Project Background
International Conceptual Landscape Design Competition for Pingshan River Public Waterfront (hereinafter referred to as ‘the Project’), based on the natural landscape of original ecology, is aimed to build Pingshan River into both an ecological landscaped waterfront corridor and a new symbol of district cultural tourism; to encourage landscape urbanism and ecological priority; to inherit unique historical and cultural context; and to guide low-carbon development and ecological progress of Guangdong-Hong Kong-Macao Greater Bay Area.
Pingshan district enjoys significant advantages in terms of ecological environment, comprehensive transportation, spatial expansion and industrial foundation. It is not only one of the core areas for promoting Bay Area Strategy, but also the regional growth pole and important engine for Shenzhen’s future development.
As one of the five major rivers in Shenzhen, Pingshan River is 13.5 kilometers long and known as the “mother river” of Pingshan District. Pingshan River is one of the urban comprehensive development belts in the “two cities, two districts and three belts” spatial structure of Pingshan district, flowing through several metropolitan areas such as Pingshan Biling and Shahu. With significant spatial values, Pingshan River is the core ecological element that runs through the entire Pingshan district, connecting key areas such as Pingshan Biling, old city center, new city center and Yanziling Innovation Center from west to east.
Competition Aim
Regarding the high complexity of Pingshan River landscaped public waterfront project and ensuring the design quality of the project, it is recommended to introduce the first-class planning and landscape consultants from home and abroad to participate in the conceptual design competition. With the principle of prioritizing ecology, the combination with original ecological conditions of Pingshan River and the purpose of constructing a beautiful Bay Area, the competition is aiming to build Pingshan River into a low-carbon demonstration area that highlights the water ecological progress, and a new symbol of Pingshan district cultural tourism.
Competition Scope
The research scope is to expand certain site scope of both sides along the watercourse, to consider and study the “1+4” area forming by main stream of Pingshan River, San Zhoutian Water, Tangkeng Water, Chi’ao Water and Shixi River, and to strengthen the connection between Pingshan River and Maluanshan Mountain.
The overall conceptual landscape design scope is the area confined by the waters blue line of main stream of Pingshan River, covering an area of about 4.8 square kilometers. Design scheme should be developed to conceptual landscape design level, directly guiding design development and implementation at later design stage.
Design scope of key area is the middle section of Pingshan River, enclosed by Yinling Road, Luying Road, Dongzong Road and Shaxin Road. The land area is about 2.38 square kilometers.
Competition Rules
4.1 Stage 1: Registration and Pre-qualification
The registration will be opened to all design firms and design consortiums home and abroad, while personal registration is not accepted. Once registered as design consortium, members of the consortium are not allowed to register the competition on its own name or with other design firms.

Competitors with relevant design experience will be prioritized (profound design and implementation experience on similar international waterfront projects in last 10 years).
Designers involved in the competition should be current personnel of the registered design firm. The chief designer shall have profound experiences of directing similar waterfront projects, and shall personally participate in the whole process of the competition. In order to ensure accurate understanding of the project background and relevant requirements of the competition, each competitor should include at least one personnel who is proficient in Chinese language.
Once registered successfully, competitors should submit pre-qualification documents according to competition conditions.
The host will invite experts to constitute the jury panel and carry out preliminary review of pre-qualification documents (details about pre-qualification documents can be found in term 5) submitted by competitors. Five (5) competitors will be shortlisted to move forward to Stage 2 of the competition. Two (2) alternatives will be selected and ranked by order, in case that any of the five (5) shortlisted firms quits the competition.
Once submitting filled Participation Confirmation Letter, if any competitor withdrew due to non-force majeure, the host reserves the right to refuse the competitor’s participation in any other subsequent competition held by the host.

The submission date of all the documents is subject to the date of receipt. Overdue deliverables will be returned to competitors.

Design scheme should be developed to the conceptual landscape design level, directly guiding design development and implementation at subsequent design stages.
Design Awards & Compensation Fee
The winner: ¥ 150 0000 will be awarded. The winner is responsible for schematic design integration to form a final version of design scheme which should be confirmed by the host.
The runner-up: ¥ 50 0000 will be awarded. The runner-up is responsible for adjusting and improving the design scheme based on suggestions from the jury panel.
The five shortlisted competitors will receive ¥ 200 0000 each after submitting all the deliverables that meet requirements of the Design Brief.
The winner: ¥ 150 0000 will be awarded. The winner is responsible for schematic design integration to form a final version of design scheme which should be confirmed by the host.

Design award and compensation fee of the Project will be paid in RMB. Any taxes arising from the award winnings and design compensation fees are borne by the competitor itself. Competitors must provide Chinese domestic tax invoices that meet the host’s requirements. The payment will start after the winner is announced. If a foreign competitor cannot use the institution’s account to receive RMB, it must sign a tripartite payment agreement with the host and authorize a domestic legal independent legal person to collect the payment. Therefore, the competitor is responsible for the tax incurred in the process.
All costs generated (including travel expenses and accommodation fees) by participating in the competition should be paid by competitor itself. If deliverables that are deemed as not meeting the requirements specified in the Design Brief by the Jury Panel, the host will not pay compensation fee for the corresponding shortlisted competitor.
All documents provided by the host to competitors (including texts, drawings, electronic data and others) are exposed to copyright protection. Without authorization, any competitor is prohibited to duplicate, amend, distribute, disclose, lend or transfer the contents of relevant materials. Otherwise, one should bear related legal liabilities and reimburses the host for all losses incurred.
All deliverables must be originally created by the related competitors and are not allowed to cover any material infringing the intellectual property right of any third party (including but not limited to patent, trademark, copyright, manufacturer’s logo, service mark, trade secret, citizenship right, etc.). Otherwise, the participation qualification will be abolished, and the infringing party shall undertake all legal responsibilities and compensate for the host (including but not limited to lawyer hiring cost, legal fee, guarantee fee, transportation fees, etc.).
