Tender Rules

The entire tender and design competition process is divided into three standardized stages: pre-qualification, design competition, and final bid determination.

Stage 1: Registration and Pre-qualification

The pre-qualification committee evaluates registered institutions based on corporate performance, project team strength and comprehensive qualification. Through anonymous voting and round-by-round elimination, the top 5 institutions are shortlisted for the design competition stage, with 2 alternative institutions ranked in reserve. If any shortlisted institution quits, the alternative candidates will be supplemented in order of ranking.

Stage 2: Formal Design Competition

Shortlisted bidders shall deliver complete design achievement documents that fully comply with the design task book requirements. The review committee will conduct professional evaluation via round-by-round elimination and anonymous voting, confirm the top 3 candidate bidders with clear technical rankings, and put forward targeted optimization suggestions for the shortlisted design schemes.

Stage 3: Final Bid Confirmation

On the premise of fully respecting the professional review results, the tenderer comprehensively evaluates multiple dimensions including technical ranking, business quotation, construction cost control, construction cycle and technical feasibility, and determines the final winning institution among the three candidate bidders.
