrate design and operation experience in green building, intelligence, low carbon, energy saving, and prefabricated buildings.
  • Expected tendering schedule:

Mid and late April 2022  Launch tender activities and make official announcement.

Early May 2022  Make prequalification result announcement.

End of July 2022  Submit deliverables and scheme review meeting.

Mid August 2022  Decide the bid winner.

Prequalification Announcement on International Solicitation of PROPOSALS for Architectural Conceptual Scheme of Guang Du Museum

CDHT INVESTMENT CO., LTD. (THE SPONSOR) (hereinafter referred to as the Solicitor) and SHANGHAI INTERNATIONAL TENDERING CO. LTD. (hereinafter referred to as the Solicitation Agent) are now jointly soliciting proposals for Architectural Conceptual Scheme of Guang Du Museum. In this solicitation, four (4) candidates will be selected through public prequalification process. We publicly invite design institutions worldwide with related design experience to participate and submit the APPLICATION DOCUMENTS for Prequalification.

 

The Background of Solicitation

Since March 2015, the municipal archaeological team has carried out the excavation within the scope of Xinchuan Innovation Science and Technology Park Project, with an area of 8.5 km2. One Neolithic site and more than 7,000 tombs were found, and more than 70,000 cultural relics of different materials such as pottery, porcelain, copper, iron, glass and stone were unearthed. It is particularly remarkable that a rare cliff tomb of the Three Kingdoms Period was found. 86 funerary objects and tens of thousands of coins were unearthed with high historical and artistic value.

The archaeology in Xinchuan fills the gap of Neolithic culture in Chengdu Plain and improves the archaeological cultural sequence of the Warring States Period, Qin and Han Dynasties. The unearthed tombs lasted for more than 2,000 years. It provides magnificent physical materials and historical information for exploring important archaeological topics such as the cultural exchange on the Silk Road, the social changes in ancient Sichuan, the settlements in the capital cities and the study of the culture of the Three Kingdoms Period; It can be called half of the \”general history of Sichuan\” buried underground. It has been highly concerned by leaders and society, and the major mainstream media and CCTV and other media have specially reported the archaeological achievements in Xinchuan.

 

The Procedures of Solicitation

  • Prequalification

The Solicitor and the Solicitation Agent will set up a prequalification evaluation committee to examine and evaluate the APPLICATION DOCUMENTS for Prequalification. four (4) candidates will be selected through prequalification to participate in the solicitation activities.

  • Conceptual scheme Evaluation

The Solicitor and the Solicitation Agent will set up a scheme evaluation committee to comprehensively evaluate the conceptual schemes and relevant commercial terms to rank the four (4) schemes.

  • Final Winner

  • Further Design Consultation

The final winner of the conceptual scheme will complete the architectural scheme design and investment estimation according to the entrustment of the Organizer, and cooperate with the local design institute (LDI) selected by the Organizer in the future to obtain the approval of the scheme design. In addition, the winner shall provide design coordination services to complete design development. The total amount of further design consultation is RMB 7.8 M (taxes included). The depth of architectural scheme design shall comply with the design description and drawing requirements of architectural design in the scheme design stage in the provisions on REGULATIONS ON THE PREPARATION DEPTH OF ARCHITECTURAL ENGINEERING DESIGN DOCUMENTS (2016 Edition).

Eligibility and Qualifications Requirements

  • An Applicant must have the ability to bear civil liability independently and the participation of natural person is not accepted.
  • An Applicant must have the corresponding qualifications and abilities to undertake the content of this Project:
  1. If the Applicant is a domestic institution, it must have class A (or above) qualification for professional design of Construction Engineering in the construction industry or class A qualification for an architectural firm approved by approved by the Ministry of Housing and Urban-Rural Development, People’s Republic of China.
  2. If the Applicant is an overseas institution, it must be legally registered in the country or region where it is located and have the corresponding business scope and ability of architectural design or architectural design consulting.
  3. Applicants from Hong Kong, Macao or Taiwan shall comply with the requirement of Article 2.2.
  4. If an overseas institution participates in the Project in the name of its subsidiary registered in China, the subsidiary shall comply with the requirement of Article 2.2. In addition, the supporting material to prove its relationship with the overseas institution is required.
  • Applicants must have relevant project performances similar to this Project.
  • The Consortium is accepted in this Project.
  1. The applicant may choose to participate in the prequalification alone or in a consortium.
  2. In case of participating in the prequalification in the form of consortium, the number of members of the consortium shall not exceed two (2), and one of them must meet the qualification requirements of Article 2.1 above.
  3. Each member constituting the Consortium must no longer apply for prequalification separately in its own name again, nor join other consortiums at the same time, otherwise the relevant Application Documents will be rejected.
  4. A consortium agreement shall be signed by all partners of the Consortium.

 

Obtaining of PREQUALIFICATION DOCUMENTS

  • The applicant can download the PREQUALIFICATION DOCUMENTSs on the website of Shanghai International Tendering Co., Ltd. (www.shabidding.com). Applicant who already had a registered account can log in with the existing login name and password to enter the announcement page and click the \”领购\” button in the upper right corner of the announcement page to download the PREQUALIFICATION DOCUMENTS.
  • Applicants who had not an account need to register on the website of Shanghai International Tendering Co., Ltd. (www.shabidding.com) to get the login name and password in order to download the PREQUALIFICATION DOCUMENTS.
  • The Consortium’s Application Document shall be accepted when any member of the Consortium has registered and has the download record of the Prequalification Document. There is no need to clarify the composition of the Consortium at the stage of Prequalification Document Acquisition. The composition of the Consortium shall be specified in its submitted Application Document.
  • Solicitation Agent will not accept the APPLICATION DOCUMENTS FOR PREQUALIFICATION if it is submitted by Applicant who doesn’t has a registered account and has no download record of the PREQUALIFICATION DOCUMENTS.

 

Submission of APPLICATION DOCUMENTS for Prequalification

Application documents for prequalification shall be submitted in electronic form. The electronic documents include the scanned (PDF format) and PPT format documents of the full set of original application documents sealed and signed as required. The applicant shall click the “tender document” button on the purchase page of the project on the website of Shanghai International Tendering Co., Ltd. (www.shabiding. Com) and upload the electronic documents (please note that the documents shall not be encrypted).
The deadline for submission of application documents is 12:00 on APRIL 21, 2022. The time when the applicant submits the application document shall be subject to the successful upload of the electronic document. Except for the application documents successfully uploaded before the deadline, the application documents submitted in other forms will not be accepted.

 

Solicitation Fee and Further Consultation Fee

  • The Organizer will pay a conceptual scheme solicitation fee of RMB 0.8M (taxes included) (about US$125,600) to each Participant who submitted complete and valid PROPOSAL.
  • Under the following circumstances the Organizer is entitled to refuse to pay the conceptual scheme solicitation fee:
  1. PROPOSAL is not submitted on time and completely;
  2. PROPOSAL is judged by the scheme evaluation committee not substantially responding to the requirements of the SOLICITATION DOCUMENTS;
  3. The Participant has been disqualified during the scheme solicitation period, if the qualification conditions of the Participant change and fail to meet the requirements of the above Article 6 Eligibility and Qualifications Requirements.
  • Further Consultation Fee

The final winner of the conceptual scheme will complete the architectural scheme design and investment estimation according to the entrustment of the Organizer, and cooperate with the local design institute (LDI) selected by the Organizer in the future to obtain the approval of the scheme design. In addition, the winner shall provide design coordination services to complete design development. The total amount of further design consultation is RMB 7.8 M (taxes included) (about US$1,224,000). The depth of architectural scheme design shall comply with the design description and drawing requirements of architectural design in the scheme design stage in the provisions on REGULATIONS ON THE PREPARATION DEPTH OF ARCHITECTURAL ENGINEERING DESIGN DOCUMENTS (2016 Edition).

  • The above solicitation fee and further consultation fee have included all taxes and fees that should be paid inside and outside the People’s Republic of China.

 

Other Terms

  • Intellectual Property Rights
  1. The Participant owns the copyright of the design scheme. After the Organizer and the successful Participant sign the further scheme design consultation contract, the Solicitor can use the conceptual scheme submitted by the Participant. If the project is terminated after the scheme solicitation, or the organizer employs other architects to complete the work after the scheme solicitation stage, or the Participant’s scheme fails to be selected, the Solicitor cannot use the Participant’s conceptual scheme.
  2. The Solicitor may print, publish and display the design results submitted by the Participants, and may evaluate, display and publicize the design scheme through the media, professional magazines, books or other forms, but the name of the Participants shall be indicated. With the written consent of the Solicitor, the Participants can evaluate and display the relevant contents of the design scheme through the media, professional magazines, books or other forms.
  3. Participant shall ensure that the submitted Design PROPOSAL has not infringed upon and will not infringe upon IPR (including but not limited to copyright and patents) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. Participant shall guarantee that if his Design PROPOSAL uses or includes IPR or proprietary technologies or trade secrets of others, Participant shall have already obtained legitimate, valid and sufficient authorization from the right holders. Participant shall take all liabilities arising from infringement by the Participant upon IPR or proprietary technologies or trade secrets of others.
  4. The IPRs of the basic design information (including design drawings, design materials, etc.) provided by the Solicitor during the solicitation process belong to the Solicitor and related design organizations. Participants can only use the documents aforementioned for the purpose of designing and compiling the PROPOSAL. Without written consent from the Solicitor, Participants shall not use the documents aforementioned for other engineering designs or other purposes, and shall not disclose the documents aforementioned to any third Party.
  5. The design development and construction drawing design of the project will be determined through public bidding in accordance with the bidding law of the People’s Republic of China. All valid Design Proposals received in this solicitation will not be returned.
  • Governing Laws

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

  • Languages

The language used in the PREQUALIFICATION DOCUMENTS shall be Chinese and English. In the event of any discrepancy between Chinese and English, Chinese shall prevail. APPLICATION DOCUMENTS for Prequalification and the correspondence and documents related to this solicitation between Participants and the Solicitor shall all be drafted in Chinese. Another language can be used for the proof documents and printed materials that Participants provide along with the APPLICATION DOCUMENTS, but the version with Chinese translation shall be attached thereto.

  • The final right of interpretation of the solicitation and related documents is held by the Solicitor.

Project Overview

Project Location

The project is located in the key urban renewal unit of Xinqiao East Area, Xinqiao Subdistrict, Bao’an District, between Shangnan Avenue and Changliupi Road, adjacent to Hengchangrong High-tech Industrial Area on the west side, and Changliupi Reservoir and Wangtian Mountain on the east side.

The project covers an area of 42,057.11 sqm, with a gross floor area of about 90,000 sqm. There are 48 classes and 2,400 posistions. The total investment of the project is estimated at RMB 720,000,000. (The final amount shall be subject to the approved budget estimate). According to the construction arrangements of educational facilities in Shenzhen, the construction period of the project is about 2 years, and it needs to be basically completed on May 30, 2024.

 

Project Site

This project will implement the requirements of the Municipal Party Committee and Municipal Government to accelerate the construction of high schools, and apply advanced teaching philosophy and high construction standards, aiming to build a characteristic campus integrating ecology, green, humanity and intelligence and a domestically first-class school of high standard, high level and classic quality.

Tender Content

Major scope of work includes the preparation of project feasibility study report, schematic design, architectural design development, construction cooperation and service, assistance in construction application, and so on. The specific work includes, but is not limited to, all design work and the preparation of project feasibility study report of the following aspects, that is, general planning, pile foundation, civil air defense, architecture, structure, water supply and drainage, electrical, ventilation and air conditioning system, gas, intelligent (including intelligent campus) system, fire protection system, BIM, energy saving, green building, soil and water conservation, sponge city, landscape engineering, outdoor engineering, decoration, municipal facilities, external power supply, indoor and outdoor guide design. If the bid winner is not qualified to part of these service, specialist sub-contractors are required.

Note: the tenderee has the right to adjust the contents of the work according to the approval of the project.

 

Tender Process

The project adopts open bid (pre-qualification), including Stage 1 Pre-qualification, Stage 2 Design Competition and Stage 3 Final Evaluation. Unshortlisted bidders will be compensated.

  • Pre-qualification phase

All design teams can apply by submitting pre-qualification application documents (company profile, team strength and similar experience, and draft concept).

The qualified anonymous conceptual proposal will be numbered and evaluated with open vote until 7 shortlisted bidders without ranking and 2 alternatives with ranking are selected.

The 7 shortlisted bidders should submit Bidding Participation Confirmation in time. If one of the 7 shortlisted bidders quits the bidding of the design competition stage, the alternative bidders shall be replaced in order.

If the bidder who has submitted Bidding Participation Confirmation withdraws due to nonforce majeure, the tenderee shall have the right to refuse the bidder to participate in the tenderee’s other project bid in the future.

  • Design Competition Stage

The 7 bidders shall submit deliverables in accordance with the requirements of the design brief. Only ONE scheme of bidding documents is allowed from each bidder.

The tenderee will organize Scheme Review Committee by law. The jury members will evaluate the anonymous proposal with open vote, and recommend 3 shortlisted without ranking to the final evaluation.

  • Final Evaluation Stage

Method of Final Evaluation: Voting method (direct voting method with a majority of the votes)

A final evaluation committee shall be set by the tenderee to determine the winner from the 3 finalists recommended by the scheme review committee.

Application Requirements

The bidder applicant must be an independent legal entity or partnership or other organization.

If the winning bidder does not possess the Engineering Design Integrated Qualification Class-A, the winning bidder shall entrust a qualified Chinese unit to ensure that the scheme and preliminary design meet the requirements of relevant domestic and Shenzhen norms, regulations and administrative examination and approval departments. Before signing the contract, the winning bidder shall submit the performance of the proposed entrusted enterprise and the team to the tenderee for confirmation.

This project accepts consortium bidding, and the bidding partners in the consortium must meet the following requirements:

  • One consortium shall include no more than 2 members (including the leading member).
  • Members of the consortium may not register individually or as part of another consortium.
  • The consortium members must sign a Consortium Agreement and clarify the leading member, division of labor between the two parties in each design stage, and design cost allocation ratio, distribution method, and other aspects.

Individual or teams of individuals will not be accepted.

 

Design Fee

The control price of the tender is RMB 6,680,900 (about US$1,050,000), including RMB 650,900 (about US$102,300) for the preparation of project feasibility study report, with reference to Circular of the State Planning Commission on Issuing Interim Provisions on Consulting Fees for Preliminary Work of Construction Projects (calculated by Price [1999] No. 1283, and floating by 10%), and RMB 6,030,000 (about US$948,000) for schematic design and architectural design. The tender adopts a fixed quotation (no floating, no bidding).

The project offers compensation to the unshortlisted. 2 Applicants who enter final evaluation stage, but not the bid winner, will be compensated RMB 300,000 (about US$47,100) each. The 4 pre-qualified applicants that fail to enter the final evaluation stage will be given RMB 150,000 (about US$23,500) each. The total compensation fee is RMB 1,200,000 (about US$188,600) tax included, will be paid by the tenderee.
