With the theme of interweaving green corridors around the city, exploring integration of urban and suburb areas, and stimulating the city’s peripheral vitality space, Longgang District will build the “New Municipal Administration” engineering model project and improve the urban environment in an all-round way for a high-quality city proper suitable for residence, industry and tourism. With conventional municipal public facilities along railway lines, fire passages, and urban roads, new highlights of urban space quality improvement lie in building a pleasant urban micro-environment through the power of design and application of “New Municipal Administration” idea! In such a case, the Bureau of Public Works of Longgang District will launch the first “New Municipal Administration” engineering projects, give full play to the advantages of Longgang’s ecological background, build a number of backbone ecological corridors, realize the interconnection of ecological way, green way and eco-corridors, and build the ecological picture of “blue interwoven into green surrounded by mountains and rivers”.
“Forest Affinity Program” is a key theme first proposed by the Bureau of Public Works of Longgang District to build the new municipal administration engineering model. The first five landscape projects will be launched in conjunction with the competition for conceptual scheme design in the hope of breaking the stereotype of monotonous and tedious municipal facilities in the past, endowing a modern, engaging and diverse sense of design, fully tapping into the cultural value connotation of public facilities, and providing a new model for the design of municipal facilities in Longgang District and Shenzhen!

Design scope:The project is located in Henggang street, with the total corridor length of 4.5 km. As the Pinghu-Yantian Railway will be constructed underground in the long term, the original Pinghu-Yantian Railway existing tracks and its surrounding area will be released. The project construction includes greening landscape, theme park, innovation sharing garden, etc.

Quality Improvement Project of Industrial Avenue, Dayun AI Town, Longgang District

Design scope: The design scope includes Hongmian road and Xinyi road.
Hongmian road runs from east to west. The reconstruction starts from the municipal Jieneng indemnificatory housing project (Huamao Industrial Park road), ends at Nanping phase III auxiliary roads (Nanping East Avenue) and intersects Xinyi road. The road is about 1.5km long with a road grade of urban arterial road. The reconstruction road is 30.5-40m wide with a two-way six lane and the design speed of 50km / h.
Xinyi road runs from north to south. The reconstruction starts from the existing hongmian road and ends at the culvert opening under Shuijing-Guanjingtou Expressway (at the memorial archway of Henggang 228 Industrial Park). The road is about 500 meters long as an urban sub-arterial road. The width of red line is 25 meters and the reconstruction road is 40 meters wide with a two-way four lane and the design speed of 30km/h.
The main design contents include road reconstruction, landscape improvement and other municipal administration engineering. Including but not limited to: Henggang portal logo design, greening restoration of newly added overpass, existing slope and retaining wall, road greening and fence upgrading, building reconstruction, node upgrading at the intersection between Hongmian road and Xinyi road, substation and water supply pipe beautification, etc.
Rail Transit Phase 4 — Greening Restoration and Improvement Project of Longgang Section of Metro Line 14

Design scope: The project mostly restores and enhances the road surface and greening along the Longgang Section of Metro Line 14, including Buji, Nanwan, Henggang, Yuanshan, Longcheng and Baolong streets, and the total area is about 170,000 square meters.

Design scope: The project proposes to build a forest fire passage in the Buxin Mountain area, taking into account the recreational function of the greenway. It will be interconnected with Jiazhou Garden Park, Qiushui Mountain Park, Zhangshubu Park and Luohu Taojin Mountain to create high-quality ecological recreational space. It crosses Longgang District and Luohu District, with an area of about 474ha including 138Ha in Longgang District and 336ha in Luohu District. In combination with the actual administrative situation, it is suggested that Longgang area be the main design scope of this competition, and excessive involvement in Luohu area should be reduced.

Forest Fire Prevention Road Construction Project in Yuanshan Street

Design scope: Located in Yuanshan street, the project has a total length of 40.11 km, including a total length of 24.27 km of new forest fire prevention roads and a total length of 15.84 km of upgraded existing forest fire prevention roads. The high point of the area where the project is located is Yantian Port. It is suggested to consider the setting of sea viewing platform in combination with the terrain.

Design Requirements
It is expected that the design of each project will be based on an international perspective and enhance the ecological pattern of the Longgang area. Create a model of the bay area with blue and green interweaving, mountains surrounded by water, promote cultural integration and innovation, and create a charming urban area with bursts of vitality. By giving full play to the unique ecological resources, a main ecological corridor with Longgang characteristics will be created.
Integrating natural, ecological, creative, humanistic, historical and other resource elements, it has become a “forest-friendly plan” with both international quality and the original characteristics of the area, and a new platform for the integration of nature and the city. Create a new benchmark for the future-forward municipal landscape system that integrates ecological environment and urban imagery.
The design of municipal public facilities and landscape environment shall comply with the laws and regulations on the management of ecological protection red lines, forest fire protection, mountain protection, cultural relics protection, and basic ecological control line management. Introduce the principle of landscape priority into traditional municipal public facilities, reconstruct the landscape and municipal public space system in the area, use new technologies and new materials rationally, and create an urban micro-environment that is human, comfortable, rich, full of fun, distinctive, and suitable for movement and stillness.
Create a new municipal temperament of openness, collaboration and innovation, and build a design model of ecological adaptability and open and interconnected landscape. Design Content
Stage I (application and pre-qualification): to ensure that the project is full of creative, forward-looking, artistic and scientific themes and ideas, and guides the development and implementation of the new municipal landscape design in the future, therefore, the overall understanding of the project at this stage consists of two parts:
combined with the overall promotion strategy of ” Beautiful Longgang with Mind-blowing Transformation “, put forward the overall strategy framework for building a new model of the ” New Municipal Administration – Forest Affinity Program ” project;
based on the above, put forward the design strategies and concepts for each track, and describe the design ideas and solutions by referring to the schematic diagram, concept sketch or benchmarking analysis of similar performance projects.
Stage II (Conceptual scheme design): carry out theoverall research for each track and select1-2 nodes as landscape conceptual design. The specific contents shall be determined after the shortlisted units are selected.
Requirements for application
The Competition will adopt “open application” without qualification restrictions. Units with relevant design experience from home and abroad may apply for participation, provided that applicants are independent legal person enterprise or institutions legally registered at home and abroad with valid business licenses or business registration certificates. The parent company, wholly owned subsidiary and its holding company with two and more legal representatives as the same person must not apply separately.
Consortium with no more than two members is allowed to apply. All consortium parties must not participate in the Competition in their own names separately or form a consortium with other units. The consortium parties need to sign a legal and valid Consortium Agreement, with the leading unit, all parties’ work content, the sharing ratio and allocation method of the workload clarified.
The Competition does not accept application of individuals and individual groups.
Competition rules
The Competition will be divided into two stages: Stage I: Open application and pre-qualification; Stage II: Conceptual scheme design.
Stage I: Open application and pre-qualification:The applicant is required to submit pre-qualification application documents, which mainly include company competence, design team competence and overall understanding of the Project. The host should set up a pre-qualification expert review jury according to the law, to review pre-qualification application documents submitted by all applicants. The jury will select seven shortlisted applicants (without ranking) and two alternative applicants (ranked) through open ballot (round-by-round elimination).
Stage II: Conceptual scheme design: In the conceptual scheme design stage, the design units shall carry out conceptual design for the important landscape nodes selected for each track. The seven shortlisted participating units should, as per the requirements of the Brief, submit the landscape conceptual design for key nodes in five tracks. The host should set up a scheme review jury according to the law, to review competition schemes. The scheme review jury should select the top three winning schemes (without ranking) of each track through the open ballot (round-by-round elimination).

Design Fee
For the implementation scheme determined by each track, the scheme design fee is about 50% of the total design fee after deducting the competition bonus. The total design fee is calculated based on the Charge Standard, and multiplied by the correlation coefficient, with an increase of 20%. The detailed billing list of each item is as follows:
Setting of bonuses and design compensation fees
The seven shortlisted participating units that have entered the conceptual scheme design stage will respectively receive a design compensation fee of 300,000 yuan (about US$44,400);
The top three winners of each track will receive an extra bonus of 100,000 yuan (about US$14,800) respectively (winners may be selected repeatedly for each track).
The design unit selected for the implementation scheme will provide services for subsequent scheme development.

In this context, New Landmarks in Jiangshan: International Competition for Architectural Design of High-Rise Office Buildings in Chengbei New Town will be launched soon. This competition consists of two projects, which play an important part in presenting the image of the urban gateway of Jiangshan. The competition is hosted by the People’s Government of Jiangshan Municipality, organized by Natural Resources and Planning Bureau of Jiangshan Municipality and Jiangshan City Construction Investment Co., Ltd., co-organized by Shenzhen Position Spatial Culture Development Co., Ltd. It is also an important measure to satisfy the demand for corporate offices, optimize the urban image and grasp the opportunity for development.
Competition objectives
This competition consists of two projects. Project #1, with the building height restriction of 149 meters, is intended to construct ultra high-rise offices and supporting commercial facilities. Project #2 includes two plots with building height restrictions of 90 meters and 120 meters respectively. It is intended to construct high-rise offices, supporting apartments and commercial facilities.
The competition aims to build a landscape center of Chengbei New Town and new city landmarks for Jiangshan City. They will further strengthen the landscape axis and optimize the urban skyline. The competition will select outstanding design proposals from design teams around the world to create high-quality office spaces as well as vibrant urban public spaces. The construction of the two projects will contribute to helping Quzhou building into a central city on the boundaries of four provinces.
Project overview
The sites of the two projects are both located on the west side of Zhanqian Avenue, along the southeast-northwest landscape visual corridor of Chengbei New Town of Jiangshan City. The major functions of the surrounding buildings are residence and commerce.

The site area of Project #1 (Plot B-005-01) is 21566 ㎡. It is planned to build ultra high-rise buildings for offices and supporting commercial facilities. The FAR of the project is 5.5 tentatively and the building height should be restricted to 149 meters. The planned gross floor area of Project #1 is 170803 ㎡ tentatively, including the above-ground FAR-calculated floor area of 118613 ㎡.

For the northern plot (Plot C-003-06), the site area is 21744 ㎡, the FAR is 2.8 tentatively and the building height should be restricted to 90 meters. For the southern plot (Plot C-003-07), the site area is 20158 ㎡, the FAR is 3.0 tentatively and the building height should be restricted to 120 meters. The planned gross floor area of Project #2 is about 174755 ㎡ tentatively, including the above-ground FAR-calculated floor area of about 121357 ㎡.

Competition rules
The competition adopts the method of “open application” to solicit outstanding proposals from design teams around the world. It includes three phases:

Phase I: Pre-qualification Phase
The first phase adopts the method of “open review”. The Pre-qualification Review Committee shall consist of experienced designers, experts and 1 representative of the host/organizer. The Pre-qualification Review Committee shall comprehensively evaluate the application materials such as the Conceptual Proposals (major) and Company Profile and Credit Files (secondary) of the applicants. For each project, the Pre-qualification Review Committee shall determine 5 shortlisted applicants without ranking to enter the next phase by registered voting (it is allowed that one applicant participates in both 2 projects and is shortlisted for both). The Committee will give overall review comments on the shortlisted Conceptual Proposals.
Phase II: Design Competition Phase
The second phase adopts the method of “closed review”. The co-organizer will send detailed materials including Competition Rules to the shortlisted applicants, and organize the Site Visit and Q&A Session. The shortlisted applicants shall submit Design Competition Works. The Scheme Review Committee shall consist of experienced designers, experts and 1 representative of the host/organizer. For each project, the Scheme Review Committee shall determine 2 finalists without ranking (it is allowed that one applicant becomes the finalist for both projects) and 3 Third Prizes without ranking by registered voting. The committee will give review comments on each finalist Conceptual Scheme.
Phase III: Final Evaluation Phase
After fully considering the Scheme Review Committee’s opinion, the host and organizer shall determine 1 First Prize for each project from the finalists, who will be the winner awarded the design contract for the project. The other not-winning finalists will be the Second Prize. (It is allowed that one applicant becomes the winner for both projects).
The competition results of all the phases will be published on the WeChat official account “youfang502”, the project homepage, etc.
Application requirements
The competition consists of two separate projects that are open for registration. A design company can register for both or only one of the two projects. The applicants should specify the project they are participating in when they register. For each project, a separate, complete set of Pre-qualification Application Document should be submitted.
The design company must be a domestic or overseas legally registered company or organization. An Individual or a team of individuals will not be accepted.
A design company can register independently as an applicant or form a consortium applicant (hereinafter referred to as “consortium”) with other design companies. In a consortium, there should be no more than 3 members (1 leading member + 2 members).
A design company can participate in no more than 2 consortiums to apply for different projects. Two or more legal entities with the same legal representative, parent companies, wholly-owned subsidiaries and their holding companies shall be regarded as the same applicant and shall not apply for the same project.
The applicant must have a Class-A Qualification Certificate in Architectural Industry (Architectural Engineering) or Comprehensive Class-A Qualification Certificate for Engineering Design issued by the Ministry of Housing and Urban-Rural Development of the PRC. For a consortium, at least one of the members must meet the above requirement on the qualification.
The project leader is required to be a Grade One Registered Architect of the PRC. For a consortium, the project leader must be a staff from the leading member.
Awards and bonus
Work contents of the design contract and the design fee
Work Contents of the Design Contract
The winner of each project will be awarded the design general contract. The work content in the contract shall cover the whole process of the project, including schematic design (including budget estimation), design development (including budget preparation), construction drawing design, assistance with construction approval procedure, coordination work on construction, etc. within the scope of the site. Related professional work are as follows:
All the design content of the project construction in the above-mentioned design phases, including site master planning, building design, structure, water supply and drainage, HVAC, electrical, curtain wall, gas, fire control, civil air defense, building intelligence, landscape design, site engineering, exterior integrated pipe network, municipal electricity, 10 kV exterior cables, municipal roads (including intersection), foundation pit engineering, prefabricated buildings, optimization of steel structure, energy saving, green building, sponge city, wind tunnel test, floodlight, signage, BIM, elevators. The conceptual interior design of main public spaces (the lobby, elevator halls and public washrooms). The project leader / chief designers should be responsible for supervision and control of the implementation of the project, cooperation of various professions and review of the drawings.
The work content shall be subject to the actual contract.
Design Fee
The total design fee includes the basic design fee and the curtain wall specialized design fee:
Basic design fee = gross floor area × unit basic design fee. The upper limit of the unit design fee is RMB 180/㎡. The basic design fee will be ultimately settled according to the gross floor area of the design development approved by relevant authorities.
Curtain wall specialized design fee = area of the curtain wall × unit curtain wall specialized design fee. The upper limit of the unit curtain wall specialized design fee is RMB 10/㎡. The curtain wall specialized design fee will be ultimately settled according to the area of the curtain wall in the construction drawing approved by the construction project planning permit.
In Design Competition Phase, the shortlisted applicants need to quote prices that do not exceed the upper limit. No adjustment will be made to the unit basic design fee or unit curtain wall specialized design fee at the settlement.
The gross floor area of Project #1 is tentatively set at 170803 ㎡ and the basic design fee would be RMB 30,744,540 (about US$4,562,000). The gross floor area of Project #2 is tentatively set at 174755 ㎡ and the basic design fee would be RMB 31,455,900 (about US$4,667,700). The unit basic design fee based on the tentative FAR-calculated floor area of both projects would be RMB 259.2/㎡ (about US$38.4) (for reference only).

This area is not only covered by the “Guangzhou – Shenzhen – Hong Kong – Macao” Science and Technology Innovation Corridor, but also the core of Bao’an Urban Development Axis. The south of Commercial Avenue is close to the Bao’an Central District and Qianhai Cooperation Zone, surrounded by National High-tech Zones such as Tiezaishan and Jiangangshan, and Liuxiandong Headquarters Base. With the continuous improvement of the city level, Commercial Avenue will become the urban axis connecting “modern service industry” and “intelligent manufacturing industry”. Based on Shenzhen goal of building an international consumption and trade center city, the Commercial Avenue will further optimize its spatial and functional, steadily improve its commercial service quality and competitiveness, and create a new commercial highland.
Site Location
This international consultation includes two scopes: the overall research and detailed design.
For overall research: The area is about 13.4 sqkm. It starts from Haixiu Road in the southwest and ends at Liuxian 3rd Road in the northeast. It is a strip area within a range of about 1 to 1.5 kilometers offset from both sides of Chuangye Road.
For detailed design: The area is about 5.3 sqkm. It starts from Xinhu Road in the southwest and ends at Liuxian 3rd Road in the northeast. It is a strip area of about 500 meters offset from both sides of Chuangye Road, including some important public spaces such as Lingzhi Park, Xin’an Park, Xin’an Square, Xinzhen River. This area also covers many old communities and factories that need to be renovated.

Background
The work report from Second Session of the Seventh National People’s Congress of Shenzhen pointed out that Shenzhen needs to implement the strategy of expanding domestic demand, improve both domestic and international economic cycle, increase high quality investment, make Shenzhen an international center city for consumption and trade. Besides, it is necessary to strengthen the city by continuously improving the cultural influence, and build a city that is national civilized model, regional culture center, and international tourist attraction. At the same time, Shenzhen should explore new forms and new model of consumption including bringing more well-known brands and advanced concept stores, developing various consumption such as customized, fashion and experience.
The 7th Congress of CPC of Bao’an clarified that in the next five years, Bao’an will focus on improving its manufacture industries and become the leading district with socialism with Chinese characteristics. The development goal for Bao’an is to build an advanced coastal city with world-class manufacturing industries and high-quality living environment. We believe in the next five years, Bao’an will take advantage of the momentum and lead the development of the whole bay area with a steady foundation.
This consultation proposes to have the commercial avenue built along Chuangye Road considering the existing foundation of the advanced manufacturing and commercial service, diversified urban cultures and superior location of this area. Besides, as Xin’an Subdistrict has been included into the metropolis core area of Shenzhen and the expansion of Qianhai Cooperation Zone, there will be more opportunities for the area along Chuangye Road. It is hoped that the construction of Commercial Avenue will focus on demonstrating the prosperous and innovative power of Bao’an, and take Chuangye Road as the axis exploring the new way of combining intelligent manufacturing industry and modern service industries, building a leading urban spaces integrating production, living and ecology. This will help develop the surrounding areas for a continuous urban vitality area.
Work Description
This international consultation will work on building an international, world-class and benchmark district in the bay area along Chuangye Road. The work will be based on goals of linking Qianhai district and Bao’an district, stitching of old and new urban areas, compounding of intelligent manufacturing and modern services, and multi-dimensional symbiosis of business. Thus, this international consultation includes the following four key tasks:
Commerce and industry planning: Explore the integration of modern service industry and intelligent manufacturing industry, study the direction of the commerce and industry development in the area, analyze the commercial business format, model, scale, etc., and put forward suggestions on business layout, space mode, operation, etc.
Arranging public spaces: Overall planning of public spaces in the area, optimizing the existing public space elements such as both sides of the Commercial Avenue, Xinzhen River, Xin’an Park, Lingzhi Park, Chuangye Interchange, and areas along the Guangzhou-Shenzhen Expressway. The design for public spaces should combine with commercial planning to establish a high-quality environment.
Integration of old and new urban areas: Pay attention to the history, culture, residents and urban features of both old and new urban areas, promote the integration and coexistence of them to enhance the image of the city.
Optimization of transportation organization: Establish a comprehensive transportation system that matches the overall positioning and development scale, and take into account the areas closed to railway station should be developed as an integrated spaces both above and underground and combined with the business forms.With above four aspects considered, applicants should put up specific design guidelines for urban design, redevelopment of existing built urban space, planning implementation strategies, etc.
Registration Requirements
Interested applicants must be independent legal entities or partnerships or other organizations. Individual or teams of individuals will not be accepted.
There are no requirements on qualification for registration. Any domestic and foreign institutions or consortium who are familiar with China’s conditions, have comprehensive urban design research capabilities and practical experience, and have urban district-level commercial planning experience are encouraged to register.
The design team must be composed of professionals in urban planning and design, commercial planning, architecture and landscape design.
Registration by a consortium comprising no more than three members is allowed, provided that the leading member and the internal division of responsibilities are specified in a legally-binding Consortium Agreement. No member of a consortium is allowed to register twice either independently or by joining another consortium.
Rules
The International Consultation is open for registration, and will include two stages: “Pre-qualification” and “Design & Evaluation”.
For Pre-qualification stage: The credit document, related experience (design and planning for urban spaces, and commercial planning), abilities of team and concept proposal will be reviewed by the Pre-qualification Review Jury. Five shortlisted participants (unranked) and two alternative teams (ranked) on wait-list will be selected for next stage.
For Design & Evaluation stage: The proposal submitted by five shortlisted participants will be reviewed and ranked by the Design Evaluation Jury. There will be corresponding awards for the winning teams.

Notes: The above dates are Beijing Time and the host reserve the right to adjust the schedule as appropriate.
Awards
The five shortlisted participants including the first two teams (ranked) selected by the Design Evaluation Jury will be awarded the following honorarium payments.
First place: ¥4,000,000.00 (about US$594,200);
Second place: ¥3,000,000.00 (about US$445,600);
Other shortlisted participants (three): ¥1,000,000.00 (about US$148,500) each, hence a total of ¥3,000,000.00 (about US$445,600).
File Acquisition Method
Intended participants must fill in the Entry Form and the Commitment Letter for Confidentiality and submit them to the mailbox (ICCA@szrjrx.com) to obtain the International Consultation Document. The participants on the pre-qualification application documents submitted should be the same as those on the Entry Form. If there is an adjustment, an additional Commitment Letter for Confidentiality should be submitted.
