In order to further build a beautiful China, the CPC Zhejiang Committee and Zhejiang Provincial Government issued the Decision on Building a Beautiful Zhejiang to Create a Better Life and Opinions of the General Office of the People’s Government of Zhejiang Province on Accelerating the Building of Modern and Beautiful Counties in 2014, defining a new urbanization path of “people first, synergistic development of four modernizations, optimized layout, ecological civilization, and cultural heritage,” and proposing goals such as building a pilot area of the beautiful China initiative and a role model of Jiangnan water towns, and reflecting the charm of “poetic and picturesque Jiangnan,” etc. In doing so, we aim at building modern and beautiful counties with Jiangnan features and Zhejiang characteristics, and realize the beauty of green ecological environment, planning and design morphology, complete facilities and functions, suitability for living and working, and social stability and harmony.

Under the context of regional coordinated development, Dongyang should rely on its transportation road network that matures gradually, actively integrate into the regional economic network dominated by Jinyi Metropolitan Area, build a new fulcrum for the integrated development of the metropolitan area, share same-city development with Yiwu, complement each other’s advantages, and work together to build an economic belt in the metropolitan area, so as to build Dongyang into a modernized city with complete functions and comprehensive development, a provincial-level renowned historical and cultural city, an advanced manufacturing base in central Zhejiang and an ecological and livable land, a pilot site for transformation of cultural advantages, a demonstration area for reform and opening up coordination, and a template place for high-quality transformation and development.
In order to enhance the scientific and reasonable territorial space planning of Dongyang City, effectively guide the urban development of Dongyang City, lead the future urban construction, and realize the preparation requirements of “operable, experiential and supervised urban design,” the CPC Dongyang Municipal Committee and Dongyang government put forward the overall regional planning of overall urban design. Detailed urban design scope in the solicitation stage, in accordance with the key areas scope of the downtown area (no more than 12 square kilometers in total) defined by the design units in Stage II of the design solicitation, is determined by the expert group and the Host in a comprehensive manner, with a total area of about 12-15 square kilometers.
ii. In the solicitation, the design development scope of the selected unit is from the junction between Dongyang and Yiwu to Zhanqian Road of Jinhua-Ningbo Railway, from Nanshan Mountain to Beishan Mountain (including Shanglu Block and Civic Center Block), with an area of about 84 square kilometers.

Nowadays, due to industrialization-driven urbanization and rapid economic growth, bottlenecks and problems of urban development have gradually emerged with the rapid expansion of construction framework of Dongyang downtown area, such as vague spatial mode of landscape city and gradual inundation of urban culture; urban functional plates are loose and not compact enough; urban image and style are inferior and lack of iconic urban business cards; the construction of urban industrial platform is poor with implicit space of three industries; the areas along the Dongyang River only focus on the construction of the landscape belt but lack an overall landscape coordination of the two banks of one river, and the vitality needs to be improved, etc. All these problems are constraining the further upgrade of the overall quality of Dongyang City.
The solicitation should be based on the three districts and three lines initially demarcated in the City’s current land spatial planning scheme, and focus on solving, but not limited to, the aforementioned problems. Through problem sort-out, target positioning, strategy formulation, action plan, project library and economic estimation, it will provide the orientation for Dongyang’s future urban development and guidelines for statutory plan revision, urban renewal and near-term development and construction. Focus on the control of environmental pattern and spatial system, with attention paid to undertaking the relevant mature plot planning at the same time and integration and interpretation carried out from the perspective of urban design.
Combined with the city image shaping action and space optimization design like acupuncture, delve into natural ecological features and historical and cultural characteristics of Dongyang City. In recent years, Dongyang has done massive planning work on urban transformation and development and blueprint conception. At the same time, a large number of corresponding special research work is also being carried out in an orderly manner, including the layout planning of various cultural, educational, sports and health facilities based on urban construction, the green space system planning based on the construction of public open space system, the road network special planning that outlines the future traffic network at the macro level, and the action planning of renowned historical and cultural city targeting the old town of Wuning, etc. At the more micro level of plot development and construction, combined with the needs of market-oriented operation and government operation management, a large amount of detailed design and research work of small and micro plots has been carried out, fully reflecting the enthusiasm and foresight of government administration departments.

Adhering to the people-centered design concept, tracing back the path of Dongyang’s ancient city operation, with natural ecology as the basis, “Sanxiang” culture as the soul, characteristic industries as the source, and citizens’ experience as the orientation, clarify the image positioning of the development of Dongyang’s downtown area, formulate the overall urban design space framework, overall landscape framework, morphology pattern, public space system and style positioning and other overall urban design strategies, in a bid to create a livable space that shows distinctive features, inherits the old while accepting the new and is oriented toward people for Dongyang in the future.
b. Downtown area key areas detailed urban design
With organic integration inside and outside the areas, complementary functions and coordinated integration of spatial outlook as the core goal, formulate the principles and key points of the spatial order, scale and environment of Dongyang’s downtown area key; build the planning structure, functional arrangement, transportation organization, open space, underground space, building height control and other overall space systems of the Downtown area key, including the design guidelines for spatial organization, environmental landscape, architectural style and municipal facilities of key plots. Arrange plot division and development control indicators of each plot, and carry out refined design for the open space and public nodes, architectural morphology and landscape of key areas.
Applicant’s qualification requirements
The applicant must be an independent legal person enterprise or institution legally registered at home and abroad. The domestic unit must provide a valid business license (a photocopy affixed with official seal), and the overseas unit must provide a valid business registration certificate (a photocopy affixed with official seal). The parent company, wholly owned subsidiary and its holding company of the legal person whose two and more legal representatives are the same person must not apply at the same time.
Qualification requirements: applicants must have a Grade A qualification certificate for urban and rural planning (a photocopy affixed with official seal); applicants (at home and abroad) without Grade A qualification certificates must form a consortium with at least one domestic unit having Grade A qualification certificates for urban and rural planning to apply.
The Project allows consortia to apply. Consortium members must not exceed three. All consortium parties must not participate in the solicitation event in their own names separately or form a consortium with other units. The institutions applying as a consortium should sign the consortium agreement. The application of individuals and individual groups is not accepted.
The applicant should have one or more overall urban design and detailed urban design project achievements, and should provide the bid-winning notice and contract (the contract should at least include the first page, signature page, project overview and other key description pages, photocopies affixed with official seals).
The domestic applicants should not be included in the list of dishonest persons subject to enforcement, the list of parties involved in major tax violations, and the list of serious violation records of law and dishonesty in government procurement, provide screenshots of the inquiry results on the websites of Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp. gov.cn) and affix them with official seals.
The design personnel participating in the Project should be the personnel on the payroll of the design institution. The chief designer must be the actually responsible person of the Project, and join the whole process of this international solicitation, including on-site visit, deliverables report, and review Q&A, etc. In order to ensure an accurate understanding of the background of Chinese region and relevant requirements, the Project planning and design personnel should include at least one member proficient in Chinese.

Z Residence is a luxury house in Tokyo, Japan. 2 kilometers from the Tokyo Tower, this three-story property is nestled next to the Arisugawa-no-miya Memorial Park. Tomo from SAAD is one of our friends in Japan, this time, he requested our 3D team to create 10 renders to show the majestic interior design.
Interior Rendering Process for Z Residence
#Stage 1: Briefing
As we mentioned millions of times, a good 3D rendering brief can be the accelerator of a project. To help the 3D team work fast and efficiently, we will take this project as a good example of how to provide a 3D rendering brief. Tomo, as we collaborated many times since 2016, is the expert in briefing. Here is the clear, concise brief with accurate and detailed information:
A Rhino model. A basic model that has the spaces created. It needs further refinement.
The elevations. Since it is an interior project, we don’t actually need information of the exterior design. However, understanding the whole picture is necessary to creating accurate interior images.
Floorplans and Views. Tomo kindly marked the camera angles, aka the views, in the floor plans. We’ve got all floorplans for three floors, the basement, and the roof. In total, we needed to create 10 images, which are: one entry, two pool, four master room and ensuite, one kitchen, one living room, and one dining room.
Material board. This material board outlines various materials as well as names and textures of different parts of the building, both exterior and interior.
Furniture layout. Because the model has no furniture for most of the rooms, this file marks details of furniture including location, design, brand (if available), color, and reference images.
Landscape plan. Since some of the views include outdoor scenes especially the garden, we’ve received the landscape plan for the garden. In this plan, the plantations are listed clearly with reference images.

After studying these files, our 3D modeler started to create the 3D models for this interior space.
#Stage 2: 3D Modeling
At AIMIR, we use 3ds Max to create 3D models for most of the times. A stunning 3D model is the key to make the work stand out.
The first thing we did was to input the Rhino model into the 3ds Max, sorting the lines, materials, and geometry, fine-tuning it. One of the key things to keep in mind in this step is to create with a clear picture of the whole project in mind. This will keep our 3D modeler stay focused on the aim.
This time, we paid great attention to the lighting and shading while creating accurate models. This is because proper lighting and shading are of great help for making models look realistic. For this luxury house with many large windows, we believe it is vital to use lighting and shading techniques. In the end, we shared ten views in the 3D model and Tomo was happy with them so that we could move forward to next stage.

#Stage 3: Applying Materials, Textures and Lighting
In order to create photorealistic scenes, our 3D artists firstly selected the materials and textures strictly based on the material board. At the meantime, set or adjust the lighting according to the scenes. Eventually, the colored drafts were completed and shared.
When we shared the colored drafts to Tomo, he replied back with comments. Especially, he wanted to:
Change the finishes of marble walls, benchtops, cabinets to matt;
Make the color of the glass darker;
Change the color of the pendants;
Add white appliances such as Miele microwave and oven.
In the meanwhile, we adjusted the drafts with the help of these comments. Soon, we moved to the next stage.
#Stage 4: Rendering and Post-production
In this stage, our 3D artists refined the scene to make it more realistic by rendering and post-production. During the process, the scenes were rendered in the rendering software and then added or adjusted the details in Photoshop. Furthermore, Tomo’s comments for the drafts are as below:
Adjust the concrete wall texture;
Add steel entrance door;
Change a couple of décors such as the carpet and blanket.
After all of the comments were modified, we shared the drafts to Tomo. He approved them and loved the images a lot. To specify this process, our professional project manager and art director was involved. Project Overview
Located at 18 degrees north latitude, Sanya is the southernmost tropical coastal city on Hainan Island, China. Sanya Yazhou Bay Science and Technology City is located in the west of Sanya, with a planned area of 26.1 square kilometers. The site of this international competition is located in the Deep Sea Science and Technology Zone of Sanya Yazhou Bay Science and Technology City, adjacent to the coast of Yazhou Bay, with unique location and excellent landscape conditions.
This project is located at the western end of the Dynamic Service Functional Axis in the master plan of Yazhou Bay Science and Technology City. It includes a deep sea museum and a sports center, which are of great significance for enriching public cultural life and promoting the development of national fitness campaign. The site consists of two plots, Plot 1 (YK02-05-03) and Plot 2 (YK02-06-04). The total site area is 112794.6 square meters, and the FAR is ≤1.0.
The Deep Sea Museum intends to build a comprehensive museum that highlights the characteristics of the deep sea. It is mainly for display and experiences, as well as other functions such as collection, training, research, communication, and service. The Deep Sea Museum is of great significance to the popularization of deep sea knowledge, the display of deep sea technology, the development of featured marine tourism and the showcase of China’s deep-sea industry.
The Sports Center is planned to be a high-standard sports venue integrating fitness, competition and leisure activities. It includes a stadium, a gymnasium, a national fitness center, outdoor activity venues and other supporting facilities.
Competition Rules
The competition adopts the method of “Open Call” to solicit design proposals from designers around the world, which includes 2 phases:
Phase I: Pre-qualification Phase
The first phase adopts the method of “Open Review”. The Pre-qualification Review Committee shall comprehensively evaluate the application materials including the Conceptual Proposals (major) and Company Profile and Credit Files (secondary) of the applicants. The Pre-qualification Review Committee shall select 5 shortlisted applicants without ranking to enter the next phase by registered voting round-by-round. 2 alternative applicants with ranking will be determined as well. Each applicant can only submit ONE concept proposal.
Phase II: Design Competition Phase
The second phase adopts the method of “Anonymous Review”. The shortlisted applicants shall submit design competition works in accordance with the relevant regulations and the requirements of the Design Brief. Each shortlisted applicant shall submit only ONE design scheme. The Scheme Review Committee shall review the schemes in detail, conduct full discussion and comparison and give review comments. The Scheme Review Committee shall determine 1 First Prize, 1 Second Prize and 3 unranked Excellence Prizes by registered voting round-by-round.
The competition results of all two phases will be published via the WeChat official account “youfang502”, the project homepage, etc.
Application Requirements
Domestic or oversea entities with legal business registration are welcome to participate. An individual or a team of individuals will not be accepted.
There is no qualification requirement.
A design company can register independently or form a consortium applicant (hereafter referred to as “the consortium”) with other design company. In a consortium, there should be no more than 3 members(1 leading member + 2 members). Consortium members shall sign the Consortium Agreement legally and specify the leading member and work distribution. Each member in the consortium shall not apply for the competition alone or participate in another consortium in other names with other entities.
The applicants must designate 1 or 2 chief designers in the application documents.
Designers participating in this international competition should be the registered staff of the application company. The chief designer should participate in the whole process of this international competition including but not limited to the site visit and Q&A sessions. If it is found that the chief designer does not match with the person submitted in the application materials during the international competition, the host/organizer have the right to cancel the qualification.
Two or more legal entities with the same legal representative, parent companies and its wholly-owned subsidiaries, companies that have a controlling relationship shall be regarded as the same applicant and shall not apply for the competition at the same time.
In order to ensure that the designers have an accurate understanding of the background and relevant requirements of this international competition, at least one of the main designers should be a native Chinese speaker.

Work Contents of the Winner Contract
The winner of the first prize must sign a follow-up design contract with the organizer of this project. The work content in the contract shall cover schematic design and architectural design development, the design works of each stage must pass the review; the winner shall be responsible for technical disclosure, cooperate with subsequent design development of other majors and cooperate with construction document; the chief designer shall provide necessary quality assurance work in the process of design development and construction (chief designer responsibility system); the winner shall assist the host in completing feasibility study preparation and other approval procedures.
Schematic design work includes but is not limited to the following:
Planning, site master planning, architectural design, structure, electrical, water supply and drainage, HVAC, interior design, intelligent building, fire protection, landscape, green building, gas, elevator, steel structure, curtain wall, road (including opening of intersection), civil air defense, BIM design, sponge city, floodlighting, signage system, comprehensive pipe trench, pipeline access outside the construction land, prefabricated buildings, sports technology, cost estimation and coordination with budget preparation.
Chief Designer Responsibility System
A series of rights and obligations of the chief designer of the winner applicant in the design and construction process will be specified in the follow-up design contract, as well as the subsequent design general contract or EPC contract of the project, including but not limited to:
The chief designer is responsible for reviewing the design of the key architectural details which affect the effect of the building;
The chief designer has the right to check all detailed design and construction drawings that affect the overall effect of the building, such as architecture, interior and landscape, then sign for confirmation;
The chief designer is responsible for the selection and sampling of important materials, shall assist in solving technical problems during construction, and ensure high-quality implementation of the design scheme.
The work content is subject to the final signed contract.
Requirements after Winning
The winner should ensure that the design work at each stage meet the requirements of relevant regulations and administrative examination of approval departments of the country, Hainan Province, and Sanya City.
If the winner does not have the Class-A Qualification Certificate in Architectural Industry (Architectural Engineering) or higher certificate, it should entrust a domestic company with corresponding qualification to assist the winner in the relevant work, so as to ensure that the design works meet the requirement and get approvals. The winner should report the experience and designated team members of the company to be entrusted to the host/organizer before signing the contract and obtain the approval of the host/organizer.
The requirements for the entrusting company: Provide one design experience of public cultural and sports architectural projects with gross floor area of at least 50000 square meters dated from January 1, 2018 to the date when the competition result is announced (subject to the contract signing date). The contract work content must include design development or construction document stage.
Design Fee
The follow-up design contract fee is calculated based on the tentative construction and installation fee of this project, and the bonus already obtained shall be deducted. The basic design fee shall be calculated according to the construction and installation fee approved in the estimate document as the billing base. The billing rules are as follows:
The total basic design fee of the project is calculated according to the “Engineering Survey and Design Charge Standard” (price [2002] No.10) formulated by the State Development Planning Commission and the Ministry of Construction. The total basic design fee of the project is calculated with the coefficient of specialty as 1, the coefficient of engineering complexity as 1.15, and the additional adjustment coefficient as 1. The contract covers schematic design, architectural design development, related cooperation work and chief architect responsibility work. The follow-up design fee shall be 30% of the total basic design fee. The relevant professional design fees within the project site boundary are all included and will not be billed separately.
Taking the tentative construction and installation fee of the Sports Center as RMB 1.1 billion plus that of the Deep Sea Museum as about RMB 0.5 billion, the follow-up design fee is calculated according to a total construction and installation fee of about RMB 1.6 billion, and is tentatively estimated at about RMB 12.63 million; the prize bonus shall be deducted, and the follow-up contract fee is tentatively set at about RMB 11.13 million.
