Shenzhen accessible service center for Entrepreneurship is located in Guanhu street, longhua district, Shenzhen. It is located in the Guanlan high-tech industrial park area of Shenzhen national high-tech zone (plot [2005-31]), north of Cuiyou road, south of Lan ‘an road, east of Guansheng third road, Guansheng fourth road and the enclosed area west of Fuji Garden. It is about 25kilometers away from Shenzhen Baoan Airport and 10 kilometers away from Shenzhen north railway station. Transportation is very convenient.
- This public tender is open to all. Domestic and overseas design companies or organizations may apply for participation.
- Joint groups are permitted. Include the leading member no more than 2 firms; each member of the joint group shall not further apply alone or participate by joining another group with other design organizations.
- The joint group member shall sign the Joint Group Agreement legally and specify the leading member, as well as work distribution in each design stage and their share of rights and interests.
- Individual applications or teams of individuals will not be accepted.
The project adopts the method of open bidding and pre-qualification to determine 9 shortlists and 2 ranked candidates.
Schematic design bidding stage: The tenderer shall establish an evaluation committee by law, and the evaluation committee shall evaluate the achievement submitted by the tenderer by registered ballot, and select the top 3 without ranking to enter the Winner Deciding Stage.
The tenderer shall establish a winner deciding committee by law, and determine the winning bidder among the winning candidates recommended by the evaluation committee.

The design fee is 16.64 million (Tax include) tentatively ，including the basic design fee, BIM design fee, and compensation fee for excellent schemes not winning the bid.
Compensation for Excellent Schemes not Winning the Bid:
The project sets up total compensation for excellent schemes not winning the bid of CNY 2.8million (including tax).
The 2 bidders who get into the Winner Deciding stage but not winning shall be compensated at CNY 500,000each; The 6 bidders who get into the Design. Competition stage but not into Winner Deciding Stage shall be compensated at CNY 300,000 each.
