City Overview

Jinhua, ancient Wuzhou, located in the middle of Zhejiang Province, is an central city of the Yangtze River Delta, and a national historical and cultural city.

Jinhua is the geographical center of Zhejiang, with the ecological resources of the north and south mountainous, across east to west connecting Jinqu Basin of Zhejiang-Jiangxi east-west ecological corridor. it is an important channel from Zhejiang-Jiangxi inland to the sea, connecting Hangshao Plain and Poyang Lake plain. The space of riverside plain and platform accounts for about 57%, and the hills and low mountains account for about 43%.

The water system of Jinhua belongs to the Qiantang River system, and the topography of the corridor basin gives birth to the water system pattern of “three main rivers and hundreds of streams from north to south”.Dongyang River flows from east to west through Dongyang, Yiwu, Jindong District, and joins Wuyi River at Yanwei Island to form Jinhua River, forming the skeleton of “three rivers”. Dongyang River, Wuyi River and Jinhua River constitute the main east-west water corridor of Jinhua city.

Since the establishment of Wushang County in the Qin Dynasty, the central urban area of Jinhua has experienced five main stages of evolution. Before the founding of the People’s Republic of China, it mainly developed in the north of the river, and the scope of Yingcheng was basically within the scope of Luocheng. After the founding of the People’s Republic of China,  city space gradually expanded to the west, south and east, forming a new overall development pattern.

The total urban area of Jinhua is 2,049 square kilometers, with the population of 1.489 million(2022).The population of Zhejiang Province has an obvious tendency to centralize to the central city of the metropolitan area. The population of Jinhua has rapidly gathered, and the growth rate has jumped to the third place in the province. The pressure bearing capacity of the relevant urban infrastructure has encountered challenges.

Project overview

Jinhua is located in the geographical center of Zhejiang, and is the throat of the inland to coastal mountainous corridor between Zhejiang and Jiangxi provinces. The regional ecological pattern has created an overall pattern of “two mountains and one river” in Jinhua urban area, with mountains extending from east to west beside the river, forming a picturesque river valley spanning a hundred miles.

The Dongyang River converges from east to west, and the Wuyi River converges from south to north to the Jinhua River. 16 bridges of various types, including municipal bridges, pedestrian landscape bridges, railway bridges, etc., have been built within the scope of the Second Ring Road in Jinhua River, Dongyang River, and Wuyi River, forming the interconnection of the three rivers and six banks.

At present, with the expansion of the urban core area to the Qianxi section, it is imperative to connect the main road Jinxing Street from north to south. In order to further improve the urban transportation network, alleviate the traffic pressure across the river in the western part of the city, and drive the renewal and development of the Qianxi section and Qiubin Industrial Zone, a new Jinxing Street Bridge is planned.

The Jinxing Street Bridge roughly runs in a north-south direction. After crossing Jinhua River and Shuangxi West Road on the south bank of the bridge, it connects with Jinxing North Street and lands. After crossing the planned Wujiang West Road on the north bank, it connects with Gongmao Street and lands. The Jinxing Street Bridge, as a key link in the connection of Jinxing Street and a landmark project in the western part of the main city, should be designed and constructed with high quality. Based on this, the international solicitation of Jinxing Street Bridge plans has been initiated.

Scheme design content

Bridge traffic and connection scheme on both sides

The bridge design needs to reasonably solve the cross-river motor vehicle, pedestrian and non-motor vehicle traffic, as well as the traffic planning and connection study for the connection between the express and slow system of the Jinxing Street Bridge and the Binjiang Road (Shuangxi West Road, Wujiang West Road and walkway). The road profile design should meet the requirements of motor vehicles and non-motorized lanes riding over the bridge.

The approach section of the bridge intersects with a number of east-west roads on both sides of the north and south, and the traffic at the beginning and end of the bridge as well as the side roads should be reasonably designed to improve the north-south traffic efficiency and reduce the impact on east-west traffic.


Shape design of bridge

Through various design techniques, the form of the bridge presents an organic whole, a harmonious rhythm and a full performance of tension.

The shape design of bridge should be both symbolic and harmonious. The shape should be coordinated and unified with the surrounding city skyline and style, and complement with the landscape and urban style on both sides of the Jinhua River, so as to shape the beauty of the landscape bridge spatial structure.At the same time, we should deal with the creation of node image and emphasize the identification of landmarks.


Landscape scheme design on both sides and under the bridge

The landscape scheme of the surrounding area of the connection is carried out, and the possibility of comprehensive utilization of the space under the bridge is explored to improve the utilization rate of the bridge space.The specific design range is determined according to the wiring scheme.


Bridge flood lighting design

Make full use of the optical properties of various lamps to create a dazzling but not dazzling, simple but not simple, gorgeous and solemn modern landmark bridge night scene.The design should be integrated into the design concept of the bridge scheme, and fully show the basic idea that night lighting is an important supplement to the urban landscape. Through the change of light intensity and color combination, the bridge can vividly show its unique style after the fall of the night.


Consider the reservation of relevant municipal pipelines, including rain drainage pipes, traffic safety facilities, road and bridge lighting, monitoring, road greening and ancillary facilities within the scope of the project.

Design principles


Reasonable structure, safety and durability:

The selection of bridge type should comprehensively consider location selection, river width, channel requirements, structural form and technical feasibility to ensure the stability and rationality of the structure.


Based on the network, function priority:

By fully studying the position and role of the project in the urban road network, the traffic system of the northern and southern sections of the Jinhua River is improved, and the traffic service capacity is ensured to connect smoothly with the traffic planning, and the comprehensive carrying capacity of the roads in the area is improved.


Modeling coordination, highlighting characteristics:

The shape of the bridge needs to be coordinated and unified with the surrounding city skyline and style, and complement the landscape and urban style on both sides of the Jinhua River, so as to shape the beauty of the spatial structure of the landscape bridge.Pay attention to the characteristics, can show Jinhua culture and landscape characteristics, reflect the location characteristics of bridge construction and urban cultural heritage.

The overall layout and structure selection of the bridge should deal with the creation of the node image and emphasize the identification of the landmark.The plan needs to be in line with the grade of the road, and the purpose is to create an original and iconic urban architecture.Combined with the skyline control requirements of the overall urban design, the land plot faces the ridge of the city developing along the river across the river, and forms a landmark effect through the shape or height of the bridge, with the overall height controlled within 100 meters.At the same time, through the comparison of multiple physical schemes, the interactive relationship between the urban mountain viewing corridor and the surrounding landmark buildings is handled well, and the optimal scheme is selected.The bridge body should be differentiated from the existing bridges on the Jinhua River, Dongyang River, and Wuyi River within the scope of the Second Ring Road.

The specific height and structure of the bridge need to be verified in the 3D model with the surrounding land, especially for the core area of the Three Rivers and Six Banks, and the perspective of the West Island Head of Wubaitan.


Economical and cost controllable

The construction cost of main bridge and approach bridge should be reasonably controlled to achieve a good balance with bridge type and effect.


Outcome requirements

Conceptual scheme design, and have the basis and conditions to continue to deepen the design of the scheme; And meet the requirements of the 《Provisions on the depth of preparation of Municipal engineering design documents》 and other relevant national regulations.

Registration requirements


  1. The registration unit must be an independent legal enterprise or institution legally registered at home and abroad, and can provide a valid business license or business registration certificate.
  2. Consortia are allowed to register, and the number of consortium members (including the lead unit) does not exceed 2; Each party of the consortium shall not participate in the solicitation in its own name or form a consortium with another unit.
  3. This Solicitation is not open to individuals and individual groups.
  4. Unit legal person is the same person or there is a holding, management relationship between different units, may not be registered at the same time.
  5. Performance requirements: The registered unit (including the consortium) has at least 3 similar performance of any of the following in the past 5 years (from January 1, 2018 to now) :
  • Design or EPC related achievements of municipal Bridges/mega-bridges with urban landscape;
  • He has design achievements related to transportation hub, public space and public facilities.


Registration method


  1. The registration period of this Solicitation is from November 24, 2023 to December 4, 2023 from 9:00 to 17:00 (Beijing time, the same below).
  2. The registration organization should send the electronic registration documents to the designated email address [email protected] before the registration deadline.   3. Please refer to the Rules of International Solicitation for Jinhua Jinxing Street Bridge Scheme Design for the submission of pre-qualification application documents.

☆ If the submission deadline is adjusted, the latest notice shall prevail. Pre-qualification application documents are subject to the final receipt of paper documents. Registration documents received after the deadline will not be accepted.


Solicitation rules


This international Solicitation adopts the method of “open application pre qualification”. The international solicitation is divided into three phases: Stage I: “Open application pre-qualification”, Stage II:” Concept scheme design and review stage”, Stage III: “to determine the successful unit”.


Stage I: Open Application Pre-qualification

The organizer shall establish a prequalification review committee according to law. Pre-qualification review includes compliance review and shortlisting review. The applicant that fails to pass the conformity examination cannot enter the finalist review process.Those who do not meet the registration requirements will fail to pass the prequalification compliance review. The pre-qualification review committee will conduct a comprehensive review of the pre-qualification application documents entering the shortlist review, including the applicant’s industry reputation, design experience, project performance, awards, the team to be invested in the project, concept proposals and other information.The Prequalification Assessment Committee adopts the method of round by round elimination by secret ballot to select 4 finalists from the qualified applicants and 1 candidate applicant (with ranking), and the candidate applicant will be replaced in order when the shortlisted applicant is withdrawn.


Stage II: Conceptual design and evaluation phase

The Host will organize 4 shortlisted units to have on-site visit and answer questions. Shortlisted units should submit qualified deliverables according to the Design Brief. Each unit is only allowed to submit one design scheme. In the second stage, scheme review committee will review the submitted design outcome documents, and rank the design outcomes of the four shortlisted units in two levels: two for  first level, two for second level,and will provide review opinions.


Stage III: Determination of The Selected Unit

On the basis of fully respecting the professional evaluation results of the evaluation committee, the organizer and the competent government department shall, according to the results of business negotiations and factors such as cost, construction period and technology, finally determine the selected units by the organizer according to the approval procedures.


Related expenses


The winner: A bonus of 0.8 million yuan (about US$112,480); the unit will be awarded a design development contract with the bonus as the total contract amount. The scheme depth needs to reach the scheme design and supass the approval application.

Other shortlisted designs(Except for the winner): A bonus of 0.5 million yuan (about US$70,300) respectively.
