1.Project Background
In April 2019, the Shenzhen Railway Hub Master Plan (2016-2030) was officially approved by the China Railway Corporation and the Guangdong Provincial People’s Government. The Master Plan shows that Xili Station will be one of the master hubs among the “three-master four-auxiliary” of Shenzhen City, and Xili hub and Xili station projects for Shenzhen-Maoming Railway will start in the near future.
According to the “Xili Hub Integrated Planning” and the “Pre-feasibility Study of Xili Integrated Transport Hub” compiled by the Shenzhen Municipal Bureau of Planning and Natural Resources and the Shenzhen Rail Transit Office in 2018, Xili Hub will be a “station-industry-city” integrated innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area that focuses on exhibition, exchange, experience and service of scientific and technological innovation and integrates business, commerce, leisure and entertainment.
In July 2019, the Shenzhen Municipal Bureau of Planning and Natural Resources and the Nanshan District People’s Government jointly organized the collection on urban design of Shenzhen Xili Integrated Transport Hub, and made systematic design in spatial framework, functional layout, spatial form, integrated transportation, public space and landscape, and hub building in line with the requirements of “creating driving force for innovation, serving scientific and technological innovation and gathering urban vitality”.
The planning and construction of Xili Hub are of great significance for Shenzhen to build a national railway hub city and enhance its core driving force for Guangdong-Hong Kong-Macao Greater Bay Area. It is a major part of Shenzhen’s building a pilot demonstration zone of socialism with Chinese characteristics.
In order to build a high-standard “station-city” integrated transport hub, the Shenzhen Municipal People’s Government and the China State Railway Group Co., Ltd. decided to jointly solicit the conceptual design of Xili Hub and the design scheme of the main building.

2.Project Overview
The Xili Hub is located in the north-central part of Nanshan District, a central district of Shenzhen City, and the site of Xili Freight Station of Pinghu-Nanshan Railway. It borders the Liuxiandong strategic emerging industry headquarters to the north and the North Area of Nanshan Hi-tech Park (North Area of High-tech Industrial Development Zone) to the south. It is an important link point for the scientific and technological innovation axis of Nanshan District in Shenzhen. It enjoys a favorable location.
According to the relevant planning of national railway, intercity rail and urban rail, Xili Hub will introduce 4 high-speed railways (Ganzhou-Shenzhen Railway, Shenzhen-Maoming Railway, Shenzhen-Shanwei Railway and Shenzhen-Zhuhai Intercity Railway), 2 intercity railways in the Pearl River Delta (Shenzhen–Huizhou Intercity Rail and Shenzhen-Dongguan-Zengcheng Intercity Rail) and 4 urban rail lines (Line 13, Line 15, Line 27 and Line 29), and shape the urban space together with public supporting facilities, urban roads and slow-traffic system with other cities. Therefore, Xili Hub will become the most important gateway and urban transportation transfer node of Shenzhen.
3.Purpose of the Scheme Solicitation
This scheme solicitation aims to solicit conceptual design schemes of Xili Hub that demonstrates the Chinese style and the charm of world-class cities, combines international vision and advanced concepts, and are space-creative and feasible. The core area of the hub will be designed in the principle of “city-station integration, superstructure development, convenient transfer, and high integration” to set an example for new-generation “station-city integrated” hubs, and it will become the most user-friendly modern high-speed railway station in China.
The outcomes of this solicitation need to provide support and guidance for the feasibility study of the hub project.
4. Work Content
This scheme solicitation task is divided into two levels: core area and coordination area. The core area is about 83ha (marked by red line in the figure below). The coordination area includes the core area, with a total area of about 189ha (marked by the blue line in the figure below). During the solicitation of schemes, the conceptual architectural design in the core area and the conceptual urban design in the coordination area should be completed; if necessary, it is not limited to this scope.

5. Registration Requirements
There are no restrictions on the qualification of applicants. Any design agency at home and abroad can sign up for this solicitation. Design agencies (6 at most) in different professional fields are encouraged to form a consortium. The consortium should have a person in charge of design or a chief designer who has presided over the design of two or more large-scale integrated transport hub buildings or internationally renowned single buildings. The parties to the consortium should sign a Consortium Agreement, which shall specify the division of labor and the distribution of design fees. We will give priority to the design agencies that have the following project experience:
(1) Experience and successful cases in the architectural engineering design of large-scale integrated transport hub.
(2) Experience and successful cases in the design of internationally renowned buildings.
(3) Rich experience and successful cases in integrated transportation planning and design.
(4) The chief designers have rich experience in architectural scheme design.
This solicitation does not accept application by individuals. The project team should be composed of professionals in architectural design, urban planning and design, railway design, rail transit, municipal transportation and landscape design.
During application, the performance, team composition and conceptual idea of design agencies (consortium) shall be provided. The achievements and experience of the chief designers on the architectural scheme design, the achievements and experience of the team on the integrated transportation planning and design, and the conceptual proposal will be reviewed in the pre-qualification phase. Any design agency that has an interest is welcome to carry out related preparations in advance. Pre-application is allowed.
