Competition Purpose
In order to implement the missions and tasks given by the Central Committee of the Communist Party of China, the Henan Provincial Party Committee and the People’s Government of Henan Province to Zhengzhou Airport Comprehensive Economic Pilot Zone (Hereinafter referred to as Zhengzhou Airport Economy Zone, “ZAEZ” in abbreviation), and to firmly uphold the goals of “Setting Sail Again for a New Undertaking” and achieving “Second Takeoff”, ZAEA is committed to leading high-quality development with high-level planning and conducting well top-level design. Consistent with the requirements of “Three Studies and Three Enhancements” and “Three Standards”, ZAEZ Management Committee is organizing an international collection of urban designs for Zhongyuan Medical Science and Technology City in ZAEZ.
This international collection activity for urban designs is carried out at two levels, namely, “District Urban Design” and “Core Area Urban Design” of the Science and Technology City, so as to collect forward-looking, innovative and feasible urban design proposals to help the construction and development of the airport zone with high notch, high standard and high quality.

District Urban Design
Scope of Work: The whole range of Zhongyuan Medical Science and Technology City, with an area of about 40.3 km².
Task: Combining the development trend of medical science and technology in the world and China, and facing the new development orientation of ZAEZ and the new pattern of 21 urban functional districts, the design institute needs to sort out, study and determine the function positioning and building direction of Zhongyuan Medical Science and Technology City. Considering the excellent cases of the building of medical science and technology cities at home and abroad, the design institute needs to propose the innovative concept and the general idea for District Urban Design. After assessing the current construction status of Zhongyuan Medical Science and Technology City, the design institute shall propose a design scheme of urban space and functional layout for districts, in combination with the existing higher-level plan. The design institute shall also propose the design improvement strategy in terms of comprehensive urban transportation, spatial form, landscape features, public space, etc., and form the urban design guidelines in the deepening phase.

Core Area Urban Design
Scope of Work: There are two core districts with a total area of about 9.16 km². The first district is the area enclosed, from north to south and in a clockwise direction, by Huanghai Road, Shuanghe Street, Zhiyang Road, Yongzhou Road, Donghai Road, Shuanghe Street, Heyuan South Road, Meihe Road, Guangyuan East Second Road, Heming Street, Zhiyang Road and Meihe Road, with an area of about 6.26 km². The second district, where the Provincial Medical Science Center is located, is surrounded by Caihe Street, Bohai Avenue, Sunwu Road and Lanlian Middle Road, with an area of 2.9 km².
Task: Based on the District Urban Design, the design institute shall focus on improving the form of urban space and the environmental landscape, sort out the current land leasing and construction situation, and propose the positioning of landscape image and urban space design scheme based on realities. In light of strengthening the control of density, intensity and height by district, and the design institute needs to form targeted design content such as urban space control, open space organization, interfaces and axes, nodes and landmarks, and transportation optimization solutions for key areas, so as to produce a distinctive urban space design with the features reflecting the development of the times and vision into the future, and create a high-quality core area of internationally first-class medical science city. Based on the scheme, the design institute needs to develop the requirements for controlling the form and style, prepare guiding measures for underground space, landscape environment and architectural control, and form urban design details in the deepening phase.

Work Phases
For this international competition, the work is divided into two phases: “Pre-qualification” and “Scheme Design and Review”.
Phase 1: Pre-qualification
The organizer will publicly issue the announcement for soliciting design schemes from professional design institutes at home and abroad. The design institutes will submit the corresponding application documents and concept proposals, and next, the organizer will convene the pre-qualification meeting. Then, 5 design institutes will be shortlisted for the “Scheme Design and Review” phase.
Phase 2: Scheme Design and Review
After the five shortlisted design institutes submit the Confirmation on Participation and the Non-disclosure Agreement, the organizer will organize the on-site survey and Q&A session for the shortlisted design institutes, and provide the design assignment and basic design data for the scheme design phase. After the shortlisted design institutes submit the required deliverables within the specified time limit, the organizer will organize the scheme review meeting, so as to select the top-3 schemes from the shortlisted design schemes.
Application for Participation in Competition

Application requirements:
There are no qualification requirements for this international solicitation.
A global public application method is adopted. Both domestic and foreign enterprises or institutions with independent legal status can apply to participate in the competition. No application from an individual or a team of individuals will be accepted.
The participating unit can participate independently or form a consortium with other design institutes, and the maximum number of member institutes in a consortium is three. When signing up for the competition as a consortium, the member institutes of the consortium must reach a legally binding “Consortium Agreement” to clarify the division of responsibilities and distribution of rights and interests among the leading and member institutes.
In case an overseas participating institute (including one from Hong Kong, Macao, and Taiwan), which has no company registration in the Chinese Mainland, passes the Pre-qualification, it needs to, before entering the second stage of the competition, form a consortium with a domestic design institute in order to continue to participate in the following competition. The number of member institutes in a consortium should not exceed three.
Companies with the same legal entity, its parent company or its wholly-owned subsidiaries shall be considered as the same participating unit, and can submit only one design scheme.
The main designer must be on the payroll of the participating unit, must lead the whole design process of the competition entry and act as the main design scheme reporter. If there is any discrepancy, the entry will be disqualified. It is preferable that participating institute/consortium have a main designer, who is a native Chinese speaker, responsible for the daily contact.

Requirements for Proposals and Deliverables and Key Points in Review

Form of Deliverables
Illustrated text in A3 size (210mm×297mm), with the main body not exceeding 10 pages (excluding the front cover, back cover, title page, table of contents, etc.). The design institute shall express the understanding of the project and the general idea of its design. The content includes the following:
Analysis and identification of the current characteristics and core topics of Zhongyuan Medical Science and Technology City;
Study the excellent cases of domestic and foreign medical science and technology cities and parks;
Concepts and ideas on optimizing the overall urban design of Zhongyuan Medical Science and Technology City;
Design concept and design strategy of the core area;
Design sketch of the spatial form of the core area;
Other sketches or analysis charts used to elaborate the design concept;
Work arrangement and implementation plan.

Key Points in Review
Accuracy in the hierarchical analysis and identification of core topics of this project, referential significance of the analysis of cases, orderliness of working approaches, uniqueness and creativity of conceptual design idea, and feasibility of design strategy.
Competition Prize
After being reviewed by experts, the design institutes (consortia) that meet the design requirements will receive the following rewards based on their ranking:
First Place (one institution or consortium): A prize of RMB 4.5 million.
Second Place (one institution or consortium): A prize of RMB 3 million.
Third Place (one institution or consortium): A prize of RMB 2 million.
Fourth and fifth places (two institutions or consortia): A prize of RMB 1.25 million respectively.

Intellectual Property Rights and Confidentiality Responsibilities
Each participant shall ensure that all design documents submitted do not and will not infringe on the intellectual property rights (including but not limited to copyright and patent rights), proprietary technologies or trade secrets of any other person within or outside China. In case the design documents of any participant use or contain the intellectual property rights, proprietary technologies or trade secrets of any other person, such participant shall obtain the legal, valid and sufficient authorization from the right holder. All liabilities arising from a participant’s infringement on others’ intellectual property rights, proprietary technologies or trade secrets shall be borne by such participant itself, who shall also make compensation for all economic losses thus incurred to the organizer.
The intellectual property rights of the winning and shortlisted design schemes shall reside in the organizer (except for the right of attribution) . The participants will have the right of authorship for the design schemes submitted by them, and may evaluate and display their design schemes through media, professional magazines, books or other forms (to the extent that the confidentiality requirements are met in accordance with the relevant national regulations) with the written permission of the organizer.
Except for the design standards, design guidelines and drawing elements, the participants are not allowed to use the final winning or shortlisted schemes for other design projects.
After signing the contract of use for the final winning and shortlisted schemes with corresponding design institutes, the organizer may use all or part of the final winning and shortlisted design documents and design deliverables in the actual application and comprehensive adjustment phase of this project, and may also make modifications to them.
During the competition, the organizer may print, publish and exhibit the design deliverables submitted by all participants, and may also evaluate, display and publicize the design deliverables through media, professional magazines, books or other forms. After the end of this competition, the intellectual property rights of the design schemes, other than those shortlisted, shall still reside in participants; provided that, after signing a contract with such participants, the host/organizer may refer to and use some local design highlights (only in this project) according to the contract without copying the original design.
All valid design proposals (original) received in the proposal solicitation phase will not be returned.
During the competition, all participants are required to sign a confidentiality agreement. Before the design schemes are reviewed and the official announcement of competition results is issued, all participants and other relevant personnel shall not disclose, make public or display their design deliverables or any information related to the competition in any way without the consent of the host and the organizer; otherwise, they will be held liable in accordance with the law, and their eligibility to participate in and win the competition will be canceled, as well as the compensation for corresponding economic losses.
About Zhengzhou Airport Economy Zone
On March 7, 2013, the State Council approved the development plan of Zhengzhou Airport Economy Zone, which is the first and currently the only national-level aerotropolis economic development pioneer area approved by the State Council. Henan provincial government identified Zhengzhou Airport Economy Zone as the “Air Silk Road” pilot area, which is required to build a “modernized, internationalized, world-class logistics hub”, a “core growth pole of the Central Plains Economic Zone and Zhengzhou Metropolitan Area”, and an institutional open “Central Plains Special Zone”. The actual area under the jurisdiction of the region is currently 747.8 square kilometers, with a population of over 1 million people, a built-up area of 110 square kilometers, and an infrastructure coverage of over 220 square kilometers. Zhengzhou Airport Station of high-speed railway has been opened, and the Zhengzhou Airport Economy Zone has officially entered the era of “airport + high-speed railway” double hub. The international land port and Zhengzhou water port are also under planning and construction, which will form the “air-rail-land-water” four-port linkage development pattern in the future and further strengthen the advantages of the comprehensive transportation hub.
