Public Solicitation of Guangzhou Airport Central Business District Design Works Project

In order to implement the development strategy of the Guangdong-Hong Kong-Macao Greater Bay Area, it’s imperative to bring into play the role of Guangzhou Baiyun Airport as an international aviation hub, and accelerate the construction of Guangzhou Airport Economic Demonstration Zone that are important growth poles for Guangzhou’s economic development. The Guangzhou Airport Central Business District project (hereinafter referred to as the \”project\”) shall be constructed with high quality and high standards. Therefore, the public solicitation of design works for the Guangzhou Airport Central Business District project invites interested bidders to register their interests whereby highly competent and experienced companies will be selected to participate in the bidding process.

Project Background

The project site is located near Gaozeng Station of Metro Line 3, next to the FBO Business Aviation Base, about 3 km away from Baiyun Airport Terminal T1, and about 2 km away from Terminal T3 (under construction). The project will cover a total area of about 770,667 square meters, with a total construction area of about 1.502 million square meters and a total investment of about 12.835 billion yuan.

The project plan is to create a world-class airport cum expansive business district with conference and exhibition as its core main functions, integrating commercial, hotel, and office functions, focusing on the development of aerospace equipment, high-end intelligent equipment, biomedicine, information technology, cultural, sports and tourism related exhibitions. The project plan will include the building of the Guangzhou Airport Economic Demonstration Zone Exhibition Hall, Incubation Center, Service Center, Government Affairs Center, Civic Center, as well as setting up a headquarters office, high-end retail (duty-free shopping) and a functional area offering a full suite of government services, catering towards business, leisure, conference, exhibition and trade industries that showcases the modern and international image of the airport.

Location

The research scope of regional spatial relations: east to Liuxihe, south to Huaguan Expressway, west to Daguang Expressway, north to Hengshiliu Road, covering an area of about 47 square kilometers (refer to the yellow border area).

The scope of the Central Business District and its surrounding areas: east to Gaozeng Village and Mingxing Village, north to Baiyun International Airport South Work Area, west to Aigang Village, and south to the planned Airport Avenue (refer to the red border area).

The scope of the Central Business District project: north to Yingbin Avenue, south to Planning Airport Avenue, east to Fanghua Highway and Airport Expressway (refer to the blue border area). The project involves 2 plots of land, with a planned total land area of about 770,667 square meters.

Design Content and Scope

The design is divided into two areas, namely the research of regional spatial relations and conceptual architectural design plan.

( I ) Research of regional spatial relations

The research of regional spatial relations primarily focuses on the study of spatial relations between the airport aviation hub area and the international business gateway functional area, which covers an area of about 47 square kilometers (refer to the yellow border area in Figure 1) from the Liuxi River in the east, the Huaguan Expressway in the south, the Da-Guang Expressway in the west, and the Heng-Sixteen Road in the north, inclusive of the existing buildings (T1, T2, T3 (planned) terminals, FBO business aviation bases, international business gateway area and natural villages, etc.), airport runways and routes, and natural environments (mountains, water systems, etc.). In alignment with the strategic positioning of the Guangzhou Airport Economic Demonstration Zone, the blueprint of the central business district project will be the creation of a multifunctional central business district and its surrounding areas – eastwards till Gaozeng Village and Mingxing Village, to the south working area of Baiyun International Airport in the north, to Aigang Village in the west, and to the planned airport avenue in the south (refer to the red border area in Figure 2). The project will create a high quality standard central business district with a global perspective, taking into account of the current situation and development requirements of the Guangzhou airport and area characteristics of Baiyun International Airport which includes functional layout, traffic, spatial form, public space, and underground space design, et cetera.

( II ) Conceptual architectural design plan

To carry out the conceptual architectural design of the central business district project, the plan must realise the extensiveness of the conceptual architectural plan.

The project extends to Yingbin Avenue in the north, Airport Avenue (planning) in the south, Fanghua Highway and Airport Expressway in the east. The project will cover a total area of about 770667 square meters, with a total construction area of about 1.502 million square meters. (refer to the blue border area in Figure 2)

The conceptual building plan should take into account the scale and proportion of the conference, exhibition, office, hotel, shopping mall, entertainment and other integrated service functions. The design should focus on the improvement of landscape environment, spatial coordination, and the optimization of regional traffic, integrating the concepts of smart city and sponge city. Creation of a world architectural icon with regional characteristics, and encourage the adoption of international advanced ecological green, parametric design and other forward-looking and practical architectural design concepts.


The conceptual building plan includes graphic design, vertical design, main building floor plan, building cross-section plan, building elevation design, main building materials, landscape design, traffic organization and project investment estimates.

( III ) Work content to be must undertaken by the winning bidder:

Include but not limited to the urban design, planning design, architectural design, landscape design, municipal and public supporting facilities design of this project.

The design stage comprises the design work of various disciplines, including but not limited to the planning design, schematic design, preliminary design, construction drawing design, BIM design, as-built drawing preparation and other stages of design work.

( II ) Information Requirements

2. The cover page should be marked with the name, contact person and contact details of the company, and signed or stamped with an official seal.

IV. Time and Method – Submission of materials

( I ) Deadline for submission of application materials: 17:00 on September 18, 2020.

( II ) Submission Method: The application materials shall be emailed to ‘gzkgswq2020@163.com’ in electronic format.

Selection of Inviting Bidders

( I ) Solicitation requester will form a review committee, that will organize a centralized review after the submission deadline for information. The review committee will determine no more than 10 bidders to be invited by voting after a comprehensive review of the information submitted by the invited bidders.

 II ) The invited bidders shall submit the documents according to the requirements of the tender documents, and be compensated with 1 to 2 million Yuan for the design plan after passing the evaluation.

( III ) If the invited bidders do not have the relevant qualifications, they shall form a consortium with companies with possessing Class A qualification in comprehensive engineering design, Class A qualification in engineering design for the construction industry, or Class A qualification in professional design for the construction industry (construction engineering) to complete the design task together.

Note: This project intends to issue an announcement on September 22, 2020, and the invited bidder must form a consortium with qualified companies to become an official bidder before September 23, 2020.

International Architecture Design Competition for Xiamen New Airport Area

Project Background

In June 2019, Xiamen New Airport was approved by the State Council and the National Development and Reform Commission, kicking off a new round of comprehensive development and construction. As an important regional integrated transportation hub and a major airport for exchanges with Taiwan, Xiamen New Airport Area will become an important engine to drive regional development, taking the lead in regional upgrading and development.

Xiamen Municipality has included the construction of Xiamen New Airport in key projects of the strategic Belt and Road Initiative. Xiamen is located at the eastern end of the 21st Century Maritime Silk Road, covering most parts of East Asia, Southeast Asia and South Asia within its 3,000km aviation radius and enjoying unique advantages in ports, trade, investment, overseas Chinese, culture, history and people-to-people exchanges, etc. Xiamen New Airport will serve as a regional hub and an important gateway airport. The construction of the new airport area will contribute to the connectivity and common prosperity of China and Southeast Asia, South Asia and the Indian Ocean, further facilitating the implementation of China’s open-up strategy and the building of a strategic pivot city of the 21st Century Maritime Silk Road.

The new airport area, as a regional integrated transportation hub and economic & cultural center, is sited 1 hour away from the urban core of Quanzhou and Zhangzhou and 2.5 hours away from all areas of the three central cities of Haixi Economic Zone, i.e., Xiamen, Zhangzhou and Quanzhou. The construction and operation of Xiamen New Airport will promote the joint development of infrastructure and industries etc. in the three central cities.

As China’s important port for foreign trade and window for opening up, Xiamen is tasked with multiple reform missions such as the Special Economic Zone, and the Pilot Free Trade Zone. Xiamen Special Economic Zone, established for Taiwan, focuses on Taiwan-related initiatives, which is not only an important historical mission entrusted by the Central Government but also a major advantage and potential for Xiamen’s development. Xiamen New Airport, as a major airport for cross-strait exchanges, will be developed into an important carrier for cultural exchanges and coordinated development between Fujian and Taiwan in the future, further promoting cross-strait cultural exchanges and integration, and driving cross-strait industrial cooperation and common prosperity.

Project Location

Xiamen New Airport Area is sited at the southernmost tip of Xiang ‘an District, Xiamen, about 25km away from downtown Xiamen, 44km away from downtown Quanzhou, 72km away from downtown Zhangzhou, and 5km away from Jinmen Island. It is an important node on the urban development belt around Xiamen Bay Area.

Work Content

The design scope of the Competition consists of general urban design scope and key area urban design scope.

General urban design scope

The general urban design scope includes Lianhe, Caicuo, Dadeng, Airport land reclamation area and Xiaodeng Island. It is defined by Xiang’an South Road on the north, airport boundary on the south, district boundary on the east, and branching stream waters on the west, covering a total land area of about 62 km2

Key area urban design scope

The key area, ranging between 10 and 15 km2, can be defined within the general urban design scope, according to the designers’ own planning concepts. The preferred key area urban design scope includes but is not limited to the areas along the major roads to Xiamen New Airport (Jichang Avenue, Xidong Road, Airport Expressway), coastal areas, and both banks of Dadeng north waters.

Registration Requirements

Comprising two phases, namely, open call and selection of design teams, as well as proposal preparation and evaluation, the Competition intends to solicit design teams from home and abroad to submit registration documents and conceptual proposals as per the Work Rules and Design Brief of the Competition. Six design teams will be selected through the expert evaluation meeting organized by the Hosts to proceed to the subsequent phase of proposal preparation and evaluation.

The Competition sets no qualification requirements. Both domestic and foreign design firms may register for the Competition. Registration in name of consortium is acceptable and there is no limit on number of its members. Registration by individuals or teams of individuals will not be accepted. No members of a consortium are allowed to register again either as an individual design firm or as the member of another consortium.

Design teams, either from home or abroad, must be an independent legal entity with legally registered and effective business license. For two or more legal entities that have one same legal representative, their parent companies, wholly owned subsidiaries and holding companies are not allowed to register for the Competition at the same time.

Design teams with the following project experience will be given prioritized consideration:

Multi-disciplinary research ability and practical experience in urban design for airport areas, transportation hub areas, key areas, and coastal cities;

Extensive design experience in urban planning, urban design, building appearance, and public spaces, etc.  

WORK RULES

The Competition includes two stages, namely open call and selection of design teams, and proposal preparation and evaluation.

Note: The timetable above is subject to Beijing Time. The Hosts may adjust the dates and the ways to conduct site visits, Q&A meeting and evaluation meetings as may be necessary.

Prizes

Design teams will provide eligible submissions within given time frame in accordance with the requirements specified in the Competition Documents. The Evaluation Committee will review and rank the design proposals submitted by the six selected design firms which will be awarded the following honoraria (tax-included):

The First Prize (1 winner): RMB 6 million (¥6,000,000.00), including RMB 4 million (¥4,000,000.00) as compensation and RMB 2 million (¥2,000,000.00) for subsequent proposal consolidation;

The Second Prize (1 winner): RMB 3 million (¥3,000,000.00);

The Third prize (1 winner): RMB 2 million(¥2,000,000.00);

Other finalists (3 winners): RMB 1 million each (¥1,000,000.00).

Xiamen New Airport is sited on Dadeng Island and the reclamation area in Xiang’an District. It is 25 km away from downtown Xiamen, 44 km from downtown Quanzhou, 72 km from downtown Zhangzhou, and 5 km from Jinmen Island. As an important regional integrated transportation hub and a major airport for exchanges with Taiwan, Xiamen New Airport will become an important engine to drive the regional development. With the launch of the new airport construction, the surrounding areas will also usher in a new era of development.

Host by Xiamen Airport Area Headquarters Office and Xiamen Municipal Natural Resources and Planning Bureau, the Competition aims to solicit future-oriented, open and innovative urban design concepts, jointly explore the development solutions for the new airport area, and establish the urban image of the new airport area as an “international gateway, aerotropolis and future city”.

Work Content

(1) Key area urban design scope: The design scope includes the areas along the major roads to Xiamen New Airport (Jichang Avenue, Xidong Road, Airport Expressway), key landscape gateways/nodes and coastal areas, CBD and both banks of Dadeng north waters, covering a total land area of about 15 km2. (Key design scope, which includes but is not limited to the above areas, is subject to rational adjustment by the designers based on their own planning concepts)

(2) General design scope: The general design scope includes Lianhe, Dadeng, Caicuo, Airport land reclamation area and Xiaodeng Island. It is defined by Xiang’an South Road on the north, airport boundary on the south, the boundary of Xiang’an District on the east, and branching stream waters on the west, covering a total land area of about 62 km2.

Registration Requirements

The Competition is open to registration and sets no threshold for design qualification. Registration in the form of the consortium is acceptable, while that in the name of an individual or group comprising individuals will not be accepted. Design firms with experience in the following similar projects will be given prioritized consideration:

  • Comprehensive research capacity and practical experience in urban design for airport areas, traffic hub areas and key areas;
  • Rich design experience in urban planning, architectural appearance and style, and public spaces, etc.

WORK RULES

The Competition comprises of two phases, i.e., design team selection and competition. It is planned to solicit design firms from home and abroad to participate in the Competition. The Prequalification Committee, after the prequalification process and evaluation of the submitted conceptual proposals, six design teams will be shortlisted to proceed to the subsequent competition phase.

After the final design submissions are provided by the shortlisted six design firms, an evaluation meeting will be conducted, for which an Evaluation Committee comprising experts and the Hosts’ representatives will be established to evaluate and rank the design submissions of the six design teams.
